2023 - 2024 Goals

The city council held a goal setting session earlier this year. They reviewed past accomplishments, discussed future opportunities and challenges, and created action items through 2024. Below is a summary of the four strategic priorities. View the complete goals at shoreviewmn.gov.

• Financial stability

Maintain and further improve the city’s financial stability. Maintaining a solid financial position allows the city to fund essential municipal services, maintain our infrastructure, and make key investments in many projects and activities.

• Organizational excellence

Ensure Shoreview’s culture and values continue as key staff and council leaders retire. Attracting and retaining a high quality, skilled workforce as an employer of choice is important to the city’s future.

• Community and economic development

Continue to enhance the quality of life in Shoreview through park, housing, and economic development. Remain a leader in sustainable practices and policies.

• Inclusion and Engagement

Strengthen commitment to fostering inclusion and incorporate strategies across all city functions. Expand communications and engagement with residents and community members.

Shelly Myrland appointed to Shoreview City Council

Earlier this year, the Shoreview City Council appointed Shelly Myrland to serve in the vacant seat left by Mayor Denkinger. Councilmember Myrland served on the economic development authority since 2014 and the economic development commission since 2017.

Councilmember Myrland has a passion for serving. From being a Sunday school teacher, PTA chairperson, chamber board member, Boy Scout committee member, rotary club member, and many volunteer opportunities and initiatives, she has lived the rotary motto of service above self. She says her mom was her role model for serving and volunteering, while raising a family and working full time, she always found room for more.

Shelly works in community banking and currently serves as the senior vice president for F&M Bank. As a community banker, she’s been able to serve the community by helping people achieve their financial goals. Community banking prides itself on giving back. She is proud of her bank's outreach and volunteering by encouraging employees to get involved and give back to the community.

Shelly and her husband, Bob, have three children, all of whom have attended Mounds View schools. The youngest is currently a junior at Mounds View High School. They love the trails, parks, and many outdoor amenities Shoreview offers. When asked what she looks forward to in this new role, Councilmember Myrland said, “I feel so blessed to live in this vibrant, safe, and welcoming community. I look forward to listening to our residents, serving the city with our new mayor and current council, and working with city staff.”

Mayor Sue Denkinger holds office hours every Tuesday at 3pm at Shoreview City Hall in the council chambers. This summer, join Mayor Denkinger for meet the mayor events around Shoreview as well! Join Mayor Denkinger on select Tuesdays this summer for Coffee with the Mayor! Location details will be available later this spring.

NIGHT TO UNITE AUGUST 1

Night to Unite will take place Tuesday, August 1 from 5 - 9 pm. Night to Unite is a fun and affordable way to promote police-community partnerships and help residents feel safer and more connected with their neighbors.

Apply for a block party permit and city crews will drop off barricades before the party. Permits are available at shoreviewmn.gov/block-party-permits.

Register your event with the Ramsey County Sheriff’s Office at ramseycountysheriff.us. The sheriff’s office, fire department, elected officials and other city staff will visit registered events! Contact the sheriff’s office at 651266-9333 with any questions.

Reminder – barricades need signs to let drivers know a block party is taking place. Bands and loud music are not permitted at block parties.

Discover the wonderful trails in Shoreview at the Tour de Trails bike ride. Short and long loop options are available.

Green community awards

Residents and businesses are recognized each year with the green community awards from the Shoreview Environmental Quality Committee. Awards are given to those who take steps to improve water quality, install renewable energy, or use eco-friendly practices. Winners receive a small lawn stake and are recognized at a city council meeting.

Lexington ReconstructionAvenue

Ramsey County will continue construction on Lexington Avenue with work scheduled to start in mid-April. Lexington Avenue is expected to stay open with single lane closures until work is completed. Work is estimated to be completed later this summer.

The City of Shoreview, in association with NeighborWorks Home Partners, offers construction consultation, loans with low interest rates, and interest-only repayment options to qualified homeowners, including manufactured home owners, and first-time homebuyers.

Construction Consultation

Are you looking to do a home project but not sure where to begin? The City of Shoreview offers free construction consultation where you can:

• get general project advice

• learn how to get bids for a project

• review of bids from contractors

Home Improvement Loans

Loan amounts from $2,000 - $40,000 are available with fixed below market rates and terms up to 15 years. Eligible improvements may include:

• remodeling

• additions

• repairs

• replacement

The project(s) must correct local or state code deficiencies, add value to the home, improve accessibility, and/or reduces long term energy costs.

Manufactured Home Improvement Loans

Loans up to $10,000 are available with below market rates and terms up to 10 years. Eligible improvements include:

• repairs and replacements that will address code deficiencies

• improve the structural components of the unit (roof, exterior wall, floor trusses)

• energy related improvements.

**Qualifying households may be eligible to have no payments until the home is sold or they have occupied it for 10 years since the start of the project.

Down Payment Assistance (First-time Homebuyers)

Loans up to $25,000 or 5% of purchase price are available with fixed below market rates and terms up to 30 years. Single-family homes, townhomes, twin homes or duplexes, condominiums with a maximum purchase price of $425,000 are eligible.

**If you are below 80% area median income, you could qualify for the first $10,000 of the down payment assistance to be due upon sale.

Curb appeal

Planning to update or upgrade your lawn this summer? These popular projects can give your property’s appearance a boost and raise your home’s curb appeal. Each of these projects need a permit from the city before work begins.

Grading & excavating

Work to level your yard, re-landscape areas of your yard or any digging and disruption of the soil.

Driveways

Repaving or replacing driveways, including concrete, pavers, and blacktop.

Porches & decks

Building or replacing porches or decks on any side of the home.

Fences & irrigation systems

Installing these common lawn features requires a permit. Invisible fences and irrigation systems should be installed at least six feet away from the curb to avoid damage from street construction and maintenance work.

Ramsey County will present on the long range plan they are developing to guide transportation projects that are accessible to people of all ages and abilities.

Garage Sales

Here are some helpful tips to keep in mind if you’re planning a garage sale this summer.

• You can hold two garage sales each year at your home

• Sales can last up to four days each

• Two directional sign can be posted at major intersections

• Sale signs can’t block street signs

• One six-foot by six-foot sign can be placed at your home on sale days only.

Having out-of-town visitors or a large family gathering? Overnight parking permits can be requested for up to seven days for a special event, guests, or construction. Watering tips

Save water this summer while keeping your lawn healthy! Healthy lawns only need around two inches of water each week. That’s about 20 minutes of watering twice a week. Be sure to water before 11 am or after 5 pm.

Water quality report

Shoreview monitors city drinking water each year, as required by federal law. The results for 2020 show no contaminants detected. View the full report online at shoreviewmn.gov/water-quality-report. Contact Jamie Meyer, utility supervisor, 651-490-4661 with questions.

Keep Shoreview’s water clean

You can help keep our water clean! Keep grass clippings and leaves out of the street and make sure dog waste gets picked up. Keeping these things out of our storm sewers keeps our water cleaner and healthier.

Irrigation controller rebate

Are you considering upgrading your irrigation system? Qualify for a rebate by purchasing a WaterSense certified, WiFi-enabled smart irrigation controller. Rebates cover 75% of the pre-tax cost of the controller, up to $150. WaterSense certified irrigation controllers can significantly reduce water consumption and overwatering by watering only when needed. Grant funding is provided through the Met Council by the Clean Water, Land & Legacy Amendment. Visit shoreviewmn.gov/watersmart to apply.

Minnesota recycling works

Have you ever questioned if recycling is worth it? Short answer: yes. Beyond saving energy and protecting natural resources, recycling also supports vital industries.

Recycling is the process of collecting materials that would otherwise be thrown away and turning them into new products. Our cans, bottles and paper are dropped off at a local facility where people and machines sort the recycling into material types which are sent to many different companies:

• Paper and cardboard are made into newspapers, toilet paper rolls and cereal boxes at five paper mills in Minnesota.

• Cartons like juice boxes are sent to a company in Wisconsin that makes a material for new paper products.

• Aluminum cans get turned into new cans, wire, siding and more at plants in the South.

• Steel cans like those used for soup are made into steel beams in Chicago.

• Plastic bottles with a number 1 like water and soda bottles are shipped to other states to be made into new bottles, deli food containers and carpet.

• Plastic containers with a number 2 like milk jugs are transformed into low-maintenance lumber by companies like Avon Plastics in Paynesville. They are also made into more bottles or irrigation tubing for farmers.

• Cottage cheese and other plastic tubs with a number 5 are used to create food containers, car parts, paint cans and more by companies in other states.

• Glass bottles and jars are sorted by color in Saint Paul. Clear glass goes to Anchor Glass in Shakopee to make condiment bottles. Brown glass is sent to Illinois to make beer bottles.

Our recycling is wanted by many companies in our state and across the country. Help support local recycling business:

• Stick to the basics: Recycle the items listed above.

• Keep it loose: Empty recycling into your bin – no plastic bags.

• Check with your recycling hauler or Ramsey County (RamseyRecycles.com/AtoZ or 651-633-3279) for everything else.

Free electronics recycling for Ramsey County residents

Ramsey County residents looking to get rid of computers, televisions, cell phones and other electronics now have a free and easy way to recycle them. Ramsey County has partnered with Repowered to refurbish or recycle unwanted electronics, keeping toxic metals like lead, mercury and cadmium out of the environment. All data from electronics dropped off at Repowered will be physically destroyed or electronically wiped.

Heritage Family Recognition

The SHS Heritage Family recognition program was established in 2004 to honor some of the first families of Shoreview who exemplify long-term service and involvement in the community.

Those families will be represented in the Slice of Shoreview parade July 22 as they ride on the old historic State Fair trolley. Visit the SHS booth at the Slice to see photos of the Lepak/Larson museum which will be opening for tours this summer.

They lived on Reiland Lane and were involved with winter and summer sports and activities on Snail Lake.

2021 | Frank & Shirley Husnik

Deep family roots on Lake Wabasso with strong memories of many of the south Shoreview businesses.

2019 | Herb & June Radmann

They built their home on west shore of Turtle Lake and many family members were proud of the 28 who graduated from Mounds View High School

2018 | Sven & Charlotte Lundberg

These Swedish immigrants moved to the Snail Lake area in 1906. They raised eight children and their farm stayed in the family until 1978

2017 | Dr Bert R Larson & Dr. Eva Jane Ostergren-Larson

The family lived in a stone house on the southeastern shore of Turtle Lake. Dr Eva Jane was a much loved area family physician and Dr Bert was a dentist.

2015 | Hans Eric and Louise Nord

Hans Eric, born in Sweden, came to US in 1893. His wife, Louise, was a neighbor and they settled on Shoreview’s north border south of County Road J, east of Hodgson Road.

2014 | Cyril and Agnes DeMars

With ancestral roots traced back to France, the family came to the US via Canada. Their farm was between County Road I & J, west of Hodgson Road.

2013 | Lawrence and Michalene Trojanowski

The family immigrated from Poland in the 1890s and established a farmstead north of County Road I /east of Lexington. Alice Flor, their daughter, was much involved in early Shoreview history.

2012 | Hugh and Alma Cunningham

Since Hugh was a former Soo Line employee, he and Alma lived in a former railway station on Rustic Place where they raised 3 sons and a daughter and where over 80 blood relatives still live in the area.

2011 | Thomas and Anna Schifsky

The original family farm was north of 96 off Lexington avenue. Their lake side Turtle Lake property became the popular Schifsky’s Beach

2010 | David and Emilie Guerin

They owned the first gas station in the area on the cornier of North Owasso Blvd and Rice Street. Their home was adjacent to the station as was a small confectionary known as the Spotthat building later was moved across the street and became the Vadnais Bar and the gas station is now part of Heritage Park

2009 | John and Magdalina Kurkowski

The Kurkowskis farmed in the southern part of Shoreview near County Road E/Victoria. Granddaughter Victoria married Ken Hanold, who became Shoreview’s first mayor in 1957.

2008 | Gust and Anna Larson

These Larsons were early settlers on the south side of Turtle Lake — family members still live on that property.

2006 | Hilmer and Gladys Seabloom

The Seabloom family were neighbors of the Ernest and Augusta Larson family - (parents of Art Larson; Lepak/Larson house) and both families emigrated to Centerville, Iowa before traveling to Mounds View Township where both families farmed.

2005 | Henry and Henrietta Bucher

Seven generations of the Bucher family have been residents of this area. The original farm was located on the northeast corner of County Road J/ Hodgson Road. Bucher Park honors this family

Swim Lessons

Our mission is to provide inclusive swim lessons for everyone. Our fun and imaginative approach to lessons will help you create a lifelong love of swimming. Pick your best learning environment - group lessons or private lessons. Parent-to-instructor communication is key to successful lessons. Our instructors love to teach and receive ongoing training.

Swim lesson policies

• We do not provide make-up swim lessons for any classes.

• Participants will be emailed specific programs policies before the class starts.

Cancellation policies & fees

• $5 if you cancel at least one week before the class start date.

• $10 if you cancel within one week of the class start date.

• No refunds on or after the class start date.

A note about swim lessons

• Due to high demand, private lessons are limited to 2 sessions per participant, per session.

• Swim lessons are not canceled if Mounds View School District cancels after school activities due to weather.

• Group classes with fewer than three registered participants will be canceled.

• Students are not allowed to swim before or after lessons.

• Students should use the bathroom and shower before entering the pool area.

• Staff aren’t allowed to take students to the bathroom.

• If your child needs a quieter environment to learn, look at our Tuesday, Thursday, Saturday and Sunday lessons.

• Children ages 4 and under may use any locker room.

• Children ages 5 and older must use the same sex locker room or family locker room.

• The pool water temperature is kept at 85 degrees.

SCOUTS BSA Swim checks

Complete your Boy Scout swim check before you go to summer camp. The swimmer will be asked to demonstrate the following:

• Jump feet first into water over their head and begin swimming

• Swim 75 yards in a strong manner using: sidestroke, breaststroke, trudgen or crawl

• Swim 25 yards using an easy, resting backstroke

• Float for one minute

Rhythm Kids

Lil Ninjas

Lil' Ninjas is specifically designed to enhance your child's development in a fun and motivating way. Class focuses on improving basic listening, social, and motor skills. Our instructors work on focus, team work, control, balance, memory, discipline, fitness, coordination, and respect.

Tae Kwon Do

New students must take Introduction to Tae Kwon Do before taking a ranked class.

Tae Kwon Do is unlike other martial arts programs, incorporating physical and mental elements into each class. Classes teach kicking, punching, striking, and blocking techniques through traditional Tae Kwon Do. Students will improve stamina, strength, speed, agility, coordination, balance, reflexes, concentration and confidence.

Group Tennis Lessons

Pee Wees | Ages 5 to 7

Includes lessons on the basics of tennis. Low compression tennis balls provided. Participants should bring a junior sized racquet.

Beginners | Ages 7 to 11

For players with little or no tennis experience. Instruction focuses on grip, rules, and fundamental strokes.

Advanced beginners | Ages 9 to 11

Perfect for the player who has taken lessons, but needs stroke and technique improvement. Instruction focuses on stroke consistency and introduces new strokes.

Intermediate | Ages 11 to 14

For players with dependable strokes who have completed an advanced beginner class. Instruction focuses on court coverage, game strategy, stroke use, and much more.

Personalized high-quality tennis instruction for players who want to improve their court game. Our instructors will help you work on your groundstrokes, serves, volleys, lobs, and smashes in an individual setting. This program offers one-on-one tennis instruction for the casual or avid tennis player.

Green and White Boys Basketball Camp

Focuses on fundamentals by using age–appropriate drills, games and contests. Participants receive a t–shirt. Camp is coached by Mounds View coach, Dave Leiser.

Playball! MN Twins Baseball Clinic

This clinic teaches basic fundamentals, including hitting, throwing, and defense in a fun and encouraging atmosphere. Instruction is provided by qualified coaches. The Twins Community Fund provides all of the equipment for the clinic.

3rd Lair Skateboard Contest

Compete against other skaters from all over the Twin Cities! This event is open to all ability levels and prizes will be handed out.

Green and White Volleyball Camp

Come join local high school coach, Tom Weko, for two weeks of learning the game of volleyball. Players will be grouped by grade and playing ability with a maximum 8:1 player to coach ratio. Fundamental skills will be taught based on age and ability. Current high school players as well as former and current college players will help provide instruction each day. Participants should bring knee pads, wide wristbands (optional), water bottle, and a great attitude. Participants will receive a t–shirt.
