Tax levy wins approval from school board, which chooses lowest option Reintroduction of art program approaches

BY ZACHARY J. PRATT news@tonicanews.com TONICA — The Tonica School Board has approved a new tax levy, opting for the lowest presented option — an increase of 4.55 percent.

“There are times where we’ll have to go to the taxpayers for more money, but I think right now is a time we can take less,” said board member Ritch Fundell. “Why take the extra amount if we’re going to

be fine with what we have?”

Board member Julie Zimmer voiced her agreement.

“I want people here in the town, and I want the school to Chuck grow, not dwindle,” Schneider she said.

Lower rates, however, do not mean lower taxes, a fact those present wanted to be sure was clear.

“The dollar amount is going up;

the rate is going down,” said board president Al Leffelman.

District financial consultant James Whitmore explained that this is a result of other factors. “The value on your house is continually rising,” he said.

Nevertheless, Whitmore said the rate, at least, was going to look nice compared to previous years.

In other discussion, the district is looking to retain authority to issue working cash bonds.

Tonica is also looking forward to the reintroduction of a K-5 art program, with two interviewees for the position, which would run on Tuesdays and Fridays.

Local cemetery group seeks donations Benefactor will match them through the end of the year

BY DAVE COOK news@tonicanews.com TONICA — A benefactor, Don Fike, president of the Donald E. Fike Family Foundation, has announced his support for raising money for the Tonica Cemetery Association as it continues maintenance projects.

Fike, who formed his foundation to help charitable organizations meet their goals and objectives, has pledged to match any donations made through the end of the year.

Fike said he’s delighted to be able to contribute to this worthwhile project in the town in which he grew up. He hopes more residents will join the efforts to make cemetery preservation a high priority for their village.

Challenges faced by the cemetery group are made more difficult by the high level of erosion caused by Bailey Creek, bordered on both sides by Tonica’s historic cemeteries Tonica Cemetery Association President Bob Folty said progress has been made to preserve the area.

Approximately six years ago, the group noticed the creek’s waters were washing away large amounts of the land bordering the Brookside and Fairview cemeteries.

Folty has said there’s far more water flowing than he remembers in the past and believes the problem could be related to an increase of agricultural drainage tiles.

Improvements to shore up a nearby bridge that was being damaged by erosion could also possibly be aggravating the problem. During heavy rains, the creek rises several feet and its churning route can erode large chunks of soil on both sides.

On the Fairfield side, entire trees have shifted, and many others lean precariously over the embankment.

More than a year ago, the creek was about 25 feet from the cemetery grounds.

In Brookside Cemetery, where there are Civil War-era graves, the situation at the banks is even more critical because it’s only about 10

feet from the nearest grave to the tree line.

The Tonica Cemetery Association is being assisted by the U.S. Army Corps of Engineers. The study and repair costs have yet to be determined, but the village is seeking help from the North Central Illinois Council of Governments to raise its portion of the significant expenses.

Folty said 250 feet of new road would be poured in the spring and that the gravel base that’s currently in place will be allowed to settle through the winter.

The Tonica Cemetery Association is hoping to be able to get a small tractor with a loader, and Folty said the group’s old truck was constantly in need of repairs last year.

Folty said the group is thankful for the many volunteers and benefactors who have given their time and money to ensure the cemeteries remain in good condition for many years to come.

The cemetery board wants to continue the improvements and prepare for the erosion control project.

The board would greatly appreciate any financial help from anyone who would like to contribute.

June 8 State Sen. Sue Rezin, R-Morris, recently announces her constituents will begin seeing the benefits of almost $40 million worth of improvements to the 38th District’s roads and bridges during the next fiscal year.

June 15 Hashim Waite, 24, and Ashanti Roberts, 21, both of Chicago, and Tamil Adams, 16, of Dolton, are charged with murdering Maria De la Torre, 33, on May 22 outside her Streator home. De la Torre was shot.

Waite and Roberts are in the LaSalle County Jail; Adams is in the county detention home.

June 22 With development opportunities going west toward Interstate 39, the village of Tonica looks to create plans that would benefit development. This allows the village to have an immediate answer when questioned about capabilities for development, and to readily prepare the area when the time comes.

With plans already drafted, Tonica doesn’t have to add extra time waiting for information and permits, which could lead to interested parties going elsewhere.

May 4 With sponsorship by the Lostant Grade School Parent Teacher Organization, the school hosts local artist Mary Janusick as their “artist-in-residence,” and students thrive creatively though a variety of artistic projects.

May 11 The details of Clifford Andersen’s financial relationship with his sister-in-law, Deborah Dewey, of Ladd, become a focus of his prosecution for her 2016 murder. Prosecutors believe she drained her retirement account to help him pay off his high interest gambling debts and that after she cut him off financially, he killed her and buried her body in the yard of the Standard house for which he was caretaker.

May 18 Public defender Roger Bolin begins making arguments for a speedy trial for his client Richard Henderson, of Standard. Henderson, 26, is initially charged with concealing the homicidal death of 16-year-old Diamond Bradley, of Spring Valley.

Judge Stephen Kouri allows video evidence to be entered in the prosecution’s case against murder suspect Clifford Andersen in the upcoming trial for the murder of Deborah Dewey. The video in question was taken by surveillance cameras at the Morris truck stop where Dewey’s car was recovered and where Andersen was a frequent visitor.

May 25 The prosecution and defense argue over continuations and other aspects in regard to the speedy trial of suspect Richard Henderson, who is initially charged with concealing a homicidal death after being taken into custody on Feb. 5. The judge sets a final status hearing date for July 19.

June 1 The state Board of Elections revisits a complaint regarding former state Rep. Frank Mautino’s campaign spending after an Appellate Court decision saying the state elections board should address Mautino’s campaign committee’s expenditures on fuel and car repairs, as well as expenditures at a local bank. The campaign spent more than $225,000

July 20 Dozens of pieces of evidence seized from the home of Clifford A. Andersen Jr. are entered by the prosecution during the trial for the murder of Deborah Dewey. Items include gloves, soiled towels, six bottles of carpet-cleaning solution, cleaning brushes, multiple lengths of rope, which investigators said matched the rope found in the grave, a cell phone, a journal with press clippings about Dewey’s disappearance, a checkered shirt matching a description mentioned earlier in the trial, missing person fliers, a washing machine hose, a blue tarp, a bag of straw hay, a carpet cleaner and carpet fibers. Andersen also faces witnesses who testify he lied about his whereabouts.

July 27 Clifford Andersen is found guilty of the concealment of the homicidal death and first-degree murder of his sister-in-law Deborah Dewey, of Ladd. After a two-week trial, he now faces 20 to 60 years or more in prison, with no possibility of parole.

Aug. 3 Putnam County State’s Attorney Christina Judd-Mennie announces the results of DNA testing have been received from the crime lab, and that suspect Richard Henderson, of Standard, could be facing a murder charge in relation to the death of 16-year-old Diamond Bradley, of Spring Valley.

Aug. 10 The Illinois Farm Bureau believes it’s better for the tariff war with China to end than to receive a federal compensatory aid package.

Despite whatever difficulties farmers face because of the tariff war, President Donald Trump says that farmers “can take it.”

New way to handle days when classes canceled Learning activities for when school called off are being considered

BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — Responding to a new law, the Lostant School District is planning changes to how it handles days when the school cannot be in session.

T he district is considering actions that would remove the need for emergency or makeup days by providing packets and assignments the students can work on should school be otherwise called off.

Schools are required to provide 176 student engagement days, but flexibility in definitions appears to allow the district its own say in their structure.

“They just need to do some instructional activities,” Superintendent Sandra Malahy said of

requirements for the students.

“Because there’s no limit for instructional days, they don’t need to be in instructional activities for Sandra seven hours.”

To accommodate these changes, the district is also preparing a calendar without the need for emergency makeup days.

In other discussion, the continued search for new administrators has attracted 22 applications. Five have been chosen from that number for interview on Jan. 9.

From these five, two or three are to be selected for board review.

In addition, the district is now seeking a school psychologist who can provide counseling services.

Not enough bus drivers, so school turns to third party LOSTANT — Because of the lack of bus drivers, the Lostant School District is turning to third-party contracted busing services to transport its students.

The decision, which followed a lengthy search for drivers, was announced following a public hearing on Dec. 19.

“We advertised in the newspaper for several consecutive weeks,” Superintendent Sandra Malahy said, but, “no one applied for the position.”

Malahy said this leaves “no other option but to go to contracted bus services.”

In the transition process, the disMetro News Service trict will see a reduction in force as its current bus drivers are removed from the school’s employment. Malahy said that it is general protocol that the contracted service takes on the district’s drivers.

As for the general operations, business should remain as normal, with everything still running from the school.

“Buses stay here, drivers still come here,” Malahy said.

She said she anticipates a smooth transition.

Request for bids is set to open on Jan. 4.

Perkins grant, assesses students’ career interests based on their likes and dislikes.

• The hiring of Nicholas Fish as Emergency Medical Services instructor. Fish has 21 years of EMS, pre-hospital and in-hospital experience, a bachelor’s degree in nursing and was IVCC’s part-time EMS instructor.

• Purchase of a utility tractor (with trade-in) from Holland & Sons

• In 2019, IVCC will likely be adding a second instructor for its growing ag program and a medical assistant instructor/coordinator for that program’s fall launch.

• Lab instructors Larry Ault, chemistry, and Michelle Story, computers, have been reassigned to classroom teaching in chemistry and business technology, respectively.

• Gracelyn Quesse is the new student recruitment specialist. Quesse worked previously at the University of Nevada, Reno, and UCLA. At UCLA, she earned a master’s degree in education in student affairs.

• Part-time computer instructor in continuing education Kathryn Baker will retire Dec. 31, and IR/IT programmer analyst Angelica Fanti resigned Nov. 16.

• The Nov. 14 Explore IVCC attracted about 200 prospective students, parents and guests.

OGLESBY — Illinois Valley Community College trustees on Dec. 13 approved a $12.2 million tax levy request for 2018, up less than 5 percent over the actual 2017 levy extension of $11.7 million.

Wi t h a n i n c r e a s e o f 4 . 8 5 percent, it did not require a public notice or hearing.

The estimated tax rate of .3647 is the same as 2017, while the estimated equalized assessed valuation (EAV) of $3.3 billion is 4.99 percent over last year.

IVCC levies taxes in all or parts of eight counties: LaSalle, Bureau, Putnam, Marshall, Lee, Livingston, Grundy and DeKalb.

In other business, LaMoille High School student Luke Lovg ren thanked IVCC for par tnering with his school on a College Start program beginning in January.

Lovg ren shared a persuasive speech he gave at LaMoille this fall advocating for College Start being adopted there.

Modeled after programs at Putnam County and Hall high schools, the initiative allows academically qualified students to take IVCC courses as part of their high school coursework.

If such petition is filed with the Secretary within thirty (30) days after the date of publication of this notice and after December 31, 2018, an election on the proposition to issue said bonds shall be held on the 17th day of March, 2020. The Circuit Court may declare that an emergency referendum should be held prior to either of said election dates pursuant to the provisions of Section 2A-1.4 of the Election Code of the State of Illinois, as amended. If no such petition is filed within said thirty (30) day period, then the District shall thereafter be authorized to issue said bonds for the purpose hereinabove provided.
