Passionate for Santa Clarita

hen talking to Santa Clarita Mayor Laurene Weste, it is immediately evident the passion and love she has for the City of Santa Clarita and for protecting the natural environment that surrounds the Valley.

She was the driving force behind the Open Space Preservation District, which was passed by 67% of voters back in 2007.

“The goal was to preserve a green belt corridor around our City,” said Mayor Weste. “That is what the public wanted — to know once the land was purchased and dedicated that it was theirs forever.

Here we are some 15 years later, and there are more than 13,000 acres of preserved open space that are protected for future generations to enjoy. Our residents are very cognizant of the value of open space, not only for our environment but also for their health.”

Weste was honored in 2019 by the National Parks Conservation Association for her vision and leadership in protecting open space and in progressing the Rim of the Valley Campaign, an effort to expand the Santa Monica Mountains National Recreation Area for the benefit of current and future generations.

Within the 13,000 acres of open space, residents and visitors alike can explore the miles of trails on foot, bicycle or horseback.

“I started working on the City’s trail system decades ago,” remembers Mayor Weste. “Now, we have over 100 miles of Class 1 trails for residents to explore. You can hop on a trail right in the middle of our City and take it all the way into our open space. That was my whole goal, to keep you safe and away from traffic. The majority of people want that because it is easy, less stressful and you don’t have to fight the traffic. There isn’t another trail system like ours anywhere else in the nation.”

The City made a point of keeping outdoor recreational activities open and available to residents when other agencies were shutting everything down.

“Being out in nature is crucial to wellbeing,” said Mayor Weste. “We made sure our residents had access to our trails and parks throughout the shutdown.”

Mayor Weste also played a major role in the development of City parks. She served on the City’s very first Parks Commission and took the City from just seven parks at incorporation — to the 36 amazing parks we have today — and she is not finished.

“There are several exciting enhancements currently underway at our City parks,” Mayor Weste said.

“The Central Park buildout will bring four additional fields, an exercise staircase, upgrades to the dog park, new restrooms and, of course, additional parking. We heard wonderful feedback from residents following the opening of the inclusive play area at Canyon Country Park in

2020, and progress is underway to construct a new inclusive play area at West Creek Park. The City is also planning to add an outdoor roller rink at the Santa Clarita Sports Complex, enhancements at David March Park, working on expanding Canyon Country Park and looking for opportunities to add more parks to our system.”

Mayor Weste is committed to the future of the City of Santa Clarita while remaining committed to preserving its history, culture and traditions.

“Santa Clarita wasn’t born overnight, and it didn’t become one of the best cities in America by chance,” she said. “Lessons from the past inform the future.”

From the creation of the 8,000-acre Santa Clarita Woodlands Park and the preservation of the historic oil town of Mentryville in the 1990s to the restoration of Heritage Junction Historic Park today and numerous points in between, Laurene Weste has played key roles.

Look no further than the thriving arts and entertainment district of Old Town Newhall to see her dedication. Since the 1800s, when gold was first discovered in

nearby Placerita Canyon, Newhall became the historic core of Santa Clarita.

Today it is a bustling downtown area offering entertainment, tasting rooms, farm-to-table restaurants, boutique shops and worldclass events.

“I am proud of all the work we’ve done revitalizing Old Town Newhall,” said Mayor Weste. “As a big supporter of local businesses, I am happy to see their thriving success mixed perfectly with the old west charm of the area.”

That hometown feel is never more present than during the annual Fourth of July Parade. Mayor Weste has long been a leader of the SCV Parade Committee, helping direct all aspects of the beloved event.

“Santa Clarita is patriotic through and through,” said Mayor Weste. “It is evident in the deep reverence we have for our veterans and active-duty military and in the amazing community turnout for our Fourth of July Parade.”

Investing in our Community

I

n the Santa Clarita Valley, our community’s economy is making a comeback because of the dedication of local organizations, businesses, and neighbors who have lent their support to residents’ recovery and rejuvenation.

I’m a proud supporter of this important work. In the past two years, my office has invested more than $6.3 million in the Santa Clarita Valley to support residents of all ages and at all stages of life.

I awarded the Santa Clarita Valley Boys & Girls Club two grants so youth can learn, play, and grow through a summer camp program at Val Verde Park and at the new clubhouse at Castaic Middle School.

I’ve invested in the quality of life of our seniors at the incredible Bella Vida senior center, dedicating funds to build their gorgeous facility and provide 600 meals for clients every day.

To combat the local homelessness crisis, I’ve also allocated funding to the new Bridge to Home permanent shelter and to the new Family Promise resource center and affordable housing units. These projects will collectively add dozens of new beds along with health, mental health, career readiness, and housing navigation resources.

These are just a few of the dozens of organizations I am committed to investing in throughout the year. Hope and opportunity are on the horizon thanks to these strong partnerships and our collective ded-

Selina Thomas Runs for City Council

elina Thomas is a unique candidate. Not only does she have a thriving Human Resource company she has assembled a dream team for her city council run that has already hosted innovative campaign fundraising events with great success. Diana Pretzlaff, a political fundraiser, recently relocated to Santa Clarita and Selina’s campaign fundraising director says. “It’s been so exciting to reach out to people in the community about Selina and everyone I call immediately wants to lend support. Everyone I contact has nothing but positive things to say about her. I have fund raised for many other candidates and the way people respond when I talked to them about her is inspiring. Selina is a very rare type of candidate, people see her compassion for people and her hard-work. I am honored to be part of her campaign.”

“The difference in this campaign is that I have a great group of people around me and I gave myself more time to run. Everyone on my team is special and they believe in my vision for service in our community. The grassroots effort is truly turning into a movement and it’s palpable whenever I am out and about. Selina is thrilled to have her three daughters Madison, Miya and Morgan play such a huge role in her campaign.

“As a single mom I raised them here and they created a life and names for themselves. They will have life long friends from this communi-

ty because Santa Clarita cultivates great relationships. My daughter Miya recently graduated from Saugus high school as a highly awarded honors scholar athlete. She received many academic and athletic scholarship offers ultimately it’s because of the great schools here and the athletics that I could position her to go into the world and do great things.

Former Congressman Buck McKeon Endorses Bill Miranda

T

oday I am proud to announce my endorsement of former Mayor and current City Councilmember Bill Miranda for reelection this November. I have known Bill for almost fifteen years and in that time have found him to be a person of high intelligence, integrity and with a passion for serving others.

Bill grew up in New York City. He is an Air Force veteran, former Fortune 500 business executive, successful entrepreneur, founder of the SCV Latino Chamber of Commerce, author of two published inspirational books and a long-time community leader.

Bill has been a great addition to the City Council for almost six years.

Hart Park organization, she has spearheaded efforts to add amenities to William S. Hart’s former estate for the benefit of the visiting public — from a banquet facility with a full kitchen to outdoor movies on a giant screen.

Elsewhere in the park, Weste has been directing the rehabilitation of several

important historic buildings that have been rescued from various parts of our City by the Santa Clarita Valley Historical Society.

When the restoration is complete, the public will be able to enjoy the wonderfully preserved Saugus Train Station Museum, a new museum inside the Pardee House from Newhall, the Edison House from Saugus, the Mitchell Adobe from Canyon Country, the Newhall Ranch

House from today’s Valencia and more. The nearby Pioneer Oil Refinery, California’s first productive refinery and possibly the world’s oldest in existence today, was preserved “in place” as a direct result of Weste’s efforts. The City is currently restoring it and preparing it to open as a City park.

“Our unique history is the foundation of our community and gives us a strong connection to our roots.

The people who came before us did amazing things and left us with a legacy that’s worthy of carrying into the future.”

Her work might be considered historical, but it’s not all about saving the best parts of the past.

Weste and the City have been creating new history with new facilities that will serve our current populations for 50 to 100 years or more — while simultaneously fighting outside agitators who would do harm to our community.

She has played a key role in the decades-long fight against mega-mining in Soledad Canyon. The CEMEX contracts were issued by the federal government in 1990 and would allow for the mining of 56 million tons of sand and gravel, which would add up to 1,164 truck trips a day to local roads and freeways. A recent ruling by the U.S. District Court vacated previous decisions that the contracts were expired or terminated.

“These contracts were canceled by the Bureau of Land Management, and that decision was subsequently reaffirmed by the Interior Board of Land Appeals,” said Weste, who is also a member of the CEMEX City Council Ad Hoc Committee. “To reverse the action and reinstate the CEMEX mining contracts puts our residents, natural environment, wildlife and our community’s quality of life — in danger. This issue is far from over, and we will continue to fight and op-

pose any and all mining in Soledad Canyon.”

Another issue of public safety, which is a top priority for the Mayor, is the placement of juvenile serious offenders at Camp Scott in Bouquet Canyon.

The Camp is in a severe fire and flood zone, which would put inmates, staff and residents in danger should an evacuation be necessary.

Mayor Weste is also a longtime member of the Sanitation District and pushed the use of ultraviolet light to decontaminate the sewage plants in Santa Clarita. “We completely bring it to almost drinking quality water standards,” she said.

Her love for animals led her to advocate and work on changing state law on animal abuse in 1988 with (then-state Sen.) Ed Davis and felony abuse was put in place so that extreme cruelty would be handled.

“And we have seen that actually affect change — I’m very proud to have worked on that legislation,” Mayor Weste said. “I saw animals being destroyed — it used to be that at our shelter at Castaic, a majority of the animals were not getting homes and were being euthanized. Today, most of all placeable animals get homes.”

She is also a rescuer herself. “I have horses, donkeys, cats, dogs and pot belly pigs.”

Looking back on her accomplishments so far, “it’s been a lot of work to put in the basic pieces to create this synergy where you don’t have to leave your community to have wonderful opportunities.”

Above all, “I look forward to working hard and continuing the collaboration between the City, residents and local organizations to keep Santa Clarita one of the very best places to live in the nation. Together we can accomplish much.” 

Action Family Counseling Creates a ‘Safe Place’

ith the objective of passing the wisdom and expertise he has obtained in his decades of sobriety, Cary Quashen has dedicated his life to helping troubled teens and their families as well as adults struggling with drug abuse tendencies.

“I was driven by my passion after getting sober and saw the incredible need,” said Quashen, the developer of Action Family Counseling who celebrates 41 years of sobriety this year, and has been a nationally recognized mental health expert in the drug and alcohol treatment and rehabilitation industry for more than three decades.

“We create a safe place where people feel loved and empowered,” he said, further emphasizing that “my ultimate goal is putting myself out of business.”

Established in 1997, Action Family Counseling has assisted countless families in Southern California as well as the entire United States. The parent and teen support program currently operates in Santa Clarita.

“Filling a need such as Covid 19 — disinfecting and cleaning — became a priority for our company in 2020 as well,” she said. “We immediately researched the best available methodology and technology … and then made these services available for those in need.”

he drought is back and new water restrictions threaten to put the “heat” on your summer garden. How can you help your garden thrive despite nature’s best efforts to kill everything you’ve worked so hard to grow?

First, it’s important to know the current watering restrictions in your area.

In the Santa Clarita Valley, the Santa Clarita Valley Water Agency determines how much water you should use, and when you can use it.

In response to persistent, exceptional drought conditions throughout the SCV and the state, SCV Water has activated Stage 2 of its Water Shortage Contingency Plan and Water Conservation and Water Supply Shortage Ordinance.

SCV Water Stage 2 Restrictions

The Stage 2 action encourages customers to voluntarily reduce their water use by up to 20%.

A professionally designed irrigation system, drip or otherwise, is far better at proper water delivery than the simple lawn sprinklers you can buy in the hardware store. It is an investment that will pay for itself over time in reduced water bills and

Create hydrozones in your yard A hydrozone is a section of your yard or garden where plants with similar water needs are grouped together.

This way, you can tailor the amount and frequency of irrigation (or none at all) and avoid overwatering plants that need less.

Mulch, mulch, mulch Apply 3 to 4 inches of mulch around valuable, water-stressed plants. Prominent shade trees or shrubs are your first priority. This minimizes water loss due to evaporation and reduces the need for irrigation by up to 50%.

Weed your gardens weekly Remove invasive plants and weeds encroaching on shrubs, vegetables and flowers. Weeds outcompete native and cultivated plants for water and nutrients.

Now is the time to invest in a good-quality rain barrel for next winter. Plan for future water restrictions by purchasing rain barrels to store water.

The most common problem with rain barrels in the SCV is preventing them from becoming breeding grounds for mosquitoes. Unlike other areas of the country, freezing weather is usually not a concern in the SCV. To keep mosquitoes at bay, use one tablespoon once a week of liquid dish soap, or after each storm. The soap creates a film on the surface of the water, breaking the surface tension and causing mosquitoes to drown before they can lay any eggs in the water.

Mosquito Dunks are a commercial product you can purchase to kill mosquito larvae. Dunks are biologically safe to use around animals and for garden water.

Use one dunk once a month or as needed. Dunks are made of bacillus thuringiensis israelensis, or Bti, a bacteria that kills the mosquito larvae, as well as black flies. The product slowly dissolves, releasing the bacteria for continuous mosquito control.

Vegetable oil or olive oil also prevent mosquitoes. Use 1/4 cup once a week or after each storm. The oil suffocates the larvae. 

OVER 1 TRILLION GALLONS RECYCLED In Los Angeles County, about half of our drinking water comes from wells pumping up groundwater and the remainder is imported from hundreds of miles away—from the Colorado River and Northern California. In 1962, our Whittier Narrows Water Reclamation Plant began producing recycled water that is used to refill our groundwater basins. Since then, we have been recycling at 10 of our 11 wastewater treatment plants and, along with our water agency partners, have recycled over 1 trillion gallons. That’s enough water to fill an 8-foot diameter pipe that circles the earth 23 times! This recycling reduces the need to import water and makes our region more sustainable.

Nonetheless, we are striving to do more. We have partnered with the Metropolitan Water District of Southern California on a project to reuse the water from our 11th treatment plant. This project could produce enough water for 1.5 million people, making it one of the world’s largest water recycling projects.

W

ith thousands of sections in a wide range of academic subjects and career education disciplines this fall, College of the Canyons is offering students and community members the opportunity to reset their career goals and obtain in-demand job skills.

The fall 2022 schedule of classes is already available, giving course-seekers the ability to plan their fall schedule around work and family obligations.

To help accommodate the needs and preferences of students, the college will continue to offer classes in a variety of on-campus, online, and hybrid formats.

Providing flexible course offerings means students have a higher chance of successfully reaching their academic goals.

The majority of class sections offered will be courses needed to graduate, meet prerequisites for transfer to a four-year school, or help get students back into the workforce quickly.

In addition, high school juniors and seniors can take advantage of fall classes to earn college and high school credit while taking classes at COC with waived enrollment fees.

High school students (11th and 12th grade) can begin registering June 15. A final late registration period for all students will begin June 20.

The schedule also features more than 100 classes offered through the college’s School of Personal and Professional Learning (PPL), which provides career skills and lifelong See COC, page PD 4

TREK BIKE PARK OF SANTA CLARITA

After two years of dormancy, the City of Santa Clarita is excited for the return of the Fourth of July Parade in Newhall! Celebrate America’s independence and honor our front-line personnel at this year’s parade. Audiology Associates is Dedicated to the Community’s Hearing Healthcare

T

he doctors at Audiology Associates are dedicated to assisting adults and children with all of their hearing healthcare needs to improve communication and, ultimately, quality of life. The practice is committed to excellence and highly respected in our community. Audiology Associates has earned the Santa Clarita Valley Signal’s annual “Best of” competition for the past 13 years!

In December 2021, Audiology Associates moved their practice to a new location, 25425 Orchard Village Road, Suite 220 in Santa Clarita. “The staff and I are extremely excited about our new location and receive many compliments on our office” beams owner, Dr. Kevin Bolder. Audiology Associates was the first practice to open for business in the brand-new Orchard Medical Center.

The building boasts over 41,000 square feet of office space and will be home to a variety of medical specialties. Interior construction is ongoing as the other professionals complete their office suites, several with anticipated 2022 move in dates. The staff at Audiology Associates is looking forward to other practices relocating to the Orchard Medical Center soon. “Patients will find it convenient to have some of their most respected medical providers in a single location”, says Dr. Bolder.

“The beautiful neighborhood view from my new office reminds me of the first time my wife and I visited Santa Clarita when searching for a place to settle down and start our family”, says Dr. Bolder.

Orchard Medical Center is freeway-close in the heart of Santa Clarita with ample parking for staff and patients. It is located at the corner of Orchard Village Road and Wiley Canyon Road, less than one mile away from Henry Mayo Newhall Hospital.

Dr. Bolder and his wife have lived in Santa Clarita since 2001. Working in his own community provides him with a great sense of satisfaction and pride. He elaborates, “Despite the

growth of Santa Clarita’s population over the years, our city still has a smalltown feel. Many of us are interconnected through our children and their sports or school activities. We see familiar faces where we shop, dine, work, and play. When we provide hearing-related services to friends, acquaintances, and their network of family and friends, it truly brings a sense of community to the work we do.”

Audiology Associates provides care for people of all ages, with their primary focus on the provision of technologically advanced hearing aids. Their Doctors of Audiology have fit hearing aids on children as young as four months old! “Working with young children and their families can be challenging yet very rewarding”, says Dr. Bolder. He explains, “It is very difficult for parents to find out their baby has a hearing loss and even harder to come to terms with the idea that their baby needs to wear hearing aids. Even though electronic devices are used for almost everything we do nowadays, there is still a stigma attached to wearing hearing aids. However, it is extremely important to remember that untreated hearing loss can have detrimental effects for anyone, especially for an infant or young child.”

Once a pediatric hearing loss is confirmed, the goal is to fit hearing aids as soon as possible to ensure that the child has adequate access to sounds. Being able to hear environmental and speech sounds early on will help to prevent delays in speech and language development. “It is crucial not to deprive babies’ rapidly developing auditory centers of the brain”, adds Dr. Bolder.

The use of hearing aids is not the only factor that helps babies and toddlers develop speech, language, and communication skills. Early Start services are provided through our local school districts to help parents learn how to best work with their child at home to foster these skills prior to reaching schoolage. The doctors at Audiology Associates have an excellent relationship with Santa Clarita’s Educational Audiologist. “Because each child’s needs and situations vary, parents are often very appreciative of this collaborative relationship”, Dr. Bolder says.

Obviously, the majority of people with hearing loss are older adults and their hearing needs are varied as well. Hearing aid technology is constantly evolving and improving.

The experienced Doctors of Audiology at Audiology Associates pride themselves on helping each patient select hearing aids that

He adds, “Yes, it is true that hearing aids can be expensive. However, since we are staffed only

by Doctors of Audiology in our practice, patients can be assured that their experience with us feels more like a healthcare visit, rather than a high-pressure shopping experience.”

In addition to fitting hearing aids, the doctors at Audiology Associates provide other services including comprehensive hearing evaluations, ear wax removal, custom ear molds, custom ear plugs for noise reduction or swimming, tinnitus management, and cochlear implant evaluation and programming.

Their Doctors of Audiology have a combined experience of well over 50 years.

Dr. Kevin Bolder began working for Audiology Associates in November of 2011 and became the practice owner in 2018. The practice is also home to John Davis, a Doctor of Audiology with varied experience

in hospital, clinic, and private practice settings. He began his career on the east coast, then worked in Ventura County for five years prior to joining the practice at Audiology Associates in 2019. Cochlear implant services are provided by Dr. Bolder’s wife, Fran Bolder, who is also a Doctor of Audiology. She has extensive experience working with cochlear implant recipients, both adults and children, since 2000.

ola Aronson’s Advanced Audiology has been the original hearing center serving the Santa Clarita Valley for 35 years.

The business has changed names three times. In 2017, Nola merged the original business Audiology Services of Newhall into the practice at the current location 23822 Valencia Blvd. #103.

“We are called and named the community audiologists,” emphasized Nola Aronson, Founder. The title was given to us by the SCV chamber in 2015. We are known for supporting our community by providing free hearing screenings and then educating the person about hearing.”

“We want the person to understand any issues having to do with their hearing, balance and tinnitus.

With persistent drought conditions, we’re asking our residents, business community, HOAs, schools, and visitors to please help conserve our water. This doesn’t necessarily mean we should let our trees and beautiful gardens go dry. Instead, it means recognizing the benefits and value water provides to the Santa Clarita Valley and taking steps to reduce water inefficiency and waste. Being water conscious in and around our homes, businesses, schools and landscapes, must become a part of our daily lives, and not just a temporary mindset.

DROUGHT RESPONSE IN THE SCV SCV Water has activated Stage 2 of its Water Shortage Contingency Plan in response to severe multi-year drought conditions locally and throughout the State. While this brings a heightened sense of urgency to drought response efforts, rest assured that the SCV Water team is monitoring our water supply to continue to provide reliable water service to the Santa Clarita Valley.

To keep in line with the requirements outlined in Stage 2 of our Plan, we’re encouraging all customers to voluntarily reduce their water use by up to 20% by following these measures now in effect:

HOW TO PROTECT YOUR LANDSCAPE INVESTMENTS IN A DROUGHT More than half of an average home’s water use is outdoors – and often up to half of that is wasted due to common irrigation issues including broken or misaligned sprinklers, leaking valves, incorrectly programmed irrigation timers, and runoff caused by watering more than the soil can absorb. While SCV Water is not asking customers to pull the plug on irrigating their landscapes, we are asking customers to irrigate efficiently and minimize water waste – resulting in less water used, a lower water bill, and water for tomorrow.

STAGE 2 EFFICIENT IRRIGATION PRACTICES • THE TIME OF DAY YOU WATER MATTERS. Early morning (midnight to 9 a.m.) or late at night (8 p.m. to midnight) will keep more water on your landscape, rather than evaporating in the heat and wind.

• HOW LONG YOU WATER MATTERS. Much of our SCV soil is clay, which means there is typically runoff after 5 minutes of traditional irrigation. By breaking the 10-minute watering time into two 5-minute or less cycles, your landscape will soak up more of the water it needs.

Reducing your water use to meet our 20% conservation target isn’t a one-time thing. While it’s great to meet that milestone, the goal is to continue water-saving practices daily, until they become a habit and a lifestyle.

Saving water is a continuous act. Learning and implementing water-efficient habits will help you make better choices for your water use, and help you become a better steward of this precious and vital resource.

• YOUR IRRIGATION ZONES MATTER. Two 5-minute cycles are allowed per irrigation zone. Meaning, each section of your groundcover, shrubs or other landscaped areas can be watered a maximum of twice a day, no more than 5 minutes each time. Grouping plants of similar irrigation needs allows for the most efficient use of water.

However, if you need to hand-water brown spots, you can do so when using a hose with an automatic shutoff nozzle. This smart practice is more efficient than increasing how much you run your sprinklers.

Severe drought conditions statewide have reduced the availability this year to only 5% of what we are allocated.

GROUNDWATER: Held in the cracks and crevices of soil and rock, this water can be found between 200 and 2000 feet beneath our valley and is accessed through wells. A number of wells were shut off beginning in 2019 due to the detection of certain chemicals (see yourSCVwater.com/ PFAS for details). However ongoing investment into treatment facilities is restoring this local and affordable water source.

WATER BANKS AND OTHER DRY-YEAR RESERVES: SCV Water has invested in “water banks” in Kern County. Much like a savings account for money, we add water during wet years, and can take it to meet our needs during dry years. We recently invested in infrastructure that increased the amount we can take each year.

RECYCLED WATER: While recycled water currently represents a very small percentage of our water supply, we have projects underway that seek to expand our capacity from 450 acre-feet per year (about 147 million gallons) up to 8,000 acre-feet per year (more than 2.6 billion gallons).
