olor has the power to transform any room in the home. Experimenting with color can be one of the most fun aspects of decorating and design, although it can sometimes lead to second thoughts. When that happens, Valspar Paint experts tell us to first allow a couple of days to go from varying degrees of doubt, to falling in love with it. This often happens when you let the new color flirt with you for a while. If, after that, you still feel you made a mistake, don’t be discouraged. The joy of getting the color just right can give you pleasure for decades. This season, there’s a unique program that takes the fear out of trying that new color. From now until October 8, Valspar Paint is offering a complimentary replacement color to anyone who has a change of heart about their first choice. Details and offer terms are available online at loveyourcolor.com.

Acclaimed Interior Designer Shares her Top Color Tips

W

hen designing a home, color is one of the most powerful tools to add life to a space, says Genevieve Gorder, one of television’s best known interior designers. Painting is one of the simplest ways to incorporate color into a home, but people often feel intimidated by it until they have some guidance. This must be why so much of our country is beige and off-white,” she laughs. Take a look at this snapshot of answers to the most frequently asked color questions, compliments of the designer.

Q: How are accent colors applied? Q: How do I use color to tie a room together? A: From the palette, they are used for emphasis. These paints are often A: Use the different elements that make up a color palette in a way that bold or vivid and are used sparingly. However, if you play with the palette and create balance for this powerhouse tool, you can easily paint a whole room in an accent color.

they balance each other. It’s a juggling act between neutrals, grounding shades, highlight and accent colors. Having the right balance among these different color components is the best way to tie a room together.

Q: What if, on the first stroke, we feel the color was a mistake? A: Allow a couple of days to see how the color looks at different times

Q: Any tips for working with bold paint shades? A: Create a sense of balance throughout the room, as you would with

of the day and in different lights, and consider the feeling it creates in the room. If after that you still feel you made a mistake, don’t let it deter you. Magnificence comes with risk. A very special color, one that will give you joy in that room for decades, is right there waiting for you to discover it. any color. For example, if I put the vivacious Valspar Luscious Green 6010-7 (one of my personal favorites) onto a wall, I would break up those big planes of color with enough highlights (whites and creams) and grounding colors (grays and blacks) so that it isn’t overwhelming. Neutrals would be chosen for the contents of the room along with small sprinkles of an accent color, like yellow.

Q&A

Sold … But Taxed? QUESTION: I read an article that stated the Health Bill includes a provision whereby, after 2012, a 3.8-percent sales tax will be imposed on the sale of all houses. Any truth to this?

ANSWER: A tax on all home sales? No. A tax on a small number of upper-income home sales? Yes. According to the National Association of Realtors, “this WILL NOT not be imposed on all real estate transactions, a common misconception. Rather, when the legislation becomes e?ective in 2013, it may impose a

3.8-percent tax on some (but not all) income from interest, dividends, rents (less expenses) and capital gains (less capital losses). The tax will fall only on individuals with an adjusted gross income (AGI) above $200,000 and couples filing a joint return with more than $250,000 AGI.” According to the IRS, in 2008 it received 142.4 million tax returns. Of these, 3.1 percent were from filers with an AGI of more than $200,000. Of these high-income filers, 27,399 paid no federal income tax, and few will pay the new 3.8-percent tax. The tax itself does not apply to earned income from paychecks but may instead be applied to interest, dividends, rents and capital gains. These are forms of income on which individuals do not pay Social Security taxes.

Ask Our Broker By Peter G. Miller

The NAR provides an example of how the tax might work: A couple has an income of $350,000 after all deductions. They sell their home and have a $525,000 profit. The first $500,000 in profit from the sale of a prime residence by a married couple is tax-free. That means $25,000 can be taxed. Their tax increases under the new rule by $950 ($25,000 x 3.8 percent). So, would this tax apply to you or me? Not likely. According to the U.S. Census Bureau, real median household income totaled $49,445 in 2010 – that’s a 7.1-percent decline from 2001. For specifics, see a tax professional.

Short Sale Solution Is a short sale the way to a silver lining on your mortgage?

C

an’t afford to pay your home mortgage any longer? Tried loan modification efforts but struck out? Want to avoid the hassles and shame of a foreclosure? A short sale could alleviate your mortgage woes – provided you understand what’s needed to complete one successfully. The short sale is a process through which a property is sold for less than the amount owed on a mortgage, and the lender agrees to reduce the loan balance. They are becoming increasingly popular; data from RealtyTrac, a real estate website that specializes in foreclosures and bank-owned properties, indicated that there were 35,000 short sales in January 2012, an increase of 33 percent compared to January 2011. Why are short sales appealing? They are less traumatic and damaging than a foreclosure, which will stay on your credit report for at least 10 years. On the other hand, there are some disadvantages. In a short sale, you’ll still be forced to move, your credit rating will be negatively affected and you may still be obligated to pay back some or all of the loan balance. The process is not simple, either; a short sale can take anywhere from six to 12 months. For those who wish to pursue a short sale, follow these steps.

• Enlist the right agent or broker. “Make sure you are listing with an agent who specializes in short sales and is highly experienced in successfully obtaining approvals [from lenders],” says Leslie Carver, broker and sales associate, Prudential Americana Group Realtors, Henderson, Nev. It’s possible for a borrower to obtain short sale approval without help, but a listing agent can expedite this process. “Many [real estate professionals] have no clue what they’re doing and do not have the bank contacts needed to get it done,” says Anthony Lamacchia, broker and owner of McGeough Lamacchia Realty, Inc., Boston.

• Get your financial house in order. Prepare all financial documentation to prove you cannot afford the home, including bank statements, tax returns, pay stubs and a hardship letter. Review these documents with an agent prior to listing your home. Additionally, “talk to an accountant about any tax liability for debt forgiveness,” Carver says.

• Understand the repercussions. Develop a plan B strategy in case the short sale falls through. Also, make sure to comply with any laws in your state to safeguard against your lender filing a deficiency judgment against

you. Some states allow for personal liability when a borrower defaults on a promissory note, which means you could legally owe the lender a deficiency – the difference between the principal balance due and the amount received. Conduct an initial title search to be sure any fines, liens or code violations are removed before completing the short sale. “Discuss your situation with a reputable attorney who is familiar with short sales, market conditions, tax implications and other legal outcomes,” says Robert Shiller, senior vice president of enhanced servicing, at Wingspan Portfolio Advisors in Dallas. • Settle on the right price. “Determine an asking price that reflects the home’s value, accompanied by detailed evidence of its disrepair, and then prepare a pricing strategy for reductions should the home not sell,” says Linda Perillo, associate broker and senior vice president at Heddings Property Group, Southampton, N.Y. “Price determination is what can make or break a short sale. The initial price must be at least the lowest comparable property in the area.” However, make sure the introductory price isn’t too low, Shiller warns. “Once you list a property, it’s hard to keep adjusting up if it is listed too low initially.” • Select the ideal buyer. “The strongest buyer is not always the highest price,” says Jim Lowenstern, CEO of Castles Unlimited, Newton, Mass. “There needs to be a good deal of patience on the buyer’s side. The buyer needs to understand the process to realize a short sale can sometimes take six months to a year to go through the channels of the lender.” Additionally, “talk to an accountant about any tax liability for debt forgiveness,” Carver says. • Understand the repercussions. The initial price must be at least the lowest comparable property in the area.” However, make sure the introductory price isn’t too low, Shiller warns. “Once you list a property, it’s hard to keep adjusting up if it is listed too low initially.”

• Select the ideal buyer. “The strongest buyer is not always the highest price,” says Jim Lowenstern, CEO of Castles Unlimited, Newton, Mass. “There needs to be a good deal of patience on the buyer’s side. The buyer needs to understand the process to realize a short sale can sometimes take six months to a year to go through the channels of the lender.”

How to Improve your Landscape Before Selling

S

including leaves and algae, and clean the filters so water is always clear. elling a house is seldom easy, and homeowners are often willing to do whatever it takes to make their home more attractive to prospective buyers. ~Clean bird baths and other water features. Water features create a peaceful One of the areas sellers typically focus on is the home’s landscaping. A wellatmosphere around a property if they’re well maintained. If not, buyers won’t maintained lawn and garden increases a property’s curb appeal considerably, increasing the chances a buyer will have a strong first impression of the home. NORTH PUGET SOUND ASSOCIATION of REALTORS® But homeowners don’t need to have a green thumb to ensure their lawn improves curb appeal. The following are a few tricks of the trade savvy sellers 525 East College Way, Suite J Mount Vernon, WA 98273 Tel. (360) 416-4902 www.npsar.com can employ to make their home an instant hit when buyers pull up to the curb. ~Color the landscape. The plants outside a home shouldn’t stick out like a sore thumb, but a few splashes of color can make a home more appealing. For the cost of some annuals, which are typically inexpensive, homeowners can turn a drab flower bed into a colorful spot bound to catch a buyer’s eye. ~Lay down new layers of mulch. Mulch is not only good for plants, helping them to retain moisture while inhibiting weed germination and growth, but a fresh layer of mulch also adds to a yard’s aesthetic appeal. Mulch made of wood or bark chips is also slow to decay, so apply a new batch right before the “For Sale” sign is erected and you might not have to apply another batch before selling the home. ~Prune trees and shrubs. Pruning trees and shrubs is one of the easiest and most effective ways to improve a landscape. Dead branches in shrubs and trees might suggest to buyers that the homeowners weren’t terribly preoccupied with maintenance, and this might cause them to think twice about making an offer. Stay on top of pruning regardless of what season it is, and be sure to remove any fallen branches from the yard on a regular basis.

~Clean bird baths and other water features. Water features create a peaceful atmosphere around a property if they’re well maintained. If not, buyers won’t see the yard as a sanctuary but rather a place where mosquitoes congregate and odors emanate from algae-filled water. Remove any debris from water features,

Foreclosure Help: 5 Pros You Need on Your Team When you’re facing foreclosure, it’s critical to reach out and ask for the foreclosure help you need to save money and trouble—and possibly your home. 1. A foreclosure counselor: Your first step to get foreclosure help should be calling HUD’s foreclosure counseling hotline at 800-569-4287 or its foreclosure prevention hotline at 888-995-HOPE (4673). 2. A REALTOR®: A REALTOR® can help you find out if a short sale, rather than a foreclosure, is the right path for you. Use this pro to discover if you can sell your house, how quickly, and at what price. 3. A tax expert: You’ll face myriad of foreclosure-related tax issues, which require professional advice. 4. A credit counselor: If you’re having trouble getting a loan modification, a credit counselor can give you some foreclosure help and help you avoid future financial difficulties. 5. An attorney: Once your lender has filed a foreclosure lawsuit, contact an attorney. see the yard as a sanctuary but rather a place where mosquitoes congregate and odors emanate from algae-filled water. Remove any debris from water features, including leaves and algae, and clean the filters so water is always clear.

~Invest in a power washer. Buying a power washer might be a tad over the top, but homeowners whose yards are filled with grimy surfaces might find a power washer can work wonders at restoring a home’s external appeal. If plants are in pots that are covered in years-old dirt and grime, a power washer can restore the pot’s luster in a matter of minutes. Spray down walkways and even home siding that has fallen victim to dirt and grime over the years.

Living Too Big

23.1

~If planting trees, don’t go too big. Especially large trees are not always attractive to prospective buyers, who likely won’t want sight lines obstructed or won’t want to worry about a tree falling and destroying their home during a storm. ~Address issues with weeds. A prevalent problem with weeds around the property is another situation that some buyers might feel is indicative of neglect. Weeds are a pretty simple problem to remedy, so buyers might be correct to assume weeds around the property are there because the homeowner was not concerned with maintenance. Lay mulch around flower beds and gardens to reduce weed growth, and pull any weeds from sidewalks and the driveway. Once weeds are pulled, spray areas that were infested with a weed-treatment product to ensure weeds don’t grow back. A well-maintained landscape is a great way for men and women hoping to sell their homes to make a strong first impression.
