IVCC trustees grant approval for cybersecurity associate’s degree Program to start in fall of 2019 OGLESBY — Illinois Valley Community College entered the world of cybersecurity Oct. 11.

Trustees approved a cybersecurity Associate in Applied Science degree and certificate to begin in fall 2019.

Among eight new courses in the 60-credit AAS are digital forensics, cybersecurity scripting, computer ethics and ethical hacking.

A recent survey administered through district chambers revealed dozens of local business and industry managers desire employees with cybersecurity knowledge and skills.

The curriculum was crafted in collaboration with local information technology leaders and the college’s cybersecurity and computer networking advisory committees. The certificate is for IT professionals looking to strengthen their skillset in this area.

The U.S. Bureau of Labor Statistics (BLS) estimates there are more than 200,000 cybersecurity job openings nationally and predicts employment growth of 37 percent over the next decade.

In other business, trustees approved the $50,750 bid of S&K Excavating & Trucking of Newark to take down and remove the old dairy barn south of campus. S&K, the lowest of three bidders on the project, is expected to begin demolition this fall. The contractor will work on IVCC’s behalf to salvage any usable lumber that might be incorporated into the new facility.

Last month, the college announced it would receive nearly $165,000 in state funding for demolition of the barn and construction of an agriculture storage facility. The project, which would require at least $60,000

Tonica resumes battle against pesky beavers

BY ZACHARY J. PRATT news@tonicanews.com TONICA — Tonica’s dam problem has returned, as beavers have once again shown up in Bailey Creek.

“We’re fighting beavers again,” said Marc Lemrise at this week’s Tonica Village Board meeting.

“I think there’s quite a few of them, looking at the tracks,” Lemrise said.

Another sign is the size of the dam, which Lemrise said is “4-foot high, and it holds water.”

“It’s incredible what they can do,” he said.

He joked that the recurring situation could warrant extreme measures: “If I had nuclear weapons and could use them, I would. But I can’t.”

he does have a license from the Department of Natural Resources allowing for the beavers to be killed, as many as is possible in the next 90 days.

Thus far, the creatures have eluded traps, setting them off but leaving scarcely anything behind.

“They are so smart,” said Lemrise.

“The traps are sprung, but there’s no beaver.”

Despite the weather, the Tonica Cruise-In cruised to success this year.

“The Cruise gets a little more expensive every year by $20, $30, $40,” said Bob Beenenga, who organizes the event.

Even as the cost increased, Beenenga believes participants were held back by the day’s humidity. Nevertheless, the event led to a donation of $2,692 toward the fire department.

Kinzinger ‘evolves’ thinking on tariffs Lays out plan for new term if re-elected

BY BRENT BADER Shaw Media OTTAWA — U.S. Re p. Adam Kinzinger has served the 16th Congressional District since 2013 and has been in Congress since 2011, and in that time, he’s learned to not be afraid to shift his perspective on issues.

In a recent meeting with Shaw Media editors at The Times office, Kinzinger, R-Channahon, said specifically he’s “evolved” his thinking on tariffs, and while he doesn’t support all tariffs, he does see value in some of them.

“I initially recoiled at the thought of any version of a tariff anywhere,” said Kinzinger, who met with the Shaw Media Editorial Board on Sept. 18 in Ottawa.

“I’m a free trader, and I’m a believer that American products on the market can crush anyone else’s.”

Kinzinger faces a challenge this fall from Sara Dady, a Rockford Democrat and immigration lawyer. Both are vying to represent the 16th Congressional District, which includes Bureau, Putnam and LaSalle counties. President Donald Trump carried the district by more than 17 points in 2016.

Kinzinger said he originally opposed all tariffs considered by the Trump administration, and although he still opposes some, such as on steel and aluminum from places such as Canada and Europe, he now sees the need for using them to put the squeeze on China.

Kinzinger said throughout his visits in the district, he’s heard about American businesses struggling over targeted tariffs from China designed to drive prices down, ploys to steal technology used in manufacturing products there, and other government interference.

“That’s unfair, and right now I think our best way to push back against that is through using our economic system, especially because the Chinese system is very tenuous,” Kinzinger said.

“So, while I’m nervous about it and frankly, I don’t know if I’d do the additional $200 billion in sanctions, I certainly hope the president is successful.”

Health care reform K i n z i n g e r s a i d h e a l t h c a re reform was one area where partisan politics were impeding progress in Washington. Kinzinger voted to replace the Affordable Health Care Act with The American Health Care Act, which missed approval by one vote, with all Democrats opposed.

He said his hope is that Congress will work toward making health care accessible and affordable for the poor, middle class and wealthy.

“I don’t think your pocketbook should be a determination whether you live or die,” Kinzinger said.

He hopes to do this by working to bring costs down and finding a way to encourage transparency in billing so consumers recognize cost differences from hospitals and clinics as well as generate competition between institutions.

He added he would like to see protections for those with pre-existing conditions included, as well as penalties for people who try to game the system by picking up insurance when they’re sick, and dropping it when they’re not.

Kinzinger admitted that it’s difficult to bridge the gap between Republicans and Democrats when President Trump continues to divide the parties with Twitter attacks.

“I think if you talk with most Republicans, they’re conflicted with policies we agree with and those we don’t,” Kinzinger said.

“So, I’ll just continue to be a counter example.”

He added he’s supportive of President’s Trump actions to this point and credits him with the recent eco-

Concerns raised over Third Street potholes TONICA — A recently resurfaced road in Tonica is already seeing potholes, and the village board wants to know why.

Third Street, which was recently torn up to be made anew as part of the village’s road repair initiative, has developed some potholes, as well as standing water, a situation that could pose issues for drivers as well as the road itself as temperatures reach down to freezing.

“They tore the road up, they laid it back down,” said Village President Kevin Sluder, illustrating that the holes should not be from the road’s previous state. “They just put the tar and chip on here, and there are already holes.”

Further issues include standing water, which could pose a hazard to drivers and could harm the road as the water freezes and expands.

“The holes were in the middle; the water was standing more to the edge,” Sluder said.

He described the holes as being “not real, real deep” but still “relatively big.”

“I’m not a road guy, but I don’t — is that the way it’s supposed to go?” Sluder said.

Not all of the road is troublesome, as Sluder volunteered that some parts of it are really nice. But this issue remains, and the village is looking into how it might best proceed.

The event offered more than just the vehicles.

“The dance contest we had this year was a pretty good hit,” Beenenga said.

“Everybody seemed to like that.

We had a lot of compliments.”

“It worked really well,” Beenenga said, adding, “The town needs to be

a little bigger, but we’ll work with what we’ve got.”

In other news: • The Tonica Fire Department is welcoming a new member. Erin Picton, an emergency room nurse from IVCH, is joining as an EMT. She previously did some EMT work at Peru.

• Tonica’s Halloween hours have been set as 5:30 p.m. to 7:30 p.m. Oct. 31 this year. The board discussed timing and decided this span works, as it provides time for people to get candy ready after work.

• It was noted that every board seat will be up for election during the April 2019 election.

Child seat inspections scheduled for Saturday OGLESBY — The Oglesby Police Department and local State Farm agents will host a child passenger safety seat inspection from 11 a.m. to 2 p.m. Saturday, Oct. 20, at the Oglesby Police Department, 128 W. Walnut St. in Oglesby.

This check will provide parents, grandparents and caregivers the chance to have their vehicle’s child safety seats inspected at no charge by certified technicians. The technicians will inspect the seats for damage and recalls, make sure the seats are installed correctly, and educate the adult driver on proper installation and the type of seat to use, depending on the child’s age.

According to a recent online survey conducted by State Farm, less than half of parents kept their child rear-facing until the age of 2, nearly 70 percent of parents did not anchor the top tether of forward-facing seats, and less than 25 percent of parents used free resources provided to have a certified community-based expert check their car seat installations and usage.

This safety seat check event is funded by a grant to the Oglesby Police Department, and is supported by local State Farm agents Kurt Bruno (Mendota), Cody Burroughs (Spring Valley), Henry Hackman (Peru), Lorita Hellman (Princeton), Lori Janko Wilke (Peru), Jerry Mecum (LaSalle) and John Pini (Oglesby).

Illinois Valley Center for Independent Living offers equipment loan closet LASALLE — The Illinois Valley Center for Independent Living (IVCIL), located at 18 Gunia Drive, LaSalle, has an equipment loan closet.

IVCIL is a non-profit agency that assists people with disabilities live independently in the communities of Bureau, LaSalle, Marshall, Putnam and Stark counties.

Donations of used equipment items that are clean and usable, such as walkers, canes, commodes, and wheelchairs, are welcome and appreciated. Before donating equipment, call IVCIL during business hours. Donations will only be accepted during business hours.

The community is welcome to call and borrow equipment free of charge. Some equipment, which is valued at more than $100, requires a $100 cash security deposit. The security deposit will be reimbursed upon return if equipment does not show damage and/or wear and tear.

Mary is survived by her loving husband of 62 years, J. Fred Herlocker. She was the loving mother to John F. (Debra) Herlocker Jr. of York, Pa., and Julie (Pietro Cecchini) Herlocker of Venice, Calif.; and loving grandmother to Hailey Ryan Burkhardt, Jackson James Burkhardt, Ezio Cecchini and Luca Cecchini.

She was preceded in death by her parents; four brothers, Gerald, Kent, Max and Donald Ryan; and a sister, Irene McMahon.

Visitation will be from 1 to 3 p.m., with a memorial service at 3 p.m., on Monday, Oct. 22, at the Wenban Funeral Home, 320 Vine Ave., Lake Forest. A private burial will take place that morning at Memorial Park Cemetery in Skokie.

LAKE BLUFF — Mary Ryan Herlocker, 84, passed away Saturday, Oct. 13, 2018. She had been a resident of Lake Forest and Lake Bluff since 1992.

She was born Jan. 3, 1934, in Tonica to Oliver Hubbard and Dorothy (nee Hildebrand) Ryan. Mary and her husband, Fred, were married in Kenilworth in 1956.

Mary received her registered nursing degree from Evanston Hospital and her master’s degree from Louis University. She worked at Evanston Hospital and was the youngest head nurse in the E.R., also working in orthopedics and the burn unit. After raising her children, Mary returned to work as the school nurse at New Trier East High School, 1974-75. She worked for 14 years as administrator for the Mather Foundation in Evanston, and was the director of admissions at Lake Forest Place in Lake Forest for six years, retiring in 2004. After retirement, she served as chairman of the board of the Midwest Palliative &

• Athletics’ fourth annual Trivia Night Sept. 29 raised $10,200 and

attracted 27 tables of competitors.

• Director of Learning Resources Patrice Hess is working to create fully online degrees by summer and fall 2019. “This bodes well for students who cannot be here for many reasons, but also for the high schools where we’ve seen an uptick in enrollments,” said Corcoran. Fiscal 2018 online credits rose from 108 to 381 and high schools increased online offerings this year.

• Longtime Adult Education employee Mary Gross will retire from part-time work at the end of the fall semester. Assessment Center assistant Nicole LaVarier resigned Oct. 9 and custodian Lori Carey announced she will retire Dec. 31.

• IVCC’s Foundation awarded nearly $300,000 in scholarships to 269 students this fall, Director of Community Relations and Development Fran Brolley reported in a campus update. Foundation assets grew from $4.7 million in 2016 to $6.7 million in 2018.

New interpretive trail opens at Starved Rock State Park OGLESBY — A new interpretive trail opened Oct. 11 at Starved Rock.

“The trail cuts through the woods and runs from the main parking lot of the lodge to the overflow parking area,” said Edna Daugherty, lodge activities director. “This flat trail is easy to navigate and serves a purpose of allowing safe passage from the overflow lot to the Lodge and one of the main trailheads.”

Daugherty began working on the project over a year ago when a newly passed House Bill 3455 allowed the public to maintain a trail. Daugherty pitched her idea to Lodge CEO Amy Trimble, Kerry Novak (park superintendent) and the Starved Rock Walkers Club, which now has over 40 active member who hike

together every Thursday morning.

Once everyone agreed, Daugherty began to gather content for the 11 interpretive signs that would be installed along the trail. The signs detail the history, beauty and legends of Starved Rock Lodge and State Park. Together, with the Walkers Club, they raised the funds to pay for the production and installation of those signs.

“It’s not about the money raised to make this possible or the effort it took to install the signs, it’s about accessibility for everyone who visits here,” Daugherty concluded.

Daugherty is hopeful that the interpretive trail will soon be made ADA compliant so even more visitors can enjoy the beauty of Starved Rock.

SRRC’s Murder at the Casino to benefit local kids on Oct. 26 UTICA — Starved Rock Regional Center for Therapy and Child Development (SRRC) will hold its second annual murder mystery event on Friday, Oct. 26, at Grizzly Jack’s Grand Bear Resort in Utica.

Last year the event premiered at the Lone Buffalo and SRRC ended up adding a second date due to the popularity. SRRC has raised the bar this year not only with a larger venue, but also by teaming up with the murder mystery team, Murders and Missel-aneous, to write and perform the script. Tickets include a full dinner, drink voucher, casino games and a complimentary photo booth to go with the Murder at the Casino theme.

“We are going all out to make this the best murder mystery event around, said Tracy Beattie, president & CEO of Starved Rock Regional Center for Therapy & Child Development. “You don’t want to miss everything this event has to offer.

The casino tables, photo booth, delicious food, gorgeous venue and top notch acting crew will not disap-

point.”

This event will allow SRRC to continue to be a champion of abilities by providing quality services to children with and without special needs.

The goal is to raise over $10,000 to help local children to live, learn and play to their maximum potential.

Tickets are $50 per person, $80 per couple or $350 for a table of 10, and include dinner, entertainment and one drink coupon per person. The resort is also offering discounted rooms for the weekend. Space is limited.

SRRC is a non-profit agency that serves over 500 children per year.

Services include occupational, speech, developmental and physical therapy to children throughout the Starved Rock area; a child care center for children with and without special needs in Ottawa, an autism resource center and toddler classes for 2 year olds.
