Henderson chooses bench trial December murder trial expected to last 3 or 4 days BY DAVE COOK dcook@tonicanews.com HENNEPIN — Richard A. Henderson, accused of the January killing of a Bureau County teen, announced in court on Sept. 13 that he has decided to waive his right to a jury trial. He will instead face the decision of a lone judge during his trial, which is scheduled to begin Dec. 17. Henderson, 26, of Standard, is charged with three counts of murder for the death of 16-year-old Diamond Bradley of Spring Valley. She was last seen by her family on Jan. 23, was reported missing the next day, and was found stabbed to death alongside a rural Putnam County road on Jan. 27. Henderson was taken into custody on Feb. 5 after investigators linked him to Bradley through interviews, surveillance footage,

and cell phone data. During Thursday’s status hearing in Putnam County Court, Judge Stephen A. Kouri asked Henderson whether he understood the constitutional right he was waiving; that he wouldn’t be able to reverse the decision; and that he might also end up facing a different judge. “Yes, sir,” Henderson answered. The prosecution and defense agreed on a deadline of Oct. 15 to file motions. They also scheduled a Nov. 1 status hearing and a Nov. 15 motions hearing. Public defender Roger Bolin said after the hearing that he felt having a bench trial was appropriate considering the case, but he wouldn’t elaborate. Putnam County State’s Attorney Christina Judd-Mennie said the prosecution was well prepared for either a bench or jury trial and that there’s “an abundance of evidence.”

She also expects the trial to last only three to four days. Henderson was initially charged with concealment of a homicidal death, a Class 3 felony with a sentencing range of two to five years. However, Bolin successfully got that charge dropped during a Sept. 6 status hearing. Bolin argued the 120-day limit of the Speedy Trial Act has been exceeded, and Judd-Mennie agreed to drop the charge to focus on the murder charges. The three additional first-degree murder charges were entered on Aug. 30, and each carries concurrent $1 million bonds with 10 percent to apply. If convicted, Henderson faces 20 years to life in prison with each felony charge, and would have to serve 100 percent of his sentence. Henderson previously entered pleas of not guilty on all counts.

Income surveys were mailed out to village residents on Aug. 28 and again on Sept. 13. According to the North Central Illinois Council of Governments, it is very important for residents to return their completed survey to the agency as soon as possible in order for the

Healthgrades, an online resource for information about physicians and hospitals, has awarded Illinois Valley Community Hospital a 5-star rating for hip and knee replacement surgery. The company says IVCH is the only hospital in the state of Illinois to have earned its highest ranking for the two procedures for 12 consecutive years. Healthgrades annually evaluates hospital performance at nearly 4,500 hospitals nationwide. Dr. Peter Tommy Hobbs, IVCH chief executive Meier officer, credits the skills of orthopedic surgeons Dr. Peter Meier and Dr. Robert Mitchell with earning the award for the hospital. “Doctors Meier and Mitchell have always had excellent reputations for their work. This award comes as no surprise,” Dr. Robert he said. Mitchell Hobbs noted the care patients receive in the IVCH Joint Replacement Center is also a major factor in the hospital’s high rating. Surveys show 89 percent of IVCH joint replacement patients report mild to no pain while walking following surgery compared to a national average of 80 percent. Eighty-seven percent of IVCH joint patients go directly home from the hospital compared to a national average of 71 percent.

TONICA — Tonica’s tornado siren could see a replacement and a new location. Currently, the siren sits next to a dilapidated building and is thus in the way of the property owner’s desire to remove the derelict structure. As explained by Marc Lemrise of the public works department, “It’s town property on private property.” Lemrise summarized the situation: “I don’t think what he’s asking for is unreasonable: I want to tear this decrepit building down, but I can’t do that with this siren here. Could you move it?” The board saw the request as reasonable, and discussion commenced as to whether the siren should be upgraded and where it might be moved to. “It’s got to be somewhere where a telephone wire is at,” Village President Kevin Sluder said, suggesting the siren could be at the village hall’s location. “That would be easy, to run a

line out of here.” The proper mounting techniques were also in discussion. “A dedicated pole would probably be the best,” said Bob Folty. The station is averaging around 13 minutes of use a day, which Lemrise indicated means there is a lot of room in that area for expansion.

More Chinese students are coming to IVCC OGLESBY — Illinois Valley Community College will welcome more Chinese students this spring as part of an agreement approved Sept. 13 by the board. Trustees endorsed a dual credit and English as Second Language program with Foreign Service (China) Group of Hong Kong beginning with the start of spring classes on Jan. 9. Foreign Service purchased Sherman School for a teacher training facility. IVCC President Jerry Corcoran said the agreement would provide “scholarly interaction, cultural interchange and other forms of academic collaboration. “The timing for this partnership is perfect,” he said, adding, “We are excited to see what develops.” Corcoran said there is potential for a “1+2+2” model that would involve Chinese students learning English their first year, taking high school and college dual credit courses the next two years, and attending a four-year college the final two years. Prior to enrollment, IVCC will require each participant take the Test of English as a Foreign Language (TOEFL) to determine their ability to listen to, speak, read and

write English. Students will be charged in-district tuition and will receive the 25 percent discount for dual credit courses. In other news, the board learned IVCC is awaiting confirmation that it will receive nearly $165,000 in state capital funding for demolition of the barn south of campus and construction of a dual storage/ag lab facility. The project, which would require at least $60,000 from the college, will replace the 1940s-era dairy barn with a building to house agriculture program equipment and a lab for the new agronomy program. The college architect will design the structure in consultation with the board’s facilities committee. “In the meantime, we’re very appreciative of the work done by the Illinois Community College Board and legislature, especially Senator Sue Rezin, who voted in favor of this year’s budget which supported higher education,” Corcoran said. In other business, trustees approved deactivation of the criminal justice program’s forensics AAS degree and certificate. Vice President for Academic Affairs Deborah Anderson said in a memo, “Continued decline in enrollment, low completion numbers, and few job opportunities indicate the program is unsustainable.” Students already in the Forensics Specialist AAS will be allowed to complete it this year through a “teach-out.”

The board also approved: • Purchase of National Electrical Code training classes from NTT Training of Centennial, Colo., for $20,000. Cost of the course is recovered through fees charged to clients by the Continuing Education Center.

Contracts ratified, pay increases win approval by board OGLESBY — Following closed session Thursday night, the Illinois Valley Community College board ratified new contracts with full-time faculty and service employees and pay increases for employees not affected by a labor agreement. The three-year contract with the American Federation of Teachers Local 1810 calls for average pay increases of 2.65 percent this year, 2.66 percent for fiscal 2020 and 2.72 percent for 2021. The salary schedule will remain the same, however, Step 1 will be eliminated, resulting in starting wage increases each year. The contract provides administrators greater flexibility in the scheduling of classes, thus minimizing overload, IVCC President Jerry Corcoran said. Summer pay/overload will increase 7.8 percent over the term of the contract and compensation for lab and clinical instruction will increase 5 percent. Custodial and maintenance staff represented by Service Employees International Union Local 138 will receive salary increases of 2.5 percent a year over their four-year contract. Employees not affected by labor agreements, including support staff and administration, at levels 5, 6 and 7 will receive a 2.65 percent increase and all others will receive 2.5 percent. Seven employees were given “special salary adjustments” this year after being “identified as warranting such an increase.” • Purchase of furniture for common areas in buildings A, C, E and the library from KI of Green Bay, Wis., for $18,500. The furniture will be similar to the tables and chairs in the Student Life Center. • Academic calendars for fall 2019 through summer 2021. • An intergovernmental agreement with Peru for a new downtown TIF.

The board learned: • Nominating petitions for the April 2 trustee election will be accepted in the president’s office between 8 and 4:30 p.m., Monday through Friday, Dec. 10-14, and 8 a.m. to 5 p.m. Monday, Dec. 17. Seats held by board chair Jane Goetz and trustee Amy Boyles will be up for election. • The administration, working with the Student Government Association, is planning to open a micro food pantry for students unable to afford sufficient nutrition. “We

believe this will be a good fit for us because of the great relationship we have with the Illinois Valley Food Pantry and the tremendous response we’ve had from donors to our Foundation’s Student Emergency Living Needs fund,” said Corcoran. • Ralph Scriba, a 1951 IVCC alumnus now living in Southern California, has donated another $50,000 to IVCC, this time to provide training equipment for the nursing program. The gift, which marks $350,000 in Scriba donations since 2013, will upgrade nursing’s clinical patient simulation manikins. • A total of 158 summer graduates earned 183 degrees and certificates compared to 175 graduates earning 200 degrees and certificates in 2017. • The Foundation’s 5:30 p.m. Thursday, Sept. 27 Scholarship Recognition Reception in the gym is expected to draw about 400 scholarship recipients, donors and family members.

Long’s denial of his actions and behavior are troubling and disappointing. “While there was an incident of physical harassment, the verbal abuse and abuse of power on a daily basis resulted in a hostile work environment that put anyone around him at risk. It is my sincere hope that Rep. Long resigns from his position and gets the help that he needs.” Long told WCMY 1430 radio in Ottawa that “he can be demanding,” due to the nature of the campaign being high pressure and high paced. Demertzis said the House Republican caucus and organization “has a zero tolerance policy on harassment of any kind.” The House Republican Organization has given $37,674.98 to Long in his bid for re-election and the House

Victory Fund $5,000, according to filings with the Illinois State Board of Elections. The last contribution recorded was from Aug. 30. The Illinois Republican Party also has given $86,348.80 to Long with its latest contribution recorded Sept. 7. If Long resigns or drops out of the race, the ballot vacancy for the November election must be filled within eight days. The party can replace a candidate who drops out up to 16 days before an election, according to Matt Dietrich, Public Information Officer for the Illinois State Board of Elections. In July, Long appeared with Gov. Bruce Rauner in Ottawa to sign the “People’s Pledge,” which is term-limit pledges the governor is advocating for in his campaign. Rep. Long represents the 76th House District, which in this area includes all of Putnam County, much of LaSalle County, and five townships in southeastern Bureau County.

STREATOR — The House Republican Organization has announced it will withdraw its support of state Rep. Jerry Long, R-Streator, in his bid for re-election. The GOP organization also is asking Long to step down from his position after a complaint was lodged regarding verbal and physical harassment, but Long appears to be willing to continue his term from a statement issued Sept. 13. Long is facing Democratic challenger Lance Yednock for the 76th District House seat. The seat, once long held by Democrat Frank Mautino of Spring Valley, is considered a battleground for the two parties. Long defeated Andy Skoog, who succeeded Mautino, in November 2016 with 50.6 percent of the vote. “Over Labor Day weekend, the House Republican Organization was made aware of allegations into Rep.
