Message from the Chair

My first professional position was teaching students at the high school level. My career path shifted to advertising, but I never lost my passion for helping others learn and grow. I love seeing people discover ways that they can make an impact and excel in their field.

It’s one of the reasons that I am an advocate of the Chamber’s Young Professionals Network. Through YPN, young adults can sharpen their skills, grow their networks, and gain leadership experience. It is exciting to see the large number of people taking advantage of all this program has to offer.

Investing in the development of young professionals is an investment in the future of Sioux Falls. YPN has helped foster a more informed population of young people who are demonstrating their willingness and ability to lead in our city, state and region. The next generation is stepping out, raising their hands, and claiming their seat at the table. We can be confident that our community will have active and engaged citizens in the decades to come.

Each April, the YPN throws itself a birthday party. This year, they’re celebrating 15 years of developing and connecting young professionals in Sioux Falls. Look around our community…YPN members from the early years of the program are now leading companies and guiding community projects. My own executive team at L&S includes professionals who benefitted from YPN earlier in their careers.

If you supervise young employees, invite them to explore YPN membership. Who knows? Receiving encouragement from their employer might be the extra nudge they need to take that next step in their professional growth.

Working in concert, with groups like the YPN, we can continue to make Greater Sioux Falls a great place to live, work and play.

Recognition of Chamber Volunteers

The Ambassador Committee promotes the Chamber and assists in bringing new members into the organization. The Diplomat Committee works to maintain membership strength in the Chamber and provide outstanding customer service to members. Their volunteer service helps to keep the Chamber strong.

This month’s featured volunteers are Jennifer Hoesing, Girl Scouts-Dakota Horizons, two years as an ambassador; and Cole Robbins, Dacotah Bank, seven years as a diplomat.

The ACE Award is presented monthly to one ambassador recognizing their efforts to recruit and support new Chamber members. April Meyerink, American Bank and Trust, received the ACE Award for February.

Leadership

Chris Marshall joined PREMIER Bankcard’s leadership team in January as the company’s first-ever Senior Strategist. Marshall has three decades of management consultation and corporate strategy experience, including roles as Chief Operating Officer for M Squared Consulting, partner with the SolomonEdwards Group, and president of Peak Consulting Group, Inc. He has consulted with several flagship organizations, including Rockwell International and Cisco. Marshall holds a Bachelor of Science Degree in Business Administration from San Jose State University, and several professional certifications across quality management systems and statistical process control. He and his wife have two adult children and two young grandchildren.

Michael Upton has also joined the leadership ranks of PREMIER Bankcard as Senior Vice President of Digital Strategy & Technology Operations. Upton will lead the team tasked with providing meaningful technologies and digital experiences for the company’s national customer base. Upton has extensive experience in digital banking. He launched his career with a small software company that was ultimately acquired by American Express, then went on to hold executive positions with Bank of America, Capital One and First Tech Federal Credit Union. A graduate of Oregon State University, Upton also holds executive credentials from Harvard Business School in Disruptive Innovation and from Wharton Business School in Fintech Leadership. Upton and his family have relocated to Sioux Falls from California.

Dow Rummel Village has made two significant additions to its leadership team. Michael Redinger has joined as Chief Financial Officer and Laurie Knutson has joined the organization as the Chief Philanthropy Officer. Redinger has extensive experience in driving financial excellence and

managing complex healthcare operations. He most recently served as the Director of Operations for a surgery center, where he demonstrated strategic insights, analytical skills and a commitment to excellence. Before that, he spent several years as a Long-Term Care Administrator. Redinger succeeds Kevin Kaufman, who retired after 18 years of service to Dow Rummel Village. Knutson has served as Interim Foundation Director at Dow Rummel Village since July 2023, and is well-equipped to oversee the additional development of the Foundation in her role as Chief Philanthropy Officer. Knutson has served in the Sioux Falls non-profit community over the past 30 years in several professional capacities. Most recently, her interim leadership has led various organizations through strategic transitions.

LSS has promoted Amy Witt to the position of Chief Program Officer, following seven years as vice president of children and youth services. In her new role, Witt will focus on implementation of the strategic vision for all agency services, pursuing program opportunities that strengthen families and keep children and youth in their homes and communities. She will oversee grants/contracts, advocacy and program development, implementation and sustainability. Witt earned her bachelor’s degree in social work and psychology from Augustana University and her master’s in social work from the University of North Dakota. She has 23 years of experience working with at-risk youth and families.

Jason Miller has joined The First National Bank in Sioux Falls as senior vice president and chief financial officer. Miller has more than 25 years of financial services experience working in various finance and leadership roles.

Amy Sternhagen has joined the Center for Disabilities as the Birth to Three intake specialist, working with families and school districts to determine eligibility for the program. She holds an associate’s degree from Southeast Technical College and has experience working in early childhood centers and special education.

Reliabank recently promoted three Sioux Falls-based commercial loan officers. Andrew Baus, Kelly Oberbroekling and Zachary Scott have each been promoted to Assistant Vice President.

Mason O’Farrell, Koch Hazard Architects, completed his Architectural Registration Exams (ARE) and has become a licensed Architect. O’Farrell has a Master of Architecture degree and Design-Build certificate from the University of Colorado Denver and is a South Dakota State University graduate.

Van Schepen earned a bachelor’s degree in mechanical engineering from South Dakota State University.

Midwest Communications broadcaster Bill Zortman received the Milt Hakel Award from the National Farmer’s Union during the organization’s annual convention in Arizona in March. Zortman hosts the “It’s Your Business” program on KELO-AM four days a week. The award was presented in recognition of his advocacy and support for family farmers and ranchers.

YPN celebrates 15 years Investing in the next generation

Fifteen years ago, the Greater Sioux Falls Chamber of Commerce responded to demand in the community for programming that would engage the next generation of workers and support their professional development. With input from a startup team of volunteers and financial support from Forward Sioux Falls, the Young Professionals Network officially launched in April of 2009.

The program gained 400 members within its first year, firmly establishing its place within the Sioux Falls business community. Today, YPN has more than 800 members, representing approximately 380 companies.

“A lot of change has occurred in this community in the last 15 years, but the need to engage and develop the next generation of workers is a constant,” said Jeff Griffin, President & CEO of the Greater Sioux Falls Chamber of Commerce.

The goal of YPN is to connect young professionals and help them develop the skills they need to succeed – both in their chosen occupation and as active leaders in the community. With members between the ages of 21-39, some individuals are just getting started in their careers while others are taking on leadership roles within their company. Through a variety of programming and events, YPN introduces its members to the region’s resources and possibilities, creates business opportunities, supports civic involvement and promotes an overall investment in the future of the community.

Creating connections

Anyone who has ever attended a business event with a room full of strangers understands that networking takes practice. The YPN Social Action Team plans events that give YPN members the chance to develop that skill in a comfortable setting.

“YPN takes the awkwardness out of networking,” said Steering Committee member and Social Action Team Co-Chair Zach Scott, Reliabank. “When we plan events, I try to think of what attracts people, and will the space work to mingle and communicate?”

Monthly Off the Clock and Morning Buzz events allow members to connect in a relaxed setting. The result is expanded professional networks and personal friendships.

“Along with business connections, a lot of the people that I have met have turned into close personal friends.

It’s created a strong collaborative community feeling that I feel welcome in,” said Megan Barkley, SEAM & Millenium Recycling.

Jocelyn Smith, LifeScape, agrees that networking is one of the biggest benefits of YPN membership. “YPN has helped enrich my professional confidence in big or small group settings. With hundreds of members in YPN, I meet new people at every event. It has allowed me to connect with other people whom I wouldn’t have been able to meet otherwise.”

Because YPN is a program of the Chamber, it attracts members from a variety of backgrounds, resulting in networking opportunities across industries. YPN Steering Committee Chair James Gaspar, Interstate Office Products, described YPN events as “the best venue in town to network with other emerging leaders who are interested in helping Sioux Falls thrive and grow.”

“YPs can come to our events and find other like-minded individuals who are interested in advancing their careers. They can connect with others who are learning to do business the “Sioux Falls Way” and forge new relationships,” Gaspar stated.

Developing leaders

Combine the abundant relationship-building opportunities of YPN with strong development programming, and the result is a valuable tool that helps young professionals grow in their careers and become strong leaders.

Personal and professional development events such as Focus Workshops and A Seat at the Table give YPN members the chance to gain new skills or learn from established business leaders. The biennial Crossroads Summit has become a don’t-miss event for young professionals across the region.

Jesse Carlson, Dacotah Bank, attended the Crossroads Summit for the first time in 2023 and called it an

unforgettable experience. “It was filled with enlightening educational breakouts, such as learning about our community from Mayor Paul TenHaken and gaining insights into the roles of our young local state representatives and senators. The day was spent engaging in educational sessions, networking with like-minded young professionals across the state and catching up with old friends,” he said.

Programming such as Community Connections tours, Our Sioux Falls and Topics on Tap offer a chance to learn more about the various industries, non-profits, projects and issues of the region. Many YPN members say that while they might find professional benefit in these educational events, the most valuable takeaway is that they shine a light on the bigger picture for Sioux Falls.

Ally Brandner, Sanford Health, joined the YPN Steering Committee in part because she wanted to encourage other young professionals to be involved in collaborative community leadership. Through its civic engagement efforts, YPN seeks to harness the skills and enthusiasm of young professionals in order to effect change and contribute meaningfully to their communities.

“It is vitally important for young professionals to be informed, advocate and participate both in political and non-political processes,” Brandner said. “There are various paths to participate in solving issues that improve our community.”

In his eight years of involvement in YPN, Gaspar has encountered multiple opportunities for personal and professional growth. From planning networking events and curating educational content to leading a committee of

volunteers, he said the experience has taught him how to be an effective board member and community leader.

Gaspar said, “My service on the YPN Steering Committee has helped me learn how to embrace change and has demonstrated to me the importance of strong volunteer leadership for nonprofit organizations.”

A smart business decision

The Sioux Falls business community gave YPN a stamp of approval from the beginning. Employers and managers recognize the importance of providing their young employees with opportunities to learn and grow – both personally and professionally.

“We need to keep our young talent who have grown up here, as well as attract young talent from other states,” Beacom said. “They are the future and key to our success and longevity.”

Angel Kaspar, a credit analyst with First PREMIER Bank, joined YPN shortly after she moved to Sioux Falls. “When I first moved to Sioux Falls, like most young individuals, I was looking for a way to meet people my own age and YPN was a great way to do so. It also offered a wide variety of events that really allowed me to experience Sioux Falls in a different way and helped me get to know our local community.”

Many companies choose to cover the cost of a YPN membership and offer flexibility in scheduling to allow their employees to attend events hosted by YPN. It is an easy investment decision to make, according to David Doxtad, President of ISG.

Community impact

Fifteen years in, the impact of YPN is evident in the Sioux Falls business community. More than 4,400 people have held a membership in the program since it began, and many young professionals have used the program as a springboard to further involvement in the Chamber and the community.

participated in YPN in its early years. “YPN became a fantastic opportunity for younger professionals, like myself at the time, to get involved in the Chamber,” said Bell. “It allowed me to engage with community leaders early in my career, which has awarded me endless value throughout my career.”

Participation in YPN led to other community service opportunities for Bell. She is currently a member of the Chamber’s Community Appeals Committee and Chair of the Board for The Compass Center.

Fiegen Construction President Lucas Fiegen also found YPN to be a valuable entry point for community connections. He joined right out of college. “Starting a full-time career in the family business, I was searching for the right group to become better connected with the business community.”

“YPN opened avenues into other fantastic networking opportunities – such as the Ambassador Committee, Forward Sioux Falls campaigns and many more. Overall, the

impact was a door opener to many great things that have happened thus far in my career,” Fiegen said.

For the Greater Sioux Falls Chamber of Commerce, Griffin said the Young Professionals Network is a proven investment that will continue to be a signature part of how the Chamber fulfills its mission of building a strong community.

“YPN is a tremendous asset to Sioux Falls because it attracts and retains young professionals to build their careers and put down roots in our community,” stated Griffin. “By creating avenues for young workers to connect and investing in their professional development, we are demonstrating that their contributions are valued here, and we want them to stay.”

2024 Legislative Session concludes

It is only with your continued input, engagement and support that we can be effective advocates for the business community at every level of government.

The Greater Sioux Falls Chamber of Commerce once again proudly represented the Sioux Falls business community in the State Capitol during the 2024 South Dakota legislative session. The 99th session saw 559 pieces of legislation introduced. The Chamber reviewed them all and actively tracked 106 of them on our Bill Tracker. A full report of the Chamber’s work will be available later this spring in the form of our Annual Legislative Report. For now, I’ll share a few highlights of some of the key issues we advocated on this session.

Infrastructure

One of the biggest wins for the Chamber this year was securing $10 million in funding for a grant program that will allow airports across the state to access dollars to improve and expand their current facilities. This is an exciting step, as the Sioux Falls Regional Airport is currently planning to expand their terminal and gate space to accommodate a continuously growing volume of travelers and flights.

There were also exciting developments regarding water and wastewater. Over $130 million in American Rescue Plan Act dollars were appropriated to update and expand wastewater and freshwater infrastructure across South Dakota. Alongside this, Lewis & Clark Regional Water System secured legislative approval to expand their current water rights. This will allow them to supply more fresh water to the communities they serve, which will help the greater Sioux Falls region continue its strong growth trajectory.

Carbon pipelines and landowner rights

Legislators dedicated significant time and energy this session to bills related to the proposed carbon capture pipeline that would stretch across the eastern part of South Dakota.

There were more than a dozen bills total introduced related to the issue. At the close of session three major pieces of legislation had been passed and signed by Governor Noem: SB 201, HB 1185 and HB 1186. Together, these three bills create curbs and gutters around surveying regulations, landowner and county compensation for the project, and protections for private property owners. The goal of these pieces of legislation is to ensure that South Dakota remains open for business for large scale linear projects, especially ones that provide significant benefit to our agriculture industry, but also gives private property owners the rights and protections they deserve. Thanks to these compromises, the agriculture industry may be able to see considerable increases in their products at market if the project goes through as planned.

Education and workforce

A 4% increase in funding for South Dakota’s K-12 education system was approved for Fiscal Year 2025. In addition, SB 127 was passed, which provides a targeted ongoing benchmark for teacher salary increases. Together these two initiatives show continued support for both educators and children in South Dakota.

SB 45 provides an appropriation to create a new curriculum for quantum computing at two South Dakota regental universities. This will allow students to step into an emerging industry and be on the cutting edge of the next generation of computer sciences.

On the topic of the workforce, this year the legislature passed some additional licensure compacts in the healthcare industry to help garner more workforce in the long-term care space. The Governor’s proposal that would allow a person with a criminal record the ability to be considered for a professional license, so long as their prior offense does not cause conflict with the type of work they would be doing, was also passed by the legislature in hopes of tapping into a sidelined group of able-bodied workers.

Finally, a deep dive into the issues surrounding available and affordable childcare will be addressed through a summer work group. After the Department of Social Services gathers data and provides a report, legislators and stakeholders will convene to determine what steps can be taken to help alleviate this issue felt across the state and in every industry.

LifeScape launches Community Appeals Campaign

A new campus for LifeScape will enhance its mission to empower individuals with developmental delays, behavioral care and complex medical care needs to live their best life.

To be located west of I-29 on West 34th Street North and North Career Avenue, the new facility will continue to keep the best care for children near their natural support system of parents, grandparents and siblings. Once completed, the new facility will bring access to the latest technology and best practices in pediatric rehabilitation and behavioral care to families in our community.

A $1.8 million Greater Sioux Falls Chamber of Commerce Community Appeals campaign will take place April 1-July 31, 2024. It will support the construction of a state-of-the-art playground for children with challenging behaviors and complex medical needs. The Chamber encourages its members to support this effort when a financial request is made.

Jason Herrboldt, First Bank & Trust; Jay Soukup, Stifel, Nicolaus & Company; and Dave Rozenboom, First PREMIER Bank serve as co-chairs for the Community Appeals campaign. Herrboldt believes that if you take the time to tour the facility and speak to team members, you will walk away a different person. “I knew immediately, after my tour, that we needed to do whatever it took to make this campaign successful,” he said.

LifeScape’s client base is significant, comprising 4,700 children and adults from nearly every county in South Dakota as well as from Montana, North Dakota, Minnesota, Wyoming, Nebraska and Iowa. Most of the children and adults who are supported typically have more than three diagnoses including autism, cerebral palsy, spina bifida, and other disorders, in addition to those who are recovering from accidents, surgery or illness.

cerebral palsy in 1946 and was one of the organization’s first students. He has felt a double responsibility in life because others had their talents taken away out of no fault of their own.

“You work to help other people; that was a lesson that was learned by having Danny as a brother,” Billion said. “So, you need to use the gifts God has given you.”

In 2014, LifeScape came to be through the affiliation of Children’s Care Hospital & School and South Dakota Achieve. It has two outpatient centers in Sioux Falls and one in Rapid City, with therapists traveling across the state providing services to children in their homes, daycares and schools. It also has the children’s residential hospital and school and adult services provided in Sioux Falls.

LifeScape is South Dakota’s only pediatric rehabilitation hospital complementing the services provided by Sanford Health, Avera Health and other regional hospitals. LifeScape is the only children’s residential specialty school in South Dakota able to meet the medical, behavioral and education needs of children in one setting.

The historical evolution of LifeScape is profound. Children’s Care Hospital & School opened in 1952 as the private, non-profit “Crippled Children’s Hospital & School” to provide rehabilitation and education to children recovering from polio. South Dakota

Achieve was established in 1958 when families sought services as an alternative to institutionalizing their children who had intellectual disabilities.

The current LifeScape Children’s Services facility, located on 26th Street near the VA Hospital, was built in 1952 and modified over the years to accommodate the changing care needs of children in the region. In 2018, after an assessment of current facilities, the board of directors determined a replacement of the 26th street children’s facility was needed.

The overall goal for LifeScape’s “Journey of Hope” campaign is $88.5 million. As of the start of the Chamber Appeals campaign, LifeScape has secured over $80 million in commitments.

Due to construction costs, the project has been broken into two phases. Phase 1 is a 185,000 square foot facility encompassing the 18-bed pediatric specialty hospital, inpatient and intensive outpatient therapy. The specialty school will be expanded by 25% over the current space to accommodate growth, an expansion of the children’s residential area and some area for administration.

The inclusive, safe and sensory-rich playground to be supported by Community Appeals campaign donations is projected to be heavily utilized. The adaptive nature of this type of equipment encourages children to try new activities, instills confidence and enhances development of social skills.

Phase 2 will include an indoor pool, gymnasium, four family visitation rooms and the remaining administration.

LifeScape has spent several years collaborating with similar facilities around the country, gaining knowledge from their experiences building new facilities and providing similar services. Takeaways from these discussions have led to key design implementations to allow for maximum light and protection for children as they play.

This includes hurricane-proof glass and reinforced sheetrock within behavioral care areas and utilization of the latest technologies for monitoring and aiding healing in hospital and therapy areas. Instead of high fencing around play areas, the playground will be enclosed by the building and located in the center of the facility. Every space is designed with learning and healing in mind.

Journey of Hope Campaign co-chair Dan Kirby believes it is time for today’s citizens to pull together and continue the organization’s 72-year legacy.

“The current facility has been outdated and undersized for about a third of my life,” Kirby said. “Sioux Falls has done a great job meeting the needs of kids in every other area – educating and taking care of health needs – but kids with special needs are overdue for some attention and a new facility.”

The annual Spring Membership Drive kicks off April 24 and we want you to be a part of the excitement! The enthusiastic members of the Chamber’s Ambassador Committee are rallying volunteers to come together and tell others about the benefits of Chamber membership.

This year’s drive theme harnesses the spirit of the Grammy Awards, urging everyone to get their band together and jam for the Chamber. For volunteers participating in the drive, this means forming teams and working in harmony to recruit new members to the Chamber.

Cybersecurity Conference to be held April 23

A cybersecurity conference will bring together speakers in government, academia and industry to explore the evolving threat landscape and industry-developed best practices for protecting your organization.

The Greater Sioux Falls Chamber of Commerce will host the sixth annual Sioux Falls Cybersecurity Conference on April 23 at the Sioux Falls Convention Center. A distinguished lineup of security experts will examine what leaders can do to defend critical infrastructure and deter malicious actors.

The event will feature keynote presentations from Jim Edman, cybersecurity coordinator for the Cyber and Infrastructure Security Agency in South Dakota, and Andrea Thompson, CEO of Dakota State Applied Research Corporation. Other featured speakers include U.S. Senator Mike Rounds; Katelyn Flowers-Velasquez, Black Hills Energy; and Anders Erickson, Eide Bailly LLP.

Businesses of every size need a cybersecurity plan. This conference will offer valuable insight into domestic and foreign threats facing businesses, best practices for mitigating cyber risk, and ways in which leaders in business and government can respond to significant cyber threats.

Keynote Speaker: Jim Edman, CISA

Jim Edman is the Cybersecurity Coordinator for the Department of Homeland Security’s (DHS) Cyber and Infrastructure Security Agency (CISA) in South Dakota. In this role, he works with critical industry sectors across the state on cyber risk management and improved cybersecurity hygiene. Edman has experience in applications development and networking technologies for state government, K-12 and higher education. He served as Chief Information Security Officer South Dakota’s Bureau of Information and Telecommunications for 13 years, establishing operational, strategic, and collaborative platforms to successfully safeguard constituent and government data.

Andrea Thompson has a distinguished career in international policy, national security, intelligence operations and leader development. She has also served as U.S. Under Secretary of State, as well as the National Security Advisor to the Vice President. A proud military veteran, Thompson served for over 25 years in the U.S. Army, including combat tours in Iraq and Afghanistan. She also served as the National Security Advisor to the Chairman, House Homeland Security Committee, and the Chairman, House Foreign Affairs Committee. Most recently, Thompson was Vice President for International Programs at Northrop Grumman, a leader in the global aerospace and defense industry.

The Chamber’s annual Business Fair and Mixer will be held at the Ramkota Exhibit Hall on Tuesday, June 11, 4:30-7 p.m.

The Business Fair and Mixer combines the traditional monthly Membership Mixer with the opportunity for attendees to visit booths and learn about the products and services of Chamber member businesses.

This year, the Greater Sioux Falls Chamber of Commerce is pleased to welcome members of the Hispanic Chamber of Commerce and the South Dakota Black Chamber of Commerce to participate as exhibitors. Businesses must hold a membership in good standing with any one or more of the three Chambers in order to reserve a booth. A limited number of booth spaces are available to reserve on a first-come, first-served basis. The cost is $100.

In addition, booth exhibitors are asked to supply a door prize to be given away at the event. Event attendees will be encouraged to bring business cards to register for prizes and to visit all of the booths at the Business Fair.

April Schulte is the vocational rehabilitation manager of the SD Rehabilitation Center for the Blind, which is under the Department of Human Services. She holds a master’s degree in mental health and rehabilitation counseling from Virginia Commonwealth University and is a Certified Rehabilitation Counselor. In addition to her work, April enjoys being active in the community. She is a member of YPN’s Steering Committee, and co-chairs the Personal & Professional Development Action Team. She is also a member of the boards of Employment Disability Resources and RehabACTion and volunteers with Sioux Empire United Way.

Why did you choose to build your career in Sioux Falls?

Sioux Falls has a lot to offer when it comes to job opportunities, nightly/weekend activities to attend, and overall provides a safe environment, which was important to me. I knew I wanted to live in a bigger city, and I felt Sioux Falls was a great fit. I also have family that lives close, which was another factor that drew me here.

What is the best piece of advice you have received?

Choose your hard. You are given many choices in life, and it is up to you to make the best choice for yourself. Also, don’t sweat the small stuff and ask yourself if it is going to matter in five years or not.

What is your favorite YPN event?

My favorite is the “A Seat at the Table” events, which focuses on bringing in prominent leaders in the Sioux Falls community to learn about their story and how they got to where they are. I always walk away learning something new and/or feeling more motivated to continue to work hard to reach my goals.

How has YPN impacted your professional development?

YPN has helped me grow not only professionally but also personally. There is such a wide variety of activities to attend that focus on different areas of growth. For example, through the networking/social activities I have developed many friendships and professional acquaintances that I can reach out to if needed. And through personal and professional development activities I have learned more about our great city through business tours, prominent leaders within the community, how to become more involved, what makes a great leader, etc. Overall, I have met many great people through YPN and it also has connected me to many amazing resources that I was not aware of that helps me to better be able to do my job.

What makes a great leader?

There are many qualities that make a great leader, but I think a few of the most important are being open to new ideas, being able to actively listen to others, respecting others and being able to communicate clearly.
