ENERGY INCENTIVES Homeowners can claim up to $500 in tax credits if they make an energy-efficiency upgrade by the end of 2011

With winter encroaching now is the time to make sure your home’s energy efficiency is ready to handle the elements.

If you act fast, you can earn an energy-efficiency tax credit of up to $500 on qualified products installed in your primary residence before December 31, 2011. The cumulative credit can be claimed for any combination of the following projects - excluding installation and labor costs:

INSULATION

Tax credit: 10 percent of the cost (up to $500).

Cost: Fiberglass batt insulation typically costs 12 cents (R-11) to 60 cents (R-38) per square foot - the higher the number the better the insulation - based on Environmental Protection Agency figures.

Effect: According to Energy Star, a properly air-sealed and insulated home can save up to 20 percent on heating and cooling costs.

ROOFING

Tax credit: 10 percent of the cost (up to $500) of all Energy Star-qualified metal and reflective asphalt shingles.

Cost: Shingle costs can vary widely. Overall cost will depend on type of shingle and size of roof.

Effect: Per the EPA and U.S. Department of Energy, Energy Star-qualified roofing products reduce the amount of air conditioning needed in buildings and can lower energy bills by up to 50 percent.

NON-SOLAR WATER HEATER

Tax credit: $300. Must be Energy Star gas tankless or heat-pump water heaters to qualify.

Cost: Both water heater models can cost more $1,000.

Effect: Energy Star-qualified gas tankless water heaters cut water heating expenses by 30 percent.

So it’s no surprise that a 2010 survey by the Shelton Group found that 64 percent of respondents were interested in owning or renting an energyefficient home. If you want to make some energysaving upgrades, here are things you can do to get greener while saving some green.

Locate and Seal Air Leaks Reducing drafts in a home can cut energy use from five to 30 percent each year, and it makes the

home more comfortable year round. Check to see if air is flowing through any of these places: • Electrical outlets • Switch plates • Window frames • Baseboards • Weather stripping around doors • Fireplace dampers • Attic hatches • Wall- or window-mounted air conditioners In a study of energy-efficient measures, DOE’s Energy Information Administration reported that sealing ducts yielded by far the greatest energy (Cont. on pg.6) savings of 12 different measures

Claiming Your Credit Follow these steps to get all your documents in order and to claim your energy-efficiency tax credit If you made energy-efficiency upgrades in your home, you may be able to claim a tax credit of up to $500. To properly claim your energyefficiency tax credit, follow these steps: Save all receipts from purchases of eligible products.

Collect all manufacturer’s certification statements - these are signed statements from each manufacturer certifying that the product or component qualifies for the tax credit and often are automatically included with the products/equipment you buy. If the retailer or installer cannot provide these statements, they may be available on the manufacturer’s website. Keep a copy of these statements for your records.

Fill out IRS form 5695 and attach it to your tax return, which must be filed by April 17, 2012.

Note that the credit is a dollar-for-dollar reduction of your tax liability, which makes it more valuable than a tax deduction, which only lowers your taxable income, says Gregg Wind, a partner at Wind and Stern, a Los Angeles CPA firm.

The tax credit is nonrefundable, which means it’s only available to the extent you have a tax liability. It cannot generate a refund if you owe less in taxes than the credit amount.

The credit can only be claimed once. If you claimed a home energy improvement tax credit on your 2010 taxes, you cannot take an additional credit for the same purchase on your 2011 taxes.

If you’ve already received a total of $500 or more in an energyimprovement tax credit from 2006 to 2010, you are not eligible for any more.

If you can rattle windows or doors, you may have air leaks there, as well.These can usually be sealed with caulking or weather stripping. In addition: • Replace any cracked or loose window panes.

• Consider replacing older, single-pane windows that show signs of leakage, water damage, or condensation with new double-pane windows installed with proper air sealing and flashing.

Improve Water Usage • Typically the largest use of water within a home is involved in toilet flushing. On average this comes out to about 25,000 gallons a year for a family of four. Working with American Standard, the DOE project team for the ReVision Retrofit Home in Las Vegas selected an effective and water efficient dualflush toilet.The dual flush technology features two operational levels: 1.6 gallons per flush; and 1.0 gallon per flush, for heavy or light flushing respectively.This switch can save a family of four up to 17,000 gallons of water a year.

• A typical bathroom faucet will draw 2.2 gallons per minute. Changing to a WaterSense listed 1.5 gpm faucet can save a family of four over 8,000 gallons a year.

• Most conventional washing machines use between 25 and 40 gallons of water per complete cycle. Water-saving versions can cut water (and energy) usage by more than 40 percent.The most energy-efficient washing machines are typically frontloading machines.They use about one third the water as a conventional machine to wash the same amount of clothes.

FHA’s ‘high 5’ QUESTION:

There is now talk of raising the required Federal Housing Administration down payment to 5 percent. How would such an increase impact the real estate market?

ANSWER:

As this is written in early summer, there’s a serious proposal on Capitol Hill to increase the FHA down payment from 3.5 percent to 5 percent. For someone borrowing $200,000 with an FHA-insured loan it means that an additional $3,000 in cash would be needed to close a transaction if the higher down payment were required.

There is, in fact, no reason

to increase the FHA down payment.

First, despite a woeful real estate marketplace, the FHA is doing reasonable well.

According to the Department of Housing and Urban Development, FHA reserves are expected to grow by $9.76 billion in fiscal 2011 and $5.01 billion in 2012.

Second, requiring a larger down payment may actually make FHA loans more risky.

How? Because borrowers will have fewer dollars in savings, and the FHA program itself will get little benefit. As Barry Rutenberg, 2011 first vice chairman of the National Association of Home Builders, points out: “Research has shown that requiring a higher down payment does little to reduce risk of default but causes home buyers to use more of their reserves for the down payment.”

The reality is that while big lenders originated millions of toxic loans during the past decade the FHA stuck by its standards.

HUD has always required borrowers to verify income and employment for new FHA loans.

One result is that FHA borrowers - often firsttime buyers - have typical credit scores above 700.

The question that ought to be asked about a higher FHA down-payment requirement is whether it will make the FHA program materially stronger and lead to additional home sales. The answer on both counts is plainly no.

How to Keep Warmth In and Pests Out When the temperature drops, people aren’t the only ones looking for ways to stay warm. Pests seek warmth indoors, too.

Protect your home from unwanted visitors this winter with these simple home preparedness tips from Terminix, the country’s largest provider of pest control services.

Seal pests out and warmth in.

• Place weather stripping on the bottom of all exterior doors to ensure they seal tightly. Doors that do not have a tight seal can allow a variety of pests to enter the home and can allow warm air to escape.

• Use caulk to seal any holes or cracks in your home’s exterior. Large holes should be stuffed with steel wool or wire before sealing with caulk or other materials.

• Eliminate cracks or openings around pipes and utility lines that enter the home. These are potential problem areas that can allow pests in and heated air out.

• Close the flue damper when the fireplace isn’t in use. An open damper can allow a large amount of air out and can be an entry point for a variety of insects, rodents and wildlife.
