After several years of concealment under a dark protective plastic robe, Black Hawk soon will be shining once again atop the sunny cliffs above the Rock River.

Restoration of the 109-year-old, 48-foottall iconic concrete Indian is on track to be completed by Dec. 1, the Lowden State Park information line says.

And just in time for Christmas, donors can own a piece of “The Eternal Indian” history – a small chunk or two of concrete “skin” sloughed off the statue during repairs, Jan Stilson, a member of the Black Hawk Art, Restoration & Development Committee, a part of Oregon Together, said Monday.

Repairs began in September, and it’s been somewhat secretive process – the statue no longer is encased in black plastic, but still, Quality Restorations Inc., of Wood Dale has been doing all its work under wraps, piping in heat and trying to keep the tent shrouding the statue airtight. Concrete won’t set properly in the cold.

The company is using the concrete arm forms made during the last restoration effort in the 1980s, Stilson said.

They were stored at Lowden State Park for just this eventuality.

The arms sustained the most damage, and about 20% of the right arm had to be removed during this process, which is where a fair amount of the concrete chunks are coming from, she said.

Black Hawk was created by sculptor Lorado Taft in 1910 and unveiled in 1911 as a tribute to Native Americans. Time and weather damaged its surface, and it spent most of the last 5 years under layers of protective plastic to keep the ice, snow, and cold from doing more harm.

It was unveiled briefly in summer 2018 before being wrapped again.

Frank and the late Cherron Rausa of Sterling formed The Friends of the Black Hawk Statue Committee more than a decade ago and began raising money for repairs, the total cost of which will approach $1 million.

State budget woes, including the lack of a capital bill for several years, sidetracked a promised $350,000 matching state grant, which finally was funded by the Legislature more than a year ago.

Oregon Together was formed 2 years ago to finish raising money for the repairs and to work with the Illinois Department of Natural Resources, which oversees Lowden State Park, and the Illinois Conservation Foundation to get the job done.

The committee, formerly known as the Black Hawk Restoration Team, raised the last $225,000 needed in fall 2018, thanks to several large donations from area businesses and individuals.

Ogle County Circuit Clerk Kim Stahl announced last week that she is seeking re-election.

“Serving as your Circuit Clerk is truly an honor,” Stahl said in a press release. “Our office is responsible for maintaining a record of all cases filed in the Ogle County court system. Our goals are to operate with the highest degree of accuracy, integrity and efficiency as possible for the citizens of Ogle County.

Stahl was elected to the office in 2012.

Stahl said her office strives to continue to review procedures, policies and business practices for efficiency and effectiveness in the office.

“Our office has conquered more statutory changes than ever and we have succeeded,” she said. “We are e-filing in all civil cases, we are accepting e-citations, and we have completed a total transformation in our court fee structure, which was a statewide effort.

Iron Mike to spend this winter indoors for R&R Historic water fountain to be moved to safer location in 2020

BY EARLEEN HINTON ehinton@oglecountynews.com After more than 100 years on the job, Oregon’s historic and popular water fountain will be spending this winter indoors for some much needed R&R. Oregon Street Department workers along with local volunteers moved Iron Mike, a century-old cast-iron drinking fountain, from its longtime location near the intersection of Washington Street (Ill. 64) and Fourth Street (Ill. 2), to an Oregon business last week for a facelift.

“With winter fast approaching we removed Iron Mike and delivered it to the E.D. Etnyre Co. to be cleaned and painted over the winter,” said Retired Oregon Street Superintendent Mike Bowers in an email last week. “Etnyre’s have volunteered to store Iron Mike over the winter for us, which I’m sure we all appreciate.”

Bowers is in charge of the project to eventually move the deep green fountain to a safer location on the Ogle County Courthouse Square.

In August, the Oregon City Council voted unanimously to spend $15,000 to move Iron Mike. The Ogle County Board has agreed to share the cost of the project.

“We’re moving it 15 feet because it almost got hit by a car several years ago,” said Mayor Ken Williams in August. “It’s an historic icon so we need to preserve it.”

City officials decided some time ago that the fountain should be moved after it was narrowly missed by a vehicle involved in a traffic accident.

The widening of the intersection about 10 years ago brought the fountain within two feet of the traffic at the busy intersection.

Williams said at its new location, on the northeast corner of the courthouse lawn, the fountain will be the focal point of a seating area with two benches and brick pavers around it. The exact design has not yet been determined.

Iron Mike was presented to the city and installed by the Ogle County Humane Society in 1901.

The Illinois Humane Society began erecting public drinking fountains in 1877.

They commissioned a design “both pleasing and practical” by which water would flow at three levels, first accommodating thirsty people at the top, then horses, and finally dogs and small animals near the ground level.

The Polo Council of Churches will once again host its annual cookie sale to benefit the Honduras Project.

Led by Bill Hare, a group of local volunteers will travel to Honduras in January 2020 to help the community build cement block houses.

“These homes provide a healthy and safe living space for the families.

All proceeds from the cookie sale go directly to the project,” said Linda Gall, Global Mission Team Member, St. Mark’s Church of Polo.

DUMC is raising funds to pay the school fees for about 90 Las Palmas, Honduras school children to insure that they are able to begin their new

school year on time when school begins again in February 2020,” said Deb Cheek. DUMC member. “Honduran school fees not only provide the supplies the children need for the school year, but the fees also provide a nutritional meal for the children each day they attend school. In a farming community that is experiencing continued drought conditions as a complication of climate change, this is a crucial support for

these Honduran children.”

The second mission that will benefit from the potato bar donations, Heifer International, has become the DUMC Sunday School children’s annual mission project.

Hosted by Julie Hoak, our chapter heard the report of the recent International Chapter meeting in Des Moines, Iowa from Lisa Coffman and Vicki Hay. On Friday and Saturday nights, I attended the Polo High School Drama Club play, “The Enchanted Book Shop.” My nephew, Garrett Bittinger, played the part of Dr. Doolittle. The students performed beautifully in this hilarious production.

eral family members, including his mom and dad, Jo and Ben Bittinger, for both nights. Pastor Charlotte Hoppe enjoyed the performance on Friday as part of her vacation. Congratulations to the students on a job well done.

The PCHS football team delivered another win on Saturday afternoon.

The team is moving onto the next round of playoffs.

There were several students who participated in the afternoon game and the evening play This made a busy weekend for some very talented students.

After I returned home from work on Sunday evening, I messaged all three of my children. Conversations via text message changed to a phone call from my son, Clint. Some time had passed since our last conversation.

It was so good to hear from each of them. There were three completely different conversations going on at the same time. All three visits were filled with love and laughter.

Stephanie, Matt, and Clint are very

different from each other and yet, they are the same.

No matter how far away they travel, they will always be connected to their mom. We have the same kind of relationship with God. We are all different in so many ways, and yet, we are loved the same by our heavenly Father.

His love can withstand all circumstances and any distance. Just like my own children never needed to earn my love, God’s love is given even more freely. It is so good to know that we are known by loving Father.

As we enter this season of Thanksgiving, I am thankful for my family, especially my children. I am so glad they are here and a part of my life.

I have learned so many lessons in love from my children and even more by being a child of God. I hope to see you next week at our little church in the country. We will be celebrating the harvest season with family, friends and fellowship.

Come and worship, come and learn about love with our family.

“They have a wonderful menu planned, including ham, turkey, mashed potatoes, stuffing, corn muffin casserole and much more,” White said.

“Gather around the Christmas tree at Louise Quick Park for the annual tree lighting and caroling, followed by cookies and cocoa at the Senior Center.

To end the day’s festivities, children are invited to the Polo Library to watch the Polar Express and be treated to a special sparkler send-off after the movie.

Kevin A. Benson, 44, Polo, was arrested for domestic battery. He was transported to the Ogle County Jail.

Nov. 7 Carrie I Richardson, 39, Polo, was arrested for an outstanding Ogle County warrant. She was transported to the Ogle County Jail.

Nov. 8 William E. Colquitt, Jr., 43, Polo, was cited for speeding 43 mph in a 30 mph speed zone. He was released on an I-Bond.

David W. Livingston, 56, Polo, was arrested for driving under the influence of alcohol. He was transported to the Ogle County Jail.

Nov. 9 Floyd T. Noble, 25, Morrison, was cited for Failure to Yield. Noble was released on an I-Bond.

There’s been a lot of talk lately about how to support our veterans, but there’s been less talk about how veterans can support themselves.

Military families know the value of hard work, and they aren’t looking for a handout. Yet, so many veterans who prepaid for benefits with their military service are now leaving them on the table.

As a veteran, I work for the Illinois Department of Veterans’ Affairs to help my brothers and sisters in arms get their benefits.

If you are a veteran or a veteran’s family member, I’d hate to think you aren’t taking advantage of what you’ve earned.

Retirement reception for Kimberly Grewe is Nov. 29

Chief MSgt. Kimberly (Pederson) Grewe has recently retired from the U.S. Air Force, after serving 28 years.

A reception for her recent retirement will be held on Nov. 29, at the Cork N Tap in Oregon, from 5-8 p.m.

Members of the public are invited to stop in and thank her for the 28 years of service to our country.

Originally from Oregon, Grewe entered the United States Air Force in August 1991.

She is a 1991 graduate of Oregon High School and the daughter of Polly and Larry Black of Chana, and Keith Pederson of Oregon.

She has served in a myriad of positions within the Security Forces career field including Security Forces Manager, Superintendent, Operations and Training Superintendent, Security Programs and Analysis Superintendent, Logistics, NCOIC SF Training, NCOIC, Evaluations, Investigator and various flight duty positions.

Grewe’s deployments included Operations Sea Signal, Southern Watch, as well as a USSOUTH-

Breakfast with Santa is back this year by popular demand with a special twist for mom and dad.

The Oregon Park District is offering its annual Breakfast with Santa on Saturday, Dec. 14 at Cork & Tap. The event will include a hot delicious breakfast catered by Ralphie & LuLu’s, Ashton. The Oregon McDonalds is also a sponsor for this year’s event.

The menu will include scrambled eggs, sausage, french toast, fruit and more.

“In addition to sitting on Santa’s lap and telling him about their Christmas wishes, children also will have the opportunity to make an ornament for their tree at home,” said Tina Ketter, superintdent of recreation. “Parents are also welcome to purchase Mimosas if interested while at Cork & Tap. This holiday fun can be yours for only $8 for residents of the Oregon Park District or $10 for non-residents.

Children 2 and under are free.”

Seating is limited. Register before the Dec. 6 deadline. Upon registration, choose between the 8:30 a.m. seating or the 10:15 a.m. seating.

The two-show Switchback Concert originally slated for Nov. 23 in Franklin Grove’s historic H.I. Lincoln Building, will be rescheduled due to a broken leg injury suffered by key performer Brian Fitzgerald.

The H.I. Lincoln Building is currently closed and undergoing additional historic restoration to enhance the work started in 1995.

Special preparations were being made to reopen the building for the Nov. 23 concert.

Fitzgerald, along with musical partner Marty McCormick expressed regret in the delay of the much anticipated show but promised a rousing performance when they return at the earliest possible date.

Rescheduling is difficult due to their extensive international travel schedule which includes Italy, Scandinavia, U.K. (especially Ireland), and Costa Rico in their annual performances.

Along with this rescheduling of their 2019 Lincoln Building appearance, dates are being discussed for their 2020 schedule to include Franklin Grove.

While it is unusual for popular musicians that regularly play to audiences measured in thousands, the Switchback/H.I. Lincoln connection goes back over a quarter of a century to their musical friendship with the late Jack Kelley.

“Kelley was an outstanding musician as well as a part of the restoration, begun in 1995 that saved the historic Lincoln Building,” said Ron Colson, organizer. “It was only natural that the combination of music, historic preservation, and friendship with Switchback would put Franklin Grove on the group’s international touring line-up. Watch this publication for news on the rescheduled date.”

Eagle’s Nest Art Group will have an art show during Oregon’s Candlelight Walk, on Saturday, Nov. 30, from 4-8 p.m.

The ENAG gallery is located on the second floor of Conover Square

Musicians to offer free Christmas concert Dec. 8 community concert to benefit local food pantries

The public is invited to a free community Christmas concert that will celebrate the holidays and support local food pantries.

Hear the Prophet Callin’, by Pepper Choplin, will be presented Sunday, Dec. 8, at 3 p.m., at Trinity Evangelical Lutheran Church, 308 East Brayton Road in Mt. Morris.

“Since its inception in 2004, the Hear the Prophet Callin’, by Pepper Choplin, will be presented Sunday, Dec. 8, at 3 p.m., concert has been offered free to the at Trinity Evangelical Lutheran Church, 308 East Brayton Road in Mt. Morris. public, with monetary donations given to local charities,” said Sandra Stengel. “Once again, the beneficiaries will be food pantries Loaves and Fish in Mt. Morris and Life-Line in Oregon, which have each received approximately $600 each year since 2010.”

Musicians from communities throughout northwest Illinois such as Byron, Chana, Davis Junction, Dixon, Forreston, Leaf River, Mt. Morris, Oregon, Polo, Shannon and Winnebago, have gathered weekly since mid-October to rehearse for the single annual performance.

“For many, it’s become a tradition – a way to celebrate the Christmas season while benefitting needy people in local communities. For others, it’s the beginning of a new tradition.

Three vocalists are joining the concert for the first time,” Stengel said.

This year’s concert will be directed by Jennie Saltzgiver, a Rockford native, with a Bachelor of Music in Violin Performance from Millikin University.

She has performed with several regional musical groups including

the Beloit-Janesville Symphony Orchestra, Mendelssohn Chorale, Rockford Summer Concert Band, and the Rock Valley Community Orchestra.

Saltzgiver has taught music in and around the Rockford area for 20 years, currently in the South Beloit School District. Saltzgiver and her family live in Byron, where she is the choir director at the United Church in Byron.

“The public is encouraged to arrive early for pre-concert performances by a chime choir, directed by last year’s concert director Matt Guschl, and a woodwind quintet, directed by Oregon High School Band director, Andy Eckardt,” Stengel said.

Katie Moritz, a national hammer dulcimer champion, will play the hammer dulcimer with the orchestra and perform a solo during intermission.

I Hear the Prophet Callin’ opens with the haunting call of the distant prophet, “Prepare the way of the Lord.”

The choir responds as the voice of the faithful, “Make straight the way in the desert for our God.” Composed in a simple, Appalachian folk style, this musical includes vocal arrangements, narration, and for this performance, a selection of instruments that includes flute, oboe, percussion, French horn, hammer dulcimer, and piano.

“The concert will conclude with attendees invited to join the choir to perform Handel’s Hallelujah chorus, a tradition begun in 2004 that remains an annual highlight. All are invited to a reception in the Fellowship Hall of the church, following the concert,” Stengel said.

Tuttle was in a company tent when a “big bear of a guy” came off of a helicopter, hugged him and another soldier. He then said “God loves you son; you’re going to be OK,” and in that moment, he felt he

was going to be OK. Tuttle has served different community roles to support veterans including chaplain for the Oregon VFW and commander of the American Legion Post #97.

Hillcrest center gets license to grow marijuana

BY RACHEL RODGERS rrodgers@saukvalley.com The PharmaCann medical marijuana cultivation center in Hillcrest is one of several growers readying to fill increased demand pending the legalization of recreational marijuana.

PharmaCann was awarded a license by the Illinois Department of Agriculture to grow recreational marijuana, which becomes legal for those 21 and older on Jan. 1.

So far, the state has awarded nine licenses to growing operations in Hillcrest, Dwight, Lincoln, Kankakee, Joliet, Aurora, Barry, Rock Island and Anna. Only medical marijuana growers are receiving recreational licenses at this time.

“These centers are already hard at work in advance of legalization in January, and the department looks forward to continuing to review additional applications as they come in,” said Jeff Cox, IDOA Medicinal Plants bureau chief.

Founded in 2014, PharmaCann is a multistate

cannabis operator with licenses in Illinois, Maryland, Massachusetts, New York, Pennsylvania and Ohio; it is licensed for up to 26 retail locations and five cultivation and processing facilities.

PharmaCann’s facilities in Hillcrest in Ogle County and Dwight in Livinston County were the first two cultivation centers that went operational in the state for growing medical marijuana. The 36,000-square-foot Hillcrest site at 16274 Twombly Road was constructed in 2015.

PharmaCann currently operates five dispen-

saries in Illinois in Arlington Heights, North Aurora, Evanston, Ottawa and Romeoville, and expects to add additional retail store locations in the Chicagoland area next year.

Area cities and counties have spent the last few months working out local sales tax on recreational marijuana and zoning regulations for dispensaries and grow centers, or deciding to opt out from recreational sales.

Medical dispensaries have the first opportunity to garner state licenses to sell recreational marijuana, and 75 new licenses will be granted in May, with three to the 10-county area that includes the Sauk Valley.

The area’s sole medical dispensary is The Dispensary in Fulton, and city officials anticipate opting out from allowing recreational sales, after failing to approve zoning regulations last week.

A developer is interested in building a recreational dispensary in Dixon, and the City Council is going through steps that would set rules for local licensing and zoning.

An Oregon veteran’s story was recently showcased at the Midway Village Museum in Rockford.

John Tuttle, 73, enlisted in the U.S. Army in 1965 and served in the First Infantry Division in the 1/16th in Vietnam from 1968 to 1969, traveling throughout much of the country in a mech unit.

Tuttle recounted his days of service in “The Faces that Never Fade” as part of the Harlem Veterans Project, a program more than 10 years old that connects high school juniors and seniors with veterans and preserves their stories.

The documentary was shown Saturday as part of the museum’s “Hometown Heroes: Rockford’s Vietnam Veterans” event series.

Tuttle describes many facets of his service, from training, traveling and patrolling during the Vietnam War to nearly half a century later researching and commemorating the 25 members of his unit who didn’t come home.

He found them on the wall of the Vietnam Veterans Memorial in Washington, D.C., as well as the 22 sons of Ogle County who didn’t return from the war.

“It never goes away and those guys never go away; you can always see them,” he said.

He shares several memories in the documentary, including what

SPORTS Cardinals fall to Annawan-Wethersfield 30-26 2019 season ends for Forreston in thriller

BY ANDY COLBERT acolbert@oglecountynews.com Overcoming an 18-0 deficit and 414 passing yards by Colton Quagliano of No. 1 seed Annawan-Wethersfield, the Forreston football team nearly came back for a 1A second-round playoff win.

Instead, it was A-W advancing to the quarterfinals by a 30-26 score on Nov. 9.

“A game like this is a once in a lifetime experience,” Forreston RB Austin Mitchell said. “I don’t think you could ask for anything better than how it was played.”

It was Mitchell breaking free for a 78-yard touchdown run to give the Cardinals (8-3) a 20-18 lead and stunning the undefeated Titans, who appeared to be a in complete control after Quagliano threw touchdown passes of 73, 58 and 12 yards for the early lead.

“We stopped them on the run, but they got the deep ball. That quarterback was special,” Forreston lineman Derek DeVries said.

With less than a minute until halftime, Forreston finally scored after a 14-play, 75-yard drive, as Jacob Boomgarden caught a 7-yard pass from Bailey Cullor.

Aided by two personal fouls against A-W and a player ejected, Forreston made it 18-14 on its first drive of the second half. It was Cullor scoring on a fourth down from the 3-yard line in a play that resembled a rugby scrum.

Quagliano threw another TD pass, but a penalty nullified the score.

He did make Forreston pay later in the third quarter on a fourth-down 31-yard TD pass to Isaac Shaw. That gave the lead back to the Titans 24-20.

The junior quarterback finally made a mistake late in the fourth quarter. He failed to see Forreston’s Cayden Shelton on a short pitch pass and the result was his only interception.

Taking over at the 6-yard line, it was Cullor being carried over the goal line for another touchdown and 26-24 Cardinal lead.

“I couldn’t be prouder of the resilience we showed in coming back,” Forreston coach Kyle Zick said.

Not accustomed to playing a full game because of blowout wins, A-W was reeling, but Quagliano pulled out one more big play to save their season. Under pressure from DeVries, he scrambled free and found Kale Nelson for a 42-yard pass to the 2-yard line.

Reece Gripp scored on the next play for the final margin of victory with 3 minutes left.

Forreston advanced to the 28-yard line, but a costly sack of Cullor by Brady Kelly stalled the drive, which ended in a desperation interception on fourth-and-15.

“He (Kelly) really flew off the edge,” A-W coach Logan Willits said. “The NUIC is the best 1A/2A conference in the state. To come into this environment against the defending state champs and win showed us rising to the occasion.”

Drake VanHyfte, younger brother of the all-state basketball girls from Annawan of the same name, stopped the drive with a crushing tackle for no loss on Braden Politsch.

Three plays later, Quagliano hit a wide-open Isaac Shaw with a 73-yard bomb and 6-0 lead.

The next Forreston possession resulted on zero net yards and the coaching staff alertly changed to a spread formation. It created some confusion for A-W, but the Cardinals had to punt again.

A quick strike 58-yarder from Quagliano to Shaw made it 12-0 things got even worse for Forreston. A fumble on the next play from

scrimmage turned the ball over.

Then things got really wild.

Gripp caught a pass and was stripped of the ball by Cullor, who returned it to midfield and tackled into the A-W bench, resulting in a 15-yard unsportsmanlike on A-W. The two teams combined for 16 penalties for 170 yards.

On the very next play, an incompletion by Forreston, four different penalties were called. A-W was called was interference, Forreston was flagged for holding and Derek DeVries and Kilar Huenefeld each picked up unsportsmanlike calls.

The end result was first-and-37 for the Cardinals, as tempers between the two teams began to heat up.

near the red zone where it died.

As part of its 463 yards of total offense, A-W went on an 85-yard drive to make it 18-0. Forreston did answer back with a 75-yard scoring drive to pull within 18-8.

As the first half came to an end, Quagliano had nearly 300 yards of passing.

After Forreston pulled with 18-14 early in the third quarter, it was Corbin Miller laying Quagliano out for an 8-yard sack to keep the Titans off the board.

“We came out hot and bogged in the middle of the game,” Willits said.

Huenefeld registered his second tackle for a loss and A-W stalled on its next drive.

That was when Mitchell got free on the outside and rode two downfield blocks to paydirt for the 20-18 lead.

“It was beautiful – the blocking was. When I got to the sideline, I

knew I was gone,” Mitchell said.

It was Mitchell later converting on fourth-and-3 to keep a long drive alive. However, with 7:40 left, Ethan Mulder lost the ball and Gripp fell on it at the 20-yard line.

No worries, as Shelton got the ball in even better field position with his pick of Quagliano. The longer the game went on, the more Forreston appeared to be in control until the final drive that stalled out.

“In the second half, they weren’t used to us,” said Mulder, the all-everything fullback/linebacker. “We have no regrets. We did all we could.”

Forreston bows out at 8-3, while A-W moves on to face Morrison in a battle of undefeated teams.

“It sucks to know you’re never playing again next year,” Cullor said. “The guys next year are going to be good.”

A-W was physically beating the Cardinals up front and when you have seven guys trying block 11, it’s hard to get a running game going.

The spread, along with Forreston’s conditioning and experience in big game situations suddenly turned the game on its head.

Taking nearly as long as a college game, Forreston had 12 possessions, giving them plenty of opportunities to score.

Lost fumbles and stalled drives weren’t as critical as they normally would be. The way the game flowed with Forreston’s no-huddle and A-W’s passing attack, you knew Forreston was going to be getting the ball back soon, as they ran a mind-boggling 41 plays in he second half alone.

Without passing, the visitors didn’t have a chance, as they couldn’t run on the Cardinal D-line. It had to be a shock to a team accustomed to running roughshod over every other opponent.

As Derek DeVries said, the A-W quarterback was special. So was Bailey Cullor, just in a different way.

Both signal-callers directed their teams in classic styles. For that matter, everybody was doing their part on each side of the field.

When the game was over, I wanted to salute both sides for such an exercise in competitiveness and guts.

Rarely do I eagerly anticipate games as much as this one and it exceeded my expectations, though the excessive penalties by both teams tarnished it a bit.

Polo shows no rust from bye week in 50-16 win Marcos to host River Ridge on Friday, Nov. 15 in semifinals

BY TY REYNOLDS treynolds@saukvalley.com After a bye in the first round of the 8-man playoffs, the Polo Marcos were chomping at the bit to get back on the field on Nov. 9.

There was no rust, either, as the Marcos scored early and often in a 50-16 victory over Lowpoint-Washburn.

“That one week off felt like a month, and we all were anxious to get back out here and play again,” senior quarterback Tucker Mumford said. “Our goal was to get out there and set the tone early, and I think we did that.”

Polo (10-0) took the opening kickoff and marched 44 yards in eight plays, with Jesse Powell scoring on a 7-yard run for an 8-0 lead.

Then, on Lowpoint-Washburn’s very first offensive play, Brody Glawe intercepted a pass from Bradan Grebner. After a 15-yard facemask penalty was walked off, the Marcos had the ball at the Wildcats’ 30; four plays later, Mumford ran in from 3 yards out for a 16-0 lead.

After a three-and-out where Lowpoint-Washburn went backward, Jace Coffey ran for 29 yards on first down, then Powell finished off the lightning-quick scoring drive with a 15-yard TD run.

“I think the thing that really got us going was the line. They did a very good job, kept on their blocks and made good holes for us to run through,” Powell said. “We really like to come out and set the tone early; if we can take the other team out of it early, that makes it a lot easier the rest of the game.”

Another three-and-out where the Wildcats offense went backward led to another score, this one on a big play. Mumford swung a pass to Coffey in the flat, and he picked up some great blocks on the edge and downfield to run in for a 69-yard touchdown for a 32-0 lead as the first quarter came to an end.

On the first play of the second quarter, Davies picked off a John Rediger pass and returned it 45 yards for a touchdown for a 40-0 lead; the teams decided to start the running clock right then.

COMMENTARY Andy Colbert In my rankings of favorite Cardinal playoff clashes, I put it up there with the 2012 OT win at Ottawa Marquette and the 2014 win at a wonderful environment in Stark County.

Each had plenty of high drama.

Actually, I didn’t take in another playoff game on Saturday, but rather the IHSA cross country finals at Peoria.

I’m old enough to remember when the meet first started there 50 years ago and it is still regarded as the best state x-c meet in the country.

In 1972, the biggest name ever to come out of Illinois prep long-distance running – Craig Virgin of tiny Lebanon – set a course record of 13:50.

In a testament to distance running in Illinois, every Olympic since 1976 had at least one former Illinois high school runner competing, but not one of these standouts were able to beat Virgin’s iconic record.

The record finally fell this season and nobody saw it coming. Josh Methner of 3A Arlington Heights Hersey ran 13:49 on the 3-mile loop at Detweiller Park, the exact same course Virgin ran on 47 years ear-

“Our defense is amazing,” said Mumford, who had five solo tackles and four sacks, including the safety. “We were penetrating the line and locking people down in coverage, and it was hard for them to move the ball on us. And that helps us a lot offensively too, because when they can’t move the ball, we get good field position.”

Polo held the Wildcats to minus-18 yards of offense in the first half, and only three of their 17 offensive plays went for positive yardage.

“Our defense is phenomenal,” Powell said. “They do a very good job, and they work their butt off and get done what needs to get done.”

Virgin was the national highschool distance runner of the year.

Though a defending state champ in the uber-competitive 3A division, Methner was a relative unknown compared to Virgin and multitude of other star runners the last few decades that took cracks at the record.

Running in near-perfect conditions, Methner ran 22 seconds faster than he did last year at the state meet.

Besides putting in all the training necessary to be an elite, how does someone like Methner break what had been considered one of the IHSA most sacred marks for any sport?

In long-distance running, it is not always the most talented and physically conditioned athlete that can run the fastest.

On rare occasions, a runner gets in a type of ethereal zone where there is a feeling of almost of floating on air and being able to run forever with limitless effort. Methner looked so smooth and relaxed, I sense that he reached that level.

The BNC was well-represented at the meet, with the Winnebago girls winning 1A, the Dixon boys claiming second in 2A and Rock Falls having both a boy and girl in the top five individually.

Where we weren’t represented so well was in 1A boys. Of the five teams that qualified out of the Oregon sectional, four of them finished near the bottom of the standings.

Once a stronghold of distance running, the northern Illinois area has been trending downward, with this year’s class of 1A teams perhaps the weakest we’ve seen.

The top long-distance runner from Ogle County remains Craig Young of Stillman Valley in the 1970s, but don’t forget about a third-place finish in 1971 by Jim Buell of Mt. Morris when the meet was still one class.

Looking ahead to the quarterfinal round of the football playoffs, Byron is still on target for a state 3A title.

This week, the competition steps up with traditional power Wilmington coming to town. Other than Coal City, Wilmington’s only loss, the Wildcats really haven’t played anyone.

There is no reason to think that Byron shouldn’t continue its winning ways.

With Stillman Valley and G-K getting knocked out by private powerhouses in 4A, Byron is the last team standing from the BNC. My favorite result from the past weekend was Sycamore beating Lombard Montini in overtime, 16-13.

Previously, Sycamore had six playoff losses to Montini.

I am reluctant to bash private schools, but something is amiss when a very good public school program like Sycamore continually has its season come to an end because of running into a private juggernaut.

Still, Polo allowed just 119 yards of total offense – 112 on the two pass plays – and just five first downs, while amassing five sacks, four tackles for loss and the two interceptions.

Offensively, the Marcos got all 15 of their first downs in the first half, and had 230 of their 244 yards before the break.

“We ran into a buzzsaw, and that happens; Polo deserves it,” Lowpoint-Washburn coach Tony Davis said. “I told my kids there’s nothing to be ashamed of, because we didn’t have a football team 5 months ago, and I’m really proud of them.

This was a good experience for our kids, because we knew coming in that’s a quality team. Well-coached, good kids, they know they’ve got to do it right, and they do it the right way. They play hard, they play tough, they overcome anything.”

The first is for scheduling the Annawan-Wethersfield playoff game at 5 pm.

I say it every year, but it bears repeating. As a high-school football fan, I am grateful that Forreston goes against an antiquated school of thought that says these games must be early afternoon on Saturday.

Forreston is progressive enough to play when the sun goes down, allowing fans like me to see a double-header of action, instead of just one game.

Denny Diduch advocated for it and it is great to see the school continues it. It also allows more media coverage.

On a related note, Polo gets it too.

Not only are they playing at night this week, but it will be on a Friday.

That’s when high-school football was meant to be played.

Hardly any playoff games are contested on Friday anymore, especially after a team had played on the Saturday before.

No doubt, the spotlight will be on 8-man football for that one night and kudos to Polo for having the foresight to realize it.

The other big thank you to Forreston is for such an entertaining evening. What a back-and-forth contest that had a little bit of everything, starting with an onside kick recovery and ending with nerve-inducing drive on the end.

Recycle your electronics, donate to the food drive The Ogle County Solid Waste Management Department (OCSWMD) will be holding the last residential electronic recycling drop-off of the year on Friday, Nov. 22.

This event is a week early due to the Thanksgiving holiday. There will be not be an electronics collection during the month of December.

The location for the event is the County Annex Building at 909 Pines Road from 9 a.m. to 4 p.m.

The events are for residential electronics from Ogle County and ID’s are checked. There is a limit of seven large or bulky items per vehicle. A tub or box filled with smaller items is considered one bulky item.

Accepted items include all residential televisions, computers, computer monitors, all computer accessories, hardware, and cables,

UPS systems, printers, FAX machines, copiers, laptops, cell phones, tablets, video game equipment, phone systems, radios, stereo equipment, digital clocks, VCR/ DVD players, remotes, and cable/ satellite receivers, holiday light strands, rechargeable batteries, CFL bulbs, and printer ink cartridges.

Microwave ovens are also accepted for a $5 charge.

Items that are not accepted include smoke detectors, fans, lamps, vacuum cleaners, personal hygiene items, power tools, yard tools, toys, heaters, air conditioners, dehumidifiers, sump pumps, coffee

makers, bread makers, slow cookers, toasters or ovens, or electric fryers.

Electronics from businesses, schools, or other institutions are not accepted at these events.

Please contact the OCSWMD for options regarding business or institutional electronic items.

The OCSWMD will also be accepting non-perishable food items at the electronics drop-off.

Items accepted include all non-expired and sealed canned foods, soup, cereal, pasta, rice, pancake mix, syrup, peanut butter, jelly, and items such as bar soap, toothpaste, and toothbrushes. Cash donations

are also accepted.

All donated items are distributed to various Ogle County food pantries. The food pantries in Oregon, Byron, and Stillman Valley have already received donations collected by the OCSWMD during the September and October drop-off events.

Please be generous and consider those in need as you drop off your electronics for recycling.

The OCSWMD will do the rest getting the donated items to our local food pantries.

Kish’s inaugural Innovation Challenge winners Kishwaukee College, The Rochelle Retail Advisory Board, and The Illinois Small Business Development Center (SBDC) at Waubonsee Community College sponsored the Innovation Challenge held on Oct. 17 in the Kishwaukee College Conference Center.

The “business idea” competition sought innovative ideas for launching a new business or new ideas for an existing business. Ten businesses and entrepreneurs competed for cash prizes.

Competitors delivered 3-minute pitches to a panel of expert judges.

Judges scored each pitch according to innovation and other categories on a mathematical rubric.

OBITUARIES GARY VICTOR BRUEGGEMAN Gary Victor Brueggeman, 73, of Pecatonica, died peacefully at home on Saturday, Nov. 9, 2019.

Gary was born on April 25, 1946 in Norwalk, Wisconsin. He was one of seven children raised on a dairy farm by his parents Louis and Mamie Brueggeman.

and Pinecrest Community. Her family always being of the utmost importance in her life no matter her endeavors or commitments.

Survivors include daughter Kathy Coffman of Oregon; son Mike (Mary Ellen) Davis of Polo; 7 grandchildren, 9 great-grandchildren, 3 greatgreat grandchildren; and many dear friends.

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following arrests.

At approximately 10:20 p.m., deputies were dispatched to the 400 block of South 1st Ave. in Forreston to check on someone’s welfare. After a brief investigation, Dale Ulrich, 37, of Forreston, was arrested for disorderly conduct. He was then transported to the Ogle County Jail and held in lieu of bond.

Nov. 7 Jason Reynolds, 38, of West Union, Iowa, was arrested at 8:37 a.m. for driving while license revoked following a traffic stop in the 5000 block of South Illinois 2. Reynolds was transported to the Ogle County Jail where he was held in lieu of bond.

Zackerey Soto, 30 of St. Charles, was arrested on an outstanding Ogle County warrant for driving while under the influence of alcohol. Soto’s bond was set at $5,000/10% pending a court appearance.

Nov. 8 Jason Stombaugh, 33 of Oregon, was arrested on an outstanding Ogle County warrant for violating an order of protection. Stombaugh posted $3,000/10%

bond and was released from the Ogle County Jail. He is scheduled to return to court on Dec. 6.

Nov. 11 At approximately 10:54 a.m., deputies were dispatched to the intersection of River Road and Main Drive in reference to a property damage accident.

After investigation, Melissa Alumbaugh, 30, of Sterling, was arrested on an Ogle County traffic warrant and for obstructing identification.

Alumbaugh was additionally issued a citation for operating an uninsured vehicle.

She was transported to the Ogle County Jail where she was held in lieu of bond.

Nov. 5 On 11/05/19 the following people were arrested for Ogle County Outstanding Warrants: Ambra Walker, 33, of Rochelle, was arrested on an outstanding Ogle County warrant for failure to appear. Walker’s bond was set at $3,972.69 pending a court appearance.

Teray Bell, 36, of Rockford, was arrested on an outstanding Ogle County warrant for failure to appear. Bell’s bond was set at $1,409 pending a court appearance.

Conor Smith, 21, of Rochelle, was arrested on an outstanding Ogle County warrant for failure to appear. Smith’s original bond was $1,677. He went to

Industrial Hemp Workshops offered in region The first of a pair of workshops on Industrial Hemp will be held at the Illinois Extension offices in Elizabeth, 204 Vine St., and Rockford, 1040 N. Second St., on Dec. 19 and 20, respectively.

The workshops run from 2-4 p.m. both days. The cost will be $10 per person.

The signing of the Illinois hemp bill has provided opportunities for the cultivation, distribution, and processing of hemp for fiber, grain, and CBD. Learn more about the options available in legal hemp production.

State police to conduct patrols for Click it or Ticket The Illinois State Police will conduct Special Traffic Enforcement Patrols (sTEP) in Lee, Ogle and Whiteside Counties during November.

“These sTEP patrols allow the ISP to focus on these fatal four violations which contribute the greatest to traffic crashes and fatalities: driving while under the influence (DUI); safety belt and child restraint use; speeding; and distracted driving,” said Illinois State Police (ISP) District 1 Commander, Captain Matthew Hodgdon in a press release.

“The ISP will increase our daytime and nighttime patrols to ensure the safety of vehicle travelers through enforcement of all traffic safety laws,” Hodgdon said. “Impaired driving is a factor in more than 30 percent of traffic deaths in Illinois. Likewise, speeding is a factor in nearly

35 percent of fatal crashes; and, nearly 50 percent of vehicle occupants killed in traffic crashes were known to not be buckled up.

This project is funded through the Illinois Department of Transportation.

Monthly activity for October Hodgdon also announced District 1 enforce-

ment figures and activity for October.

Illinois State Police District 1 Troopers issued 355 citations, 392 written warnings, and made 13 criminal arrests during the month of October.

Speeding accounted for 239 citations, 28 citations were issued for occupant restraint violations, and nine citations were issued for distracted driving violations.

Troopers investigated 27 traffic crashes, assisted 89 motorists, and conducted 152 commercial vehicle inspections, 17 of which were placed outof-service for safety reasons.

There were two arrests for driving while under the influence.

District 1, which encompasses Carroll, Lee, Ogle, and Whiteside counties, had three traffic crash fatalities in October.

in my cementing a career an internationally respected steelpan soloist. As a result of this, I am now able to help groom a new generation of steelpan musicians, many of whom are already taking the steelpan into musical avenues largely unexplored.”

A wonderful percussion soloist and conductor, O’Connor premiered more than 25 compositions for percussion solo or ensemble and wrote more than 75 arrangements for steelband.

He spent a semester teaching and implementing a steelband program at the National Institute of the Arts in Taipei, Taiwan and was also an invited guest to the Taipei International Percussion Convention and 20th anniversary of Ju Percussion Group of Taipei.

While there, O’Connor participated in a 100piece marimba orchestra concert, which was the first ever in the Eastern Hemisphere.

To further attest to the far reaching impact of O’Connor’s achievements, one can also look at the steelband program that he created in 1982, and directed until 2012, at the Birch Creek Music Performance Center in Egg Harbor, Wisconsin.

Students who attend this summer music camp experience playing the steelpan for the very first time and, in many instances, eventually go on to perform in their respective high school and/or college steelbands. Some Birch Creek attendees have even taken it a step further and formed their own steelband ensembles.

In the early 1990s, together with Clifford Alexis, O’Connor was able to convince Lester Trilla, CEO of the Trilla Drum Company in Chicago, to implement a scholarship fund which would assist students primarily from the Caribbean to pursue music studies at NIU. Trilla agreed to do so, and through his philanthropy, a great number of students have been able to attain music degrees and go on to have successful careers in their respective homelands.

The NIU Steelband presents its fall 2019 concert Sunday, Nov. 17, at 3 p.m. at the Boutell Memorial Concert Hall in the Music Building on Northern Illinois University’s main campus in DeKalb.

The program will also feature the NIU Steelpan Studio, All University Steelband and Community School for the Arts (CSA) Steelband.

The event will be dedicated to the memory of G. Allan (“Al”) O’Connor, the founder of the NIU Steelband program, former Associate Dean of Music, and Head of Percussion Studies who passed away in June.

Al O’Connor was at the forefront of the development of the steelband art form in North America, and his pioneering work influenced the formation of steelband orchestras at educational institutions throughout the USA and Asia.

In 1973, O’Connor established the first actively performing steelband at an American university. Under the director of O’Connor and the late Clifford Alexis—whom Al convinced to join the staff at NIU—the band made many significant and memorable appearances including its performances at Yankee Stadium; PASIC (Percussive Arts Society International Convention), where they were the first steelband to perform at the convention; World of Drumming Festival in Seoul (2002), and two tours of Taiwan.

As an administrator and educator, one of O’Connor’s major accomplishments was the establishment of the first steelpan major at any university in the world. This bold move has had a profound impact upon many students, including a host of steelpan majors who have hailed from around the world.

Because of Al O’Connor’s vision and pioneering work, many graduates of NIU have gone on to teach at institutions around the world; establish their own steelband ensembles; create new music for the relatively new instrument and further highlight its versatility, uniqueness and profun-

Byron Foundation honors history with eye on future

BY MARGARET ROCK Byron Foundation Board Member The Byron Foundation is looking forward to celebrating its fourth decade of existence, an amazing feat considering the difficulties that often plague fundraising and grant organizations.

To find out how this organization is able to not only survive, but thrive, for that long amid so many educational, societal, and economic upheavals, it is helpful to look at the beginning.

The story of the Byron Foundation is one that honors its past, while demonstrating flexibility and creativity in facing the future.

Founded in the early 1990s, the Byron Foundation was established as a non-profit corporation to enrich and supplement the educational opportunities offered to students. To hear Kevin Lyons, who was there at the beginning, talk about it, the kernel at the heart of the Byron Foundation was a grand idea.

“Our academic programs were flourishing, but we started to think about learning that was beyond traditional course teaching. We wanted to go deeper,” Lyons said.

Brian Janssen, who was also involved in those early days said that thinking coincided with a project he heard about in Putnam County that aimed to enrich the kids’ education beyond taxpayer dollars. He talked about this idea, and the group of volunteers drew on those basics and presented a plan to the Byron School Board. In the early days, people like Susan O’Neil, Kim Crowe, Bill Young, Barb Clubb, and Elaine Breck, to name a few, worked hard to get the Byron Foundation on the map.

“We wanted to be an independent organization that provides the Byron School educators access and opportunity to impact learning that empowers students and provides an enriched education experiences,” Janssen said. And, since they weren’t looking for tax dollars for their projects, they faced the issue of funding.

It was during these beginning years that the Byron band was in need of uniforms. “A person came forth and wanted to donate $10,000 to provide uniforms for the band and they wanted to remain anonymous,” Janssen said.

The Byron Foundation, because it is registered with the Internal Revenue Service to receive gifts and contributions and is a 501C3 organization, was the perfect fit for solving this problem. With that huge project under it’s belt, the group grew and increased fundraising efforts to continue to fund other, valuable educational opportunities.

Some mainstay fundraising drives sponsored by the Byron Foundation include the must-have school calendars (produced in partnership with help from the Byron Bank) and spirit wear parents and students can pick up during every Fall’s

“Back to School Night.”

In addition, the organization has held basket raffles in conjunction with the spring Art Show, participated in Amazon smile, offered a gift card scrip program and oversees the Cans for Kids bin, located by the soccer field. These kinds of fundraising efforts, combined with donations from the community are the sole means of funding for the Byron Foundation.

Each fall, the organization distributes grant application forms to teachers at Byron’s three schools. The teachers who have a project that falls outside the School District’s planned budget can complete the application, which asks questions to demonstrate that the concept is one that goes above and beyond.

The idea isn’t to try to duplicate district funding, but to scout out unique opportunities that harken back to the founders’ “big idea” of something really creative, meaningful, and lasting that will have a positive impact on the students and, as a result, the wider community.

Over the years, the Foundation has disbursed over $155,000 to fund a wide array of programs and projects in the academic, fine arts, technology and career area, as well as those that create an awareness and concern for environmental and social issues, and those that enhance the relationship between the students and community.

“We provided funds to address bullying before that was recognized as an everyday problem,” according to Janssen.

This program involved experts who worked with small groups of high school students to discuss their feelings and motivations and to reflect on their actions.

More recent projects have included learning tools to help improve speech, field trips to see plays and art exhibits, library enhancements, classroom equipment to expand student learning environments, technology tools for reading and math that enhance traditional instruction, and the purchase musical instruments to help form after-school groups, like the Ukulele Club.

“There have been so many great and special projects we’ve funded over the years,” recalls current Board Secretary Matt Maurizio, who has served on the board for eight years. “But one that stands out in terms of impact and creativity was 8th grade team-building program.”

Maurizio explained the trip included taking the whole class of students to a challenging obstacle-style course, complete with high ropes and a 30-foot climbing wall. The activities the kids engaged in that day served as a really powerful teaching tool about supporting each other, team building, and pushing through limits.

This robust and unrivaled history of the Byron Foundation, which has been supported by volunteers who spend countless hours fundraising, has faced many of the same challenges that plague most non-profits: retaining and engaging volunteers, sustaining operating funds, and increased competition for donor funding and engagement.

In order to respond to these challenges, the Byron Foundation has been forward-looking in its fundraising efforts and flexible in trying new ideas to keep the proud tradition of the organization going strong.

In 2017, the Byron Foundation established an endowment fund as a financial reserve, in order to provide perpetual income and commitment to educational excellence in the Byron School District.

This will help ensure the group can focus on raising awareness and funding projects without being so distracted by the need to raise money.

Since starting the endowment, which can also accept 501c3 donations, the Byron Foundation is in a position to be able to fund projects well into the future.

The move was great for the Byron Foundation. The board monitors the reserves in the endowment each year and they’ve been growing steadily.

And, at the same time, the group continues to solicit, review, and fund unique and truly fulfilling projects for their kids, schools and community.

In a non-profit world that seems to be moving in all sorts of directions, the Byron Foundation continues to protect and honor the legacy of the founders, while supporting the future of the children and the community of Byron.

AN ORDINANCE AUTHORIZING THE CITY OF OREGON, OGLE COUNTY, ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM WHEREAS the City of Oregon, Ogle County, Illinois operates its public water supply system ("the System") in accordance with the provisions of 65 ILCS 5/11-139 and the Local Government Debt Reform Act, 30 ILCS 350/1 (collectively, "the Act"), and WHEREAS the Mayor and City Council of the City of Oregon (the "Corporate Authorities") have determined that it is advisable, necessary and in the best interests of public health, safety and welfare to improve the system, including the following: the replacement and looping of approximately 8,700 feet of water main and new water service lines from the new water main to the property line at an estimated cost of $2,520,000, together with any acquisition of necessary land or rights in land and all surface restoration or other services necessary, useful or advisable to the construction and installation ("the Project"), all in accordance with the plans and specifications prepared by the consulting engineers to the City; and WHEREAS, the useful life of the Project is 30 years; and WHEREAS the estimated cost of construction and installing the Project, including engineering, legal financial and other related expenses is $2,520,000 and there are insufficient funds on hand and lawfully available to pay these costs; and WHEREAS, the loan shall bear an interest rate as defined by 35 IL Admin. Code 662, which does not exceed the maximum rate authorized by the Bond Authorization Act, as amended, 30 ILCS 305/0.01 et seq., at the time of making of the loan; and WHEREAS, the principal and interest payment shall be payable semi-annually, and the loan shall mature in twenty (20) years, which is within the period of useful life of the Project; and WHEREAS the costs are expected to be paid for with a loan to the City from the Public Water Supply Loan Program through the Illinois Environmental Protection Agency, the loan to be repaid from revenues of the System and the loan is authorized to be accepted at this time pursuant to the Act; and WHEREAS, in accordance with the provisions of the Act, the City is authorized to borrow funds from the Public Water Supply Loan Program [415 ILCS 5/19.3] in the aggregate principal amount of $4,000,000.00 to provide funds to pay the costs of the Project; and WHEREAS the loan to the City shall be made pursuant to a Loan Agreement, including certain terms and conditions, between the City and the Illinois Environmental Protection Agency; NOW THEREFORE be it ordained by the Mayor and City Council of Oregon, Ogle County, Illinois as follows: SECTION I. INCORPORATION OF PREAMBLES The Corporate Authorities hereby find that the recitals contained in the preambles are true and correct, and incorporate them into this ordinance by this reference.

SECTION 2. DETERMINATION TO BORROW FUNDS It is necessary and in the best interests of the City to construct the Project for public health, safety and welfare, in accordance with the plans and specifications, as described, that the System continue to be operated in accordance with the provisions of the Illinois Environmental Protection Act, 415 ILCS 5/1 et. Seq.; and that for the purpose of constructing the Project, it is hereby authorized that funds be borrowed by the City in an aggregate principal amount not to exceed $4,000,000.00.

SECTION 3. PUBLICATION This Ordinance, together with a notice in the statutory form, shall be published once within ten days after passage in the Oregon Republican Reporter, a newspaper published and of general circulation in the City, and if no petition, signed by electors numbering 10% or more of the registered voters in the City (i.e. 2270 electors) and asking that the question of improving the System as provided in this Ordinance and entering into the Loan Agreement therefore be submitted to the electors of the City, is filed with the City Clerk within 30 days after the date of publication of this Ordinance and Notice, then this Ordinance shall be in full force and effect. A petition form shall be provided by the City Clerk to any individual requesting one.

SECTION 4. ADDITIONAL ORDINANCES If no petition meeting the requirements of the Act and other applicable law is filed during the 30 day petition period, then the Corporate Authorities may adopt additional ordinances or proceedings supplementing or amending this Ordinance providing for entering into the Loan Agreement with the Illinois Environmental Protection Agency, prescribing all the details of the Loan Agreement, and providing for the collection, segregation and distribution of the revenues of the system, so long as the maximum amount of the Loan Agreement, as set forth in the Ordinance is not exceeded and there is no material change in the Project or purposes described herein. Any additional Ordinances or proceedings shall in all instances become effective in accordance with the Act or other applicable law. This Ordinance, together with such additional ordinances or proceedings, shall constitute complete authority for entering into the Loan Agreement under applicable law.

However, notwithstanding the above, the City may not adopt additional ordinances or amendments which provide for any substantive or material change in the scope and intent of this Ordinance, including but not limited to interest rate, preference or priority of any other ordinance with this Ordinance, parity of any other ordinance with this Ordinance, or otherwise alter or impair the obligation of the City to pay the principal and interest due the Public Water Supply Loan Program without the written consent of the Illinois Environmental Protection Agency.

SECTION 5. LOAN NOT INDEBTEDNESS OF CITY Repayment of the loan to the Illinois Environmental Protection Agency by the City pursuant to this ordinance shall be made solely from the revenues derived from the operation of the System, and the loan does not and shall not constitute an indebtedness of the City within the meaning of any constitutional or statutory limitation.

SECTION 6. APPLICATION FOR LOAN The Mayor is hereby authorized to make application to the Illinois Environmental Protection Agency for a loan through the Public Water Supply Loan Program, in accordance with the loan requirement set out in 35 Ill. Adm. Code 662.

SECTION 7. ACCEPTANCE OF LOAN AGREEMENT The Mayor and the City Council hereby authorize acceptance of the offer of a loan through the Public Water Supply Loan Program, in accordance with the loan requirements set out in 35 Ill. Adm. Code 662. The loan funds shall be used solely for the purpose of the Project as approved by the Illinois Environmental Protection Agency in accordance with the terms and conditions of the Loan Agreement.

SECTION 8. RESERVE ACCOUNTS As long as the City has outstanding revenue bonds payable from revenues of the system that are senior to the revenue bond authorized by this ordinance, the City shall maintain an account, coverage and reserves equivalent to the accounts, coverages and reserves required by the outstanding ordinances.

SECTION 9. AUTHORIZATION AND MAYOR TO EXECUTE LOAN AGREEMENT The Mayor is hereby authorized and directed to execute the Loan Agreement with the Illinois Environmental Protection Agency.

SECTION 10. SEVERABILITY If any section, paragraph, clause or provision of this Ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this Ordinance.

SECTION 11. REPEALER All Ordinances, resolutions or orders, or parts thereof, which conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed.

Notice is given of the death of DANIEL E. MARTH. Letters of Office were issued on October 29, 2019, to MICHELLE A. JOHNSON, as Independent Administrator, whose attorney is M. Thomas Suits, of the Law Offices of M. THOMAS SUITS, P.C., 114 West Mason Street, Polo, Illinois 61064.

Claims against the estate may be filed within six (6) months from the date of first publication, or within three (3) months from the date of mailing or delivery of Notice to creditors, if mailing or delivery is required by Section 5/18-3 of the Illinois Probate Act, 1975, as amended, whichever date is later. Any claim not filed by the requisite date stated above shall be barred.
