Federal investigation is ongoing Illinois Auditor General Frank Mautino cooperating with federal authorities

SPRINGFIELD — The U.S. Attorney’s Office is investigating the campaign spending of Frank

Mautino, formerly an Illinois Representative from Spring Valley who was appointed Illinois’ auditor general in 2015.

Media, some public officials and at least one

private citizen around the state are calling into question money Mautino spent, primarily from his campaign committee dubbed, “Committee for Frank J. Mautino.” Also

in question are campaign donations Mautino allegedly received and spent during his transition from Illinois Representative to Illinois Auditor General.

The investigation focuses on campaign spending of more than $200,000 to a service station in Spring Valley throughout a period of more than 10 years.

It’s that time of year when nothing will help people beat the heat except a dip in the pool or other body of water. Most outdoor public pools in the area are now open for the season, and parents are liable to hear a plethora of pleas to go swimming with friends.

Lostant students celebrated the end of the year with a trip to the YMCA on June 3.

Millions enjoy warm weather every year by swimming in backyard pools and relaxing in hot tubs. Tragically though, more than 200 young children drown in backyard swimming pools each year. The American Red Cross suggests owners make pool safety their priority by following these guidelines: • Secure a pool with appropriate barriers.

Completely surround a pool with a 4-foot high fence or barrier with a self-closing, self-latching gate. Place a safety cover on the pool or hot tub when not in use, and remove any ladders or steps used for access. Consider installing a pool alarm that goes off if anyone enters the pool.

• Keep children under active supervision at

all times. Stay in arm’s reach of young kids.

Designate a responsible person to watch the water when people are in the pool — never allow anyone to swim alone. Have young or inexperienced swimmers wear a U.S. Coast Guard-approved life jacket.

• Ensure everyone in the home knows how to swim well by enrolling them in age-appropriate water orientation and learn-to-swim courses from the Red Cross.

• Keep the pool or hot tub water clean and clear. Maintain proper chemical levels, circulation and filtration. Regularly test and adjust the chemical levels to minimize the risk of earaches, rashes or more serious diseases.

• Drink plenty of water regularly, even if not thirsty. Avoid drinks with alcohol or caffeine in them.

Investigation From Page 1 The federal investigation is coupled with another inquiry on the same issue by the Illinois State Board of Elections.

The Illinois State Board of Elections’ initial inquiry has now been narrowed to include just the $200,000 to the Spring Valley service station and other expenses paid to a Spring Valley bank.

“They were initially looking at a number of issues, but now they have narrowed it to two,” said Ryan Keith, a spokesperson for Mautino. “They’ve asked for more clarity, and Frank has until July 1 to produce that verification, which he is working on now.”

The Illinois State Board of Elections does not outline what campaign donations can be used for, however, it does list a variety of items that can’t be paid for by campaign funds.

Primarily, the issue in question is: Did Mautino appropriately spend campaign contributions, and were those contributions reported in a correct manner?

Keith confirmed the federal investigation and said Mautino is cooperating fully, however since it is an ongoing investigation, he was unable to comment further.

The Illinois Times newspaper, Springfield, reported a federal grand jury issued subpoenas to some of Mautino’s former campaign workers. Calls for verification from the Bureau County

Republican to the U.S. Attorney’s office were not returned.

“Frank Mautino served his north-central district with distinction in the Illinois House for 24 years, where he held a number of leadership positions, provided exemplary service to his communities and built a record of a number of legislative accomplishments,” Keith said.

“During his legislative career, Frank ran for re-election every two years. His campaign committee, Committee for Frank J. Mautino, fully disclosed and reported all spending by the campaign in compliance with Illinois campaign finance and disclosure laws,” Keith previously told the BCR. “His reports fully detail campaign expenditures that were made to help defray the standard, reasonable expenses incurred while Frank performed the governmental and public service duties of serving as state representative of his large, mostly rural district.

“Upon his nomination as Auditor General, Frank’s career in elected office ended, and he closed out his campaign committee at the end of December 2015,” Keith said.

Mautino was formerly the House deputy leader. He began his career in the Illinois House of Representatives in 1991. His 2015 appointment to the Illinois Auditor General position is for a 10-year term. He took his seat as the state’s financial watchdog on Jan. 1, 2016.

No charges have been filed against Mautino, and an investigation does not mean charges will be filed.

on the vehicle jack. The vehicle rolled off of the jack with him underneath. He suffered head and chest trauma and was taken by Life Flight to OSF St. Francis Medical Center in Peoria, prior to the arrival of deputies.

Keegan said, “We haven’t finalized anything yet, but it looks like there will be a reduction of hours or closing for a day. We’re thinking of possibly closing on Fridays. It will either be that or shortened hours to make up for the loss of money, and it will affect our information and assistance, congregate meal and outreach programs. The reductions will have to come mostly from payroll, so we’ll have the same job to complete in less hours.”

Tonica Grade School will feel the impact of another year of disrupted funding.

“We’ll open in the fall, and we have enough for the first semester; but after that we’d have to borrow money,” Tonica Superintendent Lawrence Carlton said.

Places of higher education and those attending will also feel the strain.

“IVCC covered over $275,000 in state MAP awards to students in Fiscal 2016, but in light of the continuing impasse, we cannot commit to do the same in 2016-17. For the time being we will use reserves to cover the state shortfall, but if the stalemate continues into 2017, we will be forced to consider cutting programs and services,” said Cheryl Roelfsema, IVCC vice president for business services and finance.

Lostant President Fred Hartenbower shared his thoughts on the continuing budget fiasco.

“Lostant doesn’t receive much state aid, so it doesn’t bother us much. I wish they’d pay attention though and learn how to balance their budget. It’s common sense. Everybody has to balance their budget, evidently except for the state,” Hartenbower said.

The Hay and Forage Expo returns to Central Iowa for the 30th annual event. The show is scheduled for June 22-23 at the Central Iowa Expo facility located just east of Boone, Iowa.

The Central Iowa Expo site is also the host for the 2016 Farm Progress Show which will be held in late August.

The Hay and Forage Expo has always been known as the best place to see the latest hay and forage equipment, and an expanded list of programs has been added to the agenda for this year’s show.

Down that dusty road There was something in the air. It smelled different.

I can’t exactly put my finger on it, but as I allow my mind to travel down those dusty roads of my childhood, the smell of the air first comes to mind. Maybe Terri it was the way an Simon oncoming rainfall would smell ... or COMMENTARY the scent of freshly-mowed grass or hay ... or perhaps, it was the aroma of the heavy, humid air that seemed to envelope the old farmhouse during the summer. I’m not sure, but my nose knew the difference.

The school bag had been thrown in the corner of our bedrooms without reservation, and our school dresses and nicer shoes had been replaced with shorts, crop tops and flip flops. That’s right. School was out for the summer, and our adventures were about to begin.

I find myself smiling as I reminisce on those days when Grandmas rocked their grand-babies in the shade of the old maple trees, patting their hot, sweaty backs and humming some tune they made up as the minutes ticked by. They were the days when the crops had been planted, and only Mother Nature was trusted to take care of the yields ... and the families who planted them. They were long, hot days filled with cheap fun we created ourselves, where the clocks were only decorations on the wall and not needed to actually keep track of the time.

Summer vacation ... oh, how I long for a real, threemonth summer break absent of deadlines, obligations and all the craziness we’ve managed to cram into our lives nowadays. Just the idea of it almost causes me to get one of those uncontrollable knots in my throat — the kind that comes from remembering days I now wish hadn’t vanished so quickly.

What I wouldn’t give to embrace those carefree summer days from yesteryear, where time stood as still as the hot, humid air, and important things like homework, book reports and catching the school bus on time seemed as far away as the school bell that would ultimately ring after Labor Day. Summer on the farm held one adventure after another. I don’t remember spending any money, except for the few times we went swimming at the pool in Princeton or we got to go to the Alexander Park Drive-in Theater — both which clearly weren’t the norm, rather a special treat.

Instead of taking summer vacations to see magical kingdoms or beaches and/or mountains we had only seen in our social studies books, we spent the summers close to the farm ...

Games played in the stifling haymow, where we’d frequently discover a new batch of kittens; a sporadic game of kickball or baseball or “horse” in the barnyard; tinkering around at the forbidden-unlessthere-was-an-adult-with-you Big Bureau Creek which ran through our property; laying in the grass with Grandma trying to decide what each cloud resembled; Popsicles that melted quickly and ran down your arms and dripped on your bare toes; playing with the animals and taking the ponies to the creek for a quick dip in the water; riding our bikes to visit the neighbor kids ... and that was just during the day.

The night held quiet moments on the porch — the only sound interrupting the still air was the box fan whirling in the living room window and the crickets serenading my grandpa’s heavy breathing as he drifted off to sleep in the lawn chair. There were mayonnaise jars with holes punched into the top to let the lightning bugs breathe. Hushed voices discussed everything that concerned our family, and more times than not, we just listened and learned from our adults — hoping our quiet demeanor would allow us a few more minutes before we were sent to bed on cool sheets on the living room floor, since the upstairs was too hot.

Today’s children might say there was nothing to do, but back then, we didn’t know any different. As I look back, that little slice of my life seems like paradise, and when today’s summer gets too nutty, I find myself revisiting those moments ... if only down those dusty roads in my mind.

Wiener takes all As I sit here in the wee early hours, impatiently waiting for divine inspiration to take over this keyboard and pump out a newspaper column worthy of you fine readers, the sun is starting to peek over the eastern horizon, hours before my deadline. I realize that my muse must still be in bed sleeping.

Lucky guy.

The past few days, as I perused all of the news websites, searching for something that I could bestow comment upon, my mind became a veritable pile of confused, apathetic mush. I kept asking myself, “What would a real, live editorial-page writer write about if he and/or she were given so many column inches to write about something?”

I always get into trouble when I compare myself to real, live editorial-page writers.

All I learned from the aforementioned perusing is that this is a crazy world that we live in. It seems that everybody is up in arms about something. Whether it be gorillas in zoos, what bathrooms certain people get to use or Olympic mosquito diseases, there is no shortage of things to get fired up about. That is, as long as you’re a fired up kind of guy.

Well, none of these issues got my dander aroused but something else has surfaced and I don’t mind telling you, I am outraged. At least, possibly outraged enough to fake my way through a newspaper column. In fact, with the sky getting brighter, and that ever-present deadline creeping up closer and closer, this particular subject seems to be raising my ire more and more.

I guess that I’d better go wake up the muse. He’s always cranky this time of day.

The Internet has brought to my

Greg Wallace COMMENTARY attention that the omniscient jerks over at the Merriam-Webster Dictionary company have decided that — get this — a hot dog is a sandwich. You heard me — a sandwich. Silly fools. Try going to a Cubs game and loudly yelling down the aisle to the hot dog vendor that you would like a wiener sandwich.

With mustard. And relish. Just see what kind of looks you get.

For as long as I can remember, a hot dog has had its own designation. A hot dog is a hot dog. It doesn’t need to be lumped into the same grouping as peanut butter-and-jelly or egg salad. No, it deserves its own category. Heck, along with apple pie and Chevrolet, hot dogs are one of the pillars that this great nation was built upon. Well, at least pretty good Chevrolet commercials were built upon anyway. (The muse is brushing his teeth. He should be here soon.)

Here is what the rule should be — hot dogs are hot dogs. Period. And furthermore, brats are brats, hamburgers are hamburgers and cheeseburgers are cheeseburgers. These are what I commonly like to refer to as your “bunned” foods. The only way that you can have “bunned” foods become “sandwiches” are at wedding receptions and high school graduation parties when buns are used for convenience sake. Mints and little peanuts must also be present for this anomaly to occur. (I just told the muse to take his time. I’m on a roll.)

Speaking of rolls, I blame much of this fiasco on the French. It used to be that we all knew what was and what was not a sandwich. And then along comes some little French pastry chef who invents the croissant. Utter chaos has ensued ever since. No matter what you put in them, croissants should never be considered part of the sandwich world. You gotta keep your eye on those evil, devious French. (The muse just got here and he’s feeling a little boisterous.)

Sandwiches are constructed with two slices of bread with stuff “sandwiched” in between them. Stuff like peanut butter, butter that has not been peanuted, jelly, jam, ham, roast beef, cheese, etc. ... Many people will argue that a hot dog bun is two pieces of bread with a hinge in the middle which would make a hot dog qualify as a sandwich. These people are idiots and are a major reason why this country is in the shape it’s currently in. (That “idiot” line was the muse’s idea. I told you he could be cranky.)

Most people will probably stay silent in the great hot dog/sandwich debate of 2016. Many will think that it’s a futile argument that will just be decided in some corporate boardroom anyway so why get involved. As for myself, if you could promise me that Hillary and Trump would go toe to toe on their own frankfurter beliefs, that would be a debate that I would watch.

As I leave you today, the muse and I have a message for all those stuck-up, know-it-alls at Merriam-Webster — don’t mess with the hot dog.

Needing a vacation after summer vacation

A few days ago, my children gleefully ran out of their school, ready for their much anticipated summer vacation.

But let me tell you, these summer vacations have changed immensely since I was kid.

For me, summer vacation meant two and a half months of making my own fun. I would play with my brothers and sisters, ride my bike and find berry bushes so I could collect enough berries that my mom could make pies. I would beg my dad to take me swimming at the Lake Thunderbird Clubhouse. I would play Frisbee in my front yard until my hands couldn’t take anymore. Then I would switch to wiffleball or go inside and read for a while.

My siblings and I would spend long afternoons playing board games. I was constantly trying to dream up things to keep myself entertained because summer break seemed to last forever.

These days, things are different.

Summer seems to go by in the blink of an eye now. My children are so busy all summer it seems there’s hardly room to cram in a family vacation.

There’s softball and baseball leagues that I never realized existed when I was kid. But my kids do, and they love to play ball with their friends for the first half of their summer. The pool is just a three-minute drive away. They go several times a week, see many of their

Shannon Serpette COMMENTARY friends there and will stay as long as I let them. There’s the summer reading program at the library, which they insist they must do each year — and I’m glad they love it so much, since reading is near and dear to me as well.

There are birthday parties and playdates, sleepovers, a family vacation and evenings to spend watching the Peoria Chiefs.

I’m grateful I rarely hear them complain during the summer that they are bored. But sometimes just for a week or so, I secretly wish it would slow down.

That we could have a few lazy days where we aren’t rushing somewhere.

But on the other hand, I’m grateful they are having fun, learning new things, getting exercise and socializing with their friends.

Before I know it, and much too soon in my kids’ eyes, summer will be winding down, and we’ll have a flurry of new activities to fit in before that first day of school — doctor appointments and back-to-school shopping.

Time just seems to go faster every

year. I don’t know whether that is a by-product of a busy schedule or just me wanting to savor these precious years as long as I can. Every month or two, my children look like they’ve grown another inch, and my 10-yearold boy looks more like a man every day.

I recently read about a trick which supposedly helps when people are trying to prioritize their over-scheduled lives. In theory, this should work. I just don’t know if it would translate well into reality. You’re supposed to write your free time on the calendar, just as you would with an actual appointment or commitment. So with my calendar filling up fast for the summer, maybe I should pencil in some nights of relaxation by writing “doing nothing” on some dates each month. The problem with that is actually sticking to it. I’m not sure I can resist the temptation of a good impromptu cookout, and I know my kids wouldn’t want to pass up a last-minute offer to hang out with their friends.

Maybe doing nothing is overrated anyway. Summer is supposed to be about fun. And maybe an over-packed schedule is just a sign of a well-lived and a well-loved life.

Young Eagles Flight Rally scheduled for June 25 PERU — Area young people ages 8-17 will have a chance to take to the skies for free from 9 a.m. to 2 p.m.

Saturday, June 25, as the Illinois Valley Flying Club, along with Experimental Aircraft Association (EAA) Chapter 129 and the Civil Air Patrol, host a Young Eagles Flight Rally at the Illinois Valley Regional Airport in Peru.

The rally is part of the EAA Aviation Foundation’s Young Eagles Program, created to get more young people interested in aviation.

The Young Eagles program has flown 1,977,003 kids as of May 31, 2016, with the help of EAA’s network of volunteer pilots and ground volunteers. EAA’s goal is to celebrate the 2 millionth Young Eagle flown during AirVenture Oshkosh 2016.

“Giving the free plane rides to these young people is as much fun for us as pilots as it is for the kids,” said Chuck Studer, spokes-

man for the event. “We look at it as giving a new generation a chance to learn more about the possibilities that exist in the world of aviation.

When we see some of these young people come back a few years later and learn to fly, either as the beginning of a career, or just for fun, that’s pretty exciting.”

Pilots at the event will also explain more about their airplanes, allowing young people to discover how airplanes work and how pilots ensure safety is the prime concern before every flight.

Following the flight, each young person will receive a certificate making them an official Young Eagle. Their name will then be entered into the “World’s Largest Logbook,” which is on permanent display at the EAA Air Adventure Museum in Oshkosh, Wis. The logbook, as well as additional information about Young Eagles, is also accessible online at www.youngeagles.com.

IVCC employees ‘Walk Across America’ OGLESBY — Illinois Valley Community College employees participated in the Walk Across America virtual walk where participants track the number of steps they have walked, jogged or ran in six weeks.

IVCC’s 26 participants logged a total 5,790,129 steps or 2,895 miles which is the virtual distance of

Reddick Mansion looking for vintage quilts and their stories OTTAWA — The Reddick Mansion Association will host a Vintage Quilt Turn Down on July 16 and 17 and are looking for local handmade quilts to be part of the event.

During the “Turn Down,” vintage quilts will be stacked on a bed and as each quilt is “turned down” and displayed, the unique story of each quilt is told — who made it, when, where and for what reason. Other details of each quilt are also discussed, including the fabrics, the stitching, and the pattern and its history.

Joyce Kellogg, volunteer at the Reddick Mansion and chairperson of this event, is hoping approximately 18-20 quilts will be displayed.

“We are asking community members to offer their vintage quilts to be part of this event,” Kellogg said.

“We are hoping for quilts from the 1800s and early 1900s. We would love to see the quilt that Grandma made and hear the family story about it.”

“We promise to handle these lovely family heirlooms properly,” said Diane Sanders, president of the Reddick Mansion Association. “White gloves will be worn during the ‘turn down,’ and Lorraine McCallister will tell the story of each quilt with the respect and honor it deserves.”

This quilt, its pattern a Jacob’s Ladder variation, is registered with the state of Illinois as a historic quilt, and will be part of the Vintage Quilt Turn Down at the Reddick Mansion on July 16 and 17. the Reddick Mansion. The Mansion Association would like the form completed and returned by July 1. The actual quilts should be delivered to the mansion on Friday, July 15.
