The National First Responder Organization defines a first responder as “an individual who runs toward an event rather than away.” The level of commitment first responders put into keeping our community safe is aweinspiring.

In this issue, we take an inside look at The Danville Life Saving Crew (DLSC).

As Crew Chief Robbie Woodall says in his feature, the Danville Life Saving Crew is one of our community’s best kept secrets. Volunteers dedicate a good portion of their time to the organization and are ready at the sound of the call to spring into motion and save lives. One member responded to 25 calls last Christmas Day. Another member, Clayton Lester, has served on the crew for 53 years.

The Danville Life Saving Crew is integral in keeping the community safe. Members are passionate about helping others and selfless when it comes to the time needed to do so.

We were fortunate enough to check out one of DLSC’s latest pieces of equipment, the banana boat. Crew member Jim Mullins demonstrated

HE SAID...

Recently, during our daily walk, the topic of retirement and travel came up. I thought I heard the words Alaska, Hawaii, Texas, Atlanta as well as several other travel destinations. I know how much you love Hawaii and England, too, so may I deduce that those two places are on your short list also? There are places I would like to visit such as Hollywood and Arizona. We have talked about retiring to Charlotte because that’s where the grandchildren live, and I can respect that. But, I don’t know how you can be so sure of where you want to live based solely on the grandchildren. They’re not even old enough to know us yet. What if we want to live in Florida and don’t realize how wonderful it would be? What about Texas or Hawaii? Maybe we would rather live there. My point is, let’s not be so hasty in our decision making until after we have visited all of our travel destination options.

Consider this: If we move to Myrtle Beach, we would see all of our children more often, plus the grandchildren, as they get older.

They would be clamoring to come see us and bring their friends because it would be free lodging for them and an opportunity for us to see them more often. Doesn’t that make sense?

All I’m saying is that we shouldn’t make a rush to judgement before we visit other states and cities and give them a chance to compete with Charlotte. I’m in no hurry since we have plenty of time before we retire to decide. I just want you think about it and give it a fair amount of consideration when you’re looking for houses. Is that fair enough?

SHE SAID...

Here is the problem with your logic…no, what I should do is make you guess. What does Charlotte have that Texas and Hawaii don’t have? What does Charlotte have that Hollywood and Arizona don’t have? Do you still need a hint? None of those cities or states have our children or grandchildren. How often do you see them climbing on a plane and flying to Hawaii to see us? As far as Myrtle Beach goes, you have been yearning to live there as long as I’ve known you. As I’ve told you before, buy a place at Myrtle, store your treasures there, and then we can visit your stuff as often as you wish thereby accomplishing your goal. I would still like to visit some of the places we talked about, but not until we have secured a home, and we know what our budget is after we retire. Then, we’ll know where we can go and how often.

Everyone likes to travel after they retire. We won’t be any different. I don’t know how I am going to be able to pull this off because I know you don’t really like to travel and that’s why you conveniently misplaced your passport. That’s all right though because I’m going to apply for another passport for you so that when we retire we will be able to travel right away. If you decide you just can’t do it, then I’ll be forced to make other arrangements or take another course of action to ensure that I see Paris one more time before I die and to sit on the white beaches of Hawaii, sipping a margarita, while my hair blows blissfully in the wind. Wish you were here.

There are always many ways to have “fun in record time” in Martinsville-Henry County, VA. Our annual festivals are no exception. From multi-day music festivals to community heritage celebrations, there is a festival for everyone to enjoy in MHC.

SPENCER-PENN PIG COOKIN’

The 6th Annual Pig Cookin’ Contest will have lots and lots of delicious fresh-cooked BBQ with lots of entertainment and attractions. Awards will be presented to the contestant whom the judges think follows the rules and guidelines of the NC Pork Association.

New this year will be a special concert by the Dry Hill Draggers from Franklin County. The Dry Hill Draggers have been playing ole-time music for more than 30 years. The band today is the new generation Dry Hill Draggers, and members still carry on the ole-time sound of this region with three second generation members: Stacy Boyd on doghouse bass, Jamie Boyd on clawhammer banjo and vocals, Jason Hambrick on guitar and vocals, and ole-time fiddle player Chris Prillaman.

EARTH DAY FESTIVAL

Get up. Get out. Enjoy the great outdoors.

Join the Virginia Museum of Natural History for the 2017 Earth Day Festival on Saturday, April 22 from 10 a.m. to 3 p.m. at J. Frank Wilson Park in Martinsville. Enjoy a plethora of games, crafts, face painting, temporary tattoos, and live music by Kim and Jimbo Cary and their all-

natural instruments. The event is free to attend.

The festival is provided by the Virginia Museum of Natural History and Martinsville Parks and Recreation.

FIELDALE HERITAGE FESTIVAL

The Fieldale Heritage Festival is part of a community revitalization effort to promote community pride while sharing history. Etablished in 1917, Fieldale is a historic district named for its famous founder, Marshall Field, Sr. A wide array of festivities is planned for this fun-packed day.

Enjoy DJ music on the lawn during the day and live music in the afternoon. The festival also includes artisan demonstrations, delicious food, and activities for children including a bounce house and pony rides from Infinity Acres Petting Ranch.

The Colonel George Waller Chapter SAR (Sons of the American Revolution) will be in period costumes, and there will be a Cruz-In in front of the Community Center featuring antique cars.

Plus The Virginia Home Inn will hold an open house in conjunction with the festival.

This fun-filled family event is free and open to the public.

ROOSTER WALK 9

The 9th Annual Rooster Walk (RW9) Music and Arts Festival will be held at the beautiful, 151 acre, Pop’s Farm (off of Hobson Road in Axton, VA) on May 25-28, 2017. Rooster Walk is very

family friendly and was named one of the Top 5 rock festivals in the state of Virginia by the Richmond Times Dispatch (May 2016). Musical genres will include funk, rock, bluegrass, country, blues, reggae, jazz, Americana and more. In addition to music, there will be food, children activities, and arts & crafts.

Primitive camping available. Campers are welcome, including RVs, tow-behinds & popups, no electricity. Children 12 & under free admission with a paying adult.

For this first time, Dino Day becomes a twoday festival, so make tracks to the Virginia Museum of Natural History for a festival of Jurassic proportions. Dinosaur skeletons and fossils, as well as dino-themed games, crafts, and presentations make this an event not to be missed for the dino-lover in your family.

Of course, no festival would be complete with a plethora of games and activities for children, as well as the opportunity to dig inside the museum’s Dino Dig Pit, and the opportunity to take your picture with the museum’s mascot, Cera the Triceratops.

SMITH RIVER FEST

Run, paddle, and bike your way to fun at Smith River Fest. Celebrating its 10th anniversary, this annual festival is truly a celebration of all things associated with the Smith River.

Paddle the river, participate in the 4.8 mile long river race and 5K Mud Run, browse vendor booths, enjoy children’s activities, watch live demonstrations and much more. There really is something for everyone at Smith River Fest.

The festival is located at the Smith River Sports Complex, 1000 Irisburg Road in Axton, just off the Hwy 58 Bypass.

BASSETT HERITAGE FESTIVAL

The Annual Bassett Heritage Festival, sponsored by the Stanleytown Ruritan Club, will be held Saturday, September 9th. Come out to this great community event full of food, fun, and activities.

There will be vendors with food, snow cones, popcorn, jewelry, flowers, gifts, crafts, baked goods, t-shirts, and more. You will find “Red Pole” Stone’s hot dogs - it’s the chili. The sale of these legendary hot dogs benefits the Bassett Fire Department.

ANNUAL SPENCER COMMUNITY FAIR & CRAFT FAIR Spencer-Penn Centre will be hosting Craft and Collectible Fair on Saturday, September 16 to compliment the Spencer Community Fair. For the past four years, the Craft Fair has been a huge success made up with craft vendors from woodworking to jewelry.

The Spencer Community Fair will celebrate its 81st anniversary. The fair is known area-wide for its lip-smacking Brunswick Stew. Homemade desserts, chicken and dumplings, and fried chicken are also on the menu. There will be live music in the afternoon, and an auction starts at 6:00 p.m.

OKTOBERFEST

Martinsville Uptown presents the 2017 Oktoberfest International Arts and Culture Festival. There will be two streets of vendors offering everything from free balloons to fine art, plus lots of kid-friendly activities including inflatable bounce houses and a petting zoo.

“Little Germany” will also offer a beer garden selling craft beer as well as traditional German foods like delicious bratwurst. Loaded with amazing crafters and talented artisans, this street fair has something for everyone. A variety of

food vendors will be on-site with everything from hotdogs to snow cones.

BREWSTER WALK

Love craft beer? Then you don’t want to miss Brewster Walk, a craft beer festival on the streets of Uptown Martinsville in front of the Rives Theatre. This very popular festival is celebrating its third year and is expected to sell out in advance.

The event, organized by community nonprofit Rooster Walk Inc., will feature over 60 varieties of craft beers from across the country, as well as musical performances from amazing artists.

A portion of event proceeds will be donated to the Penn-Shank Memorial Scholarship Fund at Martinsville High School and the Rooster Walk Band Instrument Program for entry-level band students at Martinsville, Laurel Park and FieldaleCollinsville middle schools.

I paint because of color and find it interesting and challenging to attempt to capture on canvas the ever changing patterns, shapes, colors, and values found in a landscape. I especially enjoy painting dappled light and finding the myriad of colors that can be seen in it. Painting landscapes has given me a greater appreciation of the gift God’s great creation.

I am constantly reading and studying works of the Impressionists, primarily Sisley, Pissarro, and works of the lesser known Americans, George Stengel and Walter Baum. I continue to experiment and hone my style.

Feature If you look at a piece of letterhead from the Danville Life Saving Crew, you’ll see the words, “to save life, administer first aid, and teach safety”. That is the primary purpose of the organization.

Since 1945, the Danville Lifesaving Crew (DLSC) has been a lifeline for the sick and injured in the Danville and surrounding communities. In 2015, DLSC celebrated its 70th year and continues to be at the forefront of emergency medical care in the Dan River Region.

DLSC, a volunteer organization, responded to 667 calls in January 2017. For 2016, DLSC responded to nearly 7,000 calls, and based on this January, the figures will increase for 2017.

This building serves several roles for the DLSC and DATC. The crew uses the truck bay storage area for its Special Teams department. The bay houses specialty equipment which consists of Dive and Swift water rescue trucks and boats. These units must be readily available to respond in a moments notice. With the great storage area they are easy to access and get on the road responding in minutes. Also located on the main level are the DLSC administrative offices.

This is where the crew staff conducts day-to-day business for the crew along with the DATC admin staff.

The Crew Hall is the main hub of the crew operations. This building houses five transport units, two response units, and a medium duty rescue crash truck. There is also a training room which serves as a third room when needed for overflow from the training center. The building houses the crew department, supplies, and sleeping quarters for members pulling third shift.

NORTHSIDE STATION

The Northside Station gives puts an Ambulance, Response Vehicle and a Crash Truck as well as a presence on the Northside of the Dan River.

Its initial purpose was to make equipment more accessible to members who respond from their homes to answer a call. Many of these members live in Pittsylvania County north of the City Limits.

This cuts down on the time it takes to pick up an Ambulance and respond to a call. Currently, this station is being manned during the daytime hours, Monday thru Friday.

The desire to help people was instilled in Robbie Woodall at an early age. Woodall grew up in the Westover Hills area of Danville where several of his neighbors were members of the Danville Life Saving Crew (DLSC). As a boy, he looked up to the crew members and admired their dedication. “I remember going to fundraising events for the crew with my grandfather. He always supported the crew and praised its work,” Woodall says. There was no doubt that DLSC would play an integral part in Woodall’s life.

PUTTING IN THE WORK

Woodall knew that it would take effort and dedication to achieve his dream, but he had “two great role models” in his life who taught him to work hard and to never give up. “My grandfather, Jack Scarce, and my father, Robert Woodall Jr., who have both passed away took the time to help me learn about people and how to run a business.

In many ways, they were different, but they shared a determination to succeed and would outwork anyone in the business.”

Woodall applied for membership in DLSC in fall of 1987. “At the time, the crew only allowed 100 members on the roll. I was accepted as a candidate member in December of that year,” Woodall says. It took Woodall about six months to complete training. He became a released member and was allowed to run a call by the next December. One had to be 21 years old to be a regular crew member. Woodall worked hard over the next couple years to advance his training and skills until he could become a regular member. “When the city annexed the Westover area in 1988, I was a member of the Westover Hills Volunteer Fire Department. It had to relocate to the Ferry Road area. That’s when I started taking EMT training,” Woodall adds.

Mentorship from senior crew members prepared Woodall for DLSC. “Herbert House, who we called ‘Pops’, was someone I had the privilege to train and run calls with in my early years with the crew,” Woodall says. House was very active on the local and state level for years and remained close to Woodall. Another member, Clayton Lester, the longest serving member with 53 years of active service, is someone Woodall thinks about often. “A friend of mine told the story of being at the bank where Clayton worked. While they were discussing a loan, a radio tone came out. Clayton said, ‘I’ll have to get back with you. It’s a bad call and they

need me.’ I’ve done the same thing. When it’s in your blood, you have a sense of obligation.”

There is a substantial degree of dedication that goes into being a first responder, but the rewards are well worth it. “It’s such a great sense of purpose when you are in a restaurant and a stranger thanks you for saving a family member’s life. I’ve spoken at many places on behalf of the crew. There is always someone in the audience who recounts a family member or friend needing the crew’s help,” Woodall adds. “Just a few weeks ago, I had the opportunity to really see how much of an impact one can make on another’s life. I can’t detail the particular call, but I was blessed to work with the person and left knowing the crew had taken care of the person and the family.”

BALANCING WORK AND LIFE

As Crew Chief, Woodall dedicates so much time to the crew, yet still finds time to run a successful business. After his father’s untimely passing, Woodall was thrust into the role of running the Woodall Automotive Network. “Even though my dad pushed me very hard, he did a great job of preparing me for things in life I never thought I would have to do so early in my career,” Woodall says. It helps that there are ties that bind Woodall and DLSC. “My employees at Woodall are very supportive of the crew,” Woodall adds. An incident at Woodall where an employee was brought back from cardiac arrest by the crew showed employees, first hand, the important job DLSC does for the community.

Woodall takes both jobs very seriously and wants to do the best for Woodall and DLSC. “Over the past two years, our executive committee, at the crew, has worked with Dr. Martha Walker, through the extension office at Virginia Tech, on a strategic plan. of the crew. DLSC is a volunteer organization but has the same needs and challenges as any other business. Our volunteers are second to none, but we have to have structure and organization to ensure the citizens get the service they deserve and expect.”

Woodall feels that it is important to work a regular crew shift twice a month. “With many years invested with the crew, I am not required to run a shift, but this is the only way I can stay on the pulse of what members face daily. It also helps to see what skills and equipment are needed to keep our crew above the curve,” Woodall says.

Working regular shifts allows Woodall to view how the crew interacts with other agencies and the ER at Danville Regional Medical Center. “This is very important to the success of the EMS system,” Woodall adds.

There is no denying that Woodall stays busy, but he always finds time for his family. “I made a pledge to myself to try to have a more balanced life and make sure my family isn’t at the bottom of the list.”

Life moves fast, and in a blink, today becomes the past. Woodall slows down to enjoy every family milestone. “In the fall, my son is heading to Virginia Tech and my daughter is turning thirteen.

20th anniversary. I love my family and these are memories I want to cherish,” Woodall says.

GIVING TO HELP TO OTHERS

It’s easy to forget that the members of DLSC are volunteers. Members dedicate their time because they truly enjoy helping people. “The crew is one of the best kept secrets in the community.

People see the nice equipment and buildings and assume we have plenty of help and resources.

We are blessed to have great members and equipment, but volunteers are our biggest asset and biggest need. Our volunteers are the lifeblood of the organization. They account for over 80 percent of crew work in the community. Without their dedication, the crew would not be able to provide the excellent service to the area,” Woodall says.

For Woodall, crew life isn’t a job, it’s embedded in him. “With technology today, I can find out what’s happening with the crew even when I’m not there.” Some may view that as the definition of a workaholic, but Woodall loves helping others so much that he sees his work with crew as a getaway. “I feel that’s exactly where I am supposed to be — making a difference in someone’s life.”

The Banana Boat is one of latest pieces of equipment acquired by the Danville Life Saving Crew. It is invaluable in water rescue. The boat inflates in less than a minute and only takes one person to put it in water.

The suit that Jim Mullins is wearing is called a Swift Water Suit, and it keeps the rescuer dry which is lifesaving in cold or icy conditions. If ice is present, the boat provides added protection.

The rescuer can step into the boat and walk across the ice without fear of falling in. If the ice breaks the boat floats. It’s unsinkable and if it flips, it will not stay upside down. The Banana Boat is made for areas with low-lying dams which are prevalent here.

It’s Christmas Eve. The smell of gingerbread and sugar cookies is wafting through the air. Outside, the air is frightful, but inside, everyone is toasty as they gather by the fire with full bellies and anticipation of opening gifts. You watch as the kids open presents from the grandparents. The sparkle in their eyes is matched by the lights from the tree.

It’s time for Grandpa to open a present. He laughs as he tears into the wrapping paper revealing a gag gift your kids thought he would love. Everyone joins in on the laughter.

You sit back and cherish the moment because this is a memory you didn’t think you would have last year.

Last Christmas Eve

After Christmas dinner, your father complained of shortness of breath. At first, it was brushed off as too much turkey, but something went wrong. A pain hit his chest with the force of a tap dancing elephant. He grabbed his left arm. Your father was having a heart attack.

You called 911 and pleaded with the dispatcher to send help as soon as possible. She assured you help is on the way.

••• Across town, a group of lifesaving crew members were spending Christmas Eve waiting on the call they hoped never arrived on this holiday.

“Dispatch to rescue base. Respond to a 75-yearold male in possible cardiac arrest.”

Without hesitation, the crew sprang into action, and while en route sent a request to dispatch for Advanced Life Support to assist.

The first responders arrived on the scene within minutes. They administered CPR to your father, who was unresponsive and pulseless with no respirations. High Quality CPR began and AED pads are placed on your father. The word “shock” was heard. Not long after, and EMT took over.

The next thirty minutes were a blur. You watched as the lifesaving crew worked feverishly to bring your father back.

Present Day

You watch your father tinker with the gag gift while your mother opens a present. You take a moment to reflect on this family time while thinking back to the people who saved your father’s life last year. They sacrificed time with their families at Christmas so you could spend another holiday with your father. They do it because their mission is to administer first aid and to save lives.

You look at the phone. You hope you never have to make that call again, but you know if you do, those answering the call will do everything in their power to make sure you share more memories with your family.

This is a fictional tale, but it’s inspired from actual calls taken by the Danville Life Saving Crew. Last Christmas Day, one volunteer responded to 25 calls. The crew, first responders, and all public safety officers are a vital part of our community.

They are always there when we need them. We need to be there for them when we don’t. There are many ways to help support the Danville Life Saving Crew. You can sign up for a Basic Life Saving class. What it’s like to be a telecommunicator with the City of Danville.

You’re in a panic. You are a little disoriented. Your car has gone off the road and into a ditch. You are hurting and confused. You grab your phone and dial 911. Then you hear that voice on the other end of the line say, “911, what’s your emergency?”

If you live in Danville, oftentimes that voice you hear will be Lakeisha Poke. The Danville native has spent the past nine years as a telecommunicator with the City of Danville.

Being a telecommunicator isn’t for everyone. It’s hard work. You must have a passion to help people, the ability to do multiple things at one time, and the tough skin to not take things personal. “You have to comprehend that the person on the other end of the phone is having what they believe to be a crisis, and you have to have the ability to guide them through it,” says Poke. “You have to be prepared for long work hours, cold lunches, a full bladder, sacrificing family events, and getting called in on your days off.”

Yet, even with these challenges, Poke has been steadfast in her nine years on the job. From day one, she knew what she was stepping into. “While doing some training

for the Danville Lifesaving Crew, one of the requirements was to have sit-in hours in dispatch,” Poke recalls. “I remember coming down and being amazed at all of the things that were taking place. These people could keep up with every unit on the street. They took calls that would shock most of us, but when the next call came in they were able to gather themselves and give the same amount of professionalism.

The stories they told and the passion in their voices made me want to be a part of their team.”

The demands of the job can take a toll on someone, but Poke manages to balance her personal life with her professional work.

She is the oldest of three siblings and the mother of three children of her own. Despite her busy schedule, she still finds time to read, volunteer, and be active in her church.

To Poke, the rewards of her job make the sacrifices worth it. “When you calm the fears of a mother whose child is having a medical emergency or convince a suicidal subject that life is worth living, it gives you the feeling that what you have done during your shift has made a difference,” Poke professes.

“There are few words that can explain how you feel when you go from having a screaming person on the line to that same person thanking you at the end.”

When asked what advice she would give to someone thinking of becoming a telecommunicator, the Danville Community College alum responded, “Don’t get into this field for a paycheck. Do it to make a difference. To save a life. To be there for someone in their darkest hour. Do this job because it makes you a better you.”

Author Ambrose Redmoon once said, “Courage is not the absence of fear, but rather the judgment that something else is more important than fear.” Firefighters are very familiar with fear, and the courage that comes with persevering through it. Lieutenant James Satterfield is a member of the Danville Fire Department, serving as a Fire Lieutenant and Assistant Training Officer.

The responsibilities involved with these positions are important and far-reaching. “My time is split between being a company officer on Ladder 1 and the shift Safety Officer, while also serving in the Training Division,” says Satterfield. “As the officer on Ladder 1, our crew responds to all fire calls and natural gas leaks in the city. We also respond to other calls, such as car wrecks and medical calls, as needed.” Satterfield continued, “as the shift safety officer, I respond to all building fires and major car wrecks to watch over the firefighters, medical personnel and patients to make sure we stay as safe as possible while performing our jobs to the best of our abilities. In the Training Division, I work alongside another Lieutenant on A shift to develop, coordinate, and teach classes to the entire shift.” Satterfield willingly admits, however, that it is a team effort. “I am fortunate to work with a great group of folks that are extremely talented which makes my job very rewarding.”

A man of faith, Satterfield is very active in his church, Hope Church Halifax, where he serves alongside his wife, Kelley, in the children’s ministry, Hope Village. “We strive to show kids

the love of Jesus,” Satterfield said. He is also a fitness enthusiast and enjoys running and Crossfit.

“I enjoy 5K races, especially the Dirty Dan Dash mud run the city offers,” he said.

Satterfield is invested in this region. He has lived in Pittsylvania County for the vast majority of his life. He and his wife have a two-year-old son named Noah, and both of their families live in the area. Satterfield believes the City of Danville is on the right track, as well. “In the past 10 years, Danville has done a great job of refuting the negative image that was painted by many of the local citizens,” he said. “I find that the city is big enough to support the needs and desires of my family, while not losing its small-town feel.”

Satterfield and his family frequently visit the city’s parks, Riverwalk Trail, Farmer’s Market and Carrington Pavilion. “We find we don’t need to go outside the city to shop and we love the River District and its unique environment,” he said.

A lot of work has been done in the past several years to position Danville to succeed in the future. Satterfield believes that work is paying off. “With the momentum, I’m seeing in the River District and the numerous economic development announcements that have recently been announced, I believe the city has a bright future.” That bright future exists because of great people like Lieutenant James Satterfield.

A few years ago, a sweet little chihuahua mix came to the shelter as a stray.

We were convinced that his loving family would be frantically looking for him and would come to the shelter to be reunited with him. No one came though.

After he became our legal property, we put him into Camp Bow Wow; we had become convinced that surely he would be adopted. We named him Franklin and waited for These little kittens will be ready to leave their mama by the middle of a loving person to fall in April. With the milder weather in love with him. While we January and February, little kittens waited, we received a are being born earlier. Sigh. small, terrified dog. This little dog was put into the same run with Franklin. Within a few days, Franklin had helped this dog calm down and the little dog was adopted! Another small dog in need was put in Franklin’s run.

Franklin knew how to help scared dogs and helped heal the second one! The second one was adopted! We had recognized immediately that Franklin was a special little dog, and now we had proof. Franklin was our little miracle worker, and we recall that he helped us heal and find homes for four dogs that came to us emotionally broken.

I still have an 8x10 picture of Franklin that was taken the last night of his life. After helping so many dogs find homes, Franklin was diagnosed with a grave heart problem and his veterinarian advised us to euthanize him. We were heartbroken, but wanted to do the kind thing for him.

Wouldn’t the world be a much better place if we could all be like Franklin? Just imagine how much good could be done if we were the ones that could help heal hurt feelings. I have told Franklin’s story in several church workshops and classes and have concluded them with a simple statement. I repeat it now: Be a Franklin. A Perspective on Public Schools – What does it take to reinvest in teaching and learning?

by Stan Jones, Superintendent of Danville Public Schools We are living in an era of increasing demands and diminishing resources for public schools. In cities where there is an unwillingness to invest in public schools, the likelihood of overcoming the challenges related to economic development, creating a viable work force, improving neighborhood quality of life, reducing crime, and improving health, are nearly impossible. Danville Public Schools were considered a high performing school district as recently as 2012.

Our academic and athletic performance especially in the visual and performing arts, literary magazine, the career and technical education programs, and graduation rates were once considered the envy of the region. Many of these areas continue to thrive with high quality performances and recognition in spite of reductions in funding and staffing. As an example, the George Washington High School Symphonic Band received Superior Ratings in the District Six State Concert Band Assessments held in Lynchburg on March 2, 2017. Our ability to sustain this level of performance is only one example of the many successes our staff accomplishes every day.

The challenges under which teachers work today are related to a number of factors ranging from changing demographics to decreased funding. These challenges are further exacerbated by additional decreases in state and local funding as the result of a spiked decline in enrollment this year. This has been an especially difficult year with the sharp decline in enrollment of more than 200 students. The loss of students is the equivalent to a reduction in funding of nearly $1.5 million in state funding.

student learning, while all employees are vital to our success, teachers have the most challenging role of them all and are under significant pressure to improve learning, and the belief that investing in our teachers will help us improve outcomes for our students.

In closing, I believe that the proposed budget is critical to our school division efforts to turn itself around by providing additional support to teachers. The proposed budget can be found on the school division website at: http://www.danvillepublicschools.org/content/uploads/File/ finance/draft_2_for_website_march_16_version.pdf The proposed budget represents the appropriate balance of investments ranging from empowering teachers, enhancing teacher recruitment and retention, while enhancing school safety, leveraging business partnerships, and managing resources. Your support will result in increased student outcomes. The best economic stimulus package we can invest in for our community is increasing high school graduation.

A STRONG EDUCATION BUILDS A STRONGER COMMUNITY FOUNDATION

Collectively, massive reductions in staffing that began in 2009 – 2010 school-year have resulted in larger classes, crowded schools, more pressure on teachers, less professional development, and an overall reduction of staff of more than 16% (189 positions have been eliminated since 2009.) The reduction in staffing, changing demographics, and reductions in revenue led to a steady decline in student outcomes over the past three years. Our schools were fully accredited in 2011- 2012 and today 8 of our 11 schools are fully or partially accredited. The most vivid example of the collective impact of the reduced funding is Woodberry Hills Elementary School, a wonderful school that has recently been denied accreditation.

On March 16, 2017, I presented the Proposed Fiscal Year 2017 – 2018 Budget to the School Board. The budget was entitled, Reinvesting in the Profession of Teaching and Learning. The goals of the Proposed Fiscal Year 2017 – 2018 Budget are as follows: • Empowering teachers and improving student outcomes • Enhancing recruitment and retention • Further enhancing school safety and security • Leveraging partnerships with businesses and industry • Manage human and fiscal resources efficiently Embedded within these goals are certain beliefs: teaching is a profession and our investments should support their on-going professional development, teachers have the greatest impact on
