Yes, Greek shipping is in Paradise!

So the Paradise Papers actually include the names of Greek ship owners? You don’t say?! What a tremendous discovery! And those who published them are not even ashamed of doing so, even though they are well aware that the Greek merchant shipping sector CANNOT operate WITHOUT offshore accounts! They are the reason that the sector is able to flourish: they ensure free capital, free activity and autonomy! Imagine, in other words, if shipping capital which is NOT ACQUIRED IN GREECE, were now under the capital controls of the – bankrupted – Greek banks. Do those “revealing dossiers” have any understanding of this? During the storm of the crisis, the Greek-owned fleet not only climbed to top position in global shipping, it increased its share! According to UNCTAD’s Review of Maritime Transport 2017, this very same Greek shipping sector – a sector of offshore accounts and free capital – had a 16.71% share of the world’s merchant fleet as at January 2017, based on dwt (dead-weight tonnage), against a 16.36% share in 2016 and just 15.53% at the beginning of 2009, when the crisis in global shipping emerged! In January 2017, as reported in UNCTAD’s annual figures (according to the Clarksons Research database), the Greek-owned fleet numbered 4,199 vessels with a capacity of 308,836,933 dwt versus 4,136 ships, with a total capacity of 293,087,231 dwt in January 2016. And while the Greek fleet is growing during the crisis, out of the other three major shipping powers tailing Greece on the global rankings (Japan, China and Germany), two (Japan and Germany) have seen a decrease in their market share! The second in world rankings, Japan, has a market share in the global fleet of 12.1%, whereas in 2016 it had a share of 12.78% and on 1 January 2009, it had a share of 15.68%! China is in third place and is constantly increasing the strength of its fleet. In January 2017, it had a share of 8.95% in the global fleet, compared with 8.87% in 2016 and 8.40% in 2009. Germany ranks fourth with a 6.06% share in 2017 (6.65% in 2016 and 9.50% in 2009). This same Greek shipping sector – a sector of a FREE ECONOMY and FREE COMPETITION – is winning against global giants! And it is winning because it is FREE! More care, therefore, and greater respect are due to this unique Greek activity, which holds high the flag and supports the national economy.

A SIDEWAYS GLANCE

When the self-evident is ignored...

For years my friend Vasilis and I, would take a morning stroll around the port. Starting from Agios Nikolaos, we would enter by the gate next to the PPA passenger terminal, stroll below the prows of the cruise ships, and end our walk at Akti Vasileiadi, where you find the large passenger vessels bound for Crete and the islands. We would go back the way we came, of course, walking for about four kilometres in total. The guards at the port had also got to know us, and used to greet us on entering and exiting. We were well known in any case, with Vasilis a former shipping minister and your humble correspondent a reporter in the field for over 40 years. Until one morning when the guard at the cruise gate told us that “there is an order that no one can enter without special permission, for security reasons...” We thought there must have been some notification, perhaps some sort of threat. “Is it an emergency measure?” we asked, but the reply was that it was probably a new state of affairs... We walked along the dirty and obstructed footpaths of Akti Miaouli and entered the port from the coastal shipping gate. “It was probably the Chinese who took the measures. And between us, they did well to do so, because how can they check who is entering the cruise area? Anything could happen”, said a friend, a businessman in the sector, whom I called. So it was thus, after some time, that I decided to visit the PPA building at Akti Miaouli. I assure you, I though I was in a different world! All the noisy corridors, where you’d always find some employee or other on their way to the cafeteria or the courtyard to have a smoke or drink their coffee, had vanished. Extreme silence reigned – you couldn’t even hear a “fly flying” as my mother used to say. And the cleanliness was blinding. I entered some offices and saw only heads bowed over documents and files. The old order – a noisy organization full of life – was nowhere to be seen... I resumed my walk. I went and saw friends and sat in offices, but we spoke softly, in order, I guess, not to disturb the other employees, who were working in the same space... It was a different situation, a new experience that was certainly indicative of the new reality imposed by the Chinese management of Cosco... “What’s up? Everything’s changed, I see”, I said (sotto voce) to a friend who was working there. “I’ll say!” he said. “Here you have to do your shift and get the work done. And if a department is overloaded, staff are immediately transferred from another that has less work that day, so that the work gets done regardless!” I sensed bitterness in his words, so I pressed on with my questions. “But isn’t that self-evident? Why does it bother you?” “You don’t understand!” he said. “It’s not the new conditions that bother me. It’s the fact that when PPA was 100% Greek, we didn’t do what the Chinese are doing now. They are even ‘skimming the fat off a fly’! We, unfortunately, used to try to kill the fly, so it wouldn’t bother us in our state of ‘nirvana’...”

for years, but he accepted the fact that good security will always be in high demand and the priority for shipowners. Iain touched upon the need for Cyber insurance and new technological developments which might lead to a shipping industry disruption. The floor was then taken by Peter Economides, a wellknown Global Brand Strategist, who questioned the discreet public image of shipping, in spite that the shipping industry moves around the world the vast majority of raw materials and finished products. Disruptive change in shipping was also a subject which Peter argued that might be unavoidable in todays’ world. The Cocktail which followed at the British Embassy Residence premises was attended by about 200 Greek shipping industry professionals, with a vast number of ship-owners amongst them. H.E. the British Ambassador, Ms Kate Smith CMG, welcomed the HCLBA guests and made reference to the long standing business relationships between the two nations. Andreas A. Accepting the award Capt. Warwick Norman, CEO, RightShip, stated: “Motivation for the creation of RightShip was largely a desire to improve safety standards, in particular around the cape fleet where both BHP & Rio shared a common risk. Since inception we have vetted 356,000 vessels, equating to 30.5 billion DWT; inspected almost 27,000 vessels, and 13,500 substandard ships have been removed from customer supply chains rather than being relocated, placing market pressure on vessel owners and operators to raise standards. For me, my time is nearly up at RightShip, but it takes me back to my seagoing days as my relief is still to be announced. I’m not quite sure when my swing will finish, but for a simple sailor from Australia, it has been a fantastic journey.”

Efthimios E. Mitropoulos, IMO Secretary-General Emeritus, Chairman, “Maria Tsakos” Foundation stated: “I cannot receive this life time achievement award without giving tribute to the IMO which has safety on the top of its agenda. 19th Annual Marine Money Greek Forum

More positive message for ship finance

The 19th annual Marine Money Greek ship finance conference was hosted on 17th October 2017 at the Athens Hilton Hotel. With 387 delegates, more than for several years, from 17 countries the vibe was more upbeat and the message more positive than we have heard in a while. The outlook in the next two to three years at least seems to be quite positive. An interesting area of discussion that came up in multiple sessions was the availability of finance. It does seem that the market is strained and that the traditional finance we are accustomed to over the last many years – bank debt at 60% to 65% at pricing of 1% to 2% and with a 8 to 10 year term for a newbuild and less for second hand – is in short supply. But there are pockets of finance for bigger owners and

smaller, coming from China and Europe and the US, so as long as you fit the pocket deals can get done. And we certainly got the impression that deals are being done and that owners are assessing investment opportunities across the pockets. Some of the takeaways from the conference include:

The last 30 years • In the 1980’s banks had a monopoly on shipping finance and at the time the banks were highly capitalized and could take the shipping losses incurred after six years of a torrid market. • The 1990’s and though to 2002 saw a period of what you could say normalcy. • 2002 to 2008 saw the super cycle where money was made too easily leading to massive over excess of shipbuilding and ships. • From 2008 the new sources of finance arose from equities, bonds, private equity and others looking to take advantage of the collapse of the market • In 2017 we are swamped with regulation and exhaustive regulatory requirements, banks are poorly capitalized after the financial crisis, and there is huge shipping debt overhang causing many banks to reduce shipping exposure or indeed exit altogether • To note is that in the 1980’s the paper economy was about 20% with the real economy and real assets being 80%, now it is the reverse.

Container market • Growth across the globe – Asia and emerging markets, Europe and the US – gives hopes to positive prospects for the next few years • Consolidation is certainly happening in the container market – at the start of 2018 the top six liner companies will have 71% of operating capacity, this compares with only 50% at the start of 2016 • Because of fewer players there is a hope of reduced ordering so that fundamentals should be better

Dry Bulk • Projections for 2018 are good because of fewer newbuild deliveries, consistent demand, new trade routes and new ports opening, and general positive signs • The stability of fleet growth has put a check on the supply of ships such that medium term prospects remain positive also • To be sustainable it needs rational ordering of new ships, continued positive growth of world trade including OBOR and positive geopolitics, and continued scrapping • There is a feeling that second hand prices have increased too quickly and that people are buying expectations. However there is no rational to the payment of that premium • Unfortunately rational newbuilding is unlikely so in fact a bumpy recovery might be better so that new orders remain modest • Fright rates will likely fall before prices because prices are still below the long term average • Private shipping companies have the advantage of patience and can take a more long term approach even in a

bad market. Further they can discuss and negotiate – with banks and creditors – away from the public eye. • Quality is essential in shipping because essential shipowners are selling their liability

Leasing • Chinese leasing is really a form of debt finance with purchase options throughout • There is no upper limit to the size of deals Chinese leasing houses can do, a lower limit for most is about $60 million • For finance of between $5 million to $50 million it is probably best to go to western alternative finance, for bigger deals the Chinese will take a look • Typical timing is 3 – 5 months but for repeat deals even one month has been seen Chinese finance was about 1% of global shipping finance five years ago, today it is about 20% and it is likely to grow to about 30%

Risk • When assessing charter risk you must consider the brand name of the charterer and the financial position of the charterer • You must consider if they have owned vessels as well as chartered-in, whether they have a newbuild program with CAPEX, and whether they are a global or a regional player • After you are involved in a charter, there is not much you can do if there is a problem. Remedies for non-payment are limited • Counterparty risk is complex and time consuming and con-

stant because there are many parties involved – yards, charterers, banks, suppliers – and you must do due diligence on all • Financial statements give a useful picture of a shipping company, but they are historical and by the time they are analysed the situation can be very different • Financial statements describe the past, we must look forward to assess the risk

Capital markets • Capital markets are open and transactions are being done • The deals are price and project dependent • You need a compelling story because a lot of investors have been burnt from other shipping investments • Last year capital raises were for runway, now they are for growth • Investors want to see short term gain and profits and the only way to have this is from higher charter rates. Hopefully we will see this in 2018 and we will see more deals being done • Investors want EBITDA multiples whereas owners look more at LTV ratios • A smaller company can perform just as well as a bigger company, but will not get the same attention from investors • The Oslo market has however allowed smaller companies to at least make the first step to being a public company

Fresh finance • Alternative finance houses started with the intention to speak to lower tier owners but in fact have been inundated with interest including higher tier owners • They were anticipating 3 – 5 vessel owners, but are actually seeing business from much bigger companies and even publicly listed companies • So actually, there is a great need for alternative finance across all tiers • Most deals are situation driven but ultimately it is all relationship • Doing leasing rather than lending just gives optionality and is the preferred structure of some alternative finance providers • Common sense is not always common practice – banks made many mistakes and the new finance providers have learnt from this and now have a dashboard of early warning signs • For most alternative finance providers capital is raised on the basis of fixed returns, so pricing has to be higher. So other terms can be more flexible but pricing has to be high • In return for higher pricing the providers can offer surety of execution, speed of commitment and an opportunity to make a great acquisition • If the alternative is not to do the project at all or to use all equity, then the pricing of the alternative finance becomes palatable • An indication of interest within 48 hours and a commitment letter within a week are huge selling points

SALVAGE, TOWAGE AND WRECK REMOVALS

Tsavliris Group and the new challenges of the salvage industry we have seen some positive signs of growth in the shipping market and there is optimism that this will continue. After the whirlwind of ship orders we’ve gone back to the buying and selling of used vessels. How much is your sector affected by this change? The casualty market is quite stable and essentially unaffected by the sale and purchase market or the shipping market in general. The drop in newbuild orders does not necessarily affect our line of work. In essence, there is no significant difference between old and new ships as they all have their share of casualties and mishaps.

The salvor market is in a transition period that demands tighter organization as vessels become larger and more complex explains Andreas Tsavliris. He describes how the domestic Greek banking, financial and political crisis has created a great disruption to his company. In general, 2017 was a decent year for Tsavliris Salvage as they offered their services to 11 different ship owners around the world (January – mid November 2017). The crisis appears to be continuing. How long can you hold out? The international economic crisis continues indeed. Our business model is based on elastic costs and, notwithstanding the difficulties, it can hold out and continue. However, it is the domestic Greek banking, financial and political crisis that has created the greatest disruption for us. How much has this crisis affected you to date and how long do you think it will last? Will 2018 be another casualty of the crisis? It is difficult to make predictions but we all hope for a recovery for the global shipping industry in 2018. Already in 2017

What are your relations with the Greek merchant marine sector? How good are Greek ship owners as customers? Most of our clients are leading Greek shipowners who operate ships of the highest quality and standards. We have an extremely good relationship with the Greek merchant marine sector. Many Greek shipowners are longstanding and loyal customers and we continue to serve them in the way our company has for many decades. Greek shipowners are understandably demanding customers but always commercially sound and reasonable. What do you see as the major issues confronting the industry at present? What impact are they having? How are you dealing with them? There are significant challenges facing the salvage & towage industry today. The industry is going through a period of great change with a decline in emergency response and the use of Lloyd’s Open Form contracts. Consolidation of the industry is also taking place through mergers and acquisitions and some salvors are reducing their capacity to focus on other maritime activities. One of the main challenges facing the industry is the increase in vessel size and complexity, which means that salvors have to invest in more powerful tugs and equipment. New and stricter environmental regulations, piracy and cybercrime are also listed among the major challenges. Please describe your company's activities in 2017 (so far) and your future plans. In general, 2017 was a decent year for us and we offered our services to 11 different ship owners around the world (January – mid November 2017). In 2016 we had around 15 cases. Our company’s market share of the world’s salvage work continues to be significant and the shipping industry recognises our high standards and commitment. We expect to continue with increased levels of valuable work well into the future and to be able to announce our new investment plans soon.

SALVAGE, TOWAGE AND WRECK REMOVALS

Tugs need to be modernized, says Vernicos Salvage following a long time of well below OPEX earnings. The latest estimations by market analysts show a number of prospects in the year ahead due to a slight global growth. However the signs of recovery remain cloudy and the improvement in the coming years will be uncertain. The case of Korean Hanjin has caused serious harshness in maritime transport and it is difficult to predict the long term consequences. Another fact of concern is the restriction of bank financing, since banks are becoming more cautious in providing new financing. However, I believe that the very worst is over as it is not possible to reach again negative margin in freight rates that could not be able to cover the operating costs. How much has this crisis affected you to date and how long do you think it will last? Will 2019 be another casualty of the crisis? The demand for towage services may not have declined significantly due to the continuing maritime crisis, but has led to a significant compression of revenues, thereby jeopardizing the viability of business. In order to handle the situation the dominant tendency in our country is to bring together forces and to cooperate to reduce the operational cost of business and ensure their viability.

A lack of bank financing is forcing Greek salvors to buy second-hand rather than new tugs, denting their efficiency, says Jean-Jacques Benzonanas, the managing director of Vernicos Tugs and Salvage. As the worst of the crisis appears to be over, modernizing Greece’s tugboat fleet is an urgent necessity. However, there is still a lingering feeling that salvors need to get rid of their image as “enterprising pirates.” The crisis appears to be continuing. How long can you hold out? Shipping market started showing some signs of recovery,

After the whirlwind of ship orders we’ve gone back to the buying and selling of used vessels. How much is your sector affected by this change? Investing in new tugs is not a common strategy for the businessmen of our sector. This is due to the fact that the quality of the towage services provided is not adequately remunerated in order to allow the renewal of the fleet with new building tugs. If we take into account the complete lack of bank financing, it is easy to understand that the fleet of tugs in our country, except few cases, including our company, has not been modernized. Therefore, there has been no change in our industry since the purchase of second hand tugs is the only option for the viability of our business. How do you view the EU’s attitude to your sector? Do you think the changes to the legal framework that will take effect from 1/1/2019 are the right ones? Towage has been included in the services that will be affected by the new EU regulation adopted on February of this year, regarding the free market access to port services. The scope of the new regu-

lation is the single domestic market integration by adopting a common port policy. In the new regulation, which will be in force in February 2019, the cargo handling services and the passengers’ terminals, which account for 70% of the cost of the ports, have been excluded. That is to say that, in essence, the objective of the Regulation, which is the competitiveness of ports and benefits for their users, is significantly undermined. I don’t believe that the impact on the market of our industry is important, given that access to towage market has been liberalized in our country and the related services in ports are provided under fierce competition in the large ports. As for smaller ports, most of them are natural monopolies and will not be affected by the new arrangements. However, it will create bureaucratic problems of implementation and will cause national interpretations in order to help adapt the diverse organizational and operational schemes into a general model, which will apply to all ports. What is your relationship to the new conditions at Greece’s major ports (PPA and TPA)? Nowadays attracting private participation in the port industry is the most common option for ports that are trying to develop and adapt to new market conditions of the seaborne trade. The modern ports require costly investments to improve services required by shipping companies. Given that in all countries there is growing difficulty for governments to finance the necessary investment, attracting private capital is the only way left. It is no coincidence that all governments place emphasis on attracting investors by giving various incentives through various incentive laws. In this sense, the privatization of two major ports of our country will have a very positive impact increasing their productivity. The case of COSCO in Piraeus, which will reach a throughput of 3.5 million containers next year, is one great example of what can be offered by the private sector involvement in the spectrum of port activities. Privatization will create dynamic and competitive ports that will be able to meet the needs of users and will result in increased vessel approaches. Our activity will be positively affected, as it is directly linked to the increase in cargo load and the number of calls. What are your relations with the Greek merchant marine sector? How good are Greek ship owners as customers? In general the relationship with the Greek shipping community has always remained close. Professional salvor is simply a businessman committed to solving unique and challenging problems in an environment of competition just like any other service provider. Salvor have managed to successfully repackage their image. They should no longer be thought of as enterprising pirates, but rather a shipowner’s best friend that is happy to assist in mitigating, liability, controlling risk and restoring business.

It is essential that salvors and ship interests are aligned and work cooperatively together to prevent loss of life, injury and damage to the marine environment. Please describe your company’s activities in 2016 and your future plans. Our company continued its activities in 2017, operating in the two main ports of the country. We continued the renewal of existing agreement and the signing of new ones with major companies engaged in International transport of petroleum and containers. The growth of worldwide fleet in recent years, especially concerning the cruise and container vessels has introduced new variables in port imposing the need for renewal and improvement regarding the power and maneuverability of the tugs. The two last years we have made investment, unprecedented in our market, by purchasing powerful and modern tugs. The last four acquisitions, the tugs Vernicos Pearl, Vernicos Ocean, Vernicos Sifnos and Christos Gemitzoglou in honor of the recently deceased CEO of Vernicos Salvage and Towage. These modern tugs are fully equipped with external FiFi capabilities so that they can serve as fire-fighting and stand-by vessels at oil refineries installations. We operate a fleet of 14 powerful tugs of 45.000 total horse power that means a fleet among the strongest in East Mediterranean. Regarding future plans, coastal services is an area of particular business interest especially in view of the activity which is expected to grow in our country in the coming years for extraction of hydrocarbons. We follow with interest the developments of the investigations to decide which of the support services we will deal with.

7th Annual Capital Link in Athens

A Forum with huge success The 7th Annual Capital Link “Operational Excellence in Shipping Forum” took place on November 1, 2017 at the Divani Caravel hotel in Athens, Greece, with huge success attracting more than 650 participants. The Forum was organized in Cooperation with the Danish Shipowners Association, the German Shipowners Association and the Greek Shipping Cooperation Committee. With a 7-year track record it is the only Forum that showcases Operational Excellence in the Maritime Sector and explores Best Industry Practices across all major areas such as fleet management, technological innovation, crewing, energy efficiency and the environment, safety & security. The Forum also aimed to highlight companies that implement Best Industry Practices as part of their Corporate Culture. The Forum provides an interactive platform on the topic of Operational Excellence, Best Industry Practices and Sustainability linking shipping companies, charterers, government and nongovernment industry associations, classification societies, P&I Clubs, flag registries, technology & service providers and the financial and investment community. It’s interesting to see how the industry has embraced this Forum. This year, Senior Executives from 26 leading shipping companies, 3 major classification societies, as well as charterers, financiers and key industry organizations came together to discuss geopolitical, regulatory and market trends that affect shipping and how the implementation of Best Industry Practices translates into tangible commercial, operational and financial competitive advantages. The extensive shipping company participation in the Forum is key. Safe, efficient and compliant operations are the backbone of the industry, and the Forum attributes to the Operational Side of the business and to the companies that implement Best Industry Practices the attention they deserve. The Forum opened with Welcome Remarks by Nicolas Bornozis, President, Capital Link Inc. who thanked the Danish, the German Shipowners’ Associations and the Greek Shipping Cooperation Committee for their cooperation and support. Kenney, Director of Legal and External Affairs – International Maritime Organization (IMO) • Stavros Hatzigrigoris, Managing Director – Maran Gas Maritime Inc. • RADM Linda Fagan, Deputy Commandant for Operations Policy and Capabilities – United States Coast Guard Dr. John Kokarakis, stated: “The Environmental Regulations Compliance Panel focused on critical questions such as: financial recovery and sustainability in times of economic crisis, potential lack of technology for efficient and fair compliance, need for innovative forms of propulsion and fuels, crew training, compliance enforcement and control. What would be the impact on shipping? Would the shipping industry respond to the challenges ahead? Should incentives be provided to green ships to increase investment in green technologies? What procedures should shipping follow to enhance its image as a leader of green technologies and the most efficient mode of transportation?”

assessment and optimisation, safety improvement, condition/ risk-based maintenance, etc. Connectivity and the faster-than-anticipated-approaching internet of things, have opened to cyber-related risks. The panel discussed the possible severity of cyber-security risks for a ship and a shipping company. Are we maybe overreacting and creating ghosts? Is maybe the danger more internal than external? In addition to technical barriers, the development of fit-forpurpose information security management systems is of necessity given the pace of technology development. Finally, the most important aspect identified is the development of the corresponding company culture that focuses on the human factor and the continuous awareness, training and behavioural improvement. Summarizing, the panel concluded that wise-investment, step by step implementation and embracing of new technologies is a must for a modern shipping company to capitalize from the benefits that technology offers and improve competitiveness.”

Will it really make a difference?” Moderator: Ioannis Chiotopoulos, Regional Manager South East Europe and Middle East – DNV GL – Maritime Panelists: • Panos Kourkountis, Technical Director – Andriaki Shipping • Stefanos Stylianos, SQ & Marine Manager/DPA – Minerva Marine Inc. • Vasileios Lampropoulos, Chief Operating Officer – Thenamaris Ships Management Inc. • Socrates Theodossiou, Chief Executive Officer – Tototheo Maritime Ltd Ioannis Chiotopoulos, stated: “Our panel in “dialogue” with a vibrant audience discussed the topics of big data and cybersecurity. Is traditional circle of shipping in danger? We go onboard load, take vessel from A to B, discharge, maintain and repair our ships. We gather experience and knowledge which we then take it to our offices onshore and manage our assets Will the rapid technology development and digitalization indeed changing shipping? Will above circle be broken and we need to adapt to a new way of thinking and operating? Who is digitalization to tell us that we do not know our business well enough? Digitalization has enabled the acquisition of abundant amounts of data per ship on a daily basis. To be meaningful, however, the data need to be correctly captured and managed. Data need to be combined and processed with the right methodologies so that useful insights can be generated. Although many claim that they do it, this is far-from-trivial. If done successfully, however, data can unlock benefits of significant value when it comes to condition monitoring, performance

It’s important to identify those coverages as well as the gaps common to most policies.” Schapiro shared that, “Cyber presents risk as great as those perils that we normally insure against. Businesses need to invest in prevention, and remain compliant with new regulations and guidelines. Cyber preparedness is crucial to seaworthiness.” The consultants pointed out the availability of specially designed policies for the marine industries.

IMO: Progress made in developing GHG

strategy for international shipping The second meeting of the Intersessional Working Group on Reduction of Greenhouse Gas (GHG) Emissions from Ships (23-27 October) has made progress in starting to shape a draft initial IMO GHG strategy including refining the vision for IMO, which will express IMO’s further commitment to reducing GHG emissions from international shipping. While the structure of the strategy has been largely agreed, the detailed text to be included is still under discussion. A wide range of detailed proposals were put forward for inclusion in the draft initial strategy. These included those relating to the vision, levels of ambition, guiding principles, candidate measures, barriers and supportive measures and follow up actions. The group agreed that the draft strategy should incorporate a process for its periodic review. The group agreed that candidate short-term measures could be measures finalized and agreed by the Marine Environment Protection Com-

mittee (MEPC) between 2018 and 2023; candidate mid-term measures could be measures finalized and agreed by the MEPC between 2023 and 2030; and candidate long-term measures could be measures finalized and agreed by the MEPC beyond 2030. Dates of entry into force and when the measure can effectively start to reduce GHG emissions would be defined for each measure individually. The group supported the need for early action. The group highlighted the need to consider carefully the potential impact of measures on States, particularly the Least Developed Countries (LDCs) and Small Island Developing States (SIDS). The group also recognised the need to address barriers and provide supportive measures, including capacity building and technical cooperation; and research and development especially into alternative fuels. The aim is to reach consensus at the next meeting. IMO Secretary-General Kitack Lim said, “The working group made some

considerable progress in bringing together the proposals for the different elements of the draft IMO GHG strategy. I am confident that Member States will continue to work on this ahead of the next working group session, to build convergence so that the draft initial IMO GHG strategy can be adopted as planned at the next session of the Marine Environment Protection Committee in April 2018.” The Working Group’s report, along with other submissions, will go forward to the third Intersessional Working Group session, scheduled to meet 3-6 April 2018. The third session is expected to finalize a draft initial IMO GHG strategy, to be put forward for adoption by the Marine Environment Protection Committee (MEPC 72) (913 April 2018). This is in accordance with the timeline set out in the Roadmap for developing a comprehensive IMO strategy on reduction of GHG emissions from ships, which was approved at MEPC 70. IMO has already adopted global mandatory measures to address the reduction in GHG emissions from ships. IMO is also executing global technical cooperation projects to support the capacity of States, particularly developing States to implement support energy efficiency in the shipping sector. The Intersessional Working Group on Reduction of Greenhouse Gas (GHG) Emissions from Ships was attended by more than 200 delegates, from more than 50 Member States. Participants from international intergovernmental organizations and from a range of international non-governmental organizations in consultative status with IMO also participated in the meeting.

BMA advises on Oil Record Book procedures The Bahamas Maritime Authority issued a bulletin providing guidance on making Oil Record Book (ORB) entries and related procedural matters, and confirming BMA requirements in respect of the Oil Record Book Part I (Machinery Space Operations) and associated entries. In particular, the BMA said that it has no objection to the use of Oil Record Books issued by other Administrations, provided that they are in the format specified in Appendix III of MARPOL Annex I, as amended by MEPC.187(59). However, it should be noted that Port State Control officers often raise deficiencies where Oil Record Books are used which are not issued by the ship’s flag State. Further, BMA clarifies that the Oil Record Book may not be removed from any Bahamian ship and it is to be kept on board at all times, readily available for inspection or copying. When there is a change in the Company operating the ship, Oil Record Books may be removed from the ship to a place of safekeeping by the former Company. Each book is to be kept for a period of not less than three years from the date of last entry and must remain available for inspection by a competent authority, if required. In the case of Oil Record Book removal by a former Company, a certified copy of the last Oil Record Book in use must be left on board for the benefit of the new

The copy need not be in colour and may take the form of loose leaves, however such leaves must be suitably bound to form an accurate representation of the completed parts of the book in its original format. Certifying of the copy may take the form of a declaration on Company headed paper, signed and stamped by the ship’s Master. The new Company shall open a new Oil Record Book from the date of taking over management of the ship. In cases where the BMA has approved the use of an electronic log book system by a Company, the following conditions apply to the electronic Oil Record Book: • The electronic ORB shall record all details specified in Appendix III of MARPOL Annex I, as amended by MEPC.187(59); • All events recorded shall have an electronic stamp or input with time, date, name and rank of the person making the entry; • Any events deleted shall be recorded with time, date, name and rank of the person deleting the entry; • The Master and all other relevant officers must be capable of electronically registering their signature or endorsement in all applicable sections; • Data recorded in the electronic ORB shall be retrieved periodically for presentation to the competent authority when required under Regulation 17.7 of MARPOL Annex I, or Port State Control inspections conducted under IMO Resolution A.1052(27) or other individual State or regional regimes. The retrieved data shall be printed out in the format specified in Appendix III of MARPOL Annex I and be verified and signed by responsible officers and the Master. The retrieval period and instructions for the handling of printed-out data shall be clearly outlined in the Company’s Safety Management System; • The electronic ORB shall be retained for a period of not less than three years; • A certified copy of the electronic ORB shall be provided to the new Company if the ship changes management.

Wilhelmsen eyes efficiency gains by sharing data on DNV GL’s Veracity platform Wilhelmsen is exploring concrete ways of leveraging their data on DNV GL’s Veracity industry platform. In one of the first data sharing pilot projects on the new open platform, Wilhelmsen is testing a system to share ship compliance and condition data with port state authorities to reduce paper work and physical inspections when entering ports. “As ships and their systems become more sophisticated, we have more equipment with sensors onboard that are generating and sharing data. If we can gather and systemize this data, this opens up a huge range of possibilities, for example predicting mainRemi Eriksen tenance needs, optimizing vessel performance and safety, or, as we are now testing, making port entry procedures more smooth and efficient. The Veracity platform from DNV GL enables us to make better use of this data by being able to invite partners, suppliers and other stakeholders to share data and collaborate on the platform,” says Inge André Sandvik, Chief Digital Officer at The Wilhelmsen Group. Currently, Wilhelmsen and DNV GL are testing a pilot proj-

ect on the Veracity platform in cooperation with a major port state authority. Wilhelmsen has created a secure data container on Veracity, where they can collect compliance, condition and other relevant data on their vessels. Through the platform, they are then able to grant the PSA access to this data, reducing paper work and speeding port entry. “The project is still in an early phase, but it shows how an open and secure data platform could reduce friction between stakeholders and create greater efficiencies,” says Sandvik. Bjørn Tore Markussen, Managing Director of the Veracity platform unit in DNV GL, says: “We have built Veracity to create a secure data platform for digital innovation and collaboration that can drive improved business performance and safety management. Veracity is designed especially with asset owners like Wilhelmsen in mind, who face the challenge of having data in many different “silos”, which can prevent them from extracting the true value of their data.” Veracity allows Wilhelmsen to share and aggregate data in a secure manner, while facilitating connections between different industry players. Veracity also includes a marketplace, where platform users can access industrial applications and data analytics services that can help them make better use of their data. These services are provided not only by DNV GL, but by other qualified data, data analytics, software and digital solutions providers. Remi Eriksen, Group CEO and President of DNV GL, says: “Wilhelmsen and DNV GL have a 150-year long track record of driving innovation in the maritime industry. Wilhelmsen is also a frontrunner on digitalization in the maritime industry, which is why we are so pleased to be working with them to explore the value of the Veracity industry platform.”

ICS encouraged by EU faith in UN IMO to further reduce shipping’s carbon emissions

Simon Bennett

Speaking from the UN Climate Change Conference in Bonn, ICS Director of Policy, Simon Bennett, has commented on the provisional decision by the European Union not to include shipping within the full scope of the regional EU Emissions Trading System (ETS). “We think that this demonstrates confidence within the EU institutions in the current progress being made at the UN IMO to develop an ambitious strategy that will deliver additional CO2 reduction measures, consistent with the shipping industry’s own vision of zero emissions, as soon as possible.” Mr Bennett added: “We understand that the date which the EU has agreed for when the European Commission will next closely examine the progress that has been made globally is consistent with those time lines agreed by all IMO Member States.” ICS – the global trade association for shipowners – believes the decision also

shows a welcome recognition within the EU, including the European Commission, that ETS, is an inappropriate tool for application to an industry like shipping. This is because of the huge risk of creating serious market distortions and the administrative challenge of incorporating tens of thousands of ships operated by thousands of SMEs into a discredited system which the EU is already struggling to reform. “The industry does not support the concept of Market Based Measures (MBM),” said Mr Bennett. “But in the event that, as part of the IMO strategy, MBMs are included as a possible candidate measure, today’s EU decision does at least make it more likely that the type of MBM that might be explored would be a global fuel levy. “And compared to the nightmare of a regional ETS, a global fuel levy would clearly be the preference of the vast majority of shipowners should an MBM ever be imposed on them.”

Liberia, USCG discuss BWM developments The Liberian Registry recently co-hosted a round-table discussion with the U.S. Coast Guard (USCG) and twelve shipping companies to debate topical issues relating to ballast water. USCG Captain Scott Kelly gave a detailed description of the U.S. ballast water regulations, explaining that the U.S. regulations and type approval ratings differ from those prescribed by the IMO and that there is no intention to change this. Furthermore, he highlighted the various systems and the

complex challenges owners and operators have to deal with, describing in the same time the options available to achieve compliance with the U.S. and international regulations. He also noted that more systems and more USCG guidance are on the way. Liberian Registry’s discussion with USCG comes in a time when, earlier this year, Liberia announced that it welcomes the agreement reached by the IMO MEPC about the implementation schedule for the Ballast Water Management Convention (BWMC), as this broadly incorporates the terms of an amendment initially proposed by Liberia. In particular, the 71st session of the MEPC in London decided that ships built after 8 September 2017 must have a ballast water management system (BWMS) installed upon delivery. Existing ships, however, will have a deadline until their first or second MARPOL Annex I IOPPC renewal survey after 8 September 2019 to install a BWMS, depending on when the survey occurs.

DNV GL line optimization brings 10% fuel savings for Hapag-Lloyd Cruises’ new expedition cruise vessels Design changes made as a result of working with DNV GL has resulted in projected annual fuel savings of more than ten per cent for the new HapagLloyd Cruises passenger expedition ships. The two vessels, HANSEATIC nature and HANSEATIC inspiration, are currently under construction at the Vard Shipyard in Romania and Norway and are expected to launch in April and October 2019.

Brought in during the initial design and conception phase, DNV GL experts first created and explored more than 100,000 hull variations for the vessels. They worked to give Hapag-Lloyd Cruises and Vard an idea of the technical possibilities of various hull forms and how the interactions between the hull form, the initial general arrangement and stability requirements would impact fuel consumption. “The design concept for the two new ships was ‘inspired by nature’,” says Dr. Henning Brauer, Head of New Builds, Hapag-Lloyd Cruises. “The vessel interiors have been created to reflect the environments our passengers are experiencing inside the ships. Norwegian Cruise Line orders PrimeServ upgrades for multiple vessels Engine insulation to be brought up to SOLAS standard in advance of required timeline MAN PrimeServ, MAN Diesel & Turbo’s after-sales division, has confirmed an order from Norwegian Cruise Line for SOLAS (Safety of Life at Sea) insulation upgrades for nine ships, totalling 44 engines, from the company’s fleet. The order covers the equipping of all engines with an output of over 375 KW with heat insulation, spray protection and resistance to flammability and fluid density, according to the SOLAS 220 convention. MAN 48/60B, 48/60A and 58/64 engine types will receive the upgrades, which represent the first such order from the Miami-based company. The project will be completed in 2018. Giovanni Canu – Vice President, Technical Operations for Norwegian Cruise Line – underlined the importance of safety aboard the company’s fleet of vessels and employing the use of the modern solutions available. Paolo Mele – Senior Vice President, Technical Operations for Norwegian Cruise Line Holdings – said: “Safety is the top priority at Norwegian Cruise Line and we use all the tools available to ensure the safety of our guests, crew and ships and do so in a transparent fashion such that customers and crew can clearly see it, and in advance of regulatory requirements.” Dr Thomas Spindler, Head of Upgrades and Retrofits, MAN PrimeServ Four-Stroke, said: “Planning the execution of the insulation upgrade – such that it takes place without disruption to normal cruise schedules – is a key element of this order; indeed, we have already started with the first Norwegian Cruise Line vessel. This is a very significant order for MAN PrimeServ, and I am certain it will not be the last as we are currently holding negotiations with other parties within this segment.” MAN Diesel & Turbo considers this project a very good example of what it means to act as one global player for its customers worldwide and to execute projects as one big team. This project will be handled from MAN Headquarters PrimeServ Diesel Upgrade & Retrofit and local office, PrimeServ Fort Lauderdale, USA. Both Dr. Thomas Spindler and Michael Kontny (General

(l to r) Fabricio Picolo, Thomas Beckmann, Roumen Boev, Michael Kontny, Giovanni Canu, Dr. Thomas Spindler, Sime Utkovic, Luca Vecchione, José Sanchez

Manager, PrimeServ Fort Lauderdale) see this as a very good platform to show customers how the company is able to operate worldwide and use resources established in recent years.

Rationale behind SOLAS Hot spots can affect and damage other engine components, while splashing fuel-oil has the potential to result in engineroom fires as well as serious accidents to a ship’s crew. In order to ensure conformity with SOLAS, MAN PrimeServ has carefully examined engine insulations and heat shielding after certain service periods over many years. Results have shown that the MAN engines’ original SOLAS insulation displayed neither abrasive spots from operation nor any spots soaked with fluid or impermissible heat leakages. Especially ships that were built before 2003 are not SOLAS-compliant and have to be upgraded through tailormade solutions.

The SOLAS convention The International Convention for the Safety of Life at Sea (SOLAS) is an international maritime treaty that requires signatory flag states to ensure that flagged ships comply with minimum safety standards in construction, equipment and operation. The SOLAS Convention in its successive forms is generally regarded as the most important of all international treaties concerning the safety of merchant ships.

Μερικές σκέψεις και απορίες, οι οποίες γεννήθηκαν εξ αφορμής της ανείπωτης καταστροφής, που διέλυσε την Δυτική Αττική και ξεχαρβάλωσε τη χώρα... Γιατί πήγε "στη ζούλα" ο πρωθυπουργός στις πληγείσες περιοχές; Δεν είχε δει τον Ομπάμα και τον Μακρόν με γαλότσες στις πλημμύρες που έπληξαν τις δικές τους χώρες; Γιατί "κρύφτηκε" η κυρία Δούρου και "ξεμύτισε" όταν έπεσε το -απολύτως δικαιολογημένο και ελαφρύ, κατά τη γνώμη μου- "κράξιμο"; Γιατί η κυρία Δούρου μας θεωρεί "μ" και κατέθεσε μηνυτήρια αναφορά κατά του... εαυτού της; Γιατί εκείνος ο νεαρός αυθάδης αντιπεριφερειάρχης (και συνάδελφος) δεν έχει ακόμη αντιληφθεί ότι το θράσος και το πένθος είναι καταστάσεις που δεν "παντρεύονται"; Γιατί η υπουργάρα Χρήστος Σπίρτζης δεν έσπευσε να επιστρέψει από όπου κι αν βρισκόταν, ως υπουργός-αρμόδιος για όσα απίθανα συνέβαιναν και συμβαίνουν στις πληγείσες περιοχές; Γιατί δεν βγήκαν οι "συνιστώσες" και οι ΜΚΟ να διαμαρτυρηθούν και να καταγγείλουν "παραβίαση ανθρωπίνων δικαιωμάτων", επειδή η Αστυνομία μπουζούριασε Ρομάδες που πλιατσικολόγησαν σε σπίτια και καταστήματαρημάδια; Γιατί κάποιοι απίθανοι συριζαίοι καλοπληρωμένοι και μπουκωμένοι, συνεχίζουν να λένε ότι για την καταστροφή δεν έχει ουδεμία ευθύνη η κυβέρνησή τους αλλά φταίει η... κλιματική αλλαγή; Γιατί μου έχει καρφωθεί η ιδέα ότι χειρότερη, πιο ερασιτεχνική, επιπόλαιη, επιδερμική, άστοχη, φαφλατάδικη, μπουρδολογική και ελαφρότατη άσκηση διακυβέρνησης από αυτή των παιδιών της "Αριστεράς" δεν έχουμε μέχρι σήμερα ματαδεί; Γιατί δεν έχει βγει εκείνος ο υπουργός, που είχε εκφρασθεί απαξιωτικά για το Πυροσβεστικό Σώμα, (βλέποντας τα θαύματα των πυροσβεστών στις πλημμύρες) να ζητήσει, αναδρομικά, εκατό φορές συγγνώμη; Γιατί τα παιδιά που κυβερνούν (ως από play-room) τη χώρα, δεν βάζουν να ακούσουν όσα καταλόγιζαν στους προκατόχους τους, τους οποίους ξεπερνούν πλέον σε όλα τα στραβά και ανάποδα; Γιατί η κυβέρνηση, αντί να σκέφτεται πώς θα μας βουτήξει μισθούς και συντάξεις και πώς θα μας υπερφορολογήσει για να μοιράσει "καθρεφτάκια" στους ιθαγενείς (λέγε με πλεόνασμα), δεν έριξε εκείνα που μας άρπαξε σε έργα υποδομών; Γιατί, που να πάρει η ευχή, ερωτεύτηκα νέος, παντρεύτηκα νέος και δεν έφυγα όπως τόσοι και τόσοι, στο εξωτερικό αλλά έμεινα εδώ για να τρελαίνομαι, "το κέρατό μου";

"Γάλλος υπήκοος, ηλικίας 22 ετών, συνελήφθη λίγο μετά τα μεσάνυχτα, από αστυνομικούς της Ασφάλειας, που κινούνται στην Αθήνα ενόψει του εορτασμού του Πολυτεχνείου, έξω από το Υπουργείο Πολιτισμού, στην οδό Μπουμπουλίνας, την ώρα που κατέστρεφε κάμερες με έναν λοστό. Μαζί του ήταν ένας ακόμα νεαρός που κατάφερε να διαφύγει. Στην κατοχή του 22χρονου βρέθηκαν ο λοστός και μία κάμερα, που είχε αρπάξει, ενώ διαπιστώθηκε ότι είχε σπάσει άλλες δύο κάμερες. Ο συλληφθείς θα οδηγηθεί στον εισαγγελέα κατηγορούμενος για φθορές, κλοπή και αντίσταση" (από το ρεπορτάζ των εφημερίδων)... Μου το έλεγαν, αλλά δεν το είχα, μέχρι προσφάτως, πιστοποιήσει. Μου έλεγαν ότι κάθε χρόνο, κατά την περίοδο του "Πολυτεχνείου", έρχονται νεαροί "μπαχαλάκηδες" από άλλες ευρωπαϊκές χώρες "για να περάσουν καλά"... Όταν ρώτησα τί ακριβώς σημαίνει "περνώ καλά" στην Αθήνα του Νοεμβρίου, μου είπαν απλά: "Εκτόνωση, συγκρούσεις με την Αστυνομία, μολότωφ, καταστροφές αυτοκινήτων, πετροπόλεμος, φωτιές, κυνηγητό στους δρόμους και όλα αυτά χωρίς να κινδυνεύεις να συλληφθείς", όπως μου το ανέλυσε φίλος, πανεπιστημιακός, που διαμένει μονίμως στο εξωτερικό... Να, λοιπόν, μια ακόμη μορφή "εναλλακτικού τουρισμού", η οποία κακώς- έχει διαφύγει από τα "λαγωνικά" του ΕΟΤ. Σαν να βλέπω την σχετική αφίσα στους δρόμους των ευρωπαϊκών πόλεων. "Ελάτε στην Αθήνα τον Νοέμβριο. Μάχες εκ του συστάδην με την Αστυνομία! Αληθινές μολότωφ, πετροπόλεμος, κυνήγι στους δρόμους γύρω από το Αρχαιολογικό Μουσείο, κάτω από την Ακρόπολη! Δακρυγόνα, καπνογόνα, βόμβες κρότου, πλαστικές σφαίρες. Σύλληψη από τις αρχές και άμεση απελευθέρωση. Διανυκτέρευση δωρεάν στα υπόγεια του Μετσοβείου". Απίθανο; Να μην σας πω ότι πολλοί από την κυβερνητική παράταξη θα ήταν πρόθυμοι να πρωταγωνιστήσουν και στο σχετικό διαφημιστικό "τρέιλερ". Να μην σας πω ακόμη ότι θα υπήρχε και ο (πανταχού παρών) συντάκτης του "Αθηναϊκού Πρακτορείου" που θα κατέγραφε και θα μετέδιδε τις εντυπώσεις των αλλοδαπών "εναλλακτικών επισκεπτών"... Ξυπνάς, λοιπόν, στο Άμστερνταμ, όπου έτσι και πετάξεις μολότωφ είσαι μπαγλαρωμένος την επόμενη στιγμή: "Δεν πάω μέχρι την Αθήνα για ένα τριήμερο, τζάμπα ύπνο στο Πολυτεχνείο, τζάμπα φαγητό, αφού με τρία σουβλάκια είσαι χορτάτος και έχει σπάσιμο βιτρίνας, κάψιμο αυτοκινήτων, ίσως και ανταλλαγή αληθινών πυρών;". Έχεις κλείσει από καιρό φτηνό εισιτήριο με επιστροφή, έχεις και φίλους στην Αθήνα, οργανωμένους σε "ομάδες ακτιβισμού" και κάνεις το ταξιδάκι για να εκτονωθείς... Μην σας φαίνονται υπερβολικά όλα αυτά. Αν ο νεαρός Γάλλος είχε συλληφθεί να καταστρέφει κάμερες στη Σανζ Ελυζέ (και η οδός Μπουμπουλίνας κέντρο πρωτεύουσας είναι) θα τον έψαχνε η μάνα του επί εβδομάδες. Εδώ, όμως, έχουμε την μέθοδο της "προσαγωγής". καφεδάκι στο αστυνομικό τμήμα, κινητοποίηση των δικηγόρων-εργολάβων παρομοίων υποθέσεων, ίσως και κάποιο τηλεφώνημα και πάει η γάτα, πάει και η ζημιά... Ειλικρινά, δεν έχω ακόμη καταλάβει πώς ακόμη και την απόδοση τιμής (έστω και θολής) σε μια επέτειο, όπως αυτή των γεγονότων του Πολυτεχνείου, τη μεταβάλαμε σε πληγή. Τελικά είμαστε λαός μοναδικός. Μπορούμε να ευτελίσουμε τα πάντα, με τον πιο απλό τρόπο. Δεν είναι εκπληκτικό;

NOVEMBER 2017 SHIPPING

Οι Έλληνες επιχειρηματίες της θάλασσας έχουν καταβάλει το 22,9% από το συνολικό κονδύλι, που έχει διατεθεί παγκοσμίως για αγορές και το οποίο ανέρχεται στα 17,4 δισ. δολάρια. Έχουν, επίσης, αγοράσει το 18,6% από τον συνολικό αριθμό πλοίων που πουλήθηκαν και ο αριθμός τους ανέρχεται στα 1.375. Οι δεύτεροι στον αγώνα αυτόν Κινέζοι, δηλαδή το κινεζικό κράτος, έχουν επενδύσει δύο δισεκατομμύρια δολάρια, τα μισά δηλαδή από όσα επένδυσαν ελληνικών συμφερόντων ναυτιλιακές εταιρείες! Είπατε τίποτε;
