p.m. Wednesday night so employees could officially make the move to the new store. “It’s exciting. I just can’t wait to get into a bigger kitchen,” said employee Jennifer Breit prior to the move. The shelves became emptier and emptier at the original location, and signs noted to customers that beer sales ceased on Nov. 3. On Nov. 14, employees for a local distributor were carting beer into the new store, where employees were setting up shelves. The new location moves the store out of a floodplain and closer to Interstate 39 on the northwest corner of Route 251 and Ray Richardson Road — the former site of the Village Inn.
The new store is 1,000 square feet larger than the new Peru store and will be open 24 hours, said Piccatto. “This is the first of its kind in Illinois,” said Piccatto. While the new Casey’s in Utica has an area for diesel fueling, the new one at Tonica also has five overnight parking spots for semis. Piccatto said the corporation had been interested in the Tonica site for quite some time. “The Tonica location was a very busy store in town,” Piccatto said, adding that the larger store will help the village and should bring in a lot of motorists from the interstate.

Eyesore property prompts consideration of village crackdown BY STEVE LUNGER For Shaw Media
Cannabis ordinance Board members continued their consideration of how best to position the village, considering new cannabis laws take effect Jan. 1 in Illinois. Prospectively, many on the board favor approving cannabis sales and reaping full 3 percent tax benefits, while requiring special use permits and confining such companies to the business district. Other specifics also would need to be determined, such as whether cannabis use would be allowed “in house” along with the sale of the product. It is evident that the board may not completely agree on this subject — in whole or in part. Trustees such as Dave Mertes would consider allowing cannabis sales, yet when it comes to cannabis use in an in-house dispensary “lounge” setting, he said “under no circumstance” would he be in favor of this. On the other hand, trustee Ray Bri-
erly expressed his opposition to allowing cannabis sales in town at all. It is the board’s aim to make a final determination at its next meeting, upon reviewing and discussing an ordinance Stephens will draft for this purpose.
Tree removal Having identified 14 village trees that need to be taken down, trustee Mike Cooper has been authorized to hire the removal of some them, at a cost not to exceed $3,000. Any trees that remain shall be taken down in future efforts in subsequent years.
Police staffing Police Chief Brad Anderson reported that a part-time officer recently hired has begun work. He also said more interviews for additional part-time officers will occur soon. He explained that as an all part-time force, more officers are needed to provide enough coverage for any given month. With some discussion, trustee Andy Forrest said adding officers to the roster adds no cost to the village, until the
officers work their respective shifts.
Infrastructure Maintenance worker Leland Decker notified the board that a pump at the main lift station has failed. Inman Electric Motors of LaSalle indicated that among other issues, the impeller needs to be replaced. However, due to the pump’s age, a replacement has not yet been found. With only one pump operational, Decker and Village President Jack Immel will explore other prospects and weigh options and report back to the board for the sake of anticipated emergency action to resolve the matter. Regarding the new water tower, Immel reported that construction of its foundation has been delayed due to paperwork issues. It is now slated to begin today, Nov. 22.
Finances The board approved the tax levy, totaling $54,086, as well as the appropriations budget for fiscal year 2020, with anticipated income totaling $477,525 and anticipated expenses totaling $509,400.
TONICA VOLUNTEER FIRE DEPARTMENT Deer Night and chili supper planned for Saturday, Nov. 23 TONICA — The Tonica Volunteer Fire Department announces its annual Deer Night and chili supper will be
from 5 to 7:30 p.m. Saturday, Nov. 23. An all-you-can-eat chili dinner costs $7. Hot dogs for the kids are available for $2. The event is open to the public.
Firefighters note that there is no deer meat in the chili. Hunters are invited to bring in their deer from the first weekend of shot gun season to win prizes. Awards are $50 for chief’s choice; $50 for the
biggest doe; and $50 for the biggest deer bagged by a hunter 13 and under. Hunters who bring in a deer eat for free. All proceeds benefit the Tonica Volunteer Fire Department.

LOSTANT — Lostant village leaders continued their discussion of an ordinance regulating junkyards at their board meeting Nov. 11. Of special concern is a property situated along Route 251, between Second and Grant streets. With various overtures and requests to remedy the growing eyesore rebuffed by the property owner, the board has determined to bring the matter up for a vote at their next regular meeting. Board members will vote on whether to adopt an ordinance governing junkyards that has been drafted by Kyle Stephens, village attorney. This ordinance outlines licensure, disqualification, regulations and penalties — with fines for violators up to $750 for each offense.
The board plans to take this matter up again Dec. 9.

Sue Rezin (R-Morris) has filed legislation aimed at reducing underage individuals’ access to vapor products. Senate Bill 2288 prohibits the sale of tobacco products, electronic cigarettes and alternative nicotine products within 100 feet of a school. OSTANT — Lostant Grade School hosted a Veterans Day program on Nov. 11. Members of the America Legion, Nick Poppelwell and Steven Chambers, did a folding of the flag and presented the flag to Dr. Sandra Malahy. Doyle Cate played taps, and Doug Severson was the key speaker. Students from the third and fourth grades did a skit based on the book “The America’s White Table.” Students from each classroom had displays about different conflicts. A slide show honoring the Wall of Honor Heroes was shown. Students read their essays about what they thought a veteran was. After the ceremony, veterans enjoyed refreshments. Photos contributed

Manufacturing career expo organizers establish scholarships
OGLESBY — Organizers of the Oct. 29 North Central Illinois Discover Manufacturing Career Expo at Illinois Valley Community College have established a scholarship that will result in $500 awards this winter for four event attendees. The Expo will distribute $2,000 in January and varying amounts each fall starting in 2020. Recipients must be planning to pursue a career in
manufacturing and have attended a DMC Expo. Eligible Associate in Applied Science (AAS) degrees or certificates include Certified Production Technician (CPT), Computer Aided Design (CAD), Computer Numerical Control (CNC), Electricity/Electronics, Engineering Technology, HVAC, Industrial Maintenance or Electrician, Machinist Tool and
