Delivery of DNA evidence might result in murder charge

Prosecutor says additional charge likely before Aug. 30

BY DAVE COOK news@tonicanews.com HENNEPIN — Public defender Roger Bolin announced during a Putnam County Court hearing July 26 that suspect Richard A. Henderson is partially waiving his right to a speedy trial regarding the charges of concealment of a homicidal death.

Henderson, 26, is charged with the Class 3 felony and is being held on a $1 million bond. He’s the Standard man whom investigators believe killed 16-year-old Diamond Bradley, of Spring Valley, 6 months ago and left her body along a rural Putnam County road.

Bolin stipulated the agreement was only for the period of Aug. 6 to Oct. 1, when Henderson’s trial is scheduled to begin. He’s previously argued the state has exceeded the Diamond 120-day limit of the Bradley Speedy Trial Act, and his motion to dismiss the charges will be decided by Judge Stephen A. Kouri at a hearing at 2:30 p.m. Aug. 30.

Bolin has previously stated his client has been in custody since Feb. 5. Putnam County State’s Attorney Christina Judd-Mennie has argued the past three continuances were agreed upon by both sides at previous hearings and that by doing so, the 120-day count would have stopped during those periods.

Following the hearing, however, Judd-Mennie reported the state has received the DNA results from several items gathered and tested after the first round of crime scene investigation. Judd-Mennie said the results still need to be examined, but added that if they show what she’s expecting, new charges will likely be filed prior to Aug. 30.

According to Judd-Mennie, the motion for a dismissal of charges has caused understandable concern within the community.

“He’s not walking out of the jail,” Mennie said.

A murder charge against Henderson would result in a second trial at a later date unless both sides agree to the delays it would cause,

During the ongoing investigation, the Putnam County Sheriff’s Office developed information that Henderson might have discarded a weapon at Color Point, the commercial greenhouse in rural Granville where he had been employed.

On April 11, the Putnam County Sheriff’s Office was assisted in a search by Tri-DENT, Illinois State Police Crime Scene Services, the Spring Valley Police Department and the LaSalle County Sheriff’s Office.

The recovered weapon, a knife, is

being analyzed at the Illinois State Police Crime Scene Services laboratory, and both sides should continue to receive new evidence until the trial.

“This case is a priority for the crime lab,” Judd-Mennie said.

Bradley was last was seen on Jan. 23, and she was reported missing the following morning. Her body, stabbed multiple times, was found Jan. 27.

According to Putnam County Sheriff Kevin Doyle, investigators think Henderson and Bradley met online and that Henderson picked the teen up near her Spring Valley home between 6:30 and 7:30 a.m. on Jan. 24. Investigators believe Henderson then drove to the spot where her body was found and killed her.

Henderson was arrested after being interviewed at the police station. Tips, interviews, surveillance cameras and pings from Bradley’s cellphone link him to her death, Doyle has said.

Area state lawmakers believe the state’s ban on consumer fireworks should be blown up.

A bill to legalize fireworks in Illinois was introduced last month by state Rep. Barbara Wheeler, R-Crystal Lake.

State Rep. Jerry Long, R-Streator, said he sees more than one reason to support the bill.

“It’s no secret that Illinois is in a hole financially, so my colleagues and I have been exploring many new revenue streams for the state. Fiscal impact aside, I believe that the ban of fireworks in Illinois is an affront to our personal freedoms and is an example of the state believing that it knows what’s best for us. I look forward to discussion on this bill later this year on the House floor,” Long said.

State Sen. Sue Rezin, R-Morris, also believes it’s time to ease up on pyrotechnics.

“This comes up every year, but I’m surprised the bill never moves. I have no problem with legalizing fireworks. We should get the revenue, because right now, everyone is going across the border into Indiana,” Rezin said.

Rezin added fireworks are virtually legal now,

as they’re not hard to obtain in neighboring states. Rezin noted she is concerned about safety, but again, people are shooting them off anyway in Illinois.

In 2017, the Illinois Department of Public Health reported 349 fireworks injuries statewide. The U.S. Consumer Product Safety Commission’s annual fireworks report reveals there were 12,900 fireworks-related injuries treated in hospital emergency departments nationwide in 2017.

Of the 349 state cases, Illinois hospitals treated 16 dismemberment or amputation injuries in peak summertime months last year, the state fire marshal’s office reported.

In addition to bodily harm, property damage is another safety concern. An average of 18,000 fires are reported each year as a result of improper use of fireworks, according to the state fire marshal’s office.

Illinois is one of four states that ban the sale, purchase and use of consumer fireworks, such as bottle rockets and Roman candles. Such fireworks have been illegal in Illinois since 1942.

The only fireworks legal in the state are items such as sparklers, smoke bombs and party popper noisemakers.

LOSTANT — Janice Scott will retire Aug. 10 from Illini State Bank after 25 years of dedicated service.

Janice began her career with Illini State Bank at its Tonica facility on Aug. 6, 1993, and was transferred to the Lostant facility on May 7, 1998.

Jan is a member of St. Peter and Paul’s Catholic Church and St. Ann’s Sodality. She also belongs to the Oglesby American Legion Auxiliary.

In her free time, Jan enjoys spending time with her family, traveling, gardening and helping Janice with the farming. She also has Scott fun shopping flea markets and playing cards with her friends.

Janice has two sons, Jeremy and Josh. She looks forward to having more time to dedicate to her hobbies and family.

Jan is a valued employee and will be missed tremendously by both her co-workers and customers.

Illini State Bank will be celebrating her retirement with an open house at its Lostant facility on Friday, Aug. 10.

Bank officials encourage the public to stop in for refreshments and extend well wishes to Jan for a healthy and happy retirement.

BPART riders would like weekend service Multicounty public transit group shares successes, concerns

BY DAVE COOK news@tonicanews.com Providing weekend service was shown to be a popular request from riders during the recent meeting of regional public transportation officials held Friday in Princeton.

Representatives from Bureau, Putnam, LaSalle, DeKalb, Grundy, Kendall, Lee and Ogle counties shared new developments within their areas, as well as training, common concerns and vehicle issues.

Privacy issues were also discussed regarding the need to communicate with riders to provide for their safety and welfare during both the ride and their transition to other caregivers.

Princeton resident Steve Dorfman said he moved to the area about six years ago and described himself as “a very happy rider” of the Bureau-Putnam Area Rural Transit (BPART) system.

His single request was for weekend service, even if it was just once a month.

“It gives me the freedom to get out and around; it’s just wonderful,” he said, adding the people of BPART and the Bureau County Senior Center have “become my friends and family.”

The representatives then shared the new developments in their areas. BPART Director Mick Johnson reported they’ll soon be making the move into their new facility and that tours would be available.

Mendota Area Senior Services, announced they’re hoping to see an increase in riders with the Oct. 1 addition of a Monday-Friday congregate meal service, which will be held at the Mendota Civic Center.

The meal time has yet to be determined.

Putnam County Community Center (PCCC) Director Michelle Halm said there had been no new developments, but did share why public transportation services are vital, especially for rural residents.

“It’s a much-needed service that provides freedom and Independence for anyone who needs it,” she said.

The Regional Transportation Committee is responsible for the development and implementation of the Human Services Transportation Plan (HSTP).

HSTP identifies transportation needs and develops solutions to improve transportation services for the general public. An emphasis is placed on seniors, people with disabilities, individuals with lower incomes, and veterans.

The Illinois Department of Transportation has formed an agreement with the North Central Illinois Council of Governments (NCICG) for the purposes of preparing, implementing and updating the plan for Region 1 (Boone, Carroll, Jo Daviess, Stephenson and Winnebago counties) and Region 3 (Bureau, Putnam, LaSalle, DeKalb, Grundy, Kendall, Lee and Ogle counties).

Dead crow is LaSalle County’s first reported case during 2018 OTTAWA — The LaSalle County Health Department has confirmed a crow from LaSalle tested positive for the West Nile virus.

The bird was collected and tested on July 24, and the Environmental Health staff conducted the confirmatory test at the health department. This is the first documented West Nile virus activity in LaSalle County this year.

West Nile virus is transmitted through the bite of a Culex pipiens mosquito, commonly called a house mosquito, which has picked

up the virus by feeding on an infected bird.

Common symptoms include fever, nausea, headache and muscle aches.

Symptoms may last from a few days to a few weeks. However, four out of five people infected with West Nile virus will not show any symptoms.

In rare cases, severe illness, including meningitis, encephalitis, or even death, can occur. People older than 60 and individuals with weakened immune systems are at higher risk for severe illness.

Monitoring for the virus includes laboratory tests for mosquito batches, dead crows, blue jays, and robins, as well as testing humans with West Nile virus-like symptoms. People who observe a sick or dying crow, blue jay, or robin should contact the health department. They will deter-

At 3 p.m. on July 15, deputies investigated a single-vehicle accident at North 20th Road and Meridian Road in Eden Township. Richard Lewis, 56, of Ottawa was traveling south on Meridian Road and was turning east on North 20th Road when he lost control of his motorcycle and overturned. Lewis stated his head struck the pavement and that he went to OSF Ottawa and was released.

At 12:40 p.m. on July 23, deputies investigated a two-vehicle accident in the 400 block of Pontiac Street in Tonica. A 17-year-old male from Tonica was backing a vehicle out of a driveway and struck a parked vehicle.

Speeding At 8:22 p.m. on July 12, deputies cited Raymond Richardson, 46, of Streator for speeding 73 mph in a 55 mph zone and failure to yield for an emergency vehicle following a traffic stop on East 8th Road in Vermilion Township.

No injuries reported in two-story house fire SHAW MEDIA

LOSTANT — All occupants were out of a two-story home in Lostant when firefighters arrived July 26 to the blaze.

Lostant Fire Department responded to the fire at 962 N. 17th Road.

Smoke and flames were visible upon arrival, and fire departments and resources from Tonica, Leon-

ore, Peru, Standard, Grand Ridge, Utica and Oglesby responded for assistance.

The fire was under control shortly after arrival, and while fire damage was mostly contained to one room, the rest of the home suffered water and smoke damage.

Illinois State Fire Marshal’s office was contacted and will conduct an investigation.

Accidents At 4:42 a.m. on July 12, deputies investigated a single-vehicle accident on North 2101st Road in Vermilion Township. A vehicle driven by Ryan Radtke struck a deer in the road.

At 4:20 p.m. on July 12, deputies investigated a single-vehicle accident on North 15th Road in Hope Township.

A 16-year-old female from Standard lost control of her vehicle and entered a cornfield. Lostant EMS was dispatched to the scene, and there were no injuries or citations.

At 3:45 p.m. on July 14, deputies investigated a two-vehicle accident at Route 251 and Route 18 in Hope Township. Marcie Jenkins, 36, of Hopedale was traveling west on Route 18 when she failed to stop at the Route 251 stop sign. She struck a vehicle driven by Stanley Michaels, 67, of Pontiac. Michaels was transported to IVCH by Wenona EMS. Jenkins was seen by Putnam County EMS and released. Jenkins was cited

IVCC chief: Put LPO police station on campus Corcoran says it would be a benefit to students, college OGLESBY — Illinois Valley Community College President Jerry Corcoran reiterated the college’s desire at a recent board of trustees meeting to be the site for a LaSalle, Peru and Oglesby shared police station.

“When you take into account our 8,300 students, 400 employees and 20,000-plus visitors every year, partnering with local law enforcement on this venture makes great sense,” Corcoran said.

Corcoran also cited the learning opportunities the partnership could bring to the 500 students in IVCC’s criminal justice program, now headed by Kevin Hermes, a former 17-year Bensenville policeman.

“I have the highest regard for the leadership of the three cities, and I’ll support whatever decision is made,” Corcoran said.

“However, if the LPO group decides to share resources with IVCC, the community will be well served, and we’ll have one of the safest community college campuses in Jerry the nation,” he said.

Operating revenue is up 2.4 percent to $21.8 million, and expenditures rose 3.2 percent to $22.1 million.

Tonica. Burkett’s vehicle then struck the vehicle of Deane Chalkey, 45, of Streator. Chalkey was stopped at the intersection in the eastbound lane of Route 18. Chalkey and Blythe were seen

by Lostant EMS and released. Burkett was transported to IVCH by East Marshall County EMS. Blythe was cited for disobeying a stop sign.

Bran Fortress, as it is also called, was built in the 14th century on the orders of Louis I, Duke of Anjou to protect the important trade route that led to Transylvania, and to protect the region from Ottoman incursions. The castle is best known for its association with Bram Stoker’s Dracula.

HENRY — The eighth annual Henry Summer Festival will be from 9 a.m. to 3 p.m. Saturday, Aug. 11, at Central Park in Henry.

This year there will be more than 80 vendors with a large variety of booths ranging from fruits and vegetables, homemade wood items, crafts, antiques, bake sales, health and wellness products, and everything else you can think of.

If your not in the mood to shop, stop by Central Park for lunch. A variety of items will be available.

If your in the mood for pizza, stop by and visit The Backyard Party Guys. Castaways will be serving burgers, walking tacos, chili cheese dogs and Italian beef, as well as salads, sides and drinks.

Help kids calm firstday-of-school jitters T he first day of school can be an exciting time, especially for children who have never before attended school. But even youngsters excited about the first day may also experience some jitters.

Such nerves are normal, and parents can help kids calm those jitters in various ways.

Talk about the first day as it approaches. A child’s first day of school is a milestone, and parents may do various things to commemorate the occasion. The excitement leading up to the first day can spark kids’ enthusiasm, but it also may lead to some anxiety about the unknown. Parents can quell those fears by discussing the first day as it approaches. Explain why the first day is so special, encouraging youngsters to share their feelings. If kids express fears about their first day, parents can explain they felt similarly on their first day of school but quickly adjusted.

Let kids choose their own clothes. Parents may be tempted to buy special outfits for their children for the first day of school. But kids who are jittery about their first day may calm down if allowed to choose their own

attire for the big day. A favorite T-shirt or outfit might be just the thing to comfort kids feeling a bit nervous about their first day of school.

Get a head start on your morning routine. As summer winds down, begin acclimating children to the morning routine they can expect when the school year begins.

One to two weeks before the first day of school, start waking children up when they will need to be up for school. Kids who are accustomed to the morning routine may be more calm on their first day of school because of their familiarity with their new schedule. Going cold turkey on the first day of school may make kids less enthusiastic about attending school.

Attend school orientation events and plan some play dates in advance of the first day. Seeing familiar faces might make kids forget all about their jitters when they arrive at school on the first day. Inquire about school orientation events and attend as many of those sessions as possible. If encouraged to do so, take kids along so they can meet prospective classmates. Strategies parents can use to motivate students S tudents may need some time to adjust at the beginning of a new school year.

Summer vacations typically lack the structure of the school year, and it might be unfair to expect kids to seamlessly slip back into their more regimented lives as students.

While some early school year sluggishness might be normal, that should wear off pretty quickly. If not, and students appear to be struggling to get motivated for their schoolwork, parents can try various strategies that should help reignite youngsters’ passions for learning.

Make your home more school-friendly.

Summer is a relaxing time of year when parents have a tendency to relax rules around the house. But come the school year, parents must make sure their homes are as conducive to studying as possible. Resist the urge to turn the television on each night so students are not distracted from their studies. Keep the home quiet so students are motivated to focus on their studies.

Encourage participation in extracurricular activities. Various studies have examined the relationship between extracurricular activities and academic performance. A 2002 study published in the journal Sociology of Education found that participation in extracurricular activities is associated with improved grade point average, increased college attendance and reduced absenteeism. The link between participation in extracurricular activities and

improved academic performance is still in need of study, but such participation may help children acclimate to the structure of the school year more quickly than they might if they do not participate in such activities.

Encourage curious youngsters. Kids are curious, and fostering that curiosity can be a great way for parents to get their kids excited about learning. Whether it’s during the school year and part of their curriculum or on summer break, encourage kids to engage in subjects that interest them. As kids learn more about the topics and subjects that interest them, they may develop a passion for learning that they can then take with them to the classroom.

Express an interest in the subjects children are studying. Another way to motivate students at the dawn of a new school year is to express an interest in the subjects they’re studying. Ask questions about their studies and encourage them to share their thoughts and opinions. Engaging students about the subjects they’re studying can motivate them to explore those subjects more deeply than they otherwise might.

Motivating kids to be excited about their schoolwork at the dawn of a new school year can sometimes be difficult. But parents can employ various strategies that can help their children readjust to life in the classroom and motivate them to perform to the best of their abilities.

Make lunches the night before a school day, and gather all supplies from homework stations, restocking backpacks and gym bags so everything is ready to go come the morning.

Get to bed earlier. Sleep experts say that if you need to rely on an alarm clock to get up in the morning, you may not be getting enough sleep. The National Sleep Foundation says school-aged children should get between nine and 11 hours of sleep a night. Teenagers require between eight and 10 hours of sleep per night, while adults need between seven and nine hours. A good night’s rest can reduce

And the rising costs of college, coupled with the growing number of students taking on substantial debt to finance their educations, make it necessary that prospective students consider their earning potential when deciding on a major.

According to the College Board, the average cost of college tuition and fees for the 2017-2018 school year was $34,740 at private colleges, $9,970 for state residents at public colleges, and $25,620 for out-ofstate residents attending public universities. Canadian citizens studying in Canada can expect to pay $6,571 per year, according to Statistics Canada. The cost of tuition and room and board may catch parents’ eyes, but there are some lesser known expenses associated with college that can make attending school even more expensive. According to Cappex.com, a website offering ideas on how to pay for college, the extra costs of college can cost between $250 and $500 per month.

The following are some lesser known expenses that college students and their families may need to budget for this school year.

Transportation: Commuter students will need to drive to and from campus, which involves budgeting for gas, repairs and auto insurance. Students who live on

campus may be subjected to a high fee for a resident student parking pass. Colleges in the United States earn an average of $4 million to $5 million in parking revenues each year, according to the most recent rate study from the National Parking Association. A typical four-year college or university in the United States charges about $635 per space for the school year.

Other students use public transportation or ridesharing services to get around. Those fees can quickly add up, too. Students attending school far away from home also need to budget for plane tickets home during the holidays and other breaks.

Fraternities and sororities: Many students join Greek organizations to fully immerse themselves in the college experience and make new friends. Many of these groups charge fees to prospective pledges and then semester dues once students are accepted.

Parties, trips, living expenses, and other expenses may come up as well.

Added fees: Many colleges and universities charge technology fees, sports center fees and activity fees.

Exploring these fees in advance of the school year can help families create accurate budgets.

Dining out: Families spend hundreds of dollars on campus meal plans per semester, but students also like to visit local eateries during the school year.

The cost to attend college extends beyond tuition and room and board. Many additional expenses can stretch families’ budgets.

Health department offers breast cancer screenings

The Illinois Department of Veterans’ Affairs is honoring 200 veterans from across the state who have gone above and beyond the call of duty.

More than 100 veterans have already been nominated to be recognized as part of Illinois’ Bicentennial celebration, but the agency is looking for more nominations.

Nominees will be evaluated based on their achievements in dedicating their time and energy to build their communities and assist their fellow veterans and service members.

The honorees will be announced in September and will be featured guests at the Bicentennial Party Gala, which will be at Chicago’s United Center.

Anyone can nominate a hero. The Governor’s Office of the Illinois Bicentennial and the Illinois Department of Veterans’ Affairs will accept nominations through Aug. 31.

Written nominations can be sent to the Illinois Department of Veterans Affairs, 69 W. Washington St., Chicago, IL 60601 or online by clicking on “Honor 200” at illinois.gov/veterans.

Despite the Affordable Care Act, many women remain uninsured or underinsured. Funding from the Susan G. Komen Foundation allows the LaSalle County Health Department to provide services for these women.

The health department supports the mission of the Susan G. Komen Foundation to eradicate breast cancer as a life-threatening disease by providing mammography services and education to women in LaSalle and Grundy counties regardless of race, ethnicity, cultural disparities, age, or other potential barriers that may exist, including income.

Early detection is the best protection against breast cancer. Through screening, improved treatment methods and increased access to breast health services, people have a greater survival rate than ever before.
