The recognition, reach, and impact of the Sheltering Arms ecosystem continues to increase as a result of our collaboration and successful partnerships. Generous donors, volunteers, talented healthcare professionals, and highly specialized community partners all play a critical role in helping patients achieve outstanding outcomes throughout our continuum of care.
In fact, last year, U.S. News & World Report recognized Sheltering Arms Institute as the 19th best rehabilitation hospital in the nation, placing 10 spots higher than in 2023. In Virginia, we remain the #1 rehabilitation hospital. This recognition is based on a comprehensive analysis that includes factors such as the functional outcomes of patients, the percentage of patients discharged to home, as well as the organization’s reputation for excellence.
In this report, you will see the many ways we are changing lives. From advanced therapeutic technologies being added to our outpatient clinics to a new wheelchair-accessible bus that helps clients in our community programs engage with valuable resources.
As always, we approach care holistically and seek out innovative community engagement solutions that complement clinical outcomes. Using the Unite Us technology platform, we connect socially vulnerable patients with resources provided by community partner groups. Additionally, creating events like the Stroke Survivor Reunion and Limb Loss Awareness 1-Miler help patients and caregivers stay engaged in the rehabilitation journey.
We are incredibly grateful for this past year’s successes and look forward to reaching new heights in the years ahead.

After joining the nation’s top 50 Best Rehabilitation Hospitals in 2023 in its first year of eligibility, Sheltering Arms Institute is ranked the 19th best rehabilitation hospital in the country and #1 in Virginia by U.S. News & World Report in 2024.
U.S. News evaluated 1,049 rehabilitation hospitals for the 2024-2025 rankings. Results were based on several factors, including clinical outcomes, quality of care, and expert opinion. Sheltering Arms Institute exceeded national averages among the top 50 rehab hospitals in several key metrics, including the percentage of patients who return home
following their rehabilitation stay and the number of patients served following strokes, spinal cord injuries, brain injuries, and neurological conditions.
This recognition is not just the result of the dedicated efforts of our team members, but an achievement made possible by the support of our patients, caregivers, donors, volunteers, and community partners. Together, we continue to create a legacy of exceptional care, and this milestone is a reflection of our commitment to healing our community.
98 %
States from which patients have traveled for care of patients would recommend Sheltering Arms Institute to their friends and loved ones
Percentile for Functional Improvement
Functional improvement is a multi-faceted measurement of physical skills and abilities between admission and graduation.
On average, patients who receive inpatient rehabilitation from Sheltering Arms Institute accomplish gains in mobility and self-care greater than the national average.
Patients who receive physical rehab at Sheltering Arms Institute have a higher chance of returning home versus returning to acute care or going to a skilled nursing facility, for example.
Research has found that individuals who receive more therapy per day following illness or injury have better outcomes than those who receive fewer hours.*
* Brain Injury Association of America
Sheltering Arms Institute also earned the Top Workplaces USA Award in 2024 issued by Energage, a purpose-driven organization that develops solutions to build and brand Top Workplaces. Top Workplaces USA celebrates organizations with 150 or more employees that have built great cultures. More than 42,000 organizations were invited to participate in the Top Workplaces USA survey. Winners are chosen based solely on employee feedback gathered through an employee engagement survey.
“This recognition belongs to our team members. Their focus on reinventing rehabilitation, and their embrace of the core values, has created a culture that delivers exceptional patient outcomes.”

The Club Rec day recreation program welcomed a new addition this year: a brand-new bus, expanding our ability to offer community outings to more members. These outings offer members the chance to engage with and explore the community in ways that may otherwise be inaccessible to them. Previously, the sole Club Rec bus could only accommodate two wheelchair users, limiting the number of non-ambulatory members who could join each outing. With the addition of the new bus—made possible by The Titmus Foundation, the Emily & Coleman Hunter Trust, and Elisabeth Reed Carter—a total of six wheelchair users are now able to enjoy these enriching experiences.
THANKS TO THE GENEROUS SUPPORT OF OUR DONORS and their unwavering commitment to inclusivity, we have significantly enhanced our ability to provide more accessible and inclusive outings for our Club Rec members!

This new bus stop is so beneficial because it’s right outside the building. It’s a blessing to me.
- Ronnie Hilliard, Team Member
The hospital campus, located off Broad Street just west of Short Pump, is loaded with amenities: advanced therapeutic technologies, private patient rooms, multiple gyms, a pharmacy, a chapel, and more. In partnership with community leaders and the Greater Richmond Transit Company (GRTC), there is a new amenity: a public bus stop! The #19 bus arrives at the corner of Wilkes Ridge Drive and Wilkes Ridge Circle every 30 minutes Monday through Saturday and every 60 minutes on Sundays.
Adding public transportation benefits community members who want to visit loved ones, as well as team members who seek an affordable and convenient way to get to and from work. Café team member Ronnie Hilliard used to walk nearly a mile to and from the old GRTC bus stop to get to work every day. Now, with this new addition, his work commute is much shorter.
At 95 years young, every day is still something new when Yolanda goes to Club Rec to be with her friends. “We laugh, we talk, we joke. I love each and every one of them,” she said, reflecting on the sense of belonging she has found in the program.
Yolanda Johnson, affectionately known as “Mamma Yo,” has been a dedicated member of Sheltering Arms’ Club Rec day recreation program since 2000. After a blood clot in her left leg led to an amputation, she sought a supportive community where she could spend her time. She found Club Rec to be a step above anything else she’d experienced, a place where she found companionship and community engagement. “Here, they take us out! Sometimes we go out to eat, or we go to the store. They take us to so many nice places,” Mamma Yo reflected.
Over the past 25 years, she has come to view Sheltering Arms as a second family
with a deep appreciation for the program’s focus on wellness, fitness, recreation, and social connection. Being around younger individuals, she says, lifts her spirit and energy: “Our recreational therapists, you can’t find better people. They always give me and my friends the power to try and be better.”
Yolanda is deeply grateful to the Sheltering Arms Foundation for continuously supporting the program through philanthropy. “They are the best Foundation. They do everything for us and give us what we need, like our new bus,” she praised.

In 2020, Ivan Vargas was helping his son-in-law renovate their home when he fell through the ceiling, tumbling to the first floor below resulting in a T10 spinal cord injury (SCI) and paralyzing him from the waist down.
For individuals like 71-year-old Vargas who have experienced a SCI or other neurological injuries, robotic exoskeletons can provide numerous physical and psychological benefits such as maintaining range of motion, improving blood pressure and cardiovascular function, and increasing bone density. FDAapproved robotic exoskeletons have been available to use during in-clinic therapy appointments for years; however, a change in the
Centers for Medicare & Medicaid Services’ (CMS) 2024 Home Health Rule allows individuals the opportunity to now apply for Medicare coverage for their very own personal devices, making the devices financially attainable and providing hope for newfound independence.
Vargas—who uses the Ekso Bionics Indego—was the first person on the East Coast to apply for Medicare coverage for his device. He and his wife completed a rigorous 40-hour training program at Sheltering Arms Institute’s Hanover outpatient center to ensure they were ready to take the device home and safely use it on their own.
It is a life changer for me. I can go to church, I can go see my grandkids play sports, I can volunteer my time someplace. It will be a freedom for me to be able to walk.
- Ivan Vargas, on obtaining his own exoskeleton

In September 2023, 21-year-old Madison Saunders experienced a spinal cord injury in a car accident that left her with no feeling or movement from the waist down. After undergoing back surgery to have rods placed in her spine, she spent one month in inpatient rehabilitation at Sheltering Arms Institute.
After graduation from inpatient rehab, Madison transitioned to outpatient therapy. She was then referred to the PowerEx fitness program at Sheltering Arms, part of our continuum of care. There, she continued to advance, focusing on regaining her strength, balance, and mobility with the goal of returning to her passion: caring for her many animals on her farm.
Throughout her recovery journey, Madison progressed from requiring maximum assistance to walking and exercising independently.

Referrals to connect patients with ongoing resources following physical rehab
When
reflecting on her journey, Maddie says she is proud of how far she has pushed herself:
Seeing where I came from— just lying in a bed, unable to move anything—to now being able to move what I want makes me feel really good.
The Clifton House Circle honors individuals who have made legacy gift commitments by naming Sheltering Arms Foundation as a beneficiary in their estate plans.

In summer 2024, during construction to expand Veritas School’s campus in Richmond’s Northside, a time capsule was discovered at the site of Sheltering Arms’s former Palmyra Hospital.
Buried on Sheltering Arms’s 99th anniversary on February 13, 1988, the time capsule contained items from the hospital’s groundbreaking in 1963 and expansion in 1988, including swim goggles, a medical record from 1906, a nursing recruitment letter, brochures and newsletters, a Bal du Bois invitation, and a history book from our first 60 years (1889-1949).
Reflecting on our organization’s rich history, we celebrate the future with excitement of what is to come as we continue to grow and proudly serve our community.

WALK, RUN, ROLL! WALK, RUN, ROLL! WALK, RUN, ROLL!
In April 2024, we hosted our second annual Walk, Run, Roll event!
This fun event was in honor of Limb Loss and Limb Difference Awareness Month to raise awareness and support the limb loss and limb difference community. Thank you to our participants, spectators, volunteers, and sponsors for joining us. We had a wonderful time celebrating those who have found their Power to Overcome and look forward to many more years of bringing this community together!
In May 2024, we held our first Stroke Recovery Reunion event!
We had the pleasure of welcoming our 2023 stroke program graduates to our campus to reunite with members of their care team, share triumphs, and forge new connections with community partners and fellow stroke survivors. Thank you to all our generous sponsors for supporting this event and helping us celebrate Stroke Awareness Month.
“It felt good to have somebody there who knew what I was going through. Having therapy together made it way more fun.”
- Luke Spinato (pictured right)
I didn’t see this place as a hospital, I saw everyone here as family taking care of me. I felt connected with everyone, and I want them to be a part of my life.
- Cody Bennett (pictured left)
When you think of meeting a new friend at age 17 or 18, you may think of school or a sports team as the avenue. However, for Cody Bennett and Luke Spinato, the Dallas Disbro Ability Center for spinal cord injury and complex care at Sheltering Arms Institute would be it. Gymnastics and diving accidents brought the two young men together as they quickly realized they shared similar backgrounds, growing up near one another in the Virginia Beach area. Their care teams coordinated their therapies as often as possible, giving Cody and Luke more opportunities to support each other through the hardest moments. “I had a lot of family with me, but they didn’t understand
what it felt like,” Cody said. Whether playing video games or having cookouts, the two became even closer. Their families became friends as well, supporting one another during hardships and in their newfound roles as caregivers. Cody’s mom, Megan, said, “Luke’s mother, Lori, is someone I can text when I need advice or when something good happens. She just gets it.”
Today, Cody and Luke workout at the same gym and meet weekly for lunch. They still visit Sheltering Arms Institute regularly to cheer on current patients, attend our spinal cord injury support group, and check in with their care teams whom they now consider family.
Thank you to all our incredible donors who helped us achieve a recordbreaking, Olympic-themed Giving Day! Just like champions striving for gold, your generosity and dedication propelled us past our participation and fundraising goals.
Thanks to the generous support of our community and the anonymous matching challenge gifts received by the Foundation, we raised more than $240,000, doubling our original goal of $120,000!
Your contributions are more than just numbers—they are the fuel behind
our Margin of Excellence programs, ensuring access to innovative rehabilitation technology, lifechanging community programs, and essential services that insurance may not cover. Every donation strengthens our ability to help individuals reclaim their independence and reach new heights.
Together, we brought home the Giving Day gold for those who rely on Sheltering Arms. Thank you for being champions of hope, healing, and possibility!

Before Laura Evans was a volunteer at Sheltering Arms Institute, she was one of the first occupational therapists at Sheltering Arms when the organization became the first free-standing physical rehabilitation hospital in Virginia in 1981, helping with the transition from acute care to rehab.
Before retiring in 2022 after a 40+ year career in occupational therapy, Laura wanted to find a new, fulfilling way to spend her free time and landed on the idea of rejoining the Sheltering Arms community, this time as a volunteer. She says it has been the perfect way to spend part of her retirement, “I have always
had a good feeling here, so I wanted to come back!” As a volunteer at our inpatient hospital’s front desk, she greets visitors and offers them a friendly smile before they visit their loved one.
Reflecting on the organization’s evolution she has witnessed, Laura says the biggest change she has seen is the advancement in technology. “It has grown a lot and it’s been exciting to see the changes over the years.” However, some things have remained consistent. “Sheltering Arms has stayed people-focused with the staff and their attitudes by genuinely wanting people to get better.”

Emma Thurman, a Virginia Commonwealth University (VCU) physical therapy student, has a unique perspective on patient care. In April 2022 following her first year of physical therapy school, she sustained a spinal cord injury in a car accident, paralyzing her from the waist down. After rounds of inpatient and outpatient rehab, she was able to continue her schooling in January 2023.
Her interest in the field never wavered as she collaborated with professors to find the right fit for her clinical rotations. Sheltering Arms Institute was her first choice due to our accessible campus and distinctive combination of having both a spinal cord injury unit and wheelchair clinic.
Emma’s mentors let her take the reins with her patients and discover what her physical limitations may be.
Throughout her eight-week rotation, she gained insight into how her future would look and discovered she could pursue inpatient therapy with the help of reasonable accommodations.
“This is the first time since coming back to school where my disability has been seen as a valuable asset versus something we have to solve.”
She quickly found she could connect with her patients who are wheelchair users, regardless of diagnosis.
“Having that knowledge of the experience they are having has been really big in helping me connect with patients and show them that your life isn’t over just because you are in a wheelchair,” she explained. Emma is scheduled to graduate from VCU’s physical therapy program in May 2025 when she will officially earn her degree in physical therapy.
