Little Lostant Library grows bigger Librarian April Jording attends Director’s University and connects with RAILS

BY DAVE COOK news@tonicanews.com LOSTANT — Lostant librarian April Jording is a recent graduate of the inaugural class of the Illinois Library Association’s Directors University, and she plans to make good use of her new education.

Designed for Illinois library directors who have less than two years of experience, the seminars Jording attended covered all aspects of library operations, as well as providing valuable networking opportunities.

“It was a boot camp for everything you’d need to know, and it was nice because everyone was in the same boat. It made us feel comfortable to ask the questions we all had,” Jording said of her approximately 50 fellow fledgling directors.

Held in Springfield and sponsored by the Illinois Library Association, the Illinois Heartland Library System, vendors and registration fees, the university provided information on director/board relations; human resources; records; technology; grants and fundraising; buildings and maintenance; security; policies; planning; emergencies; budgeting; laws and advocacy.

“The laws were the most challenging part because there was just so much of it. The technology was like that, too,” Jording said.

She added she learned there were several things she hadn’t realized she needed to be concerned with, and said it was all about finding the right balance for everything.

“That’s what was so great about this university. We all feel comfortable now calling each other to ask for help, and they even created a private Facebook group just for us, and it’s helped us stay connected,” she said.

Jording’s favorite part of the university was learning about library advocacy.

“It was about how to draw the community into the library and use it as a hub to connect and help others, because libraries can play an important part in providing that old-time sense of community we seem to have lost,” she said.

To help spur the movement back toward the library, Jording has been working on informational welcome packets that will be sent to residents to explain the many services the library can provide.

“A lot of people don’t realize we offer copying, scanning and faxing services, we’re close, and we’re a lot cheaper than other places you could go,” she said.

Probably the development that will have the biggest impact on what the Lostant Library is capable of offering is the new connection to the Reach-

ing Across Illinois Library System (RAILS).

RAILS conveniently provides library patrons with access to the book, audio and DVD collections of approximately 1,300 libraries in northern and west central Illinois.

Items can be searched for and held either at the library or via the Internet, and within a short time, they’ll be delivered directly to Lostant.

Lostant patrons can also use Access 360, the e-book platform.

“I don’t think many people realize they can come here and download an e-book to read for free rather than going to Amazon and paying to download it,” Jording said.

Jording also enjoyed seeing how many innovative and progressive programs and services many larger libraries are beginning to offer.

“We couldn’t do many of them here because we’re too small, but I love the idea of seed banks. One library offered a baking library where you could check out equipment, like pans you might not own or other things, as well as recipes. Another had a permanent ‘Making Room’ set up with things you’d need for crafts,” she said.

With her eyes set toward the future, Jording is committed to taking advantage of the evolution of modern libraries and providing her patrons with all the little library in Lostant can offer.

“I want to help open people’s eyes so they can see how much a library can do and be for them,” she said.

Public works employee Marc Lemrise said that the work is no closer to being done than it was on day two of the job. “We still have 17 feet of debris,� he said.

Village engineer Jack Kusek spoke to a representative from Layne, who he said was very apologetic. It was explained that there have been issues with equipment, but with that sorted out, the crews were set to return this week and that “if there’s any human way possible, they will have it done by the end of the week.�

Sluder agreed, though, that the situation should not have gone like this and that it needed to be resolved. “They have not performed,� he said. “We cannot continue like this.�

standing bonds from 2008, which he said related to “water-sewer infrastructure.� “When those bonds were issued in 2008, there was a call feature included,� Glass said. This feature would allow the village to refinance the bonds with current interest rates, but this ability does not unlock until September.

The current interest rate on these bonds is 5 percent, but an estimated change would bring it to around 4.25 percent.

Glass said that if the village “could lock in at today’s lower rates,� it could receive an estimated $13,000 net savings. “This is an optimal time to exercise the call feature of 2008,� he said, given that the rates are “relatively low from a historical perspective.�

Sluder also noted the favorable timing, saying: “Looks like the trend is interest rates are going to start going up now. They’ve been low for a long time.�

The board expects to move on this opportunity once the time frame arrives.

TONICA — When it comes to development potential, Tonica is looking toward the west.

With development opportunities going west toward Interstate 39, especially going to the northwestern corner of town, the village is looking to create plans that would benefit the possibility of development. “I think that’s where we need to go,� VilKevin Sluder lage President Kevin Tonica village president Sluder said. “There’s a lot of acreage out there.�

Having received some interest about land in this area, Sluder suggested the time to draw up plans is now. “I would really like some com-

prehensive plans put together for us to develop,� he said.

This would allow the village to have an immediate answer when questioned about capabilities for development, and to readily prepare the area when the time comes.

With plans already drafted, Tonica would not have to add extra time waiting for information and permits, which could lead to interested parties going elsewhere. “I would really like to be able to say, ‘We can do this. What would you like to do?’� Sluder said.

At least some of the work is considered beneficial regardless, as Sluder noted that “we need to continue the sewer anyway.�

Sluder suggested that Tonica has missed opportunities in the past, and he wants to avoid repeating that. “In the mid-nineties, everything was booming, and Tonica was left behind,� Sluder said. “I don’t want to be left behind.�

New drone law would let police monitor events Bill OK’d by lawmakers; not sent to Rauner yet

BY DAN CHURNEY Shaw Media Drones are not often used by police in LaSalle County, but a pending bill in Springfield might encourage more activity.

Of several police agencies contacted, none have a drone, and use of borrowed drones has been limited.

Streator Police Lt. Robert Turner said state police technicians have used a drone to process a crime scene in Streator, and the Streator Fire Department has employed one to survey crowds at the city’s annual Cruise Night.

Also in Streator, the Illinois Law Enforcement Alarm System, a mutual aid organization for police agencies, lent a drone to check roof tops for evidence.

LaSalle County Sheriff Tom Templeton said his department has uti-

lized drones a few times. Once was to search for a woman believed to be abducted by a former boyfriend near Streator; the woman later turned up in Calumet City. The drone was borrowed from a deputy sheriff, who privately owned it.

The other drone deployment was more spectacular.

In September, an armed Jeffery Sorrentino held off police from inside his Peru home. Police were negotiating with Sorrentino by phone, but Sorrentino’s cellphone battery was dying. A cellphone was attached to a drone and flown above Sorrentino’s home. The drone hovered and the phone was lowered on a line, where Sorrentino grabbed it through a window. He eventually surrendered.

Conservation Police Sgt. Phil Wire said he has not deployed a drone, but he has considered one for rescue work. Ottawa police are also without a drone.

State police have several drones for such uses around the state such as geo-mapping crash, disaster and crime scenes, as well as observation of various ground operations.

A drone was used by police during a standoff in Peru to send a cellphone to the man held up in the house.

Bill to allow surveillance Privacy concerns play into drone use by police. However, a bill was approved by the Illinois General Assembly that would change the Freedom from Drone Surveillance Act. The change would give police room to use drones to prepare for and monitor safety and security at large-scale events.

The bill defines a large-scale event

as a public or private event attended by more than 100 people at a sports or entertainment arena, stadium, convention hall, special event center, amusement facility, a special event area licensed or permitted by a local government, or an event open to the public that takes place in a public way or on government-owned property.

Drone usage would be limited to public safety purposes, such as evaluating crowd size or movement, assessing safety vulnerabilities or weaknesses, determining appropriate staffing, or identifying possible criminal activity, according to the bill.

Drones also cannot be equipped with tear gas, stun guns or dangerous projectiles. The bill awaits Gov. Bruce Rauner’s approval, but it has not yet been sent to him.

Under the bill, a police agency will be required to report yearly to the Illinois Criminal Justice Information Authority the number of times in the previous year a drone was used. Police would also have to follow Federal Aviation Administration rules.

IN BRIEF LaSalle County joins opioid lawsuit

OTTAWA — LaSalle County is joining a lawsuit against the manufacturers and distributors of opioid drugs.

“Basically what happened is the manufacturers and distributors knew full well that they were flooding — literally flooding — the market with their products and over-prescribing,” attorney Melissa K. Sims, of Princeton, told the County Board at its meeting last Monday. “People were taking too much and dying.”

Sims — who is working with the law firm of Sanders, Phillips, Grossman, LLC. — said doctors who overprescribed also would be sued.

The authorization was unanimously approved by the LaSalle County Board.

“The tragedy is the drug companies knew this many, many years ago,” said Jerry Myers, R-Streator. “But it was profits — that’s what drives the whole thing — and unfortunately many people died.”

LaSalle County Coroner William Wujek told the board that so far this year there have been 18 overdose deaths. That puts

the rate just slightly ahead of the 36 from 2017.

Raccoon nips woman at Starved Rock State Park

UTICA — A raccoon broke the skin of a woman trying to give it water at about 3 p.m. June 12, on the veranda at Starved Rock State Park.

Utica medics were called, but the woman declined to go to a hospital, according to Conservation Police Sgt. Phil Wire.

“She didn’t know if she was bit or scratched, but she admitted it was her fault,” Wire said.

The raccoon was caught and taken to Chessie Lane Animal Hospital in Ottawa, where it was put down in order to be tested for rabies.

Wire noted that in the past few years, there have been more raccoons with distemper at the park. He said he believes people trap raccoons elsewhere, then release them at the park.

A permit is needed to legally trap the animals, but it is illegal to let them go at a park.

Skydive Chicago fatality At 4:51 p.m. on June 15, LaSalle County Sheriff’s Office deputies were dispatched to Skydive Chicago, at 3215 East 1969th Road in Ottawa, in reference to a skydiving accident. Deputies discovered a 68-year-old deceased male, identified as Reginald C. Hurlbut, of British Columbia, Canada, in a field adjacent to Skydive Chicago.

More information will be released when it becomes available and the incident is under investigation by the LaSalle County Sheriff’s Office, the LaSalle County Coroner and the FAA. Speeding, license revoked At 6:30 p.m. on June 16, deputies arrested Jesse Kamide, 31, of Bensenville for driving while license revoked and speeding 96 mph in a 55 mph zone following a traffic stop on East Eighth Road in Vermilion Township. Kamide was given a notice to appear.

FIRE REPORTS TONICA VOLUNTEER FIRE DEPARTMENT Car fire At 4:35 p.m. on June 17, the Tonica Volunteer Fire Department (TVFD) responded to a car fire on Interstate 39 at mile marker 46 near the McNabb Road overpass. On arrival, firefighters found a car totally involved in flames, and all of the vehicle’s occupants outside and uninjured.

The TVFD responded with three vehicles and were assisted with traffic control by the state police, who also investigated the incident. Tonica cleared the scene in about an hour.

Firefighters respond to calls in May The Tonica Volunteer Fire Department (TVFD) responded to 20 calls — 19 ambulance requests and one accident — during May. There were no fire calls during the month.

Some bids have been received on the project to construct an addition to the fire station, and construction might begin in July.

Chief Stremlau and Assistant Chief Bill Gray reported on the progress of the design and purchase of the department’s new rescue truck. The committee will soon be meeting with the manufacturer to prepare the detailed specifications. The estimated cost of the new truck is $200,000.

All three Tonica pumpers will be scheduled for their annual tests that will occur in July. Other area departments will be invited to participate, thus reducing the cost for each department by grouping the testing into one day at the Tonica Fire Station.

Getting vaccinated according to the recommended immunization schedule is one of the most important things a parent can do to protect their child’s health, a health department news release said.

Should a person hear that a couple “tied the knot,” it’s immediately known that they got married.

But just when and where does the term “tying the knot” come from?

The phrase “tying the knot” is steeped in tradition, though the origins of the phrase remain open for debate.

One origin story states that tying the knot can be traced back to the Roman empire, when brides wore girdles that were tied in knots, and the groom had to eventually untie those knots to consummate the marriage.

Tying the knot also may be traced to the custom of handfasting. The marriage contract was established between a bride and a groom by joining their hands together and tying them.

Although accounts vary as to whether the hands were tied only during the ceremony or later, this is believed to be an ancient Renaissance or Celtic tradition.

Others speculate that the phrase

traces its origins to Hindu weddings in which brides and grooms tied a necklace of flowers as part of wedding tradition.

Yet another theory suggests that the phrase can be traced back to the knotted string that supported beds prior to the use of metal springs.

Therefore, in order to make a marriage bed, couples first needed to tie the knot.

Knots also represent a dif ficult-to-break bond, which is why they have long been associated with marriage.

In one unity tradition, couples may braid or knot together three strands, with one representing the bride, one symbolizing the groom, and the third representing God as they join together in faith.

S i m i l a rly, t h e p h r a s e “ g e t ting hitched” is associated with knot-tying as well.

The saying implies that two people are being tied together just like a horse is tied, or hitched, to a wagon.

Wedding planning is no small task. From sending out engagement announcements to gifting guests with take-home favors, a couple will pore over scores of details as they plan their weddings.

1) Host everything at a single location. Couples who want to simplify their wedding day can select a site that can host the ceremony and reception and also house guests. The cost of such

2) Think about a day coordinator. Couples who cannot afford a wedding planner to handle all of the details often find that a dayof-service provider is within their budget. This person can handle all of the details of the wedding day so brides and grooms can fully immerse themselves in the festivities.

3) Bring extra cash. Unexpected expenses may pop up. Couples may have to feed an extra member of the band or a guest who was able to get a babysitter at the last minute. Brides and grooms may want to offer a bigger tip than anticipated to the waitstaff or deejay who went above and beyond.
