Lieutenant governor hosts opioid roundtable at IVCC Sanguinetti: ‘Treat it like a disease’

BY DAN CHURNEY Shaw Media “This is a problem that’s not going to go away any time soon. The deeper problem is not easily fixed: why peoples’ lives are so out of control they turn to drugs. There are success stories, but these are humans with free will, and not all of them want to get off drugs. If you’re not in the drug world, it’s hard to understand their thinking.”

That was the observation of Dr. Paul Bonucci at a conference on the opioid epidemic moderated last Tuesday by Illinois Lt. Gov. Evelyn Sanguinetti at Illinois Valley Community College in Oglesby.

Bonucci, who is emergency room director at Illinois Valley Community Hospital in Peru, was one of a number of participants in the discussion. Among the others also attending were state Rep. Jerry Long, R-Streator, and representatives from governmental, social service, medical and public health agencies.

Sanguinetti said the state is working to implement programs to attack the opioid crisis, and to this end, she is visiting communities to learn what else needs to be done.

Sanguinetti and many of the participants, such as Bonucci, pointed out mental health issues underlie drug addiction, so treatment and education should be stressed.

“We need to get past the biggest hurdle — the stigma of drug addiction — and treat it like a disease,” Sanguinetti said.

In this connection, Sanguinetti noted some doctors are reluctant to offer addiction treatment, because they fear a “stigma will surround their practice.”

Dr. Yesenia Valdez, of the Hygienic Institute in LaSalle, is one physician who has no such qualms. She noted at the conference she is glad to offer addiction care, because of the effect she has seen of drug abuse on patients and their loved ones.

Rumble strips, warning lights and signage planned

BY CHARLES STANLEY Shaw Media The site of a fatal collision north of Streator nearly two years ago will be receiving roadway safety enhancements chiefly paid with federal money.

LaSalle County Highway Engineer Larry Kinzer told the LaSalle County Board’s Highway Committee last

week that he had received approval for $189,000 in federal Highway Safety Improvement Program funds for the T-intersection at Route 23 and County Highway 5, which also is designated as North 18th Road, and known as the Leonore Blacktop.

On Aug. 15, 2016, Alexandria “Ali” Stevenson, 23, a nurse in Bloomington who formerly was from Ottawa, was killed when her vehicle, northbound on Route 23, was struck by a car driven by Miguel A. Alvarado, 39, of Streator, coming off of the Leonore Blacktop, apparently going through a stop sign into the intersection.

The project is a 90-10 matching grant, with the federal government’s $189,900 covering 90 percent of the costs, Kinzer said. The county will need to pay the rest.

The site work likely will be performed next year.

Stevenson graduated from Ottawa High School in 2011. She regularly made the honor roll and belonged to National Honor Society. She went on to graduate from Illinois Wesleyan University in 2015, where she earned her degree in nursing. She was a registered nurse at OSF St. Joseph Medical

Center in Bloomington.

At Alvarado’s trial last March, prosecutors said he was driving under the influence of an excessive amount of prescription drugs at the time of the accident. Alvarado told police he “fell asleep,” then woke up to find himself in the aftermath of a collision.

Prosecutor Greg Sticka noted one month after the fatal crash, Alvarado was again behind the wheel with drugs in his system when he blacked out and his vehicle lurched into a building in Streator.

Circuit Judge Cynthia Raccuglia sentenced Alvarado to 14 years in prison, of which he must serve about 12 years.

Recording fees changing in LaSalle County The LaSalle County Recorder’s Office, in order to meet the requirements of an Illinois statute passed in 2017, will be changing the recording fee structure effective Tuesday, July 10.

The LaSalle County Board approved an ordinance outlining the new fee structure May 10.

To comply with the new law, all-inclusive fees (regardless of page counts) have been established by the Recorder’s Office for five specific

standard document classifications.

Non-standard document classifications have also been clarified to comply with the law.

BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — The Lostant School’s new security system is operational, Lostant School Board members learned at last week’s meeting.

While there are still three cameras to put in, the system is running, Superintendent Sandra Malany said.

“The system is actually up and running and recording,” Malahy said. “They put that whole system in in a week.”

As far as the total number of cameras, Malahy estimated that there are “too many to count.”

One reason she liked the company doing the work was that it offered an option the others did not.

“They put in one of those globes, and within that globe can be up to four eyes, so you don’t need four individual cameras,” Malahy said.

Furthermore, plumbing work is set to be completed by the end of the Fourth of July weekend.

Regarding district finances, Malahy said that 92 percent of the way through the year, the district has seen “almost 110 percent revenue.”

She added, “We are going to end the year in fewer expenditures than I had anticipated.”

Dairy barn on the way out; new food service on the way in OGLESBY — The Illinois Valley Community College Board of Trustees met June 14 and agreed to seek bids for the demolition of a former dairy barn near the south entrance to campus.

At its October 2017 meeting, the board’s Facilities Committee recommended taking the barn down. With a leaky roof, the deteriorated structure can no longer be used even for storage.

Demolition and removal, estimated at $30,000, are expected to begin late this summer, and since the barn’s paint is leadbased, its wood cannot be recycled.

In other business, the board approved a new food service provider for the college: DeMilio’s Italian Deli, 1317 Shooting Park Road, Peru.

DeMilio’s will pay IVCC $1,000 a month in rent, will be open yearround, will provide service in both the cafeteria and Cyber Café, and will cater college events. The restaurant offers a variety of subs, wraps and soups.

IVCC’s contract with Country Catering of Lostant expires June 30.

“Country Catering has been wonderful to work with the past 8 1/2 years,” said IVCC President Jerry Corcoran. “They are first-class peo-

ple, and we wish them nothing but the best.”

Trustees also approved:

• The college’s Strategic Plan for 2018-23. A draft of the plan was presented last month for feedback

by Deborah Anderson, vice president for academic affairs. Corcoran thanked Anderson for taking the lead on the project, which incorporates all six of the college’s key performance indicators: student academic success, student success beyond IVCC, support for students, support for employees, district population served, and resource management.

• Purchase of four Dell Poweredge VxRail replacement servers for $184,954, for the college’s administrative system Ellucian Colleague.

• A proposal from Tri-City Vending and Food Service to provide vending services.

• Annual radio and television advertising contracts for 2019 totaling $73,072 and the purchase of $50,000 of fuel from WEX Inc. for the Truck Driver Training program.

• Parts and supplies for the automotive department for fiscal 2019 from Peru NAPA for $25,000, Advance Auto Parts of Peru for $15,000, and O’Reilly Auto Parts of Peru for $10,000.

• The $51,628 bid of Haas Factory Outlet Chicago for a Haas ST-10 lathe for the manufacturing technology program. The purchase will be paid for through the Community Technology Center capital campaign fund.

• Janitorial supplies from Supply Works of Peoria for $40,000 and elevator maintenance services from ThyssenKrupp Elevator of Peoria for $27,707.

• The Prevailing Wage Resolution.

• Authorization to continue payment for standard operating expenditures from July 1 through adoption of the budget.

• The appointment of nursing instructor Jessie Bouxsein and accounting instructor Amber Fox, and the sabbatical leave request of electronics instructor Jim Gibson for the spring 2019 semester.

• A three-year contract renewal with Blackboard Learn for $53,000 in 2019, $54,590 in 2020 and $56,227 in 2021. Blackboard is the college’s Learning Management System (LMS) software.

• A three-year contract with Rave Mobile Alerts for $11,232, or $3,744 per year. Rave provides mass text messages and email notifications to staff and students in emergencies and for important deadlines.

• Purchase of 25Live by CollegeNet, a cloud-hosted room, class and event scheduling software for $38,000. IVCC had used CollegeNet’s R25 since 2006; that software reaches “end-of-life” Dec. 31.

In other business, trustees learned: • Capacity crowds attended the May 19 Nurse Pinning in the Cultural Centre and the 52nd annual commencement in the gymnasium.

A total of 462 graduates earned 579

degrees and certificates this spring compared to 467 graduates earning 574 degrees and certificates in spring 2017.

• Forty-eight student athletes earned Arrowhead Conference academic honors, 20 were All-American honor students, and nine were firstteam All-American with 4.0 GPAs. • Discussions are underway with representatives of Foreign Service (China) Group Limited for Chinese students who are recruited for the Sherman Education Center project in Streator to be served first by the college’s English as a Second Language (ESL) program staff, then move into college-credit coursework. Interest has also been shown in launching a visiting scholars program that would result in Chinese scholars team-teaching with IVCC faculty. “The opportunities for collaboration are almost endless,” said Corcoran.

• The college is also being considered as a possible location for the LaSalle-Peru-Oglesby consolidated police force initiative. The center would be a great learning resource for criminal justice and emergency medical service program students, and the college could expand its continuing education offerings for the benefit of LPO Police officers and staff.

• Jill Wohrley has been appointed financial aid adviser, Edna McManus has retired after 32 years of parttime service in adult education, and golf coach Jim Lukosus has resigned after 10 years.

Arrest warrant At 12:31 a.m. on June 24, deputies arrested Robin Foltynewicz, 56, of Tonica on an original LaSalle County warrant for aggravated DUI. Foltynewicz was transported to the LaSalle County Jail, and bond was set at $10,000 with 10 percent to apply.

Aug. 1 deadline to nominate FSA candidates SHAW MEDIA The LaSalle County Farm Service Agency Office is reminding local farm owners and operators they have until Wednesday, Aug. 1, to nominate candidates to run for the LaSalle County FSA county committee.

Nominees and voters must be of legal voting age. They must participate in FSA programs as an owner or operator and must reside in one of the townships where the election is taking place.

Residents should take caution on Illinois River SHAW MEDIA Illinois officials are monitoring water conditions on the Illinois River primarily in a stretch from Morris to Lacon, which includes Hennepin, Spring Valley, LaSalle-Peru and Ottawa.

Officials have been alerted to a possible algal bloom on the Illinois River and are actively monitoring conditions to keep communities and residents informed, according to a press release issued by the Illinois Department of Public Health.

Initial screening of a water sample taken near Hennepin indicates an elevated level of the algal toxin, microcystin.

Additional testing of samples collected will be conducted. The Illinois Environmental Protection Agency is also establishing a sampling schedule and coordinating visual reconnaissance with its partners for

Algal toxins sometimes produced by blue-green algae can cause sickness or other adverse health effects in people and pets, depending on the amount and type of exposure.

The very young, elderly, and people with compromised immune systems are most at risk.

Adverse health effects attributable to algal toxins can occur from direct skin contact, swallowing contaminated water, or inhaling water droplets in the air. Symptoms of exposure include rashes, hives, diarrhea, vomiting, coughing or wheezing. More severe symptoms may result from longer or greater amounts of exposure.

People who plan to utilize Illinois rivers, lakes or streams are advised to avoid contact with water that: • Looks like spilled, green or blue-green paint;

• Has surface scums, mats, or films; • Is discolored or has green-colored streaks; or • Has greenish globs suspended in the water below the surface.

Do not let pets drink from water with any of the above characteristics.

If you or your pet have come into contact with water you suspect may have a bloom of blue-green algae, rinse off with clean, fresh water as soon as possible. With all activities that may involve contact with lake or stream water, wash your hands before eating.

4-H supports $275,000 in annual scholarships U OF I EXTENSION

The future is waiting, and Illinois 4-H is helping young people arrive empowered and prepared for success in the future of their choosing.

Each year, Illinois 4-H members receive more than $225,000 in college scholarships from local University of Illinois Extension 4-H Foundations across the state.

In addition, the Illinois 4-H Foundation awards another $50,000 more in college scholarships to young people whose 4-H accomplishments have earned them top awards.

From bake sales and pork chop dinners, to endowments and memorials, this $275,000 in private donor support is changing the futures of Illinois 4-H members. Many of the local scholarships honor longtime Extension staff and volunteers. The Eugene Mosbacher Educational Trust provides $9,000 in scholarship annually to McLean County 4-H members to honor the longtime local Extension crop adviser.

In Woodford County, a $500 annual scholarship honors Elaine Smillie, who served as both youth adviser and unit leader. A skilled home

economist, Smillie’s scholarship is awarded to 4-H members who excel in nutrition, health, or home and family project work.

Funds honoring Lucille and Lester Korsmeyer provide annual college scholarships for 4-H members living in Madison, Monroe, and St. Clair counties through their endowment with the Illinois 4-H Foundation.

Lucille served as volunteer leader of the Alhambra Morning Glories 4-H Club for 60 years after completing 10 years as a club member.

Many scholarships have decades of giving history. The Bert Blood scholarship was established as a memorial to Albert M. Blood in 1972 and has provided more than $80,000 in college scholarships to Rock Island County 4-H members.

4-H members also fare well in private scholarships sponsored by businesses and organizations whose applications are specifically designed for the type of excellence exhibited by Illinois 4-H members. Farm Credit Illinois, an Illinois 4-H Foundation partner, recently awarded 30 $2,000 scholarships to high school seniors, most of whom hold 4-H club memberships.

Adding flavor to grilling season with marinades U OF I EXTENSION

The warm weather has pushed its way into Illinois and it’s the ideal time to fire up the grill while spending time with family and friends.

Whether grilling fruit, meat, chicken, seafood, or vegetables, it is essential to monitor the grill, use separate serving trays and utensils for raw and cooked meat, use a food thermometer, and wash hands frequently to prevent foodborne illness.

One grilling suggestion Lisa Peterson, Nutrition & Wellness Educator with University of Illinois Extension College of Agricultural, Consumer, and Environmental Sciences, recommends is marinating meat, fish, and poultry before grilling.

“Marinating helps tenderize, moisten, and add flavor to the meat while reducing flame flares from dripping fat, and black charring,” Peterson said.

The American Institute for Cancer Research indicates marinating meat creates a barrier between the meat

and high heat from the grill, reducing the formation of potentially harmful chemicals.

A marinade is a savory, acidic sauce where food is soaked to enrich the flavor and tenderize the food.

The 2015-2020 Dietary Guidelines for Americans suggest 5 1/2 ounces of lean protein per day following a 2,000-calorie eating pattern. Lean meat contains less saturated fat and a tougher exterior, making it ideal for marinating.

“When grocery shopping, choose meat with a lower percentage of fat and pick select or choice over prime cuts. They contain less of saturated fat,” Peterson said.

The American Heart Association indicates a diet high in saturated fat raises LDL, or “bad” cholesterol, which increases the risk of heart disease, the No. 1 killer among Americans.

Marinades generally consist of three ingredients: oil, acid, and flavorings such as herbs and spices.

One of those recipients, Dillon White of Morgan County, will attend John Wood Community College. The 10-year 4-H member from Jacksonville has concentrated his 4-H work in ag-related projects, including, beef, swine, crops and welding. He has also earned top prizes in livestock judging and shooting sports contests.

Noah Benedict, a 10-year Champaign County 4-H member, received scholarships from Farm Credit Illinois and Farm Bureau. Noah is attending both Parkland College and University of Illinois as a Pathways student and will study agribusiness toward a future as a livestock nutrition salesman.

Holkar was born in Jaysingpur, India, a small town about 225 miles from Mumbai, and was raised in Miraj. His grandfather and father worked with missionaries and served leprosy patients.

With families in mind, reform criminal justice laws

T

here is no more depressing place to be than in a prison visiting room when children come to see their mom or dad.

During my 30 years as a journalist, I’ve found myself in many state prisons waiting to interview inmates. Watching youngsters run across a room to hug a father or mother they haven’t seen for months is heart-rending.

Thirty years ago, I spent Mother’s Day in a women’s prison working on a feature on the children of the incarcerated. The children visiting their mothers that day wanted the same thing all kids want: love and attention.

Unfortunately, with a parent behind bars, attention is hard to come by.

There may be some hard-hearted souls out there who say, “Who cares? These people committed a crime, and they deserve to suffer.”

But here’s the deal: Their children didn’t commit a crime. And

In recent days, a lot of attention has been paid to what is happening on the Mexican border. The abhorrent policies being pursued by the federal government have resulted in many shattered immigrant families.

What is happening there is tragic and wrong, a national shame.

I am in no way trying to create a “yardstick of pain,” comparing the suffering of one group to another.

Any time a child is separated from a parent, it is heartbreaking.

But this tragic situation highlights the problems with forcibly separating parents and children.

I’ll be the first to admit that there are some violent people who belong

behind bars. But this nation locks up entirely too many people. In fact, we lock up a higher percentage of our citizens than any other country.

“It’s taking a financial, emotional and societal toll,” says state Rep. Kelly Cassidy, the leading criminal justice reform advocate in the Illinois General Assembly.

The Chicago Democrat knows the pain incarceration brings to families all too well. Her sister and two nephews have been locked up on drug charges.

“It’s critical that families be kept intact. When inmates leave prison, they need a support system that will keep them from reoffending,” she said.

Not only that, but the kids benefit from continuing the relationship.

Perhaps the best option for fostering these parental bonds is to reduce the number of people being incarcerated.

For many, mental illness has

contributed to minor brushes with the law. For some, community-based mental health care may be an appropriate option. For others who have committed non-violent offenses, in-home detention may be a worthwhile alternative.

And let’s face it, we live in a nation that has too many laws on the books.

The Wall Street Journal has cited the work of Boston civil-liberties lawyer Harvey Silverglate, who contends the average American unwittingly commits three felonies a day because of vaguely written laws.

It’s time Illinois addresses meaningful criminal justice reform, if not for the incarcerated, for their families.

School finances explained in under 700 words W

hen I was Gov. Jim Thompson’s aide for education in the late 1970s, there was an adage that only six people in Illinois understood the state school aid formula – and they weren’t allowed to fly on the same plane.

There is a new formula today, just as complicated. And state senators Andy Manar (D-Bunker Hill, in Macoupin County) and Jason Barickman (R-Bloomington) would be among those six experts today.

Andy and Jason are highly capable, earnest Eagle Scout types. Over five years of hard work, they have taken the lead, along with scores of other participants, in crafting a new formula that will use evidence of best schoolroom practices to drive the allocation of increased amounts of state school dollars.

If the state can fund it, which is far from certain, the formula would put much more money into property-poor districts to provide them the teachers, staff and programs needed to give students a good chance at being successful.

Some background: At a statewide average of $13,000 per student times 2 million enrolled in our public schools, Illinois spends from all sources about $26 billion a year on pre-K through high school educa-

Almost two-thirds of all Illinois school funding comes from local property taxes, yet property wealth is spread very unevenly across the state’s 840, often small, school districts.

As a result, the modest share of school funding that comes from the state is at present woefully inadequate to bring property poor districts anywhere close to spending levels by the many wealthy suburban districts.

Thus, my rural school district spends $10,500 per student while New Trier, on the wealthy North Shore of Chicagoland, spends $25,000 per. (Much of that difference is, by the way, for higher teacher salaries at New Trier.)

The new evidence-based funding model draws upon research findings that show, for example, a 15-1 teacher-student ratio in third-grade is optimal for best outcomes. If a district lacks money for such a ratio, that is figured into how much

state support the school will receive.

If a district spends more for administrators than is considered best practice, the district is not rewarded for that spending with additional state money. And so on, across scores of indicators.

Since best practices generally cost more money, the formula will still, as before, attempt to provide increased money for property poor districts. Yet the funding will be based on what a model school district would look like.

In the past, state money has been allocated by Byzantine education politics into transportation, special education and other narrow buckets, unrelated to best practices.

To fund the formula fully will require about $7 billion a year in new money (above the present $70 billion in annual state “all funds” revenue). I estimate about twothirds of that money will benefit downstate school districts, where property wealth is low overall.

Jason Barickman attended the tiny Woodland district in Livingston County. Located between Chicago and Springfield, Woodland had just 198 students in its high school this past year.

“Our property wealth was not

high,” says Jason. “We were offered only a core curriculum, and the school had a hard time attracting teachers.” (The average Woodland High School District teacher salary in 2017 was $49,000 versus $111,000 at New Trier.)

For the past 2 years and into the future, lawmakers are seeking $350 million per year in additional state dollars for local schools. At that rate, it will take about two decades to reach full state funding of the new formula.

Will more money make a difference in student outcomes?

Conservative and liberal economists have been debating this for decades.

I believe that manifest justice calls for providing children with somewhat equal resources for their schooling. In addition, however, we need to figure out what society can do to generate much better, stronger parenting.

This may come about through parenting classes, community leadership, senior volunteers, nonprofit groups, and churches, rather than through government.
