Foreword

Education critical for attainment of

Vision 2040 The NRM Government has made remarkable gains in the Education sector under the leadership of H.E. Yoweri Kaguta Museveni, President of the Republic of Uganda. Before 1986, all sectors of the economy including Education were lagging behind, but since then the education sector has been revamped following the liberalization of the economy. A comprehensive education policy framework has been undertaken by Government and reforms implemented to revitalize the education system.

H

aving realized that most institutions in Uganda produce graduates without skills needed in the job market, Government introduced Skilling Uganda, a 10 year strategic plan to equip youths with employable skills and thus curb the undesirable trends of unemployment.

Since education is very relevant to all citizens, Government introduced the Students` Loan Scheme to ensure equal opportunities to all Ugandans to attain higher education. We are committed to implementing the affirmative action policy which aims to increase the number of female students accessing university education.

The programme will give productive sectors of the economy the labour required to stimulate economic growth thus improving people’s living standards and contribute to national development in line with the National Development Plan and Vision 2040.

Let me also take the honour to appreciate the entrepreneurial investment in higher education by the private sector. This undertaking has immensely supplemented Government`s effort in providing higher education and attracted many students from the region to enroll in Ugandan universities.

Innovations and research will be needed to keep our education system relevant and competitive on the global market. As a Ministry, we rededicate ourselves to ensuring quality education at all levels for sustainable development.

Lastly I thank The Patriot Media Team for having taken the noble initiative to compile The University Hand Book – 2017.

tudents, guardians, parents and all stake holders in the education sector should with keen interest avail themselves a copy of the hand book from our various points of sale. This edition carries insightful articles on career guidance all geared towards enabling enrolling students make informed decisions when applying for their career courses.

It is of essence that students are carefully guided when selecting their study programmes if the country is to minimize the high rates of unemployment which has become a perennial concern to society.

In the same spirit, we commend Government for the liberalization of the education sector. One can now easily enroll in any of the NCHE accredited institutions of higher learning dotted throughout the countryside.

Gone are the days when the then only university Makerere would leave out a big number of eligible students on admission due to limited slots. With

New Home for

National Council for Higher Education The new home will enhance the regulation of higher education in Uganda and boost the image and impression levels of NCHE as a public Institution. Located on Plot 384, Kigobe Road in Kyambogo, the offices will enable NCHE serve the public with ease and efficiency. Construction of the magnificent complex is an idea that started in 2006 out of the need for comprehensive expansion of the infrastructure to recruit and house more staff and equipment.

ollowing its commissioning, NCHE is now fully committed to efficiency in service delivery, implementing strategies and inspirations enshrined in its mandate.

The new offices seated on a 3 acre land depict the quality and expectations of NCHE from stakeholders.

The building was constructed in a record 1 year, which is a national pride.The land on which the 3 storey building is situated was given to NCHE

by Kyambogo University on the advice of the Permanent Secretary Ministry of Education and Sports. The premises were constructed at a cost of 4.8 billion 4 | THE University HANDBOOK 2017

shillings using NCHE savings and not

from capital development or bank loans. The consulting services were provided by Technology Consult, MUK and construction done by China Nanjing International (CNI).

The new offices have ample parking space for both visitors and staff, thus improving service delivery. Technology Consult was opted for because of its low charge yet with a vibrant technical team of professionals who have done a number of big projects in the country with experience spanning over 25 years.

The new premises will reposition NCHE as a hub of knowledge and research.

HOW TO GET A

FIRST CLASS DEGREE There is probably no better and satisfying moment in your academic life than graduating with a first class. Most universities with great pride endeavor to publish the list of their first class degree graduates in leading media platforms.

To graduates who make it among the top class echelons also comes a better prospect to kick start their careers since these become the most sought after by employers.

H

owever, attaining a first class degree is no mean undertaking and involves a lot of sacrifice. We caught up with some first class degree graduates for tips and below are the clues to this dream of success.

David a social scientist says to get a first class should be something to do with believing in yourself and work on it right from the start of your course because every semester result contributes to your final grade. So he says it is prudent to start excelling right from the first course work that your lecturer gives to your class.

Aaron a first class graduate in electrical engineering hints on reading hard, never wasting time on things that do not add value to your life, knowing what one wants in life, attending all lectures, doing all your course works and tests with a great zeal as though it is your final paper.

Also remember to pray and trust in God to give you wisdom and the courage to attain your academic excellence. His advice to students is that utilize your time well because time wasted can never be regained. Lillian an I. T specialist advices that if it is time to relax, interact with people who add value to your life and academics, stay focused, avoid negative talk while devoting a great amount of your time and energy to your course.

Armed with a first class in Statistics, Ivan says his trick was to engage in great group discussions with better performing students all with a mission of getting a first class, your parents and family members should give you ample time to concentrate on your course, spend less time on things that are bound to hinder your success.

Also the university environment plays a great role in ensuring you attain your dream; he says it gave him everything he

needed to pass highly. So when you have the opportunity to do a good job, use it very well.

Monica a Quantitative Economist says getting a first class does not come on a silver plate. You need to put in a lot of effort and at times sleeping less. Make sure your course works are handed in on time and never miss any test, attend every group discussion and participate in them, never miss a single lecture so that everything that is taught you learn it firsthand. Your lecturers are your parents at university so consult them on things that you do not seem to grasp well and they will always be there to offer support in case of any challenges. Start working on your first class right from the day you join university leaving no room for low grades.

With Business Administration, Paul owes his success to hardwork and God’s guidance. His parents also played a big role by paying all tuition fees on time and giving him an opportunity to study during holidays. Also work closely with friends who will help you to comprehend and answer otherwise tough academic questions. He cautions those still at university that if they start being serious with their studies in final year then they are bound to miss out on a first class.

As for Peter a first class computer engineer, his priority was books and nothing more but books, right from the time he joined the university. His target was to be on top of class in all course works, in addition to associating with discussion groups that were helpful.

His advice for students who are still at university is to give priority to their academics. If it is time to read, make sure you read and if it is time to rest then do that.

Meet the Makerere and Ndejje Universities Vice Chancellors Prof. John Dumba Sentamu Makerere University

Professor John Dumba Sentamu is an economist who has spent the past 35 years of his life at Makerere University serving in various capacities. He has risen through the academic ranks to the position he now holds of Vice Chancellor.

Professor Dumba holds a Ph.D. in the field of Economics and a widely published scholar with about 30 publications to his name. Under his leadership, the Department of Economics then under the Faculty of Social Sciences was transformed into an Institute.

Later it became the Faculty of Economics management and eventually the College of Business and Management Sciences (COBAMS). He was Principal of the College before taking on his current assignment as Vice Chancellor. He has served as chairman of various boards including the academic board of the African Economic Research Consortium (AERC).

Professor Dumba Sentamu is currently the Chairman Board of Directors Centenary Bank, a Council Member of Mutesa 1 Royal University and Chairperson Governing Council of University of Kisubi. At the international level, he represents Africa on the Finance Committee of Caritas International based in the Vatican and is a member of the Micro Finance Institute Network in Africa.

Profiles He is also a member of the Governing Council of the Association of African Universities representing all universities in East Africa. Professor Dumba joined Makerere university in 1974 and graduated with a bachelor`s degree in Economics

in 1977 before going to Canada for more studies where he obtained a Master`s degree from the University of Waterloo in Ontario, Canada in 1979. He then returned to Makerere University to pursue his Ph.D. in Economics.

He has worked with various Universities in Africa and also served as a consultant for various UN agencies including UNDP, FAO, WHO, WFP and others like USAID and the Swedish Government.

Prof. Eriabu Lugujjo Ndejje University

Professor Eriabu Lugujjo is an engineer by profession and was appointed the Vice Chancellor of Ndejje University in 2012. He is a renowned academician for over 30 years and obtained a first class degree in Mathematics and Physics at Makerere University.

He did his post graduate studies in Electrical Engineering at California Institute of Technology, USA leading to M.Sc. and Ph.D. When he returned to Makerere, he first served as the head of the Electrical Engineering Department and later as the Dean of the Faculty of Engineering.

From 1981-1989 as a Dean, he played a pivotal role in the development of both undergraduate and post graduate programs in the Faculty of technology.

Professor Lugujjo has represented Uganda in many Science and technology based forums on the International scene.

He has been associated with UNESCO since 1983 and participated in the formulation of UNDP and UNESCO projects that sustained the Faculty of Technology during Uganda`s turbulent times of the late70`s and early 80`s. Currently, he is the chairman of the Industrial Training Council established to guide technical and vocational education in Uganda. Under his stewardship, Ndejje University has transformed into a top private university in Uganda and Africa as a whole.

Last year, Ndejje University was honored because of its good research projects, administration, Infrastructure and a top performer in the university games.

Embrace Vocational training to Solve Unemployment David, a graduate of Vocational training is a living testimony of the benefits that come with skills based training. After O’level, he enrolled for a course in metal work and Technical drawing.

At first it looked as though he had made a wrong choice but with time he came to love his course with a lot of passion.

He immediately got a job after completing his two year course as a workshop attendant. Today, David owns his own company making house windows, pipes, pavers, metallic bars, gates, etc. He even boasts of employing University graduates in the various departments of his company.

His advice to students is to stop looking at Vocational Education as a preserve for failures as initially perceived but a solution to the many unemployment challenges faced by university graduates.

A lot of students are failing to get gainful employment not because of lack of job opportunities but due to studying irrelevant subjects that don’t fit in with market demands. As such lucrative jobs that are available are being taken up by foreigners who are better guided in career choice.

We still lack a skilled labour force as a country to tap into the booming investments undertaken by Multinational companies in Uganda.

Vocational training has the benefits of imparting practical skills, enterprise based and on job training, producing job creators not seekers and earning income while still young given the short course duration.

Parents should desist from believing that if a student fails to get marks for a university degree, then he is a failure in life. David rallies Government to fully support skills development and make Business, Technical and Vocational Training (BTVET) Institutions more responsive to market needs.

is predominantly placed on white collar jobs producing lawyers, administrators, teachers, clerks; occupations with market saturation yet times have changed.

Available job opportunities are in plumbing, hotel Management, catering services, tourism, ICT, Mechanics, Fashion designers, metal fabrication, phone repairs, art and craft industry, decor services, etc.

The current education system has led to unprecedented levels of unemployment with estimates indicating that of the 400,000

youths who graduate from university annually, Government can only avail around 150,000 jobs leaving 350,000 graduates jobless.

He is of the view that education reforms should be undertaken to curb the undesirable trends of unemployed youths flocking the streets in search of jobs.

Many of these youths are easily lured into disastrous activities like drugs, theft, betting, gambling, prostitution and demonstrations to earn a living.

STRESS AT CAMPUS

It is a common understanding that the thoughts of our minds affect the health of our bodies. As a student if you heard news of having performed poorly in an exam, your blood pressure could immediately rise, the heart beats faster and your respiration rhythm changes simultaneously.

O

ur lives were never meant to be in the constant state of tension that is so common today.

Stress is simply the body`s reaction to the wear and tear of life and it affects the way our bodies react much to do with immediate health and our potential for living longer.

Ironically some people respond better if they work under pressure since it gives them added motivation to overcome obstacles and strength to handle threatening situations, but the real problem is with its overload.

Beyond a certain level which is different for every individual, stress becomes destructive. Intense and persistent anger, fear, frustration or worry can be life threatening.

Common among some of the things that stress students at campus include: retakes having a tall order 14 | THE University HANDBOOK 2017

on your career pursuit, not yet paid your tuition and other functional fees yet exams are just a week away, roommates sleeping with their lovers with you in the same room, having colleagues who are alcoholics, loud music played by your peers denying you a restive peace of mind, poor accommodation in your place of residence i.e., no security, poor sanitation, slum area,

developing misunderstandings with your girlfriend / boyfriend, failing to cope with the lavish lifestyle of your course mates, the poor meals from halls of residence, your dress code embarrassing you to hang out with friends, unable to afford the must- have gadgets on campus like smart phones, laptops, tablets, flat television screens, digital cameras, DStv channels, cars, fridges, your rural community society up bringing thus not feeling comfortable to associate with peers from the urban areas, general inferiority complex; all these are a recipe for mental stress.

These conditions of the mind affect the health of our bodies to a greater extent than we actually realize.

Many of the disasters from which university students suffer are as a result of depression, grief, anxiety, discontent, remorse, guilt, distrust, all of which tend to break down the life

forces and invite decay and eventual death.

Therefore if you recognize that you are a victim of stress at campus, one of the best things to do is to take a complete break from your normal daily course schedules.

You should take a short recess, associate and hang out with trusted friends, have sufficient sleep which is vital for nervous stability at night away from radio, Television because these will strain you the more by

taking away a sizable portion of your required sleep time yet sleep is one of the most effective shock absorbers of stress not only physically but mentally.

Sleep sweeps away fatigue and helps us retain our mental balance.

An exercise or sport which you enjoy helps to stretch your big muscles and an extremely effective prescription for breaking the vicious chain of stress.

Try to balance your studies with

leisure time.

Talk about what troubles you with friends that you can trust.

When faced with serious challenges, don’t be afraid to discuss them with mature family members, your pastor, priest or any understanding member of society.

Lastly remember that challenges do not come in your life to destroy you but help you realize your hidden potential and power.

University students hold a discussion. When faced with serious challenges, students are often advised to share their problems with mature family members, religious leaders or any understanding member of society.

Application Application is made through filling an application form obtained at a non refundable application fee at the Main Campus, Bishop Barham University College, Kabale and the Regional Campuses of Mbale and Arua. Forms can be obtained from the Diocesan Education offices of Busoga, Soroti, Ankole, North Ankole and Bunyoro Kitara. You may also download the application form from here and pay for it on submission.

The application form must be fully filled and the relevant academic documents attached. It must be returned to the Admissions Office of the University according to the set deadline dates obtained from the Admissions office.

Application for Admission Applications forms are available at a non-refundable fee of UShs 50,000/= or $25.

Application Procedure Check with the Admissions office at the University or visit the faculty websites for the programs on offer.

Buy an application form at the fee stated, or you may download the form fill it and return it to the University.

On returning the application form you receive a coupon showing the date when the results of the application will be out.

On the date results of the application are out, kindly check at the office or on the university and faculty websites; then proceed to pick your admission letter if admitted.

After admission, one may be required to pay a non-refundable tuition fee deposit in order to confirm your vacancy.

Application forms are processed and shortlist made by the Admissions Office are forwarded to the University Admissions Committee. The board grants or denies the admission and forwards the decision to the Deputy Vice-Chancellor's (Academic Affairs) office.

The applicant's file is reviewed for completeness and a letter is given indicating admission, pending fulfillment of the requirements.

All documents received by the University in connection with an application for admission become the property of Uganda Christian University. Admission places of students who are admitted and fail to report are filed. However material will only be held for a period of only one year if the student notifies the Admissions Office in writing of postponement of enrollment.

PAYING CAREERS in the region Joining university is not only an opportunity to fulfill one’s ambitions but it gives an individual a chance to choose the best for them in terms of career advancement. Therefore undertake the following professions if you are to earn an attractive pay and still stay relevant in the job market.

Actuarial Sciences This profession sounds like a small career but their salary is attractive, in fact a qualified actuarial scientist earns more money than most chief executive officers in the region. Leading Insurance companies and actuarial firms pay up to UGX 15M monthly, but to qualify as an actuary, more than a degree in Actual Sciences is required. The most ideal courses include CFA or professional certifications from the society of actuaries or institute of actuaries.

Financial Analysts Professions in this field work in stock broker’s insurance companies, banks and audit companies. If you possess a chartered financial analyst profession and a business related degree, then your starting salary is UGX 8M and if you accumulate experience of at least 5 years, nothing will prevent you from earning UGX 20M and above.

Auditors An auditor is among the most highly paid professions

in Uganda earning up to UGX 18M per month. In addition to having a degree, you need to acquire additional qualifications in ACCA or CIA. If one holds a senior position in any of the big financial institutions, then your salary could even be doubled.

Senior Accountants At the start of career development by both junior and senior accountants, their pay is not big since they have not accumulated enough experience to be backbones of corporates, but with time as they acquire professional experience to make critical decisions for organizations, they can earn close to what directors earn.

Monitoring and Evaluation (M & E) Experts in this field hardly miss opportunities in NGOs and Government parastatals earning very good salaries. Just like statisticians, there are so many opportunities for professionals in Monitoring and Evaluation in Uganda’s job market. At entry level, a statistician may earn less than UGX 0.8M but with time their pay tremendously increases earning good salary packages.

Chief Executive Officers (CEOs) It may not be easy to get to the level of a Chief Executive Officer of a top corporate organization, since you need at least 7 years professional experience to climb the career ladder of that organization. However if you become one, then the reward is very attractive and your salary will be at least UGX 20M. What is needed of you is dedication, innovativeness and hard work to reach this level.

Lawyers Armed with the legal profession, if there are people you can’t mess with their pay, then they must be lawyers. In Uganda experienced lawyers and judges earn upto UGX 18M monthly. Those in private practices however make varying amounts based on the clients they represent, but the truth is that this career is highly rewarding.

Software Engineering Most careers in Uganda are saturated; therefore a student should at least pursue a degree in software engineering. There are so many contracts to be secured by the few software developers in Uganda from both Government and the private sector. The world has evolved so fast that people who thought technology will not take over are shocked. Software engineering is the future of the world. In Uganda an experienced software engineer capable of developing applications takes home between UGX 10M - 30M monthly.

Construction managers These are professionals who supervise and oversee construction sites. They play a critical role in the infrastructural development of the nation and that is why they earn better than many workers in Uganda. Latest figures show that construction managers earn average salary of UGX 3M monthly.

Aviation industry There is a high cost involved in training to be a pilot, but the truth is the course is highly rewarding.

In Uganda the aviation industry is the only career with the highest salary and job security. A newly employed pilot earns at least UGX 6M while experienced ones at the rank of a captain earns UGX 25M. Working at a private aviation company is the most rewarding because pilots here are paid on hourly basis.

Quality Assurance Managers Professionals in this field play a crucial role in a business organization by ensuring that products meet certain standards of quality. They are thus regarded as the life blood of the company, planning, coordinating quality assurance programs and formulating quality control policies. They also work to improve on an organization’s efficiency and profitability by reducing waste. Quality assurance personnel determine, negotiate and agree on in-house quality procedures, standards and specifications, assessing customer requirements and ensuring that these bench marks are met.

UN workers Workers at the UN offices earn big sums of money in foreign currency and better working conditions as compared to the region`s job market. The average salary of a fresh graduate as a UN staff is UGX 10M while experienced workers earn up to UGX 40M.

Need for for beginners at university

T

here is need for orientation so that new comers are well acquainted with the university environment. Beginners should know their respective lecture rooms, departments, faculties, university top administration, etc.

The new entrants require career or vocational guidance since some of them may have been admitted for courses that they may not be interested. There are cases when new students at university have to change their courses or subject combinations. So students should be guided quite well on the new choices they are making because as they change the programmes or subject combinations it also leads them to new career paths.

It is crucial that students are educated about the academic requirements of the university. Most of these students on reaching campus think they have come to enjoy life and yet the course to undertake might be quite demanding. They need to know that failure to achieve the minimum grades may render them dismissed from university.

Moral guidance and counseling is imperative to students. They must behave and conduct themselves in a maturely upright manner so as to achieve their academic dreams. It is important to counsel students not to join bad peer groups and engage in acts of drugs, theft,

prostitution, lesbianism, homosexuality, etc. These behaviors distort their academic potentials and endanger their health.

Students should be well conversant with the university calendar. They should be made aware of attending lectures routinely, doing course works, tests and exams of the university without fail. Those who miss tests or even exams must have very sound reasons for doing so.

There is also need for intrapersonal and interpersonal counseling to students.

Intrapersonal deals with how a student handles himself. For example self-respect, self-worthiness, self-acceptance and selfawareness. Some students join university and forget the type of family they come from. A case in point is when a poor

student associates with students groups from well to do families and starts to live beyond his means due to peer pressure.

They may end up eating the tuition fees especially when they are on the private scheme.

Back home, their parents might have sacrificed all resources and unable to provide more funding thus leading to discontinuation from university. Also interpersonal counseling should be well done like; respect for fellow students, university administration, etc.

The culture of saving should also be well inculcated in the minds of these young future leaders. Most of the Government sponsored students end up blowing all their faculty allowances ,yet if saved a portion of it could enable them survive after campus or even help in starting a small self-help business venture.

This might be tricky for the self-sponsored students, but if possible and lucky that you are getting funding from multiple sources for your university up keep, then try as much as possible to save a small percentage of that money for the challenges that lie ahead of you after leaving campus as the job search on the streets sets in.

Landed Your First Job: Tips for a successful career Many factors determine how a newly employed worker fits into the total office environment. There are office skills that are essential for performing certain duties. Because offices are centers for communication, people must be able to work effectively as a team besides knowing how to get along well with people.

In addition to these skills, another quality that is important for career advancement is best described as ``a professional image``- an overall image that sets certain office workers apart from others . To exhibit a professional image, you must first develop a professional attitude, which determines how you look, work, and interact with other people.

Features of a professional attitude Enthusiasm. Be willing to accept new responsibilities, approach each task with energy and seriousness. Be cheerful and courteous to others.

Maturity. Handle your work with dignified behavior, taking your responsibilities seriously and give full attention to your duties.

Competence. Master your job by Identifying weaker skills and concentrate on improving them on a daily basis.

Confidence. When you are certain that you are giving your best effort to doing a job well, your behavior will reflect the confidence that you have gained from experience.

Cooperation. Office systems depend upon teams of people working together to accomplish a mission, so you should be a cooperative team member.

on time and consistently producing high quality work.

Positivity. A positive attitude should be evident in everything you say and do.

It is important to note that unlike technical skills, professionalism is not actually taught as a subject in lecture rooms, yet it manifests in everything we do.

Perfecting your communication skills: By the time we learn how to talk, speech seems like the most natural activity in the world. However, if you speak

improperly from the beginning, two problems surface. First, your mistakes are easily noticed by other people detracting you from a professional image and opportunities for success. Second, old habits are die-hards and difficult to change, especially when we do not notice them early enough.

Using correct grammar. The most important verbal asset any person possesses is the ability to express thoughts with correct grammar. It is difficult to convince anyone of your competence if you consistently make language errors both written and oral in office tasks.

and practice. If you are uncertain about your ability to speak correctly, ask your supervisor to help you pin point the areas in which you have difficulty. Then launch a program to improve on them concentrating on proper usage and correcting you as many times as possible.

You can also undertake a short course in communication skills during your free time.

Voice quality. We are given one voice at birth, which most of us use without questioning. However, have you ever stood next to a person who talked too loudly or too softly? Think of how much more effective that person would be if the quality of his or her voice could be improved. Learn to listen to yourself as you speak, and you will see that your efforts will result in improvement.

Reception for office visitors One of an office worker’s most pleasant and important duties is greeting office visitors. Remember that your appearance and conduct reflect the image of the company. Visitors are guests of your organization and you are the host. Always be courteous, helpful and professional.

Make a good impression. Maintain a quiet, tidy and orderly reception area.

Your desk should be neat and your conduct should be professional.

Identify yourself immediately. When answering a call coming from outside your organization, begin with a pleasant greeting, followed by your organization’s name and then your name.

Greet visitors immediately. Consider your visitors as the most important priority, even if the visit interrupts you in a busy work schedule. If you are involved in a telephone conversation, excuse yourself politely from the conservation long enough to greet the visitor briefly.

Then conclude the phone conversation as quickly as possible and give your full attention to the visitor.

Get complete information. If you are answering the phone for someone else in your department, be certain to get the correct name of the caller and the caller’s organization.

Make the visitor comfortable. If the visitor has to wait, offer assistance and keep the person informed about the delay. If you expect the wait to be longer , offer the person magazines or a soft drink.

Listening. Remember that communication is a two-way traffic.

Careful listening is just as important as good speech habits. Learn to avoid interrupting the speaker, listen courteously, waiting until the speaker has finished making a point before asking questions. Listen for details and make sure that you understand all instructions before beginning a task.

Offer assistance. Be as helpful as you can.

If you cannot connect the caller with the appropriate member of staff, give the caller an explanation and options.

Make introductions when necessary.

Usher the visitor to the appropriate office.

If the visitor knows your supervisor, you should keep the introduction simple.

If the caller prefers to wait on the line, go back on the line after one minute and ask if the person wishes to continue waiting.

It is irritating to be placed on “hold” and forgotten.

If the visitor is a newcomer, introduce him or her to your supervisor:

Conclude by verifying information. Be certain that a complete exchange of information has taken place. If you are taking a message, read the information you have noted down back to the caller in order to ensure its completeness and accuracy. Then end with a pleasant and direct tone.

Speech patterns. Some speech patterns can be annoying to the listener. Talking too rapidly, for example, reduces clarity.

Using too many pauses or talking too much is also annoying. Even excessive slang detracts from the effectiveness of speech. The good thing is speech patterns can be changed, but only through concentration and practice.

In today’s electronic world, more and more communication takes place by telephone. Since we do not have the advantage of seeing the person and using non-verbal clues to send and receive messages, we must rely strictly upon

Stay Safe while at CAMPUS

The guiding principal is that security starts with you the individual then other factors come into play later. Therefore as peace loving citizens, it is incumbent upon us to safeguard both persons and property in our community.

ife at university can mean to be very tempting.

Remember this is for the very first time most young people are staying away from the watchful eyes of their parents. You have all the freedom to do what you think is right and pleasing. No more stringent code of conduct common with secondary schools.

As such many university students tend to copy new lifestyles that end up ruining their future. It is not news for someone to confess that he or she learnt smoking, going to night clubs, drinking alcohol, drugs, dating multiple partners while at campus. To be safe, observe the following security tips; • Stay sober and focused because university is a landmark stage in your career development • Don’t land in a trap of failing to identify friends you can trust • Avoid deep night travels and movements • Be cautious of offers from strangers like drinks, snacks, car

lifts, outings, etc.

• Stop being over ambitious and dreaming that things will automatically work out your way • Try as much as possible to live within your means • When walking at night make sure you are in groups of fellow students • Always endeavor to be alert and security conscious.

• Restrict your movements in dark places and slum areas, these are fertile breeding grounds for gangsters • Make sure you have emergency phone numbers of your Hall warden, Hostel security officer, area police station, dean of students among others.

• If you receive calls and text from strangers especially threatening messages, please note down the phone number, save the message and immediately report to the nearest police post.

• Remember to carefully lock your room, windows, switch off power when going to sleep, while in the bathroom and when out for lectures

• Ensure your communication gadgets are not easily exposed to the eyes of suspecting wrong elements where you reside • Never lend your keys to anybody. Do not leave your room for friends to turn it into a hangout for smoking, gambling, drinking, gossiping and sex • In case you lose any of your belongings like Identification cards, Phones, laptops, wallets, cameras, record a statement at the nearest police post immediately. If you don’t the thugs may stage another robbery somewhere else, drop your Identification details at the scene, so you automatically become the first suspect!

• Be on the lookout for strangers in your residence and report any suspicious items you come across like metallic boxes, unclear items packed in polythene bags, sacks, kaveeras, parcels, etc.

LIFE OF A UGANDAN

STUDENT IN CHINA It was September 2011, with the sponsorship of the Government of Uganda and that of China through the Central Scholarships Committee of the Ministry of Education that I got the opportunity to go and study at Dalian Maritime University, one of the prestigious Universities in China. Having spent most of my earlier years in Uganda, it was a new experience flying over oceans to the Far East China.

On arrival at Beijing Language and Culture University where students from all over the world had been gathered to be relocated to respective universities around China, it was a unique experience on its own. For the first time associating with many races such as Russians, Latinos, Americans,

Caribbean, Koreans; all aimed at one goal of pursuing studies and bettering their future.

Culture Shock Having watched many Chinese movies during my childhood, I had known

something about China and its people; however this was the first time that I was coming face to face with the Chinese people and their culture. The first day in the restaurant was hell; having been used to eating with hands, forks and knives. It was now time to use chop sticks so every piece of potato, beef or rice that I was picking from the plate was falling and I could hardly put anything in my mouth. During group meals in African tradition the main food such as matooke, rice or posho is served first followed by sauce like beef, greens, beans among others, the Chinese version is different in that the order does not matter. You can have a meal with beef brought in first and later rice follows. It’s common to eat three quarters of the sauce before the main food comes. Seeing so many dishes especially those harvested from the sea and the wild was itself quite strange to me. Again in Uganda the practice is that bars are separate from restaurants but in china most of the restaurants also act as bars and its common to find people having a meal with beer or liquor.

how Chinese people stare at foreigners especially people of black race. In African tradition, staring at someone without a blink in the eye is considered rude, but in China this is normal. Despite the fact that millions of Chinese are fans of the American National Basketball Association (NBA), movies and music where black Americans prominently feature, many still find it pleasant to stare at black people within their proximity. Most of them would wish to offer you drinks or eats with the intention of having a photo with you, making friendship or showing off on facebook. Strange again was that Chinese tended to favor giving part-time jobs to white students to teach the English language with better pay even when some of them hardly spoke English. The Chinese also tend to believe that black people are very strong with abundant talent in music and sports.

The other aspect of culture shock was language and health. Chinese language can be a nightmare on hearing it for the very first time. However, this did not stop them from speaking their language to you even when you could hardly understand what they were saying.

Chinese feeding habits are centered on health and can leave a foreigner amazed. For example lunch in the whole country begins at 11:40am, at this time

The unfortunate incident is that most of these foreign students were young, away from home with exposure to lots of alcohol and without the guidance of parents.

Life at campus was one of the most interesting aspects of my stay at Dalian Maritime Universities. Activities like Health clubs, in-house parties, speech contests, spring football tournaments, tour trips, multi-racial dating; were the highlights of campus life. A special one was the annual international student’s cultural festival. The university could give each country student funds to prepare for the event. In our living apartment over 100 countries were represented making Dalian Maritime University a home away from home.

LIFE AS A FRESHER To be sincere it was my first time to ever set foot on the streets of Kampala. I spent the night in the slums of Kiswa – Kataza zone where my in-law a casual laborer was residing. The next day was reporting time for the maiden semester at campus as a resident.

itting into my newly found home was not for the faint hearted though! As fate might have had it, we were only two in a room meant for four students or worse still six people.

I later came to find out that our other would be roommates decided to attend lectures as non- residents. Then in came the moment of truth to showcase what we had carried along with to make our room tide.

Mother luck came my way because Ken my roommate had all the luxury required for having a styled room by any standards. As for me i only had a suitcase which I had used for the entire A ‘level, a few hurriedly bought second hand clothes, an old mattress, a pair of bed sheets and a pair of shoes at least this one was new.

But Ken was a fresher in his own class; a brand new phone Nokia 3310, a flat screen, music system, red carpet, a 6x6 wooden bed (Mazongoto), among others.

Early next morning it is time for breakfast at the mess. It looked like manna from the heavens! Why not? Bread, a pint of milk, an egg and dry tea. When I inquired if this shall be the routine, my roommate laughed it off and gave me another lecture about the menu from Monday to Sunday.

He boasted that we were Government sponsored, so this was one of the benefits to come our way for having excelled in the A ‘level exams. Then the dress code of my fellow course mates kept me reminded of a completely changed lifestyle.

The guys could turn out in free wear, hanging shirts, pull down trousers, dreadlocks, haircuts. The ladies in short mini-skirts, tight jeans, if the skirts were long, they ought to have a slit.

I attended single school for all my

secondary education and looking at ladies with this unique dress code could make my heart shudder. It is lunch time and with it the menu has rice, beef and posho; a much better improved diet from the routine posho and beans at A `level.

After supper as I plan to go for preps, I’m again reminded that this is university, so lectures and preps are optional not compulsory. No more night patrols by teachers on duty. At this juncture my roommate suggests that we tour the surrounding environment and get a feel of what pertains at campus. To my surprise it is no longer news seeing students of the opposite sex comfortably seated next to each other sharing romantic moments.

I then recall that during orientation, the Dean of students had cautioned us to take heed because Aids as an endemic was real and warned that campus could

either be a vineyard or a grave yard!

Ken my roommate was a party animal and introduced me to all the happening joints around campus and the city center.

As if this was not enough, in our immediate neighborhood, was this tall brown well-built guy occupying the room alone! We later learnt that he had bought off the other roommates of his to allow him time to have a blast.

I would be lying if I said I ever saw him attend a single lecture! All he could do in his well furnished room was to prepare his own meals; the aroma could occasionally tease my nose, play loud music from his powerful system, drink beers from the hall canteens, play host to ladies of all sizes and nature.

His other undoing was arrogance; always moving to the bathrooms naked, carelessly littering the whole place. I remember a time when a complaint was raised with the custodian about this guy`s uncouth behavior.

Also pity these poor old women; the cleaners who could brave these conditions collecting such stuff every morning. The guy could tell whoever bothered to listen that he was a business man trading in coffee in Dubai.

That not a single lady at campus could dare snub his proposal since he does not keep Uganda currency in his wallet but only dollars!. That he also owns a posh apartment in Entebbe where he resides during vacation.

There was even a rumour going around among his course mates that he used to hire mercenaries to always seat his tests and course works.

But surely speaking if this guy ever graduated, then the heavens should let me know!

However James does not buy into the actions of these two young graduates. He asserts that after years of toiling with the demands of a course at university, one should celebrate his academic achievements by staging a graduation party, invite friends, relatives, and family members for a feast. In this way, as a parent you will be sending a token of appreciation to people who played a role and contributed to the success of your child.

Know it all on E-Campus Card The card serves identification purposes as well as payments for students easing up the monetary dealings for universities and higher institutions of learning. Students do not need to carry large sums of cash with them as they can now put it into their card to make cashless payments which is safer and more secure as compared to money.

T

he smart card is embedded with a microchip that might be loaded with information that could be used for identification purposes and in addition payment for a variety of facilities at campus.

In this manner a single e-campus card is used for numerous activities. It is not easy and convenient for students to keep track of a number of documents, cards, keeping records from identity cards to academics

and other details.

So students at campus are adopting to the use of a single smart card solution instead of holding multiple cards that is the e-campus card. A single multi-functional smart card for higher learning institutions in a quest to go cashless. The card acts as a student id card, tuition fees card, personal upkeep card, car parking card, lab access card ,lib access card, exam card, all at the same time thus eliminating theft and misuse of money.

The multi-functional biometric based smart card product is being used by universities and higher institutions of learning. It essentially makes universities cashless and restricts expenditures beyond the predetermined limits. The student pays fees to the university which is then loaded into the card`s various wallets for use in the university campus.

The solution is to automate the campus facilities such as labs, libs, etc. using a single smart card.

It integrates all current campus management facilities and creates a seamless student service experience.

The card can also be extended to control access into campus of a person without the card or whose biometrics does not match the card data.
