URBANA – Sentencing was 3 p.m.

Monday for a 73-year-old Prophetstown man who tried to burn down a future reproductive health clinic in Danville where he said abortions will be performed.

Philip J. Buyno, who turns 74 on March 1, faces five to 20 years in federal prison, a fine of up to $250,000, and restitution – potentially a life sentence for him.

There is no parole in the federal system.

Federal sentencing guidelines require U.S. Central District Court Judge Colin Stirling Bruce to consider many factors when determining Buyno’s sentence, including the seriousness of the crime, his criminal history – Buyno was convicted three times in 2019 of misdemeanor trespassing at a Planned Parent clinic in Peoria – and whether he accepted responsibility and cooperated with investigators and

prosecutors in this case.

A presentence investigation and a sentencing recommendation were filed Jan. 26; they are not public documents and their contents won’t be revealed until the sentencing

hearing.

Buyno was indicted June 6, 2023, for the May 20, 2023, incident. His request to plead no contest, in which he would have accepted a conviction without admitting his guilt, was denied on Aug. 30; he pleaded guilty to attempted arson on Sept. 19.

His immediate admission to the crime and his role in speedy resolution of the case will be a factor in his favor Monday, but he also told investigators that, if given the chance, he’d attack the clinic again, which the

judge may consider a refusal to accept responsibility and that would weigh against him.

It was among the reasons the judge did not accept his no contest plea.

About 4:30 a.m. May 20, 2023, Buyno backed his 2012 Passat into the entrance of the building at 600 N. Logan Ave., which was being remodeled into a clinic. His car was filled with containers of gasoline, wood and old tires he planned to use as fuel to set the building ablaze.

His effort was caught on video surveillance; it failed when his car doors became jammed shut by the fallen debris and he couldn’t get out of the vehicle or reach a container of gas he had thrown out the window.

He was extricated and arrested and has been in the custody of the U.S. Marshal’s Service since.

Buyno told investigators he was a member of an anti-abortion “rescue group” that prevents abortion clinics from being established, and he told the court he wanted to plead no con-

test because of “his religious beliefs, as those beliefs are completely opposed to the expected purpose and use of the building.”

The clinic was to have opened last year, but it has become a point of contention for the city, the target of protests and organized efforts to prevent it from opening and has not opened.

The two-story building, a former eye clinic, is owned by Indianapolis-based McGhee Investment Group, which is associated with the Indianapolis Clinic for Women, which does provide abortion services.

Because of Danville’s proximity to the Illinois-Indiana border, interstate commerce would be conducted at the clinic, hence the federal charge.

Buyno, who at first wanted to represent himself, is represented by appointed attorney Sharbel Rantisi, with the Criminal Justice Act panel.

The CJA represents federal defendants accused of serious crimes who cannot afford to hire their own attorney.

Whiteside County Board in search of new GOP member

MORRISON – The Whiteside County Board is looking for another Republican to join its ranks in the wake of the Jan. 1 resignation of Larry Russell of Fulton.

Russell, 80, was elected in November 2016; he resigned as Fulton’s mayor, after serving eight years, to take the board seat.

His term ends in November 2026 and whoever is appointed to replace him has

to run in the November general election to maintain the seat.

The Whiteside County Republican Central Committee is accepting names and biographies from those interested.

Anyone interested must be a county resident, a registered voter for at least a year and live in one of the District 3 communities of Albany, Erie, Fenton, Fulton, Morrison or Prophetstown, or in Albany, Clyde, Erie, Fenton, Fulton, Garden Plain, Mount Pleasant, Newton, Portland, Union Grove or Ustick townships.

“We are seeking a conservative Republican individual with a solid Republican primary voting history,” County Board member and GOP committee Chairman Kurt Glazier said in a news release announcing the vacancy.

Interviews will be Thursday, Feb. 8, with the district’s precinct committeemen residing in County Board District 3.

The person selected will be seated at the Tuesday, Feb. 20, board meeting.

Koehn to give program on Lincoln at Odell on Feb. 20 Ronald H. Koehn will present “Abraham Lincoln’s River Connections” from 6:30 to 7:30 p.m. Tuesday, Feb. 20, at Odell Public Library, 307 S. Madison St. in Morrison.

Since Lincoln’s tragic death by assassin on April 15, 1965, more books have been written about him than any other American.

Koehn, a retired high school social studies teacher from Fulton, will focus on the less familiar aspects of Lin-

coln’s life.

Twice, Lincoln helped maneuver a flatboat on the long journey to New Orleans, where he first witnessed a slave auction.

Lincoln briefly was an assistant steamboat pilot on the Sangamon River and he received a patent for a nautical device that he invented.

Lincoln also played a crucial role as a defense lawyer in a major court case that pitted Jacob S. Hurd and the

steamboat interests against the Rock Island Bridge Company and the railroad interests.

Preschool screenings planned in Whiteside, Carroll counties The school districts of the Bi-County Special Education Cooperative announced preschool screenings in Whiteside and Carroll counties.

Each school district within the Bi-County area will conduct screenings of preschoolers on dates from February to May. The purpose of the screening is to provide parents a measure of their child’s development in areas important to learning. For children with special needs, the Bi-County Special Education Cooperative and its member school districts offer preschool programs for youngsters between 3 and 5 years of age.

Parents who have a child between the ages of 2 years, 7 months and 5 years, 3 months as of February and who would like to have their child screened should contact their local school district to set up an appointment.

Parents should accompany their child to the screening. At the time of the screening they will be asked to answer questions about their child’s development. Information from a baby

book, immunization records, a health history, etc., will be helpful in answering these questions. Each child will be asked to do activities, such as stacking blocks, drawing and jumping.

Each child’s speech, language, vision and hearing will be screened. The services are free to all who reside in the member school districts of the Bi-County Special Education Cooperative.

LOCAL NEWS BRIEFS Clinton Symphony Youth Concert is Feb. 18 in Morrison The Clinton Symphony Orchestra will present a family concert at 2 p.m.

Sunday, Feb. 18, in the auditorium of the Morrison High School at 643 Genesee Ave. Titled “mystics and Fantasy,” the entire family will enjoy this mix of new and old pieces exploring mystics and fantasy.

Top of the list is “The Sorcerer’s Apprentice,” the music by Paul Dukas used for the Disney animated film “Fantasia.” It

will be joined by two pieces by contemporary composers: “The Three Virtues of Zarathustra” and “Nimue and Her Fairies” related to the legends of King Arthur. The overture to Beethoven’s ballet “The Creatures of Prometheus” will close the concert.

Students are admitted free of charge, and an accompanying adult ticket is $10.

The Symphony’s season tickets are honored, and an individual adult ticket is $20.

1974: Gas shortage being felt by local service stations 60 Years

Feb. 5, 1964

The board of directors of the Harbor Crest Home voted to apply to the federal government for a grant of Hill-Burton Act funds to help finance construction of a nursing and convalescent home for Fulton. The action was taken after extensive study and conferences with state officials and the architect.

State officials indicated they thought the home would have a good chance of obtaining a federal grant that might amount to as much as $125,000.

Voters of Fulton Junior High and Grade School District 111 did an aboutface and approved a proposal for increasing the legal tax rate limit of the district from 75 cents to 96 cents on each $100 of assessed valuation. Voters who said yes were 478. No votes were 403. The same proposal had been voted down in three previous elections during the past few years.

50 Years

Feb. 6, 1974

James Bosma announced he had purchased 3.6 acres of land at the east end of 10th Avenue, including the Dutch Boy restaurant property, and plans to construct a modern new

funeral home in the near future.

Bosma plans to use the quarters now occupied by the restaurant as part of the new funeral home facilities. He also plans to build a new chapel with a seating capacity of 150 people.

The gas shortage apparently is being felt in Fulton, although not as much as in other parts of the country. Most service station owners think it will get worse. The Phillips 66 station has shortened hours and is staying open only six days a week instead of seven. Sebert’s Sunoco Service Station has not run out of gas but has been cut back 10% on its monthly allotment. Hank’s Service Station has reported no problems but has shortened its hours.

40 Years

Feb. 8, 1984

Kelley’s Jack and Jill, managed by Leonard Porter, now will be known as Fulton Food Center. Porter has many years of experience in the grocery business and assures the public that the store will continue to provide firstclass service and a wide selection of merchandise.

Martin Merema, who purchased the Amman’s store Jan. 1, immediately began looking for a new name for

the popular women’s apparel store.

More than 150 customers submitted names over a span of several weeks.

Merema picked out 25 names he would consider. Names were posted in the store and customers voted. The top four names were Martin’s Casual Corner (first), from Ann Meyerson of Chicago, Four Season’s Boutique (second), River City Fashions (third) and Martin’s Boutique (fourth).

30 Years

Feb. 2, 1994

For the first time since 1986, Fulton is protected with police services around-the-clock. For many years, the department could not provide 24-hour protection because of reduced personnel. At present, there are five full-time officers and one part-time after councilmen approved the request of one officer to go to part-time from full-time.

The City Council approved the purchase of 200 outdoor-style water meters at $52.50 a meter. The city instituted a program several years ago to replace all of the water meters within the city, from ones found in basements to ones that are very tiny and mounted outdoors. The program has been successful. At present, about 1,000 homes

have been updated with about 500 more to go.

20 Years

Fulton Cub Scouts from Pack 342 are at the top of popcorn sales that took place in December. Mason Kampe won first place for Top Salesman, Timmy Green earned second place and Kody Crosthwaite and Tyler Snyder tied for third place.

Mayor Howard VanZuiden watched Sydney, Sadie and Sara Norman while their brother Sam Norman pulled them around the parking lot of the Fulton Super Wash in their new red wagon. Fulton Super Wash was one of 259 Super Washes that participated in this year’s holiday promotion and giveaway. Winners of the wash tokens were Randy Huizenga, Ken Bielema, Jim Wherry, Morlan Clark, Bob Barsema, Ryan VenHuizen, Karrie Bitler, Kendall Boonstra and Mitch Tiesman.

By STEPHEN D. HARRISON, M.D. The eating disorders anorexia nervosa and bulimia have become quite common among young people, particularly females. Clues to the presence of these eating disorders include abrupt or gradual changes in eating habits. For example, refusing to eat or not eating normal amounts under normal circumstances.

Questions that concerned family members and friends should consider include the following: • Has the person lost a substantial amount of weight?

• Is the person eating only minimal amounts or much larger amounts than normal?

• Has the person become unusually withdrawn, secretive or reclusive?

• Does the person spend a lot of time in the bathroom with the water running to possibly muffle the noise of purging?

Anorexia nervosa can be best defined as an abnormal pursuit for thinness. The drive for thinness becomes an addiction with a cycle that is difficult to break.

Associated symptoms of signs include absence or decrease of periods in females, brittle nails, cold intolerance, constipation, dry skin, hyperactivity and excessive exercise, hair thinning, weakness and weight loss of 25% of body weight or more or weight is 15% below normal for age and height. As many as 3% of teenage females may have this disease process, which may be deadly.

Bulimia is characterized by frequent binge eating, followed by some form of purging, either by vomiting or by elimination through laxatives.

Bulimics may have complaints of pain when swallowing, erosion of dental enamel, hand calluses, frequent use of ipecac or other emetics and use of laxatives. This may affect as many as 20% of teenage females.

The incidence of both of these diseases is much less in males, but can occur.

Anorexia may occur in all age groups but is most common in adolescents. The periods of greatest risk occur around puberty and times of stress. Although there are occasional organic factors behind these illnesses, psychological factors still are

considered the root of the problem.

The first step at helping a friend or family member suspected of having an eating disorder is an aggressive, yet gentle, confrontation. Direct questions about the diet should be asked. Answers often include statements such as “I can eat as much as I want” or “I eat all of the time yet don’t gain weight and may even lose weight.” If the person says she is happy about losing the weight and plans to lose more, she may have anorexia.

The anorexic gradually eats less and may eat alone, usually denying that anything is wrong. In contrast, the bulimic often is aware that something is wrong and may admit it more readily. The following are tips to help deal with such individuals: • Do not watch the person eat, discuss food intake or urge her to eat.

• Do not allow yourself to feel guilty about the patient’s condition.

• Do not neglect other family members or friends.

• Do not put the person down with comparison to others.

• Neither ignore nor allow yourself to be intimidated by suicide threats.

These suicide threats may be quite real and should be taken seriously with immediate professional intervention.

• Do let the person know that you love them.

• Trust them to discover their values, ideals and standards.

• Encourage initiative, independence and autonomy.

• Be aware the nature of this illness may last several years, even after treatment has begun.

After confrontation, the person should be persuaded to see a physician, not only for the emotional or psychological aspect, but also for physical well-being.

There are national organizations to help deal with eating disorders that have been quite helpful for many people. Early intervention can make a major difference. Do not hesitate to seek help for a loved one. If it is not reversing quickly, seek professional help.

There are a variety of techniques that may be employed. Sometimes medicines are used including serotonin agents as the condition is sometimes related to serotonin imbalance.

10 Registration open for Northern Illinois 4-H Summer Camp Registration for 4-H Camp 2024 is open. 4-H Camp is set for June 9-13 at Rock River Christian Camp, Polo. Sign up today to get your child in on all the amazing fun.

4-H Camp is a five-day, four-night residential camping experience that is conducted cooperatively by University of Illinois Extension staff in Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties and the professional staff at RRCC. Historically, parents have sent their children to 4-H Camp for a variety of reasons: to have fun, make new friends, develop new skills, be physically active and to appreciate nature. 4-H Camp is about way more than one week of fun. Sending your child to 4-H Camp will allow them to create memories they will carry with them through adulthood.

4-H camp teaches youth to make good decisions, build their self-confidence, become independent and gain the

dwussow@shawmedia.com FULTON – At the Class 1A Fulton Regional on Saturday, Riverdale topped Newman 183.5-145 to secure the team championship at the 11-team event.

The Rams sent eight wrestlers to the Byron Sectional this weekend. Ben Porter (106 pounds) Tharren Jacobs (113 pounds), Dean Wainwright (120 pounds), Blake Smith (150 pounds) and Zachary Bradley (175 pounds) all placed first, Kolton Kruse (138 pounds) took second and Iyezayha Hill (190 pounds) and Jacobe Baustian (285 pounds) finished third.

Newman placed second as a team and sent five individuals – along with 13 other Sauk Valley individuals – to this weekend’s Byron Sectional.

In Newman’s championship matches, Kelly took a 17-7 major decision against Fulton’s Skylier Crooks,

Rude took a 14-3 major decision against Erie-Prophetstown’s Wyatt Goossens and Ivey took a 6-3 decision against Riverdale’s Kolton Kruse.

Grennan dropped a 2-1 decision against Rockridge’s Jude Finch, the 2023 third-place finisher at state at 126 pounds, to finish second.

Hansen pinned Sherrard’s Blake Pender in 47 seconds to secure his third-place finish.

Rock Falls, which finished ninth with 69.5 points, qualified two individuals for the sectional. Jacob Hosler, who finished second at the 1A Riverdale Regional last season as a sophomore, won the 285 title this year.

Teammate Josiah Tarbill took second at 120.

Hosler pinned Erie-Prophetstown freshman Caleb Reymer in 46 seconds to secure the championship.

Morrison came in sixth with 110 points, qualifying four individuals for the sectional. Karder White (150) and Brady Anderson (165) led the way with a pair of second-place finishes, while Caleb Modglin (132) and Camden Pruis (138) each took third. Levi Milder (144)

La Salle-Peru took the team title with 5,875 pins. Dixon placed ninth with 4,495 and Erie-Prophetstown came in 10th with 4,229.

Dixon’s Addison Cox rolled a 983 series to finish 20th overall and advance, while E-P’s Lillian McWilliams rolled a 991 (18th) and Ysabell Hamm bowled a 982 (21st) to secure two of the last four qualifying spots.

HANOVER – Northwest Illinois Economic Development has announced the creation of a new financing incentive for investors and entrepreneurs doing business within Mount Carroll.

The Illinois Finance Authority commercial property-assessed clean-energy program was established for Mount Carroll on Jan. 24.

Its purpose is to make renovating or constructing buildings for a clean-energy economy more affordable for local businesses.

C-PACE programs allow businesses to pay off clean-energy projects on a long-term basis through voluntarily requested special assessments tied to the property. The new C-PACE program comes at no cost to the city, and it may terminate or suspend the program at any time, for any reason or for no reason.

“We welcome the partnership with the Illinois Finance Authority in our community as a way to offer options for existing businesses and attract new development or redevelopment opportunities using environmental initiatives,” Mount Carroll Mayor Carl Bates said.

C-PACE programs aim to spur investment in renewable energy systems and resilient building design.

Any privately owned commercial, industrial, nonresidential agricultural or multifamily (five or more units) property or any property owned by a nonprofit can take advantage of C-PACE programs in connection with the renovations of an existing building and new construction – in each case up to 25% of the value of

the property.

Instead of asking a bank for a traditional loan secured by a mortgage, the C-PACE program enables owners and developers of commercial real estate to secure their long-term financing needs with a better form of collateral, thus making it less risky for lenders and allowing businesses to push off initial costs and pay off projects up to 40 years with fixed interest rates.

Eligible improvements generally include fixtures, systems and equipment. Basically anything that improves energy efficiency, promotes renewable energy and energy resiliency or lowers water use is eligible, including electric vehicle-charging stations.

Examples of projects include renovating an existing structure into commercial kitchen space, upgrading older hotels and new construction of for-lease commercial workforce housing.

NWILED is eager to see new projects come forward.

“It has been a great pleasure working with the IFA to get this program in place for the city of Mount Carroll,” said Joe Mattingley, NWILED vice chairman. “This is a great tool that can provide long-term, low-cost financing for investment in northwest Illinois for projects that are greater than $1.5 million.”

NWILED helped launch similar C-PACE programs for Galena and Jo Daviess County in 2023.
