City News

State of the City Shoreview has always been a city where people come together to make it a great place to live, work, and play. This has remained true over the past two years as we all found countless ways to adapt to the pandemic. The city continued to find new ways to deliver services, provide help to our business community, and ensure the safety of our residents. Our staff, residents, and businesses have shown just how resilient we all are. Despite all the challenges that the pandemic continued to pose, the city completed several projects in 2021 and will launch even more this year. Here are highlights from Mayor Martin’s state of the city address. You can read or watch the full state of the city at shoreviewmn.gov.

Leadership changes City council In January, our city lost a key leader when Councilmember Terry Quigley passed away. He served Shoreview for nearly 50 years and was a staple in Shoreview’s leadership for the last 21 years. Councilmember Quigley’s wisdom, experience, and sense of humor is deeply missed. Although no one can replace Councilmember Quigley, the city council recently appointed John Doan to the vacant seat through December 31, 2022. Read more about Councilmember Doan on page 6. City manager After 28 years as city manager, Terry Schwerm retired at the end of November 2021. Terry was instrumental in developing Shoreview into an outstanding and vibrant community. He accomplished many things in his 28 years and was an exceptional public servant. The city undertook an extensive search process to replace Terry. In October, the city selected Brad Martens as our new city manager. Brad was most recently city administrator at Corcoran, and brings a wide-range of experience and impressive qualities that will serve him well as he leads our organization.

Vision, mission, and values In early 2021, the city council solidified our reputation of being a welcoming and vibrant community by adopting new vision, mission,

and value statements. Through these new statements, the city will be able to ensure our culture and values continue well into the future. See the full statements at shoreviewmn.gov/our-city.

Shoreview Commons The second phase of the Shoreview Commons project was completed in 2021. This phase included a destination playground and shelter, as well as a friendship garden. The playground features six different areas for kids of all ages including a treehouse tower, challenge course, and hillside slides. It is one of the most exciting playgrounds in the entire metro area. The city partnered with the Shoreview Community Foundation to build the friendship garden on the north end of the pond. The garden features a sculpture of children playing, as well as dedicated brick pavers. The garden represents our community’s value of being welcoming and inclusive to all.

Park system master plan The city is currently updating the park system plan and hopes to have it finalized later this year. This process included reviewing all city parks, demographics and recreation trends, meeting with the public, and developing a conceptual master plan for each park. The city will be making substantial investments over the next several years to our parks based on this plan.

City News The city is currently working on several large projects this year including the redevelopment of the former Deluxe Campus. Scannell Properties is currently working on several plans to maximize the development of the 50acre site. The city will issue a request for proposals to develop the 10-acre Rice Street Crossing property this year. This property is at the southwest corner of I-694 and Rice Street.

The city also partnered with Community Action Partnership of Ramsey & Washington Counties, a nonprofit agency, to renovate three homes and rent them as affordable housing. Two of the homes are along County Road E. The third home is in north Shoreview. One of the city’s goals is to provide a variety of housing choices and levels of affordability. To better understand our current housing status, issues, and challenges, the city completed a housing study over the last year. The study evaluated demographics, employment, and housing and identified needs, gaps, and strategies to meet our housing goals. Staff will be using this study to prioritize actions over the next five years.

Economic development The city continues to see reinvestment in its business and commercial areas. Over the last few years, Eagle Ridge Partners has been redeveloping and upgrading part of the Shoreview Corporate Center at Lexington Avenue and County Road F. The Lex at 4100 is now complete and two of the four floors are leased. The city is working with them on a third tenant as well and a second phase project. This project could include additional housing and a restaurant. Gradient Financial completed their renovation project at 4625 Churchill Street in 2021 and moved their software division, Nextek Development to the building. The building renovated to support their growth plan which projects up to 100 employees in the next several years.

The city hit an important milestone in 2021 when it finished is street reconstruction program. This program, which started in the 1980s, was created to bring all city streets to current standards with curb-and-gutter and modern storm drainage systems. Moving forward, the city will focus on maintenance and rehabilitation. The city will be partnering with Ramsey County on several large projects over the next few years. The first is the reconstruction of Lexington Avenue between County Road E and I-694. This project will start soon and should be finished by the fall. Next year, the city and Ramsey County will work on two projects along Hodgson Road. The first is a reconstruction project from Gramsie Road to Highway 96. The second is to improve the intersection at Hodgson Road and County Road J.

Community survey This fall, the city will conduct a community survey. This will be the first time in over 30 years that the survey will be conducted via mail with an online option. We encourage you to participate so we can know best how to serve you.

Stay connected We are committed to providing an open and accessible government. We do this by televising and live-streaming our city council and planning commission meetings, publishing the ShoreViews newsletter four times a year, publishing Access Shoreview—an e-newsletter sent twice a month, and engaging with residents on social media. Mayor Sandy Martin holds office hours from 3 – 5 pm every Tuesday. We look forward to serving you in 2022!

City News John Doan appointed to Shoreview City Council The Shoreview City Council appointed John Doan to serve in the vacant seat caused by Councilmember Quigley’s passing in January. Councilmember Doan has served on the Shoreview Planning Commission since 2015. Councilmember Doan was born in Saigon, Vietnam and moved to Minnesota as a refugee. He grew up in affordable housing in the Cedar-Riverside neighborhood of Minneapolis, and attended St. Thomas Academy. His urban home life and suburban school days led him to pursue a degree at Carnegie Mellon University in civil and environmental engineering and a master’s degree in public policy, with a concentration on housing, urban development and transportation from Harvard’s Kennedy School of Government. John and his wife Erin have two college-aged children who graduated from Mounds View High School. When asked what he most looks forward to in this new role Councilmember Doan said, “My mom told me that God gave me two ears and one mouth, so I should listen twice as much as I talk. With that in mind, I am so honored and excited to listen, learn, and problem-solve with our great residents, staff, and fellow councilmembers.”

Elections Primary election – August 9, 2022 General election – November 8, 2022 Precincts and polling places Earlier this spring, the city took part in the redistricting process. This happens every 10 years after the census. Due to new legislative boundaries, the city needed to redraw precinct boundaries and add one more precinct. Postcards were mailed in April to residents in precincts 2 – 7 letting them know about their new precinct and/or polling place. Resident Resources Curb appeal Planning to update or upgrade your lawn this summer? These popular projects can give your property’s appearance a boost and raise your home’s curb appeal. Each of these projects need a permit from the city before work begins. Grading & excavating Work to level your yard, re-landscape areas of your yard or any digging and disruption of the soil. Driveways Repaving or replacing driveways, including concrete, pavers, and blacktop. Porches & decks Building or replacing porches or decks on any side of the home. Fences & irrigation systems Installing these common lawn features requires a permit. Invisible fences and irrigation systems should be installed at least six feet away from the curb to avoid damage from street construction and maintenance work. Green community awards Residents and businesses are recognized each year with the green community awards from the Shoreview Environmental Quality Commission. Awards are given to those who take steps to improve water quality, install renewable energy, or use eco-friendly practices. Lexington Avenue Reconstruction

Watering tips

Ramsey County will reconstruct Lexington Avenue from County Road E to I-694 in 2022. The reconstruction will include replacing aging and deteriorating pavement, replacing traffic signals, and improving pedestrian and bicycle facilities. A center median will also be added to increase safety for road users.

Save water this summer while keeping your lawn healthy! Healthy lawns only need around two inches of water each week. That’s about 20 minutes of watering twice a week. Be sure to water before 11 am or after 5 pm.

Improvements will include water main, sanitary sewer, storm sewer, water treatment and traffic signals in the project area.

Overnight and special event parking Having out-of-town visitors or a large family gathering? Overnight parking permits can be requested for up to seven days for a special event, guests, or construction. Overnight parking is not otherwise permitted between 2 – 5 am on Shoreview streets. The Drought of 2021 by Namitha Narayan - EQC student member Shoreview’s outdoor farmer’s market is an authentic place to find locally sourced, fresh produce. In 2021, however, tending to crops was more difficult for several farmers due to the drought that hit Minnesota. According to Minnesota’s Department of Natural Resources, the drought was the worst some parts of the state had seen in 10-30 years. This specifically impacted some farmers who rent their farm land and sell their produce at the Shoreview farmer’s market. Fong Vang, who has been farming for 23 years, elaborated on his experience. “This year our yield was lower...some veggies started turning yellow quicker instead of [doing so] at the end of the season.” Vang’s family has been farming on rented land for several years. Another farmer who rents land to farm, Yee Bla Moua, did not have an ideal year either. “Tomatoes did well, also zucchinis, but that’s it,” said Moua. Both farmers expressed how putting up infrastructure for more frequent watering was difficult since the owner of the land must authorize it; they were finding ways to adjust. Other vendors didn’t seem to be impacted such as fourth generation farmer Don Hienel, who farms on his own land. “Dry isn’t as big of a problem for me. Years where we have heavy rain are worse because the soil is heavier as it retains water...you can’t weed, you can’t cultivate, and it’s too difficult to plant,” said Hienel. He also elaborated on what he would do if he were to have a challenging year. “I do not have crop insurance...my father told me to have two years of income saved for when I have

a bad year—I’ve never looked at it as if I need assistance.” Many vendors were unaware of government assistance programs for years when they have difficulties. The Minnesota Department of Agriculture (MDA) made disaster recovery loans available in July of 2021 and offer resources such as the Farm Advocates program for farmers facing crises. For emerging farmers and micro farmers, they offer financial resources as well. Visit the farmers market on Tuesdays from 3-7 pm starting June 15 at the lower community center parking lot.

Meeting broadcast schedule Channel 16 broadcasts live city council and planning commission meetings every month.

(Roger Miller) With a grant from the Shoreview Community Foundation, the Shoreview Historical Society was able to hire an editor to create a booklet of a self-directed driving tour of Shoreview complete with an audio component. On April 23, 1957, the City of Shoreview was incorporated, but its rich history begins in the 1800s when it was originally part of Mounds View Township. Primarily farmland, Shoreview also was home to some interesting businesses: an ice house, a tuberculosis preventorium, a gospel mission, and many small grocery stores and taverns - some with storied gangster history. The many large lakes attracted small cabins and public beaches. There was also a Soo Line railroad depot called Cardigan Junction as two tracks, one coming from Saint Paul and another from Minneapolis that merged into one. The railroad station was eventually converted into a private home. In the early 19th century part of these lands were occupied by the Dakota and Ojibwe tribes. Our tour begins in the heart of the city at the Shoreview Community Center, built in 1990. It ends at Heritage Park, home of the original Guerin gas station and the Lepak/Larson 1880s brick farmhouse. The tour primarily uses the time frame of the 1930s and 1940s.

Group Fitness Kettlebell training

The first 60% of the class is cardio – either high/ low impact cardio, step, kickboxing, or dance followed by the remaining 40% of class time to execute effective resistance exercises.

Cycle rave

We pedal to the music and that’s it! Experience a fun, crazy party on your bike! You will be amazed at the workout you get.

Cycle training

Ideal tool to compliment the outdoor cyclist. Doing hills, sprints, flat roads while using time, speed, and distance drills, this workout will help increase your overall performance in speed, power, and endurance.

Barre principle

In each energizing and targeted workout, you’ll use the barre and exercise equipment such as mini-balls and small hand weights to sculpt, slim, and stretch your entire body.

The resistance workout

Incorporates strength training exercises using various pieces of equipment and/or your own body weight. Class focuses on all major muscle groups with some added attention to form. Progressions can include compound exercises and functional balance exercises.

Step cardio

Warm up with basic step moves and then learn fun choreographed patterns, combinations, and movements on an adjustable step.

Fitness Pilates

A beneficial blend of balance exercises and static (holding) and dynamic (moving) stretches.

Focus on balancing all muscle groups, strength, and flexibility, with an emphasis on challenging the core muscles with each movement.

Yin/restorative yoga This grounding practice will have fewer postures which you hold for longer periods of time, allowing you to focus on breathing into the connective tissue (fascia) that surrounds the joints in the body.

Yoga basics This class is based on physical postures, deep breathing, mindfulness, and listening to the body. A slower paced class that focuses on fundamental postures. Great class for beginners or for one seeking a modified (gentle) yoga class option.

Power yoga Students will focus on linking conscious breath with a vigorous and mindful flow. Participants will build strength, flexibility, and concentration while cleansing the body and calming the mind.

Hot yoga

Yoga sculpt

Intense practice that will move you through powerful and aggressive postures and/or series. This practice is meant to detoxify the body, build strength, and burn calories through movement, breath, and heat. Designed for intermediate to advanced levels.

Fusion of vinyasa yoga and strength endurance training. This unique and intense workout incorporates hand weights and is designed to tone and shape your body. Build stamina through a series of squats, lunges, crunches, plank holds, cardio work, balancing postures, and stretching.

Swim Lessons Shoreview Parks & Recreation swim lessons We use a fun and imaginative approach to help students create a lifelong love of swimming. Students will learn new skills and build on previously learned skills through group or private instruction. Our instructors participate in ongoing training sessions and are selected based on their desire to teach, enthusiasm, and swimming ability. Parent - instructor communication is vital to the success of each swimmer. Our mission is to provide an inclusive program for all.

A note about swim lessons •

Swim lessons are not canceled if Mounds View School District cancels after school activities due to weather.

•

We do not provide make-up lessons.

•

Group classes with fewer than three registered participants will be canceled.

•

Students cannot swim before or after lessons.

•

Students should use the bathroom and shower before entering the pool area. Staff aren’t allowed to take students to the bathroom.

•

If your child needs a quieter environment to learn look at our Tuesday, Thursday, Saturday, and Sunday lessons.

•

Children ages 4 and under may use any locker room. Children ages 5 and older must use the same sex locker room or family locker room.

•

The pool water temperature is kept between 83 and 84 degrees.

Chess school

Music Together

Twin Cities Chess club provides an environment for children of all skill levels to learn and enjoy the game of chess. Students are grouped together according to their age and ability with an optional tournament. Classes will be taught by Igor Rybakov, the USCFrated tournament chess player, named best chess coach in Minnesota.

Sing, dance, play, and learn with award-winning music and movement classes for infants, toddlers, preschoolers, and the adults who love them. The rich music environment in class will help your child grow into a confident, lifelong music maker. Infants (born after October 20, 2021) attend at no cost with a paid sibling. Classes are held outside with only portable toilets available.
