T
here’s no two ways about it: Clearwater Beach has seen a major resurgence in recent years, particularly in the game of hotel redevelopment. From the Sand Pearl to Opal Sands Resort to the Edge Hotel to the Wyndham Grand Clearwater Beach, the scope and scale of the projects has seemingly become bigger and grander at each turn. The latest project, Gulfview Lodging, might not be the biggest---that honor goes to the Wyndham Grande’s 750,000 square feet---but it does pack the biggest punch, with a proposal for a seven-story structure with 88 guest rooms, all on just over a half-acre of
land. This would normally be way over the city’s density for a parcel of that size. However, it is allowable under a provision drafted over 10 years ago in the city’s Beach by Design program to entice developers to Clearwater Beach. The provision originally set aside 1,385 extra rooms that developers could “borrow” from to increase the size of their hotel projects. The supply of those “reserve” rooms has been chipped away to the point that there’s now only 50 left, and once they’re gone, they’re gone. Gulfview Lodging hopes to capitlize on these few remaining rooms to beef up their plans. The new hotel, located on South Gulfview Drive,
would also feature a rooftop pool and a cafe. Although the project has received approval from the city council, it still needs to get the green light from Community Development Board. Another new resort coming soon will be the first of its kind in Pinellas County: a five-star hotel. Developer Uday Lele has plans to raze his DreamView Resort, located at 691 S. Gulfview Blvd., and replace it with a 166-room JW Marriott. The $120-million project will also feature JW Marriott Residences, one-, twoand three-bedroom condominiums. The 36 Clearwater Beach residences will be the first such project in the United States. The prices of the condos range up to $1.3 million. According to the city of Clearwater, there are still over 10 hotel projects still in the works for Clearwater Beach.

Redington Village set to replace decrepit Wine Cellar property By Beth Ludwig
R
esidents of North Redington Beach are rejoicing at the recent announcement of a redevelopment project that will bring new life to the site of the former Wine Cellar restaurant. The new project, spearheaded by Tampa-based developer Allen Goins, will be called Redington Village. It will feature a group of restaurants, as yet to be named, with a total square footage of 16,000 spread out over four separate buildings. The vacant two-acre property, located at 17307 Gulf Blvd., was recently purchased for $2.04 million by Redington Village LLC, a subsidiary of Goins’ AG Development Group, in partnership with Robert Schmidt, of Schmidt Investments of South Florida. Over the last four years since the
Wine Cellar closed, rumors have swirled about possible uses for the property, including the construction of a Walgreens and a proposal for a hotel. Goins himself had considered either a Publix or a Sweetbay Supermarket at the location before moving forward with
the Redington Village concept. According to Goins, the building currently occupying the site will be razed, with demolition expected to commence very shortly. Construction of the project is expected to take about a year to complete.
St. Pete Beach looking to streamline street repair ST. PETE BEACH - The city of St. Pete Beach is currently pondering an ordinance that will legalize drinking alcoholic beverages on the beach. If you’re a hotel guest, or a friend of a hotel guest, that is. This caveat naturally has St. Pete Beach residents up in arms, with some saying that they, too, should be allowed to booze it up on the beach without having to get a room. The proposed ordinance will stipulate that hotels can serve alcohol to their guests on the beach as long as they are on hotel property and the guest has properly registered with the hotel and is wearing a wristband that indicates such. The hotels will also be required to obtain an additional permit from the city.

he Pinellas County Board of County Commissioners recently approved an ordinance to place the 10-year renewal of the Penny for Pinellas one-percent sales tax on the ballot for voters to consider on Nov. 7, 2017. At the same meeting, the commission also approved an interlocal agreement signed by the county and 24 municipalities that sets the distribution of the Penny funds throughout the county if the renewal is approved. The Penny sales tax funds long-term, capital infrastructure projects throughout the county, with each municipality able to determine which projects take priority in that community. To help citizens make an informed decision on the Penny renewal referendum, the county has launched an updated website featuring an interactive map focused on future projects proposed by the county and 24 cities. The map can be accessed by visiting www.pinellascounty.org/penny. The website also includes frequently

asked questions, budget information and examples of projects supported by the Penny over the past three decades. The county’s proposed projects focus on water quality improvements, including flooding and sewer spill prevention; upgrades and maintenance to area roads, sidewalks, bridges and trails; providing a safe and secure community through new fire stations and law enforcement vehicles, as well as other public safety projects; preserving parks, green space and environmental lands; and providing new and upgraded libraries and community centers, along with affordable housing options. The current Penny for Pinellas tax is set to expire on Dec. 31, 2019. This November, voters will decide on a renewal of the sales tax for another 10 years, from 2020-2029. Ahead of the vote, Pinellas County sought public input on future Penny projects, including open house meetings and an online survey that garnered more than 1,500 responses.

PETE BEACH - The city of St. Pete Beach recently swapped out the traffic signals at the intersections of Corey Avenue/Blind Pass Road, Corey Avenue/Boca Ciega Drive and Pass-A-Grille Way/21st Avenue in favor of blinking red lights. For the next six months, those intersections will be four-way stops, a change that city officials say is in response to complaints about long red lights at those intersections. At the end of the six month trial, the city will decide if it will become a permanent change. In the meantime, residents are already expressing concern that this will increase danger in those intersections for both pedestrians and drivers.

ome prices have exceeded the all-time highs set during the peak in July of 2006. The national median price of a home is $263,800. In Florida the median price is $245,000 and in Pinellas County, it's $248,450. This can be great news for sellers, if they can find a buyer able to pay cash. Cash is important, since appraisals are required for financing. Prices have risen so fast it's difficult for appraisers to keep up. This has caused many loans to be cancelled at the last minute. Appraisers are locked in a box that forces them to use public records to substantiate their opin-

If the lowest price point stabilizes or falls, the one above it will have the same problem, and so on, up and down the ladder.
