Crowd gets glimpse of farming past

BY VINDE WELLS vwells@oglecountynews.com Eight-year-old Adalyn Williamson was having the time of her life Saturday.

Obviously on a mission, she tried her hand at picking up plastic ducks from an old livestock tank and then turned her energy toward shelling corn with an antique, hand-cranked corn sheller at the 12th annual Farm Heritage Festival at East Jordan United Methodist Church, approximately seven southwest of Polo.

With an air of accomplishment, Adalyn grabbed the bare cob after the sheller spit it out and disposed of it in a pail with lots of others.

Her mother Vanessa said they had visited the church cemetery many times because her relatives are buried there, but had never come to the festival.

“I read about it in the paper,” she said. “We brought a picnic and decided to check it out.”

The day started early with a hearty breakfast served by the church women, who then prepare lunch.

Janice Deets, who helps organize the meals, said more than 200 people came for breakfast.

“We got lots of compliments,” she said. “One person said it was the best breakfast they ever had.”

OGLE COUNTY BOARD

In a zoning matter last week, the board rescinded a controversial special use permit granted more than two years ago.

The request came from Mike Stukenberg, Forreston, and Steve and Kevin Moring, also of Forreston, who asked for the special use permit to allow a Class 2 Motor Carrier Facility on property zoned for agricultural use.

The county board approved the request in May of 2016.

At the time of the request, the property, at 11123 W. Ill. 72 just east of Forreston, was owned by Stukenberg and was being purchased by STKE LLC, a company owned by the Morings.

STKE LLC had planned to store and wash semis and dumpsters on the property, which is less than a mile east of Forreston.

In an effort to stop the project, Walter Paul, who lives across the highway, and his daughter and sonin-law Linette and Curtis DeHaven filed a lawsuit against STKE LLC

and Ogle County.

The lawsuit claimed that the special use applicants failed to meet the standards set forth in the county zoning ordinance.

The Ogle County Judge John Redington dismissed the case, and Paul and the DeHavens then appealed that decision.

The appellate court reversed Redington’s decision and ruled the case could proceed in circuit court.

State’s Attorney Eric Morrow said rescinding the special use ends the lawsuit.

Paul, the DeHavens, and other nearby property owners objected because of environmental issues.

They were concerned about contamination to wells and aquifers, as well as streams, from the garbage trucks and dumpsters stored on the property.

The groundwater is just below the surface in that area and a creek is nearby. The creek feeds into the Leaf River, a tributary of the Rock River.

“I grew up on a farm,” he said, as he patted the head of a friendly Brown Swiss cow at the petting zoo.

“I come out and look over the old machinery — what we used to farm with.”

Across the church yard Ron Lartz, 72, of Milledgeville, was interested in a Ford tractor.

“I learned to drive on one like this,” he said. “I’ve been coming to this every year just to walk through.”

In the church parking lot, Jim Mocklin, of Sterling, and his black horse Harry were giving buggy rides to all comers.

Young-Mee Park, of Sycamore, took her first buggy ride and gave Harry a few pats of thanks afterward.

She was at the festival for the second time.

“I was here two years ago and I had to come back,” she said with a wide smile.

The event is held annually on the Harry, an 18-year-old Standardbred, affectionately leans into his owner Jim Mocklin, of Sterling, as he gets a pat from Young-Mee Park, of Sycamore, and Liz Gracie, of Oak Park, watches. The Ogle County Board will meet a week later than scheduled next month to allow time to approve the final design plan for the new jail.

Board chairman Kim Gouker said Aug. 21 that the next board meeting will be held on Tuesday, Sept. 25, rather than Sept. 18, to ensure that the board can vote on the design as soon as possible to keep the project on schedule.

Long Range Planning Committee Chairman Don Griffin said the design will be finalized sooner than expected and has been altered to be less costly than the $26.7 million projected last month.

Plans call for construction to begin next April on the jail, which will be located on east half of the 100 block of South Sixth Street across from the county’s judicial center.

For security purposes, the two buildings will be connected by a

large sally port across what is now Sixth Street, which will be closed.

In a related matter, Gouker told the board that the purchase is final of the Williams & Kim McCarthy law office at Gouker 607 W. Washington.

The board voted on March 20 to buy the former residence, which is adjacent to the new jail site, at a cost not to exceed $167,000.

According the county records, the board purchased the property for $60,000.

Gouker said in March that the property was earmarked for purchase in the county’s 50-year plan, approved several years ago.

The plan calls for buying the property adjacent to the courthouse and judicial center when it goes on the market.

Gouker said attorney Kim Krahenbuhl will maintain his office there until he retires.

‘Headless Horseman’ wins competition After the voting was over and the results tallied on at Mt. Morris’ Straw Fest Saturday, first place in the third annual U.S. National Straw Sculpting Competition for both Artists’ and People’s Choice went to Danica Rogers, of Rochelle, for the “Headless Horseman.”

“Huff & Puff” by Kate May Fitch, of Rockford, earned second place in both categories, and “StrawSquatch”

by Chris and Cecilia Mann and Bill Papke, all of Rockford, came in third.

Other straw sculptures in the running were “Straw”Bine: Harvest Time” by Kathy Driscoll, “The Garden” by Steve Lentz, and “Stretchy Cat” by Kelly Madison.

The winners of the Straw Bale Races were Andy Rood and Andy Fitch who turned in a time of 7.71 seconds, their slowest effort, in the third and final heat.

Ten teams competed in the event, rolling a 700-pound round bale 75

feet as fast as possible.

Rood and Fitch turned in times of 7.68 seconds and 7.69 seconds in the first and second heats.

Buck Cowen and Scott Shumard finished second, and Steve Townsend and Russell Bold came in third.

Kids younger than high school had their own event, rolling a 200pound bale just for the fun of it.

Besides the straw sculpture contest and bale races, Straw Fest included a blacksmith demonstration, mechanical bull riding, square dancing, food, and music all at the downtown campus.

Historical tours of Mt. Morris were held on Sunday in honor of the Illinois Bicentennial.

More than 100 residents and visitors toured the village on an old-fashioned wagon pulled by a mule team.

The annual chili cook-off, sponsored by the Polo Chamber of Commerce, will be held on Saturday, Sept. 29 from 12 to 3 p.m. at Louise Quick Park at the corner of Mason Street and Franklin Avenue in downtown Polo.

Lions club will serve breakfast on Sept. 8 The Leaf River Lions Club will serve the first breakfast for the season on Saturday, Sept. 8 from 7 to 10 a.m. at the Bertolet Memorial Building, Leaf River.

The menu will include bacon, fresh eggs, hash browns, white or wheat toast, jelly, applesauce, orange juice, milk and coffee.

The cost for each breakfast is as follows: kids age 4 and under eat free while age 5 to 12 eat for $4. Age 13 through adult is $6 for a one time through breakfast and $8 for all you can eat.

Breakfasts will be served every month until May of 2019.

Proceeds from the breakfasts

will go toward the Lions activities during Summer Daze Festival and other Lions projects.

Three drawings will be held at each breakfast for three free breakfasts to be used sometime this season.

Big sis flies home early to surprise brother Game attire included a Marco-colored tutu

BY EARLEEN HINTON ehinton@oglecountynews.com It wasn’t hard to find Aesia Coffey at the Marcos’ football game in Orangeville last Saturday.

All one had to do was look for the girl with the bright blue hair and the blue and gold polka dot tutu.

“That’s my brother,” the 30-yearold yelled when her brother Jace, a junior on the Polo football team, made a tackle.

Aesia, who is stationed in Belgium with the U.S. Navy, surprised her mom, dad, and Jace when she arrived back home in time to make the Marcos’ first football game of the 2018 season.

“I was supposed to fly in today (Aug. 25) but I changed my flight so I could make the game today,” said Aesia. “My sister, Rhiannon, knew what I was doing, but no one else in my family did.”

“She just showed up when we started to pull out of our driveway this morning to go to the game,” said Aesia’s mom, Judy.

“Judy called for me and I thought she needed something and then I saw Aesia,” said Aesia’s dad, Jim. She surprised Jace during his warm up for the game. “He was speechless,” said Aesia. “He just gave me a big old hug.”

Arriving in time wasn’t the end of the surprise. After searching the Internet for the appropriate game apparel, Aesia wore a multi-colored wig, a gold football jersey with her brother’s name and number 31 on it, shiny gold tights, matching blue tennis shoes, and of course, the tutu.

She stood along Polo’s sideline with her mom and dad in the 90-degree heat and high humidity.

“Everything was from Amazon except for the jersey. It took awhile before I could find everything in the right colors, but eventually I did, even the shoes,” Aesia said flashing the nifty footwear.

Aesia’s sister, Rhiannon who is also the Marcos’ volleyball coach, was in on the surprise and helped co-ordinate the feat from her home in Dixon. Rhiannon was coaching a tournament on Saturday and couldn’t make the football game.

“My sister is the only who knew,” said Aesia who is home for three weeks to attend her sister’s wedding.

And Jace and the Marcos did not disappoint. They came back from a 16-point deficit to win the game 34-31.

After the game, Aesia chased Jace down to give him several more boisterous hugs.

“I was extremely happy to see her,” said Jace after his big sister caught him in the end zone.

He said, however, that he was not surprised by her attire.

“I wasn’t surprised too much, cause she always looks goofy,” he said smiling and running away again from Aesia.

That alarmed me and I wondered what was going on.

A few days later my other brother from Evansville called me to say Ed was in the hospital and David was flying out immediately.

The diagnosis was not good. It was stage IV lung cancer and spots on the brain. That place on the brain is what controlled his balance.

In just a few days his taste buds went and he could barely swallow Ensure.

David helped set him up for radiation, and I found out what Uber was all about.

He never used Uber because a good friend flew in from San Diego and simply stayed with him.

Ed had been very close to Guy’s family and periodically Ed would drive down to see Guy’s daughter in plays. What a friend with family so far away.

Following the radiation was a PET scan of the body and David again flew out for the results of that.

It showed cancer now in the spine and chemo would be the next challenge. He was deteriorating rapidly.

I spoke to him the day before his first chemo treatment and I still felt very hopeful.

His first chemo treatment would be his last and in a couple of days he was gone.

It had only been seven weeks since we had gathered as a family in Springfield.

We all gathered again in Polo and all those cousins came from both sides of the family. We shared memories and told stories.

The summer went rapidly and now it is fall. The school kids are going by with their back packs and life goes on.

This morning in church we were greeted by Don and Vicki Hay. Doug Knapp provided our special music for the morning. He played bass guitar and sang the song “Come to the Table.”

This afternoon, Charlotte and I attended the Farm to Fork event presented by the Carroll County Farm Bureau.

The young leaders, including, Justin and Ellen Rahn and Chris and Anna Flikkema, helped to present a tour of a dairy farm and a wonderful meal. It was an enjoyable and educational evening.

This past Tuesday and Thursday evenings, our PEO walking club met for our walk around the neighborhood.

I took advantage of the cooler temperatures and a time of fellowship.

This past Saturday evening I attended the musical “Forever Plaid” at Timberlake Playhouse.

This has been an outstanding season at the summer theater. We are very fortunate to have so much talent just a short distance away.

I am already looking forward to next year’s lineup.

This past week, Stephanie and her friend, João Vieira, spent a few days at Punta Mita in Mexico.

While there, they relaxed by the pool, visited the beach, and attended a fashion show at the resort.

Stephanie won the trip in a drawing and they both enjoyed the time away.

The children have started back to school. This is a special time of year for children and parents alike.

There are new supplies, new classrooms, and hopefully, lots of new friends.

When I was in grade school, I had two very close friends, Pam and

We have different opinions and different ideas.

What we have in common is that we know we belong to the Father.

Joining a church is more than just the act of going, it’s being a part of something much bigger.

I hope to see you next week in our church. Bring your family and your friends.

Different ones have been telling me that fall is rapidly approaching.

I have been aware that the locusts have been singing for some time, the summer flowers seem to be fading away, and for a while there was a chill in the air. Then back again came the warm weather.

This always seems to happen with the start of school so I suppose we have come to expect it.

Football has started and I notice Halloween things in the stores.

The signs are all here for fall although my mind has not been on the weather or the seasons of the year.

Our family had been concerned with the illness of my brother, Ed Isley.

The Isley family all gathered at Springfield the end of June for the Isley Reunion.

It was great to see all my cousins and Ed had flown in from California.

We were all very close as we grew up even though we were six hours away from our Missouri cousins.

At the reunion Ed was having trouble with balance and that seems to be the story of our lives as we gain a few more birthdays.

Ed still looked great and as I hugged him goodbye I would never have dreamed it would be the last time I would see him.

A couple of days after he had returned to California we talked on the phone as we did often.

He remarked to me that he had trouble navigating the airport at Springfield and he felt that he just barely made it home.

Father Dominic knows his bread.

Ruth Ross, of Grand Detour, will celebrate her 90th birthday on Sunday, Sept. 16 from 1 to 4 p.m. at her daughter’s home at 4642 W. House Rd. Oregon, just north of Grand Detour.

Ruth was born on Sept. 19, 1928 in Prophetstown.

She is the mother of Jim (Connie) Ross, Debbie (Kenneth) Lowry, John (Kathy) Ross, Trudy (Garry) Bowers, and Joe (Laura) Ross.

She has 14 grandkids, 17 great grandkids, seven great-great

While he prepares the breads, Father Dominic shares tidbits about baking and life in general.

“My culinary education comes from a mixture of my mother’s kitchen, PBS, and the public library,” said Father Dominic.

Serenity Hospice Board President Karen Sikorsky is already a fan.

“I have seen Father Dominic a few times,” she said. “He is so inspirational and so funny and he makes the show very entertaining. Watching him bake bread is like watching someone create art.

He really knows what he’s doing.”

But there’s more to Father Dominic than just flour and yeast.

Father Dominic Garramone is a monk of Saint Bede Abbey in Peru, Illinois, where he teaches a class on Sacraments and Comparative Religions and is the head of the religion department.

He has published two plays and written six cookbooks.

His is an award-winning children’s book author and is currently an online baking instructor on Craftsy.com.

He was also on PBS as host of “Breaking Bread with Father Dominic.”

When he is not busy baking or teaching or writing, he can be found in the abbey’s herb garden.

AARP Smart Driver Course at Rock River Center The AARP Smart Driver Course for those 55 years of age and older will be held at Rock River Center in Oregon.

The Cardinals went from a 6-6 halftime tie with Durand-Pecatonica to a 30-6 NUIC win.

“We executed our assignments better in the second half than the first,” said Forreston coach Kyle Zick, who picked up his first win as mentor.

Garett Badertscher broke the tie with a 26-yard run with 8:13 left in the third quarter. Quarterback Bailey Cullor put the contest away with a pair of fourth-quarter touchdown runs.

Keeping with a long-standing tradition of running the ball, the Cardinals used a balanced rushing attack to ring up 321 yards on 64 carries.

“I believe it was more about us trusting our rules and executing them than it was physically wearing them down,” Zick said. “DuPec has improved this year and I feel they will have success in the conference.”

Austin Mitchell, who scored the first touchdown, Evan Kelsey, Ethan Mulder, Hunter Rogers, Dom Christensen and Badertscher all had between 30 and 70 yards rushing.

After forcing a 3-and-out to start the game, Forreston went 64 yards on 11 plays to take a 6-0 lead. A Mulder fourth-down conversion kept the drive alive.

On the first three drives, D-P forced Forreston into fourth-down situations. The other outcomes were

a tackle for loss and punt, something that came as a surprise to the Cardinals fans long accustomed to fourthdown conversions.

The Rivermen wasted little time in knotting the score at 6-6. The big play on the drive was a 26-yard run

by Griffin Mulcahey.

Quarterback Mason Manning snuck the ball over the goal line on the 6-play, 48-yard drive, set up in part by an onside kick by Forreston.

D-P looked to take advantage after Rogers was stuffed for a loss on fourth down on Forreston’s 35-yard line. However, Derreck Vince made the key defensive play of the first half with a back-breaking 13-yard sack of Manning.

“We need to continue to work on our tackling, as DuPec was able to get out of some of our tackles,” Zick said. “Defensively, no one in particular stood out, but as a group we need to play faster and get to the ball.”

But, the Rivermen quickly got the ball back after a Cardinal punt. Taking over on Forreston’s 42-yard line and helped by a nifty 11-yard fake punt run by Caden Manning, D-P looked to take the lead.

“The first half was not a good half for us in regard to our assignments and execution,” Zick said. “We got things fixed at half and did better at executing. The first game always has some of those issues, but we still need to get better each week to be successful in our upcoming games.”

Still, with that drive, Forreston showed the visitors what they were in store for in the second half. Hope-

fully, the momentum that carried over into the second half will be on display this Friday, as the Cardinals travel to Lena-Winslow for a battle of state-ranked foes.

Marcos come from behind to beat Broncos

Trailing 31-15, the Marcos scored three long touchdowns to shock the home team on a hot and humid Saturday afternoon in Orangeville.

“When it was 31-15, there wasn’t anybody that quit,” Polo coach Jeff Bumstead said. “The seniors weren’t fazed at all by that deficit.

Looking in their eyes, you could see confidence.”

After falling behind in the second half, Polo needed a big play and Brady Webb was only so happy to oblige. He started the rally with a 75-yard kickoff return for a touchdown.

“Right before in the huddle, we said we’d run that back,” Bumstead.

Webb almost had another KO return, but what Bumstead called a ‘phantom block’, nullified it because of penalty.

The senior speedster then added a 41-yard run to pull the Marcos within 31-28. Throughout the game, he did all he could to will the Marcos to victory.

With the defense holding the Broncos in check the rest of the game, quarterback Braiden Soltow and Tucker Mumford connected on an 87-yard touchdown pass for a 34-31 lead.

“Everyone contributed to the win,” Bumstead said. “In terms of physical conditioning, I think we had the upperhand.”

It was Soltow getting the offense revved up with a 60-yard touchdown run on the first play from scrimmage.

Orangeville then faced a thirdand-long, but completed a 50-yard pass to set up a score.

“We let them out of a hole,” Bumstead said. “Other than breakdowns in pass coverage, we did okay

Bumstead was pleased with AJ Williams and Draven Wells on defense.

“At nose guard, AJ controlled both sides of center and Wells had tackles for losses from his linebacker spot,” Bumstead said.

In the first half, Orangeville took a narrow 16-15 lead. It could have just

as easily been Polo up by a score in what turned out to be a tighter game than most people predicted.

“We had a fumble that led to their second score. It could have been us scoring instead,” Bumstead said. “I think we surprised a lot of people who had Orangeville picked to beat us.”

Ethan Phillips came up with a

14-yard pass catch to help Polo pull within 16-15 at halftime.

Soltow had an impressive stat sheet with 10-for-14 passing and 176 yards. He ran for another 93 yards on 11 carries.

Mumford was the main passing target, grabbing six balls for 137 yards. In total yardage, it was Polo 328 and Orangeville 341.

On a personal level and someone who has helped out in track and field for the past few years, it does get discouraging not to have the turnout you had hoped for.

The overwhelming top dog around these parts when it comes to numbers is Byron (45) with 19 seniors and 26 juniors. Stillman Valley has 35, Forreston 24 and Winnebago 22 upperclassmen.

Why does Byron have over twice as many varsity players as Oregon?

It could be a combination of demographics, athletic environment, parenting, a chance to be on a state contender, tradition, etc.

If I had to pick one, I would say demographics are the biggest factor.

Comparing enrollments, Forreston (246) holds their own with Byron (470). Both have roughly 1-out of-10 kids in their schools out for varsity football.

It’s always interesting to evaluate sports participation. I do know for a fact that the Oregon athletic depart-

With the declining ranks among referees, look for that trend to continue. Much has been said about more people getting out of officiating than joining its ranks.

That applies to youth and high school sports all over the country.

Editorial after editorial has mentioned bad behavior by parents and fans as a major reason why there is a shortage.

With the continuing lack of societal respect for authority figures, don’t look for that to change any time soon, if at all.

Maybe justice will be served when these same whiners and complainers are forced to be the refs to fill the void and they can experience the same type of abuse they had meted out.

Actually, a far better approach would be for all us to offer not just respect, but grace and forgiveness when a call doesn’t go the way we thought it should. None of us are perfect.

Week Two For Polo and Forreston, week two will bring the biggest regular season football games of the season.

In watching Forreston, other than athleticism they were blessed with last year, things looked very similar.

However, there seemed to be a different feeling Friday evening.

Maybe it was the 6 p.m. start time, weird weather for August, a perception of Durand-Pec as an inferior foe or fans adjusting to new faces on the field. Or, it could have been my imagination.

How well the community travels to Lena this Friday and how competitive the Cardinals can be with the No. 1 ranked team in 1A will be a better barometer.

One final note – Stillman Valley’s 42-13 win over Dixon was not an upset, as some media indicated.

Even not making the playoffs the last few years, Stillman had a good program.

Both squads came into this season with limited depth at the varsity level.

Top pull victories with small rosters demonstrates what coach Nick Schneiderman and Jeff Bumstead had been saying all along. The kids they have may be few in numbers, but they have the heart to win.

In come-from-behind wins, that certainly was the case, especially in the Polo-Orangeville game. To have any chance at the playoffs, the Marcos needed this one.

Polo showed it also has the bigplay capability, something that could make up for lack of back-ups.

For Oregon, it was redemption after going winless in the BNC last year. Schneiderman said Oregon would have to be physical and that what the Hawks showed that in handling the line of scrimmage.

Both have tough games this Friday, but spirits will be soaring on their respective home fields.

Residents are encouraged to volunteer for the 10th annual Oregon Area Rock River Sweep and the 10th annual Byron Area Rock River Sweep, both from 8 a.m. to 12 p.m.

For the Oregon sweep, check-in will be at 7:30 a.m. behind Conover Square in Oregon.

The sweep will work to clean up the banks of the Rock River from Mud Creek Road to Castle Rock State Park.

White Pelican Canoe & Kayak Rental Inc., will provide a limited number of canoes and will also provide free shuttle service from Castle Rock boat landing back to Kiwanis Park for people with their own canoes or kayaks.

Check in for the Byron sweep will begin at 7:50 a.m. at the park on River Road across from the Byron Forest Preserve entrance.

This year the sweep will target the section from Byron down to the confluence with the Leaf River.

The Byron Forest Preserve will provide a limited number of

bottle to reduce waste.

Gloves, trash bags, bug spray, snacks, and water will be provided.

The Oregon Area Rock River Sweep is sponsored by RockRiverSweep.org, Oregon Together, the Oregon Park District, the Ogle County Solid Waste Management Department, the Ogle County Sheriff’s Office, Oregon Together, White Pelican, Inc., American Rivers National River Cleanup, Rock River Trail Initiative, and many local concerned citizens.

PUBLIC VOICE Habitat for Humanity serving Ogle families for 16 years Dear Editor, As many of you know, our organization [Habitat for Humanity of Ogle County] has been building homes in Ogle County since 2002.

New three bedroom homes have been built in Mt. Morris, Oregon, Byron, Polo, Forreston, and Rochelle.

We have also invested in Ogle County communities by doing Brush with Kindness projects.

The most recent BWK projects included a new roof for an Oregon family and yard work, ramp, and overall exterior home transformation for a Hillcrest family’s property.

We would like to express our thanks to all our donors and supporters — those individuals who continue to allow us to carry out our mission in helping those in our community who need decent, affordable housing.

In 2018 we completed projects that benefited three families.

In these “Brush with Kindness” programs we partner with families who own their home but because of circumstances, need assistance in resolving repairs and accessibility issues.

In 2018 our affiliate completed our first new home build in Rochelle for a family of five.

We also rehabbed a Polo home for a single mother of two.

We anticipate serving more Ogle County families in 2019 as we utilize lots donated to us in the Rochelle area.

We are also very excited to begin identifying more individuals who might benefit from our Brush with Kindness program or who might qualify to become future homeowners.

With the help of the community, we remain committed in addressing long term, attainable and decent housing solutions for those in need in our service area.

The extent of our ability to build new three-bedroom homes each year, and offer BWK projects, continues to depend heavily on the support from our donors, corporate partners, volunteers, and other community organizations.

By working together, we can assist more Habitat homeowners to achieve the strength, stability, and independence they need to build a better life for themselves and their families in Ogle County.

2018 has been a great year for our community here in Byron.

I’m proud to have raised my family in Ogle County and serve as 9-1-1 Coordinator and Communications Supervisor for our local law enforcement.

As a community and a nation, we’ve all watched as the tears in our public opinion have widened.

Even with all of the noise that is politics these days, I still remain optimistic. I read, I keep up with local and state news, and have developed a wonderful working relationship with our Congressman Adam Kinzinger.

In light of my optimism for county, our state, and our country, I I’d like to share some non-political good news from our local Congressman Adam Kinzinger.

Believe it or not, Adam Kinzinger has our back.

Earlier this month, President Don-

ald Trump ordered Department of Energy Secretary to stop the closure of several of America’s power plants.

Many of us know that once the plant stops producing energy, it’s done forever.

Even more important, the members of the surrounding communities lose what typically becomes their main source of jobs and economic well-being.

Needless to say, if this were to happen to us in Ogle County, our community would suffer greatly as a consequence.

Our Congressman was on top of it. He released a statement in strong support of the decision, even noting the importance of nuclear power for our country’s national security.

I met with him a few weeks ago, and he even told me that he had a bill in Congress that seeks to ensure longevity for the continuance of nuclear plants, like Byron’s.

This is just one example of how Congressman Adam Kinzinger has stood up for us.

Politics is noisy but join me in seeing and knowing that there are some good actors out there.

I encourage you to cast your vote in November for Congressman Kinzinger.

Virginia Gail Allen Rees, 77, of Oregon, died on Monday, Aug. 27, 2018 at Pinecrest Manor, Mt. Morris.

She was born to Sarah Gnagey Allen and Robert Allen, of Mt. Morris, on July 17, 1941.

Gail retired after 30 years from the State of Illinois Mental Health System, where she was an LPN caring for profoundly challenged clients in Dixon and Rockford.

She enjoyed gardening, reading and watching sports on television.

Marjorie M. Holtapp, 93, of Oregon, died on Tuesday, Aug. 21, 2018 at Oregon Living & Rehabilitation Center, Oregon.

Marjorie was born on March 26, 1925 in Oregon, the daughter of Rudolf and Jacoba (Oltmanns) Mammen.

She married Glendon E. Holtapp on Sept. 25, 1943 in Oregon. He preceded her in death on April 30, 2000.

Marjorie was a homemaker and she worked for Kable News.

She lived in the Oregon area for 93 years.

Marjorie was a member of the Ebenezer Reformed Church, Oregon.

Marjorie is survived by her son, Glendon Holtapp, of Mt. Morris; two granddaughters, Haley Holtapp and Hiedi (Tim) VandeSand, both of Mt. Morris; four great-grandsons, Stephen Holtapp, Zander, Zayden, and Zyah VandeSand, all of Mt. Morris; sister, Dorothy Ulferts, Mt. Morris.

IN BRIEF Coach program announced U.S. Cellular’s Most Valuable Coach program returns for its third year to honor current coaches of K-12 school-affiliated sports teams who connect to the good in all of us by inspiring players through true leadership and community involvement.

At the end of the program, the final three winning coaches will receive a donation of $50,000, $20,000 and $10,000, respectively, to help their school.

The first-place coach will also be

awarded with a Samsung tech prize package, valued at $30,000, for their school.

AN ORDINANCE AUTHORIZING THE CITY OF OREGON, OGLE COUNTY, ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM WHEREAS the City of Oregon, Ogle County, Illinois operates its public water supply system (“the System”) in accordance with the provisions of 65 ILCS 5/11-139 and the Local Government Debt Reform Act, 30 ILCS 350/1 (collectively, “the Act”), and WHEREAS the Mayor and City Council of the City of Oregon (the “Corporate Authorities”) have determined that it is advisable, necessary and in the best interests of public health, safety and welfare to improve the system, including the following: the replacement and looping of approximately 7,300 feet of water main and replacement of approximately 96 water service lines from the new water main to the property line at an estimated cost of $2,100,000, together with any acquisition of necessary land or rights in land and all surface restoration or other services necessary, useful or advisable to the construction and installation (“the Project”), all in accordance with the plans and specifications prepared by the consulting engineers to the City; and WHEREAS, the useful life of the Project is 30 years; and WHEREAS the estimated cost of construction and installing the Project, including engineering, legal financial and other related expenses is $2,100,000 and there are insufficient funds on hand and lawfully available to pay these costs; and WHEREAS, the loan shall bear an interest rate as defined by 35 IL Admin. Code 662, which does not exceed the maximum rate authorized by the Bond Authorization Act, as amended, 30 ILCS 305/0.01 et seq., at the time of making of the loan; and WHEREAS, the principal and interest payment shall be payable semi-annually, and the loan shall mature in twenty (20) years, which is within the period of useful life of the Project; and WHEREAS the costs are expected to be paid for with a loan to the City from the Public Water Supply Loan Program through the Illinois Environmental Protection Agency, the loan to be repaid from revenues of the System and the loan is authorized to be accepted at this time pursuant to the Act; and WHEREAS, in accordance with the provisions of the Act, the City is authorized to borrow funds from the Public Water Supply Loan Program [415 ILCS 5/19.3] in the aggregate principal amount of $2,800,000.00 to provide funds to pay the costs of the Project; and WHEREAS the loan to the City shall be made pursuant to a Loan Agreement, including certain terms and conditions, between the City and the Illinois Environmental Protection Agency; NOW THEREFORE be it ordained by the Mayor and City Council of Oregon, Ogle County, Illinois as follows: SECTION 1. INCORPORATION OF PREAMBLES The Corporate Authorities hereby find that the recitals contained in the preambles are true and correct, and incorporate them into this ordinance by this reference.

SECTION 2. DETERMINATION TO BORROW FUNDS It is necessary and in the best interests of the City to construct the Project for public health, safety and welfare, in accordance with the plans and specifications, as described, that the System continue to be operated in accordance with the provisions of the Illinois Environmental Protection Act, 415 ILCS 5/1 et. Seq.; and that for the purpose of constructing the Project, it is hereby authorized that funds

be borrowed by the City in an aggregate principal amount not to exceed $2,800,000.00.

SECTION 3. PUBLICATION This Ordinance, together with a notice in the statutory form, shall be published once within ten days after passage in the Oregon Republican Reporter, a newspaper published and of general circulation in the City, and if no petition, signed by electors numbering 10% or more of the registered voters in the City 216 electors and asking that the question of improving the System as provided in this Ordinance and entering into the Loan Agreement therefore be submitted to the electors of the City, is filed with the City Clerk within 30 days after the date of publication of this Ordinance and Notice, then this Ordinance shall be in full force and effect. A petition form shall be provided by the City Clerk to any individual requesting one.

SECTION 4. ADDITIONAL ORDINANCES If no petition meeting the requirements of the Act and other applicable law is filed during the 30 day petition period, then the Corporate Authorities may adopt additional ordinances or proceedings supplementing or amending this Ordinance providing for entering into the Loan Agreement with the Illinois Environmental Protection Agency, prescribing all the details of the Loan Agreement, and providing for the collection, segregation and distribution of the revenues of the system, so long as the maximum amount of the Loan Agreement, as set forth in the Ordinance is not exceeded and there is no material change in the Project or purposes described herein. Any additional Ordinances or proceedings shall in all instances become effective in accordance with the Act or other applicable law. This Ordinance, together with such additional ordinances or proceedings, shall constitute complete authority for entering into the Loan Agreement under applicable law.

However, notwithstanding the above, the City may not adopt additional ordinances or amendments which provide for any substantive or material change in the scope and intent of this Ordinance, including but not limited to interest rate, preference or priority of any other ordinance with this Ordinance, parity of any other ordinance with this Ordinance, or otherwise alter or impair the obligation of the City to pay the principal and interest due the Public Water Supply Loan Program without the written consent of the Illinois Environmental Protection Agency.

SECTION 5. LOAN NOT INDEBTEDNESS OF CITY Repayment of the loan to the Illinois Environmental Protection Agency by the City pursuant to this ordinance shall be made solely from the revenues derived from the operation of the System, and the loan does not and shall not constitute an indebtedness of the City within the meaning of any constitutional or statutory limitation.

SECTION 6. APPLICATION FOR LOAN The Mayor is hereby authorized to make application to the Illinois Environmental Protection Agency for a loan through the Public Water Supply Loan Program, in accordance with the loan requirement set out in 35 Ill. Adm. Code 662.

SECTION 7. ACCEPTANCE OF LOAN AGREEMENT The Mayor and the City Council hereby authorize acceptance of the offer of a loan through the Public Water Supply Loan Program, in accordance with the loan requirements set out in 35 Ill. Adm. Code 662. The loan funds shall be used solely for the purpose of the Project as approved by the Illinois Environmental Protection Agency in accordance with the terms and conditions of the Loan Agreement.

SECTION 8.RESERVE ACCOUNTS As long as the City has outstanding revenue bonds payable from revenues of the system that are senior to the revenue bond authorized by this ordinance, the City shall maintain an account, coverage and reserves equivalent to the accounts, coverages and reserves required by the outstanding ordinances.

SECTION 9. AUTHORIZATION AND MAYOR TO EXECUTE LOAN AGREEMENT The Mayor is hereby authorized and directed to execute the Loan Agreement with the Illinois Environmental Protection Agency.

SECTION 10. SEVERABILITY If any section, paragraph, clause or provision of this Ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this Ordinance.

SECTION 11. REPEALER All Ordinances, resolutions or orders, or parts thereof, which conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed.
