Kinzinger takes the pulse of his district Trade war, guns, health care, mid-term elections discussed at roundtable

Adam Kinzinger (R-Channahon), during a tour of the 16th District, visited Princeton Aug. 1 to hear local concerns at a roundtable discussion that touched on topics such as guns, health care, the upcoming midterm elections, and the president’s trade war.

Speaking with community leaders at the Prouty Building, Kinzinger, who represents LaSalle, Bureau and Putnam counties among others, was thanked for his support of local agriculture producers and shared concerns about a prolonged trade war.

“We’re supportive of the president trying to get us a better trade deal and to hold China accountable for their practices, but we’d rather see negotiations than a trade war,” Bureau County Farm Bureau President Evan Hultine said after the meeting.

“Tariffs make everyone nervous in an already difficult commodities market,” Hultine said.

Mid-term elections Concerning the possibility of Republicans losing control of Congress after the upcoming November mid-term elections, Kinzinger referred to the lengthy and heated joint hearing on FBI official Peter Strzok in July.

“Imagine that instead of Peter Strzok, it’s every Republican office head, every secretary facing hostile questioning for 12 hours a day; that’s what happens,” he said.

Kinzinger said Republicans maintaining control of the Senate is essential because of all the nominations “the Democrats are stalling on,” adding, “We never stalled for Obama, by the way, they just want to resist everything.”

If the GOP loses the House, Kinzinger said nothing proactive will be accomplished for two years and that “every day will be (U.S. Rep.) Maxine Waters, as the new head of Financial Services, grilling everybody under her jurisdiction.”

“If you think they’re bad now, just wait,” he said, adding that he’d been busy helping others win their campaigns.

“We’re doing our best. Every day the news is derailed in some way or the other, but talk about the successes we’ve been having,” Kinzinger said.

He welcomed the “other side” to argue that the economy isn’t in good shape, saying “it doesn’t hold a lot of water.”

Gun control, school safety Concerning school safety and new gun laws, Kinzinger said a school shooting was among the worst things he could imagine happening in his district and spoke highly of the resource officer in Dixon who prevented a school shooting from becoming more tragic in May. However, he said funding for schools to improve security depends on both federal and state money.

“I hate to tell you, part of the problem is you have a state that’s bankrupt right now,” Kinzinger said.

Princeton Elementary School District board member Steve Bouslog then mentioned the need for “common-sense” gun control laws.

Kinzinger said a ban on bump stocks was likely to happen, and he was supportive of raising the legal age to purchase a gun to 21.

“If you have to be 21 to drink a beer, then I think you should have to be 21 to buy an AR,” he said.

He also said raising the age limit to purchase a gun would likely lower the likelihood of school shootings by teenagers.

“Most school shootings occur with somebody in, or just graduated from that school and they still have a bone to pick. If we can put that to 21, you alleviate that issue,” Kinzinger said.

He added that he was supportive of the background database used to flag people who aren’t allowed to own weapons.

Health care Annette Schnabel, CEO of Perry Memorial Hospital, spoke about the local, rural impact of the nationwide opioid epidemic as compared to urban areas.

“We have higher risk, we have higher rates, so having access to good mental health care is important,” she said.

As a part of his work to help combat the epidemic and allow those who need help to be able to get it, Kinzinger said he was working on raising the federal limit of how many people can be treated by each facility.

He said restrictions on opioid prescriptions have helped to lower opioid addiction rates, but added they’ve also “driven more people towards heroin” because they no longer have access to the medication.

In the Nov. 6 mid-term election for the 16th Congressional District, Kinzinger will face Democratic challenger Sara Dady of Rockford.

and ensured its indicators were operating normally, as well as looking for leaks and undue noises or vibrations from the drivetrain.

Performing a dry vacuum test verifies the pump will draft from a static water source and involves the operation of the primer with all intake and discharge valves closed until maximum vacuum reaches at least 22 inches of mercury (Hg). Then it can’t lose more than 10 inches Hg during a maximum time of five minutes.

The entire process consists of tests performed in a specific order. They are as follows: • The five-minute vacuum test is first, followed by the timed primer test which determines how long it takes to lift water to the pump for pumping to begin.

• The pump is then operated for at least 20 minutes at 100 percent of rated capacity at 150 pounds per square inch (psi) net pump pressure.

• Immediately after the 20-minute test, the five-minute overload test is required by the NFPA for pumps greater than 750 gpm and is performed at rated capacity at 165 psi.

• A 10-minute test is then performed at 70 percent capacity at 200 psi.

• A 10-minute test is then done at 50 percent rated capacity at 250 psi.

The Tonica Volunteer Fire Department provides fire protection services to area residents through donations and without property taxation.

TONICA — The Tonica Volunteer Fire Department conducted its annual service testing of pumper trucks on July 26, according to Rick Turri, TVFD public information officer.

Conducted at the TVFD station by a Global Emergency Products field representative, the testing of what’s commonly called “the heart of a fire truck” lasted approximately eight hours, and pumpers from the Lostant Fire Department were also evaluated.

The results of this annual testing can be used by the Insurance Service Office (ISO) to rate the department’s pumping capabilities and determine the insurance rates for property owners within the department’s protection area.

The service testing of pumpers is a basic requirement under the National Fire Protection Association’s (NFPA) standards for inspection, maintenance, testing, and retirement of in-service automotive fire apparatus.

This helps to ensure the fire truck and pump are performing as designed, so they can be reasonably expected to operate as rated during emergencies.

This yearly requirement is also mandated after major repairs have been completed to areas that include the drivetrain, fire pump, pump transmission or transfer case, and the plumbing system.

“An emergency scene is not the place to find out that the pump will not work properly,” Turri said.

Performance testing is also a training aid for pump operators and other department members who assist during the procedures. Participants learn important pump characteristics during testing, which helps them gain more knowledge of the entire system. This proves helpful during actual pumping at emergency scenes.

Tested components include the intake and discharge valves; the pump governor and all relief valves; pump and tank level gauges; drains, bleeders, and warning indicators.

Drug court moves closer; Nov. 1 target date

BY DAN CHURNEY Shaw Media The final step was taken last week toward setting up a LaSalle County court program to help drug users.

LaSalle County State’s Attorney Karen Donnelly wants to establish a drug court for the county. Such a court brings together prosecutors, defense attorneys and social workers to help low-level drug-related offenders, using a collaborative rather than an adversarial approach. Donnelly has noted 49

percent of county crime is connected to drugs.

“I’m very excited, because I think this is going to work,” Donnelly said of the court.

Donnelly said a drug court application was submitted last Wednesday to the Administrative Office of the Illinois Courts, which is an arm of the Illinois Supreme Court.

The application included about a one-inch-thick stack of documents that laid out procedures to be followed, the budget and similar matters. Judges, the public defender

and others had to sign off on the application.

The state must approve the drug court proposal before the program can begin. Donnelly said the state will review the application and will probably meet in person with her to go over details.

Donnelly praised her assistant, Amanda Zaver, for her work in putting together the application.

Donnelly hopes to roll out drug court on Nov. 1. She noted qualifying defendants have to sign up for the program, and defendants who

already have pending charges might be seeking delays in their cases until drug court is in place.

Circuit Judge Cynthia Raccuglia will preside over drug court, with North Central Behavioral Health providing counseling.

Drug court will be funded by money seized in drug cases. However, Donnelly said she is also applying for grant money. Another probation officer is to be hired to work with the court.

Grundy County has had a drug court several years.

Tariffs not just a hill of beans for local farmers ​BY DAN CHURNEY Shaw Media The Illinois Farm Bureau believes it’s better for the tariff war with China to end than to receive a federal compensatory aid package.

“We appreciate the administration’s recognition of the damage these retaliatory tariffs have caused for Illinois farmers — and farmers across the nation,” Richard Guebert Jr., president of the Illinois Farm Bureau, said.

“However, while we are grateful for the support from the administration, we must stress that this aid package will not make farmers whole in the face of continued trade tensions,” Guebert said.

“The economic and marketing damage caused by these tariffs will continue as long as they’re in effect, and likely, far longer,” he said.

Whatever difficulties farmers face because of the tariff war, they’re up to the challenge in the view of President Donald Trump, who said last Wednesday farmers “can take it.”

How are LaSalle County farmers taking it?

Matt Mason has been a farmer in the Ottawa area since 1988.

“It’s extremely hard on farmers, for hogs, soybeans, everything. Soybean prices have dropped 20 percent, sometimes that’s your profit. And there’s going to be a trickle-down effect for anyone who sells farm equipment, seeds, everything,” Mason said.

Mason said he recognized tariffs on Chinese goods are “long overdue” and will help other aspects of the American economy, such as the steel industry, but agriculture will be absorbing the brunt.

“Trump should know rural America got him in. The main product bought by China is soybeans. They buy about half of what we grow, so a soybean supply has to get to them by some other route. And China has developed a taste for beef and they have the expendable cash to buy it,” Mason said.

Mason noted farmers are always at the mercy of weather and markets, but “successful farmers brace themselves for the downsides and hope for the upsides,” adding, “We’ve come off a good run and it’s going to be a little tough for a while.”

David Myer has been in farming for 40 years near Marseilles — long enough to remember the 1980 Russian grain embargo instituted by then-President Jimmy Carter.

“It’s a different world now than it was when Carter put in place the embargo. The demand for crops is increasing every year, and South America is stepping up production.

World markets and politics play a big part,” Myer said.

Myer noted soybeans have been the “ideal” crop for the past few years because they’re less costly to grow than corn. In his experience, trade embargoes cause initial pain, which eventually eases. In this connection, Myer said the markets have been inching back after their plunge.

“Most farmers feel our president has our best interest in mind. We’re struggling, but long term, this might have a silver lining. China needs the soybeans. They’ll buy them from somewhere,” Myer said.

Darren Walter comes from a farming family that has tilled the soil in the Grand Ridge area for generations.

With the fire extending and the high humidity and temperature, a MABAS box was requested. This brought additional personnel and equipment from Oglesby Ambulance, Utica Fire and Ambulance, Lostant Fire and Standard Fire.

The LaSalle County Sheriff’s Office and the Lostant Police Department assisted with traffic control because of the fire’s location along Route 251.

No one was home at the time of the fire, and no injuries were reported. The main body of fire was controlled and the overhaul of all three structures was underway in less than an hour. The initial garage suffered extensive damage and the house suffered moderate damage inside and out. The other nearby garage suffered damage to one exterior wall.

Tonica cleared the scene in about three hours. The State Fire Marshall’s Office, the TVFD and other law enforcement agencies are investigating.

Garage fire At 9:22 p.m. on Aug. 3, the Tonica Volunteer Fire Department (TVFD) responded to a garage fire at 515 S. First St. in Tonica. Oglesby firefighters were also called in accordance with the Auto-Aid agreement.

Pastor Deepak is a certified candidate at United Methodist Church and a second-year seminary student at Garrett Evangelical Theological Seminary in Evanston. He is a half-time pastor serving the Tonica church.

The Tonica United Methodist Church would like to invite everyone willing and able to attend a potluck to welcome their new pastor at 11:30 a.m. Sunday, Aug. 12, at the Tonica Park. Pastor Deepak is excited to meet all members and non-members in the community.

She has a large family and enjoys visits from them as well as from

IVCC theater department seeks alumni

OGLESBY — The Illinois Valley Community College theatre department is celebrating its 60th year of producing musicals, plays and other forms of entertainment by reaching out to theatre alumni.

The department has started the search for IVCC stage alumni, those who have either performed in or worked on productions at IVCC. The campaign for stage alumni began on the IVCC Fine Arts Facebook page which announces performances and events.

“Response is so positive, and we’re finding all kinds of hidden treasures about our past shows,” said director and choreographer of musical theatre, Don Grant Zellmer. “We’ve received copies of press releases, programs, pictures, and heard from those who want to share their memories.”

Aden Lamps Foundation run/ walk will benefit local hospitals Event will be held Sept. 15 in Spring Valley SPRING VALLEY — The Aden Lamps Foundation will host its sixth annual 5K run/walk at 9 a.m.

Saturday, Sept. 15, at Hall High School in Spring Valley.

Registration will begin at 7 a.m.

The registration fee for adults is $20 until Sept. 10 and $25 after Sept.

10. The cost for children ages 14 and under is $15, with a fun run for children ages 3 to 7, which is $10.

There is also an untimed 1 mile walk. The fee includes a T-shirt for all ages. New this year are raffles and a 50/50.

The Aden Lamps Foundation helps spread awareness for SUID (Sudden Unexpected Infant Deaths).

The Foundation was started in 2014

by Aden’s mother, Ashley Lamps, and since the inception, the foundation has been able to purchase 3,700 sleep sacks and more than

2,000 safe sleep board books, which are then donated to Illinois Valley Community Hospital, St. Margaret’s Hospital and LaSalle County WIC. Every local newborn receives one of the sleep sack packages, with a retail value of approximately $25.

The sleep sack package contains a reusable bag, a sleep sack (zip up wearable blanket) and an infant board book.

The mission of the Aden Lamps Foundation is to educate local families on the dangers of an unsafe sleeping environment for infants.

The sleep sacks are a safer alternative to having loose blankets in the crib. Aden Lamps, the son of Andy and Ashley Lamps, died in 2013 of a SUID at the age of 4 months.

Looking for a strong message? Take the Pledge ‘With liberty and justice for all’ must not be empty words

Y

ou know the Pledge of Allegiance, probably by heart.

You may recite it only occasionally, or get the chance several times a week. Sometimes, I’m guessing, you say it mechanically, and other times filled with deep meaning.

I hope it’s more often the latter, because here’s what’s remarkable about the Pledge: in a few short phrases, it lays out the fundamentals of what our country represents and strives to achieve.

Let’s start with these words: “and to the Republic for which it stands, one nation, under God, indivisible.” It’s not just talking about any nation or form of government; it’s talking about a republic — a unified nation, under divine Providence, with three fully equal branches that are strong, independent, and each entrusted with limited and defined powers within their constitutional

The meaning goes even deeper than that. Really, we’re talking about power being dispersed across a large number of people and institutions. We’re talking about a system that was designed by people who were so wary of concentrated power that they made it difficult for any one person or institution to wield it.

They created a republic that to its core rejects autocratic political leadership and authoritarianism. It sees them as a threat to our democracy, and depends upon a system of elections in which ballots are counted fairly and citizens have equal voting rights.

This, in turn, provides a system that has the capacity to reform and renew itself, because its institutions rest on the political involvement of our citizens. Elected representatives make the laws, but government is

bound by the electoral process, an independent judiciary, and constitutional guarantees of freedom of speech, assembly, religion and the press.

This brings us to the final words: “with liberty and justice for all.”

These are crucial to understand.

They represent what some pundits have called a framework of decency: a system built on individual dignity and respect for each person. This is a monumental achievement – a country that seeks liberty and justice for all within its borders, and often beyond them, with no limitations or caveats. Liberty and justice are not reserved for white males, or even for citizens only.

In all this, we recognize and tolerate our differences. We may not always measure up to our ideals, but we certainly know what they are. We expect differences in race, religion, and political beliefs. We don’t try to demonize those who are different.

At heart, then, this is a system based on a core belief that we’re all in this enterprise together, and all connected to one another.

Everyone has the right to enjoy the promise of America.

Put these two parts of the Pledge together, and what it’s telling us is that we live in a system that binds us together by adherence to rules of political engagement, respect for the rule of law, and belief in our democratic institutions.

We may disagree about all kinds of issues, but we firmly believe in equal political rights and equal opportunity. “Liberty and justice for all” means giving individuals the space to make choices in their own lives that will enable them to flourish.

What the country expects in return is that most individuals will live a life of honor, excellence and responsibility. The system demands hard work on the part of its citizens if it is to succeed.

So the next time you stand as the Pledge is recited, think about what you’re saying. It’s deceptively simple. But it packs a powerful message.

In education, unfunded mandates go both ways SPRINGFIELD – For decades, the two dirtiest words in Illinois education were “unfunded mandates.”

Local school boards and administrators hate these orders that come from Springfield but don’t come with a check attached.

For example, this year Gov. Bruce Rauner has signed four new unfunded mandates pertaining to civics exams, concussions, suicide prevention, and discipline policies.

Since 2000, there have been more than 130 new, unfunded mandates that have affected the school districts across our state, WCIA-TV recently reported.

To be sure, the state of Illinois isn’t putting its money where its mouth is.

Back in the dark ages, when I was in high school, the unfunded mandate that administrators were griping about was called “consumer education.” I don’t remember anyone who wanted to be in that class. But we were stuck there for a semester because the lawmakers in Springfield said we had to.

SPRINGFIELD SCOOP Scott Reeder And, of course, the physical education requirement is a perennial complaint among school districts.

Illinois has one of the most comprehensive P.E. requirements in the nation. But for every hour a child spends playing softball, she isn’t in a classroom doing arithmetic or diagramming sentences.

Some argue that these decisions on what youngsters are taught are best left up to local educators to decide.

But here’s a dirty little secret about unfunded mandates: they flow both ways.

Illinois taxpayers are on the hook for the bulk of tax dollars spent on educator pensions.

So, when Calumet City’s school board decided to pay their super-

intendent $400,000 a year, folks in Galesburg, Alton, Kankakee and elsewhere in Illinois are chucking in dough for that fellow’s gold-plated pension.

Why? Because the Calumet City School Board sent an unfunded mandate to Springfield leaving all of the state’s taxpayers responsible for footing the bill.

When a school district agrees to pay an exorbitant salary, Illinois taxpayers follow up by paying an exorbitant pension.

Please keep in mind, the state has a total unfunded pension liability of $130 billion. We can’t afford to keep doing things the way they have always been done. Unfunded pension liabilities are the driving force behind the state’s income tax hikes under both Rauner and former Gov. Pat Quinn.

In Springfield, Republicans blame Democrats and Democrats blame Republicans for the state’s pension woes. The truth is, both groups are to blame.

But another group that bears responsibility is local school boards.

For generations they have gamed the system by giving end-of-career pay raises to teachers contemplating retirement. They do this to artificially bump up pensions paid by the state.

Yes, that’s another unfunded pension mandate flowing to Springfield.

The General Assembly has done little to curb this practice. But it did pass and Rauner did sign a measure capping end-of-career pay raises at 3 percent. The state’s largest teacher’s union issued a press release this past week arguing the cap ought to be raised to 6 percent.

I can understand why they are calling for this. After all, it’s their job to advocate for their members. But is this what is best for the state’s taxpayers?

IVCH earns ACR accreditation Illinois Valley Community Hospital has been awarded a three-year term of accreditation in mammography as the result of a recent review by the American College of Radiology (ACR).

Mammography is a specific type of imaging test that uses a low-dose X-ray system to examine breasts.

Mammograms are used to aid in the early detection and diagnosis of breast cancer in women.

The ACR gold seal of accreditation represents the highest level of image quality and patient safety. It is awarded only to hospitals and other facilities meeting ACR Practice Parameters and Technical Standards after a peer-review evaluation by board-certified physicians and medical physicists who are experts in the field.

The evaluators take a look at image quality, personnel qualifications, adequacy of facility equipment, and quality control procedures and quality assurance.

The findings are reported to the ACR Committee on Accreditation, which subsequently provides hospitals with comprehensive reports that can be used for continuous practice improvement.

The ACR, founded in 1924, is a professional medical society dedicated to serving patients and society members by empowering radiology professionals to advance the practice, science and professions of radiological care.

IN BRIEF ISP to conduct Occupant Restraint Enforcement Patrols LASALLE — Illinois State Police (ISP) District 17 will conduct Occupant Restraint Enforcement Patrols (OREP) during August.

OREPs allow the ISP to focus on safety belt and child safety seat laws. Illinois law requires all vehicle passengers (front and back) to be buckled up.

Safety belts are still one of the most effective safety devices in vehicles, estimated to save nearly 14,000 lives each year. Half of vehicle occupants killed in a traffic crash were not properly buckled up. The objective of this program is to increase occupant restraint compliance.
