Part-time police officer hired

BY ZACHARY J. PRATT news@tonicanews.com TONICA — The village of Tonica has hired a new part-time police officer.

To help display a more consistent police presence, the village hired Aaron Querciagrossa to begin duties at the village board meeting Monday.

“Personally, I’d rather spend money on another cop, show some more presence,” Village President Kevin Sluder said as the board was given the option to hire Querciagrossa. “It’d be nice just to have somebody else on.”

Kevin Sluder Scheduling a police Tonica village presence throughout president the day has been one of the more difficult aspects of Tonica’s force, as all the police in town work there part time, although they have full-time positions elsewhere.

“I usually like to hire full-time police officers,” Woolford said. The experience means he has less necessary work to get the new hire ready.

“Bring him in, acclimate him to the town,” Woolford said, pointing out the benefits of hiring someone who’s been full-time. “He knows what he’s doing, he knows the job, he knows the law.”

Querciagrossa currently works also as a full-time officer in Peru, where he is nearing two years of service.

When presented the opportunity to work with Tonica, he jumped on the chance.

“I missed the small towns,” Querciagrossa said. “I want to go back to that atmosphere.

“This is where I started off, is the small-town atmosphere,” he said.

Discussion segued to the topic of security cameras, with Bob Folty saying he thinks setting up some of the devices would be a good idea.

Not everyone is too keen on the proposal.

“I don’t think I’m much in favor of cameras,” Sluder said. He referenced the ubiquity of the devices in some areas, such as Chicago.

“I know that there is a safety factor that is good with cameras,” he said, but he considered the lengths their use could reach. “I don’t want to become a police state.”

However, he said he is not entirely opposed to the village using any such equipment, noting that a setup

in the park might be a good idea, as Tonica has had problems there.

But he “wouldn’t want a boatload of cameras.”

“I love them in my house because that’s my house,” Sluder said, but further stated he wouldn’t point them outside.

In further related discussion, board member Todd Anderson noted a group of children who had

torn shingles off a pumphouse after they “had pretty much littered the park with garbage.

“There was a whole crew of them that night; there must have been 10 kids,” Anderson said.

The police department has also received several complaints of vehicles being ransacked, with small amounts of money being stolen.

TONICA — Students in Tonica will be able to sculpt their artistic sides if the school district manages to set up a new canvas for the program.

In spring of 2016, Tonica Grade School made some cuts that affected various programs, especially those of art and music.

Since then, music has been brought back, and now it could be time for art to return as well.

“There was a time when the art was stopped, music was stopped,” said Al Leffelman, reflecting back on that point in time. “We never said it was gone forever. We’d keep looking.”

While the program’s return is not yet guaranteed, Principal-Superintendent Chuck Schneider said that he thinks such a program would

Plans OK’d for new Casey’s General Store Convenience store will be built where Village Inn once sat

BY ZACHARY J. PRATT news@tonicanews.com TONICA — As Casey’s General Store prepares to slot itself into the corner where the Village Inn once sat, its plans for construction need to be approved.

T he Tonica Villa g e Board approved the plans during its meeting Monday night, provided certain guidelines be met.

“I wanted manholes in the corners,” Village Architect Jack Kusek said, explaining that this would “provide an inspection manhole for whatever comes out of the building,” whereas a cleanout would not allow such function.

Kusek said the business has appeared amiable to the request and that his concer ns now rest mainly in their plans for signage.

The signage plans will require a zoning meeting to grant a variance, as the sign, as presented, would exceed certain limitations.

These aspects include the overall size of the panel and the height of the sign, both of which, Kusek explained, are important for vis-

ibility and should not present a problem. He said he simply cannot issue a permit without a variance.

Casey’s has been provided the necessary paperwork to request such a variance.

Not included in the plans was infor mation on the sign’s proposed luminosity. Kusek said the brightness is an important aspect, because it could potentially disturb residents if not handled properly.

“If I was living along the side of them, I think it would be important to me,” he said of controlling the luminescence.

The board approved the Casey’s

plans, provided the business adhered to Kusek’s recommendations and receives the necessary variance.

In other discussion, the village is now putting together a set of specifications for a repair project, having received a number of estimates that vary in what they include.

The specific specifications should allow for a better decision to be made.

The item in question is a storm water culvert, which was built with brick and mortar. Over the years, the material has deteriorated, and the village is looking to fix it in the proper manner, using concrete so it might last.

Trustees vote for balanced operating budget Board addresses drainage issues SHAW MEDIA OGLESBY — Following a public hearing, the Illinois Valley Community College board on Aug. 16 approved a $34 million budget for fiscal 2019, according to a news release issued by the school.

The operating budget is balanced, despite increases in revenues up 2.4 percent to $21.8 million and expenditures up 3.2 percent to $22.1 million.

The board also approved:

• The $51,205 bid of Universal Asphalt and Excavating of LaSalle for drainage improvements to the

north drive and south gym and the $9,136 bid of Illinois Valley Excavating of Peru to address drainage issues between the track and baseball diamond south of Jerry campus.

TONICA VOLUNTEER FIRE DEPARTMENT Rollover crash At 2:27 p.m. Aug. 16, the Tonica Volunteer Fire Dept responded to a rollover accident on Interstate 39 near the Tonica exit. Emergency personnel found the car in the center median on its wheels with front-end and back-end damage.

The driver, who was the only occupant, was walking around the vehicle.

“The airbags in the car did deploy, thus helping to reduce the chance of serious injury,” Rick Turri, public information officer, reported.

Motorcycle accident At 11:56 a.m. Aug. 18, the Tonica Volunteer Fire Department responded to a motorcycle accident on Interstate 39 near mile marker 50.

Emergency personnel found a motorcycle off of the southbound lanes in the grass of the west-side right of way. Two riders were thrown from the cycle when it went of off the road and because of the severity of the injuries, Tonica firefighters requested a paramedic ambulance from Oglesby.

One patient was transported to IVCH with severe injuries. This patient was then flown from the hospital by Life Flight. The passenger was assessed by medical personnel and refused transport to a hospital.

Tonica responded with an ambulance and rescue truck. The Illinois State Police assisted with traffic control and are investigating the accident.

The Tonica Volunteer Fire Department cleared the scene in about an hour.

To fill the art gap, the district has been working with the Young Rembrandts after-school art program.

The proposed program would be internal. Schneider said he would be looking for someone with an art degree to lead it.

“I think it’s time we can start investigating this,” Schneider said.

He also suggested that the district could, in the future, look at the possibility of technology programs.

Accident At 4:06 p.m. on Aug. 20, deputies investigated a two-vehicle accident at East 950th Road and North 18th Road in Vermilion Township. Bryan Bland, 60, of Spring Valley was stopped on North 18th Road at the intersection facing west. A vehicle driven by Marqarito Gonzalez-Cruz, 47, of Streator was southbound on East 950th Road and attempted to turn east onto North 18th Road, striking Bland’s vehicle.

Both drivers stated they couldn’t see because of the heavy rain. Both were seen by Tonica EMS and refused treatment. No citations were issued.

A second vehicle was also involved, and it sustained minor damage.

Both drivers were evaluated by emergency personnel, and both refused transport to a hospital.

The Illinois State Police investigated.

The Tonica Volunteer Fire Department responded with an ambulance, a pumper and a rescue truck, and they cleared the scene in about an hour.

OGLESBY — Auditions for the Illinois Valley Community College theatre department’s fall production of “Something Wicked This Way Comes” will be Wednesday, Aug. 29, and Thursday, Aug. 30, in the Dr. Mary Margaret Weeg Cultural Centre, with check-in at 6:30 p.m. both days.

All community members are welcome to audition; there will be roles for mature actors as well as for two boys ages 13 to 16.

“Something Wicked” is adapted from Ray Bradbury’s short story and Bradbury himself wrote this stage adaption.

The depression-era tale follows two boys and Midwestern townspeople as they are lured by impossible dreams to “Cooger and Dark’s Pandemonium Shadow Show,” a mysterious carnival with dark secrets. With dreams of regaining

lost youth, beauty, and promises, they discover the cost of wishes can be the stuff of nightmares.

“We usually do a Halloween show of some kind, but I thought this title would be perfect. It gives student and community member actors the chance to flex their acting abilities with something dark and sinister,” show director Don Grant Zellmer said.

“I think audiences will find this show something truly out of the ordinary — and maybe an extra thrill for Halloween.”

In addition to students, IVCC opens its auditions to all members of the community.

“With the wide range of characters needed for this production, there are parts for all ages,” said Zellmer.

MARSEILLES — The seventh annual General W.H.L. Wallace Memorial Weekend will be Saturday, Aug. 25, and Sunday, Aug. 26, at the FFA Land Lab in Seneca (2667 East 29th Road, Marseilles).

This year’s living history program focuses on the Battle of Vicksburg and will include two battle re-enactments, blacksmith demonstrations, historical presentations, a Civil War flag display and the Regimental Volunteer Band of Wisconsin. A new addition to the event, the band is composed of up to 12 re-enactors and will present period brass and drum band music on antique instruments.

They will perform throughout the day on Saturday, both as musicians strolling throughout the camps and in a sit-down concert venue inside the picnic shelter.

Another new addition this year is the sale and display of a wide-ranging collection of military artifacts.

While concentrating on the Civil War, the collections will include items from many eras. No firearms or ammunition will be sold.

A favorite from previous years, the 17th Corps Field Hospital will be back again this year, demonstrating Civil War era hospital and surgical techniques throughout the two days.

As in the past, the Field Hospital is

sponsored by OSF Medical Group.

Saturday’s events (camp opens at 10 a.m.) will include Union and Confederate encampments, training and military drills. Period demonstrations, sutlers, vendors and food booths will also be set up. At 1 p.m., General Sherman will present his views on the Battle of Vicksburg.

After the battle re-enactment at 2 p.m., the field hospital workers will deal with the injured and the dead.

At 3 p.m., there will be a tribute to Bob Deipen, one of the original founders of the Wallace Memorial event. Later Saturday, about 8 p.m., a cannon fire demonstration will light up the night.

On Sunday, the camp opens to the public at 9 a.m. The day will begin with a 10 a.m. non-denominational church service, followed by breakfast prepared by Seneca’s FFA students. The public is invited to the service and to breakfast ($4 per person). The battle re-enactment will be at noon on Sunday.

Admission, which includes both days, is $7 per person, with a family rate of $20. All money raised throughout the weekend will be used for the restoration and upkeep of the Dickey-Wallace Cemetery.

Bread, butter, fruit juice and 2% milk are available with meals. For reservations, call 800-757-4579 24 hours in advance of the day’s meal. The menu is subject to change. Meals are available to senior citizens 60 plus at no cost, but donations are appreciated.

The meal program is partly funded by donations, so they have a suggested donation of $5 per meal.

Lunch is served at 11:30 a.m.
