1. INTRODUCTION 1.1 Introduction Housing varies from palaces of Maharajas to modern apartment buildings in big cities to tiny huts in villages. The place to house is next only to food and clothing among the primary necessities of life. Housing in general sense, is the layout and development of residential unit in which people can live safely, pleasantly, peacefully and healthy with different social, cultural and recreational facilities. People are social creature, hence they love to live in a society or community, so housing is also a social unit planned on neighbourhood and community principles.

1.2 Aim To prepare an affordable residential development scheme with infrastructure layout, services, roads and other network for economically underprivileged families.

1.3 Objective   

Design housing clusters for EWS, LIG and LMIG. Provision of access and basic facilities such as drinking water, electricity, toilet, parking etc.

Green/open area, healthcare facility, educational facility, daily needs store and community area can also be provided.

1.4 Scope With the fast growing urbanization, demand for affordable housing is rapidly increasing for economically underprivileged families. So there is great lack of dwelling units for such particular group.

1.5 Limitations My project will be limited to preparation of schematic layout of housing, infrastructure network and services only, it will not cover the surrounding impact and design and environmental aspects.

1.6 Methodology    

A mixed methods approach to research will be used, gathering both quantitative and qualitative data.

These data will be compiled digitally periodically to show progress.

Quantitative data will be gathered from local sources or from an archival search, or from different document study.

Qualitative data will be collected through archival searches, local records and local surveys, CDPs etc.

2. SITE ANALYSIS 2.1 Site

Proposed Site is located near Asian Highway-2 also called Burdwan Road, in Fulbari and Karmangaguri region of Siliguri. Mahananda River passes within 1km radius of the site to the West and Ambari Canal to the South.

Proposed site has an area of 24,168.06 m2 (2, 60,142.8 ft2)/ 5.97 Acres approx. It shares it’s boundary with residential area in North and West, Park and Lake in south and Asian Highway 2 in front (East).

2.2 Location and Connectivity          

Site is located on Asian Highway 2.

It has access from East on AH-2.

New Jalpaiguri Station – 4.5 km (approx.).

Bagdogra Airport – 18 km (approx.).

Siliguri Railway Station – 7 km (approx.).

Amberi Canal 600m.

Mahananda River – 850 m (approx.)

Electrical substation – 1.7 km.

School (2 schools) within 800m.

2.3 City Profile 2.3.1

Introduction Siliguri is signified by four T’s – Tea, Timber, Transport and Tourism. It is of the most rapidly developing metropolises of state. World famous Darjeeling tea grows within 100 km radius around siliguri. Siliguri is popularly known as the gateway or chicken-neck of northeast India as its corridor establishes a connection between the rest of India and NE states.

Situated 392 feet above MSL.

2.3.2

Location Siliguri is located in proximity of 3 international boarders Bangladesh, China and Nepal.

Located at 26.710 N and 88.30 E in the foothills of Himalaya. (Siliguri - wikipedia, 2020)

2.3.3

Connectivity a) Road It is connected to Kolkata by NH-31 and to the other cities of WB, Assam and Bihar state by road; it lies on Asian Highway 2. The Royal Government of Bhutan also operates buses from its border town Phuentsholing to Siliguri. Air-conditioned sleeper coaches from Kolkata, Patna and Assam is also available. b) Rail Has 3 railway stations Siliguri Town, Siliguri Junction and New Jalpaiguri. Siiliguri town is oldest and opened in 1880 during British Raj. Siliguri Jn was opened in 1949 and is only junction in India with all three gauges (broad, meter and narrow) used in India.

Bagdogra and Naxalbari are also in this agglomeration. c) Air Nearest airport is Bagdogra International Airport about 15 km away is the only airport in the region.

2.3.4

Topography and Geology The North part of WB is mostly made up of glacial and fluvio-glacial deposits of Quaternary period, while South consists of Pleistocene to flood plain deposits.

Siliguri occupy an Urban area of 117.54 km2 and metropolitan area of 2222.59 km2 (SJDA) (Siliguri - wikipedia, 2020). It is located in Terai (foothills) of Himalaya. Teesta, Jaldhaka, Rangit and Mahananda together with their tributaries, drain Siliguri.

2.3.5

Climate Siliguri has humid subtropical climate i.e. it has hot, humid summers and generally mild winters.

As it lies in foothills of Himalayas, it is cooler than the Southern WB. Average temperature in summer rarely increases more than 350 C. hottest months are from May to mid-June with average temp of 280 C. Cold months are December to February where temp varies between 30C to 150C. Form mid-December to mid-January temp drops to 8-100C. Winters are foggy with light rain which favours tea, timber and tourists.

Rainfall – Monsoon starts from mid-June to September with large variations (ranging from 1800 mm to 4000 mm). Siliguri’s annual railfall is higher than WB average. Intense Rains upto 200 mm/day in July and August has been recorded.

Humidity – maximum RH in Siliguri ranges from 47-53% and minimum RH 29-31%. It is higher in May to mid-June.

Wind – The city experiences winds predominantly from the east and the NE directions.

2.3.6

Water A) Surface water Siliguri is situated on the banks of River Mahananda and River Balason. Their confluence is located at SW border of city. Mahananda river is main source of water. To the East, 25 km away stands the Gajol Doba reservoir, which was formed by the first Teesta Barrage.

B) Ground Water It is the second major source of water for the city. With a spurt in the city’s population, this resource is exploited. But there is arsenic contamination in ground water and is

Assignment 2.2 | Planning Project I | AP6171 | 2020-‘21 common problem in WB. According to Geological Survey of India (2008), arsenic is present in Siliguri Jalpaiguri area.

2.3.7

Demographics 

Population According to census 2011 (Census, 2011), city had population of 5.13 lakhs. Out of 47 wards, 14 wards fall in the Jalpaiguri district and remaining 33 in Darjeeling. The SMC population which falls into Darjeeling is 0.32% and Jalpaiguri is 0.24% of state population. 15.93% of Darjeeling and 5.53% of Jalpaiguri population falls into SMC.

Density Density has grown from 6331 persons/km2 in 1971 to 14088 persons/km2. In 2011 it decreased to 11,274 person/km2 due to expansion of city to 41.9 km2.

Assignment 2.2 | Planning Project I | AP6171 | 2020-‘21 As per census 2011 (Census, 2011), the literacy rate of urban area stands for 79%; male are about 88.82% whereas female is about 81.94% of total population is literate which is higher than state and national level.

Sex Ratio As per census 2011 (Census, 2011), the sex ratio in Siliguri is 946 females per 1000 males, whereas state has 963. While average national ratio is 940.



2.3.8

Economy

Primary Secondary Tertiary Non prominent  Timber/woods  Trade and commerce agricultural activities products.  Tourism within city.  Engineering,  Real estate, hotels  Few tea estates are chemicals, electronics,  Local markets located north and MSME units.  IT/ITES North West parts of city.

The prominent markets are Hong Kong Market (7.6 km from site) and The Seth Srilal market. 

Infrastructure

2.3.9.1

Water Supply Water supply in SMC was first introduced in the year 1968. The per capita water supplied in city is 95 lpcd as against the CPHEEO norms of 155 lpcd (including the fire demand and unaccounted water). There is a gap of 22 MLD in current demand and supply.

2.3.9.2

Sewerage and Sanitation The city doesn’t have 100% coverage of sewer lines. Majority of households lack connectivity to the network and dispose the sewage into septic tanks/cesspools within their premises. City has open drains which is being disposed into Mahananda, Fuleshwari and jorapani without treatment.

1. Solid Waste Management Households and commercial establishments are charged monthly for door to door collection.

2.3.9.3

Storm Water Drain The highest elevation in city is 644 m and lowest being 122 m. City topography divides the land area into two parts. One part of the city drains into the Mahananda River and other half into Jorapani and Fuleshwari rivers.

Out of total drainage only 2% is closed. Drainage network covers almost 83% of total road length. Most of drains are open so it often blocked due to garbage disposal in drains.

2.3.10 Housing Scenario of City Siliguri has medium-rise and high density housing in core and low-rise moderate density in periphery. As per Census 2011, city had 1.69 lakh census houses. Residence accounts for 66%, office/shops 19%, factories/workshop 1% and remaining 14% of total house. From 2001 to 2011 there is increase in 42% for houses.

3.3 Setback Around Building

One floor height 2.8 m (approx.), so for G+4 building total height = 2.8 x5 m = 14 m.

So I have left 5 m of mandatory open space between two buildings.

I have also provided minimum 5 m of side setback around the site

3.4 Joint Open Space JOINT OPEN SPACE Subject to the provisions contained in this rule, the joint open space shall be provided in between two buildings, if the height of one of such building exceeds the height of 14.50 M whether belongs to the same owner or not, as follows: — I.

7.00 M - if height of both the buildings exceeds 14.50 M,

If one of the buildings exceeds 14.50 M in height— a. 4.50 M - if height of the other building is above 11.0 M but does not exceed 14.5 M, b. 3.50 M - if height of the other building is above 8.0 M but does not exceed 11.0 M, c. 3.00 M - if height of the other building does not exceed 8.0 M. Note. —If any of the buildings has basement, the minimum Joint Open Space against the basement line shall be kept as 7.0 m.

The rule of Joint Open Space shall not be applicable in case the adjoining structure is not exceeding 5.0 M in height.

3.5 Parking PARKING REQUIREMENT RESIDENTIAL (a) One car parking space to be provided for every 150 m2 of floor area up to a total floor area of 600 m2. (b) One car parking space to be provided for every 140 m2 of floor area above a total floor area of 600 m2 up to 5000 m2. (c) One Car parking space to be provided for every 130 m2 of floor area above a total floor area of 5000 m2.

For residential buildings of height above 14.5 m and up to a height of 24.00 m with not more than three tenements or 500 sqm. per floor (whichever is less), one staircase of 1.50 m. of width may be permitted.

I have provided 1.25 m wide stairway and 1 in each building.

95 lpcd is being provided by SMC and rest 40 litres will be fulfilled by recycled water.

According to CPHEEO (Central Public Health and Environmental Engineering Organisation, 1999), 135 lpcd of water consumption also includes need of firefighting.

Recycled water will be used for flushing and watering green area.

4 tanks of 108 KL each is provided on site which will store grey water, recycled water and water from roof-runoff. These tank will also be used as fire tanks in case of emergency.

Each building have their roof top water tank of capacity 13,000 litres and common pump station for whole site.

Water will be pumped via common pumping station.

4. Design          

This project comprises of economically underprivileged group. We have considered EWS, LIG and MLIG group.

I have allotted 35%, 35 % and 30% to EWS, MLIG and LIG respectively.

According to need of project this housing is low rise (height up to 15 m), low density (65 DU/acre).

I have tried to provide green and open areas more than 25%, to maintain good micro-climate.

I have provided green area in front to create a buffer zone.

I have provided more 2 wheeler parking to EWS and LIG group.

In front area there are dwelling units for MLIG, in mid LIG and in EWS in western part of site.

I have divided site into 3 density zone and given space accordingly.

There’s public private zone in site too; and I have tried to separate and restrict their movement to certain point. It helps in making premises secure and private.

For services part o I have provided street light on every 25 m (max). o There is water tank on every building, which will be filled periodically using a common pumping station. o SMC is already providing 95 lpcd which is 40 litres less according to standard (Central Public Health and Environmental Engineering Organisation, 1999), so for that 40 litres recycled water will be used. o There’s reservoirs in service area which will be used to store storm water from roof runoff and will be used for gardening and flushing. o There reservoirs can also be used as fire tanks in case of fire. o There’s central electrical room, from there electricity will be distributed to every building which will house transformer and control station. o There’s water treatment plant for recycling the water adjacent to pump house.

5. Conclusion o o o o o o

Housing is widely acknowledged as human right. At the same time, it is a major driving force of economy and often an individual’s biggest assets.

There is big gap between demand and supply of housing for economically underprivileged families in India.

We need to focus on quality housing instead of quantity housing. Housing should be accessible, affordable, with 24x7 water, electricity, toilet and basic infrastructure.

Government should implement more affordable policies and spread awareness among people.

There should be equity, protection and education, low interest loans, preservation of lowerincome housing stock.

Promotion of efficient and effective development is needed. Such as reviewing building codes, coordinating the permit process better between agencies, reducing or eliminating some mandates which are needed for making a house affordable.
