Welcome to the 1st Annual WESTERN GROUNDWATER CONGRESS! For the past 26 years, the Groundwater Resources Association has put on an annual event known as the GRA Groundwater Conference and Annual Meeting, and attendees have traveled from all over the world to this conference. While the Annual Meeting has been a staple of our organization since its inception, the GRA Leadership believed we could make this event bigger and better. Over the past year our team has worked tirelessly with input from the board, membership, and past event surveys to make this dream a reality. Today, we would like to welcome you to the 1st Annual Western Groundwater Congress.

Our team transformed what was once a two day, two-track event, into a three day event, covering a range of groundwater topics, within four tracks: Water Resources, Sustainable Groundwater Management Act, Contaminants, and Special Topics. This outstanding team, of Track and Session Chairs, assembled world-class technical presentations and panels focused on western groundwater quality and resources. In addition, you will be able to attend presentations from the 2018 David Keith Todd Lecturers, the Collegiate Colloquium, hands-on workshops, and a plenary Keynote presentation from Henry Darcy Distinguished Lecturer, Professor David L. Rudolph. We believe the WGC will become a long standing premier technical conference in the west.

The WGC will also include innovative and entertaining social activities fostering opportunities to meet and mingle with peers and other key groundwater professionals from around the western states and the world. To create these opportunities the Social Functions Team developed over 15 hours of networking time including multiple receptions, lunches without speakers, a wine tasting workshop, GRA members-only massage stations, and the 1st Annual 5K Darcy Dash. We want you to not only learn about groundwater, but have fun doing it!

David Rudolph, Ph.D., P.Eng., is a Professor and Chair in the Department of Earth and Environmental Sciences at the University of Waterloo. He specializes and teaches in the areas of regional hydrogeology and groundwater protection and management. His research group combines watershed-scale field monitoring with numerical modeling strategies to resolve issues related to water balances, impacts of diffuse source contaminants and groundwater-surface water interaction phenomena. He served as founding Executive Director of the Water Institute at the University of Waterloo, was the 2010 recipient of NGWA’s M. King Hubbert Award for contributions to the field of hydrogeology and the 2013 NGWA Darcy Lecturer in Ground Water Science.

CalEPA Vapor Intrusion Guidance Updates - Status and Implications (Panel Discussion) (Salon C) Moderator: Gina Plantz, Haley & Aldrich CalEPA has been developing a consistent approach for evaluating the vapor intrusion (VI) pathway throughout California, which relies heavily on recommendations within the USEPA 2015 VI Guidance. GeoSuite: An all-you-need hydrogeological DMS suite GeoSuite is a web based georeferenced relational data management system (DMS). It is developed especially for California, to facilitate hydrogeological conceptual modelling, GSP construction, and other DMS data serving needs. The DMS frames capabilities required by the SGMA. This includes the ability to create, host, share, interpret, report, and much more.

The GeoSuite is carefully developed and designed to ensure a streamlined work process and to give the user a full specter of tools required for any GSP. Good planning is the key to success in SGMA. Groundwater Sustainability Plans must cover the groundwater management concepts of old, while emphasizing the new concepts of sustainability introduced in the Sustainable Groundwater Management Act.

Protection of groundwater from oil and gas activities such as well stimulation, produced water, and underground fluid injection remain an area of critical concern in California and beyond. Questions include 1) Where are protected groundwater resources? 2) How close are oil and gas operations to protected groundwater and what is the geology between the two? 3) Is there evidence of oil and gas fluids mixing with protected groundwater and if so, how did they get there? and 4) Have oil and gas operations impacted and changed water quality in groundwater basins? The USGS, in partnership with state and federal agencies, is working to help answer these questions through a detailed framework of cutting-edge scientific research and mapping studies in numerous California oil and gas fields that overlie or are near protected groundwater. Results are starting to be released and will be shared with the audience at this informative conference session.

2:00PM-3:00PM CONCURRENT SESSIONS David Keith Todd Lecturer - Southern California (Salon A&B) Moderator: Wes Miliband, Atkinson, Andelson, Loya, Ruud & Romo • Building Bridges to a New World in Water Resource Management Kirby Brill, P.E., Former General Manager, Mojave Water Agency As Mojave Water Agency’s (MWA) former General Manager, Mr. Brill worked for over 16 years to develop and execute a diverse portfolio of strategies that now provides the foundation to meet the current and projected water supply needs of a rapidly growing population in San Bernardino County, California. Throughout his tenure at MWA, there was a complex array of challenges driven by ever changing local, regional, state and federally driven forces that drove the need for innovative and creative solutions. Mr. Brill began his career in private consulting and migrated to the public sector at Orange County Water District (OCWD) where he led efforts to maximize the District’s ability to capture available water for artificial recharge along the lower Santa Ana River, in Orange County California. Mr. Brill also led the development of a basin-wide groundwater monitoring program consisting of more than 50 deep multi-level monitoring wells and a data collection system with computerized reporting tools that now serve as the backbone for OCWD’s current groundwater basin management activities. Mr. Brill left OCWD to take on the challenge of cleaning up groundwater contamination in the San Gabriel Basin, the geographically largest Superfund site in the nation. While at the San Gabriel Basin Water Quality Authority, Mr. Brill served as Assistant Executive Director and later as Executive Director and led efforts to bring local, state and federal stakeholders together to develop and support practical solutions which could be financed, constructed and operated using the collective capabilities and assets of the group. Mr. Brill holds a bachelor’s Degree in Civil Engineering, a minor in Geology and a master’s Degree in Business Administration. Mr. Brill is a registered Civil Engineer in California.

He is the Founding Director of the UC Davis Center for Watershed Sciences and Professor Emeritus in the Department of Earth and Planetary Sciences. While at UC Davis he held the Roy Shlemon Chair in Applied Geosciences and UC President’s Chair in Undergraduate Education.
