In Maryland, real estate is often about location, timing, and investment. For James Spencer, realtor with Berkshire Hathaway HomeServices PenFed Realty, it is something deeper.
With more than 17 years in the industry, Spencer brings a level of experience shaped not only by the market, but by generations before him. His connection to land ownership does not begin with a license or a transaction. It begins in the 1800s.
“My great-great-grandfather purchased his first tract of land in 1845 in Anne Arundel County. It ended up being the land we grew up on,” James tells us.
That discovery, uncovered through family research and connecting with the historical society, became the foundation for everything that followed. What began as curiosity turned into purpose.
More Than a Career. A Calling.
Spencer’s path to real estate was not immediate. He studied marketing and began his professional life in customer service and leadership, building a strong foundation that would later define his approach to clients.
“My core understanding of superior customer service stems from my 15 plus years working as a supervisor for a Fortune 500 company and 10 plus years growing my family business,” he says.
That experience shows up in how he works today by being intentional, patient, and focusing on relationships that extend far beyond closing day.
“I like to sit down with [new clients] to hear what they are looking for. Before starting to tour houses, I want to know what you need. As a realtor, you have to be patient, you have to listen, be understanding of their needs and always communicate,” James says, “You have to build trust.”
“My great-great-grandfather used that land to build Black churches, Black schools, and he established Freetown (a community in Anne Arundel County, Maryland). My family history is a great inspiration and I have a story to tell to people who aren’t from here.”
In today’s market, James Spencer sees hesitation from buyers and pressure across the board. Rising prices, low inventory, and fluctuating interest rates have created a landscape that requires both strategy and reassurance.

“One of the challenges that I am seeing is people waiting for the interest rates to go back down to 3%. I am candid about the realities facing first-time buyers,” he says, “There is not enough inventory right now and many house prices are often too high for first time buyers. You have to be patient in your search because it’s a seller’s market right now. Sellers are driving the contracts.”
But through those challenges, his message remains consistent: ownership matters. Even when it takes time to find the right property for the right budget. The end goal is to build equity. Real estate is not just about helping his clients buy or sell a home. It is about helping them build something lasting.
A Commitment to Community
Beyond transactions, James’ work extends into the community he has called home his entire life. Born and raised in Anne Arundel County, his connection to the area is both personal and
intentional.
Through partnerships with organizations like the Boys and Girls Club, he speaks to young people about financial literacy and what is possible. James says, “Giving back [through these programs] helps me stay connected to the community by teaching the importance of saving.” He wants young people to know that, “You don’t have to stay where you are. By saving money and using real estate as a tool, you can elevate your life.”
James also chooses to give back through seasonal food drives and volunteer efforts, ensuring his impact goes beyond real estate.
Leadership with Purpose
Spencer’s commitment to service has naturally led him into leadership roles within the industry. As President-Elect of the Anne Arundel County Association of REALTORS®, he is helping shape the future of real estate locally. He has also earned the Graduate, REALTOR® In-

stitute (GRI) designation, and completed both Maryland Leadership and Leadership Anne Arundel in 2024.
Additionally, his work includes participating in regional committees to address housing challenges and advocate for affordability which is an issue he sees impacting younger generations trying to establish roots in Maryland.

Councilmember Timothy Adams
A respected public servant, accomplished entrepreneur, and dedicated community advocate, Tim Adams brings more than 30 years of experience across business, government, and philanthropy.
Timothy J. Adams brings decades of leadership, public service, and business excellence to his new role as Prince George’s County Councilmember for District 4. Officially sworn into office on February 3, 2026, Councilmember Adams now serves communities including Bowie, Glenn Dale, Greenbelt, Westchester Park, and parts of Lanham-Seabrook and Upper Marlboro.
A respected public servant, accomplished entrepreneur, and dedicated community advocate, Adams brings more than 30 years of experience across business, government, and philanthropy. His appointment to the County Council represents a continuation of a career defined by visionary leadership, civic engagement, and a deep commitment to serving the residents of Prince George’s County.
Before joining the County Council, Adams served two successful terms as Mayor of Bowie, making history in 2019 as the first African American mayor in the city’s 138year history. During his tenure, he became known for championing fiscal responsibility, inclusive leadership, economic development, and strong community partnerships. His leadership helped position Bowie as a thriving and forward-focused city while fostering collaboration among residents, businesses, and local organizations.

In addition to his public service, Adams is a nationally recognized business leader. In 1989, he founded Systems Application & Technologies, Inc., also known as SA-TECH, a premier professional services and technology firm that provides mission-critical technical and operational support to the Department of Defense. Under his leadership, the company expanded from a small defense contractor into a multi-million-dollar enterprise supporting air, land, and naval forces around the world.
A proud graduate of Historically Black Colleges and Universities, Adams earned his Bachelor of Science degree from Xavier University of Louisiana and his MBA from University of New Orleans. He also completed executive education programs at Tuck School of Business and University of Maryland, College Park. In recognition of his leadership and contributions to business and community development, Bowie State University awarded him an honorary Doctorate of Business in 2017.
Throughout his career, Councilmember Adams has remained deeply engaged in civic and nonprofit leadership. He has served on numerous boards and commissions, including the University System of Maryland Foundation, Doctors Community Hospital, Luminous Health, the Metropolitan Washington Council of Governments, and the Maryland Chamber Foundation.
Adams has also used his voice to advocate for economic opportunity and equity. He previously testified before the United States Senate Committee on Small Business and Entrepreneurship, supporting policies that improve contracting and procurement opportunities for small businesses, including veteran-owned enterprises.
A lifetime member of Omega Psi Phi Fraternity, Inc., Councilmember Adams is also a strong advocate for accessibility, inclusion, and equal opportunity for all residents. As Mayor, Michael Estève steps into leadership during an important season for the city, bringing both experience and a deep understanding of the community he has called home his entire life.
The City of Bowie proudly welcomes Michael Estève as its newly elected mayor following the April 2026 Special Election. A lifelong Bowie resident with deep roots in the community, Mayor Estève brings years of public service, leadership, and community engagement to his new role.
Raised in Bowie by an Army Officer and an English teacher, Mayor Estève is a proud product of Prince George’s County public schools. He attended local elementary and middle schools before graduating from DeMatha Catholic High School. He later earned his Bachelor of Arts degree from Loyola University Maryland.
Before being elected mayor, Estève built a career centered on serving the community. His professional background includes working in constituent services for the Maryland State Senate, where he assisted residents with navigating state resources and addressing community concerns. He also served as a community banker, supporting both residents and business owners throughout Bowie and surrounding communities.
Mayor Estève’s dedication to public service extends beyond government. In addition to his work on the City Council, he currently serves as a business development consultant and works part-time with a nonprofit organization that supports children and adults with intellectual and developmental disabilities. His commit-

For the past several years, I’ve been working on a project, “Untold Secrets: The Flip Side”, a film exploring mental health. The project will consist of shooting, editing, and bringing awareness to homelessness, mental health, and cancer.
The film centers on a man living on the streets due to mental health-related complications, and the woman who recognizes him takes him to a café, learns his story, and helps get him back on his feet.
Director/Producer Dwayne R. Brown was born and raised in Prince George’s County ( Glenarden). For the past 30 years, he’s been telling stories through motion pictures, music videos, and educational content. After earning his MA certificate from NYU Film School, he has accumulated production and camera credits on both coasts, including work for BET, Fox Sports, and the Olympics, as well as local news affiliates in the DC area.
As a lifelong sports aficionado, he enjoys his decade-long affiliation with the NBC Comcast SportsNet production team and the excitement and teamwork of working as head video replay technician for the National Hockey League. He is also a longtime TV and film producer for Prince George’s County Public Schools, creating educational and inspirational videos for which he has won the Telly Award four times in the categories Best PSA Editing, Best Kid’s Show, Best Short Film, and Best Director.
Subsequently, Brown founded his own production company, We Got Our 40 Acres Productions, with the mission to educate and uplift people through the art of film. Having overcome per-

sonal obstacles that he once thought were impossible to beat, his greatest hope is that he can leverage those experiences to create films that raise up the next generation by demonstrating that anything is possible. His narrative short films, including ONE CHANCE (2011), UNTOLD SECRETS: THE FLIP SIDE (2024), and the upcoming UNTOLD SECRETS: SHONA (2026), spark conversation and shift the narrative toward openness and proactivity around taboo subjects like domestic abuse, cancer awareness, and mental illness.
In support of his past work, he has been awarded both the Prince George’s Arts and Humanities Council Community Grant and the Maryland State Arts Council Artist Grant, and he has been selected to receive the Maryland State Arts Council Creativity Grant four times. In 2024, Brown and his film UNTOLD SECRETS: THE FLIP SIDE were honored with the Best Director and Best Actor awards at the Maryland Black Film Festival.

Capital Pride 2026: A Celebration of Visibility and Community
Pride festivities will take place June 12–21, culminating in the iconic Pride Parade on June 20 and the Festival and Concert on June 21. The parade will travel through some of D.C.’s most historic neighborhoods before concluding along Pennsylvania Avenue. The festival will transform America’s Main Street into a celebration featuring live entertainment, community organizations, family activities, youth events, artisans, food vendors, and multiple performance stages.
Music Festivals Bring the Sound of Summer
Summer Sunset Concert Series
Music lovers can enjoy free live performances every Sunday evening throughout the summer at Allen Pond Park. The City of Bowie’s Sum-
mer Sunset Concert Series features a diverse lineup of R&B, reggae, blues, Latin, and classic rock artists performing from Memorial Day through Labor Day weekend.
Jazz enthusiasts can look forward to the renowned DC Jazz Festival later in the season, bringing world-class musicians to stages throughout the city. Meanwhile, the Bowie Center for Performing Arts presents A Night of Jazz in June, and in early September community-centered events such as AfroPlus Fest celebrate African and Caribbean culture through music, dance, and artistic expression.

Theater audiences will also have an opportunity to experience exciting productions, the DC Dox Documentary Film Festival takes place June 11 - 14, 2026 and look out for the highly anticipated musical “CrazySexyCool,” which tells the story of the iconic R&B group TLC and debuts in Washington, D.C. on June 12, 2026 at Arena Stage.

Although held in early fall, the Bowie International Festival is one of the area’s signature cultural celebrations.
