Earlier this year, the city council approved a contract with Ramsey County to manage elections. The city is now one of 15 that contracts with the county for election services. This means that the county will:
• Manage absentee voting
• Hire, train, and pay election judges
• Coordinate candidate filings and reports for city council seats
• Manage election day activities and polling places
By contracting with the county, the city is able to ensure our residents and city council candidates receive efficient and consistent elections services. This is especially true in Presidential election years when there are three elections to manage.
How does this impact residents?
• Voting absentee by mail
No change— you will still mail your absentee ballot to Ramsey County.
• Voting absentee in person
Ramsey County controls the absentee voting locations. Absentee voting will probably not be at city hall.

• Voting on election day
No change—you will still vote at your polling place and see a lot of the same election judges!
How does this impact election judges?

Election judges will apply with Ramsey County instead of the city.

The City of Shoreview would like to thank Dave Scherbel, Dan Curley, and Mark Maloney for their combined 67 years of service to the community. All three retired earlier this summer.
Dave Scherbel was the city’s building official from 2019 to June 2023.
Before coming here, he was Arden Hill’s building official for 22 years. Dave has been a long-time member of the 10,000 Lakes Chapter of the International Code Council. He has volunteered countless hours building accessible ramps for the elderly, disabled veterans, and chronically ill so they could stay in their homes. In 2019, Dave was recognized for his dedication to the profession with the Herb Meyer Award.
Dan Curley started with the city in 1989 as a street maintenance worker. After a couple of promotions, he became the public works superintendent in 1999. Thanks to Dan's leadership, the public works department has a highly effective maintenance team and is a recognized leader in Minnesota. Dan retired in May.
Mark Maloney was the city’s public works director from 1994 to July 2023. During his time here, he demonstrated outstanding leadership in many areas. Some key accomplishments include:
• Managed many street reconstruction projects covering the entire city
• Incorporating sustainability measures into projects such as permeable pavements and water conservation
• Updating and expanding the maintenance center that received LEED Gold certification
Mark has been recognized for his leadership several times throughout his career including. Recent awards include the Hugo G. Erickson award from the MN chapter of the American Public Works Association in 2018 and the Ray L. Lappegaard distinguished service award from the University of Minnesota Center for Transportation Studies in 2023.
The city is currently accepting nominations for the 2023 Caring Youth award.
This award was created by the human rights commission to honor our outstanding youth volunteers. Nominees help make Shoreview a community where all people are welcomed, valued, and respected.

The city is currently accepting nominations for the 2023 Citizen of the Year award. This annual award was created by the city council to present a special honor to a citizen who exemplifies the spirit of giving back to the community.

• Inspire others to continue the tradition of Shoreview citizens volunteering

Shoreview is truly a great place to live, work, and do business. With our many wonderful amenities, we continue to see strong economic growth.
Shoreview is a well-developed community. However, the city council works hard to ensure that the city has a healthy business climate, with plenty of reinvestment into our community. The economic development authority and economic development commission continue to provide valuable insight in this area.
We have seen a wave of multi-family apartments and townhomes in the last five years. Many of these developments have included affordable units, providing more accessible housing.
Here are some highlights of recent housing and commercial development projects. Several projects included converting an older commercial property into a new residential community or business.
Completed/approved housing projects include:
EDISON AT RICE CREEK: This completed project is located along 35W north of County Road I. This project includes 300 apartments and 101 townhomes and carriage homes. The city helped support the inclusion of 22 affordable units within the project.
EMRIK SV: Located next to the Loden SV, Emerik SV opened about a year ago. The buildings are part of a nearly $90 million project that turned an old, vacant industrial building into upscale apartments.
A total of 410 apartments were constructed during the first two phases, including 24 affordable units. A third building is now underway for a 200-unit apartment building near Lexington Avenue. Another 20 affordable units will be included. Construction began in June and the project should be completed next year.
MIDLAND TERRACE: Opened a new 103-unit apartment building this past year. The project involved the tear-down of an older, 42unit apartment building next to Lakeview Terrace. This is an example of reinvestment in our older apartment complexes. The owners have undertaken significant exterior and interior upgrades to their properties.
The city also continues to see redevelopment and growth in its business and commercial areas, including:
THE LEX AT 4100: This project involved major renovations of an older office building in the Shoreview Corporate Center campus at Lexington Avenue and County Road F.
The city assisted with renovations to modernize the corporate offices and convert it from a single-user to a multi-tenant facility. An empty building was torn down to make way for a new parking area and upgraded entrance to the office building.
The building is now leased with companies including technology company PTC, Progressive Insurance, and recent additions of Great Waters Financial and Circle of Life administrative offices.
Other commercial projects that have been approved or completed this past year include:
A NEW HOLIDAY STATION STORE at 3467 Rice Street is now open for business.
SCHOONOVER BODYWORKS, located near Lexington on County Road E, is completing their expansion and renovation project.
WELLS FARGO completed major upgrades at their data center facility at Rice Creek Corporate Park. They are installing a solar energy system on the roof and over part of the parking lot at the operations center.
The city is currently working with private developers on two major redevelopment projects that will bring even more new housing and economic development to Shoreview. Upcoming projects include:
RICE STREET CROSSING: They city owns 11 acres at the southwest corner of 694 and Rice Street. This property, once home to the county’s public works maintenance facilities, has been vacant for 20 years. The land is available for redevelopment now that the Rice Street interchange project has been completed.
We hope to move forward on development that will transform this brownfield site into a project that benefits the community. After going through the request for proposals process, the city selected Enclave Companies as a development partner. Enclave has proposed a mixeduse project of apartments, live/work small office units, and a retail center that could include a restaurant. The developer and city will together over the next year on the project. Public engagement and construction will likely begin in 2024.
SEVEN LAKES: The master-planned redevelopment of the former Deluxe corporate campus at 694 and Victoria Street. The city has been working closely with the developer, Scannell Properties. The development will include a mix of new business park, office, industrial, and multi-family housing on this highly visible site. The first phase of the eastern half of the property is underway. Two multi-tenant office/manufacturing buildings totaling 300,000 square feet will be built. These new spaces will be wonderful additions for attracting new business and jobs.
The second phase western half of the property will likely be developed with opportunities for medical tech facilities, offices, and multi-family apartments.

• Yes – with the following conditions:
• No more than two vehicles are stored outside.
• Only one of the stored vehicles can be an RV including: campers, trailers, tent trailers, travel trailers or motorhomes.
• Examples: a camper and a boat; a boat and an ATV; an ATV and a motorhome.
• Vehicles are at least 5 feet away from the side or front property line, and 10 feet away from the back property line.
Can I store them on my grass?
Yes, in the back and side yards. In the front yard any stored vehicle needs to be stored on an approved surface – like concrete.
Can I store them on the street?
No. Overnight parking is not permitted from 2 – 5 am on all Shoreview streets for any vehicle.

Loans of up to $50,000 are available through the City of Shoreview to make improvements and repairs to homes, including energy efficiency upgrades.
There are two types of loans: Amortizing loans - monthly payments and a low interest rate. These loans are available to homeowners whose income is at or below 120% of Area Median Income (AMI). The maximum loan amount is $50,000.
Due-on-sale loans - 0% interest and are paid back when the home is sold, transferred, or no longer owner-occupied as a primary residence. These loans are available to homeowners with incomes below 80% of Area Median Income. The maximum due-on-sale loan is $25,000.
Which type of loan you may qualify for will depend on your household income.

Shoreview’s beautiful lakes, wetlands, and streams need your help! Sand, salt, dirt, leaves, and pet waste can find their way into our storm sewers, leading to pollution and algae, turning our lakes green. You can help keep our city’s water supply clean!
Whether it's in your lawn, on the sidewalk, or at the park, pet waste carries harmful bacteria and phosphorus into the water supply. Pick up after your pet and put pet waste in the trash to make sure it doesn’t reach the storm drain system and our local bodies of water.
Residents can adopt a storm drain online! By adopting a storm drain near your home, you’re protecting the water supply throughout the city. Simply keep the drain clear of leaves, trash, and debris. In winter you can help keep the drain clear of salt and sand build up. Visit adopt-a-drain.org to adopt a drain near your home.
Rake or mulch your leaves this fall to prevent them from clogging storm drains, washing into local water bodies, and smothering your lawn. Raking and collecting leaves to bring them to county yard waste sites or contact your trash hauler to find out what yard waste options they provide. See below for yard waste site hours.
Mulching by mowing over the leaves on your lawn breaks leaves up into small pieces and helps keep your lawn healthy by fertilizing it without needing to add extra fertilizer.
However you clean up your leaves, make sure they don’t end up in the street!

Do you have an ash tree on your property?
Main characteristics to look for in an ash tree:
• Compound leaves: there are 5 to 11 leaflets joined on a stem
• Opposite branches: the branches grow directly across the trunk or stem from each other
Now is the time to make a plan for removal of your ash tree if you have not been treating it. Ash trees
are being infested by emerald ash borer (EAB), an invasive insect that attacks and kills ash trees native to Minnesota.
Treating trees with an insecticide trunk injection is effective when it is started early as a preventative strategy. Many trees that have not already been treated are too heavily infested for treatment at this point in time.
Contact licensed tree companies for estimates on tree removal. The city does not have funding to assist with tree removals on private property.

Heat pumps are energy-efficient devices used to heat and cool a building using a refrigeration cycle. They use electricity to transfer heat from a cool space to a warm space by transferring thermal energy. You may be hearing a lot about heat pumps as a more energy efficient way to heat and cool your homes. That is true, but this article will focus on the fact that heat pumps can also be used to heat your hot water and dry your clothes.
Did you know that you can reduce the energy used to heat your water and dry your clothes by 66%? While heat pumps may sound new and exotic, they really aren’t.
• First, they are proven technologies that we’ve used for decades in air conditioners, refrigerators, freezers and dehumidifiers. Clothes dryers and water heaters that use heat pumps are available at many big box and home appliance stores right now.
• Second, hooking them up and installing them is straightforward for people who install water heaters and clothes dryers for a living.
• Third, a little preparation on your part may be needed ahead of time. Most of us don’t even think about replacing water heaters or clothes dryers until our old one stops working— that is normal, because you obviously need a replacement as soon as possible! If you have an electric water heater and an electric clothes dryer, you’re likely very prepared. If you have a gas furnace and a gas water heater, you’ll need to have an electrician run some wiring (Heat pumps use 240 Volt electric wires). Doing that ahead of when your old one fails, will get you prepared to put in a heat pump water heater or clothes dryer quickly.
Heat pump water heater—looks pretty much like your current hot water heater, right? Heat pump clothes dryer on the right, matched to a washing machine on the left, again, the dryer looks like what you’re used to. They are sometimes called, “ventless dryers” and are very common in Europe and Japan and have often been used in American apartments.
Check your big box and/or appliance stores for availability, to learn how quickly your payback will be.

This program is provided by Xcel Energy and CenterPoint Energy and delivered by the Center for Energy and Environment (CEE). The Home Energy Squad does in-home visits to install energy saving materials, inspect equipment, and provide support and guidance on next steps. 150 community supporters gathered on May 11 for “Evening with Friends” celebrating the 15th anniversary of the Shoreview Community Foundation. Welcomed by live string ensemble music, guests greeted old friends and met new ones before MC Perry Nelson invited all to the table for introductions and dinner.
The program featured guest speaker John Noltner, award-winning photographer, author, and activist. Noltner is the founder of the multimedia arts project A Peace of My Mind, a cross-country project created to rediscover the common humanity that connects us. A 2022 SCF grant funded Noltner’s workshops and exhibits in Shoreview, demonstrating how to build community and bridge divides through portraits and personal stories. Platinum sponsors Greco, Eagle Ridge, and Tycon were recognized with plaques presented by Mayor Sue Denkinger. Former mayor Sandy Martin, a founding member of the Shoreview Community Foundation, spoke about the impact of grants awarded in the community over the past 15 years. The Cafesjian Art Trust Museum, or CAT, was established by Gerard Cafesjian to share his collection of Contemporary and Modern art with the public. Our mission is to provide inclusive swim lessons for everyone. Our fun and imaginative approach to lessons will help you create a lifelong love of swimming. Pick your best learning environment - group lessons or private lessons. Parent-to-instructor communication is key to successful lessons. Our instructors love to teach and receive ongoing training.
Swim lesson policies
• We do not provide make-up swim lessons for any classes.
• Participants will be emailed specific programs policies before the class starts.
Cancellation policies & fees
• $5 if you cancel at least one week before the class start date.
• $10 if you cancel within one week of the class start date.
• No refunds on or after the class start date.
A note about swim lessons
• Due to high demand, private lessons are limited to 2 sessions per participant, per session.
• Swim lessons are not canceled if Mounds View School District cancels after school activities due to weather.
• Group classes with fewer than three registered participants will be canceled.
• Students are not allowed to swim before or after lessons.
• Students should use the bathroom and shower before entering the pool area.

Students will learn to compose, choreograph, and conduct as they play — and play with! — a variety of musical instruments: West African drums, percussion instruments, and, the most important instruments of all, their voices and their bodies. As your big kid learns to think and create like a musician, they’ll also build musical connections to the global community. While they are having fun, they’ll be refining focus, dexterity, coordination, and rhythm — all things they’ll use every day for the rest of their lives.

Join our Babysitting Boot Camp and learn the basics of babysitting and first aid! Tae Kwon Do is unlike other martial arts programs, incorporating physical and mental elements into each class. Classes teach kicking, punching, striking, and blocking techniques through traditional Tae Kwon Do. Participants will learn to skate in a safe and fun environment. This class introduces preliminary moves that will help develop the familiarity, coordination and strength needed to maneuver on skates.

Our leveled classes encourage participants to trade in hesitation for excitement as their confidence grows with each stride. Participants will focus on skills that build their agility, balance, coordination and speed.

Helpful tips for skaters: lace skates more snugly in the middle of the shoe than at the top or bottom for best support. Skates should fit correctly – don’t use skates that are too big. Keep the blades sharp. Wear one pair of light weight wool or synthetic socks. Cotton socks are not suitable for skating. If a child does not meet the basic requirements of the level registered for, the instructor will adjust the child’s level.
Helmets and skates: for safety, all participants are required to wear helmets. Bike helmets are acceptable. Helmets and skate rental are NOT available at the rink.
