Billings Parks and Recreation Department’s over-arching goal is “ONE MORE”. Which means we do all we can to get one more person to come to a park, join in a program or, enroll in a camp.

Our Winter brochure has all types of activities I am sure something for everyone. If you don’t see an activity that interests you, let us know and we will explore adding it next year. We are hoping everyone gets out and enjoys our winter programming.

Policies & Procedures

GENERAL INFORMATION

• Non-Resident fees apply to those living outside of the City of Billings. Non-resident must include an additional $10 per person, per class.

• Enrollment is subject to availability. Programs are filled on a first come, first served basis.

• All programs are subject to cancellation if minimum enrollment numbers are not met. Full refunds will be issued to participant in original form of payment.

• All programs are subject to change based on weather conditions, availibility and enrollment numbers.

• Various programs may list activity deadlines for registration. Generally the deadline for registration is one week prior to the start of the activity, or session when there are multiple sessions being offered. This enables us to produce and distribute participant rosters to instructors as well as combine low enrollment classes rather than cancel them.

REFUND / TRANSFER POLICY

The City of Billings strives to provide quality recreation classes and programs. If you are unable to attend, we will be happy to arrange a transfer for another class (if space is available and is prior to the second class) or process a refund. Once the program begins, no refund will be issued unless the program is cancelled by the department. All refunds are reviewed on a case-by-case basis. Extenuating circumstances beyond the participants control maybe taken into account. Any refund 7 days or less will receive no refund. Please download our refund request form from our website at BillingsParks.org under the resource tab.

SCHOLARSHIP APPLICATIONS

Applications are available for low income families to apply for reduced fees for specific recreation programs. Applicants must be city residents and can receive up to a 75% discount if qualified. One application per child per season. Pick up an application in person at the Parks and Recreation office to apply.

PHOTOGRAPHY/VIDEOGRAPHY

Billings Parks and Recreation routinely takes photos and videos of participants for promotional purposes. By participating in one of our programs or working/ volunteering, you are granting the department the right to use and publish you and or your child’s image, and that no monetary remuneration will be given.

WAITLIST ENROLLMENTS

If a program is full you may register for a waitlist spot at no cost. Waitlist enrollments have a maximum of 10. Our registration software will notify participants in order of registration by email with the opportunity to register or decline registration for the program. Payment for the program will be required at that time.

Waitlist offers expire after 16 hours and move onto the next participant.

Scholarship Programs

YOUTH SCHOLARSHIP PROGRAM

The Billings Parks & Recreation Scholarship Fund provides youth in our community access to recreational programs whose families may be experiencing economic hardships. These scholarships provide eligible families exposure to positive experiences and active lifestyles. Through our programs, children are provided the opportunity to gain and refine life skills, and to develop positive personal and social assets. We need your help to provide recreation opportunities to children who would not otherwise have the opportunity! Your donation will help to provide an enrichment activity, class or program that will help a child build essential characteristics that are needed to succeed in life. 100% of the donations to this fund go directly to support scholarships for Billings’ youth. To apply for a scholarship or more information about donating, please stop by the Parks & Recreation office at 390 N 23rd St.

SENIOR/ADULT SCHOLARSHIP PROGRAM

Billings Parks and Recreation is dedicated to life-long recreation no matter your economic status. Seniors, age 55+, may be eligible for our Senior Scholarship Program. The program is intended to help seniors with a limited income participate in fitness and recreation programs. The fund is functioning primarily off donations from our generous community members. 100% of donations to this fund will go towards directly supporting Seniors. If you would like to donate or apply for a scholarship, please stop by the Billings Community Center at 360 N 23rd St.

ADAPTIVE RECREATION SCHOLARSHIP PROGRAM

The purpose of this scholarship is to assist families who cannot normally afford sporting, cultural or enrichment type activities due to difficult economic hardships.

• Who is eligible to receive a scholarship? Any desired participant living in Billings City limits.

• How much can applicants receive? 100%

• How do I apply? All applicants must be over 18, be the parent/guardian of the athlete, and apply in person at the Parks and Recreation Office and fill out the information on this form. Application forms are not accepted over the phone, faxed, emailed or from children.

Adaptive Recreation

The Miracle League of Billings

The Miracle League of Billings is here to serve the community and surrounding areas in providing an opportunity for children and adults with a mental or physical disability to play baseball, regardless of their abilities. Landon’s Miracle Field is a custom-designed field with a rubberized surface, ADA accessible bathrooms, wheelchair accessible dugouts, and a completely flat surface to accommodate wheelchairs and other adaptive equipment.

Join us for 6 weeks (weather permitting) in the spring and fall as the athletes round the bases and get to experience America’s favorite pastime. All equipment is provided and players are given a MLB replica jersey and hat. The league is split into a youth and adult division and games are 2 innings (about an hour), where everyone hits, scores, and all games end in a tie. Scholarships are available for eligible participants who are city residents.

Miracle League Volunteers Needed-The success of The Miracle League of Billings depends on great Volunteers! Each athlete is paired with a “Buddy” that keeps the athlete safe and helps them play the game.

In partnership with USTA Montana, Billings Tennis Association, and the Big Sky Pickleball & Tennis Club, Billings Parks & Recreation is proud to offer you Love Serving Autism. Love Serving Autism’s mission is to expand life skills, especially functional communication, through multidisciplinary specialized therapeutic tennis and pickleball instruction to increase community inclusion and independence of individuals with Autism Spectrum Disorder and Developmental as well as Physical Challenges.

The Love Serving Autism program offers introductory-level youth tennis lessons that last about one hour each. All abilities, skill levels, and disabilities are welcomed! All equipment will be provided, however feel free to bring your own racquet if you would like. In a smallgroup setting, athletes will receive coaching from our LSA-certified coaches and volunteers, provided by Billings Parks & Recreation.The goal is to build athletes’ skills, communication levels, socialization, and enjoyment of the sport while parents and guardians cheer their athlete on from the sidelines!

Boys 3rd-8th Grade Basketball

Dribble into basketball season this winter with Billings Parks & Recreation’s Boys Basketball program. This is a great program for those newer to the game of basketball and who would like to learn fundamental skills. 4th grade will have the option to play with 3rd grade or 5th grade. Teams will play games on Saturdays for 4 weeks starting February 1st at a TBD location.

Girls 3rd-8th Grade Volleyball will start on March 10th with different practice locations across town to choose from. This program is designed to provide the opportunity to learn and develop basic fundamentals, build self-confidence, emphasize teamwork, and promote good sportsmanship. 4th grade will have the option to play with 3rd grade or 5th grade. Tennis is Elementary

Billings Parks and Recreation, in conjunction with USTA-Montana, is proud to announce the continuation of Tennis is Elementary into Elementary schools across the Billings area. The program provides young players the chance to learn basic fundamentals, teamwork, and sportsmanship from qualified tennis instructors. All equipment is provided by Billings Parks and Recreation, but you may bring your own equipment.

These classes teach a martial arts discipline called Tae Kwon Do. We also incorporate a little bit of Hapkido & Judo in our classes. Tae Kwon Do is a Korean variation of Karate and will include foot and hand techniques, forms and sparring. Hapkido is a set of non-aggressive techniques using joint locks and twists ideal for self defense. Judo and Jiu-Jitsu is a Japanese discipline that involves the entire body and mind. Judo has many throws and holds in order to control an opponent as well as learn the art of break-falling. Jiu-Jitsu has the most efficient methods for neutralizing an enemy in the form of pins, joint locks, and throws. Location

Martial Arts Camp

This program is an introduction to the martial art discipline Tae Kwon Do. Students will learn basic blocks, strikes and kicks, along with ideas for awareness and safety. This class will focus on the tenants of Respect, Etiquette, Loyalty, Modesty, Patience and Indomitable Spirit. Each class session will include time for games tailored for the beginner martial artist and/or cross training for other sports. This program is made possible through a partnership with the Martial Arts Academy of Billings. Instructors from the Martial Arts Academy of Billings have decades of teaching experience and are excellent at working with students of all abilities. Campers must be signed in and out daily by their Parent/Guardian.

Character Design

If you like to draw or have any interest in learning, this is the camp for you! In Character Design Camp, you will learn important elements of character design including: basic color theory and how to draw anatomical parts such as hands, hair, faces, and much more. This is a great camp for kids that love to doodle, color, or like cartoons. All levels of skill and creativity are welcome and all participants will be able to take their supplies home with them after the week.

This amazing camp is old school. All kinds of board games and crafts. The kids are sure to have fun! Games from Cribbage, Kings Corner, War, and Old Maid to making crafts such as wooden keychains, friendship bracelets, and suncatchers. Our UNO championship gives some great prizes and loads of fun.

Don’t miss your chance to sign up your team for Men’s and Women’s Competitive, Semi-Competitive, or Recreational Basketball in the Billings Parks and Recreation’s famous City League. Adult Soccer

Come enjoy the Spring weather by playing in our Adult Soccer League. This year we will offer a recreation and competitive division and individual player sign-ups. Games are played 8v8 or larger on junior fields. Teams must have at least 2 females on the field at all times. Games will begin on April 6th and include 7 regular season matches with an 8th date for a tournament. Parks and Recreation may adjust teams to different divisions based on the teams’ skill level to ensure equal play. Divisions may be combined due to low enrollment.

Adult CoEd Volleyball

Fall Adult Coed Volleyball is back and ready to help you bump, set, and spike your way into spring! League will be “call your own” with all disputes replayed. All rules/ regulations will be provided to team captains before the start of the season. Sign your team up now for some friendly team competition on the hardwood. Team fee includes 7 regular season games, a double-elimination postseason tournament, nets, and game balls. Teams must always have a minimum of 6 players per team with at least three females on the court at all times. Please indicate either a recreation or competitive division preference upon registration. Divisions may be combined due to low enrollment.

Youth Anglers Learn to Fly Fish

If you want a fantastic lifelong activity to share with a child for many years, Catching Fish with a Kid is great way to introduce a child to the world of Fly Fishing. Instruction includes everything you need to know about fly fishing! Learn how to set up your rod and reel from line to fly, equipment needs, and knot tying. We’ll also dive into fish identification and their habitat, aquatic insects, and recommendations on flies. We’ll discuss setup and fishing with streamers, nymph’s, and dry flies as well as learn what fish feed on, keys to successful fly fishing, and “hands-on” casting practice. Plan to bring your fly rod/reel for all sessions. The 2nd Thursday class and Saturday class location will be determined by our instructor at a later date.

*Youth must be 10-16 years of age accompanied by an Adult 18+. Fee covers both participants, space is limited to 7 pairs.

Note- This is a 5 class course with each class building on the previous class. *We recommend attending all 5 classes and having your fishing license prior to the beginning of the first class.

Adult Pickleball Bootcamps

Billings Parks and Recreation’s Adult Pickleball Bootcamp is a great way to get involved with one of the fastest growing sports in the country! After one session of these lessons, you will be able to go out and play pickleball anytime and anywhere. Basic rules, scoring, strokes, strategies, and overall game play is introduced. These lessons are taught by certified Pickleball instructors. Bring your own paddle or we will have equipment available to borrow on site.

Lillis Park Doubles Pickleball Tournament

All proceeds for this tournament will go to our adaptive therapeutic youth racquet sports program, Love Serving Autism. Billings Parks & Recreation will be hosting its third Doubles Pickleball tournament. Doubles and Mixed Divisions from beginneradvanced be will be offered. Cost is $30 Per Team, Per Division. Please designate your partner’s name in the comments section of the registration. Scoring and Draw formats will be determined by the number of teams registered. Whether you are new to the sport or have been playing for years, find a partner and join the fastest growing sport in the nation! Entry Limit: 6 Teams per Division.

Indoor Pickleball Open Play

Pickleball is one of the fastest growing sports in the country. Billings Parks and Recreation is excited to offer indoor open pickleball play at the North Park Center located in North Park. Upon registration for the sessions, players receive 24, 1.5hour sessions of indoor open play pickleball. Lines, nets, and balls provided. All abilities are welcome.

It’s never too early (or too late) to start thinking about your garden. If you want to get your hands dirty, grow your skills, and eat fresh produce, consider joining the Amend Park Community Garden. There are a variety of plot sizes available to rent for your gardening needs. Tools, materials, and learning opportunities are available at no additional charge. All levels of experience are welcome!

Registration for the 2025 growing season opens February 1st. To apply for a plot, go to BillingsParks.org and register using the activity numbers below. Fee reductions are available for low-income households.

Arbor Day

Join Parks and Recreation for our annual Arbor Day Celebration! This year, we will be celebrating at South Park on Thursday, May 1st, which will consist of educational activities for local fourth graders, the official Arbor Day Ceremony and the planting of the Arbor Day Tree! Community Info Volunteer Programs

If you are looking for a way to get involved in your community, the Parks and Recreation Department has a variety of service experiences. Our current volunteer project opportunities are posted on our volunteer page. If you have a group interested in volunteering, our volunteer coordinator can help align an opportunity with your interests.

If you know a young person looking to get involved in the community, we have also launched a new program called Youth Volunteer Corps, providing servicelearning opportunities for youth ages 11-17. There are a variety of ways to get involved with the Billings Parks and Recreation Department. Volunteer opportunities are available for individuals or large groups. They range from one time service engagements to ongoing volunteer commitments. Examples of volunteer projects include mulching park trees and grooming trails to assisting with special events.

The Recreation division offers life-enriching programs that support emotional, social, physical, and spiritual wellness for aging adults in Billings. While many activities take place at the Billings Community and Senior Center, programs for adults 55+ also extend into our parks. Our focus is on promoting six dimensions of wellness—physical, emotional, social, intellectual, spiritual, and environmental—to help older adults maintain a balanced, fulfilling life as they age. Adult Resource Alliance Partnership Yellowstone Genealogy Forum

Billings Parks and Recreation and the Adult Resource Alliance of Yellowstone County have partnered to expand programs for seniors, starting in 2021 with a few classes and now offering over double the activities. These programs focus on fitness, health, wellness, and nutrition to help seniors stay active and healthy. Activities are held at multiple locations: the Billings Community and Senior Center, the Adult Resource Alliance, and the new Alliance Billings Heights. A congregate meal site is also available Monday through Friday at the Community and Senior Center. For more details, visit or call 406-657-3050.

The Billings Parks and Recreation Community and Senior Center has partnered with the Yellowstone Genealogy Forum, previously housed at the Billings Public Library. The Forum has relocated its extensive genealogy research collection and group forum to our center, conveniently situated near our Senior Computer Lab. A dedicated volunteer from the Forum will be available Monday through Friday from 1:00 to 3:00 PM to assist participants with their genealogy research. Please note that all research materials must remain on-site. In addition to providing research assistance, the Forum will collaborate with us to develop and lead enrichment programs, offering new opportunities for learning and exploration.

Facility Rentals

All Building and Crafthouse reservations are made on a first come first serve basis. You must visit the main office at 390 N. 23rd St. to make a reservation. Rentals for 2025 become available to the public on January 1st.

North Park Center (6th Ave N and N 19th St)

The North Park Center is located at 6th Ave. N. and North 19th Street. The center has approximately 5,600 sq. ft. all on one level. This includes a small gym and kitchen area complete with stove, refrigerator, and sink. The center also features a multipurpose room and restrooms. The building is great for events of 100 or less such as sports practices, meetings, social gatherings, receptions and more!
