County considers sales tax to fix roads

OTTAWA — The cost for highway road improvements might come in the form of a sales tax increase.

LaSalle County’s Committee on Appointments and Legislation and Rules began early consideration for a transportation tax that would increase the sales tax across the county.

Board Chairman Jerry Hicks, D-Marseilles, said the idea came from David Zielke, R-Leland, who noted that Kendall County will be using transportation taxes to pay for its share of the Millington bridge.

The committee originally believed the tax would be applied to only fuel, but enthusiasm was reduced slightly when realizing it will apply across the board and more closely resemble the county’s public safety tax, which was approved in the mid1990s.

The tax will not apply to groceries, vehicles, prescription and non-prescription medications and medical devices. It will also require the county to come up with a 20-year transportation plan, but that can be completed after a referendum is passed.

The tax can only be increased in quarter-cent increments.

Funds received from this tax would only be allowed for improvements to roads and other transportation purposes.

Hicks said the county has struggled to maintain its roads and is constantly rewriting five-year plans in order to fix larger issues that arise.

The committee will continue to research the tax further and bring it before the County Board at a later time for possible approval on the April ballot.

County board puts gun rights question on ballot

BY DAN CHURNEY Shaw Media OTTAWA — On Aug. 9, the LaSalle County Board fired off a statement to state lawmakers to be mindful of gun rights.

By a 26-1 vote, the board decided to ask voters on the Nov. 6 ballot to say yes or no to the question, “Shall LaSalle County oppose the passage of any bill where the Illinois General Assembly desires to restrict the individual right of U.S. citizens as protected by the Second Amendment of the United States Constitution.”

Copies of the resolution placing the question on the ballot are to be sent to the governor and every Legislature member.

An earlier draft of the resolution had language that wanted the county declared a “sanctuary county for law-abiding gun owners to protect them from unconstitutional gun

laws,” but the wording was removed.

Board members who backed the resolution said they want Springfield to know how LaSalle County feels about gun rights, believing most county voters will vote against further gun restrictions.

Tom Walsh, D-Ottawa, was the only board member to vote against the resolution, but not because he looks unfavorably upon guns, Walsh noted he has permits to carry a concealed gun in three states, one of which is Illinois.

Rather, Walsh said he was concerned about jurisdiction, believing the board was “out of place” in laying the resolution down over the municipalities in the county. He said towns should consider the issue on their own, without the county speaking for them. Walsh said the resolution should only have applied to unincorporated areas of the county.

BY DAVE COOK news@tonicanews.com TONICA — In anticipation of what has become one of the best car shows in the Illinois Valley, one of the founders of the Tonica Cruise-in was recently interviewed.

Together with her husband, Bob, Marybeth Beenenga was inspired to help organize the first Cruise-in 17 years ago after attending other car shows. Its addition to the village’s annual Tonica Fest celebrations would help transform it into an event attracting people from throughout the region.

“We wanted to do something for our community and decided we’d donate the proceeds from the Cruisein to the Tonica Fire Department,” Beenenga said.

“We have an awesome fire department for a little town. They take good care of us,” she said.

The first Cruise-in only required parking for 40 cars, not bad for a village of less than 1,000 people. However, it’s now 17 years later, and last year’s cruise attracted 245 cars.

During the event, the chrome, polished metal and metallic paint now regularly fill not only LaSalle Street, but the Old Tonica Park and part of Pontiac Street, as well.

“We love watching the line of cars come in. It’s a thing of beauty. There are so many beautiful cars out there, and to see them all in one place is very cool,” Beenenga said.

The event is organized to be family friendly, and aside from the appeal of the vintage cars, there are also other attractions to appreciate.

This year’s Tonica Fest is also a celebration of the village’s 165th anniversary, and many special events are planned from Aug. 24-26, including a Movie in the Park Night, a 5K, a medallion hunt, an Old West reenactment, a parade, games, food, plenty of live music, dancing, and more.

As someone who’s been involved with the event for many years, Beenenga was asked which she enjoyed the most.

“Looking around and seeing so many people supporting our event,” she said, also speaking highly of the camaraderie of the volunteers who help each year.

“From parking the cars to selling 50-50 tickets, to working the pork chop dinner, or the entry table, we’ve become a well-oiled machine, thanks to them,” she said.

Following the parade on Saturday, Aug. 25, the Cruise-in will be held

from 4 to 8 p.m. and will feature live music by the Radium City Rebels for the second year. The night will also include a couple’s dance contest with cash prizes at 6:30 p.m..

“Last year everyone raved about them, and the talented dancers who follow them. All of the gals who work the registration table wanted to take dance lessons after watching last year. We absolutely love to watch them, they’re fantastic,” Beenenga said.

Following the Cruise-in, the live music and good times will continue with a performance from the band Against the Grain from 9 p.m. to 1 a.m.

“We’ve had a lot of people tell us the Cruise-in brings our community together like old times past, to see old friends, catch up, and just have a good time,” Beenenga said, encouraging everyone to come join in the celebration.

TONICA — During July, the Tonica Volunteer Fire Department responded to 12 emergency calls. The yearto-date total is now 108.

The calls consisted of one fire call to provide mutual aid to the Lostant Fire Department for a residential structure fire; nine ambulance requests; two accidents; and one Life Flight.

Training included a review of

the equipment on all trucks; city fire operations; pump connections; hydrant connections; pre-connected hose lines on the pumpers; water supplies; and tactics.

Five TVFD members participated in the annual pump test on trucks 1712, 1714 and 1716.

TVFD Firefighter Brad Keutzer completed the Life Flight Dispatch and Landing Zone Safety Class.

Earlier this year, the board signed off on other solar projects in Groveland and Richland townships.

Board members who have voted against the solar farms have said they don’t like cropland being taken out of cultivation.

LOSTANT FIRE DEPARTMENT Motorcycle accident At approximately 3:10 p.m. on Aug. 11, Lostant Fire and Ambulance responded to a motorcycle accident on Interstate 39 at mile post 44.

Responders arrived to find a motorcycle on its side in the median.

There were two riders, and both were transported to IVCH with serious injuries. It’s unknown at this time what caused the accident, and the Illinois State Police are investigating. Lostant Fire and Ambulance was assisted

by Oglesby EMS and Peru EMS.

TGS Foundation seeking additional member TONICA — LeeAnn Johnson, president of the Tonica Grade School Foundation, reports the organization is currently looking for one additional member.

The foundation works to provide necessary materials to students and their classrooms, as well as funding for supplemental programs and trips that enhance their learning opportunities.

Last year, the Tonica Grade School Foundation awarded nearly $1,000 in funding so teachers could buy materials that supported and enriched their students’ educational experiences. This annual support is made possible through generous donations from alumni and community members.

LASALLE COUNTY SHERIFF Two-vehicle crash At 3:50 p.m. on Aug. 11, deputies responded to a two-vehicle accident on Route 18 at East 12th Road in Eagle Township.

John Allen, 63, of Streator was southbound on East 12th Road when he failed to yield at the intersection while pulling away from the stop sign. Allen pulled in front of Ashley Lamonica, 22, of Streator.

Neither Allen nor Lamonica reported injuries.

After investigation, Allen was arrested and cited for disobeying a traffic control device, illegal transportation of alcohol, driving under the influence of alcohol, and driving under the influence of alcohol with a blood alcohol content above .08. Allen was transported to the LaSalle County Jail pending bond.

OTTAWA — The LaSalle County Board approved more electricity-generating solar farms Aug. 9.

The board agreed to allow a solar farm about nine miles west of Streator, on the south side of Route 18 in Richland Township. The request was made by SRE Solar Origination. The board voted 22-4.

Special events planned at St. John the Baptist Catholic Church LOSTANT — There will be two special events at St. John the Baptist Catholic Church in Lostant to commemorate the Passion of St. John the Baptist.

On Sunday, Aug. 26, the Mass time will be changed to 11 a.m. from the usual 8 a.m. A potluck dinner, and St. John the Baptist themed activities and program will follow this Sunday Mass. (Locusts, grasshoppers and a little honey will be included in the menu that day.)

Master Gardener program accepting online applicants LASALLE — For the University of Illinois Extension Master Gardener program, the last four decades can be measured by the millions of volunteer hours given to help bring horticultural help to communities across the state.

This year marks the 48th anniversary of the Illinois Master Gardener program. With more than 3,000 members today, Illinois Master Gardeners have given more than 2,309,348 volunteer hours — a value of more than $46 million, to the state.

Today, Master Gardener volunteers, who come from farms, small towns, suburbs and cities, offer numerous educational opportunities related to gardening in nearly every county in the state.

The mission of the Illinois Master Gardener program is “Helping Others Learn to Grow.” After 60 hours of training in topics such as vegetable and flower gardening, insect problems, and plant diseases, the volunteers participate in programs throughout their communities.

Some of those opportunities may include speaking at garden clubs, civic groups, or schools; answer-

ing calls or emails at garden help desks; establishing demonstration gardens that serve as educational tools; and educating citizens on how to establish community gardens.

You don’t have to be a gardening expert to become a Master Gardener. All you need is an interest in gardening, some time to volunteer in the community, and a desire to share your knowledge with others.

The program is more about connections; connecting people with other gardeners, with their community, and with reliable resources for information. Once connections are forged, it’s time to get sowing and growing in our many meaningful community projects.

University of Illinois Extension is now accepting applications to participate in the Online Master Gardener Training Program. New for 2018, the online program allows volunteers to complete the training who may have never been able to in the past due to schedule or time conflicts. This online, self-guided course for Illinois residents can be completed any time of day or night.

Set aside about 4 hours per week for videos, reading manual and com-

pleting quizzes, and the training will be completed in 14 weeks.

The 2018 Master Gardener online training includes 13 modules — an introduction and 12 subject-areas.

Module topics include: botany; soils and fertilizers; plant diseases; entomology; integrated pest management; annuals and perennials; trees, shrubs and woody vines; lawns; small and tree fruits; vegetables; composting/organic gardening; and living with wildlife.

Each module consists of several videos and an online quiz; therefore, a strong Internet connection is highly recommended. Please note this training is not being offered in local Extension offices, but must be completed through use of a personal computer or other computer access. The registration cost for the program is $300, which includes the Master Gardener manual.

Springfield was scene of terrible race riot in 1908

Mississippi ought to come to Chicago to learn how to hate,” after his march in the Windy City met violent opposition.

And in Springfield, the story is much the same.

While it is the hometown of the Great Emancipator, Abraham Lincoln, it is also the scene of the 1908 Springfield Race Riot in which 5,000 white rioters lynched two innocent black men.

The National Association for the Advancement of Colored People had its inception in Illinois’ Capital City as a response to that disgraceful act.

For some folks, the Confederate flag conjures up notions of the “Lost Cause.” They think of noble men riding steeds across glorious plantations to protect the honor of state’s rights.

What a crock of crap.

Last year, I called up Civil War historian Edward H. Bonekemper III,

who wrote, “The Myth of the Lost Cause: Why the South Fought the Civil War and Why the North Won.” And I asked him why we still argue about symbols such as the Confederate flag.

His answer: “This country has a race problem. You don’t see us this divided over the causes of the Revolutionary War or World War II. But the causes of the Civil War are all about slavery. And because this country has a race problem, it really hasn’t come to terms with why the Civil War was fought, yet.”

True.

That, of course, raises the question of why someone in Central Illinois would fly the Stars and Bars. It certainly isn’t a reflection of our state’s heritage. Two of our state’s most famous sons, Abraham Lincoln and Ulysses S. Grant, are the individuals most responsible for defeating that revolt.

Illinoisans died at places like Gettysburg and Shiloh so that flag and all that it represents would not prevail.

SPRINGFIELD – When I saw the two Confederate flags flapping from the bed of a pickup last week, I groaned.

I wondered: “Why would anyone fly those symbols of treason and white supremacy in Abraham Lincoln’s hometown?”

Worse yet, the fellow driving the pickup was near the Illinois State Fairgrounds at a time when tens of thousands of African American motorcyclists were camped there for the 41st National Bikers Roundup.

I enjoyed having breakfast with the bikers at Café Coco, the diner where I eat most mornings. It was great hearing their stories of traveling to our state’s capital from all corners of the nation.

And it was fun to admire their machines and hear their laughter.

I hoped that they felt welcome.

And then I got to thinking about those flags.

When it comes to race, Springfield and Illinois have a mixed legacy.
