2025 - 2027 strategic priorities

Every few years, the city council holds a goal setting session to establish strategic priorities for the organization. Earlier this year, they worked with Dr. Dave Webb to identify what's going well in the city, what's not going as well as it could, and what we can do to make the city even better. Citizen of the year and caring youth awards

The city is currently accepting nominations for its citizen of the year and caring youth awards.

The city council created the citizen of the year award to honor citizens that exemplify the spirit of giving back to the community.

The human rights commission created the caring youth award to honor our outstanding youth volunteers. Nominees help make Shoreview a community where all people are welcomed, valued, and respected.

Exciting Growth and Development Across Shoreview

Shoreview continues to thrive with a mix of commercial and residential development that reflects the city’s commitment to business attraction and retention, job creation, and providing new housing choices.

Economic Development Highlights

The Lex at 4100:

A transformation at the Shoreview Corporate Center has modernized a dated 160,000-square-foot office building into a state-of-the-art multi-tenant facility that is now fully leased. The city played a pivotal role in this upgrade, which now hosts major tenants like PTC Software, Progressive Insurance, Great Waters Financial, Alerus Financial, and Circle of Life. The tear down of an obsolete building created a new parking and entrance area for the modernized building allowing for a new multifamily residential development on the campus.

Rice Street Crossing:

This key redevelopment at the southwest corner of I-694 and Rice Street is moving toward construction. The 11-acre vacant brownfield site has been owned and held by the city for the past two decades until upgrades to the freeway interchange were finally completed. In partnership with the city and Enclave Companies, the project, named Krew Apartments, will bring 293 apartment units, including eight live/work spaces and 5,200 square feet of retail and dining. Notably, 20% of the apartments will be affordable to people at 50% of the area median income, making this project Shoreview’s most affordable housing effort. Environmental cleanup of the site is expected to start this fall, with construction lasting 18 months.

Seven Lakes Redevelopment:

They're making rapid progress on the Seven Lakes development, a 50-acre transformation of the former Deluxe campus at I-694 and Victoria Street. Scannell Properties is developing over 450,000 square feet for med-tech, high-tech, and manufacturing use that includes:

A new Twin Cities headquarters location for Binks, a global coatings application company, is now occupying 120,000 sq. ft. of the first building completed in Seven Lakes.

A 150,000 sq. ft. facility for Fairview Health Services, bringing their pharmaceutical operations and several other uses to Shoreview with an estimated 650 jobs.

A state-of-the-art 140,000 sq. ft. facility under construction for expansion of Shoreview-based PAR Systems, supporting 250 employees with space for future growth. PAR is a world-wide leader in automation and robotic technology.

Residential Developments

Aloma Apartments:

The third and final phase of apartments in the Shoreview Corporate Center was completed with the opening of the Aloma, a 200-unit luxury apartment building. The Aloma is located adjacent to the Loden SV and Emrik SV apartments, creating a residential community of 612 apartments including 44 affordable units supported by city.

Gramsie Junction:

Construction is nearing completion on a 53-unit apartment building at the intersection of Gramsie and Hodgson Roads. The project will also include 21 rental townhomes.

Harbor Shores:

A new upscale housing development named Harbor Shores is underway on the former Union Gospel Mission property on the north shore of Snail Lake, just south of Highway 96. The project includes eight executive single-family lake lots and 14 high-end detached villas.

Record-Setting Construction

Shoreview experienced a building boom in the past year, with construction activity reaching a record-breaking building permit valuation of nearly $120 million. This marks a new milestone in our city’s ongoing growth story.

Schoonover Bodyworks & Auto Care

Schoonover Bodyworks & Auto Care began in 1938 with a dream and a $50 loan. Mike’s grandfather, Chuck Schoonover, borrowed the money from Harry Slawick, a St. Paul entrepreneur who owned Midway Ford. After Chuck's passing in the 1960s, his son, Dick, took over and moved the company to Shoreview in 1973. Mike, Dick’s son, and his brothers worked there until Mike and his wife, Gayle, bought the business in 2000. Mike’s youngest son, Matthew, joined the team in February 2025, continuing the family legacy. Schoonover recently went through a $4 million expansion and remodel project to better serve its employees, customers, and community.

The Schoonover name is synonymous with quality, excellence, and reputation. Mike and his team uphold the tradition of "taking care of the customer first" and "doing the right thing." Schoonover Bodyworks & Auto Care is a "one-stop-shop" offering comprehensive services, including oil changes, tires, brakes, alignments, diagnostics, glass replacement, auto body repair and painting, and detailing. This makes getting "the full works" easy and efficient for customers.

Mike deeply values community, which influences how he gives back, manages staff, and serves customers. He’s grateful to honor his family’s legacy and serve generations of loyal customers, building trust through the family name. His goal is to create "customers for life" by making every experience easy, hassle-free, and memorable. Mike and Gayle chose not to sell the business a few years ago because of the strong sense of community in Shoreview and their desire to contribute to the city's growth and enjoy its supportive services, safety, parks, schools, and highquality housing.

While tradition is important, Schoonover embraces new technology to stay ahead in the industry. For example, they've invested in space, tools, and skilled technicians to perform Advanced Driver-Assistance Systems (ADAS) procedures, which include features like lane departure sensors, cameras, and auto brakes. Mike states, "We are always trying to find ways to make things better, disrupt industry norms, and offer better service, quality, and value for our customers." As an independent, family-owned shop, they offer an excellent alternative to national chains and dealerships.

Schoonover Bodyworks & Auto Care continues to excel by providing top-notch automobile services, excellent customer care, and by giving back to local sports teams, schools, and churches. Fall Tree Sale

Shoreview is offering residents an option to purchase low-cost trees through a special tree sale this fall. Trees provide many benefits to the community such as absorbing stormwater, filtering air and water, providing shade, lowering energy costs, and others. Shoreview encourages residents to replant trees to replenish the community forest especially after high numbers of ash tree removals from emerald ash borer (EAB).

Remove ash trees now

Now is the time to make a plan for removal of untreated ash trees. Ash trees are being infested by emerald ash borer (EAB), an invasive insect that attacks and kills ash trees native to Minnesota.

Treating trees with an insecticide trunk injection is effective when it is started early as a preventative strategy. Most trees that have not already been treated are too heavily infested for treatment at this point in time. The city does not have funding to assist with tree removals on private property.

Tree companies doing work in the city are required to have a city license which provides proof of liability insurance.

Tips for hiring a tree care company

• Check the list of licensed tree companies shoreviewmn.gov/tree-trimmers

• Get more than one estimate from licensed companies

• Don’t pay for work in advance

• Ask about the company’s certifications and experience

• Make sure you understand what work is included in the estimate

Curbside Mattress Collection

Did you know that there’s a way to recycle your old, used mattress? Most of the materials that make up a mattress can be recycled, such as metal, wood, and foam. To separate these materials, mattresses need to be deconstructed through a special process. Second Chance Recycling is a social enterprise business in Minneapolis that recycles mattresses.

Shoreview is partnering with Second Chance Recycling and Ramsey/Washington Recycling & Energy to offer a discounted curbside mattress collection for a month this October.

A Promising Year of Growth and Community Impact

It has been an exciting year so far for the Shoreview Community Foundation! We are thrilled to welcome five new board members who bring a wealth of skills, experience, and passion to the table. Their enthusiasm is contagious, and we look forward to tapping into their talents as we continue building a stronger, more vibrant Shoreview.

As 2024 came to a close, we turned our focus to the future — developing our 2025–2027 Strategic Plan beginning with our vision statement of “Honoring the Past and Imagining the Future”. The process left us very excited and energized and will serve as a foundation in expanding our impact and continuing to support the evolving needs of our great community.

Evening with Friends – A Night to Remember

On May 15th, sponsors and supporters gathered for our annual An Evening with Friends event. Guests were warmly welcomed by the beautiful music of the Shoreview Strings Quartet as they entered the Shoreview Room at the Shoreview Community Center. A delicious dinner was served by Stonehouse Catering, setting the stage for an inspiring evening with Perry Nelson as our Master of Ceremonies. We missed the presence of Carol Brown-Mills—our Shoreview Citizen of the Year and a valued member of the Foundation’s Board.

This year, Scott Welle, a nationally recognized speaker and performance expert, delivered the keynote address. His message emphasized that high-performing leaders are made, not born — and that we all have the capacity to raise our game through a change in mindset. With over 15 years of experience, nine bestselling books, and a master’s degree in Sport Psychology, Scott helps individuals and teams challenge self-limiting beliefs and strive for excellence every day.

Dementia Caregiver Support Group With Respite Care

Delyana Lazarova is a Bulgarian conductor acclaimed for her expressive style and collaborative spirit. This season, she debuts with the Royal Philharmonic Orchestra, hr-Sinfonieorchester, Minnesota Orchestra, and Orchestre de Chambre de Lausanne, among others. Our mission is to provide inclusive swim lessons for everyone. Our fun and imaginative approach to lessons will help you create a lifelong love of swimming. Rover Restraint

This lesson gives students a hands-on, team-oriented introduction to engineering. As background, students learn about NASA’s Mars rovers as examples of the challenges engineers face. Similar to engineers, students will balance competing goals of time management, budgeting and attaining objectives. Students will build a landing module to protect their rover (an egg) as it drops onto Mars (the floor). This class is taught by Science From Scientists.

Engineering Redesign

Students begin with a flawed prototype bookshelf made of LEGO bricks that must be redesigned based on certain constraints. Personalized high–quality tennis instruction for players who want to improve their court game. TGA Pickleball & Golf

TGA brings both the golf course and pickleball court to participants. Ice Skating Instruction: Group Lessons

Get an edge on winter by enrolling in ice skating lessons early.

Pre-snowplow | Ages 4 – 8

With a mix of fun games and drills, this class will help participants gain the strength and confidence to stand on their own while introducing preliminary skating moves and techniques.

Snowplow Sam | Ages 4 – 10

Participants will learn to skate in a safe and fun environment. This class introduces preliminary moves that will help develop the familiarity, coordination and strength needed to maneuver on skates.

Levels 1 – 3 | Ages 6+

Our leveled classes encourage participants to trade in hesitation for excitement as their confidence grows with each stride. Participants will focus on skills that build their agility, balance, coordination and speed.

Helpful tips for skaters: lace skates more snugly in the middle of the shoe than at the top or bottom for best support. Skates should fit correctly – don’t use skates that are too big. Keep the blades sharp. Wear one pair of light weight wool or synthetic socks. Cotton socks are not suitable for skating. If a child does not meet the basic requirements of the level registered for, the instructor will adjust the child’s level.

Helmets and skates: for safety, all participants are required to wear helmets. Bike helmets are acceptable. Helmets and skate rental are NOT available at the rink.

Coordinate activities/operations, supervise/train staff, schedule shifts, carry out policies and maintain systems.

PRESCHOOL ASSISTANT

$15-18.50/hour Sept-May

Assist the teacher with preschool recreation classes. Experience working with preschoolers preferred.

SERVICE DESK

$13-17/hour

Help guests on the phone and in-person, operate cash register, log membership info, assist café staff.

SWIMMING INSTRUCTORWE WILL TRAIN

$15-17/hour

No experience required, training provided. Morning/early evening classes held at the community center.

SWIM LESSONS COORDINATOR

$17-22/hour

Oversee the safe operation of swim program, supervise and provide feedback to instructors, assist with developing swim lesson curriculum, provide exceptional customer service.

WAVE CAFE ATTENDANT

$12-15.50/hour

Prepare food, operate cash register and maintain clean work area and lobby/ tables, stock supplies.

YOUTH SOCCER OFFICIAL

$15-25/game Sept-October

Officiate soccer league games for children. Knowledge of soccer rules, previous officiating and playing experience desired.

Parks & Facilities

**Bobby Theisen Park is currently under construction but courts are scheduled to open during the 2025 season. The courts at Commons Park will be available for competitive and intermediate players on Mondays, Wednesdays, and Fridays from 6 – 8 pm until construction is complete.
