news@tonicanews.com HENNEPIN — Putnam County State’s Attor ney Christina Judd-Mennie has added three counts of murder to the charges against Richard Henderson of Standard.

Henderson, 26, is the suspect whom investigators believe killed 16-yearold Diamond Bradley, of Spring Valley, and left her body along a rural Putnam County road more than seven months ago.

Bradley was last seen on Jan. 23, and reported missing the following morning. Her body, stabbed multiple times, was found Jan. 27, and Henderson was taken into custody on Feb. 5.

Putnam County Sheriff Kevin Doyle has said Henderson was arrested after being interviewed at the police station following tips, interviews, surveillance cameras, and pings from Bradley’s cellphone that link him to her death.

Henderson was initially charged with the Class 3 felony of concealment of a homicidal death and was being held on a $1 million bond.

The three additional felony murder charges will each carry additional and concurrent $1 million bonds with 10 percent to apply. Hen-

derson has entered pleas of not guilty on all counts.

The charges were entered during a motions hearing on Aug. 30 in Putnam Diamond County Court presided over by Judge SteBradley phen A. Kouri. Defense attorney Roger Bolin previously entered a motion to dismiss the concealment charges based on the Speedy Trial Act. He has argued the state has exceeded the 120-day limit of the Speedy Trial Act, and Putnam County State’s Attorney Christina Judd-Mennie has argued the past three continuances were agreed upon by both sides at previous hearings and that by doing so, the 120-day count would have stopped during those periods.

Illinois Assistant Attorney General Bill Elward said Bolin’s arguments were “specious” and a moot point because of the superseding indictments now facing Henderson.

Kouri said the Speedy Trial act was “not to be used as a trap,” and while he agreed to recalculate the days in question, he also told Bolin to “assume you’re going to lose this motion.”

Bolin also questioned the composition of the grand jury and the competence of the evidence presented to the grand jury, saying the indictment was defective. Kouri denied this motion and added a supple-

ment to court records after accepting a sworn statement from the foreman of the grand jury in regard to the number of jurors present.

If they had agreed to hold two trials, the 120-day limit would have required the murder charges to be tried by the end of December.

If convicted, Henderson could face a sentence of life in prison with no chance of parole.

A status hearing is scheduled for 1 p.m. Sept. 13. Kouri requested the attorneys meet with him on Sept. 6 to let him know whether they anticipated a continuance.

If not, this would allow time for jury notifications to be issued in time for the Oct. 1 trial.

TONICA — With decades of experience using soil conservation practices that many still haven’t adopted, Payne Farms is deserving of recognition.

This Tonica family farm, led by Jim Payne, with help from sons Brian and Jimmy, was recently named the 2018 Conservation Farm Family of the Year by the LaSalle County Soil and Water Conservation District for their ongoing efforts.

“This award was a surprise, but we’ve always been conscientious of our waterways, and our landowners are supportive, too,” Jim, a fourth-generation farmer who began on his own in 1957, said.

The Paynes also regularly test their soil in different areas and apply only the amount of fertilizer needed, reducing the amount of runoff and making their operation as efficient as possible.

“Too much fertilizer is just as bad as not enough,” Jimmy said.

When asked why more farmers don’t adopt conservation practices, Jimmy said it was a result of impatience.

“It can take a few years to see the positive results, and things may even get worse during the first year before the soil stabilizes,” he said.

Jim is also a supporter of the Farm Service Agency’s Conservation Reserve Program (CRP). The CRP allows farmers to remove portions of environmentally valuable land from production in exchange for an annual payment.

“We don’t have near the wildlife we used to in this area. We used to have a lot of pheasants and bobwhite quail around, but I haven’t seen any in years. If we can help by having a small piece of land set aside for them, then that’s a good thing,” Jimmy said.

The family owns 10 trucks, and in addition to hauling their grain, they also haul items including sand, mulch and other materials.

Jim said the farm at one time was home to 800 hogs and “was a fullblown farm with livestock,” but added that part of it had “dwindled away over the last 15 years, or so,” as agricultural has trended toward increasingly larger operations.

He also said the average farmer is getting older, and that there aren’t nearly as many small family farms as there used to be.

“There are so many challenges

for the younger farmers coming up that it’s hard to keep up with them, especially with technology, but they seem to understand it,” he said.

The current trade war tariffs have provided yet another challenge for the small farmer.

Jim said he’d been through it before, and that while he’d rather see free and open trade, he added that once everything was worked out, it should get better.

“It’s something different every year, but there’s always a challenge.

Mother Nature is the boss of everything,” he said.

According to the district’s press release, the Paynes farm in Eden, Vermilion, Hope, and LaSalle townships in the southwestern part of LaSalle County. Jim said his landlords are a huge part of being able to farm, and that without them, they couldn’t do what they love.

Good land stewardship isn’t uncommon in the Tonica area, as in 2016, the Bangerts were another local farm family awarded the Conservation Farm Family of the Year.

“We’re just an independent bunch of people who do what we need to,” Jim said.

Illinois’ first human case and death due to West Nile virus was confirmed in LaSalle County on Aug. 29.

A LaSalle County resident older than 65 became ill during the first part of August and tested positive for West Nile virus, according to the LaSalle County Health Department.

The hometown of the resident was not released, because it may help identify the resident, according to the health department.

“The report of a death is a very sad reminder that West Nile virus continues to be a serious health issue. This is the time of year we expect to see the potential for human cases increase,” said Chris Pozzi, director of Environmental Health in a press statement.

“West Nile virus thrives in dry, hot weather, and our area has definitely experienced those type of conditions this summer.”

There was a human case previously reported in LaSalle County in 2017. There also were cases reported in 2014, 2013, 2007, 2006, 2005, 2004, 2003 and 2002. There has not been a death reported in the county from West Nile until August of this year.

Last year, the Illinois Department of Public Health reported the first human West Nile virus death in Illinois on Sept. 29.

During 2017, there were 90 human West Nile virus cases, including eight deaths.

There are currently 22 human cases around the state. West Nile virus positive results in humans, birds, mosquitoes, and/or horses have been reported in 58 counties this year, including LaSalle County, where mosquitoes tested posi-

tive in Ottawa and crows have tested positive in LaSalle and Streator.

West Nile virus is transmitted through the bite of a mosquito that has picked up the virus by feeding on an infected bird.

Common symptoms include fever, nausea, headache and muscle aches. Symptoms may last from a few days to a few weeks. However, four out of five people infected with West Nile virus will not show any symptoms.

In rare cases, severe illness including meningitis or encephalitis, or death, can occur.

People older than 60 and individuals with weakened immune systems are at higher risk for severe illness from West Nile virus.

“Even as we move into the fall months with fluctuating temperatures, it is crucial to protect yourself against mosquito bites and possible West Nile virus infection,” Pozzi said.

“Mosquito activity does slow down as temperatures drop, but until our area experiences a hard freeze, personal protection measures need to be taken. The best way to protect yourself against illness is to wear insect repellent and to get rid of any stagnant water around your home to reduce the number of mosquitoes.”

Monitoring for West Nile virus includes laboratory tests for mosquito batches, dead crows, blue jays, and robins, as well as testing humans with West Nile virus-like symptoms.

People who observe a sick or dying crow, blue jay, or robin should contact the health department at 815-433-3366, which will determine whether the bird will be picked up for testing.
