Jury selection could be an obstacle in Andersen trial

HENNEPIN — Calling it “the elephant in the room,” Judge Stephen Kouri, at a June 28 hearing, discussed the challenge of jury selection that will be faced before a trial for Clifford A. Andersen Jr. can proceed in Putnam County.

Andersen, 68, of Standard is charged with killing his sister-in-law, Deborah Dewey, and concealing her body.

Dewey, 62, of Ladd was reported missing in August 2016.

Her body was found Clifford on Sept. 12, 2016, in Andersen Jr. a shallow grave in a yard of a Standard home for which Andersen was caretaker. Police were alerted to the property following an interview with a person who had knowledge about the case. One day after Dewey’s body was found in Standard, police arrested Andersen.

“I think we’ll know by the end of the first day of jury selection whether or not we’ll be able to seat a jury here,” Kouri said during the status hearing on June 28.

Before jury selection begins on July 9, a final pretrial status hearing was scheduled for 10 a.m. July 5.

On that day, Kouri planned to make rulings regarding motions on the admissibility of photos and X-rays from Dewey’s autopsy, financial evidence, video surveillance and the chain of custody of evidence.

He’ll also be deciding on the stipulations of jury selection.

In response to the defense’s question regarding the admissibility of conversations Andersen had with his wife, Diane, Kouri said he’d already ruled on that motion. She will be allowed to be called and testify at the trial.

Assistant Illinois Attorney General Bill Elward stated he has a list of approximately 75 witnesses and will be providing the judge with a list before the next hearing.

Andersen’s lawyer, Drew Parker, of Peoria’s Parker and Parker Law Firm, said he’ll be calling about 14 witnesses to take the stand.

“I’ve tried over 220 jury trials and never had anywhere near that number of witnesses,” Kouri said.

Elward said many of his witnesses won’t be on the stand long, and that some will bolster both the video surveillance and financial evidence that has been previously challenged by the defense.

While the judge has previously ruled largely in favor of the defense on those issues, he also left the option for the prosecution to regain their admissibility if stronger evi-

dence can prove their relevance.

Kouri has anticipated jury selection will take up to three days and said it should be known by the end of the first day whether they’ll be able to select a local jury.

Both Elward and Parker were in agreement with the questionnaire for the approximately 300 prospective jurors.

Two to four alternates will also be chosen from the pool.

Kouri also said it was up to the lawyers to come to an agreement before the July 5 hearing on whether prospects would be interviewed as a group or one-by-one, saying it’s been his experience individual interviews don’t necessarily mean the process will be slower.

Elward additionally stated during the hearing that the state is continuing to provide discovery evidence that is being shared with the defense.

TONICA — Water is typically the first thing to come to mind when thinking of firefighters battling a blaze, but there’s another equally important tool to help them extinguish potentially deadly fires — foam.

On the evening of June 25, residents may have seen the members of the Tonica Volunteer Fire Department (TVFD) conducting an exercise with low-expansion foam in their parking lot. The foam was provided to the department through an anonymous donation.

“Firefighting foam is used for fire suppression,” TVFD Training and Public Information Officer Rick Turri said.

A life of dedication to the outdoors Park Ranger Ron Sons retires after 41 years

BY DAVE COOK news@tonicanews.com UTICA — At the age of 17, Tonica native Ron Sons was hired as a seasonal employee at Starved Rock State Park. He’s since seen 41 years worth of growth and development at the popular destination and has recently announced his retirement.

The Illinois Department of Natural Resources (IDNR) congratulated Sons on his years of dedication as he prepared for his retirement as a park ranger at both Starved Rock and Matthiessen state parks.

“Ron Sons is going to be greatly missed at Starved Rock and Matthiessen state parks,” Kerry Novak, site superintendent for the parks, said in a press release.

“His 41 years of experience has made him a walking encyclopedia of history, maintenance procedures, equipment needs and natural features. We’ll especially miss his ability to deal with the public and solve problems while remaining calm and cheerful. Most important, Ron is a proven leader, and we’ll miss his steady influence on our staff, volunteers and IDNR colleagues,” Novak said.

Sons was hired as a full-time maintenance worker in 1979, earned a promotion to Site Technician II in 1989, and was promoted to the position of Ranger in 1990.

“I’ve loved the flexibility of being able to work both indoors and outdoors and being able to meet people from all over the country, and even all over the world,” Sons said when asked what he’s enjoyed most about his career.

He also enjoyed working on the installation of the boardwalks, plat-

form decking and other trail projects Starved Rock undertook during the 1980s, as well as the many friendships that have grown throughout his career.

Changes over the years As one would expect, Sons has also seen changes, some of which have now become familiar to most organizations.

“There’s more office work and duties now because of staffing and budget cuts. Our infrastructure is also deteriorating because we don’t have the funding or the people to make the improvements we need,” he said.

Other changes he’s witnessed are in increase in flooding and the amount of people visiting the parks, especially at Starved Rock.

“It’s not uncommon now to see a trail filled with people five across on the weekends. It’s why I recommend to come during the weekdays to see

the park, or, if they have to come on the weekend, to be here early in the morning as soon as we open the gates. That way they can hike and be leaving before the large crowds arrive and we shut down access,” he said.

Sons’ favorite areas in Starved Rock State Park are the Wildcat, LaSalle and Tonti canyons.

“I like the waterfalls and their overall structures,” he said.

He enjoys Matthiessen State Park “because you can hike it in a day.”

He’ll have plenty of reason to return and visit Starved Rock, however, because his wife, Lisa, was hired at Starved Rock last year as a natural resource coordinator.

“That’s why I’m retiring. We can’t both work here,” he said, laughing.

Sons said he currently has no plans for his retirement other than completing projects around his home.

“I’m going to take whatever the day gives me,” he said.

Company donates $200,000 over 2 years to Peoria complex HENNEPIN — Marquis Energy is donating $200,000 over the next two years to help fund Ronald McDonald’s new housing complex for families to stay at cost-free, while their child receives medical care.

This new housing project will be only a half mile away from the Children’s Hospital of Illinois in Peoria.

PRINCETON — The Bureau County Health Department has confirmed that mosquitoes collected in Princeton and along the Hennepin Canal in eastern Bureau County during the week of June 25 have tested positive for West Nile virus.

These are the first mosquitoes that have tested positive for West Nile virus in Bureau County this year.

These positive tests indicate that West Nile virus is present in our local area.

“We are urging the public to use precautions against mosquito bites while attending outdoor events,” said Diana Rawlings, Bureau, Putnam and Marshall County Health Department administrator.

“Common symptoms include fever, nausea, headache and muscle aches, however, severe illness including meningitis or even death can occur in rare cases.”

Narcotic-related arrests made in LaSalle County

Five LaSalle County residents were taken into custody on June 20 for narcotic-related offenses.

Tri-County Drug Enforcement Narcotics Team (Tri-DENT), LaSalle County Sheriff ’s Office investigators/deputy, Oglesby, Streator and Ottawa Police investigators, Peru Special Investigative Unit (SIU), Mendota and ISP K-9, Marseilles Police, Senica Police, Illinois DOC Fugitive Apprehension Team and the Alcohol Tobacco and Firearms (ATF) combed the Illinois Valley in an effort to locate and arrest pending warrants on narcotics dealers in the area. The warrants were obtained with the assistance of the LaSalle County State’s Attorney’s Office.

The following were apprehended: • Alexis M. Nowakowski, 24, of LaSalle was arrested for the Class 2 felony of unlawful delivery of a controlled substance (heroin) following a Tri-DENT investigation where Nowakowski delivered less than one gram of heroin. Bond was set at $500,000.

• Douglas C. Brue, 35, of Ottawa was arrested for the Class 2 felony of unlawful delivery of a controlled substance (heroin) following a Tri-

DENT investigation where Brue delivered less than one gram of heroin. Bond was set at $500,000.

• Darryl L. Rissman, 33, of Mendota was arrested for the Class 2 felony of unlawful delivery of a controlled substance (heroin) following a TriDENT investigation where Rissman delivered less than one gram of heroin. Bond was set at $500,000.

• Tony T.R. Burns, 22, of Ottawa was arrested for the Class 2 felony of unlawful delivery of a controlled substance (cocaine) following a TriDENT investigation where Burns delivered less than one gram of heroin. Bond was set at $500,000.

• Julie A. Williamson, 48, of Senica was arrested for three Class 2 felonies of unlawful delivery of a controlled substance (cocaine) following a Tri-DENT investigation where Williamson delivered more than one gram of cocaine multiple times.

• Edward P. Mayerchin, 41, of Peru was arrested for the Class 1 felony of unlawful delivery of a controlled substance (cocaine) following a Peru SIU investigation where Mayerchin delivered less than one gram of heroin. Bond was set at $1,000,000.

LASALLE COUNTY SHERIFF Accidents • At 10:45 a.m. on June 26, deputies, along with AMT Ambulance, responded to a two-vehicle accident at the intersection of Route 18 and East 15th Road in Eagle Township. Brady J. McMullen, 24, of Streator was traveling southbound on East 15th Road when he stopped at the intersection. He continued into the intersection in front of a westbound vehicle driven by Marlee L. Hays, 26, of Streator. The two collided,

and both the drivers and the passenger in Hays’ vehicle, Jack W. Hays, 26, of Streator were not injured.

• At 7:15 p.m. on June 27, deputies investigated a two-vehicle accident at the intersection of Route 251 and Pontiac Street in Tonica, in Eagle Township.

A vehicle driven by Blake Lewis, 30, of Princeton, was turning left onto Route 251 and struck a southbound vehicle driven by Kelly Cashmer, 45, of Streator.

There were no injuries or citations.

IN BRIEF Auditor general’s wife pleads guilty in attack The wife of Illinois Auditor General Frank Mautino has pleaded guilty to attacking another woman.

Lena M. Alfano, 54, Spring Valley, was placed on one year court supervision June 22 for knocking down a woman, then kicking and punching her May 19 outside a Spring Valley bar.

According to police, Alfano said she had a grudge against the woman.

Besides the court supervision, Alfano was fined $1,054 and ordered to attend anger management classes and to have no contact with the victim.

Alfano’s husband was state representative for the 76th District from 1991 to 2015 and is now state auditor general.

“Its role is to cool the fire and coat the fuel, preventing its contact with oxygen and resulting in the suppression of the combustion,” TVFD Training and Public Information Officer Rick Turri said.

Tonica firefighters reviewed the equipment needed, its required maintenance, the various types of foam and the different products they can be used on, as well as learning what not to do with it.

Since firefighters must estimate how much foam will be used before it is applied, they also studied the proper mixture rates of the concentrate.

“Class A foams were developed in mid-1980s for fighting wild land fires. They lower the surface tension of the water, which assists in the wetting and saturation of Class A fuels with water. This aids fire suppression and may prevent re-ignition,” Turri said.

Class B foams are designed for class B fires, or flammable liquids. The use of Class A foam on a Class B fire may yield unexpected results, as they are not designed to contain the explosive vapors produced by flammable liquids.

Class B foams have two major sub-types. Synthetic foams are based on synthetic surfactants and provide better flow and spreading over the surface of hydrocarbon-based liquids for faster knockdown of flames.

Aqueous film for ming foams (AFFF) are water-based and frequently contain hydrocar-

bon-based surfactants.

A l c o h o l - re s i s t a n t , a q u e o u s film-forming foams (AR-AFFF) are resistant to the action of alcohols and can form a protective film.

There are also protein foams that contain natural proteins as foaming agents. Unlike synthetic foams, protein foams are bio-degradable and flow and spread slower, but provide a foam blanket that’s more heat-resistant and durable.

“Every type of foam has its application. High-expansion foams are used when an enclosed space, such as a basement or hangar, must be quickly filled.

Low-expansion foams are used on burning spills,” Turri said.

There are also other types of fire-suppressing foam, each with their own specified use, and proper training is crucial.

The first firefighting foam was invented by the Russian chemist Aleksandr Loran in 1902. He lived near the country’s oil industry and was inspired by the common sight of the large, deadly, and difficult-to-extinguish fires he had witnessed.

From the 1940s onward, there have been new developments in foamed fire suppression in nearly every decade.

The TVFD and Ambulance Service operate solely through donations from local businesses and residents and various fundraising efforts. They are one of the few departments that do not operate through taxation, and they greatly appreciate the support received from their community.

STREATOR — Five people were taken into custody on drug-related charges following a Tri-DENT Drug Task Force investigation on June 19.

Brittney N. Savage, 26, of Wenona; Robert Gula, 55, of Streator; and Eric S. Gholson, 35, of Wenona were charged with the Class 2 felony of unlawful delivery of a controlled substance (crack cocaine).

Alexander T. King, 28, of Streator was held on a LaSalle County warrant from a lengthy Tri-DENT investigation of heroin sales in Streator where he had delivered heroin to Tri-DENT agents on several occasions.

James R. Stillwell, 53, of Streator was held on a LaSalle County warrant for failure to appear on an unrelated charge. Tri-DENT Drug

Task Force conduced a controlled purchase of less than one gram of crack cocaine from a residence in Streator. Following the purchase, Savage and Gholson left the residence. Tri-DENT, at this time, in possession of search warrant for the house they left as well as Savage and King, Tri-DENT had Streator Police conduct a traffic stop on the vehicle in Streator.

About 6:46 p.m., the Streator Emergency Response Team as well as Tri-DENT agents conducted a search warrant at the house.

During the search, agents located multiple items used in the processing/packaging or use of crack cocaine as well as items used in the packaging and use of heroin. Gula, King and Stillwell were located in the residence.

LaSalle County Tea Party leader disbands group

BY DEREK BARICHELLO Shaw Media Art Havenhill recalls a local tea party meeting roughly eight years ago at Illinois Valley Community College where 800 people attended.

Monthly gatherings at Pitstick Pavilion in Ottawa now draw about 35 to 45 people.

“Attendance started to dwindle, and dwindle, and dwindle,” the LaSalle County Tea Party co-founder said.

Havenhill decided recently to disband the political group effective immediately.

The tea party movement began in early 2009 in reaction to federal deficit spending and the bailouts of big banks. It backed smaller government and expressed unhappi-

ness with the policies of both presidents George W. Bush and Barack Obama.

While there are a number of factors that went into his decision, Havenhill, of Seneca, is leaving Illinois, and he has no successor to take over the group.

“My wife and I are both Illinois natives, but we want out of here,” he said, citing the pension crisis and high property taxes, among other issues.

The latest primary weighed heavily on Havenhill.

He said the Illinois GOP backed Gov. Bruce Rauner in the primary over state Rep. Jeanne Ives. Rauner defeated Ives and faces Democratic nominee J.B. Pritzker in what is expected to be the most expensive guber natorial campaign in U.S. history.

Havenhill is not optimistic about Rauner’s chances against Pritzker.

“Rauner betrayed conservatives in the state, he stabbed us in the back,” Havenhill said.

“With six weeks to go, Jeanne Ives

was 44 points behind, and she lost by just over two. If she had another week or two, she may have won.”

Havenhill said it wasn’t the first example of the state party choosing candidates.

He said the Illinois GOP backed Adam Kinzinger for the 16th Congressional District against James Marter and supported state Rep. Jerry Long against Jacob Bramel in the 76th District state race in 2016.

“Why should a few people say who I should vote for? Shouldn’t we tell them who we want?” he said.

He believes this interference affects the will of the people, and in turn, has led to some Republican failures, despite Long’s victory over Andy Skoog in 2016.

“In the past 40 years, the Republicans have had the majority in Springfield twice,” he said. “That’s not winning.”

The tea party was created to give an alternative voice and educate voters, he said.

The group hosted a number of

candidates and conservative speakers.

The tea party was open to bringing other political views to its meetings, including hosting candidate nights.

“Education and participation was always our emphasis,” he said.

While he believes the group has done some good, he doesn’t believe it’s had enough success electing local candidates.

“For the most part, the tea party has run its course,” he said. “Something different may come up, but I don’t know what.”

However the political tide turns, he believes citizens need to take more responsibility and do what they can to get their voices heard.

He said there is a lack of emphasis on participation in the political system, something he believes is crucial in democracy.

Four Seasons Gardening program offers summer series OTTAWA — The summer series of University of Illinois Extension’s Four Seasons Gardening program, which focuses on environmental stewardship, home gardening and backyard food production, will get underway this month.

The first session of the series is titled “Beneficial Insects: Garden Warriors.” Gardeners can be blinded by insects that eat their plants without paying attention to insects that act as warriors in the garden by either eating the bad bugs or parasitizing them. Participants can learn the most common ones with Kelly Allsup, Extension horticulture educator, and never accidentally kill a good bug again.

This program will be offered via a live webinar at 1:30 p.m. Tuesday, July 10, at the following University of Illinois Extension Offices: Bureau County in Princeton; Marshall-Putnam counties in Henry; and LaSalle County in Ottawa. This webinar may also be viewed from wherever you

This unique, informative program for adults is a great combination of art and history that traces the roots of American puppetry from its beginning in the American colonies, all the way to contemporary television puppetry.

Unlike most countries, the United States doesn’t have a long tradition of puppetry; however, America does have an undying love for the art form, and has embraced all forms of puppetry — from shadow puppets to marionettes ... the very small to the very large. Borys is the author of “Street Stories Suspense” series, which is based on her own experiences as a volunteer among homeless youth in Chicago. “Cry Baby Cry” is the fourth in the series. Stewart is the author of “The Wanderers.” She has published three poetry collections.

“Leaves of the Linden Tree” is the sequel to “The Wanderers.”

LaSalle County 4-H Show and Junior Fair will kick off July 11 OTTAWA — 4-H is always in season, hence this year’s LaSalle County 4-H Show and Junior Fair theme: “Seasons of 4-H.” Winter, Spring, Summer and Fall …we’re 4-H’ers through it all!”

The fair kicks off Wednesday, July 11, with entertainment from the Broken Horn Rodeo beginning at 7 p.m. at the LaSalle County Fairgrounds on the south side of Ottawa. 4-H clubs are busy completing projects and cleaning up the fairgrounds in preparation of putting on a great show.

The “Seasons of 4-H” fair theme will reflect the year-round projects, service learning and community activities the 4-H members participate in.

• Thursday, July 12 — judging starts on non-livestock projects. This includes everything from aerospace to zucchini. There is also cake decorating, a dog show and a style review of the 4-H’ers clothing projects. The Illini State Pullers truck and tractor pull will close the evening events starting at 7 p.m.

• Friday, July 13 — the goat, swine, horse, poultry and dairy shows begin in the morning followed by the sheep show at 2 p.m. The public speaking

contest, “Speak Out for 4-H,” will be held at 1 p.m. in Exhibit Hall 3. The Illini State Pullers return at 7 p.m. for more truck and tractor pulls with a seed auction during intermission.

• Saturday, July 14 — the beef and rabbit shows start the morning events with the Beef Showmanship following. Many fun activities and events will be taking place throughout the day. Funny Magic Guy and Circus Boy will provide three shows each throughout the afternoon. The evening will offer a fair auction at 4:30 p.m. in the show arena, with numerous items for sale and proceeds benefiting LaSalle County 4-H programming. Evening entertainment will be the demolition derby at 7 p.m.

Sunday, July 15 — the horse show begins at 8 a.m. The ADM Master Showman contest will also begin at 11 a.m. in the show barn. The Parade of Excellence, which takes place at 2:30 p.m., will provide 4-H members a chance to showcase their outstanding projects and highlight any special awards they have received. At the close of the fair, the projects will be released.

Ensuring public safety essential to our future We mourn the loss of the five people killed at a Maryland newspaper office and salute the staff for their perseverance. Leaders at all levels must work together to end the scourge of mass shootings.

A

people killed and salute the staff of the Capital Gazette for their perseverance, with the hope that those who have survived this tragedy will get the support and care they need.

What appears clear is that the Capital Gazette was targeted for doing what newspapers do – telling important local stories. In 2011, a Capital Gazette columnist had told the story of the shooter’s online harassment of a local woman – how his actions had caused his victim distress and led to a criminal conviction against him.

The shooter sued the newspaper; the suit was dismissed because he failed to understand that in America, a news outlet can not be punished for printing facts – even facts some would prefer not be printed.

The Capital Gazette showed its community the shooter’s malevolent, cruel side. The shooter could not stand it. In attacking the newspaper and killing five innocent people on Thursday, he revealed himself to be not just a menace but a monster.

His actions were another example of an attack on an institution of American life by a uniquely American sort of criminal: The mass shooter.

The scourge of mass shootings repeatedly has struck our public schools and college campuses, as well as military bases, Navy shipyards, banquet halls, concerts, any place people gather. The shooters have used an array of different weapons, from assault rifles to handguns and shotguns.

Newspapers serve an essential function in our society, and many reporters in the business long enough have had people threaten or attempt to intimidate them, either electronically or in person.

The staff of the Capital showed that they would not be silenced even by overt violence, the same way that other institutions have carried on in defiance after tragedies.

Our society has a problem. It is one that leaders at the national down to the local level must work together to address, so that the next attack, the next tragedy, may be prevented.

Ensuring public safety is not a political issue, it is essential for our country’s future.

Poetry in motion: Father’s Day at Denny’s restaurant ‘Unskilled’ workers really make things hum in the kitchen I was motoring down Illinois one recent Sunday and decided to stop at a Denny’s for an early lunch.

You know Denny’s, the chain that “slings lots of hash,” good hash, big plates heaping with eggs, French toast, pancakes, bacon, and tall milkshakes in cream, pink and lime green hues, all topped with curlycue mounds of whipped cream.

The joint was jumpin’, it being Father’s Day. All the tables were jammed with dads, moms and loud little kids. The cashier tried to comfort the impatient, yet polite families waiting for a table. “Won’t be long now.”

Alone, I motioned to the empty, eight-stool counter. “Sure,” the harried cashier nodded. I plopped down right in front of the open kitchen, separated from the four waitresses by a high warming ledge. Heavy plates came sliding precariously from the grill toward the young ladies, waiting with their four-foot wide, I swear, brown trays, each holding enough to

A trio operated behind the warming ledge: On the left wing of the kitchen was an older black lady of weathered, inscrutable age. She didn’t move slowly, but rather deliberately— every motion expended had a purpose!

On the other wing was a 30-ish fry cook, who stoically went about his business. Dark of complexion, wearing a tight-fitting, flat-topped, black cap, similar to those I recall Chinese coolies wearing in old Westerns.

The guy kept a flurry of eggs, cakes and bacon coming. The fellow never uttered a word; he communicated with his eyes.

Behind the warming ledge, eyes darted up to the dozen or more computer-generated order slips, hanging precariously.

I saw precious few mistakes in all this (toast too done; forgot the bacon), and they were remedied without a nasty word. Indeed,

nary a sharp word was uttered by the manager or any of the team throughout my stay at the counter.

In the center was the director, if you will, of this symphony, a trim, middle-age man. Like the younger fry cook, of black hair and dark complexion. He kept his eyes on the order slips, grunting short orders to his fellow fry cooks. This guy was good, and his team appreciated him.

Between me and the warming ledge lay the main pathway for the four waitresses. In their 20s-30s, I would guess, they were of varied shapes and sizes. The one African-American waitress had an angelic smile, which she bestowed upon me from time to time, since I was almost in their faces at the counter.

Moving fast, they briefly scanned their orders before hoisting their improbably big trays onto one flat palm, balancing all, somehow, as they rushed to their waiting diners.

And, of course, the dishwasher. A short, wiry, maybe slightly disabled fellow, right out of central casting.

His big smile never faded, even as the orders came flying from all directions.

“We need plates!” “Get more ice.”

The “symphony director” didn’t have much directing to do. Everyone knew her job, and did it, effi-

ciently. It was, to use a fitting cliché, poetry in motion.

Why do I write about this? I was much impressed with how well this team operated, of how much satisfaction they gave to the diners, getting them their hearty food as quickly as humanly possible, under difficult, hectic circumstances.

I have no idea what the respective members of the team earn; bet it isn’t much. And I am guessing one or more of the waitresses may be single mothers, working this and maybe another job, to try to provide for their youngsters.

They all deserve more, I think. Yet the restaurant can’t afford to be too generous; if it is, they have to raise prices in a brutal, intensely competitive business. And a look around the restaurant gave me a sense that even these moderately priced meals may have been a stretch for some diners. But hey, it was Father’s Day. I fear some of my well-off friends look down their noses at these “unskilled” workers. But I’ll bet those same friends couldn’t come close to bringing off a similar, successful Father’s Day at Denny’s Restaurant.

The staff ’s response to the tragedy represented the best of American journalism. It was an honor to their colleagues who were killed: Rob Hiaasen, deputy editor; Gerald Fischman, opinion page editor; Rebecca Smith, sales assistant; and reporters Wendi Winters and John McNamara. It was a commendable show of dedication to their mission as journalists – report on the matters that affect their communities every day.
