Dr. Assoun’s scientific journey began with a foundation in physics, where his Ph.D. in Atomic Spectroscopy from the University of Paris VII set the stage for groundbreaking research.
His early focus on creating laboratory plasmas comparable to the radiation emitted by stars allowed him to delve into the mysteries of stellar compositions. The plasma techniques he developed provided
crucial insights into the makeup of stellar coronae, including key elements like carbon, silicon, and boron.
It wasn’t long before his work attracted the attention of the National Institute for Astrophysics (INAG) in Meudon, France, and subsequently, NASA. In the early 1980s, NASA Director J.R. Carruthers and
Dr. W.H. Steurer from the Jet Propulsion Laboratory (JPL) invited Dr. Assoun to become a Scientific Advisor for NASA’s Extraterrestrial Program.
His contributions to space programs, particularly the PERT (Plasmas for Extraterrestrial Resources and Technologies) initiative, played a pivotal
role in advancing technologies for mining, refining, and space debris remediation. These efforts are now essential components of future missions to Mars, the Moon, and beyond, as humanity explores sustainable resource extraction and extraterrestrial living.
BRIDGING PHYSICS AND MEDICINE THE BIRTH OF QUANTUM MEDICINE
Not content with limiting his expertise to the realm of astrophysics, Dr. Assoun expanded his research into biology, co-founding the revolutionary field of Quantum Medicine alongside Dr. Lambin Dostromon. In 1964, Malta attained Independence from the British Empire. Ten years later it become a Republic with a Maltese Head of State, Professor Anthony Mamo as its first President of Malta. In 1979, Malta ceased to be a British military base, and in 2004, Malta joined the European Union. In forty years of political, economic, diplomatic and social development, Malta morphed from follower
to leader with Peace, Security, Stability and Prosperity as its banner.
This year 2024, marks these Four Anniversaries. Proud of their history and heritage, the Maltese people spurred by visionary and ambitious leaders, strived to make their nation among the most sought after in the Euro-Mediterranean region and in the world. Be it for the financial market, the ease by which commerce can be done, the opportunity to invest, the fortitude of entrepreneurs to venture beyond Malta’s shores, the beauty of its culture, the sublime experience of its historical sites, or simply the balanced mix of work and life, the Maltese islands and its friendly people offer an experience for both as a safe, secure and peaceful existence as well as active, lucrative and expanding business contacts.
At the end of 2024, Malta completes its twoyear tenure as non-permanent member of the UN Security Council. An experience, not without its hurdles, Malta has defined itself as a beacon of peace and a champion for human dignity around the most important table in the whole world.
Former President George Vella, the Honourable Prime Minister Robert Abela, and Foreign Minister Ian Borg as well as other Maltese Ministers have had the opportunities to lead important initiatives and signature events to advance security and stability where there is conflict, suffering and strife. In November 2023, Malta also spearheaded an important UN Security Council resolution calling for humanitarian pauses in Gaza, to enable the safe passage of humanitarian aid. In 2024, Maltese Foreign Minister Ian Borg is also the Chair-in-Office of the Organization for Security and Cooperation in Europe (OSCE), the largest regional security organization in the world. Malta was unanimously voted
to chair this organization during some of its most challenging times, following unanimous approval by its 57 participating states.
Set in the heart of the Mediterranean, Malta is the perfect crossroads between Europe and Africa. In the past 25 years, it has also marked its position as a bridge between West and East, where, like in centuries gone by, the unassuming traveller discovers a safe port, a peaceful getaway yet also a connection point – a melting pot, if you wish – for nationalities and cultures to fuse and synergise.

One of the biggest hurdles is preserving the integrity of Mdina’s ancient architecture while preparing the streets for a competitive race. HOW CYBER RISKS HAVE BECOME BUSINESS RISKS

Cyber risk is business risk. Anything that threatens IT threatens the company. We have become extremely dependent upon our digital assets. As a result, business leaders need to realize the magnitude of the change.
The essence of what visionaries have shared with me in the last couple of months shows how much cybersecurity is now a permanent topic of discussion among chief information security officers (CISOs) and their corporate leadership.
ASSESSING CYBER RISKS
Perhaps the most crucial role of the CISO is to rank cyber risks by order of actual impact. This requires an equal understanding of business and technology, as well as a sense of how objects that were never designed to be
secure behave under attack. It is not an easy task, and not only for technological reasons.
Part of this assessment requires understanding the priorities inside the organization’s value chain and securing them accordingly. The second challenge is to look beyond the organization and see how outside forces may impact it. And among these external forces, we find the compliance framework.
These new laws and regulations are necessary. They protect human beings, intellectual property, and the ability to invent and innovate. From this perspective, compliance standards are good. However, their demands are increasing daily.
This very duality, good and complex, challenges many IT departments. They must ask themselves: How do we integrate legal considerations into what used to be a pure technological battlefield? The solution is to start from the top.
The board of directors should always have this duality in mind. The more directors know about cyber risks and government regulations, the better.
Consider the European Union’s Digital Operations Resilience Act (DORA). This legislation is focused on the European banking and financial system. Still, its mindset and practices can be applied outside the financial domain, particularly as risk is a central component of these practices.
More than ever, getting your board on board with cybersecurity risk is key today.
MITIGATE RISKS
In the past, resilience was more of a technical concept. It was about bringing back the servers. Today, it is a legal requirement documented by an auditable plan.
We have moved from a series of technical steps to a contractual re-establishment of critical services.
FOUR TYPES OF CONSIDERATIONS UNDERPIN THESE PLANS
PRIORITIZED RECOVERY
A very delicate ranking that can only be established through a regular exchange between the board and the operations team. The board's sign-off is crucial here. Otherwise, who would ever qualify their own activity as noncritical?
However difficult to establish, this ranking is truly a fascinating exercise that brings the CISO and team to the heart of the business.
DEFENDING STRATEGIES
Assessing the right combination of products, services, staffing, and processes is crucial. Less is more in this matter. After years of accumulation, cyber officers have realized the hard way that a maelstrom of products and vendors was not very efficient. The next era of security will happen via convergence, not addition.
OFFER OPTIONS
This is about providing information and an array of solutions in which, ultimately, the board makes the call. It is part of the CISO’s job to offer scenarios as a series of documented steps: investment 1, timeline 1, benefits 1, and risk 1.
Then, the CISO can suggest a second and a third sequence of the above. Choosing how to proceed is the board’s job. This way, the CISO becomes an empowered execution lever for a consensual decision instead of being pinpointed as the only one to blame for the results.
EXECUTIVE LEADERSHIP
The CISO needs to report directly to the CEO, otherwise the job is a “widow maker.” The consequences of unclear or diluted support go beyond the discomfort of the position; the survival of the company is at stake.
In 2024 and beyond, submitting cybersecurity to any other consideration than the company strategy is a major governance mistake. Like the Titanic shipbuilders who traded rescue boats for rooms on the sundeck. Cybersecurity is not only about avoiding icebergs. It is a holistic approach that embraces all the
active and passive security dimensions into one integrated platform. Holistic here does not mean monopolistic.
Legacy, old-school, best-of-breed, and point solutions are facts of life. However, the number of technologies, vendors, processes, and the magnitude of digital transformations call for simplification. Too often, this maelstrom turns into major incidents that operate as wake-up calls.
Then the question is not about the 1 million dollars we did not spend, but about the 100 million dollars we just lost.
AS THE ‘AGE OF AI’ BECKONS, IT’S TIME TO GET SERIOUS ABOUT DATA RESILIENCE

Almost two decades ago, Clive Humby coined the now-infamous phrase “data is the new oil”. With artificial intelligence (AI), we’ve got the new internal combustion engine. The discourse around AI has reached a fever pitch, but this ‘age of AI’ we have entered is just a chapter in a story that’s been going on for years - digital transformation.
The AI hype gripping every industry right now is understandable. The potential
is big, exciting, and revolutionary, but before we run off and start our engines, organizations need to put processes in place to power data resilience and ensure their data is available, accurate, protected, and intelligent so that their business continues to run no matter what happens. Look after your data, and it will look after you.
Take control before shadow sprawl does It's far easier to manage with training
and controls early on when it comes to something so pervasive and everchanging as a company’s data. You don’t want to be left trying to ‘unbake the cake.’ The time to start is now. The latest McKinsey Global Survey on AI found that 65% of respondents reported that their organization regularly uses Gen AI (double from just ten months before). But the stat that should give IT and security leaders pause is that nearly half of the respondents said they are
‘heavily customizing’ or developing their own models.
This is a new wave of ‘shadow IT’ – unsanctioned or unknown use of software, or systems across an organization. For a large enterprise, keeping track of the tools teams across various business units might be using is already a challenge. Departments or even individuals building or adapting large language models (LLMs) will make it even harder to manage and track data movement and risk across the organization.
The fact is, it’s almost impossible to have complete control over this, but putting processes and training in place around data stewardship, data privacy, and IP will help. If nothing else, having these measures in place makes the company’s position far more defendable if anything goes wrong.
MANAGING THE RISK
It’s not about being the progress police. AI is a great tool that organizations and departments will get enormous value out of. But as it quickly becomes part of the tech stack, it's vital to ensure these fall within the rest of the business's data governance and protection principles.
For most AI tools, it's about mitigating the operational risk of the data that flows through them. Broadly speaking, there are three main risk factors: security (what if an outside party accesses or steals the data?), availability (what if we lose access to the data, even temporarily?), and accuracy (what if what we’re working from is wrong?).
This is where data resilience is crucial. As AI tools become integral to your tech stack, you need to ensure visibility, governance, and protection across your entire ‘data landscape’. It comes back to the relatively old-school CIA triadmaintaining confidentiality, integrity, and availability of your data. Rampant or uncontrolled use of AI models across a business could create gaps. Data resilience is already a priority in most areas of an organization, and LLMs and other AI tools need to be covered.
Across the business, you need to understand your business-critical data and where it lives. Companies might have
good data governance and resilience now, but if adequate training isn’t put in place, uncontrolled use of AI could cause issues. What’s worse, is you might not even know about them.
BUILDING (AND MAINTAINING) DATA RESILIENCE
Ensuring data resilience is a big task - it covers the entire organization, so the whole team needs to be responsible. It’s also not a ‘one-and-done’ task, things are constantly moving and changing. The growth of AI is just one example of things that need to be reacted to and adapted to.
Data resilience is an all-encompassing mission that covers identity management, device and network security, and data protection principles like backup and recovery. It’s a massive de-risking project, but for it to be effective it requires two things above all else: the already-mentioned visibility, and senior buy-in. Data resilience starts in the boardroom. Without it, projects fall flat,
funding limits how much can be done, and protection/availability gaps appear. The fatal ‘NMP’ (“not my problem”) can’t fly anymore.
Don’t let the size of the task stop you from starting. You can’t do everything, but you can do something, and that is infinitely better than doing nothing. Starting now will be much easier than starting in a year when LLMs have sprung up across the organization.
Many companies may fall into the same issues as they did with cloud migration all those years ago, you go all-in on the new tech and end up wishing you’d planned some things ahead, rather than having to work backwards. Test your resilience by doing drills - the only way to learn how to swim is by swimming.
When testing, make sure you have some realistic worst-case scenarios. Try doing it without your disaster lead (they’re allowed to go on vacation, after all). Have a plan B, C, and D. By doing these tests, it’s easy to see how prepped you are. The most important thing is to start.
TAKING BACK IT AND SECURITY CONTROL – CONNECTIVITY CLOUD

Historically IT operations and security teams focused mostly on managing their organization’s on-prem environment. But as business requirements changed, customer bases became global, and remote work took root, these technology teams were handed responsibility across more domains: cloud deployments, SaaS applications, and the public Internet. Individually, each domain has more than its fair share of complex management and security considerations.
It’s no surprise that technology teams have less and less control as they try to combine these disparate domains into something like a single environment to meet business needs. Many organizations have proven to be adept at introducing new technologies, but not so focused on managing older technologies out of their environments.
This greatly complicates crucial tasks like managing employee access, gaining full visibility into what they have in production, setting global security policies, and monitoring and improving network performance. And it’s hard to find an organization where such loss of control hasn’t become a problem. According to a recent Cloudflare survey conducted by Forrester Research, 99% of businesses say they require secure, performant, “any-toany” connectivity more than ever before. New research shows the broader effects of this “control gap” on the business as a whole, through lost speed and productivity, increased risk, and greater costs.
SPEED AND PRODUCTIVITY
Loss of control slows organizations down. Technology teams spend more time testing and securing complex systems. Technical debt and convoluted infrastructure requirements pile up. Delivery dates for new applications are delayed, leading to an inability to reach new customers or markets before competitors do — giving nimbler startups a chance to win the disruptive innovation game.
RISK
Loss of control amplifies risk in the areas of cybersecurity, legal and policy compliance, and operational stability. Such risk may accumulate slowly, but the consequences often strike suddenly and publicly: devastating ransomware, stolen data offered for sale publicly, or paralyzing logistical slowdowns.
COST
Loss of control imposes a heavy opportunity cost: the inability of technology teams to focus on efforts that add value to the business. Cost is also driven by the need to hire more people — and buy more tools — to bring some measure of order to complex technology environments.
THE CONNECTIVITY CLOUD: A NEW WAY TO CONNECT, PROTECT, AND ACCELERATE BUSINESS
Organizations won’t fix the control gap in their IT environment with isolated optimizations and more point products. A new approach is needed. They need a different type of cloud—one that delivers secure, performant, any-to-any connectivity. It has to integrate with all networks, give full programmability to support any use case, and deliver unified visibility and control across every domain IT is responsible for. This new cloud model is called a connectivity cloud. Located just a 25-minute ferry ride from Malta, Gozo is an oasis of tranquility where time seems to slow down. Below are my recommendations for a day trip to Gozo.
Steeped in ancient history, the island showcases breathtaking landscapes and welcoming hospitality, making it an ideal destination for a full day of exploration. Start your adventure by visiting the impressive Ggantija Temples, a UNESCO World Heritage site. These prehistoric structures date back over 5,500 years and are considered some of the oldest freestanding temples in the world. Walking through the ruins, you can sense the weight of history and marvel at the architectural skills of the ancient Gozitans.
From the temples, head to Victoria, Gozo’s charming capital, where the impressive Citadel dominates the skyline. The Citadel, a historic fortification that has protected the island since medieval times, offers stunning panoramic views of the island’s rolling hills and Mediterranean coastline. Wander through its narrow streets, explore the museums housed within its walls, and experience a slice of local life in the bustling market square.

The prawns were melt-in-the-mouth perfection, and the scallops delivered a delicate yet flavorful bite, while the carpaccio added a refreshing element to the course.
For the main course, we indulged in the seafood spaghetti, which showcased perfectly al dente pasta mingling with a generous mix of seafood in a light yet flavorful sauce. However, the true star of the meal was the fregola sarda, a Sardinian semola dish served with locally sourced fish and seafood. Its hearty
texture and wholesome flavors made it a standout, particularly as a comforting dish to savor when you miss your mum’s cooking.
In addition to the impressive seafood flavors, Francesco Mazzei's menu also features Italian classics elevated with local ingredients.

Renowned for his eco-friendly land art, French artist Saype brings his global “Beyond Walls” series to Vilnius, Lithuania, creating a powerful symbol of humanity inspired by the Baltic Way.
On the historical slope of Gediminas Hill in Vilnius, a massive artwork has come to life – a striking creation by renowned French artist Saype. The art project, created in collaboration between the National Museum of Lithuania, the French Institute, and Vilnius City Municipality, is the latest installation by Saype whose real name is Guillaume Legros – an influential young artist in art and culture.
The artwork depicts clasped hands to symbolize unity and friendship between France and Lithuania, inspired by the historic Baltic Way, a 600 km human chain demonstrating the push for freedom from the Soviet Union. Just as two million people stood hand-in-hand in 1989,
defying oppression in a peaceful show of solidarity, Saype’s artwork serves as a reminder that acts of unity can break down the barriers that divide us.
Blending street and land art, Saype uses eco-friendly paints made from chalk and coal, which he developed himself to ensure no harm to the environment. The biodegradable artwork will remain on display for a month, weather permitting.
The project also serves as a centerpiece of the “French Echoes in Lithuania” program, a multidisciplinary initiative promoting cultural exchange between France and Lithuania from September to December. It brings French artists, academics, and designers to Lithuania for a series of events, including workshops, discussions, and performances, all aimed at strengthening cultural ties and exploring themes like ecology and heritage.

ELECTRIC JETLINERS COULD BE ON THE HORIZON - BUT ARE PILOTS PREPARED TO FLY THEM?
With the pressure of adopting greener solutions to aviation ever-present, a handful of companies and flight schools are exploring electric-powered aircraft as an alternative. Some state that the fully electric future is near: electric-powered aircraft like Slovenian Pipistrel Velis Electro has already been implemented as part of initial pilot training in Portugal, and regulatory bodies like EASA are paving the way for widespread adoption.
But as we look to a cleaner, quieter future in commercial flight, one question looms large – how will pilot training evolve to meet the demands of this new era?
SUBSTANTIAL CHANGES WILL BE NEEDED.
The widespread introduction of electric aircraft in commercial aviation could potentially lead to lower operational costs and reduced environmental impact, which is crucial given the industry's push for sustainability.
However, it will also require substantial changes in infrastructure, regulations, and pilot training, explains Kenneth Mark Sorensen, Head of Training at BAA Training, a leader in aviation training solutions.
“Pilot training will need to adjust to the unique features that come with electric
aircraft, like different flight controls, managing battery systems, and handling new types of emergencies. While the basic principles of flying won’t change, new training modules will definitely be needed to cover these aspects.
We’ll likely see a mix of updates to the current curriculum along with some specialized programs. This will make sure that pilots are well-prepared to manage the specific challenges that come with flying electric aircraft.”
Sorensen sees the changes to be gradual – starting with niche markets, making it a niche training at the very
beginning. This would allow for phased integration into training programs, and as electric-powered aircraft become more widespread, there will be a faster development of training practices.
What will influence the timeline are factors like regulatory approvals and the pace of the aircraft adoption itself, Sorensen notes.
CHANGES IN TRAINING – 10-20 YEARS AWAY
As BAA Training’s Head of Training sees it, the pilot training academies will need to invest – in new simulation tools and possibly modify existing simulators to
accommodate electric aircraft systems. Additionally, training facilities may need to update their technical infrastructure to support these new systems. This also presents hurdles for pilot training.
“One of the biggest challenges – ensuring that pilots are proficient in the electric aircraft operational procedures, including managing electric propulsion systems and dealing with new types of failures or emergencies,” says Sorensen.
“Comprehensive training programs and simulations will have to be an essential part of training.
However, there are still plenty of ‘ifs’ and ‘when’s’ here, and quite a lot of predictions based on the very early stages of potential electric-powered commercial flights.
“The truth is, widespread adoption of electric-powered jetliners might take another 10 to 20 years, as a lot of things need to be addressed – technical, regulatory, and infrastructure ones, until we reach the changes in pilot training curriculums or even new pilot license types.
This is a very prominent characteristic of aviation – after all, it’s one of the most tightly regulated industries in the world.”
STILL A LONG WAY TO GO
As electric aircraft are slowly carving out a niche for themselves, the pilot training segment is still cautious about implementing any major changes. The path toward new pilot training programs is likely to be very gradual and quite some time away.
Without much real-life evidence and success cases in operating commercial flights powered by electricity, there are still many very important unanswered questions that have to be solved first.

Recently, I took this EV on a scenic drive from London to the Peak District and back, covering a variety of roads that showcased both its capabilities and charm. Here's how the ID.5 fared on this journey through the picturesque countryside and the urban stretches of the UK.

Despite its sloping rear, the ID.5 offers good rear headroom, and its aerodynamic shape contributes to efficiency, crucial for an electric vehicle on longer journeys.
INTERIOR AND COMFORT
Inside the ID.5, Volkswagen’s focus on minimalism and technology is evident. The cabin is spacious and uncluttered, featuring a 12-inch touchscreen and a digital driver’s display. The materials
used feel premium, with soft-touch surfaces enhancing the cabin's comfort during long hours on the road. On the trip from London to the Peak District, the supportive seats and spacious legroom were particularly appreciated.
TECHNOLOGY AND FEATURES
The ID.5 comes packed with advanced technology. The infotainment system is intuitive, offering Apple CarPlay and Android Auto integration, which made navigating through unfamiliar terrain a breeze. The ID. Light system, a visual cue
that works in sync with the navigation system, was a helpful guide, especially during stretches where I encountered detours in the countryside. The IQ. Drive package provided a suite of safety features, including adaptive cruise control and lane-keeping assistance, both of which were immensely useful during motorway cruising. The autonomous driving assistance, while not entirely hands-free, significantly reduced the stress of long-distance travel.
PERFORMANCE
Equipped with a 77 kWh battery and rearwheel drive, the ID.5 delivered a smooth and responsive drive throughout the trip. Its electric motor provided ample power, especially for overtaking on the motorway, while the instant torque made acceleration effortless.
The journey to the Peak District involved a variety of driving conditions, from urban traffic in London to open motorway stretches, and finally, winding country roads. The ID.5 handled each of these with ease. Its regenerative braking system, which can be adjusted, allowed for a more engaging driving experience, especially on the descending roads in the hills of the Peak District.
RANGE AND EFFICIENCY
On this trip, the ID.5’s range was put to the test. The official range of the ID.5 is approximately 300 miles, and the journey from London to the Peak District and back (roughly 300 miles round trip) made it a perfect test.
With a combination of motorway and rural roads, the actual range was close to the official figure. Charging was
straightforward thanks to the ID.5’s support for rapid charging, and I was able to make a quick stop at a service station for a top-up which took the battery from 20% to 80% in about 35 minutes.
FINAL VERDICT

The 4th PPP MENA Forum brought together senior PPP regulators, policymakers, and industry leaders from across the Middle East and North Africa. Held at the Jumeirah Emirates Towers in Dubai, the event began with an insightful welcome address by Great Minds Event Management, followed by opening remarks from Nasser Massoud, WAPPP Chair for Social Sector PPPs Chapter, UAE.
The forum's opening session, a crosscountry panel discussion, set the stage for the day's agenda by focusing on catalyzing economic advancement in the MENA region through strategic PPP initiatives. Leaders from KSA, UAE, Oman, Jordan, and Morocco exchanged valuable insights on scaling PPP projects, fostering South-South cooperation, and attracting foreign direct investment (FDI).
Attendees gained key takeaways on structuring innovative, scalable solutions and enhancing cross-border partnerships.
Highlights included a keynote on Dubai Municipality’s PPP projects and panel discussions on social infrastructure PPPs in the GCC, as well as a healthcare impact session that explored lessons from the Asia-Pacific region to maximize the value of healthcare PPPs in MENA.
This high-profile gathering attracted policymakers, investors, business leaders, and other influential stakeholders dedicated to advancing PPP initiatives across the Middle East and North Africa (MENA) region. These pivotal events brought together leaders from government, industry, and academia to explore the latest advancements in construction, energy efficiency, and smart building technologies—aligned with Saudi Arabia's Vision 2030.
With a focus on transforming the nation’s infrastructure, both conferences served as key platforms for exchanging ideas and solutions on how to integrate cutting-edge technology and sustainable practices into the Kingdom’s rapidly growing construction industry.

In the opening panel, government regulators and engineers discussed the critical importance of collaboration between stakeholders to streamline regulatory frameworks and elevate the quality of MEP projects in Saudi Arabia.
As MEP systems are foundational to the construction of smart, sustainable buildings, there was a clear consensus that innovation in HVAC technologies, IoT integration, and renewable energy solutionswill drive the future of construction.
One of the highlights from the MEPIC event is on zero-carbon HVAC systems to explain how these systems are essential to achieving the high-performance standards required in Saudi Arabia’s giga projects, such as NEOM and The Red Sea Project.
With the Kingdom's construction sector expected to peak at $73 billion in 2024, the adoption of such sustainable
technologies is not only timely but necessary.

In today’s automotive landscape, where many modern cars seem to favor uniformity and efficiency over individuality, it’s easy to forget the eclectic designs of the past. This contrast becomes evident during visits to places like the Malta Classic Car Collection Museum, hence my repeat visits to this collection.
Walking through the museum is like stepping back in time, with every vehicle telling its own story. From the flowing curves of a Jaguar E-Type to the compact charm of a 1972 Fiat 500F, the collection speaks to a golden age of motoring where design, innovation, and passion drove the industry.
