FDAC 2021 VIRTUAL ANNUAL CONFERENCE AGENDA TUESDAY, APRIL 13, 2021 8:30 – 8:45 a.m. Welcome Message Jim Comisky, FDAC President Board President, South Lake County Fire Protection District 8:45 – 9:55 a.m. The Past, Present and Future of Prehospital Emergency Medical Services in California Chief Kurt P. Henke, Ret. Managing Partner, AP Triton Retired Fire Chief Kurt Henke will provide a brief history of how we got to where we are today, covering the massive regulations that were used in an attempt to strip the fire service of one of its core services. He will discuss topics such as medical control, 1797.201/17.97.224, and exclusivity. He will share what is being done to correct the past and level the current playing field when it comes to delivering EMS, including how to address the private sector and your elected officials, and talk about the future of fire-based EMS in California. 9:55 – 10:00 a.m. Break 10:00 – 10:55 a.m. Navigating the Workers Comp Process for COVID-19 Jeanette Mason, Claims Director Athens Administrators Over the past year workers compensation regulations regarding claims related to COVID-19 have added another layer of navigation for fire protection districts. In this session, the presenter will discuss what discovery is needed to determine whether the claim will be accepted as well as review what a district can do to assist in the process. Attendees will walk away with a better understanding of regulations association with the pandemic, COVID-19 claims processes and reporting requirements. 10:55 – 11:00 a.m. Break

11:00 a.m. – 11:55 a.m. Human Resource Challenges During a Pandemic Moderated by Chief Frank Frievalt, FDAC 1st Vice President, Mammoth Lakes Fire Protection District Chief Ted Peterson South Marin Fire Protection District Jim Comisky, FDAC President Board President, South Lake County Fire Protection District Chief Eric G. Walder, FDAC 2nd Vice President Waterloo Morada Fire District This session will be jointly presented by multiple fire chiefs who have had to manage outbreaks in their workforce during this pandemic. The presenters will share their experiences and actions as potential resources or starting points for consideration by other fire chiefs. These are not necessarily “best practices” because, as with so many other facets of the pandemic, not enough time has passed to fully understand benefits and consequences. While the current trend of infection, and subsequent public health needs are presently declining, the epidemiologic research strongly supports the likelihood of a fourth surge due to COVID-19 mutations. These mutations are spontaneously and concurrently emerging in multiple places globally, growing through community spread rather than through travel. The session will be a dialogue between presenters and attendees to facilitate learning from each other’s experiences in fires, floods, earthquakes, hazmat, and rescue. 11:55 a.m. – 12:00 p.m. Closing Remarks WEDNESDAY, APRIL 14, 2021 8:30 – 8:45 a.m. Welcome Message Jim Comisky, FDAC President Board President South Lake County Fire Protection District 8:45 – 9:55 a.m. State Fire Officials: Handling the Next Fire Season Mark Ghilarducci, Director California Office of Emergency Services Brian Marshall, State Fire Chief California Office of Emergency Services Thom Porter, Director CalFIRE California State’s top ranking fire officials will join FDAC to provide their insight and plans for their agency’s efforts and activities in support of the California fire service. Invited each year to the FDAC conference, this session is always a huge draw as state and local government fire service representatives look at ways to strengthen this partnership and fulfill their shared mission to protect lives, property, wildlife and wildlands in California from the continuing increase in wildfires.

Chief Jeff Willis, FDAC Board Member and FDAC/CalChiefs Legislative Task Force Chair Big Bear Fire Department Russell W. Noack, Partner Public Policy Advocate, LLC Julee Malinowski-Ball Public Policy Advocate, LLC Members of the FDAC/CalChiefs Legislative Task Force will walk attendees through the state legislative processes and share fire service issues of high importance to local governments, fire districts and departments, collectively known as the California Fire Service. This session will emphasize new funding opportunities flowing from the Governor’s Wildfire and Forest Resiliency Action Plan, emergency management planning and development targets, fire prevention and mitigation measures impacting local governments including insurance and emergency medical service activity during the COVID-19 pandemic. 10:55 – 11:00 a.m. Break 11:00 – 11:55 a.m. First Responders Resiliency, Inc. – Mental Health During the Pandemic Susan Farren, Executive Director First Responders Resiliency, Inc. There is no argument about the stress endured throughout the career of first responders. Compound those pressures with the pandemic and civil unrest and the issues can be almost unmanageable for individuals and departments alike. First Responders Resiliency, Inc., will share what they have been doing to assist first responders and agencies, with their unique approach to behavioral wellness in order to sustain and enhance the personal and professional lives of those they serve. 11:55 a.m. – 12:00 p.m. Closing Remarks
