Multiple choices face area voters on Nov. 6 State, regional, local posts are up for grabs TONICA NEWS STAFF news@tonicanews.com LaSalle County voters have numerous decisions to make in the Nov. 6 election, and that also goes for people who live in the Tonica and Lostant areas.

According to the specimen ballot from the office of JoAnn Carretto, LaSalle County clerk, there are at least 10 contested races on the Nov. 6 ballot, not to mention a countywide proposition regarding the Second Amendment and two judicial retention propositions.

The contested races across LaSalle County are (candidates listed in the same order as they appear on the ballot): Governor and lieutenant governor: J.B. Pritzker/Juliana Stratton (Democrat), Bruce Rauner/Evelyn Sanguinetti (Republican), Grayson Kash Jackson/Sanjeev Mohip (Libertarian), and William “Sam” McCann/ Aaron Merreighn (Conservative).

restrict the individual right of U.S. citizens as protected by the Second Amendment of the United States Constitution?”

New superintendent on board’s radar Malahy planning to retire in 2020

BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — As the Lostant School Board plans ahead for the retirement of its dual-role principal and superintendent, the district might need to prepare for some changes.

The district has been considering the upcoming retirement of Sandra Malahy and the necessary

replacement, talking about searching out a replacement for the same dual role, but concerns about changes within the school system and availability pool could necessiSandra tate alterations to the Malahy Superintendent, plan.

“Looking at the Lostant Grade amount of jobs that School are vacant in the state of Illinois for superintendents and principals, I’m not sure we’ll find anyone with much experience,” Malahy said.

It could become necessary that the district hire out the positions separately, with discussions taking into account the possibility of a full-time principal and an interim superintendent.

One culprit of the changing landscape is the increased responsibilities for the positions over the years, especially for superintendents.

“Ten, 20 years ago, superintendents were just school district managers. They just managed things,” Malahy said.

Governor makes announcement regarding expansion of Starved Rock, Matthiessen parks

Nugent, senior vice president of Technical Services and Governmental Affairs for Lone Star Industries, doing business as Buzzi Unicem USA. “Sustainable development is a core value of our business model,” Nugent said. “We strive to do business in a way that can meet the needs of present generations without jeopardizing the ability to satisfy the needs of future generations.”

Management plans According to an IDNR release, the agency will manage the acquired property as part of the Starved Rock/Matthiessen state park complex. Rosenthal said planning will soon be underway to restore forest, prairie and wildlife habitat, develop trails, a campground, picnic areas, and boat, canoe and kayak access, as well as foster horseback riding, cross country skiing, fishing and hunting opportunities.

An enthused Kerry Novak, Starved Rock Complex superintendent, said the new park land is “quite scenic and beautiful. It includes Wild Cat Rapids on the Vermilion (River), several ponds and the former Bailey Falls area.”

“I want to thank Gov. Rauner for his vision in supporting this expansion of our busiest state park complex — and thank Lone Star Industries for working with the state to make this property available for the use and enjoyment of area residents and visitors from throughout the state, the nation, and around the world,” Rosenthal said.

“Opportunities like this don’t come around very often, and we’re delighted to add this parcel to Starved Rock and Matthiessen for the enjoyment of visitors for generations to come.”

Oglesby Mayor Donald FInley called the expansion acquisition great for his city and surrounding communities.

“We’ll be looking forward to and hoping Oglesby will be deeply involved in the state’s future plans (for the property).”

UTICA — Gov. Bruce Rauner announced Oct. 25 the state recently acquired 2,629 acres of property in LaSalle County near Oglesby “to protect natural resources and expand recreation opportunities, tourism and economic development near Starved Rock and Matthiessen state parks.”

Making the announcement at Starved Rock Lodge, Rauner explained, “More than 3 million people visit Starved Rock and Matthiessen state parks each year. They are among the most beautiful destinations in our state.

“This expansion, contiguous to existing parks, increases the amount of open space that will be managed and protected there by more than 50 percent and gives people even more reasons to enjoy the outdoors in LaSalle County,” the governor said.

Illinois Department of Natural Resources Director Wayne Rosenthal said the state acquired the reclaimed mining land from Lone Star Industries Inc. for $11 million. The money, Rosenthal said, came from the Open Lands Trust, which was established to acquire property for conservation and recreation purposes.

Rosenthal, while praising Starved Rock, noted the additional acreage is a great move for the state and local communities.

“If Starved Rock was a national park, it would fall into the top 10 (sites) in the nation,” he said.

Lone Star Industries — along with its predecessor companies — has owned much of the property since the early 1900s. The land originally was mined for coal. It also has been mined for limestone and used as a site for cement manufacturing.

“Now it’s shifting more into the political arena,” Malahy said.

“If you’re not involved in the politics in the state, you’re just going with the flow, and you’re not having a voice.”

To compound the difficulties of filling the position, the role keeps opening up in more locations: “Every year, more and more superintendents are retiring,” she said.

While the district has some time before a replacement is needed, as Malahy expects to retire in a year and a half, it still needs to figure out how to proceed and give enough time for applications and the interview process.

In other news, because of the upcoming Thanksgiving holiday, Lostant’s school board meeting has been moved to Monday night. The levy information is to be presented at this meeting and then voted on the following month.

TONICA — The Tonica Volunteer Fire Department (TVFD) recently conducted a joint training exercise with the Oglesby Fire Department.

The training focused on vehicle extrication, and the first responders were presented with a simulated multi-vehicle accident. The firefighters were required to gain access to the vehicles and care for the occupants.

Some of the vehicles were placed in unusual or precarious positions that rescuers might find them in during actual accidents.

“Mutual-aid training such as this

allows newer members to learn some tricks of the trade from the more experienced personnel,” TVFD Public Information Officer Rick Turri said.

Even though departments might have similar types of equipment, all tools are not exactly the same.

Personnel had the opportunity to learn how to safely operate the different tools, what their limitations and capabilities are, and how the different pieces of equipment can be used to complement each other.

during the exercise were stabilizing struts and jacks, high-pressure rescue air bags, hydraulic cutters, spreaders, rams, saws, various small hand tools and scene lighting.

Turri added that with the amount of high-speed vehicle traffic on interstate highways, incidents like this are a reality and inter-department operations a necessity.

The TVFD provides fire protection and emergency services to the local community through donations and fundraisers rather than taxation.

Khalid M. Norwood, 23, of Streator was arrested at 9:30 a.m. Oct. 24 for two Class 1 felonies of unlawful delivery of 1-15 grams of cocaine, at the LaSalle County Courthouse in Ottawa.

Norwood is being held in the LaSalle County Jail in lieu of a $1 million bond.

OGLESBY — A crowd of about 35 friends, relatives and college staff attended a ceremony Oct. 15 honoring Walter Durley and Hazel Marie Boyle posthumously for their contributions to Illinois Valley Community College.

The Boyles’ bequest of more than $620,000 to the IVCC Foundation helped fund major upgrades to the Dr. Mary Margaret Weeg Cultural Centre, such as theatre seating, wooden wall treatments, LED house lighting and ADA accessibility.

“Durley’s embrace of IVCC was part of his core belief that higher education enhances lives,” said IVCC President Jerry Corcoran, emcee for the event.

“His contributions to IVCC in life will carry on long after his death thanks to the provisions he made for the college in his will.”

Corcoran credited Durley’s nieces Nancy Hopkins and Sally Boyle for helping facilitate the bequest and ensuring proper recognition for their uncle and aunt. Hopkins and Boyle are daughters of Durley’s brother Francis.

Also speaking at the event were Director of Community Relations and Development Fran Brolley, theatre director David Kuester and Student Government Association President Xavier Braboy. A plaque honoring the Boyles, to be displayed near the main entrance to the Cultural Centre, was unveiled by Foundation director O.J. Stoutner.

Mr. Boyle, who died at age 94 in 2008, served 22 years on the IVCC Foundation and nine as a college trustee. A 10-term Putnam County State’s Attorney, he practiced law for more than 70 years.

Hazel Marie, who died in 1994 at age 83, taught kindergarten at Hennepin Elementary School from 1955 until retirement in 1976.

“Reflecting on his remarkable life, Durley, ever the country gentleman, said modestly, ‘Everyone has to work to make a community strong,’” Brolley remarked in his closing. “We were blessed the Boyles called our community home and embraced this college as if it were their own.”

Rauner remains the best bet to bring needed structural reforms to Illinois state government M

ore taxes, no matter how different or seemingly revolutionary, will not solve the problems plaguing Illinois government. Fixing our state’s problems — including reducing property taxes, addressing our pension liability and limiting the tremendous influence of one lawmaker elected by only a sliver of the state — requires structural reforms.

There’s only one candidate in the race for Illinois governor who will fight for those reforms: Republican Gov. Bruce Rauner.

Rauner’s first term in office did not live up to the high hopes that many – us included – had for change in Illinois. His 44-point Turnaround Agenda for Illinois went largely unachieved because state lawmakers, led by House

Speaker Michael Madigan, wanted nothing to do with it.

This time, Rauner, 61, has simplified his message. He wants fair legislative maps to eliminate politicians’ ability to choose their voters. He wants term limits to prevent the rise of dominant career politicians such as Madigan. He wants property tax relief, through eliminating state mandates and empowering citizens to determine their property tax levies on a local basis, so that people stop leaving Illinois.

Rauner has a vast personal fortune in the hundreds of millions, but this time he’s facing an even wealthier challenger in Democrat J.B. Pritzker, 53, whose personal fortune Forbes pegs at $3.2 billion.

The centerpiece of Pritzker’s campaign is a graduated income

tax, details of which Pritzker scrupulously has avoided disclosing publicly. Although Pritzker has led some job-creation and public-improvement efforts, he never has held elective office, so it’s difficult to predict what kind of governor he would be.

However, we think voters should be concerned anytime a politician promises to raise taxes without saying who, exactly, will pay more.

In the case of Pritzker’s planned graduated income tax, it’s not clear how any plan would be implemented given that changing the taxing model would require a constitutional amendment.

Pritzker’s contention is that the graduated tax would allow the state to provide more support for local school districts and would allow a property tax cut. But again, where

are the details? When it comes to taxes in Illinois, we’re done trusting elected officials to do the right thing.

While Pritzker talks of raising taxes, Rauner talks of reforming the system. Efforts to change Springfield and Illinois so far have been met with resistance, but fundamental change never comes easy.

Change will not come at all if voters hand more power to Madigan and the state Democratic machine.

Illinois needs a governor who will fight hard for taxpayers against a legislative majority that has proved only too happy to increase fees and taxes rather than make tough decisions on spending.

Illinois needs structural reforms to thrive. Rauner is the candidate we trust most to do that. Rauner is endorsed.

tate Sen. Sue Rezin, a two-term incumbent Republican from Morris, is being challenged for her 38th District seat by Democrat Heidi Henry, of Marseilles, in the Tuesday, Nov. 6, election.

Rezin believes compromise and a better business environment are key in helping solve Illinois’ budget issues, as well as helping lower property taxes. Businesses look at “predictability and stability,” two components now missing from state finances and operations, she said.

“Our only answer has been to tax more. We need to freeze taxes, then take a breath and make changes,” she said. The revenue loss that would result from reduced taxes would be offset by revenue raised through a strengthened economy that would follow — revenue that could also help fund pensions.

Henry, a newcomer to the political

arena, says she knows firsthand the financial difficulties faced by Illinois residents, as she and her husband were swamped with debt from their son’s medical treatment. In relation, she says she’s “more like the people that live here.”

A priority for Henry is addressing school funding, which she believes should not be so heavily supported by real estate taxes. A progressive tax is a way to bring “parity” to schools, she said, adding a 1 percent tax on an annual income of $78,000 is a good place to start.

Rezin is opposed to a progressive tax, noting it would encourage more taxation.

Tackling health care costs at the state level also is one of Henry’s priorities. While Illinois cannot afford universal health care, the creation of a bigger pool of insureds would reduce costs, she said. “Everyone is one disease, one heart attack away from bankruptcy,” she said.

As far as health care, Rezin says she’s not sure government is the answer, suggesting the private sector be more involved and prices kept transparent with Medicaid reform.

The two candidates also differ on whether the minimum wage should be raised. Henry would like to see it gradually move to possibly $13 an hour — up from the current $8.25.

She believes the increase wouldn’t hurt businesses, as workers would have more money to spend on products and services. Rezin says in her conversations with small business owners, they’ve told her they cannot afford a minimum wage increase.

Both candidates are open to term limits. Henry says she’ll support them if constituents want them, but campaign finance reform is a more important issue to tackle. Rezin suggested starting with term limits for party leaders, such as Speaker of the House Mike Madigan, who has held the spot for decades.

Henry described her campaign as more of a “grass seeds” effort than a “grassroots,” noting she does not have deep connections to Springfield or the Democratic Party.

While we commend Henry’s reasons for running, and she claims not to have close ties to Democrats now in Springfield, her political views mirror a traditional Democrat tax and spend approach — something not helpful to fixing Illinois’ significant problems.

Rezin has a record of being able to work across party lines as well as roll up her sleeves and work directly with constituents on local issues, noting she’s “fiercely protective of my district.” She’s been instrumental in creating a flood advisory group to address local flooding issues, settling landfill issues in Sheridan and pushing to allow for a standalone emergency room in Streator. Those efforts put her ahead in this race.

Rezin is endorsed.

He has voted to repeal the Affordable Care Act because he says it has forced too many people to change doctors, lose health care plans, and buy high-deductible plans that are virtually useless in everyday situations.

Kinzinger says his thinking has “evolved” on tariffs imposed on China, which he now supports because he says the country is ruthless in stealing American technology and in manipulating the market to keep out American goods. Dady says America’s farmers and manufacturers – especially smaller, family owned enterprises –

stand to be devastated by the trade war with China.

In the final evaluation, Kinzinger’s positions best match those of the 16th District. Although he supports the trade skirmish with China that has put farmers at a disadvantage and could lead many to store their soybeans this season, he says that money from tariffs collected on Chinese goods can be used to support ag interests.

In general, Kinzinger can be counted on to support measures that will foster American prosperity. He backed the Tax Cuts and Jobs Act, which will make federal income tax filing simpler for thousands of people in the district; he also points to the GDP growth and

falling unemployment since the act was passed in December 2017 as evidence it is helping middle-class Americans.

We’ve heard the repeated criticism from people who say Kinzinger is isolated from the district and reluctant to hold town hall meetings.

However, this seems more like rhetoric than a reasonable criticism. Kinzinger has met with constituents during this election cycle and is of necessity out of the district at times because members of Congress have to be in Washington to vote.

We think Kinzinger best matches with the views of the 16th District.

He is endorsed.

No candidate rises to top in race for 76th House E

ntering the election season, the 76th District State House seat was coveted highly by both parties.

When longtime Democrat Frank Mautino resigned in 2015 after serving two decades as state representative to become auditor general, the district, which both candidates agree splits down the middle, turned into a battleground for the parties, with each spending more than a million dollars in campaigning.

What’s at stake for the power brokers in Chicago and Springfield is whether the Democrats gain four seats for a supermajority.

Democrat Lance Yednock, a business representative for Local 150, is running against incumbent Republican Jerry Long, a former union truck driver.

There was a flashpoint in this narrative, however.

Following an investigation into a harassment complaint last month, the House Republican Organization withdrew its support from Long’s campaign and asked him to resign. Long refused, denying any wrongdoing.

Although the state party will not share a report of its investigation that involved interviews with Long’s staff, a spokeswoman for

the state’s party said a witness corroborated with complaints made against Long.

Perceived to have been an ally of Gov. Bruce Rauner when funding was flowing, Long has called the investigation a plot by the state GOP to remove him from office, because he became too contentious internally.

What we know is Long has admitted to touching a staff member on her neck, acknowledging he could feel her stress. He has said it was no more than like touching a co-worker on the shoulder. He’s also said contact wasn’t common in their working relationship.

Touching an employee in this manner is not OK, especially if a co-worker objects to it. Long should have admitted wrongdoing and apologized immediately. He issued an apology, but only two weeks after the incident, and has continued to call the allegations false.

While we are working with limited information on this investigation, Long could have handled this incident with more respect for his staffer. It also doesn’t add up for the state GOP to walk away from Long in a highly coveted race after already investing more than $50,000, especially when his votes have been in-line with the party.

In the aftermath of the incident, Long has branded himself as an independent against tax increases, including a progressive tax, and believes the economy will grow once the state removes barriers, such as over regulation. He’s tried to pass bills that would ease school districts from having to follow unfunded mandates. He’s also against raising the minimum wage and legalizing recreational marijuana.

His opponent Yednock is calling for middle-class tax reform in the shape of a progressive tax that asks millionaires and billionaires to pay more. He also wants a property tax freeze. He favors term limits across the board and is undecided on legalizing recreational marijuana.

Regarding his current position as a business representative for Operating Engineers Local 150, he’s uncertain whether he would end his job, if elected. He said it would be a conversation he would have with his fellow union members after the election, but this should be decided before Election Day. While the area has a strong union population, the district needs to know if Yednock will represent the entire district, and not just union interests. Though he took a moder-

ate tone during the interview with our editorial board, it’s difficult to feel comfortable with him as anything other than a hand-picked establishment candidate.

Yednock avoided answering directly whether he supports Michael Madigan as speaker. Yednock said he will vote for any bill if it’s best for the district, even if it means disagreeing with his party, but the fact Yednock had to tiptoe around his answer on voting for Madigan for speaker of the House is a sign of the control Madigan has.

We respect both candidates for running, but we believe each has shown qualities that are not in the best interest of our district.

We cannot in good conscience endorse Long with the allegations against him. Long has been disavowed by his party; if elected, he will be an ineffective representative.

However, Yednock does not match with the values we generally look for in candidates nor does he have a track record that would add more perspective that might make us consider a broader range of issues.

Yednock will support a continuation of the policies that are driving the state closer and closer to financial ruin.

It is possible to make Illinois great again It will take positive thinking, hard work and open minds who will look to the future

I

n an old cartoon, Pogo surveyed the world around him and declared: We have met the enemy and he is us. So it may be in Illinois. We are so glum about our fiscal, tax, political and corruption problems that many of my friends have given up on Illinois. And their dour attitude is infectious.

We all need a strong dose of Norman Vincent Peale’s power of positive thinking, which can also be infectious.

First, we are not alone in our travails. Many states face big problems. Coastal states are being hammered by more frequent and more ferocious storms. Texas and the Southwest are ever more beastly hot and desperately parched, wondering where their next drop will come from. California not only has punishing taxes but housing prices that are pushing many out of that state.

Yet some states with big problems thrive. Minnesota has an individual income tax top marginal rate that is twice that of our tax: 9.85 percent versus our 4.95 rate. And winters that can be brutal. Yet Minnesota has a healthy, growing economy and increasing population.

For most of our state’s history, our great strengths – location in the middle of the country, dense net-

works of interstate highways and railroads, the nation’s leading airport for domestic and international connections, an incredibly vibrant central-city in Chicago, copious surface and underground water supplies, and much higher than typical percentages of population with bachelor’s and advanced degrees – have made Illinois a leader among the states in innovation and wealth.

We can regain our leadership status, but it won’t be easy.

First, we have to stabilize and make our state fiscal system predictable for business. The state has for years been running a deficit of between $2 billion and $3 billion a year. State Rep. Steve Reick, R-Woodstock, has proposed a major Illinois budget efficiency and savings commission.

Incredibly, there hasn’t been a serious attempt at this in decades, if ever. Our appropriations process is in shambles – each year (when indeed we have a budget) a small group of legislative leaders gather in secret at the end of a legislative session and hammer out a budget based on last year’s spending.

I doubt Steve’s efforts would result in enough savings to close our deficit gap but, hey, we have to try, and we have to show taxpayers we are serious about our desire to spend their money responsibly.

Second, we have to address the

oppressive burden placed on taxpayers by efforts to shore up our underfunded state employees pension system. At present, we are spending each year the equivalent of 30 percent of our individual income tax revenue solely on building up pension assets – beyond the normal cost of each year’s additional pension obligations incurred for employees.

We have already severely reduced future pensions for new employees, and we have tried repeatedly – but been rebuffed by the state’s highest court – to eliminate overly generous benefits, such as the minimum 3 percent annual compounded increases.

I have concluded that the best, most practicable option from an array of terrible ones is to stretch out our efforts to rebuild pension assets. Instead of 90 percent of full funding by 2045, maybe 70 percent by 2055. All benefits would continue to be paid. Our budget crisis is now, not in 2045, when taxpayers would see their pension burden cut dramatically under the current law.

Third, we need to start a process of long-term thinking about where we want to be in 10 to 20 years, and of how to get there. This will require collaboration among lots of experts as well as of elected officials. This has never been done in Illinois.

To make such a process work, we must reject our toxic, hideously negative, politics-by-billionaires process. Conflict will always be central to politics; resolving conflict is the raison d’etre – reason for being – of representative government.

When they see legislation that, in their opinion, will undermine working families, they contact legislators and ask them to reject support or, at the very least, modify the wording — and they keep score.

Each election season, the Illinois AFL-CIO compiles a list of legislation, good or bad, affecting working families. They assemble the data and award each legislator a percentage score relative to how they voted.

The higher the score, the more worker friendly they are.

There are many legislators scoring in the upper 90 percentile, and there are many scoring single digits. There is a very pronounced line

of demarcation when viewing the entire publication. The Republican legislator with the highest lifetime voting record of supporting working families was Michael McAuliffe of the western suburbs at 54 percent, and the Democratic legislator with the lowest lifetime voting record is Scott Drury of the northern suburbs at 59 percent.

To take it a step further, the average lifetime voting record for every Republican legislator in the Illinois House is 20.2 percent, while the average lifetime voting record for every Democratic legislator in the House is 86.2 percent.

And we have had stretches in our state’s history of feisty yet ultimately collaborative, bipartisan conflict resolution.

To accomplish the above, the graduates of the Edgar Fellows Program must step up, and soon. What is that, who are they, readers ask?

For the past 7 years, former Gov. Jim Edgar has gathered a bipartisan, statewide group of younger, destined-for-success leaders for an intensive week of seminars and across-the-aisle bonding. The Fellows hear from the likes of former Indiana U.S. Sen. Dick Lugar and congressman-cabinet member Ray LaHood of Peoria about how to get constructive things done in a civil way.

More than two-thirds of the Fellows have become state legislators, congressmen, mayors and civic leaders. And they have proved they can work together to get things done, as with the recent, complex school funding reform, hammered out by Edgar Fellows in the Legislature of both parties.

The Fellows need to step up their game in a couple of ways. First, convene an annual, big gathering for long-term thinking. Second, start running for the top offices; don’t wait to be anointed by the moneybags and political powers that be. Third, remember that it is all about Illinois and your fellow citizens, not about you.

Illinois has all of the pieces to be a leader again; we just have to put them together.

When they have a concern, they contact the lawmakers and ask them to support legislation that would help remedy difficult situations.
