GUEST SPEAKERS Dr. Heather Shipley Provost & Senior VP for Academic Affairs, The University of Texas At San Antonio A career advocate for student success and faculty excellence, Dr. Heather Shipley is a collaborative academic leader and a systems thinker with over 15 years of experience in higher education. She currently serves as UTSA’s Interim Provost and Senior Vice President for Academic Affairs where she oversees seven academic colleges, the School of Data Science and the Honors College, as well as academic support divisions and other offices that advance institutional success. She previously served UTSA as Senior Vice Provost of Academic Affairs and the inaugural holder of the Hispanic Thriving Institution Endowed Chair for the Dean of University College where she guided the divisions of Career-Engaged Learning, Continuous Improvement and Accreditation, Student Disability Services, Faculty Success, Undergraduate Studies, and University College. Shipley has a national reputation for advancing student success, enhancing experiential learning opportunities and recruiting, retaining and developing faculty. As UTSA’s Classroom-to-Career Initiative Chair, she led the institutionwide effort to prepare students with marketable skills through immersive careerfocused learning-by-doing opportunities. A deep commitment as a servantleader permeates Shipley’s work. She led efforts earning UTSA the 2020 Seal of Excelencia from Excelencia in Education and recertification in 2023, certifying the university’s commitment to serve Latino students. Her commitment to academic and research excellence helped UTSA earn national distinction as a Carnegie Foundation R1 Institution in 2021, leading to an invitation to become a founding member of the Alliance of Hispanic Serving Research Universities. She led a team to achieve UTSA’s reaffirmation of accreditation from SACS-COC. A Distinguished Teaching Professor in Civil and Environmental Engineering and Construction Management in UTSA’s Klesse College of Engineering and Integrated Design, she has received prestigious awards including the UT Regents’ Outstanding Teaching Award and UTSA’s Faculty Service to Undergraduate Research and Creative Inquiry Award. She is a member of UTSA’s Academy of Distinguished Teaching Scholars. Shipley has earned over $14 million in funding to research interdisciplinary topics such as innovative water treatment processes. Actively engaged in professional organizations, she presents nationally and internationally and has authored more than 40 refereed journal articles. She is a member of the American Chemical Society, Association of Environmental Engineering & Science Professors and the American Society of Engineering Education. She holds master’s and doctoral degrees in environmental engineering from Rice University and a bachelor’s degree in chemistry from Baylor University.

GUEST SPEAKERS Dr. KELLY NASH Associate Vice President of Faculty Affairs, The University of Texas At San Antonio Dr. Kelly Nash is a Professor of Physics in the Department of Physics and Astronomy at the University of Texas at San Antonio (UTSA). She also serves as Associate Vice Provost for Faculty Success at UTSA. She served as the Associate Dean for Faculty Success in the UTSA College of Sciences from 2019-2023. As the former Director of the Kleberg Advanced Microscopy Center(2018-2020), she oversaw the renovation and modernization of the center’s operations, making it a premier user and training facility for advanced materials science and engineering research at UTSA. During her time as Graduate Advisor of Record for the graduate program in Physics at UTSA, she oversaw the development of the UTSA-APS Bridge Partnership which created a diverse pipeline of Physics doctoral students. Her scientific research focuses on the synthesis and characterization of materials and their physiochemical interactions with biological systems from the molecular to the cellular level. The impact of her nanomaterials research stretches from fundamental biophysical studies to biomedicine, energy, and environmental applications of materials. She was awarded the Air Force Office of Scientific Research Young Investigator Program award in 2015 for research efforts in biophysics. Additionally, she has numerous awards for her contributions to science and promotion of inclusiveness in STEM including the Dillard University Alumni 40–Under-40 award, UTSA COS Excellence in Community Service Award, San Antonio Business Journal 40-Under-40 Award, American Physical Society (APS) Women Physicists of the Month (July 2016) and UTSA President’s Distinguished Diversity Award. She continually advocates for the involvement of underrepresented groups in science through strategic initiatives within UTSA and abroad. She has served as UTSA-APS Bridge Program Coordinator, facilitator for APS Professional Skills Development for Women, and chair of the APS Conferences for Undergraduate Women in Physics National Organizing Committee.

GUEST SPEAKERS Dr. Mary McNaughton-Cassill Professor, Psychology and Distinguished Teaching Professor, The University of Texas At San Antonio Dr. McNaughton-Cassill is a Professor of Clinical Psychology who conducts research on stress and coping. She has published in a variety of academic journals, is the author of the books Mind The Gap: Managing Stress in the Modern World and Give Way: Coping with Stress in the Connected World, and blogs for Psychology Today. In addition to having a small Clinical practice she volunteers as a disaster mental health specialist with the Green Cross Academy of Traumatology.

GUEST SPEAKERS Dr. Robert Vela President, Texas A&M University - Kingsville Dr. Robert H. Vela Jr. began serving as the 22nd president of Texas A&M University-Kingsville on June 15, 2022. His career has been dedicated to promoting access and opportunity to higher education across the state. Dr. Vela previously served as President of San Antonio College—one of the largest community colleges in the nation— from 2014-June 2022. Under his collaborative leadership, Dr. Vela developed a strategic plan that advanced the Alamo Community College District goal of transforming San Antonio College into the best community college in the nation. In 2021, the college earned the Aspen Prize for Community College Excellence--the nation’s premier recognition of achievement and performance among America’s community colleges. Dr. Vela launched his career in higher education at Texas A&M UniversityKingsville in 1997 and served in various roles at the university, including as Upward Bound Program Coordinator and Director of the Teacher Development Center. A nationally-recognized leader in higher education, Dr. Vela has also served as the President of the National Community College Hispanic Council and on the American Association of Community Colleges Board of Directors. In 2018, he was an integral part of a team that received the Malcolm Baldridge National Quality Award from the U.S. Department of Commerce. He has taught courses in higher education administration and leadership, educational leadership and counseling throughout his 20 plus years in higher education. A native of Alice, TX, Dr. Vela earned bachelor’s, master’s and doctoral degrees from Texas A&M-Kingsville. In 2015, he received the Javelina Distinguished Alumni Award.

GUEST SPEAKERS Dr. James Palmer Provost and Senior Vice President for Academic Affairs, Texas A&M University - Kingsville James M. Palmer serves as Provost and Senior Vice President for Academic Affairs at Texas A&M University-Kingsville and provides leadership and direction for academic priorities, oversees the quality of academic programs, and ensures the recruitment, retention and support for faculty. He worked previously in the same role at Prairie View A&M University where he had also served as Associate Provost, Dean of the College of Agriculture and Human Sciences, Director of Land Grant Programs (which included extension agents in counties across Texas), and Department Head, where he also oversaw the University Writing Center, which he founded. He is full professor of English. As Provost, he has led institutions through their decennial reaffirmation of accreditation efforts, worked strategically with others to earn Carnegie R2 (“high research”) Classification, and overseen the process, development and financial commitment for new certificates and degree programs ranging from undergraduate to doctoral, including the establishment of a new School of Public and Allied Health. He has overseen as PI or Co-PI federal, state and foundation awards totaling over $60 million. Palmer is a graduate of the University of Texas-Austin where he double majored, and he completed his M.A. and Ph.D. at Purdue University-West Lafayette. He and his wife Carrie, also a Purdue graduate, have five children.

GUEST SPEAKERS Hailey Mullican, J.D. Vice President of Legal Affairs and Chief Legal Officer Hailey Mullican serves as the Vice President for Legal Affairs and Chief Legal Officer at The University of Texas at San Antonio. As general counsel for the Institution, Mullican leads a team of experienced healthcare and higher education attorneys and staff to provide full-scope legal and strategic counsel for the general academic and health related institution in furtherance of its education, patient care and research missions. Mullican has established herself as a trusted adviser on a wide variety of subjects related to health law, employment and higher education. She was a key player in developing, implementing and executing a legal framework for creation of the inaugural medical school at UT Rio Grande Valley, establishing major affiliation and operating agreements with regional health care partners for the new graduate medical education programs. She also navigated and lead through unprecedented legal challenges during the COVID-19 pandemic, and has demonstrated success in effectively coordinating between the general law team, the Office of General Counsel, and the Attorney General’s Office to defend UT Health San Antonio in litigation, achieve settlement, dismissal and wins. Prior to the creation of UTSA, Mullican served as Vice President for Legal Affairs and Chief Legal Officer for The University of Texas Health Science Center at San Antonio (“UT Health San Antonio”) since 2023 and its Managing Legal Counsel since 2018. She started her career with UT Health San Antonio’s Office of Legal Affairs in 2009 as a healthcare attorney.

GUEST SPEAKERS Dr. Joann olson Interim Provost, Texas A& M University – Victoria Joann Olson is an adult educator with more than 30 years of experience as a teacher, trainer, and mentor. She is also an experienced speaker and facilitator, having taught adults in a variety of formal and nonformal settings, including software training workshops for corporate and manufacturing clients; one-on-one mentoring, discipleship, and leadership development; smallgroup facilitation; face-to-face and online classes. Olson earned a master’s degree in Religious Education from Wheaton College, a master’s degree in Organizational Leadership from UHV, and a Ph.D. in Adult Education from Penn State-University Park. She moved to Texas in 2012 to teach in an online graduate program at UHV. A year and a half ago, she was named Interim Provost and Vice President for Academic Affairs at Texas A&M University-Victoria and served in that role through the transition from UHV to A&M-Victoria. She still serves as program coordinator for the Adult and Higher Education program, as well as Chief Research Officer at A&M-Victoria. Her research interests focus on the intersection of higher education and adult learning, including workplace learning of recent college graduates and the experiences of first-generation students (of all ages) in college and following graduation.

MATTHEW FULLER Professor of Educational Leadership, Sam Houston State University; Director, Center for Assessment, Research, and Educational Safety; Director, Texas Academic Leadership Academy Dr. Matthew Fuller is a Professor of Higher Education Leadership and Director of the Center for Assessment, Research, and Educational Safety (C.A.R.E.S.) at Sam Houston State University. Dr. Fuller has worked in higher education since the 1990s in a variety of administrative and professorial capacities. Dr. Fuller’s research interests focus on organizational culture and leadership, threat assessment, law, behavioral intervention, and educational safety. Since 2005, he has served as the Principal Investigator of the Survey of Assessment Culture, an international, longitudinal survey of higher education faculty, administrators, and student affairs staff members’ perspectives on cultures of assessment. As Director of C.A.R.E.S., he leads a team of researchers in developing research on educational safety and threat assessment models. He is the PI on a statewide, census-style study of Texas educators’ needs pertaining to educational safety and victims’ services. He has supervised over $16 million in sponsored research. Dr. Fuller also serves as the Director of the Texas Academic Leadership Academy, a year-long professional development seminar he co-founded to enhance Texas Academic Affairs leaders’ abilities and leadership skills. Dr. Fuller has also advised policy makers on scholarly works and research into school and university safety, legal issues, history of higher education, and financial aid policy. He has authored numerous books, monographs, and articles and presented on a variety of topics throughout his career.

GUEST SPEAKERS Dr. LYNN BARNES Vice President of Strategic Enrollment Management, University of Texas San Antonio Since July 2019, Lynn Barnes has served as Senior Vice Provost for Strategic Enrollment at the University of Texas San Antonio, a position focused on growing enrollment, elevating the stature and rankings of the university, and expanding opportunity for all students. Strategic Enrollment at UT San Antonio encompasses Admissions, Financial Aid and Scholarships, Recruitment, Veterans Services, Enrollment Marketing, Registrar, Testing Services, Orientation, and Welcome Center. UTSA’s vision is to become a model of student success, being a great public research university, and being an innovative place to work, learn, and discover. In his more than 27 years of experience in enrollment management positions at 3 institutions, Lynn has focused on providing educational access and opportunity to all students, especially those who never thought it was possible to go to college.

GUEST SPEAKERS Carlos Martinez, J.D. Senior Vice President for Governmental Relations, University of Texas San Antonio Carlos Martinez, JD serves as Senior Vice President for Governmental Relations at the University of Texas at San Antonio. Martinez leads a team of university representatives who communicate UT San Antonio’s interests and priorities with elected officials and government agencies at all levels of government. The office also works to bring a broader understanding of legislative activities to the university community. Martinez has extensive experience in state and local government, and a track record for developing strategic approaches to foster positive legislative relationships and produce solutions for complex and sensitive organizational challenges. Prior to his current role, Martinez served as UTSA’s Senior Vice President for Institutional Strategic Planning, Compliance Risk Management and Office Operations, and Chief of Staff to President Taylor Eighmy. In that role, he served as a counselor to the president on all administrative and operational matters of the university, and oversaw the compliance and risk management, internal audit and legal affairs functions of the university. Prior to his service at UT San Antonio, Martinez served University of Texas System institutions in various capacities. His service to The University of Texas at Austin began in 2010 and included Chief of Staff to the President and Associate Vice President for Governmental Relations. He also served The University of Texas System as Associate Vice Chancellor for Governmental Relations and Academic Affairs. Before joining The University of Texas System, he worked in the Texas House of Representatives, serving as counsel to a member of the Texas House and as committee clerk for the House Committee on General Investigating. He also worked in city government for six years in various roles, including serving as Acting City Manager of Del Rio.

GUEST SPEAKERS Dr. Mohamed Abdelrahman Provost and Senior Vice President, Texas A&M University – San Antonio Dr. Abdelrahman came to A&M-San Antonio from Colorado State University Pueblo, a Hispanic Serving Institution in Southern Colorado, where he served as Provost and Executive Vice President of Academic Affairs. Prior to his service at CSU Pueblo, he was Vice President for Academic Affairs at Arkansas Tech University; Associate Vice President for Research and Dean of Graduate Studies at Texas A&M University-Kingsville; and a tenured full professor at Tennessee Technological University. He also served as a Fulbright scholar at the University of Qatar. Dr. Abdelrahman holds a Ph.D. in Nuclear Science and Engineering and a M.S. in Measurements & Controls Engineering from Idaho State University, and a M.S. in Engineering Physics and B.S. in Electronics and Telecommunications Engineering from Cairo University. With a distinguished career spanning 25 years, he has been a leader in integrating research and education, experiential learning, and curricular innovations across multiple disciplines. During his tenure, CSU Pueblo received more than $22 million in funding from federal, state, and private sources to enhance academic quality and ensure the success of underrepresented minorities and low-income students. Designed to enhance academic collaboration and student engagement, Dr. Abdelrahman led a complete restructuring of Academic Affairs at CSU Pueblo, forming the College of Science, Technology, Engineering, and Mathematics and the School of Creativity and Practice. Additionally, he implemented the university’s first doctoral program in nursing practice and various interdisciplinary undergraduate and graduate programs, addressing changing needs of a regional, state, and national workforce. Dr. Abdelrahman’s research agenda has included funding for industrial applications of sensing and control, pedagogical research in using handson experiences to improve students learning, and engaging K-12 teachers in authentic research experiences. In addition to receiving numerous awards for excellence in research and innovative teaching, he has more than 100 publications and technical reports, three patents, and numerous co-authored works with disciplinary collaborators, undergraduate, and graduate students, and K-12 teachers.

TALA LEADERSHIP The Texas Academic Leadership Academy is a year-long professional development series coordinated by Sam Houston State University’s College of Education in collaboration with the Texas Council for Chief Academic Officers. Leadership and coordination of TAL Events have been developed by:

DR. Stacey Edmonson Dean, College of Education, Sam Houston State University Dr. Stacey Edmonson has served as Dean of the College of Education at Sam Houston State University in Huntsville, Texas since 2014. Prior to serving as dean, she served in a variety of administrative positions including Chair of the Department of Educational Leadership and Counseling and Director of the Center for Research and Doctoral Studies in Educational Leadership. Before beginning her career in academia in 2000, Dr. Edmonson was a teacher, principal, and central office administrator in Texas public schools. She is currently Chair-elect of the Board of Directors for the American Association of Colleges of Teacher Education (AACTE) and was a past-president for both the Teacher Education Council for State Colleges and Universities (TECSCU) and the Texas Association of Colleges of Teacher Education (TACTE). She was a board of examiners chair for the National Council for the Accreditation of Teacher Education (NCATE) and site team chair for the Council of the Accreditation of Educator Preparation (CAEP). She has also served as principal investigator on more than $13 million in external grant funding and has published more than 90 articles on education topics such as trust, stress and burnout, legal issues in education, and educator ethics.

GUEST SPEAKERS Nicole Boston, M.A. Purchasing and Operations Coordinator, College of Education - Sam Houston State University Nicole has worked for the College of Education since 2017 and has been in her current position for the past three years. In her current position she is responsible for overseeing all purchases for TALA, the College of Education Operations, to include furniture and technology along with serving as the Building Liaison. She completed her Masters in Higher Education Administration with a certificate in Academic Advising in 2023 at Sam Houston State University and is now working on completing her Doctorate in Higher Education Leadership with a concentration in Academic Support Programs in Fall 2027.
