Better to be quiet...

Information -specifically figures- detailing the amounts paid as an “extraordinary voluntary contribution” to the Greek state by ship owners, were submitted to parliament by the minister of finance.

They had been requested by KKE, not, of course, to learn “how much, who and why”, but to add another page to the polemic from certain political quarters that Greek ship owners have on the receiving end of for years.

We will not spend time, of course, on the figures, nor will we concern ourselves with the comments that followed that debate in Parliament.

We will, however, concern ourselves with the contribution that Greek ship owners, and Greek shipping, make to the national economy.

Who can deny the fact that today, at a time when the country is facing enormous economic problems and additionally, the enormous stresses of the refugee situation, the shipping sector is and remains the chief pillar of the economy?

Who can’t see that the other pillar, tourism, is now between a rock and a hard place, as our region has turned into quicksand?

Who can ignore the fact that the shipping sector, which has also found itself in the midst of one of the largest post-war crises with tariffs tragically low and ships constantly being decommissioned, is the only productive industry from which the state can count on some revenue?

Who can’t see that the Greek shipping sector, thanks to its international and globalized character, is the only branch of our national economy, which has effectively weathered the storm of capital controls?

Therefore, to what purpose are the attacks that some insist on organizing and launching against it?

They can’t see that even today, in this tremendous crisis, some Greek ship owners are still able to invest in preparation for gaining ground when the crisis is over?

Can’t they see, on the other hand, that there are yet others who are suffering and nobody knows what will be the consequences of the crisis on their own businesses?

That is to say, who will lose out if some major Greek ship owners do not withstand the crisis, and companies, boats and investments are lost? Only the ship owners? Won’t the maritime workers lose out too? What about the national economy?

This why it would be it would be a good idea for those who are trying to damage our merchant marine in this period, to reconsider. Those who think that a period of liquidity is an opportunity to injure the most lucrative sector of the Greek economy, would do well to keep quiet.

If the shipping sector were to not get through this crisis, the impact on the Greek economy would be massive.

This is why caution, prudence, temperance and few words are required.

Better to be quiet. Especially at this time...

Tailor-made legislation for the benefit of the prime minister’s wife? No way!

Tailor-made legislation to exonerate the individuals who trashed schools and universities through squatting, vandalism and “cowboy” antics? Heavens no!

Tailor-made legislation to exonerate government ministers and university professors?

“Selfie” legislation to exempt one of the government’s deputy ministers from criminal prosecution for mismanagement at a technological research foundation? Impossible!

Excuse me, brothers, but the answer to all this is simple: it’s the same as it ever was!

“But your lot did the same”, says Kostas, a government supporter, to Giorgos, a “former-government” supporter.

“Yes, but now you are in power”, says Giorgos.

“Come on, since we are now in power, let us play a little”, replies the other.

We’re all spectators at the same show then, my friends. The Greek state, in the year 2016, remains a captive to special favours.

In the year 2016, the Greek state, remains attached to the tenet that democracy means taking turns to stick your fingers in the honeypot!

I don’t know how, but a song came to my mind that I used to hear on the radio in 1962, on a programme called “The Diary of a Concierge”, with the unforgettable Pantelis Zervos.

Yiannis Voyiatzis played a significant role in the show, as the happy-go-lucky Mikés in texts written by Kostas Pretenteris.

So, we were in a pre-election period and Mikés, who had latched onto the entourage of a candidate, sang: “Everyone vote for Skordalakakis / our honoured leader. / Everyone vote for Skordalakakis / so that he can eat and I can eat too!”

This is from 54 years ago. As if not a day had passed!

I remember -I was newly married then and a young author at Kathimerini- that a minister asked me one day: “Would you like us to appoint your wife to the parliamentary staff?”

And I remember how I replied! I looked at him almost angrily and said curtly. “Get my wife into the public sector through connections? Never!”

Many years later, at a party, I talked about the incident. The first to react was my wife!

“Did you ask me!? I would have a good salary, all the bonuses and more, I would have had a very good pension and we wouldn’t be jolted awake from our sleep by the nightmares of memorandum cuts!” she told me.

I confess that I had not even asked her. I admit that what she said was right. It would have been one thing to have two pensions coming in, albeit cut to the bone, and another to get just the one—especially after it’s periodically forced onto the bed of Procrustes by the likes of Katrougalos and his predecessors!

Between us, however, I don’t regret the way I reacted to the proposal that was made me back then.

It was, you see, in the days when I was young, when I believed that the state had to change, that I dashed off to cover stories and to find sources, to uncover things that should be revealed, to bring them into the open so that the country could change course.

Sometimes I look through my archives and grow melancholy. In the year 2016...

Many leading participants in today’s shipping industry once again gathered to pay tribute to some of the greats of Greek shipping’s past at the Greek Shipping Hall of Fame Induction Ceremony & Dinner 2016.

Highlights of the gala dinner event included the announcement of the Inductees for 2015 – John C. Carras and Stavros Daifas – who were remembered through interviews with family and independent experts, and warmly lauded by the 600 guests at the Megaron, the Athens Concert Hall.

of the Greek Shipping Hall of Fame Academy. The event also included spots to remember the 22 other current Inductees of the Hall of Fame, elected in past years.

A significant portion of the funds raised from the event was donated to Hellenic Hope, a charity that raises funds, primarily from overseas, to support carefullyselected projects in Greece that help children in need, focusing on children in socio-economically deprived areas and children at risk from the ongoing crisis in other ways.

aged to change significantly the lives of more than 3,500 children in need,” said Irini Charalampopoulou, accepting the donation on behalf of Hellenic Hope.

“This is a 66% increase on last year!

“We continue relentlessly to pursue our core projects: in nutrition and nursery teachers, in social workers and therapists, in scholarships and vocational guidance, in infrastructure projects on children’s health and safety,” said Ms Charalampopoulou.

“With your cooperation we are translating hope into tangible results, and we are enabling our children to take their future in their own hands,” she said. “Thank you, Greek Shipping Hall of Fame, thank you donors, thank you shipping community, for your strong support for our cause at Hellenic Hope.”

In addition to the Inductees, the ceremony honoured Cees van Noort, a retired official of the Port of Rotterdam and philhellene who has photographed thousands of Greek-owned ships in his lifetime. His full collection has been acquired by the Greek Shipping Hall of Fame.

Impressive industry support for the event was led by ABS, the Liberian Registry and Shanghai Waigaoqiao Shipbuilding Co. Ltd. as co-Lead Sponsors of the Induction Ceremony & Dinner 2016.

Vassilios Kroustallis, Regional Vice President ABS, said that all the Inductees in the Hall of Fame were distinguished by their vision, determination, acumen and ability to lead and inspire others. “Their achievements and legacy deserve to be recognised by our shipping community here and abroad,” he told the audience.

“We welcome coming together with you once a year to acknowledge them and celebrate their achievements.”

According to Michalis Pantazopoulos, Senior Vice President of the Liberian Registry, Greek shipping continued to maintain its position as No.1 worldwide and to demonstrate its faith in the Liberian flag – a relationship

dating from 1949 when Greek shipowner Stavros Niarchos registered the first foreign ship under the flag.

Pantazopoulos said: “The Liberian Registry has established Piraeus as its international training centre, bringing hundreds of Liberian Flag auditors every other year and training them, supporting also the Greek economy.”

Qi Wang, President of Shanghai Waigaoqiao Shipbuilding Co. Ltd., emphasised the strong ties between Greek shipowners and shipbuilding in China.

“Our aim is that SWS will be recognised throughout the Greek shipping industry as the best shipyard and we wish everlasting friendship between Greek shipping and our shipbuilding industry,” he said.

“We sincerely wish a good future to the Greek Shipping Hall of Fame”.

John C. Carras (1907-1989) was one of the most dynamic shipowners of the 1950s to 1970s and served as Chairman of the Greek Shipping Co-operation Committee (GSCC) in London in 1963-1965. Always devoted to Greece, he supported a closer relationship between Greek shipping and the Greek economy. He invested in a range of onshore businesses and created the country’s most prestigious resort, Porto Carras, from 1963, in Halkidiki.

Stavros Daifas (1927-2014) is well-remembered as a self-made shipowner and above all as a key personality of the Piraeus shipping community after the return of democracy to Greece in 1974. Daifas worked to strengthen relations between shipowners and seafarers, and to increase the standing of Piraeus as an international maritime centre. Outside shipping, his great passion was Piraeus football club Olympiacos FC. Daifas was president of Olympiacos from 1979 to 1987 and 1992 to 1993, leading the team to five consecutive Greek League Championships and two Greek Cups.

The Inductees for 2015 will shortly be featured with full biographies and other media in the Greek Shipping Hall of Fame, which resides at www.greekshippinghalloffame.org Voting for Inductees takes place annually and is open to members of the Greek Shipping Hall of Fame Academy, currently numbering about 300 members. The integrity of the on-line voting system and the results are overseen by the international audit firm, Deloitte.

An independent organisation established to bring the fascinating story of Greek shipping to a wider public, the Greek Shipping Hall of Fame has been paying tribute to leading personalities from Greece’s past shipping history since 2007.

With the addition of John C. Carras and Stavros Daifas, the Hall of Fame now includes 24 outstanding personalities of the shipping world.

The annual Gala Dinner of WISTA Hellas took place in March at the Divani Apollon Palace & Thalasso Hotel, with the gathering of 250 members and friends. The participation was once again overwhelming and the guests had the opportunity for networking in a very friendly atmosphere starting with drinks at the foyer of the room. The President of WISTA Hellas, Angie Hartmann, welcomed the guests on behalf of the Board and wished them an enjoyable evening. Her wish came ever truer, as the participants enjoyed the lovely dinner and

had the opportunity to win many gifts at the lottery that followed, donated by WISTA Hellas’s many supporters.

Furthermore, WISTA Hellas took the guests for a photo and musical journey of the past year. The night continued in the first morning hours with the guest dancing in the rhythm of the music at the full dancing floor.

First ever GREEN4SEA Award winners 2016

The inaugural presentation of the GREEN4SEA Awards took place upon the closing of the 2016 GREEN4SEA Forum, which successfully concluded on the 6th of April 2016 at the Eugenides Foundation Athens. The Forum attracted over 950 delegates from 20 countries representing a total of 400 organizations.

The GREEN4SEA Awards have been launched with the aim of awarding industry’s green outstanding practices for Initiative, Excellence and Technology.

The winners of the 2016 GREEN4SEA Awards are: Green Award Foundation for the Initiative Award, Capital Shipmanagement Corp for the Excellence Award and ERMA First ESK Engineering for the Technology Award.

Apostolos Belokas, Founder and Managing Editor of GREEN4SEA thanked the more than 1,500 voters to the set of the awards and expressed his satisfaction for the open nomination, the shortlisting and the open vote procedure that concluded the final award recipient for each award.

Green Award Foundation was nominated for the GREEN4SEA Initiative Award for its contribution to initiatives fostering environmental sustainability for the shipping industry. The company has provided incentives to attract quality and green ships by its Green Award Scheme which certifies ship managers and vessels that go beyond the international conventions and legislation in terms of ship lay-out and equipment, quality of operations and management. Other short-listed nominees for this category were: Blue World, International Windship Association, Poseidon Med and Society for Gas as a Marine Fuel.

The company has also launched a joint project with LR and DSME to examine LNG as a fuel and its use on an ultralarge containership design. Other nominees for this category were: Antipollution, Blue Water, Marstal Navigationsskole and Panos Zachariadis.

Accepting the award on behalf of Capital Ship Management Corporation, Niki Kalogiratou, Chief Communications Officer stated “It is a great honor for us to receive this award and we would like to thank all those voted in our favor. ERMA FIRST was nominated for the GREEN4SEA Technology Award for providing significant technological achievement in the industry. ERMA FIRST has offered a new generation ballast water treatment system, the ‘ERMA FIRST FIT’ which uses a 40 microns automatic backwashing screen filter with a significant small footprint and modular design. Other short-listed nominees for this category were: Arista & DeltaMarin, Clean Marine, Hullvane and Thordon Bearings.

Accepting the award on behalf of the company Konstantinos Stampedakis, Managing Director of ERMA FIRST stated “This award is the result of ERMA FIRST’s consistency. Focusing on the development and design of BWTS, we have developed a unique technology and not a collection of bits and pieces of equipment. Secondly, we have launched a product ready for shipboard installation and not just a concept. Lastly, it is a result of technology superiority. ERMA FIRST is a Greek company competing on an international environment.

Bureau Veritas: Asia “an opportunity, not a threat” The Asian slowdown should be seen in positive terms as a form of opportunity, opines Lambros Chahalis, Bureau Veritas’ vice president and regional chief executive for the Hellenic and Black Sea regions. Diversification has been the firm’s way of dealing with falling revenues from shipping. In any case, the cyclical nature of shipping ensures that growth will arrive again.

Testing, Inspection and Certification (TIC) market, the Group has defined its strategy to enhance its growth profile, resilience and profitability in the medium to long term. The strategy is based on: • eight growth initiatives: Building & Infrastructure, Opex in Oil & Gas, Power & Utilities and Chemicals, Adjacent segments for Retail & Mining, Agri-Food, Automotive, Smartworld, Certification global contracts and Marine & Offshore; • a focus on two countries: the USA and China; • four main levers: Human Resources, Account Management, Excellence@BV and Digitalization.

The growth initiatives are planned to generate 2 billion of incremental revenue in 2020, equally balanced between organic growth and acquisitions.

Alongside these conditions, which are reminiscent of the crisis of the ’80s, ship owners have abruptly forsaken newbuildings. What does the dramatic decline in shipbuilding mean for your field?

The Marine & Offshore division of Bureau Veritas provides classification and certification services to more than 11,300 ships. It is the historical activity of the Bureau Veritas group. The Marine & Offshore division has performed well in 2015, with a 10.2% organic growth, and the incorporation of two new companies (MatthewsDaniels, Hydrocean) in its portfolio. While the cruise and tanker markets remained strong in 2015, we have experienced a drastic reduction in new orders for Bulk Carriers; similarly many Capex Offshore projects have been postponed or outright cancelled. We are therefore more cautious in our growth predictions for the current year.

The global market is experiencing crisis conditions this year. Already, the first ships have begun to be decommissioned and, as a natural consequence, many of them will leave the market. What will be the consequences of this situation for your sector?

Bureau Veritas is not just the largest group in the world engaged in testing, inspection, certification and ship classification; it is also quite diversified across several markets. While we experienced in 2015 a 10% slowdown in activities exposed to the drop in oil prices, the overall revenue still grew by 11% to 4.6 billion. And our adjusted operating margin of 16.7%, was up 10 basis points versus 2014.

Shipping has always been cyclical and top owners demonstrate both resilience and agility. So investments in new tonnage and innovative ships will ultimately resume. Also, environmental regulations will continue to accelerate fleet renewals in all segments. In offshore, oil will have to rebound at some time, the unknown is when.

It has been serving the Greek maritime community for many years and strengthened its services dramatically with the opening of its Piraeus Office in 1975. In spite of the recent global economic downturn, ClassNK’s fleet in Piraeus grew by 170 vessels totaling over 6.3m gt in 2015. The office now oversees more than 1000 vessels; a testament to its outstanding service and the trust it shares with Greek

shipping clients.

Through its role as industry regulator, ClassNK supports all parties in creating safe, green and compliant shipping operations. New ship designs are constantly evolving and being tested on the world’s oceans. As these designs emerge, so do new design-related issues and it is only hands-on experience which allows a classification society to tackle these issues as they arise.

ClassNK is fully committed to ship design safety and, in addition to updating its rules in line with international regulations, carries out damage analysis to improve the safety of all vessels on its register.

ClassNK’s survey records have been collected over many years and serve as a fount of knowledge. When necessary, it uses these survey records when conducting damage analysis to identify the root causes. The results are then used to improve its existing rules. Using this system, ClassNK can quickly advise on countermeasures to prevent the same

kind of damage occurring in similar new vessel designs and make all vessels registered with ClassNK safer in general.

For example, in response to findings from a large container ship casualty investigation, ClassNK revised its rules to improve the structural safety of large container vessels. These new rules were approved by the ClassNK Technical Committee and apply to ships that are contracted for construction on or after 1 April 2016.

This is ahead of the International Association of Classification Societies (IACS) Unified Requirements (UR) S34 and S11A which are set to apply to IACS Societies’ ships that are contracted for construction on or after 1 July 2016. This proactive initiative by ClassNK is just one example of its unwavering commitment to securing a safer future.

As industry regulator, ClassNK not only develops its own rules to ensure safety and environmental protection, it also maintains and upholds standards of excellence within the industry. In order for the world economy to run smoothly, standardization and compliance verification systems are essential. This is why ClassNK applies its extensive technical knowledge and expertise to ensure the industry’s compliance with ISO and OHSAS standards.

For example, the Society is actively involved in the certification of quality, environmental, energy and occupational health and safety management systems control systems in accordance with ISO 9001, ISO 14001, ISO 50001 and OHSAS 18001. In 2015, ClassNK carried out a total of 68 certification audits. 66 of these were for organizations outside of Japan, demonstrating ClassNK’s increasing globalization, and the Society anticipates further expansion of business opportunities in this area.

Supporting the industry’s compliance with IMO regulations is another key activity for ClassNK. For instance, when the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (HKC) comes into effect, it will become mandatory

for vessels over 500gt to develop an Inventory of Hazardous Materials (IHM). Since IHM-related documents can easily exceed several thousand pages and take over 500 man hours to develop, ClassNK joined forces with software giant IBM, Japanese shipyards and manufacturers to develop a software solution that creates and maintains a vessel’s IHM electronically. The outcome of this joint R&D was PrimeShip-GREEN/SRM. The software enables IHMs to be developed almost automatically, cutting the required man hours by around 90%, and can be used for any ship regardless of type, size, location or class. In line with its not-forprofit status, ClassNK provides PrimeShip-GREEN/ SRM free of charge to the industry and the software currently has approximately 2,500 registered users.

Another innovative solution that ClassNK created to support compliance is the ClassNK Archive Center. The SOLAS regulation II-1/3-10 made goal-based standards (GBS) applicable to bulk carriers and oil tankers of 150m in length or above for which the building contract is placed on or after 1 July 2016 or the keel laying date is on or after 1 July 2017. To encourage design transparency throughout the life of vessels, the new regulation requires that a Ship Construction File (SCF) complying with GBS be provided upon delivery of a new ship and be kept on board and/or ashore.

The SCF provides vital information on ship safety as well as confidential files related to the ship’s design and construction. To protect intellectual property rights whilst supporting compliance, a secure onshore digital archive center was needed to store these confidential files. ClassNK responded by joining forces with software giant IBM Japan and The Shipbuilder’s Association of Japan (SAJ) to create ClassNK Archive Center, the world’s first neutral and independent platform to provide secure storage for SCF information. The service is now ready and will be online from July 2016, when the GBS will start to apply. ClassNK anticipates its widespread use for all applicable vessels.

By providing these best-in-class services and solutions, ClassNK is supporting the maritime industry in creating a safer, greener and compliant world merchant fleet tomorrow.

DNV GL: Investing in Greece with modern services for the future

It’s no secret that there have been tough times recently, but it’s not just in the maritime industry, but also in the oil and gas and renewable energy sectors. As a result of the global slowdown, especially in Europe, we’ve seen a downturn across all of these industries.

New regulations, market pressures and an increased public demand for more transparency are affecting the dynamics the shipping industry. Cargo owners are under greater pressure to ensure that the shipping companies they work with run vessels that fulfil the highest standards of quality, safety and energy efficiency. To help our customers manage these requirements, remain profitable in today’s tough climate and prepare for the future we have introduced a new rule set, modern class initiatives, as well as new pricing and contracting models.

Building a new ship is a long term investment and shipowners need to be confident that the ship they build today will operate competitively and efficiently throughout its lifetime, while also complying with any regulations that will come into force in the foreseeable future. Over the last 15 years the Greek fleet has been renewed significantly. The average age of a Greek vessel now lies just below 10 years. Over the course of 2015, Greek owners invested more than USD 7.1 billion in buying tonnage, more than the United Kingdom and China put together.

It should be no surprise therefore that DNV GL has decided to strengthen its presence in the region even further and is making Greece its third home market.

Greek shipping holds a leading position in the bulk carrier and tanker segments, so DNV GL has moved our bulk and tanker segment directors to Piraeus. We have

also reinforced the Piraeus office and established a service centre for Direct Access to Technical Experts (DATE) there, to cover the region.

The local approval centre is being enhanced in order to do all fleet in service approvals locally.

We have sharpened the commercial focus of our local Research and Innovation centre, so that the local market can benefit more immediately from the results of their research.

We are also creating an advisory department, and CAP and pre-contract services in Piraeus are being enhanced with higher decision making authority. We will have a chief surveyor stationed in Piraeus, so all grey zone area issues, process problems, potential quality issues can be solved on the spot. In addition, DNV GL is establishing a global network of Greek speaking surveyors for fleet in service and newbuilding.

Greek owners will have access to this network for surveys on board their ships worldwide.

As the industry moves forward, new technologies are having a significant impact on how we do business and how we must evolve to meet customer needs. A striking example is the rise of connectivity, the internet-of-things and big data in the maritime world.

As sensor technology penetrates throughout the global fleet, access to large sets of data will have a major impact on survey and maintenance. Condition based survey and maintenance would mean survey intervals could be optimally determined to match the condition of vessels, freeing up ship operation, while maintenance could be performed only when required, reducing costs and downtime. This will also have a significant impact on the industry’s ability to enhance operational efficiency. For example, advanced software and

monitoring systems that make productive use of these big data-sets will give operators a better basis on which to make decisions to optimise voyage performance.

These developments have generated a lot of interest in performance management solutions such as DNV GL’s ECO Insight. Currently, many shipowners already monitor engine performance and speed-consumption for different operational patterns. To get to the next level, the industry needs improved monitoring schemes that analyse, amongst others, the vessel’s power consumption at all relevant speeds, drafts and trims – but doing as little as installing two additional sensors could be enough to make significant improvements.

DNV GL is continually working to develop its ECO

Insight performance management solution. Recently, DNV GL signed a cooperation agreement with Veritas Petroleum Services (VPS) to develop a new module for DNV GL’s ECO Insight fleet, which will focus on fuel quality. By tapping into the world’s largest fuel sampling database, this module will allow owners, operators and managers to determine how fuel quality can result in performance differences between similar vessels.

We are very focused on making sure that our customers see the extra value that we bring to the table, delivering extra services that are needed, and exploring new pricing methods, so that commercial pressures never mean that any of our customers have to compromise on quality.

ABS: supporting owners in old and new challenges

As some of its most experienced participants, Greek shipowners are well accustomed to the cyclical and volatile nature of the global shipping industry. In today’s testing market conditions, ABS continues to provide consistent support to clients, with a focus on safety of operations, regulatory compliance, technical advice and protection of the marine environment.

The role of the ABS Athens office has traditionally been to support the country’s diverse shipowner community, and we continue to do this by focussing on high-quality service delivery and by providing creative solutions to diverse challenges.

ABS remains very much aligned with market needs and focussed on the issues that impact our clients. For modern Greek owners, this means a focus on quality and regulatory compliance as well as emerging cybersecurity threats.

The results of this strategy can be judged from our having maintained a strong orderbook of the existing Greek fleet and our recent successes with some wellknown local owners that recognise the breadth of assistance we can bring to their operations. As of Q1 2016, Greek-owned gross tonnage represented 16.4% of the ABS orderbook and 20.2% of the ABS existing classed fleet.

In addition to daily dialogue with local shipowners, ABS hosts National and Technical Committees on

which many of our Greek members serve, providing forums for discussion and feedback.

Expanded Responsibility The Eastern Region of ABS Europe recently has been expanded to include territories in Eastern Europe and Central Asia as well as the eastern Mediterranean, increasing the role of Athens as a regional centre of operations.

The ABS Athens team is well-equipped to respond whatever the requirement. The office includes representatives of the ABS Academy, ABS Nautical Systems, a Chief Engineer and technology specialists working on subjects such as shaft alignment.

Having a divisional survey department gives the Athens office the authority and speed of response to deal with client requests quickly. Our engineering office, led by the divisional VP of Engineering, is capable of providing Approval in Principle, advanced analysis and full plan approval for vessels and offshore assets.

The Athens office also provides a suite of additional services direct to shipowners, including members of the Global Gas Solutions team, working directly on gas shipping and gas as fuel projects.

Support for Compliance The primary challenges from a shipowner perspective are compliance with international environmental regulations such as the Ballast Water Management Convention and the amendments to Marpol Annex VI covering NOx and SOx emissions. Owners also need to understand the implications of the European Union’s Monitoring Reporting and Verification (MRV) programme as well as the IMO’s own developing CO2 monitoring and reporting requirements.

With more vessels beginning to install ballast water management systems (BWMS), owners also have continued to draw on ABS’ knowledge and insight into best practices. In addition to a regular seminar programme and direct outreach, ABS offers the BWMS

Selection Service to help operators which solutions meet the regulatory requirements and are best suited to their vessels.

In the area of air emissions, ABS is working informally with leading Greek shipowners to increase awareness and understanding of the EU MRV programme. This project brings together some very talented and able stakeholders to help formulate a means of assisting the industry towards practical means of compliance in day-to-day operations.

Meeting New Challenges The industry’s response to both technical and market challenges is also giving rise to new operational concepts including the ‘Smart Ship’. This is an exciting development for the industry and one that has major implications for both owners and classification societies. Growing dependence on software for ship control, greater control system integration and connectivity to onshore monitoring have made cybersecurity a serious issue.

The role of Class in the Smart Ship concept is to apply its technical competence and industry-wide experience to determine risks and hazards and to provide a framework for practical and appropriate safety infrastructure without restricting the potential for progress.

To help owners tackle the risks of Cybersecurity, ABS has published Guidance Notes on the Application of Cybersecurity Principles to Marine and Offshore Operations. This guidance is the first volume in the ABS CyberSafety™ series and provides best practices for cybersecurity as a foundational element of overall safety and security.

The industry’s first risk-based management program to help asset owners apply best practice approaches to cybersecurity, ABS CyberSafety™ can be applied from a single component to a multi-system suite of assets and can be used with industry regulatory mechanisms to help achieve sustainable, measurable and secure asset conditions.

RINA Hellas diversifies in dry slump As the dry cargo sector appears to be going through an extended slump, RINA Hellas has diversified into the passenger ship sector, says Spyridon Zolotas, the bureau head for Greece. Better management software also helps efficiency, while the rise of Indonesia could offset Chinese stagnation.

The global market is experiencing crisis conditions this year. Already, the first ships have begun to be decommissioned and, as a natural consequence, many of them will leave the market. What will be the consequences of this situation for your sector?

The dry bulk cargo sector is experiencing a long lasting crisis, mainly caused by the fleet overcapacity combined with the steady demand for transport. Global dry bulk trade contracted by 0.1% in 2015, with limited iron ore trade growth and declining coal volumes, as the Chinese economy slowed. Conversely, the total oil trade expanded strongly at 4.7%. According to this scenario, we expect a number of dry cargo ships being laid-up, together with a decreasing number of new orders. Some sectors still offer interesting opportunities though. For instance, RINA is investing in niche markets, particularly in the passenger ships one, that has not been affected by the crisis.

Alongside these conditions, which are reminiscent of the crisis of the ’80s, ship owners have abruptly forsaken newbuildings. What does the dramatic decline in shipbuilding mean for your field?

In the cargo ships segment, it means fewer orders, slippage of new buildings under construction and cancellation of some options. But RINA is experiencing a boom in the supervision of cruise ships new projects and conversions. Up to now, RINA cruise orderbook is around 2 million GT and some new opportunities are currently under discussion. In addition to the supervision of new buildings, all at European yards, RINA is also involved in conversion projects of cruise ships in Asia, thus balancing the lowering of new orders for cargo carrying ships. Together with the cruise sector, with 16 car carriers, sized between 6,700 and 7,800 cars, under construction, 2 ACL recently delivered and 3 under construction, RINA confirms it’s leadership in the RO-RO segment.

Despite the optimism expressed last year, everything indicates that 2016 will be a year of low expectations. How much will this prospect affect you?

RINA is facing the low expectations for the shipping market by investing in its sector of excellence, the passenger ships segment (cruise, ro-ro pax, mega yachts) in particular. The Company recently developed additional services to the traditional classification and certification activities, with the final aim of protecting and enhancing the client's assets and is also enhancing the competences of its personnel and its network.

RINA developed the InfoSHIP suite of management tools. For example InfoSHIP EGO monitors and helps reduce fuel consumption across individual ships and entire fleets. It has been fitted across the fleets of major owners, but it’s just part of a wide suite of software tools which help owners to manage their ships more efficiently. In February a new RINA office in the heart of HafenCity, Hamburg, was opened. In addition to the Containership Centre of Excellence, in Hamburg there is also the new Passenger Ship Centre of Excellence and during 2016, RINA also plans to launch a brand

new Centre of Competence for software and digital supporting tools.

Do you think the economic crunch will impact on the quality of crews? Are you concerned about such a prospect?

In our opinion, this is the time to invest in crew quality. Investment in personnel training is a strategic option which has tangible benefits in terms of proper management of the asset, in technical performance, but also in competition. In this scenario, the brand reputation together with the high performance in vetting inspections can be the key factor to acquire a freight.

For this reason, RINA is investing in enhancing its training and competence offer. The newly established RINA Academy is a structure that provides specific training paths for operators in the marine sector, from builders to sailors. We have also a consolidated partnership with ImaPhil, Italian Maritime Academy Philippines, an in-house training centre which assists shipping companies in the area of assessment and training for both pre-boarding and post boarding personnel with the objective of providing competent and reliable crew.

Finally, in 2015, RINA issued “Rules for the certification of the competence management system” for ship owners, ship managers, crew managers and their suppliers, to help owners maintain the highest standards and ensure that the competence of the crew is adequate to carry out their assigned roles and that they are supported by competent ashore personnel too.

Are you concerned about the sharp drop in the Chinese economy? Can you perhaps discern the new “Asian threat” more clearly, since China, India and Indonesia have also begun to be active in your own field?

The drop in the Chinese economy is a big threat for the shipping industry. But we there are opportunities in other emerging countries in South East Asia. For instance, RINA classed fleet in Indonesia grew by 27% in 2015 and during the year a new plan approval centre in Batam was opened to support the new building activities at shipyards located in the area. RINA current orderbook at Indonesian yards is worth of almost 200 small cargo ships that will be employed in the local market.

EU approves funding for Baltic Sea infrastructure project The Green InfraPort project has been approved by the EUSBSR Seed Money Facility, receiving the EU grant for the development and implementation of its solutions for increase in sustainability of Baltic ports.

The backbone of the project is formed by a selection of environmentally conscious port activities, mainly the planning and development of port reception facilities for sewage from passenger ships and waste from scrubbers, energy management in ports and terminals and the need for Liquefied Natural Gas (LNG) bunkering infrastructure. The proposed initiative is in line with one of the main goals of the EU strategy for the Baltic Sea region, namely “Clean and Safe Shipping”.

The seed money project Green InfraPort should be considered a preparation for coordinated action, enabling ports interested in cooperation to join forces and apply for EU funding from the Connecting Europe Facility or other available sources.

New environmental regulations and policies require the ports to adjust to the new legal framework by proper planning and investments. Obligatory delivery of sewage from passenger ships in ports, a top priority, serves as an example – new regulations will be enfor-

ced by July 2019 for newly built ships and two years later for older vessels and will necessitate the installation of adequate facilities.

Similarly, shipowners address the current regulations concerning sulphur limits in marine fuels and the creation of Sulphur Emission Control Areas (SECA) by installing scrubbers, which produce waste in need of proper handling by the ports.

Energy management, a key element in combating climate change, is another vital part of the Green InfraPort initiative, covering onshore power supply (OPS), energy efficiency in port areas and alternative fuels for terminal vehicles.

Stimulating the use of LNG as fuel for ships is a topic that has already spent some time in the spotlight. Several EU co-financed projects addressed the planning and deployment of LNG bunkering facilities in Baltic ports. Green InfraPort presents more options for ports interested in joining forces and further development of LNG bunkering infrastructure.

The BPO always took pride in strengthening the bonds between the Baltic ports. A harmonized approach to the tasks set and utilization of best practices are crucial items on the project’s agenda, hopefully leading to a high level of cooperation between the ports addressed by the initiative.

Bogdan Oldakowski, BPO Secretary General, said: “Baltic ports have always been front runners when it comes to environmental initiatives. This project is another example of pro-active approach in the area of environmental management and investments in ports”.

Total worth of the received grant is Euros 46,140. The BPO will assume the role of the lead partner, while the Motus Foundation and SSPA Sweden AB will act as project partners. Official start of the project is set for April and should be completed by the end of March 2017.

Steering a green course

The marine environment matters. It matters to everyone, because air and water pollution at sea impacts on populations ashore. But it matters in another way too.

Misplaced or uncompetitive environmental regulations impose costs on marine trade, and that hits the standard of living of everyone.

Greek shipowners lead the world in operating efficient shipping, delivering the raw materials, goods and energy that power our economies globally. They also lead the world in caring for the marine environment. Greece is a country built upon a clean and beautiful marine environment, and Greek shipowners want to keep it that way.

The key to keeping our economies efficient, our people warm and fed and our oceans and air clean is to steer a green course which ensures that shipping can deliver efficient transport in a competitive and fair market with predictable costs while operating clean ships.

That green course has to be set and monitored globally. That means IMO is the forum for discussing what shipping can do to contribute to a cleaner world, and the forum for developing regulations and a globally-effective framework for controlling pollution from ships. In a global framework, developed after due discussion and with sensible timing of changes, shipowners can compete on a level playing field. Yards and equipment manufacturers can develop solutions to make ships more fuel efficient and to emit less and can plan on a global basis.

Regional efforts to impose local environmental rules are counterproductive. Moves by the US or the EU or even individual states in the US to impose local emission rules which do not match global standards always lead to a distorted market. Distorted markets lead to inefficiency, and inefficiency inevitably means higher costs, more ships to deliver the same amount of goods, and possibly a net overall negative impact on the marine environment.

We have come a long way from the dark days when ship burned coal and dumped rubbish over the side, or cleaned tanks into the oceans. Today’s ships deliver costs per tonne-mile lower than any other form of transport, and environmental impact per tonne-mile hugely lower than any other means of transport.

But we cannot relax. As we get cleaner, so do competing industries and also the expectations of the public.

And because shipping is big, the vehicle that moves

almost all the world’s goods, it does have an impact. It is easy for campaigners to claim that shipping is a big air pollution emitter, even if in unit terms it is cleaner than rail, road or aviation, just because shipping moves a lot more goods than other means.

So we can expect more and tighter environmental regulation, on ballast water and on air emissions especially. What is important is that the regulations are thought through, technically deliverable and imposed with a sensible timetable.

And shipowners also know that non-compliance is not an option. Even when freight markets are at their lowest, owners have to comply to operate.

Those two areas are where classification societies like Bureau Veritas have a role to play. First we have to work hard alongside flag states to ensure that any new rules are technically deliverable and sensibly developed. Then we have to work hard alongside individual shipowners to help them comply and to ensure they can operate. That means tailored support for owners to check on fleet performance and provide training and audited information to keep them up to the mark.

We do those things, and we go further. We have a series of tools and services to help owners to identify ways they can save energy and emissions and know the most cost-effective ways to do that. Our powerful software tools such as SEECAT and E2 can analyse energy use on board ships or across fleets and support decisions on retrofits or operational changes. LNGreen: Design for trade, innovation for tomorrow

By Georgios Teriakidis, Regional Business Development Manager, Regional Office East Med., Black & Caspian Seas, DNV GL Maritime Even with the current price difference between HFO and LNG, the uptake of LNG as a ship fuel is continuing to grow. The regulatory forces that favour alternative fuels like LNG (spreading ECAs, stricter NOx, SOx and particulate limits and the probability that controls on shipping’s CO2 emissions will be introduced) are all building. At the same time there is a significant amount of liquefaction and production capacity coming online, which will help with the price differential – as well as port infrastructure, which will increase availability.

Currently, there are 77 LNG fuelled ships in operation and 85 confirmed LNG fuelled newbuilds on order.

DNV GL has been the leader in classification on LNG from the beginning, we issued the first classification rules for the use of LNG, and we’ve continued to deliver solutions to help expand the use of LNG in shipping. At the end of 2015 we signed a contract for first LNG fuelled bulker which will be built to the newly released DNV GL rules.

One of our latest projects is LNGi, a new web-based LNG intelligence portal. This will bring stakeholders from across the LNG industry together to share market intelligence and help further boost the uptake of LNG as a ship fuel. As well, here in Greece, our R&D department has worked with industry partners GTT, Hyundai Heavy Industries, and shipowner GasLog to develop a new highly efficient LNG carrier design – LNGreen.

LNGreen “This project shows just how important industry collaborations are in driving innovation in technology. Each of the project partners made unique contributions to the final concept and we look forward to continuing to work with them in the future,” says Johan Petter Tutturen, Business Director Gas Carriers at DNV GL – Maritime.

The impetus behind the LNGreen project was to depart from traditional vessel design – optimized for a single draft and speed – and instead take the actual operational profiles and trading routes as the starting

point. The result is a concept with a significantly improved environmental footprint, a higher level of energy efficiency, as well as an improved boil-off rate and cargo capacity and a much better fit for future trading pattern than existing vessels. Overall energy consumption was improved by 8.5%.

The project is built around three main levers to optimise performance: Maximising cargo volume and minimising boil off, maximising hydrodynamic performance and increasing overall machinery and system efficiency.

GTT and HHI investigated cargo containment optimisation. The tank shape, necessary reinforcements and boil off rate calculations, were examined to develop alternative cargo tank designs that could yield additional cargo capacity. With a starting design point of 174,000m3 cargo capacity, cargo tank optimisation by GTT and HHI allowed for a cargo capacity increase to 182,800m3, while maintaining the same main dimensions (length overall, breadth, draft) and taking into consideration the requirements of the IGC code and compatibility restrictions. In addition, GTT’s Mark-III flex technology was used with the innovative tank layout to enhance the cargo hold and to give a low boil-off rate of 0.085%vol/day.

The new tank shape created by GTT for the design enabled HHI to design an optimised hull shape. Based on Gaslog’s operational data and future trading pattern forecasts, it minimises the void space around the No.1 cargo tank. Performance evaluation of the new hull form was carried out by comparing CFD simulations conducted by both HHI and DNV GL. “There are two main aspects to the hull optimisation,” says Martin Davies, Principal Consultant Ship Lifecycle Management at DNV GL. “By adjusting the shape of the No.1 tank so that it is narrower toward the bow, we end up with a more hydrodynamic forward shoulder and this has a significant impact on the wave resistance of the design. The bulb and shape of the forebody have also been modified to improve performance in ballast condition. The end result is an improvement of 1.5% to overall hull resistance.”

Drawing from a library of components DNV GL COSSMOS can simulate and optimize complex and integrated ship machinery systems, letting the project partners test different configurations and options in both the base and optimised hulls. The resulting gains of the 2S-based twin skeg propulsion optimal configuration make up the lion’s share of the overall efficiency

improvements – some 7.0% over the base case design.

Ultimately, LNGreen is about more than just coming up with a highly efficient design case, says Tutturen.

“One of the most important aspects to working on a project like LNGreen is to create a methodology that covers all the complexity of our industry, translates it into a process for ship design and is repeatable. Meeting the challenge of environmental regulations

As a classification society, ABS often is asked for advice on compliance with the new wave of environmental regulations. We can, and do, talk about what these regulations dictate and provide various potential compliance options, but even we may not always have

all the answers.

This is because, as the content of the regulations change, the resulting requirements have morphed from challenging but achievable to increasingly complex and sometimes unattainable with regional variations and multiple compliance options.

The new breed of regional and international environmental regulations is not necessarily aligned with either the industry or each other. They often are incomplete, and enforcement procedures are unclear. Worse still, the technology required to comply may not have matured sufficiently, and in some cases, is still under development.

Ballast water management (BWM) regulations are a prime example of regulations that have not met the best intentions of those who created them. At the time of writing, the Ballast Water Convention has still not been ratified – 12 years after it was adopted. But even now the criteria for sampling and analysis of ballast water and for Type Approval have been re-opened for review, despite IMO-approved systems being available and installed on many ships.

The situation regarding air emissions is clearer in some ways but murkier in others. On one hand, the maximum sulphur levels in the Baltic and North Sea Sulphur Emission Control Areas (SECAs) are well known and long-signposted. The industry has had experience with Emission Control Areas (ECAs) for some years now, and the step-down has been phased to ease the burden to a degree.

MARINE ENVIRONMENT SPECIAL SURVEY

Earlier environmental regulations which mandated segregated ballast tanks or double hulls were controversial in some respects, but solutions to the problems could be found because the regulations were rooted within traditional ship design and shipbuilding practices. The purposes and rationales for the regulations were clearly understood inside the industry and out, even when politically motivated.

So what has changed? First, the environmental groups pushing the air emission and ballast water agendas have enjoyed public support, the impact of which has not been fully recognized by the industry. The pressure to adopt regulations without a thorough understanding of their impact may have led to adoption before the industry was ready.

Second, both the BWM Convention and the revision of Marpol Annex VI introduced new sciences, both biology and chemistry, with which the industry had little experience. They were also ‘aspirational’ in nature; a new concept for international regulation.

Governments and politicians – and thus the national delegations to IMO – found strong support for these regulations among their electorates and pushed the regulations forward on the basis that shipping should play its part in ‘going green’ or ‘being more sustainable’.

What was not fully appreciated when the regulations were being developed is that in order to protect the environment, the industry needs practical, available and feasible technology as well as enforcement that provides a level playing field to all. We have to ask our-

selves: Do these regulations achieve that?

One lesson learned is that developing regulations without the availability of prior proven technology solutions is a questionable policy at best. The consequences we are now faced with from the BWM Convention simply cannot be allowed to happen again.

We are only at the beginning stages of determining the long-term implications of the low sulphur climate in which we now operate – and how well this regulation can be complied with and enforced.

To avoid a repeat of past mistakes, the industry – class societies included – must act in three ways.

We must engage as soon as feasible in the development of new rules, regardless of the type of regulations being discussed. Class societies now have capabilities that range far beyond technical evaluation of steel structures, i.e. research into human factors, environmental management, operational efficiency and complex technology systems.

We should bring these skills to bear, but everyone in the industry needs to play their part.

We need to understand what the public at large wants, since that drives governments to develop regulation, and we must also educate the public about what is feasible. As we often hear, the industry would benefit from a better public profile.

Finally, there is a need to communicate to the regional and international regulators why creating unilateral regulations for international shipping usually makes a situation worse rather than better.

If we can achieve these aims and address the challenges head-on, I believe there is a chance that together we can we make environmental regulation easier to adopt, simpler to implement and more effective in practice.

Environmental Protection: a chain procedure

Nobody can deny that our environmental impact increases every day. Earth’s population is rising continuously and goods’ transportation demand becomes more stressed.

At the same time we see many countries with a higher rate of growth, consuming more and more products that must be transferred from somewhere else. Needs that have to be covered in order to support this growth.

The maritime industry on all kind of aspects, is the most important factor of goods’ shipping, regardless if we are discussing about wet, dry, containers or any other kind of sea transport.

But what is the connection of the shipping industry with the environment and what is its impact? For example we have seen in the past accidents with oil spills that destroyed sea life. New legislation like the Ballast Water Management or Treatment Plant, Greywater management, Sewage Handling etc appears every day. Ballast water discharge typically contains a variety of biological mass, including microorganisms, viruses, bacteria etc. This mass often include non-native, nuisance, invasive, exotic species that can cause extensive ecological and economic damage to aquatic ecosystems along with serious human health problems.

There are also many other factors that may affect sea life.

For example it is scientifically proven that the noise pollution can destroy or destruct some species that may rely on sound for their orientation, communication and feeding and can be harmed by this sound pollution.

The major concern is how shipping affects the sea as well as how we can reduce the emissions and our “footprints” 38 SHIPPING APRIL 2016

on nature. It is true that sea transport is the least of the polluters compared to other industries, so we can all admit that shipping is the most efficient way of transportation.

But we have to ask ourselves. Are we doing the best we can for our families, the generations to come and the future of this planet? Most probably the reply is that we can do much better…

But which is the authority to decide how problems should be solved. So let’s see how the “legislation system” works.

The main ruling authority is the International Maritime Organization (IMO), which with its member states, new rules that believed to bring a change on shipping impact are voted and come into force (It is important to state at this point that there are countries that are not members of the IMO). And here is where the problem starts. The stakeholders of the industry are so many but the involved parties on the legislation “inscription” very few. We have seen in the past that there was no direct participation on the decision making of the legislations from the side of the shipping industry, and many times we have seen new rules that have nothing to offer or are very difficult to work with, due to their nature. Another serious problem that everybody can see is that Shipping is targeted on a daily basis and at the end of the day, shipping companies have to deal with the problem. It is only the last years that we see organizations such as Intertanko that represent shipping companies on IMO but still there are many things to be done in order for the industry to actively participate on the “rule making”.

Let’s see a very simple example. Most of the ships today are processing their garbage through recycling procedures and isolate the waste according to international standards. Unfortunately the ports that are suitable to accept isolated and recycled waste are very few and facilities most of the times are not appropriate for this task. So what we see is rule enforcement onboard the ships but as soon as the garbage is landed, nothing happens on the ports. Garbage is mixed back and settled on “under standard” reception facilities. At the end of the day, the whole procedure is useless.

We have to understand that Environmental Protection is a chain procedure and all links are connected to each other.

If one link is broken then the chain will not hold. Modern Legislation should take into consideration all involved parties. Unfortunately today we only transfer the problem to somebody else (i.e. Shipping).

Everybody must be involved as the time is now and the future is promised to no one…

Greece still on “bucket list,” says Celestyal Despite an expected drop in cruise ship arrivals this year, Greek destinations remain on the “bucket list” of holiday companies, says Kerry Anastassiadis, CEO of Celestyal Cruises.

Though Greece has not escaped the general bad news coming out of the Middle East and Turkey, the destinations will remain part of the popular European repertoire. However, there is a need for Piraeus to become more of a cruise liner port.

Nearly 24 million passengers are expected to travel on cruise ships in 2016, according to a CLIA announcement. Can we expect a large share of them to visit Greece?

The Greek cruise industry should achieve a positive balance this year, in spite of the problems facing the entire Eastern Mediterranean. Greek port authorities estimate that Greek harbors will receive fewer calls compared to 2015, but with larger number of visitors.

We expect this year to be a challenging one, but we are

hopeful that the season will be satisfactory, for Celestyal Cruises and for Greek tourism.

It’s being said the situation in Turkey, and in the Muslim world generally, is frightening people and Greece is gaining passengers. Does this mean we will have a problem if the turmoil comes to an end?

The expected number of tourists in the Mediterranean this year is largely dependent on the overall situation in Europe, not just what has recently happened in Turkey.

Tourism throughout Europe has been adversely affected by the deplorable terror attacks that occured in Paris last November.

Despite these unfortunate incidents, Europe is still among the world’s most beloved and visited destinations, particularly for long-haul markets, especially the USA and the Far East. When passengers from these areas travel to Europe it is usually a once in a lifetime vacation which must include a visit to the Eastern Mediterranean, particularly Greece and the Greek Islands to see the marquee destinations and experience the heritage rich lifestyle for which Greece is renowned .Greece and the Greek Islands are on the “bucket list” of millions of global travelers.

CRUISE INDUSTRY

Recent tragic events have forced cruise lines to reassess the frequency of their calls to Turkey, as the first and foremost priority for all cruise lines is the safety and security of their passengers and crew.

Most cruise lines have revised their Eastern Mediterranean itineraries by increasing their calls and stops in Greece thereby continuing to offer their passengers the ability to fulfill their desire to enjoy the renowned Greek hospitality and to see the iconic destinations rich in history and culture and of unique beauty.

Asia is currently the fastest growing region in the cruise industry. Might it soon displace Europe?

Cruising is the fastest growing segment in the leisure industry. It is a very young industry and therefore presents great opportunities for growth worldwide. Asia is currently the fastest growing market but Europe and the Mediterranean will remain top destinations for global passengers for years to come. As cruising gains popularity worldwide, we expect the industry in Europe to grow in tandem with growth in the Far East.

How can “Love for luxury” (according to CLIA) be combined with the continuing reduction of fares and, consequently, the quality of services?

The reduction of fares throughout the industry has

been achieved primarily through economies of scale and increased efficiency and not because of reduced services or quality.

Were there any results?

We have always maintained that Piraeus Port is first and foremost a commercial port, then a port for ferries, with cruise vessels given last priority. Cruising is an important and continuously increasing contributor to the Greek economy and as such we believe Piraeus should reevaluate the priority it gives to cruise vessels.

We also believe that having reliable and ongoing ship repair facilities close to the port of Piraeus can significantly enhance Piraeus’ position as a centre for home porting. This would enhance its ability to attract more cruise operators and would accelerate the redevelopment of the local economy.

Finally, in addition to maintaining a well-organized, safe and clean port, Piraeus must look to developing its facilities outside the port area. It must become tourist friendly by providing a clean environment and make it easy for tourists to visit its shops, restaurants, cafes and museums .It needs to move ahead in catering to basic amenities in a sustainable and attractive manner.

Such improvements would create a holistic memorable experience for cruise passengers whose word of mouth would further strengthen positive impressions of our country and result in increased tourism in the future.

Specifically, Independence Seaport Museum in Philadelphia, has acquired two NAUTIS Simulators from HELMEPA’s Associate Corporate Member VSTEP in order to offer their visitors the chance to experience historical events on the Delaware River.

As HELMEPA said “A professional bridge simulator is the perfect way to get to know what it means to steer a ship and understand what navigation contains” we read in VSTEP’s related interesting Press Release, which also gives the following useful information about the Museum.

Korean shipyards’ order backlog hits 12-year low in March The order backlog held by South Korean shipbuilders has dropped to the lowest level in 12 years amid the slumping global economy, industry data showed.

According to the data by global researcher Clarkson Research Services, South Korean shipbuilders had an order backlog totaling 27.59 million compensated gross tons (CGTs) as of end-March, the lowest since March 2004, when the comparable figure was 27.52 million CGTs. Experts say that the order backlog held by shipyards here will keep them busy for just one or two years.

China came in first with 37.56 million CGTs with Japan

ranking third with 21.44 CGTs. South Korea secured shipbuilding orders to build eight vessels, or 171,000 CGTs, in the first quarter, also marking the lowest since the fourth quarter of 2001, when the comparable figure was 165,000 CGTs. Daewoo Shipbuilding & Marine Engineering Co. and Samsung Heavy Industries Co. have failed to clinch any deals in the January-March period. Hyundai Heavy Industries Co. clinched just one order to build petrochemicals-carrying vessels.

Major South Korean shipbuilders have been pushing for restructuring since last year to get over unfavorable business conditions caused by falling demand and ship prices in line with the slowing world economy.

Hit by a protracted slump in oil prices and increased costs, the three shipbuilders racked up a combined loss of 7.7 trillion won (US$6.65 billion) last year, marking the first time for all three of the nation’s largest industry players to register losses.

Market watchers expect their business slump to continue this year as the global shipbuilding industry is unlikely to turn around any time soon.

Carnival: Start sailing from Miami to Cuba Carnival Cruise Line starts sailing from the U.S. to Cuba starting May 1, marking the first time in 50 years that a cruise ship has been allowed to sail from America to the island country.

The cruise giant announced the new route Monday and says that it has received approval from Cuban authorities to operate cruises between Miami and Cuba on its newest brand.

“It’s been an extraordinary day. It’s historic and exciting,” Carnival Corp. CEO Arnold Donald said in a conference call.

Cruise industry experts say the move to more open travel policies between the U.S. and Cuba will benefit first-timers and veteran cruisers.

“This is great news for the cruise industry in general and opens the doors for other cruise lines going forward,” Colleen McDaniel, managing editor, Cruise Critic told FoxNews.com via email. “It also breathes new life into Western Caribbean itineraries, which traditionally have been a solid ‘entry cruise’ for first-timers because of price and shorter schedules.”

The announcement comes during President Obama’s

historic visit to Cuba—the first U.S. head of state to visit the country in almost 90 years.

Fathom is a one-ship line focused on volunteerism and social impact through cruising. The 704-passenger Adonia is set to make the inaugural voyage to Cuba in May, stopping at three Cuban ports — Havana, Cienfuegos and Santiago de Cuba.

The Cuban cruise will include artistic, educational and humanitarian activities such as visits to organic farms, visits with Cuban artists and authors, walking tours of Old Havana and much more. Onboard, guest experiences include discussions about Cuban history, culture, food and entertainment, as well as book clubs featuring Cuban literature and a Cuban film series.

McDaniel says that the Adonia’s intimate environment will keep the focus on cultural experiences and communal activities—rather than theatrical shows or overthe-top features more commonly found on 2,000 plus passenger ships.

“It’s not your typical ship in that it doesn’t have a casino or kids clubs — in fact, the minimum age to sail is 8. It will still feel like a cruise, with amenities like a pool and a spa, but the more cultural purpose will permeate virtually every aspect.”

Fathom will help American guests secure visas for an additional fee but fares will include all meals, onboard activities and some onshore activities.

Prices for the Cuba trips begin at $1,800 per person.

But if it’s too soon to get your plan together for a May vacation, McDaniel says this is just the beginning when it comes to cruise lines planning new excursions that will allow Americans to explore Cuba in the future.

Dorian LPG adopts shareholder rights plan The Board of Directors of Dorian LPG Ltd. (NYSE: LPG) (the “Company” or “Dorian LPG”) announced that adopted a shareholder rights plan and declared a dividend distribution of one preferred share purchase right on each outstanding share of Company common stock.

John Hadjipateras, Chairman and Chief Executive Officer of the Company, stated: “The rights are designed to assure that all of Dorian LPG’s stockholders receive fair and equal treatment in the event of any proposed takeover of the Company and to guard against abusive tactics to gain control of the Company.”

The rights are intended to enable all Company stockholders to realize the long-term value of their investment in the Company. The rights will not prevent a takeover, but should encourage anyone seeking to acquire the Company to negotiate with the Board prior 44 SHIPPING APRIL 2016

to attempting a takeover.

The rights will be exercisable only if a person or group acquires 15% or more of Dorian LPG’s common stock.

Each right will entitle stockholders to buy one one-hundredth of a share of a new series of junior participating preferred stock at an exercise price of $60.

The dividend distribution will be made on December 31, 2015 payable to stockholders of record on that date, and is not taxable to stockholders. The rights will expire on December 20, 2018; provided that if the Company’s stockholders have not ratified the rights plan by December 20, 2016, the rights plan will expire on such date.

If a person or group acquires 15% or more of Dorian LPG’s outstanding common stock, each right will entitle its holder (other than such person or members of such group) to purchase for $60 a number of the Company’s

In addition, at any time after a person or group acquires 15% or more of the Company’s outstanding common stock (unless such person or group acquires 50% or more), the Company’s board of directors may exchange one share of the Company’s common stock for each outstanding right (other than rights owned by such person or group, which would have become void).

Prior to the acquisition by a person or group of beneficial ownership of 15% or more of the Company’s common stock, the rights are redeemable for $0.01 per

right at the option of the Board of Directors.

Certain synthetic interests in securities created by derivative positions — whether or not such interests are considered to constitute beneficial ownership of the underlying common stock for reporting purposes under Regulation 13D of the Securities Exchange Act — are treated as beneficial ownership of the number of shares of the Company’s common stock equivalent to the economic exposure created by the derivative position, to the extent actual shares of the Company’s stock are directly or indirectly held by counterparties to the derivatives contracts.

TOP Ships announces $15 Mln unsecured revolving credit facility TOP Ships Inc. announced that it has entered into an agreement with Family Trading Inc. (“Family Trading”), a company affiliated with its President, Chief Executive Officer and Director, Evangelos J. Pistiolis, pursuant to which, Family Trading will loan up to $15 million to the Company under an unsecured revolving credit facility (the “Facility”).

Borrowings under the Facility may be used to fund only the Company’s newbuilding program and working capital relating to the Company’s operating vessels.

The Facility is repayable in cash no later than December 31, 2016, but this date may be extended until December 31, 2017, at the Company’s option.

In connection with the agreement, Family Trading will also assume Company liabilities of approximately $3.8

million that are immediately due.

As consideration for the assumption of these liabilities, Family Trading, or its nominee, will receive 13,558,169 common shares of the Company. The Company has the right to buy back up to 60% of these shares at any time until Evangelos J. Pistiolis December 31, 2016.

As a result of the share issuance described above, the exercise price of the Company’s outstanding warrants is adjusted to $0.28 per share.

The transaction described above was approved by a special committee of the independent directors of the Company.

DryShips announces exercise of preferred stock right DryShips announced that the independent members of its Board of Directors have approved the exercise of the Company’s right under its previously announced Secured Revolving Facility Agreement with Sifnos Shareholders Inc. (“Sifnos”), a company controlled by George Economou.

Specifically, the Company has elected to convert $10,000,000 of the outstanding principal amount of the loan into 100,000,000 preferred shares of the Company. Each preferred share will have five votes and will be mandatorily converted into common shares of the Company on a one to one basis within three months after the issuance thereof on a date selected by the Company.

Ziad Nakhleh, Chief Financial Officer of the Company, commented: “We are pleased to have strengthened our balance sheet by $10 million in line with the current trading price of our stock in this difficult environment for drybulk companies. In addition, to avoid being delisted from the NASDAQ during the first half of 2016, the Company believes it will be necessary to effect a reverse stock split of its common shares. The issuance of the preferred stock, together with the continued support of Sifnos, which has expressed its support of the Company’s intention to maintain its NASDAQ listing, will assist us in obtaining the required shareholder approval to effect a reverse stock split.”

ΜΕΤΑΞΥ ΜΑΣ

Κρείττον σιγάν... Στοιχεία –δηλαδή αριθμούς– με τα ποσά που κατέβαλαν ως «έκτακτη εθελοντική εισφορά» στο ελληνικό κράτος οι εφοπλιστές, κατατέθηκαν στη Βουλή από τον αρμόδιο υπουργό των Οικονομικών. Τα είχε ζητήσει το ΚΚΕ, ασφαλώς όχι για να μάθει «πόσα, ποιοί και γιατί», αλλά για να προστεθεί άλλη μια σελίδα στην πολεμική που δέχεται επί χρόνια η ελληνική πλοιοκτησία από συγκεκριμένους πολιτικούς χώρους. Δεν θα σταθούμε, φυσικά, στους αριθμούς, ούτε θα ασχοληθούμε με όσα σχόλια ακολούθησαν τη συζήτηση εκείνη στο Κοινοβούλιο. Θα ασχοληθούμε, όμως, με την προσφορά της ελληνικής πλοιοκτησίας, του ελληνικού πλοίου, στην εθνική οικονομία. Ποιός μπορεί να αμφισβητήσει το γεγονός ότι σήμερα, σε μια περίοδο που η χώρα αντιμετωπίζει τεράστιο οικονομικό πρόβλημα, που αντιμετωπίζει τεράστια δοκιμασία από το «Προσφυγικό», η Ναυτιλία είναι και παραμένει ο κορυφαίος πυλώνας της Οικονομίας; Ποιός μπορεί να μη βλέπει ότι ο άλλος πυλώνας, ο Τουρισμός, βρίσκεται πλέον μεταξύ σφύρας και άκμονος, καθώς η περιοχή μας έχει μετατραπεί σε κινούμενη άμμο; Ποιός μπορεί να παραβλέψει το ότι η Ναυτιλία, η οποία επίσης βρίσκεται στη δίνη μιας από τις μεγαλύτερες μεταπολεμικές κρίσεις, με τους ναύλους σε τραγικό επίπεδο και με τα πλοία να παροπλίζονται συνεχώς, είναι ο μόνος παραγωγικός χώρος από τον οποίον το κράτος μπορεί να υπολογίζει σε κάποια έσοδα; Ποιός μπορεί να μη βλέπει ότι η Ελληνική Ναυτιλία, χάρη στον διεθνή και από χρόνια παγκοσμιοποιημένο της χαρακτήρα, είναι ο μόνος κλάδος της εθνικής μας οικονομίας, που αντιμετώπισε αποτελεσματικά τη θύελλα των capital controls; Συνεπώς, σε τι αποβλέπουν οι επιθέσεις που κάποιοι επιμένουν να οργανώνουν και να εξαπολύουν εναντίον της; Δεν βλέπουν ότι ακόμη και σήμερα, μέσα σε αυτή την τεράστια κρίση, κάποιοι Έλληνες εφοπλιστές μπορούν ακόμη και επενδύουν, προετοιμαζόμενοι να κερδίσουν έδαφος όταν τελειώσει η κρίση; Δεν βλέπουν, όμως, ότι και κάποιοι άλλοι, δοκιμάζονται σκληρά και ουδείς γνωρίζει ποιές θα είναι οι συνέπειες της κρίσης στις δικές τους επιχειρήσεις; Δηλαδή, ποιός θα χάσει αν κάποιοι μεγάλοι Έλληνες εφοπλιστές δεν αντέξουν στην κρίση και χαθούν εταιρείες, πλοία, επενδύσεις; Μόνο οι εφοπλιστές; Δεν θα χάσει η Ναυτεργασία; Δεν θα χάσει η εθνική οικονομία; Γι αυτό καλό θα ήταν, όσοι επιχειρούν, αυτό τον καιρό, να πλήξουν τη Ναυτιλία μας, να το ξανασκεφθούν. Όσοι νομίζουν ότι σε μια περίοδο ρευστότητας είναι ευκαιρία να πλήξουν τον πλέον προσοδοφόρο κλάδο της ελληνικής οικονομίας, καλά θα κάνουν να σιωπήσουν. Αν η Ναυτιλία δεν ξεπεράσει και αυτή την κρίση, οι επιπτώσεις θα είναι τεράστιες για την ελληνική οικονομία. Γι αυτό και χρειάζεται προσοχή, σύνεση, εγκράτεια και λίγα λόγια. Κρείττον σιγάν. Μια από τα -δυστυχώς- ίδια του Δημήτρη Καπράνου Φωτογραφικές διατάξεις επ' ωφελεία της συζύγου του πρωθυπουργού; Αποκλείεται! Φωτογραφική διάταξη για να απαλλαγούν πάσης ποινικής ευθύνης όσοι έχουν σμπαραλιάσει σχολεία και Πανεπιστήμια με καταλήψεις, βανδαλισμούς και "καουμποϋλίκια"; Α-πα-πα! Φωτογραφική διάταξη για να απαλλαγούν υπουργοί της κυβερνήσεως, καθηγητές Πανεπιστημίου; "Σέλφι" διάταξη για να απαλλαγεί από κακουργηματική δίωξη για κακοδιαχείριση σε Ίδρυμα Τεχνολογικών Ερευνών υφυπουργός της κυβερνήσεως; Αδύνατον! Με συγχωρείτε, αδελφοί, αλλά η απάντηση σε όλα αυτά, είναι απλή: Τι έχεις Γιάννη; Τι είχα πάντα! "Κι εσείς τα ίδια κάνατε", λέει ο Κώστας, οπαδός των κυβερνώντων, στο Γιώργο, οπαδό των τέως κυβερνώντων. "Ναι, αλλά τώρα εσείς κυβερνάτε", λέει ο Γιώργος. "Ε, αφού κυβερνάμε, άσε να κάνουμε κι εμείς λίγο παιγνίδι", απαντά ο άλλος. Στο ίδιο έργο θεατές, λοιπόν, αγαπητοί. Το ελληνικό κράτος, εν έτει 2016, παραμένει δέσμιο του ρουσφετιού, του "Μπουγιουρντί" του "Σε μια κόλλα χαρτί". Εν έτει 2016, το ελληνικό κράτος, παραμένει προσκολλημένο στο δόγμα: "Δημοκρατία είναι όσα φάγατεφάγατε, τώρα θα φάμε κι εμείς"! Δεν ξέρω πως, αλλά μου ήρθε στο μυαλό ένα τραγουδάκι που άκουγα στο ραδιόφωνο, το 1962, στην εκπομπή "Το ημερολόγιο ενός θυρωρού", με πρωταγωνιστή τον αξέχαστο Παντελή Ζερβό. Εκεί, σε κείμενα του Κώστα Πρετεντέρη, σημαντικό ρόλο κρατούσε ο Γιάννης Βογιατζής, ως ο χαζοχαρούμενος "Μικές". Είχαμε, λοιπόν, προεκλογική περίοδο και ο Μικές, που είχε προσκολληθεί στο επιτελείο ενός υποψηφίου, τραγουδούσε: "Ψηφίστε όλοι Σκορδαλακάκη/τον τιμημένο τον αρχηγό./ Ψηφίστε όλοι Σκορδαλακάκη/ να φάει κι εκείνος, να φάω κι εγώ"! Αυτά, πριν από 54 χρόνια. Σαν να μην πέρασε μια μέρα! Θυμάμαι, νιόπαντρος τότε, νεαρός συντάκτης στην "Καθημερινή", που ένας υπουργός με ρώτησε μια μέρα.

-Θέλεις να διορίσουμε τη γυναίκα σου στη Βουλή; Θυμάμαι, πώς του απάντησα! Τον κοίταξα σχεδόν θυμωμένα και είπα κοφτά. " Η γυναίκα μου στο δημόσιο με μέσον; Ποτέ!". Πολλά χρόνια αργότερα, σε μια παρέα, μίλησα για το περιστατικό. Η πρώτη που εξεγέρθηκε, ήταν η γυναίκα μου!

-Εμένα με ρώτησες; Θα είχα έναν καλό μισθό, θα έπαιρνα όλα τα δώρα και τα παραπανίσια , θα είχα βγάλει μια πολύ καλή σύνταξη και δεν θα πεταγόμασταν στον ύπνο μας από τους εφιάλτες των περικοπών των μνημονίων! μου είπε. Ομολογώ ότι δεν την είχα καν ρωτήσει. Ομολογώ ότι όσα είπε ήταν σωστά. Άλλο να μπαίνουν στο σπίτι δυο-έστω και πετσοκομμένες-συντάξεις, άλλο να μπαίνει μία, που κάθε τόσο την ξαπλώνουν οι κατά καιρούς Κατρούγκαλοι στην κλίνη του Προκρούστη! Μεταξύ μας, όμως, δεν μετανιώνω για τον τρόπο με τον οποίο είχα αντιδράσει στην πρόταση που μου είχε γίνει τότε. Ήταν, βλέπετε, η εποχή που ήμουν νέος, που πίστευα ότι το κράτος έπρεπε να αλλάξει, που έτρεχα στο ρεπορτάζ και έψαχνα στις πηγές, για να αποκαλύψω εκείνα που έπρεπε να αποκαλυφθούν, να βγουν στη φόρα, ώστε να αλλάξει πορεία η χώρα. Κοιτάζω καμιά φορά το αρχείο μου και μελαγχολώ. Εν έτει 2016...

ΑΠΟΨΗ

Ενοχλεί η Άντζελα και όχι η γενική τηλεοπτική ασχήμια! του Παντελή Ξανθίδη Το κακό με την «ελεύθερη» τηλεόραση έχει παραγίνει και αν υπήρχε μια κυβέρνηση που ήξερε τι της γίνεται, η ξευτίλα του ελληνικού τηλεοπτικού τοπίου θα ήταν πλέον παρελθόν… Δεν είναι δυνατόν, τόσον καιρό να έχει γίνει χαμός, σχετικά με τις τηλεοπτικές άδειες και οι δήθεν «αναμορφωτές» της ελληνικής τηλεόρασης, να μην έχουν δείξει το παραμικρό ενδιαφέρον για το πόση υποκουλτούρα προσφέρεται αφειδώς από το νυν τηλεοπτικό καθεστώς! Ποιος λογικός άνθρωπος, μπορεί να περιμένει αλλαγές όταν τα κανάλια θα αλλάξουν χέρια; Αν υπήρχε η πολιτική βούληση, η ελληνική τηλεόραση σήμερα θα είχε να προβάλει λιγότερα τηλεοπτικά υποπροϊόντα. Αλλά δυστυχώς, ο Έλληνας (κάτοχος του αέρα!), καλείται καθημερινώς να βλέπει ανταγωνισμό προγραμμάτων πλήρως… εξοπλισμένων με αμορφωσιά, αγραμματοσύνη, έλλειψη καλαισθησίας και χαριτωμένα αγοράκια! Κι έπειτα, ενοχλεί η Άντζελα Δημητρίου με την φημισμένη πλέον διαφήμιση και το ρηθέν «χτύπα σαν άντρας!». Ίσως να μη γινόταν αντιληπτή η ρεκλάμα του “Jumbo”, εάν η κα Δημητρίου έλεγε… «χτύπα σαν ....!». Άραγε, τι είδους διαμαρτυρία θα έκανε τότε η γ.γ. Ισότητας… Για τον τηλεθεατή είναι αδιάφορο το ποιος κατέχει τηλεοπτική άδεια. Αυτό αφορά τις δικαστικές και τις φορολογικές αρχές, όπως και πάσα άλλη αρχή σχετική με την προστασία του πολίτη από «σκουπίδια» παντός είδους… Τον τηλεθεατή, τον ενδιαφέρει να «επισκέπτονται» το σπίτι του προγράμματα, που κατ’ αρχάς να μην προβαίνουν σε απόπειρες προσβολής της νοημοσύνης του και οπωσδήποτε προγράμματα που να συνάδουν με τον πολιτισμό, την γλώσσα, την ηθική, την καλαισθησία, με εξαίρεση τα… «πρωινάδικα» με τα «μεσημεριάτικα»! Όλα αυτά τα παραπάνω, αναφέρθηκαν με αφορμή την παρέμβαση αναγνώστριας σε ιστοσελίδα, η οποία με τον τίτλο «Επιστήμες… παράλληλες», γράφει: " Όλοι γνωρίζουν ότι η ανεργία εδώ και κάποια χρόνια χτυπάει κόκκινο. Ως εκ τούτου μεγάλη απογοήτευση διακατέχει τους κατόχους βαρύγδουπων τίτλων σπουδών, όπως μεταπτυχιακών και διδακτορικών. Κι αυτό διότι αν και έχουν την ειδίκευση που εκτιμάει ιδιαίτερα η αγορά εργασίας, δεν σημαίνει ότι όταν και εφ΄ όσον βρουν δουλειά θα αμειφθούν και αναλόγως. Όμως, κάποιες παράμετροι δεν έχουν ίσως ληφθεί σοβαρά υπ΄όψιν από τους εν λόγω επιστήμονες. Και εξηγούμαι: Ακούγοντας προ καιρού γνωστότατη κυρία, η οποία κυρίως ασχολείται με μανικιούρ, πεντικιούρ και τα συναφή και ακολούθως έχει καταπιαστεί με ό,τι μπορεί να βάλει ο νους του ανθρώπου στα social media (τελευταία δήλωση-απειλή της ταλεντάρας, ότι θα ασχοληθεί και με την υποκριτική!) αναγκάζομαι να συγκρίνω τα ασύγκριτα. Σε κάποια από τις άπειρες εμφανίσεις της (λόγω… προσόντων γίνεται ανάρπαστη από τα κανάλια ως φαινόμενο της εποχής!) όταν τη ρώτησαν «πόσα χρόνια χρειάζεται κάποια για να γίνει σαν κι εσένα», δηλαδή μια καλή μανικιουρίστα, η περί ης ο λόγος κυρία απάντησε: «περίπου πέντε χρόνια»! Δηλαδή, τα ίδια χρόνια που χρειάζεται ένας πτυχιακός, για να αποκτήσει μεταπτυχιακό και διδακτορικό π.χ. στη ρομποτική σε πανεπιστήμιο των Ηνωμένων Πολιτειών! Δεν ξέρω αν με τα προαναφερόμενα καλύπτεται πάσα ενδιαφερόμενη ως προς τον επαγγελματικό προσανατολισμό… Πρέπει όμως να μας απασχολήσει το γεγονός ότι όταν δίνουμε για μανικιούρ και πεντικιούρ 20 ή 30 ευρώ το θεωρούμε λογικό! Όταν όμως καλούμεθα να πληρώσουμε σε γιατρό το ίδιο ποσόν, δυσανασχετούμε! Βέβαια, ο γιατρός δεν διαθέτει προσόντα όπως η «όμορφη» της περίπτωσης… Περαστικά μας!

ΣΧΟΛΙΑ

Η Ευρώπη σε κίνδυνο "Και τώρα;". Το ερώτημα ετέθη αυτομάτως έπειτα από τα γεγονότα των Βρυξελλών, καθώς η Ευρώπη πιάστηκε για μια ακόμη φορά στον ύπνο! Ποιά Ευρώπη; Διότι η Ευρώπη που γνωρίζαμε μέχρι χθες, μας τελείωσε. Η Ευρώπη, που κατόρθωσε να εκθρέψει στην καρδιά της τον ισλαμικό φανατισμό, είναι εκείνη που πυροδότησε τους εκρηκτικούς μηχανισμούς. Βέλγοι πολίτες ήταν οι "καμικάζι". Ευρωπαίοι πολίτες παίρνουν κεφάλια ομήρων στη Συρία. Βρετανός πολίτης ήταν ο Τζιχάντι Τζον, για να μην ξεχνιόμαστε. Τριάντα τόσα χρόνια, ταξίδευα πολύ συχνά στις Βρυξέλλες, στο Στρασβούργο, στο Λουξεμβούργο. Στα κέντρα λήψεως των αποφάσεων για την Ευρώπη. Έβλεπα στις Βρυξέλλες τα αμέτρητα τσεμπέρια, τις χιλιάδες μουσουλμάνους, σε όλες τις δραστηριότητες της κοινωνίας. Πιστέψτε με, ούτε, μια στιγμή δεν σκέφτηκα ότι οι άνθρωποι αυτοί θα μπορούσαν ποτέ να αφομοιωθούν. Όποτε, όμως, τόλμησα να εκφράσω την άποψή μου σε σημαίνοντες Ευρωπαίους πολιτικούς, η απάντηση που μου έδιναν ήταν πως "δεν πρέπει να μας καταλαμβάνει η ξενοφοβία". Ήταν η "λέξη- κλειδί", με την οποία (πίστευαν ότι) σε αποστόμωναν. Η άλλη λέξη-κλειδί είναι "Δημοκρατία". Ποιά δημοκρατία, όμως; Για να είμεθα εξηγημένοι, αγαπητοί, η ευρωπαϊκή Δημοκρατία, έχει -από χρόνιαπαραδοθεί στα χέρια των τραπεζιτών και των funds. Ήταν μοιραίο να φθάσουμε στο σημερινό κατάντημα, από την ώρα που οι πραγματικοί κυβερνήτες της Ευρώπης (τα οικονομικά συμφέροντα) δεν υπολογίζουν τον πολιτισμό, την παράδοση, τη θρησκεία, αλλά "μετρούν κεφάλια"! Από την ώρα που η Ευρώπη λησμόνησε ότι έφθασε

στην κορυφή του κόσμου χάρη στο σεβασμό των αρχών και των μεθόδων που της έστειλε ο Χριστιανισμός -ως θρησκεία και ως κοσμοθεωρία- το παιγνίδι είχε χαθεί. Από την ώρα που η Ευρώπη "το είδε" Ηνωμένες Πολιτείες, η αποτυχία ήταν δεδομένη. Η ανεξιθρησκεία που επικρατεί στις ΗΠΑ και ο τρόπος με τον οποίο αντιμετωπίζεται το θρήσκευμα (ο καθένας ανοίγει μια εκκλησία ως “μαγαζί” και αυτοαποκαλείται "πάστορας" και "σωτήρας") είναι ένα από τα ιδρυτικά συστατικά της δημιουργίας του κράτους. Η Ευρώπη ήταν χριστιανική. Από την ώρα που έπαψε να θέλει να είναι χριστιανική, άρχισαν οι παρενέργειες. Κι εμείς; Τι κάνουμε εμείς; Καυτό ερώτημα, καίριο, που τίθεται την ώρα που η χώρα βουλιάζει στα χρέη και την ανυποληψία. Εδώ, τα πράγματα είναι δυο φορές δυσκολότερα απ' ότι στην υπόλοιπη Ευρώπη. Χωρίς αντιπολιτευτική διάθεση, αλλά με απόλυτο ρεαλισμό, έχω να πω ότι είμαστε και άτυχοι. Άτυχοι, διότι σε αυτή τη δύσκολη περίοδο, μας κυβερνά μια παράταξη που δεν έχει και τόσο καλή σχέση με όσα προανέφερα. Στους περισσότερους εκ των κυβερνώντων, οι λέξεις "Χριστιανισμός" , "Θρήσκευμα" , "Αριστεία", προκαλούν αλλεργία. Σε θέσεις-κλειδιά, υπάρχουν άνθρωποι που "βγάζουν σπυριά" όταν ακούνε τη λέξη "Κράτος"! Βεβαίως, ο λαός τους επέλεξε, με την λαϊκή εντολή κυβερνούν. Αλλά έτυχε να κυβερνούν σε δύσκολη εποχή. Γι αυτό, επιτρέψτε μου να μην είμαι αισιόδοξος, χωρίς, το τονίζω, να διακατέχομαι από αντιπολιτευτικό οίστρο. Βεβαίως, ο Θεός είναι μεγάλος και Τον παρακαλώ να βάλει το χέρι Του...

Η σημασία του "Κυβερνώ" Το ότι η χώρα "Πάει με τον αυτόματο" δεν χρειάζεται, νομίζω, ιδιαίτερη διευκρίνιση. Η κυβέρνηση παρακολουθεί, παρατηρεί, επισημαίνει, αλλά δεν κυβερνά. Και πως να κυβερνήσει όταν τα στελέχη της έχουν από χρόνια καταληφθεί από τη μανία της "Ιδεοληψίας"; Διότι, αγαπητοί, "Κυβερνώ" σημαίνει αρπάζουν οι λιμενικοί τον Αφγανό που απειλούσε να πετάξει το βρέφος στα κεφάλια τους, τον μπουζουριάζουν και τον στέλνουν "πακέτο" στο Αφγανιστάν. "Κυβερνώ" σημαίνει δεν επιτρέπω σε κανέναν να μετα-

βάλει τα νησιά-πέρλες της επικράτειάς μου σε αποικίες αθλιότητας και σε πυριτιδαποθήκες. "Κυβερνώ" σημαίνει ότι πρώτα εξασφαλίζω στους Έλληνες στέγη και τροφή και έπειτα ασχολούμαι με το πως θα τακτοποιήσω, θα ταΐσω και θα στεγάσω εκείνους που έχουν μπει στη χώρα χωρίς να μου ζητήσουν την άδεια. "Κυβερνώ" σημαίνει απαγορεύω να μετατραπεί το μεγαλύτερο λιμάνι της χώρας μου σε δημόσιο ουρητήριο και αφοδευτήριο και όχι μεταφέρω τους καταληψίες

"Κυβερνώ", σημαίνει ότι δείχνω, σε όποιον το αμφισβητεί, ότι υπάρχει κράτος και δεν αφήνω το Ελληνικό να έχει γίνει ξέφραγο αμπέλι και να απειλείται πλέον το καλοκαίρι των Ελλήνων, που σε λίγο θα επιχειρήσουν ν α πάνε για μπάνιο στις γειτονικές ακτές και παραλίες. "Κυβερνώ" σημαίνει ότι δεν επιτρέπω να έχουν μεταβληθεί οι αθλητικές εγκαταστάσεις του Αγίου Κοσμά σε τόπο στον οποίο "Λιάζονται" οι παρανόμως εισελθόντες και δεν μπορούν πλέον να πάνε να αθληθούν τα κορίτσια και τα αγόρια της περιοχής. "Κυβερνώ" σημαίνει, μπαγλαρώνω τους άπλυτους "ράστα" των ΜΚΟ, που αλωνίζουν στο λιμάνι, στο Ελληνικό, στην Ειδομένη και τους στέλνω πακέτο στις πατρίδες τους ή στα στέκια τους.

"Κυβερνώ" σημαίνει ότι δεν μεταχειρίζομαι το Στράτευμα ως "Φιλιπινέζα" των καταληψιών. Αν θέλω να το χρησιμοποιήσω, υπάρχουν τρόποι, που του ταιριάζουν καλύτερα. "Κυβερνώ" σημαίνει δεν αφήνω τους κατοίκους της ακριτικής Ειδομένης στο έλεος των αγριεμένων καταληψιών, οι οποίοι έτσι και κάνουν ένα "μπραφ" εξαφανίζουν την Ειδομένη από προσώπου γης! "Κυβερνώ", τέλος, σημαίνει συλλαμβάνω όσους υποκινούν τους καταληψίες και τους προτρέπουν σε ενέργειες ανταρσίας και διάλυσης του κράτους. Δυστυχώς, τίποτε από όσα προαναφέραμε δεν φαίνεται να γίνεται. Άρα, ποιός κυβερνά αυτό τον τόπο;

Προσοχή, έρχεται καλοκαίρι Και ξαφνικά, "Γουίκι Λικς" και "Πάναμα πέιπερς". Διαρροές, "οφ-σορ", αποκαλύψει, διακοπή των συνομιλιών με την τρόικα-κουαρτέτο. "Σεισμός" παντού, συμπατριώτες. Ο Φαμπρ ήρθε, κούνησε τα "παλλόμενα" και απεχώρησε. Μας έστειλε και επιστολή και μας έκανε υποδείξεις (παλλόμενες, ασφαλώς). Μας έμεινε ο Μπαλτάς, που δεν πάλλεται. Ο Κοντονής έμπλεξε με το "Γκρέξιτ" στο ποδόσφαιρο. Είναι το μόνο καλό που θα μπορούσε να κάνει μια κυβέρνηση όπως αυτή που κυβερνά. Η Μαρινέλα τραγούδησε σε συναυλία με τριάντα έξι πνευστά στη σκηνή. Ούτε ένα μπουζούκι! Ο Νίκος Φίλης επιμένει να φορά την πετσέτα στο φαγητό όπως ο αρχιμανδρίτης το επιτραχήλιο! Δεν είναι συγκλονιστικά όλα αυτά; Άσε που άρχισε πάλι το "ΕX Factor" και το "Your Face Sounds Familiar"! Ελληνικότατα "Σόου", που προβάλλονται εν χορδαίς και οργάνοις! Όπως βλέπετε, συμπατριώτες, όλα πάνε καλά στη χώρα της φαιδράς πορτοκαλέας. Μεγάλωσε η μέρα, μίκρυνε η νύχτα, όλο και κάποιο γιασεμί θα μυρίσει, όλο και κάποιο νυχτολούλουδο θα έχει ξεφύγει και θα έχει θεριέψει σε κάποια γλάστρα. Πολύ θέλει ο Έλληνας για να νιώσει ότι ήρθε η Άνοιξη, πλησιάζουν τα μπάνια του λαού και θα γεμίσει τις μπαταρίες του για έναν ακόμη δύσκολο χειμώνα; Ιδού ο διάλογος μεταξύ μέσου ελληνικού ζεύγους, με τον σύζυγο να έχει ήδη το μυαλό στο καλοκαίρι και τις διακοπές.

-Αγάπη μου, άκουσα ότι θα αυξηθούν τα τέλη της κινητής τηλεφωνίας, η τιμή της βενζίνης, ο φόρος στο αλκοόλ, τα τσιγάρα και τα προφυλακτικά.

- Και τι σκας; Επιτέλους, έχουμε μια κυβέρνηση που μας νοιάζεται. Θέλει να περπατάμε, χωρίς αυτοκίνητο, να μην πίνουμε, να μην καπνίζουμε, να μη χρησιμοποιούμε τα καρκινογόνα κινητά τηλέφωνα (τα προφυλακτικά παραλείπονται)...

-Αγάπη μου, διάβασες τις εφημερίδες; Είδες τί γίνεται με τα "Πάναμα πέϊπερς": Μέχρι και ο Πούτιν έχει υπεράκτια εταιρεία!

-Έλα, βρε γυναίκα! Αν κατέβεις στην Ακτή Μιαούλη, υπεράκτιες εταιρείες έχουν μέχρι και τα περίπτερα. Δεν θα είχε ο Πούτιν και ο Μέσι; Σοβαροί να είμαστε...

-Είδες τί έγινε με τη διαρροή των διαλόγων του Τόμσεν με την Ντέλια Βελκουλέσκου; Χαμός! Άστραψε και βρόντηξε ο Τσίπρας!

-Κατ' αρχήν μην τη λες "Ντέλια". Το όνομα της είναι "Δειλία" και προέρχεται από τη Δήλο. Ελληνικότατο όνομα έχει η κοπέλα και τη λέμε "Δρακουλέσκου"! Ντροπή...

-Έλα, βρε γυναίκα. Γιατρός είναι, ο άνθρωπος. Δεν ξέρεις ότι ο καρδιολόγος σου λέει να μην καπνίζεις και ανάβει τσιγάρο; Δεν το ξέρεις; -Αγανακτεί η σύζυγος, που βλέπει ότι το αυτί του καλού της δεν ιδρώνει με τίποτε από όσα ήδη του έχει αραδιάσει.

Πώς αντιμετωπίζουν την κρίση οι Έλληνες εφοπλιστές του Χάρη Φλουδόπουλου* Βίους αντίθετους διάγουν εν μέσω αντίξοων αλλά και αντιφατικών συνθηκών στη ναυτιλιακή αγορά οι Έλληνες εφοπλιστές, που καλούνται να αντεπεξέλθουν στον πτωτικό κύκλο της αγοράς ξηρού φορτίου αλλά και στο κλείσιμο των κρουνών ρευστότητας από αμερικανικά κυρίως επενδυτικά κεφάλαια. Η πρωτοφανής κρίση στη ναυλαγορά των φορτηγών δοκιμάζει ακόμη και τους πιο ισχυρούς παίκτες του κλάδου, έστω και εάν, ήδη, παρατηρούνται κάποιες επιλεκτικές τοποθετήσεις σε ευκαιρίες καθώς οι τιμές των προς πώληση πλοίων φτάνουν ακόμη και σε χαμηλά 15ετίας. Στον αντίποδα, τα δεξαμενόπλοια συνεχίζουν να λειτουργούν με καλές αποδόσεις έστω και εάν η μεταβλητότητα στις διακυμάνσεις της τιμής του πετρελαίου γεννά αμφιβολίες για το μέλλον. Στους χαμένους συγκαταλέγονται και όσοι είχαν επενδύσει σε πλοία γεωτρύπανα, που χτυπήθηκαν σφοδρά από τον περιορισμό των επενδύσεων σε νέες εξορύξεις των μεγάλων πετρελαϊκών. Γεγονός παραμένει, πάντως, ότι η συντριπτική πλειοψηφία των φορτηγών, σε αντίθεση με τα τάνκερ που λειτουργούν σε θετικό περιβάλλον ναυλαγοράς, καλείται να λειτουργήσει υπό εξαιρετικά αντίξοες συνθήκες και οι ιδιοκτήτες βάζουν το χέρι στην τσέπη προκειμένου να επιδοτήσουν τη λειτουργία των πλοίων τους. Χαρακτηριστική είναι η περίπτωση ναύλωσης, προ ημερών, φορτηγού capesize του ομίλου Αγγελικούση για μόλις 600 δολάρια την ημέρα. Το αρνητικό κλίμα επιτείνεται από την πρόθεση μεγάλων ναυλωτών να κουρέψουν τις τιμές σε μακροχρόνια συμβόλαια. Την ίδια στιγμή, πάντως, που "χύνεται αίμα" στην αγορά ξηρού φορτίου η πορεία των ναύλων για τα τάνκερ κατά το πρώτο τρίμηνο καλλιεργεί το έδαφος για ακόμη καλύτερο δεύτερο τρίμηνο φέτος. Ενδεικτικά στα τέλη Μαρτίου τα ναύλα στη σποτ αγορά για τα VLCC βρέθηκαν σε εξαιρετικά θετικά επίπεδα ακόμη και στα 72,8 χιλιάδες δολάρια την ημέρα. Στην αγορά ξηρού φορτίου, πάντως, πολλοί πλοιοκτήτες φορτηγών εξαναγκάζονται σε στάσεις πληρωμών προς τους πιστωτές, όπως έπραξαν τις τελευταίες εβδομάδες η DryShips (Οικονόμου) και η Paragon (Μ. Μποδούρογλου), παροπλισμό των πλοίων τους, όπως η Goldenport (Δραγνής) και η Golden Union (Βενιάμης), αλλά και πώληση των παλαιότερων εξ αυτών ως παλιοσίδερα. Ανάλογες πιέσεις δέχονται και πλοιοκτήτες ποντοπόρων μεταφοράς εμπορευματοκιβωτίων όπου επίσης επικρατεί μεγάλη ύφεση.

Τι αγοράζουν οι "cash rich" Το τελευταίο διάστημα η αγορά έχει κατακλυστεί από προς πώληση πλοία, δίνοντας την ευκαιρία σε όσους διαθέτουν ρευστό να εκμεταλλευτούν πρωτοφανείς ευκαιρίες, κυρίως από private equities που αποχωρούν κυρίως από τα φορτηγά. Συγκεκριμένα, έχουν καταγραφεί το τελευταίο δωδεκάμηνο πωλήσεις 88 πλοίων αξίας 3,4 δισ. δολαρίων από αμερικανικά κυρίως επενδυτικά κεφάλαια, όπως

Oaktree, Apollo και York. Έτσι οι "cash rich" αγοραστές έχουν περισσότερες διαθέσιμες επιλογές και στρέφονται επιλεκτικά σε ποιοτικό τονάζ φορτηγών capesize ηλικίας 5 έως 10 ετών. Σύμφωνα με ναυλομεσιτικούς κύκλους, προ διμήνου οι όμιλοι Γ. Αγγελικούση, J. Fredriksen ξεκίνησαν πρώτοι το γύρο των αγορών. Η Anangel Shipping αγόρασε τέσσερα capesize της Star Bulk (Π. Παππάς) και ο Fredriksen τρία της Scorpio. Ακολούθησαν εταιρείες συμφερόντων της οικογενείας Μαρτίνου, αλλά και ο όμιλος Zodiac ισραηλινών συμφερόντων Eyal Ofer αλλά και η Samos Steamship του ομίλου Ν. Ιγγλέση.

Ποιοι παίζουν άμυνα Η είδηση της αναστολής πληρωμών όλων των δανείων προκειμένου να ξεκινήσουν διπαραγματεύσεις με τις τράπεζες από την Dryships, που δραστηριοποιείται στο ξηρό φορτίο με 24 φορτηγά, δεν ήταν η πρώτη. Πριν από την εταιρεία του Γ. Οικονόμου, είχε προηγηθεί η Goldenport, συμφερόντων Πάρη Δραγνή με 8 πλοία (6 φορτηγά ξηρού φορτίου και 2 container), η οποία επίσης ανέστειλε τις πληρωμές προς τις δανείστριες τράπεζες διαπραγματευόμενη και εκείνη την αναδιάρθρωση του δανεισμού της. Πάντως η τύχη της Dryships δεν επηρεάζει τις άλλες δραστηριότητες του Γ. Οικονόμου, ο οποίος πρόσφατα ενίσχυσε το μερίδιό του (από 10,4 σε 14,87%) στην Danaos, συμφερόντων Γ. Κούστα (61,8%). Την ίδια στιγμή, ακόμα και τα φορτηγά πλοία, εκείνα που έχουν μακροχρόνια ναυλοσύμφωνα, απειλούνται από την πρόθεση των ναυλωτών να επιβάλλουν κούρεμα των ναύλων, όπως η Hyundai Merchant Marine. Μεταξύ των εταιρειών που έχουν συμβάσεις με την HMM και η Capital Product Partners συμφερόντων Ευ. Μαρινάκη, η οποία έχει ήδη ξεκινήσει τις διαδικασίες για αύξηση κεφαλαίου ύψους 500 εκατ. δολαρίων προκειμένου να καλύψει ανάγκες αναχρηματοδότησης δανεισμού αλλά και πιθανών εξαγορών. Στον αντίποδα η Paragon Shipping Inc. του Μιχάλη Μποδούρογλου, προχωρά στην πώληση και των τελευταίων 6 πλοίων που διαθέτει σε λειτουργία, ενώ παράλληλα ακυρώνει ή μεταθέτει χρονικά τις παραλαβές νεότευκτων πλοίων, προκειμένου να αποπληρώσει τα δάνειά της. Χαρακτηριστικές είναι οι εκτιμήσεις αναλυτών ότι το 2015, οι ζημιές για τις μεγαλύτερες εισηγμένες ναυτιλιακές ξηρού φορτίου στα χρηματιστήρια της Νέας Υόρκης, του Όσλο και του Χονγκ Κονγκ θα ξεπεράσουν το 1,1 δισεκατομμύριο δολάρια. Και βέβαια εκτός από τα φορτηγά η κρίση θυμίζουμε χτύπησε και τα πλοία γεωτρύπανα, από τα αποσύρθηκε ο Θ. Αγγελόπουλος ο οποίος τον περασμένο Ιούνιο τράβηξε την πρίζα από το Deepsea Metro II. *Η ανάλυσή του στο capital.gr, σχετικά με την κρίση και τον ελληνικό εφοπλισμό είναι ενδιαφέρουσα και την αναδημοσιεύουμε.

ΟΛΠ-COSCO: Με το ζόρι(;) παντρειά... Κινέζοι στο λιμάνι - Άλλοι κάνουν τον Κινέζο! του Δημήτρη Καπράνου

Πάει και το θέμα του ΟΛΠ. Έκλεισε, όπως αναμενόταν, με την εκχώρηση του 67% των μετοχών στους Κινέζους της Cosco, οι οποίοι είναι πλέον τα αδιαμφισβήτητα αφεντικά στο μεγάλο μας λιμάνι. Κανείς, ασφαλώς, δεν μπορεί να είναι χαρούμενος, όταν εξαναγκάζεται να χάσει την κυριότητα ενός μεγάλου, πολύτιμου και απαραίτητου για την εθνική οικονομία Οργανισμού. Σε μια παγκοσμιοποιημένη, όμως, Οικονομία, ο ΟΛΠ του "Εγεννήθη άρρεν-κρατήσατε θέσιν" και των κάθε τόσο εναλασσομένων κομματικών στελεχών στη διοίκησή του, ο Οργανισμός-λάφυρο, ο Οργανισμός-κλειδί για διορισμούς και ρουσφέτια, δεν θα μπορούσε να αντέξει. Εδώ, ίσως, να μας πει ο Γιώργος Ανωμερίτης, ότι ο ΟΛΠ θα μπορούσε να παραμείνει υπό κρατική διαχείριση, αλλά θα του απαντήσουμε ότι ο διαμοιρασμός των ιματίων της χώρας, οριστικοποιήθηκε από τη στιγμή κατά την οποία ο άνθρωπος που τον διόρισε στον ΟΛΠ, ο Γ. Παπανδρέου, αποδέχθηκε την πρόταση των Γερμανών και έμπασε από την Κερκόπορτα στη συμφωνία το Διεθνές Νομισματικό Ταμείο! Το πώς δε μπήκε "Στο κόλπο" το ΔΝΤ, το απεκάλυψε στο βιβλίο του ο τ. υπουργός Οικονομικών Γ. Παπακωνσταντίνου, περιγράφοντας εκείνο το "Κυνηγητό" του Παπανδρέου από τους δημοσιογράφους στο Νταβός, όπου (στη ν κουζίνα) υπέγραψε τη συμφωνία αποδοχής του Ταμείου στη συμφωνία "Σωτηρίας" της Ελλάδος! Ήταν, λοιπόν, καταδικασμένος (και) ο ΟΛΠ, να περάσει "στα ξένα χέρια", όπως πέρασαν τα 14 αεροδρόμια και θα περάσει όλος σχεδόν ο πλούτος της χώρας μας, η οποία, από το 2009 και δώθε δεν παράγει πλούτο! Εδώ, θα πρέπει να τονίσουμε, ότι δεν είναι ο ΣΥΡΙΖΑ ο κυρίως υπεύθυνος για την αποψίλωση της χώρας από τον πλούτο της.

Αλλά συνυπεύθυνη με τις μέχρι το 2010 κυβερνήσεις είναι και η Αριστερά, η οποία: • Συνέβαλε τα μέγιστα στη γιγάντωση ενός σαθρού συνδικαλιστικού οικοδομήματος, σε δημόσιο και ιδιωτικό τομέα, που διέλυσε κάθε προσπάθεια υγιούς επιχειρηματικότητας.

• Τορπίλισε κάθε προσπάθεια εξυγιάνσεως του Ασφαλιστικού Συστήματος, με κορυφαία την απόρριψη (λόγω των κινητοποιήσεων) από την κυβέρνηση Σημίτη, του "Σχεδίου Σπράου", επί υπουργίας Τάσου Γιαννίτση.

• Κατέστησε ασύμφορη ακόμη και για μικροεπιχειρηματίες, την Ναυπηγοεπισκευαστική Βάση, με τους γνωστούς (και μη εξαιρετέους) τρόπους, εξαναγκάζοντας την πλοιοκτησία να στραφεί σε άλλες, γειτονικές, χώρες. Χωρίς να "Αθωώνουμε" τις προηγούμενες κυβερνήσεις, αλλά και επισημαίνοντας ότι οι ερασιτεχνισμοί, οι παλλινωδίες, οι "κωλοτούμπες" και οι γκάφες της παρούσης κυβερνήσεως μας προκαλούν ανησυχία μεγάλη, επισημαίνουμε κάποια σημεία όσων είπε στη συνέντευξη, Α. μ.Μ (Αμέσως μετά του Μαξίμου) ο υπουργός Ναυτιλίας περί της πωλήσεως του 67% των μετοχών του ΟΛΠ στην κινεζική Cosco. "Στην εκδήλωση στο Μέγαρο Μαξίμου, ο Πρωθυπουργός της Ελλάδας, ο Αλέξης Τσίπρας, επεσήμανε μία σειρά, καίριας σημασίας ζητήματα. Ένα από αυτά, ήταν ότι είμαστε πια σε μία συμφωνία τροποποιημένη. Το είπε τρεις φορές. Το δεύτερο που είπε, ότι αυτή η συμφωνία ανοίγει μια προοπτική διευρυμένης συνεργασίας με την Λαϊκή Δημοκρατία της Κίνας, ένα κράτος, μια οικονομία, ένα λαό, που με εξαιρετικό δυναμισμό και διαρκώς αυξανόμενη παρουσία στην διεθνή πραγματικότητα και ότι αυτή η διαδικασία μέσα και από την υλοποίηση του δρόμου του μεταξιού, ανοίγει το δρόμο για συνεργασίες της Ελλάδας με την Κίνα, που πραγματικά μπορούν να δώσουν μεγάλη ώθηση στην αναπτυξιακή προσπάθεια της χώρας". Δηλαδή, "άλλα λόγια να αγαπιόμαστε" ή "Ουδέν περί της ταμπακιέρας". Πουλήθηκε ή όχι το λιμάνι που "Δεν ξεπουλιέται" και που "Έξω οι Κινέζοι από τον Πειραιά;" Πουλήθηκε. Άρα; "...Αυτό ενόχλησε. Και ενόχλησε, κυρίες και κύριοι, γιατί έχουμε μια αντιπολίτευση, η οποία επιδίδεται μονίμως σε μια ανεύθυνη πρακτική απαξίωσης των πάντων, εγκλη-

ματική πολλές φορές πρακτική, ώστε να μην έχει ο ελληνικός λαός αυτοπεποίθηση στις δυσκολίες που αντιμετωπίζει και τις σκληρές πραγματικότητες, χάριν της φθοράς της Κυβέρνησης. Εντάξει, μέσα στο πολιτικό παιχνίδι και μέσα στο ρόλο της αντιπολίτευσης, μπορούμε να πούμε ότι μπορεί αυτό να είναι αποδεκτό, η προσπάθεια φθοράς μιας Κυβέρνησης. Εδώ, όμως, έχουμε μονίμως και συστηματικά μια προσπάθεια φθοράς, όχι της Κυβέρνησης, αλλά της στοιχειώδους αλήθειας και της αυτοπεποίθησης του ελληνικού λαού". 'Ελα, Χριστέ και Παναγιά. Σαν να ακούω τον Σαμαρά του 2014 να μιλάει για τον Τσίπρα και τον ΣΥΡΙΖΑ εκείνης της εποχής! Μήπως έχω παραισθήσεις; "Θα σας θυμίσω ότι οι ίδιοι άνθρωποι που πρωταγωνίστησαν αυτές τις μέρες σ' αυτήν τη δημιουργία αυτού του κλίματος, με στόχο αυτή τη φορά εμένα, αλλά στην πραγματικότητα με στόχο την Κυβέρνηση, ήταν οι ίδιοι άνθρωποι, που ευθέως δεν ορρωδούσαν προ ουδενός, προτρέποντας με άμεσο τρόπο τον πολίτη να σηκώσει τα λεφτά του από τις τράπεζες, πέρσι, λίγες μέρες πριν τις εκλογές του Γενάρη. Πράξεις που, σε ένα ευνομούμενο κράτος, θα συγκροτούσαν αδίκημα ποινικώς διωκόμενο. Ανευθυνότητα εγκληματική. Αυτό χαρακτηρίζει την αντιπολίτευση και σήμερα με τον νέο αρχηγό της Νέας Δημοκρατίας, που θέλει να δείξει και ένα άλλο πρόσωπο σε σχέση με τον προκάτοχό του τον κ. Σαμαρά, έχουν επεξεργαστεί ένα άλλο μοντέλο αντιπολιτευτικής τακτικής για τη φθορά της Κυβέρνησης. Ένα μοντέλο ιδιοτελές, ταξικά μεροληπτικό, απολίτικο και επίσης επικίνδυνο." Βρε, τι θα γίνει με εσάς; Τα ίδια λέτε όλοι ως αντιπολίτευση και τα ίδια μόλις γίνετε κυβέρνηση; Θα μας τρελάνετε! Ακριβώς τα ίδια έλεγε και ο Βενιζέλος στον Αλέξη. Τάλε κουάλε! "Αυτήν την ευθύνη, αναλαμβάνοντάς την, δεν διανοήθηκε ούτε στιγμή ότι θα τη διαχειριστεί άνευ όρων, όπως τη διαχειρίστηκαν οι προηγούμενοι, η Κυβέρνηση Σαμαρά – Βενιζέλου, που ακριβώς υπέγραφαν λευκές επιταγές προς τους δανειστές. Η εξαίρεση από τη Σύμβαση Παραχώρησης της ακτογραμμής των Λιπασμάτων -έχουν ειπωθεί, έχουν γραφτεί πάρα πολλά το γνωρίζετε- δεν υπήρχε στην πρόταση του ΤΑΙΠΕΔ, που παρεδόθη στην ελληνική Κυβέρνηση μετά τις εκλογές του Σεπτεμβρίου. Η εξαίρεση απ’ τη Σύμβαση Παραχώρησης πολλών περιοχών και αρχαιολογικών χώρων της Κυνόσουρας, η εξαίρεση απ’ τη Σύμβαση Παραχώρησης του κτιρίου της Σχολής Λιμενοφυλάκων, η εξαίρεση απ’ τη Σύμβαση Παραχώρησης, άκουσον - άκουσον, των θέσεων ελλιμενισμού των σκαφών του Λιμενικού Σώματος μέσα στο λιμάνι του Πειραιά, προβλήτες δηλαδή που έχουν διατεθεί από χρόνια τώρα στο Λ.Σ. και που αποτελούν ζωτικής σημασίας χώρους, για να μπορεί το Λ.Σ. να ανταποκρίνεται στο ρόλο του, δεν υπήρχαν". Καλά, άσε να δούμε ποιός θα αναπλάσει τους εν λόγω χώρους, ποιός θα τους αποδώσει στους πολίτες, ποιός θα τους εκμεταλλευθεί, πώς θα είναι σε λίγο καιρό και

μετά τα ξαναλέμε. Διότι το ελληνικό δημόσιο, έχει αποδείξει ότι είναι "για τα μπάζα". Παράδειγμα, τα "Ολυμπιακά Ακίνητα", που σαπίζουν εδώ και δώδεκα χρόνια! Άσε να δούμε, μήπως στο τέλος παρακαλάμε να τα δώσουμε όλα σε ιδιώτες "Μπιρ παρά"! "Ο ΟΛΠ εκτός από τις λιμενικές εγκαταστάσεις, διαθέτει μέσα από τη διαδρομή των χρόνων, κάποια ακίνητα, όχι στο λιμάνι. Αλλού. Ιδιωτική περιουσία του ΟΛΠ από δωρεές. Κάποια από αυτά δεν έχουν μεταγραφεί ποτέ, όπως ανακαλύψαμε, ήταν καμιά σαρανταριά τέτοια ακίνητα. Κάποια έχουν γίνει σχολεία, κάποια έχουν διάφορες άλλες χρήσεις, δημόσιες ή ιδιωτικές. Δεν ασχολήθηκε κανείς με αυτά. Ασχοληθήκαμε εμείς και είπαμε δεν είναι δυνατόν σε μια μεταβίβαση λιμενικής λειτουργίας, ο ιδιώτης επενδυτής να αποκτήσει δικαιώματα σε κτήματα στο κέντρο της πόλης του Πειραιά και αλλού, που δεν έχουν καμία σχέση με τη λιμενική λειτουργία, απολύτως καμία και ζητήσαμε ρύθμιση και πρόβλεψη. Τα περισσότερα σας λέω, δεν έχουν μετεγγραφεί και εκεί υπήρξε ένα ζήτημα, όμως προσθέσαμε ότι «τα δικαιώματα που παραχωρούνται με την παρούσα Σύμβαση, δε θα επεκτείνονται σε ιδιοκτησίες του ΟΛΠ, που βρίσκονται εκτός της χερσαίας λιμενικής ζώνης". Εδώ γελάνε. Καλά, δεν θα μελετούσαν τη σύμβαση οι "Αλλοι" πριν την υπογράψουν; Λες να έπαιρνε η Cosco τα σχολεία και να πέταγε έξω τα παιδιά; Είναι επιχείρημα αυτό; Μην τρελαθούμε! Είπαμε, να μαλώνετε εσείς οι πολιτικοί. Αλλά να μη λέμε και υπερβολές! "Αλλά οι αντίπαλοί μας, έχουνε μάθει στο yes man, έχουνε μάθει να είναι βασιλικότεροι του βασιλέως, έχουνε μάθει να μη διαπραγματεύονται και αυτό να το θεωρούν ανάπτυξη, πρόοδο, καθαρή πολιτική". Για να είμαστε σοβαροί, το καλύτερο που έχει να κάνει ο συμπαθής (πράγματι) και ήπιων τόνων (αν και ακραίος σε ορισμένες απόψεις του) υπουργός, είναι να πάψει να υπερασπίζεται κάτι με το οποίο ριζικά διαφωνεί και να πάψει να (φαίνεται ότι) διαφωνεί με κάτι το οποίο, μέχρι πρό τινος, με παρρησία και συνέπεια υπεράσπιζε. H MSC σχεδιάζει κρουαζιερόπλοια κινούμενα με LNG Η μεγαλύτερη ιδιοκτήτρια εταιρεία κρουαζιέρας στον κόσμο, η πολυεθνική MSC Cruises ανακοίνωσε ότι σχεδιάζει την κατασκευή έως και τεσσάρων νέων κρουαζιεροπλοίων που θα κινούνται με υγροποιημένο φυσικό αέριο (LNG). Η ανακοίνωση έγινε αφού η εταιρεία, υπέγραψε μια επιστολή προθέσεων (LOI) για την κατασκευή των πλοίων με την STX France στο ναυπηγείο της εταιρίας στο Saint-Nazaire της Γαλλίας. Τα τέσσερα πλοία, βάσει της επιστολής προθέσεων, περιλαμβάνουν δύο σταθερές παραγγελίες και δύο επιλογές (options) με τις παραδόσεις να προγραμματίζονται για το 2022, το 2024, το 2025 και το 2026. “Για το λόγο αυτό, το δεκαετές επενδυτικό μας πλάνο πλέον περιλαμβάνει έως και έντεκα νέα πλοία της MSC Cruises, που θα τεθούν σε υπηρεσία μεταξύ 2017 και 2026. Επίσης, αντικατοπτρίζει την συνεχή μας δέσμευση για καινοτομία, καθώς θα συνεργαστούμε με την STX France για να σχεδιάσουμε για μια ακόμη φορά ένα εντελώς νέο πρότυπο – ήδη, το έκτο στην ιστορία μας”, συμπλήρωσε. Το σχέδιο περιλαμβάνει επίσης το αξίας 227.000.000 δολαρίων “Πρόγραμμα Αναγέννησης”, στο οποίο τέσσερα πλοία από τα δώδεκα του στόλου της εταιρείας θα μεγεθυνθούν και θα επιμηκυνθούν στα ναυπηγεία της Fincantieri.

Brexit και Ελληνική Ναυτιλία: Βίοι παράλληλοι Ποιές θα είναι οι επιπτώσεις για την ελληνική ναυτιλία αν η Βρετανία ψηφίσει υπέρ της αποχώρησής της από την Ευρωπαϊκή Ένωση; Χωρίς αμφιβολία, ο χώρος της εμπορικής μας ναυτιλίας, θα βρεθεί αντιμέτωπος με χρόνιες αναταράξεις αφού οι εμπορικές συμφωνίες θα πρέπει να επαναδιατυπωθούν και η αστάθεια του νομίσματος θα οδηγήσει σε υψηλότερο κόστος, σε μια εποχή που ο κλάδος μάχε-

ται με την χειρότερη παγκόσμια ύφεση. Η ναυτιλία συνεισφέρει περίπου 10 δισεκατομμύρια λίρες ετησίως στην οικονομία του Ηνωμένου Βασιλείου και απασχολεί 240.000 άτομα. Κι ενώ πολλά τμήματα της ναυτιλίας αγωνίζονται με την επιδείνωση των συνθηκών της αγοράς λόγω της παγκόσμιας οικονομικής αβεβαιότητας, η κινεζική επιβράδυνση και το πλεόνασμα των πλοίων για τη μίσθωση, εκπέμπουν σήμα κινδύνου για το τι θα συμβεί αν η Βρετανία εγκαταλείψει την Ε.Ε στο δημοψήφισμα της 23ης Ιουνίου. "Κανείς δεν έχει εγκαταλείψει την Ευρωπαϊκή Ένωση μέχρι τώρα και ίσως η Ενωση ζητήσει να «τιμωρήσουν» το Ηνωμένο Βασίλειο, προκειμένου να αποθαρρύνει άλλους από το να αποχωρήσουν. Οι διαπραγματεύσεις για ενδεχόμενο Brexit δεν θα είναι γρήγορες ή εύκολες», δήλωσε ο Guy Platten, Διευθύνων Σύμβουλος του Ναυτιλιακού Επιμελητηρίου του Ηνωμένου Βασιλείου. Αντίστοιχα και νομικοί εμπειρογνώμονες παραδέχονται ότι θα υπάρξουν επιπλοκές στις συμφωνίες και τα εμπορικά έγγραφα, ενώ σημαντικό ρόλο θα παίξει το πώς θα κινηθεί το βρετανικό νόμισμα. Εν αναμονή, λοιπόν, του βρετανικού δημοψηφίσματος, που έπειτα από τις "περιπέτειες" του πρωθυπουργού Κάμερον με τα "Panama papers" δείχνει να κλίνει υπέρ του "Όχι"...

Φορολογία πλοίων: Πάνω από 17 εκ. Ευρώ για το 2015 Περισσότερα από 17 εκατ. ευρώ ήταν οι εισπράξεις από τον φόρο πλοίων το 2015, έναντι 13,154 εκατ. ευρώ το 2014, σύμφωνα με στοιχεία που διαβίβασε ο αναπληρωτής υπουργός Οικονομικών Τρύφων Αλεξιάδης στη Βουλή. Τα στοιχεία που αφορούν στην είσπραξη φόρων πλοίων, αλλά και τα ποσά που έχουν καταβληθεί από τους εφοπλιστές, με βάση το συνυποσχετικό οικειοθελούς φορολόγησης, διαβιβάστηκαν μετά από Αίτηση Κατάθεσης Εγγράφων που είχε υποβληθεί από τους βουλευτές του ΚΚΕ Χρήστο Κατσώτη, Νίκο Καραθανασόπουλο, Διαμάντω Μανωλάκου και Μανώλη Συντυχάκη, με την οποία ζητούσαν να ενημερωθούν τι φόρους έχουν πληρώσει οι εφοπλιστές το 2013, 2014 και 2015 για πλοία με ελληνική σημαία πρώτης κατηγορίας του Ν. 27/1975, καθώς και για πλοία δεύτερης κατηγορίας άνω των 500 ΚΟΧ του ιδίου νόμου. Οι βουλευτές είχαν ζητήσει να ενημερωθεί η Βουλή και πόσες ναυτιλιακές εταιρείες και τι ποσό έχουν καταβάλει το 2013, το 2014 και το 2015 με βάση το συνυποσχετικό σύμφωνο οικειοθελούς φορολόγησης των εφοπλιστών. Ο αναπληρωτής υπουργός Οικονομικών, σε απάντηση της Αίτησης Κατάθεσης Εγγράφων, διαβιβάζει έγγραφο στις 5 Απριλίου 2016, σύμφωνα με το οποίο, το 2013 οι εισπράξεις από το φόρο πλοίων ανήλθαν σε 14.013.519,90 ευρώ, το 2014 ανήλθαν σε 13.154.712,39 ευρώ και το 2015 σε 17.617.781,18 ευρώ. Επίσης, με βάση το συνυποσχετικό οικειοθελούς φορολόγησης εφοπλιστών, το 2014 οι εισπράξεις ανήλθαν σε 40.546.161,35 ευρώ και το 2015 ανήλθαν σε 45.430.869,71 ευρώ. Οι βουλευτές είχαν, επίσης, ζητήσει στοιχεία για τα φορολογικά έσοδα από ναυτιλιακές εξωχώριες εταιρείες off shore στην Ελλάδα από το 2009 έως το 2015, αλλά και ποιες είναι οι βεβαιωμένες ανεξόφλητες οφειλές των

εφοπλιστών προς τη ΔΟΥ Πειραιά. Ως προς τις εξωχώριες, ο αναπληρωτής υπουργός Οικονομικών τόνισε ότι στο φορολογικό μητρώο καταγράφονται και παρακολουθούνται, σύμφωνα με τις σχετικές διατάξεις, οι επιχειρήσεις με Έδρα την Αλλοδαπή προκειμένου να συναλλαχθούν ή να δραστηριοποι- Θοδωρής Δρίτσας ηθούν επιχειρηματικά στην ελληνική επικράτεια ανάλογα με το σκοπό ή τη δραστηριοποίησή τους και κατηγοριοποιούνται κατά περίπτωση σε αντίστοιχες Νομικές Μορφές. Προκειμένου, λοιπόν, να απαντήσει στο ερώτημα, το υπουργείο Οικονομικών πρέπει να λάβει περαιτέρω διευκρινίσεις σχετικά με τα κριτήρια στα οποία ανταποκρίνεται ο χαρακτηρισμός off shore για τις επιχειρήσεις των συγκεκριμένων Αλλοδαπών Νομικών Προσώπων και Οντοτήτων, όπως επεσήμανε στο έγγραφό του ο αναπληρωτής υπουργός. Ως προς το αίτημα να κατατεθούν στοιχεία για τις βεβαιωμένες και ανεξόφλητες οφειλές των εφοπλιστών στη ΔΟΥ Πειραιά, το υπουργείο απαντά ότι δεν μπορεί να αντληθούν να στοιχεία με μόνο το συγκεκριμένο κριτήριο. Στους βουλευτές απάντησε εγγράφως και ο υπουργός Ναυτιλίας, Θοδωρής Δρίτσας και τους ενημερώνει ότι στην Οικειοθελή Παροχή της Ναυτιλιακής Κοινότητας, συμμετέχουν 524 εταιρείες (κατά προσέγγιση ποσοστό της τάξεως πλέον του 90% επί της συνολικής χωρητικότητας, μετρούμενη σε χωρητικότητα επί των διαχειριζόμενων πλοίων).

To Aidabella στον Πειραιά Συμπλήρωσε οκτώ χρόνια ζωής για να "πιάσει" για πρώτη φορά στο λιμάνι του Πειραιά! Το κρουαζιερόπλοιο Aidabella, κατασκευασμένο το 2008, έπιασε για πρώτη φορά στο λιμάνι του Πειραιά το πρωί της 10ης Απριλίου. Το Aidabella ανήκει στην οικογένεια των πλοίων Sphinx Class της αμερικανικής εταιρείας Carnival, τα οποία έρχονται αρκετά συχνά τα τελευταία χρόνια στον Πειραιά.

Κατασκευάστηκε στα ναυπηγεία Meyer Werft του Papenburg στη Γερμανία Έχει μήκος 252 μέτρα, πλάτος 32 και βυθισμα 7,9. Μπορεί να φιλοξενήσει 2500 επιβάτες ενω το πληρωμα του αποτελείται απο 646 άτομα. Μέγιστη ταχύτητα που μπορει να αναπτύξει ειναι 21,8 κόμβοι.

Diana: Μικρότερος ναύλος για το Medusa Συμφωνία για χρονοναύλωση του Kamsarmax πλοίου της ξηρού χύδην φορτίου" Medusa", με πολύ χαμηλότερη τιμή ναύλωσης σε σχέση με την απασχόληση του πλοίου το 2015], υπέγραψε η Diana Shipping με την

Ελβετική Quadra Commodities SA. Η ακαθάριστη τιμή ναύλωσης είναι 6.300 δολάρια ανά ημέρα για μια ελάχιστη περίοδο μέχρι τη 15 Μαρτίου 2017 και μέγιστη μέχρι τις 30 Ιουλίου 2017. Η Diana Shipping, ανέφερε ότι η εν λόγω συμφωνία πρόκειται να αποφέρει περίπου 2.150.000 δολάρια ακαθάριστων εσόδων για την ελάχιστη προγραμματισμένη περίοδο. Σε σύγκριση με το 2015, όταν η ακαθάριστη τιμή ναύλωσης του Medusa ήταν 7.450 δολάρια ανά ημέρα, η τιμή έχει μειωθεί λόγω της δύσκολης εποχής που διανύει η αγορά ξηρού φορτίου. Κατασκευασμένο το 2010, το Medusa (πρώην Torm Island) εντάχθηκε στο στόλο της Diana το 2015 και ναυλώθηκε αμέσως για την Clearlake Shipping Pte από τη Σιγκαπούρη. Ο στόλος της Diana Shipping αποτελείται από 45 πλοία μετσαφοράς ξηρού χύδην φορτίου.

H ANEK παρουσίασε το "Κύδων" Την Παρασκευή, 8 Απριλίου, η ΑΝΕΚ υτποδέχθηκε στο Ηράκλειο το πλοίο "Κύδων". Στο ραντεβού ήταν παρόντες εκπρόσωποι της Εκκλησίας, της Περιφέρειας, της Τοπικής Αυτοδιοίκησης, του πολιτικού και δημοσιογραφικού κόσμου, της Παιδείας και του Τουρισμού, για τη "γνωριμία" με το πλοίο.

Η εκδήλωση άρχισε με Αγιασμό από τον Σεβασμιότατο Αρχιεπίσκοπο Κρήτης Ειρηναίο, ο οποίος ευχήθηκε “Να έχει το “ΚΥΔΩΝ”, καλά και ευλογημένα ταξίδια σε ήρεμες θάλασσες”.

O Πρόεδρος της ΑΝΕΚ LINES Γιώργος Κατσανεβάκης, αμέσως μετά, καλωσόρισε τους παριστάμενους στο πλοίο, τονίζοντας ότι “Το “ΚΥΔΩΝ” αναβαθμισμένο, υπόσχεται άνετα, λειτουργικά και αξιόπιστα ταξίδια από το λιμάνι του Ηρακλείου στον Πειραιά και αντίστροφα”.

Ο α' Αντιπρόεδρος της ΑΝΕΚ LINES Σπύρος Πρωτοπαπαδάκης, στον σύντομο χαιρετισμό του ανέφερε ότι: “Το πλήρως ανακαινισμένο “ΚΥΔΩΝ” υποδέχεται στη γραμμή του Ηρακλείου τους Κρήτες και τους φίλους της Κρήτης και υπόσχεται να τους ταξιδέψει στους σύγχρονους χώρους του, με άνεση και Κρητική Φιλοξενία”. Ο καπετάνιος του “ΚΥΔΩΝ”, Στυλιανός Κριθινάκης, ξενάγησε τους προσκεκλημένους, από το χώρο του 7ου deck που φιλοξένησε την εκδήλωση, ως τις άνετες καμπίνες του πλοίου και τους λειτουργικούς κοινόχρηστους χώρους (σαλόνια, μπαρ, εστιατόρια). Παράλληλα, εξήγησε ότι το πλοίο είναι πλήρως αυτοματοποιημένο, διαθέτει δύο κύριες μηχανές και τα πιο σύγχρονα μέσα ασφαλούς πλοήγησης. Το «ΚΥΔΩΝ» ναυπηγήθηκε στα Ναυπηγεία MITSUBISHI της Ιαπωνίας. Έχει μεταφορική ικανότητα 1.750 επιβατών και διαθέτει 626 κλίνες. Το πλοίο έχει μήκος και πλάτος 192 και 27 μέτρων αντίστοιχα και αναπτύσσει υπηρεσιακή ταχύτητα 25 κόμβων. Η ΑΝΕΚ LINES με το πλήρως ανακαινισμένο «ΚΥΔΩΝ» ενδυναμώνει σημαντικά την μεταφορική της ικανότητα, συντελώντας ουσιαστικά στην αναβάθμιση της ακτοπλοϊκής σύνδεσης της Κρήτης με την ηπειρωτική Ελλάδα, πραγματοποιώντας, δρομολόγια στη γραμμή Ηράκλειο – Πειραιάς – Ηράκλειο.

MSI: Αισιοδοξία για την αγορά Containers Να και κάποιος που αισιοδοξεί για την πορεία της αγοράς στον τομέα των πλοίων μεταφοράς εμπορευματοκιβωτίων. Πρόκειται για την Maritime Strategies International (MSI) που αποδεικνύεται η πλέον αισιόδοξη στο χώρο της, αφού οι περισσότεροι προβλέπουν από στασιμότητα μέχρι καταστροφή! σχετικά με τις προοπτικές της ζήτησης από τους ομόλογους της. Η πιο πρόσφατη 'εκθεση "Container Shipping Forecaster" από την MSI αναφέρεται σε μια πιο θετική προοπτική της αγοράς για τον τομέα των container εμπορευματοκιβωτίων για το 2016. Αν και οι από πλευράς προσφοράς οι προβλέψεις της ευθυγραμμίζονται με εκείνες των Drewry και Alphaliner, η MSI αφήνει παράθυρο αισιοδοξίας σε σχέση με τη ζήτηση – και μάλιστα οι εκτιμήσεις ανάπτυξης του εμπορίου για το 2016 είναι πολύ γενναιόδωρες από εκείνες των ανταγωνιστών της στο χώρο των εκτιμήσεων, αναλύσεων και προβλέψεων. Η ερμηνεία της δυναμικής του εμπορικού όγκου στη διαδρομή Ασίας-Ευρώπης, με την MSI να αποδίδει μεγάλο μέρος της αδυναμίας του 2015 σε βραχυπρόθεσμες λόγους και το 2016, δείχνει πρόθεση για επιστροφή στις βασικές αρχές της ανάπτυξης. Οι ταλαντώσεις της αγοράς δείχνουν ότι θα χρειαστεί άλλος ένας μήνας για τον τομέα πριν "κλειδώσουν" κοντά στην πραγματικότητα κάποιες από τις αντικρουόμενες απόψεις των αναλυτών. "Κανείς δεν πρέπει να θεωρεί την αγορά των container, όπως και αυτή των ναυλώσεων, ως καταφύγια ευτυ-

χίας", αναφέρει ο κύριος αναλυτής της MSI James Frew. “Η αναπόφευκτη εποχιακή αδυναμία στο πρώτο τρίμηνο, σημαίνει ότι τα κέρδη παραμένουν στον βυθό και στις δύο αγορές αυτές της μεταφοράς εμπορευμάτων και των ναυλώσεων. Οι ναύλοι σε όλους τους τομείς είναι εξαιρετικά υποτονικοί, με τις εμπορευματικές αγορές spot Ασίας-Ευρώπης να πέφτουν από τον Φεβρουάριο, φτάνοντας σε νέα χαμηλά ρεκόρ το Μάρτιο. Αναμένουμε ότι τα μεγάλα μεγέθη διαλύσεων θα αυξηθούν περαιτέρω στο υπόλοιπο του έτους, αλλά αυτό θα αντισταθμιστεί κατά πολύ από μια άνοδο του όγκου των παραδόσεων καθώς τα χωρίς ταμειακά διαθέσιμα ναυπηγεία δεν μπορούν να καθυστερήσουν πολύ παραπάνω την τελική παράδοση”. Ενώ οι τιμές των spot ναύλων για τις κύριες διαδρομές παραμένουν σε ελλειμματικά επίπεδα και οι συναλλαγές στις μη κύριες γραμμές μοιάζουν εξίσου υποτονικές, στο εγγύς μέλλον η MSI αναμένει ότι σε αυτές τις συναλλαγές οι εταιρείες τακτικών γραμμών θα καταβάλουν πιο αποφασιστικές προσπάθειες ενίσχυσης των ναύλων, ιδίως υπό το φως των επικείμενων διαπραγματεύσεων των συμβάσεων. Υποβοηθούμενες από τα βελτιωμένα μεγέθη, με τον ισχυρότερο εμπορικό όγκο να οδηγεί σε αύξηση της χρησιμοποίησης των πλοίων, οι εταιρείες τακτικών γραμμών θα αυξήσουν τις τιμές των ναύλων και οι πιο δυνατές γραμμές θα προσπαθήσουν να εδραιώσουν τις θέσεις τους μέσω της αύξησης του μεριδίου αγοράς. Αυτό με τη σειρά του θα ασκήσει κάποια πίεση προς τα κάτω επί των κερδών των container, αλλά όχι πριν ενισχύσει την ζήτηση των πλοίων και τονώσει τη δυναμική της ναυλαγοράς. Η ναυλαγορά προς το παρόν παραμένει σε τέλμα και για πολλούς συμμετέχοντες στην αγορά δεν είναι σαφές το από που θα προέλθει η βελτίωση σε βραχυπρόθεσμο επίπεδο. Παρ όλα αυτά, η MSI είναι συγκρατημένα θετική όσον αφορά στις προοπτικές για το 2016, με την ανάπτυξη του εμπορίου και τη διαδικασία διαλύσεων να είναι οι βασικές κινητήριες δυνάμεις των ως άνω αισιόδοξων προβλέψεων.

Σε μια καμπίνα αυτού του φορτηγού, το οποίο έφερε το όνομα «Μασσαλία», πέρασε ένα μεγάλο μέρος της θαλασσινής ζωής του ο Nίκος Καββαδίας, ο ποιητής των ναυτικών.

«Mαραμπού» και «Πούσι», ο Γουίλι, ο μαύρος θερμαστής, ο καρχαρίας που πιλοτάρει, η άσπρη σκόνη και το δίκοπο μαχαίρι, πέρασαν από το μικρό δωμάτιο, που φώτισε το παλιό, μεταλλικό πορτατίφ.

Ποιός δεν θυμάται εκείνα τα πολυτελή εστιατόρια του Mediterranean Sky, της οικογένειας Kαραγεώργη, που ταξίδευε από την Πάτρα στην Iταλία. Ένα ταξίδι-κρουαζιέρα, με όλες εκείνες τις λεπτομέρειες που χαρακτήριζαν την «παλιά καλή εποχή». Kοστούμι και γραβάτα στο δείπνο, ξενάγηση στη γεφυρα και κοκτέιλ του πλοιάρχου, σοκολατάκια στο μαξιλάρι τη καμπίνας. Άτυχος ο Mένης Καραγεώργης, όπως και οι περισσότεροι που καταπιάστηκαν με την ακτοπλοΐα.

Έφτανε όμως η ελληνική σημαία στην πρύμνη, για να αναφωνήσει ο θεατής «Γκρέσια» ή «Γκρις» ή «Γκρες» ή «Γκρέτσια». Tο ελληνικό πλοίο, πάντα πρεσβευτής της χώρας και των Ελλήνων όπου γης.

Nα και οι ηρωικές «παντόφλες», απλωμένες στον προβλήτα του Aγίου Σπυρίδωνα, πριν τις ενώσουν τα σύγχρονα «Ro-Ro», που έφτασαν μέχρι και το Πέραμα! Hρωϊκά σκαριά, χτισμένα με μεράκι και ιδρώτα από χέρια ελληνικά, τότε που το Πέραμα ήταν μήτρα παραγωγική και γεννούσε βαπόρια κι όχι διαδηλώσεις και διαμαρτυρίες για την ανεργία.

Aς προσέχαμε…

«Nαυσίπορος». Όνομα και πράμα για το κουρασμένο σκαρί, που γέρνει να ξαποστάσει και που σήμερα δεν θα υπάρχει ούτε ένα τόσο δα κομματάκι του. Ίσως κάποια γράμματα ναυτικών του να φυλάγονται σε κάποια κομοδίνα. Tο σκαρί, όμως, έφυγε, στην αφάνεια... Έτσι ήταν, μέχρι πριν λίγα χρόνια, η προκυμαία στη Pαφήνα. Τα παλιά μαγαζιά, με το τηγάνι και το τσουκάλι στη φωτιά, που σέρβιραν και βαρύ γλυκό ή γλυκύ-βραστό και όχι. Ηρωικά τα μικρά βαπόρια που έφευγαν για τα κοντινά νησιά, πριν ενσκήψουν τα σύγχρονα σκαριά, πριν έρθει ο οξύς ανταγωνισμός, πριν γεμίσει το λιμανάκι βαπόρια, χωρίς να εξασφαλισθεί η κατάλληλη υποδομή.

Tο Tραμ περνάει έξω από το κτίριο του NAT, στα τέλη της δεκαετίας του ’50. Aργότερα, το τραμ αποσύρθηκε, ενώ το NAΤ έγινε πανίσχυρο Tαμείο, μέχρι που το έβαλαν στο μάτι οι κυβερνώντες! Σήμερα, το τραμ επανέρχεται -και διαλύει τον Πειραιάενώ το NAT διαλύεται και αποσύρεται! Όλα τριγύρω αλλάζουνε κι όλα τα ίδια μένουν ή έχει ο καιρός γυρίσματα…

Η Ελληνική Τεχνική Επιτροπή του RINA τονίζει τις προκλήσεις των ναυτικών δεξιοτήτων και κανονισμών

Η συνάντηση της Ελληνικής Τεχνικής Επιτροπής του RINA, που διοργανώθηκε από τον RINA Hellas, συγκέντρωσε πάνω από σαράντα από τα μέλη της στον Ναυτικό Όμιλο Ελλάδος, για την προαγωγή της συζήτησης για την Ναυτιλιακή βιομηχανία και την ενημέρωση για την ανάπτυξη του RINA στον τομέα αυτό. Οι συμπρόεδροι της επιτροπής, ο Θεόδωρος Μπαλτατζής, General Manager της Technomar Shipping Inc. και ο Άκης Τσιριγάκης, General Manager του Nautilus Marine Acquisition Corp., καλωσόρισαν τα νέα μέλη και παρουσίασαν μια γενική επισκόπηση των Ναυτιλιακών Επιχειρήσεων του RINA σε όλο τον κόσμο. Ο τρέχων στόλος του RINA είναι συνολικά πάνω από 35 εκατομμύρια GT και περιέχει ένα χαρτοφυλάκιο από περίπου 300 νέες κατασκευές. Ο RINA επιβεβαίωσε περήφανα, ότι είναι πλέον ένας αναγνωρισμένος leader στην ένταξη επιβατηγών πλοίων και από μεγάλες εταιρείες πετρελαίου. Ανάμεσα στις μοναδικές υπηρεσίες και τα έργα που ο RINA έχει πραγματοποιήσει, οι πρόεδροι υπογράμμισαν το έργο για τον Όμιλο Carnival, όπου τέσσερα διπλού καυσίμου (LNG / ντίζελ) κρουαζιερόπλοια, 183.000 GT το καθένα, θα κατασκευαστούν υπό την εποπτεία του RINA. Ο Σπύρος Ζολώτας, RINA Area Manager για την Ελλάδα και την Κύπρο, αναφέρθηκε στην επέκταση του RINA σε όλο τον κόσμο και στην Ελλάδα, η οποία έχει πραγματοποιηθεί

τόσο οργανικά όσο και στρατηγικά, μέσω της απόκτησης εταιρειών που παρέχουν συμπληρωματικές υπηρεσίες σε αυτές του RINA. Το 2015, ο RINA αύξησε σημαντικά τον νηολογημένο στόλο των Ελληνόκτητων πλοίων, ο οποίος ανέρχεται σήμερα σε περίπου 6 εκατομμύρια GT. Η αναδιοργάνωση του Γραφείου του Πειραιά ενίσχυσε περαιτέρω την εξειδίκευση του RINA και το χαρτοφυλάκιο των υπηρεσιών. Το 2015, ένα νέο τμήμα Έρευνας και Καινοτομίας ιδρύθηκε στην Ελλάδα και οι υπηρεσίες εκπαιδευτικής κατάρτισης ενισχύθηκαν μέσω του RINA Academy Hellas. Ο Giorgio Saletti, RINA Area Manager για την Ινδία και την Νοτιοανατολική Ασία, άρχισε το τεχνικό τμήμα της συνάντησης με μια παρουσίαση σχετικά με την ανακύκλωση των πλοίων, που διερευνά το σχετικό κανονιστικό πλαίσιο και τα μέτρα τα οποία οι πλοιοκτήτες πρέπει να λάβουν για τη συμμόρφωση με τους ισχύοντες κανονισμούς της ΕΕ. Το επίκαιρο θέμα της παρακολούθησης, αναφοράς και επαλήθευσης (ΜRV), συζητήθηκε επίσης σε μια παρουσίαση από τον Andrea Cogliolo, RINA Deputy General Manager, Marine.

Aκολούθησαν παρουσιάσεις, σχετικά με τη σπουδαιότητα επιλογής κατάλληλου προσωπικού, από τον Στέφανο Χατζηνικολάου, Manager of Piraeus R&D/Innovation Centre & the Piraeus Training Centre καθώς και τα τελευταία νέα, σχετικά με τoυς επερχόμενους κανονισμούς στον Ναυτιλιακό τομέα από τον Mιχάλη Μαρκογιάννη, Manager of Piraeus Plan Approval & Technical Support Centre. Ως είθισται, στις συνεδριάσεις της επιτροπής του RINA,το κομμάτι των ερωταπαντήσεων ήταν ενεργό, με ζωηρές συζητήσεις, σχετικά με τη βιομηχανία της Ναυτιλίας και τεχνικές διευκρινίσεις που παρασχέθηκαν από αρμόδια στελέχη του RINA. Δυναμικές συζητήσεις συνεχίστηκαν κατά τη διάρκεια του δείπνου μέχρι αργά το βράδυ.
