A West Chicago man was sentenced to 17 years in prison Tuesday after pleading guilty to a charge stemming from the 2013 death of a Wheaton man after an incident at a party.

Anthony Rios, 19, pleaded guilty to armed violence, a Class X felony, Tuesday morning, according to a news release Anthony from the DuPage County Rios State’s Attorney’s Office.

The charge stems from Nov. 17, 2013, when Rios, Jonathan Jimenez and Alejandro Martinez – who were believed to be members of the Satan Disciples gang – were at a party with 22-year-old Thomas Tecuatl of Wheaton, who was believed to be a member of the rival Surenos 13 gang.

Officials said a dispute occurred between the two groups, and Tecuatl brandished a knife before leaving the party, which was on Pomeroy Street near Route 59 in West Chicago. The three defendants chased after Tecuatl, according to the release, armed with various found items, including a pickax, a pipe, bricks and bottles.

As he fled, Tecuatl slipped and fell on wet pavement, and Rios, Jimenez and Martinez caught him and began beating him. Jimenez grabbed Tecuatl’s knife and used it to stab him, officials said.

Tecuatl laid outside for more than five hours before his body was discovered. The investigation was performed by the West Chicago Police Department, the Major Crimes Task Force and the DuPage County State’s Attorney’s Office.

Rios will be required to serve 85 percent of his sentence before being eligible for parole. He will receive credit for the time he has already spent in custody.

Jimenez, 21, of Aurora, is being held in the DuPage County Jail on a $1 million bond. He is charged with six counts of first-degree murder and two counts of mob action. He is scheduled to appear in court Monday and faces a possible sentence of life in prison.

Martinez, 19, of West Chicago, is being held in the jail on an $800,000 bond. He is charged with six counts of first-degree murder and one count of mob action. He is scheduled to appear in court Tuesday and faces a possible sentence of 20 to 100 years in prison.

WeGo still battling backlogged water bills City administrator: West Chicago still owed more than $1 million

By EVAN SHIELDS eshields@shawmedia.com WEST CHICAGO – City officials are still playing catch-up on delayed water bills, some of which date back 18 months.

West Chicago is behind because of a limitation in the software used by newer water meters. That limitation was discovered in summer 2013.

The software does not allow the city to bill for specified periods of time and instead requires the bills to include any charges up until the day they are actually processed, City Administrator

Michael Guttman said.

As a result, West Chicago officials have to input the information manually, which has resulted in the backlog.

The city is working hard to close the gap in the amount of bills due, Guttman said. West Chicago normally bills residents every two months for water.

But the city is taking what each customer owes and breaking it into fourmonth bills to catch up.

Guttman said 1,500 bills are in the mail this month to cover a six-month billing period. He didn’t know precisely how that compares to the nor-

mal number of bills they send out at a time, but he said it’s definitely an increase.

“We’ve gotten about 2,700 bills out this year,” he said.

There is no timeline for how soon the city can catch up with payments.

“Progress is being made with billing our customers,” he said.

Mayor Ruben Pineda said the city will continue billing customers this way until they get caught up on the bills.

“We don’t want to upset any of the residents,” he said. “We don’t want anyone to get a large bill.”

Guttman estimates there is still more than $1 million owed to West Chicago.

The city has decided not to increase its manpower in an effort to get caught up because of the additional costs it would generate.

“We’ve been saving for capital projects, and we’ve been using that money to pay our bills,” Guttman said.

The capital projects aren’t set to begin until 2017, and Guttman said the water bill backlog will be caught up by then.

Guttman said residents who have not received a bill recently can pay what they believe they owe each billing cycle based on what they’ve paid in the past.

Q & A with the Hearing Doctor Too Old for Hearing Aids?

Q: My mom is 84 years old and is moving into a senior community. We know she is not always hearing well.

She thinks she is too old to get hearing aids. Is there such a thing as being too old to start wearing Dr. Terri Lightbody hearing aids?

A: No, there never is a time when a person becomes too old to wear hearing aids. In fact, we know the aging process changes the auditory system.

An aging adult has less ability to adapt to a challenging and noisy environment with or without hearing loss. Hearing loss causes greater diiculty for an older adult than on a twenty-something year old with the same hearing loss. he brain interprets what it hears. he speed in which the brain can process incoming auditory signals starts to decrease around the age of 40. As the processing slows, hearing and understanding speech becomes more diicult, even with normal hearing.

When parts of speech become inaudible to the person with hearing loss, speech

understanding becomes more diicult.

For instance, the phrase “tie your shoe” will sound like “_i_ your __oe” to a person with a typical high-frequency hearing loss. With the aid of visual cues, the person can see the speaker form the “sh” with their lips and can mentally insert “sh” at the beginning of “__oe” so that they interpret that word as “shoe”.

However, we know that the beginning of a sentence or phrase is almost always missed, so the irst word is still “_i_”.

As the speaker moves on to saying something else, the person with an aging auditory system and hearing loss cannot make sense of the phrase and struggles to catch up to the next words spoken. he point is, by correcting a hearing loss with use of hearing aids, a person can stay in the conversation and not zone out. he older the person is, the more critical it is to correct hearing loss.

Safety, fall prevention, preservation of mental acuity, reduction of the efects of dementia and Alzheimer’s and the reduction of age related depression are all beneits of correcting hearing loss.

West Chicago announces new coyote sighting reporting form WEST CHICAGO – The city of West Chicago is partnering with Scientific Wildlife Management to improve the reporting process for coyote sightings in the area, the city announced in a news release.

The company has created an online coyote sighting form at www. scientificwildlifemanagement.com/ report-a-sighting.

It is designed to provide local government officials with accurate information about coyotes living in a specific community so educated decisions can be made as to the resolution of problems with sick or aggressive coyotes.

The information the public provides by filling out the form will be invaluable to developing a positive solution to the issue.

A link to the form also is available on the city of West Chicago’s website at www.westchicago.org.

WeGo Park District accepting baseball, softball registration WEST CHICAGO – The West Chicago Park District is accepting registration for baseball and softball teams, the district announced in a news release.

The deadline for league registration has passed, but the district will continue to accept participants. Fees will be increased by $50 for registration after the deadline.

T-ball is offered for boys and girls in preschool and kindergarten. Boys baseball leagues offer Pinto, Mustang, Bronco and Pony levels for first- through eighth-graders.

Girls softball leagues include Junior, Minor, Major and Senior for first- through eighth-graders.

Warrenville Park District wins award for financial report WARRENVILLE – The Warrenville Park District has received an award for its comprehensive financial report, the Government Finance Officers Association announced in a news release.

Transparency fight is renewed in Springfield Here we go again.

Some lawmakers in Springfield again are taking aim at making government less transparent.

Republican state Rep. Joe Sosnowski of Rockford has filed House Bill 261. If passed, it would end the publication of all public notices in newspapers in favor of government websites. The legislation states when a governmental unit is required to provide notice by publication in a newspaper by law, order of court or contract, the governmental unit may publish the notice on an official government website instead of in a newspaper.

You might recall a similar assault of transparency occurred in 2011, when a similar bill was filed. It was unsuccessful.

Proponents of the bill say it would save governments money. The trade off might seem sensible, but a closer look exposes the legislation for what it is: a stealthy assault on open government under the guise of saving money. Newspapers, of course, have a vested interest in this matter: The bill would take revenue from most newspapers.

For decades, however, public notices have been printed in newspapers for a good reason: to provide the greatest verifiable public exposure for the money spent. (Public notices are billed at a discounted ad rate, by the way).

The audience provided by a local newspaper dwarfs the number of readers on a local governmental website. The legislation’s flaws become more apparent with the realization many people still don’t use or have

access to the Internet, especially the poor, the elderly, minorities and the disabled.

Ample proof exists that local governments blatantly disregard the law when it comes to posting information online. A recent audit conducted by the Citizens Advocacy Center studied more than 750 public body websites in Illinois.

In cases where local governments already are required by law to post information on their websites, the compliance rates were abysmal.

Only 73 percent complied with posting notice of upcoming meetings, a mere 57 percent complied with posting proposed meeting agendas and less than half – 48 percent – complied with posting approved meeting minutes.

And remember, Illinois has an excessive number of taxing bodies. Citizens would have to check each one to monitor legal ads, which provide notice of such things as public meetings, budget hearings and government expenditures. That’s much less efficient for the public than having a one-stop source for public notices – the local newspaper.

For people who use the Internet, Illinois newspapers (including this one) already offer a free, online public notice service. Visit www. publicnoticeillinois.com/ to search for public notices from this community and many others.

HB 261 is sitting in the House Counties & Township Committee. That’s where it should die. The bill is a risky step backward for the interests of open, honest, above board government.

In Illinois, it’s absolutely the wrong step to take.

Upset with COD officials I was just reading the article on “College of DuPage officials respond to radio station fraud.” It seems to me that they’re putting quite a spin on this. One thing they seem to feel is because the percentage, when you figure it that way, is so low when it comes to the cost that it’s insignificant. Maybe I’m not reading this article correctly, but it surely seems to me that the COD officials don’t regard the taxpayers at all. I’m really upset right now.

Park space is more valuable than presidential library plan By what authority can the Chicago Park District give away 20 acres of parkland so that the presidential library can be built next to the University of Chicago campus? Has anyone asked the residents of the area if they want their park to be given away? How many of those residents will visit the new library more than once a year, if at all?

And at the same time, they will lose a valuable resource for weekend family gatherings and other leisure activities.

Can’t ban everything While reading the letter from 15-yearold Abby in her quest to protect the Earth from plastic bags, her statement, “Recycling puts all the responsibility on me,” struck me with another sad reality that many of our young people are not being taught that yes, the responsibility does get put on you as a responsible person. If it was that easy to take care of the earth by banning or charging for plastic bags, why not ban/ charge/tax every single item that you see along the road (cans, newspapers, straws, etc.)?

Hard enough to spell on their own, a group of 28 third through eighth grade students from around DuPage County had to wade through these words and more in front of a crowd and a panel of judges Feb. 25 at the county’s spelling bee at Wheaton North High School.

For nearly two hours, contestants took turns striding – or nervously sliding – up to a microphone and spelling everything from the names of German cheeses to episodic styles of fiction.

One slip-up, misspeak or mix-up and they had to sit down.

“This year’s spelling bee competition was extremely competitive,” stated Regional Superintendent Darlene Ruscitti in a news release after the event. “It was very clear to me that the students put in a lot of hard work and studying to prepare for the spelling bee. All of the contestants are to be congratulated for getting to this level of competition.”

Chris Chang of Oak Brook’s Butler Junior High School was the last speller standing out of the best spellers from 69 public and private schools after 12

long rounds. His winning word was nitrite, a molecule made up of two oxygen atoms and a nitrogen atom.

All participants in the bee received a Barnes & Noble gift card from the DuPage Regional Office of Education.

Though it was a scary experience, Chang said, he believed he thought he had a good chance of winning as he had previously competed in a national spelling bee in Singapore when he lived there in sixth grade.

The word he missed then? Narcissistic.

“People always told me I was a bit of a grammar Nazi,” he said after his win, a fact his younger sister corroborated.

“I thought I had a pretty good chance of winning, but it’s easy to slip up.”

After pausing for a moment, he added, “Like narcissistic.”

Parents Paul and Carol Chang called the experience nerve-wracking, but were proud of his accomplishment.

“It was a really strong field, so it was a bit of a combination of luck and skill – some of those German words were tough,” Carol Chang said.

Chris Chang beat out Kurt Leano of Leman Middle School in School District 33 and Saahil Sorakayala of Lakeview Junior High School in School District 66.

Leano said he, too, was pretty confident throughout, though admitted he didn’t practice much. He chalked up his success to his love of reading.

‘Bad relationship’ with Breuder led to no confidence vote, College of DuPage Faculty Association says

By EVAN SHIELDS eshields@shawmedia.com GLEN ELLYN – The College of DuPage Faculty Association has released details about its September vote on no confidence in college President Robert Breuder.

The 14-page resolution, which was released the week of the Feb. 19 Board of Trustees meeting, details why the faculty voted 189-53 in favor of the first vote of no con- Robert fidence in the history of Breuder the College of DuPage.

The resolution includes claims of wasteful spending, lack of internal trust and intimidation, among various other claims. At the end of the resolution, the faculty requested Breuder resign.

Glenn Hansen, president of the college’s Faculty Association, said the resolution is the result of a “bad relationship that we have with Dr. Breuder due to many reasons.”

Hansen said Breuder has an adversarial management style that has resulted in a poor mental state for the faculty, resulting in a stressful working environment.

“We don’t feel inspired by him as a leader,” Hansen said.

The resolution was crafted by the Faculty Association in August, and the entire faculty voted on the measure in September. Hansen said the resolution has not changed since the faculty voted on it, with the exception of grammar and punctuation fixes.

earthed over the past few months, including the fraud uncovered at WDCB, the college radio station, and accusations of questionable spending by Breuder at the Waterleaf Restaurant and a lack of transparency over public information.

Hansen said the faculty likely won’t have another vote based on everything that has happened since September, but said the recent events would only further bolster the faculty vote.

“It would be an even more overwhelming vote of no confidence,” Hansen said.

Since the resolution was released, Hansen has received no response from any trustees about its contents.

The Faculty Association had arranged a meeting with a few trustees to discuss the resolution, but that meeting got canceled and was never rescheduled.

“The faculty are very disappointed with the way the Board of Trustees has handled this,” Hansen said.

Breuder addressed the no confidence vote in a Feb. 23 issue of the

college’s internal newsletter, which linked to a 34-page response. He dismissed all the claims made by the Faculty Association, arguing they had an ax to grind with previous boards.

“When I was hired, the faculty union was not happy with the presidential search,” Breuder wrote in his response. “An antagonistic relationship existed between [faculty] union leadership and the [former board Chairman Michael] McKinnon Board of Trustees. The national search culminated in my appointment, much to the chagrin of the union who saw the search process as flawed.”

Though Breuder’s lengthy response was released in February, it is dated Oct. 14, 2014. Breuder does not indicate when he read the Faculty Association’s resolution.

“When I first learned of the outcome of the vote I was interested in the underlying reasons and learned that a long list of items formed the basis for the negative vote,” Breuder wrote. “As I reviewed the list carefully and thought about each item, it became evident I was reading a solicited

listing of anything, everything that disturbed someone at some time since my arrival.”

After discrediting the faculty’s resolution, Breuder continued by saying this was a personal attack that would surely continue.

Before the Feb. 19 Board of Trustees meeting, trustee Kim Savage said she wanted Breuder to leave due to “ongoing tensions” between Breuder and the faculty since the last rounds of contract negotiations, which occurred in 2011.

The Board of Trustees began talking with Breuder about leaving the college in April 2014, Savage said. The vote of no confidence confirmed her belief that Breuder should leave the college.

Savage said the buyout Breuder received was a “mutually agreeable” decision for the board and a “responsible solution.” The $762,000 severance payment covers 1.5 years of Breuder’s salary and benefits, as opposed to the three years the board would be forced to pay if Breuder remained at the school.

Hansen said he’s not interested in getting into a “war of words” with Breuder. Both he and Savage said they want to move forward to do what’s best for the college and students.

Slow start sinks WeGo in regional quarterfinal Wildcats end season with loss to Trojans

By ALEX SOULIER asoulier@shawmedia.com DOWNERS GROVE – A fourth quarter rally was too little, too late for the West Chicago boys basketball team.

Facing No. 12 seed Downers Grove North on Monday in the Downers Grove South regional quarterfinal, the upset-minded Wildcats cut a 24-point, fourth-quarter deficit to single digits but could not claw all the way back, falling 69-58 and bowing out of the Class 4A playoffs.

“I knew we would battle back, and it was good to see some resiliency in the fourth quarter,” West Chicago head coach Bill Recchia said. “Unfortunately we didn’t come out physical enough in the first half.

“When somebody stands up to you and is physical with you, you need to stand up to them. We didn’t do that in the first half.”

An anemic offensive performance caused the Wildcats to fall behind early, trailing 15-8 after the first quarter and 29-11 at halftime.

When Downers Grove North built a 50-26 lead in the first minute of the fourth quarter, it looked as if the favorites would run away with the victory. However, junior all conference guard Mikey Bibbs caught fire in the final frame, scoring a game-high 25 points and helping the Wildcats pull within seven points with less than two minutes remaining.

Bibbs’ fourth-quarter effort, while in vain, was emblematic of what the head coach saw out of him all season.

Bibbs’ 12.9 points per game in the regular season led West Chicago and helped fill the scoring void created by the graduation of all-stater John Konchar. Additionally, breakout seasons from Junior Quinn Ricci (8.9 points per game) and sophomore Tai Bibbs (9.2 points per game) paint a bright picture of the Wildcats’ future.

Although the boys lost 11 out of its last 13 games after starting 5-7 through the first 12 games, the team will graduate only one senior, forward Alex Mitchell.

“I’m encouraged by what we’ve done this year,” Recchia said. “I’m not happy with the wins and losses, obviously, but sometimes you have to look beyond the wins and losses and see what you’ve done in terms of growth. We competed in games this season that people didn’t think we could compete in.”

West Chicago ended the regular season with a 48-39 overtime loss to Streamwood on Feb. 25. A day earlier, the Wildcats defeated Kaneland 60-56 behind 17 points from Tai Bibbs. Ricci had 11 points and Devonte Pascal added 10.

WEST CHICAGO Competing in his first IHSA state swimming meet, West Chicago freshman Garrett Clasen advanced to the finals of the 200-yard IM and came in 11th with a time of 1:54.75.

He had moved on to Saturday’s finals after posting a 1:55.03 in the prelims. At the St. Charles East sectional, he finished with a time of 1:54.94.

Clasen also competed in the prelims of the 100 breaststroke and placed 27th with a time of 59.83.

Wheaton North records 20th win, advances to regional finals

Now the Falcons have set their sights on something even bigger as the team will play for the West Aurora Class 4A regional title Friday after dispatching of East Aurora 61-45.

“We are really happy,” said senior Nick Traversa, who led all scorers with 17 points. “This is the first time in a while I think [to be playing in the regional final]. And we got our 20th win.

We were really focused on that first and now hopefully a regional championship.”

“I thought we got into a little bit of a rut setting for 3s early in the second half and we weren’t making them,” Wheaton North head coach Dave Brackmann said. “We started attacking the rim and that opened up the 3s and we started knocking them down.

“I thought our kids did a nice job responding when they made a run, and you have to do that in the playoffs. A lot of different guys stepped up tonight, it was a good team win.”

In addition to Traversa, Luke Anthony and Jordan also reached double figures with 14 and 13 points, respectively.

“We are always a pass-first team,” Traversa said. “It’s about getting rebounds and going down and looking for shooters and we’ve got guys who

shoot with confidence. At the start of the season, we were pretty good at passing the ball, but we’ve gotten a lot better at it. And we’ve been able to get a lot of open looks.”

Wheaton North wrapped up the regular season with a 51-44 win against DuPage Valley conference champion Lake Park on Feb. 25. The Falcons finished as the runner-up in the league with a mark of 7-3, one game behind the Lancers.

Traversa led three players in double figures with 16 points. Jordan scored 12 and Jake Heggeland added 10.

The Falcons also had three players selected to the DuPage Valley all-conference team with Jordan, Traversa and Heggeland all gaining recognition.

Kar Reng was special mention and Anthony was honorable mention.

Instead, St. George made history in his senior season. The Duke recruit began Saturday by leading off the coop’s 200 medley relay, which finished eighth place as St. George, Evan Sheriff, Danny Sivak and Matt Rogers earned just the fourth relay medal in program history.

St. George then took fifth in the 200 individual medley in 1:51.98 before taking down the backstroke record and becoming the school’s first state champ since Will Schaefer won the 500 freestyle in 2005.

“I don’t know what to say, I’m just really happy about [the record],” St. George said. “It feels great.”

WINNETKA – Max St. George made history in his final meet as a Wheaton North swimmer.

The senior became the third swimmer in school history to win a state championship and the first to break a state record when he captured the 100yard backstroke title at the state finals at New Trier.

St. George came into the meet seeded first and set the state record during Friday’s preliminaries. His time of 48.07 seconds eclipsed the old mark of 48.21 set two years ago by Loyola’s Andrew Jovanovic, who now swims for Northwestern.

St. George followed that up by winning the title Saturday in 48.20, a healthy 1.2 seconds ahead of runner-up Daniel Hein of DeKalb.

“It feels great,” St. George said. “I’ve been working toward this all season.

I was going for [both the record and title].”

St. George placed fourth in the backstroke and eighth in the 200 individual medley last season before undergoing elbow surgery in the summer.

“I had elbow problems during last high school season and then I got the surgery, so I was able to do more this season,” St. George said.

The timing of the surgery proved to be beneficial for St. George, who was able to recover and rest for six weeks.

“If you take any time out of the sport you always worry, but it ended up being a good thing for him,” Wheaton coop coach Jacob Ayres said. “If it had been six weeks at the wrong time, it could have been a big deal.”

SUBURBAN LIFE MEDIA St. Francis graduate Fiona McMahon was recently named the College Conference of Illinois & Wisconsin (CCIW) Women’s Basketball Player of the Week for the third time this season.

A senior forward for Elmhurst College, McMahon totaled 37 points and 16 rebounds against Illinois Wesleyan on Feb. 21.

For the season, she tops the team with her 16.4 points per game average while also adding 8.4 rebounds and 2.0 blocks per contest. The former Spartan is shooting nearly 54 percent from the floor and 78 percent from the free throw line.

Former West Chicago standout Claire Monroe is also on the Bluejays basketball team. The junior guard has played in each of the first 25 games and is averaging 7.1 points. She has made a teamhigh 41 3-pointers.

Graham, Drury help 22-3 Wheaton College Lauren Graham is a senior captain on the Wheaton College women’s basketball team, which finished the regular season with a 22-3 record.
