THAN ■ MORE A COMPANY SIRIS derives its name from Cyrus the Great (a Persian spelling variant). Cyrus is remembered as one of history’s most consequential leaders. He built an entire empire, but that is not what makes his legacy endure. What endures is what he did with it. When Babylon fell, Cyrus did not simply conquer. He restored. He liberated. With the Jewish people in particular, he freed them from captivity and commissioned the rebuilding of the Temple in Jerusalem, one of the most sacred and culturally significant structures in human history. He returned to a people who were not his own, and restored what had been taken from them: their identity, their heritage, and the physical expression of what they believed and who they were. That was not a construction project. It was an act of cultural restoration. It required political will, logistical discipline, stakeholder alignment, and the courage to prioritize what mattered over what was convenient. The Temple was not rebuilt because it was easy. It was rebuilt because it was right. The rebuilding was not without opposition. It never is. When Nehemiah set out to rebuild the walls of Jerusalem, he faced ridicule, organized resistance, and threats designed to stop the work. His response was simple and unwavering: “I am doing a great work and I cannot come down.” He did not negotiate with the critics. He did not pause to defend the mission to those who opposed it. He built.

That is the posture SIRIS brings to every project, and it is the posture these monuments require. The most meaningful things ever built have always attracted opposition. The question is never whether critics will appear. It is whether the people entrusted with the work have the conviction to continue it.

They are the physical vocabulary of American identity, the places where citizens and the world encounter what their country stands for, what it has sacrificed, and what it aspires to become. When those places are neglected, delayed, or diluted by process and politics, something is lost that cannot be recovered by any other means. Culture does not sustain itself. It has to be built, protected, and renewed by people who understand what is at stake.
That is the kind of responsibility we strive to be entrusted with We are a construction management and owner’s representative firm. But we have never believed that our job begins and ends with a budget and a schedule. Our job is to protect the vision, or the “dream” as we call it, from the first conversation through the ribbon cutting and beyond. We manage projects where failure is expensive, public, and personal: where the stakes are not just financial, but historic, and the work will be seen by millions of people for generations.

■ ABOUT OUR FOUNDER CHRIS HOPKINS, CCM, PMP, LEED AP BD+C Chris Hopkins grew up in Lubbock, Texas, in a single-parent home with no obvious path to the United States Naval Academy, but he got there anyway. That has been the pattern of his life ever since: identifying what should happen, refusing to accept anything less, and doing the work to make it real. At the Naval Academy, Chris studied electrical engineering, learning to think in systems, solve complex problems, and identify failure before it occurs. He graduated with a commission in the Marine Corps, where he served as an infantry officer specializing in unconventional warfare. Leading small teams in austere environments, advising foreign militaries, and building alliances taught him that leadership depends on trust, discipline, and sound decision-making. Chris deployed twice to Iraq in support of Operation Iraqi Freedom. His area of operations stretched from Baghdad to the Iranian border. He was already getting shot at when his senior officers recognized something else in him, an infantry officer who could 3
manage construction projects under fire. He took over development projects across the region and discovered something that changed the direction of his life. There were villages that looked dead. Hostile places where you would not have known children existed. His team would build a school, lay out a soccer field, and put people to work. Overnight, the community transformed. Families and children appeared. The hostility dissolved, not because of a military operation, but because someone had invested in the community, giving them something they could take pride in. Chris learned in those villages what he has practiced ever since:

Military victories may win wars, but communities are rebuilt by investing in people, institutions, and the places that shape their identity. Construction became, in his mind, the visible proof that a better future was possible. Building was also part of Chris’s upbringing. His father, Glen Hopkins, began his career as an architect before becoming a developer. Chris grew up learning that what gets built shapes communities. When he
founded SIRIS, Glen helped build the company, bringing decades of experience and relationships that became foundational to its growth. After ten years in the Marine Corps, Chris spent the next decade building the experience and relationships that would become SIRIS.
He Founded the Company with a Simple Conviction: Not to Build the Biggest Projects, But the Ones that Matter Most. Projects that strengthen communities, preserve culture, and leave something meaningful for future generations. That mission has led SIRIS to some of America’s most significant cultural landmarks. For seven years, SIRIS has served as the sole-source owner’s representative for the John F. Kennedy Center for the Performing Arts. SIRIS’ leaders have spent more than two decades partnering with the Smithsonian Institution by managing their construction programs, restoring the Thomas Jefferson Memorial, delivering the American Veterans Disabled for Life Memorial and the Saint John Paul II National Shrine, and supporting the expansion and modernization of national cemeteries across the country. Together with developer partners, SIRIS leaders have also contributed to the National Postal Museum, Postal Headquarters, and the restoration of the Alamo.

INSTITUTION ■ SMITHSONIAN NATIONAL AIR AND SPACE MUSEUM REVITALIZATION PROGRAM
SIRIS provided design and construction management support for the $489M, 687,000-square-foot revitalization of the Smithsonian National Air and Space Museum, one of the nation’s most visited cultural institutions. Delivered in multiple phases, the project required the museum to remain partially operational while extensive renovations, infrastructure upgrades, and exhibit modernization were completed around nationally significant artifacts. SIRIS provided preconstruction planning, design coordination, cost estimating, construction oversight, quality management, and stakeholder coordination throughout the program. Our team managed phased construction logistics, procurement, submittals, RFIs, and change orders while coordinating closely with Smithsonian leadership, designers, contractors, curators, and specialty consultants. Our team also supported the complex planning and relocation of more than 5,000 museum artifacts and coordinated the designbuild renovation of specialized storage facilities to protect valuable collections throughout construction. This project demonstrates SIRIS’s ability to lead largescale, high-profile capital projects within occupied facilities, balancing complex stakeholder needs, phased implementation, operational continuity, and long-term owner objectives while protecting the organization’s mission throughout project delivery. 19
MUSEUM AND ■ HIRSHHORN SCULPTURE GARDEN REVITALIZATION SIRIS knows what it takes to create gardens worthy of a high-visibility monument. We are currently providing design and construction management support for the $107.15M revitalization of the Hirshhorn Museum Sculpture Garden, a nationally significant cultural landmark on the National Mall. This complex project is revitalizing the historic sculpture garden while preserving its architectural character and advancing the Smithsonian Institution’s long-term vision. The 32-month project includes demolition and reconstruction of historic retaining walls, installation of new storm-water management systems, utilities, electrical, plumbing, lowvoltage infrastructure, security, lighting, paving, planters, and foundations for future sculpture installations. Additional work includes landscape improvements, protection of historic elm trees, construction of below-grade support spaces and storm-water cisterns, restoration of the historic underground passage, and reconstructing portions of Jefferson Drive with new utility and street scape improvements. Working within one of the Smithsonian Institution’s most visited museums and its highly visible public environment, SIRIS coordinates multiple contractors, designers, stakeholders, and museum personnel while protecting historic resources, maintaining public safety, and minimizing operational impacts. The project demonstrates SIRIS’ expertise in delivering complex cultural projects where historic preservation, technical construction, and stakeholder coordination are critical to success. 20
KENNEDY CENTER ■ THE FOR THE PERFORMING ARTS
MEMORIAL INTERPRETATION RENOVATION SIRIS provided design and construction management and owner’s representation services for the $46M, fiveyear renovation of the John F. Kennedy Center for the Performing Arts, one of the nation’s most recognizable cultural landmarks and a living Presidential memorial welcoming more than two million visitors annually. The project revitalized the Hall of States, Hall of Nations, and Grand Foyer while creating the new Arts and Ideals: President John F. Kennedy exhibit, all within a fully occupied facility that operates 365 days a year. SIRIS managed the project from design through closeout, providing design review, cost estimating, scheduling, phasing, construction oversight, and stakeholder coordination. Working closely with Kennedy Center leadership, contractors, and federal partners, our team coordinated complex renovations, including ADA improvements, life-safety and HVAC upgrades, advanced audiovisual and theatrical systems, and multimedia exhibit installations. Through careful planning, off-hour construction, and proactive coordination, SIRIS successfully modernized the facility while maintaining uninterrupted performances, public access, and daily operations.

JOHN PAUL II NATIONAL ■ SAINT SHRINE & KNIGHTS OF COLUMBUS HEADQUARTERS
SIRIS provided program design and construction management services for the $72M, 90,000-square-foot Saint John Paul II National Shrine, a multi-purpose facility that serves as both an international pilgrimage destination and the Washington, D.C. Headquarters for the Knights of Columbus. The facility combines worship spaces, museumquality exhibits, event venues, collections storage, and administrative offices within a single integrated campus. Representing the Owner’s interests from planning through project closeout, SIRIS managed project budgets, master schedules, consultant procurement, design coordination, construction oversight, FF&E installation, commissioning, and occupancy. Our team also coordinated the installation of significant artwork and exhibits while working closely with the owner, architects, contractors, and specialty consultants to deliver a facility that fulfilled both operational and missiondriven objectives. During planning, SIRIS identified a design solution that eliminated the need for a costly building addition, saving the owner an estimated $5M to $7M while achieving the desired program requirements within the existing facility. This project demonstrates SIRIS’s ability to guide the development of complex headquarters facilities for missiondriven organizations, balancing administrative operations, public engagement, stakeholder coordination, and longterm stewardship while protecting the Owner’s vision and investment.

JEFFERSON NATIONAL ■ THOMAS MEMORIAL RENOVATIONS AND EXHIBITS
SIRIS served as the Construction Manager for the $15.4M phased renovation of the Thomas Jefferson National Memorial, one of the National Mall’s most iconic landmarks, welcoming more than 2.5 million visitors annually. The project modernized 8,500 SF of exhibit and visitor space with new exhibits, Universal ADA accessibility, bookstore consolidation, life safety and utility upgrades, structural repairs, waterproofing, elevator modernization, and enhanced visitor amenities, all while maintaining uninterrupted public access. SIRIS coordinated the National Park Service, U.S. Park Police, Denver Service Center, designers, contractors, concessionaires, and museum operations within a highly visible, occupied historic environment. SIRIS restructured the construction phasing, reducing the overall schedule by 20% (four months) and allowing exhibit installation to begin earlier without compromising visitor accessibility. The exhibit spaces remained operational throughout construction, requiring extensive after-hours work, detailed scheduling, and proactive stakeholder coordination to minimize disruption while maintaining safety, cleanliness, and the visitor experience. Through disciplined project management and collaborative leadership, SIRIS successfully modernized a nationally significant memorial while preserving its historic character and daily operations.

NATIONAL CEMETERY ■ VETERANS PROGRAM | NATIONWIDE SIRIS has served as the Construction Manager for major expansions and renovations across the VA National Cemetery Administration, delivering projects at active national shrines while maintaining uninterrupted burial services and cemetery operations. Our teams partnered with the Department of Veterans Affairs, cemetery staff, contractors, and stakeholders to deliver new grave sites, columbaria, committal shelters, roads, utilities, and support facilities while preserving the dignity of these sacred grounds. Through proactive field leadership, SIRIS identified critical site and design issues before they affected construction, reducing schedule impacts, avoiding costly rework, and accelerating turnover of burial sections. This disciplined approach has earned strong CPARS ratings and the continued trust of the Department of Veterans Affairs.
