Paving the way for infrastructure improvements in the 38th District Almost $40 million budgeted for roads, bridges in 38th District

BY DAVE COOK news@tonicanews.com SPRINGFIELD — State Sen. Sue Rezin, R-Morris, recently announced her constituents will begin seeing the benefits of almost $40 million worth of improvements to the 38th District’s roads and bridges during the next fiscal year.

The projects are part of the Illinois Department of Transportation’s Improvement Program that assesses and prioritizes projects State Sen. over a six-year span.

“Infrastructure is the lifeblood of an economy. Ensuring our roads and bridges are in working condition is vital to jobs, safe travel and business. IDOT’s plan for our region this upcoming fiscal year will create hundreds of good-paying jobs and will help all of us get to our destinations safely,” Rezin said in a press release.

From 2020-2024, IDOT has sched-

uled 66 projects within the 38th District covering 83.79 miles budgeted to cost $319.8 million.

Roadway and bridge repairs for the upcoming fiscal year will take Gov. Bruce place in LaSalle, WilmRauner ington, Minooka, Joliet and New Lenox, as well as in several areas of LaSalle, Bureau, Putnam and Grundy counties.

These projects are related to Gov. Bruce Rauner’s recently announced plan to invest $11 billion in the state’s roadways over the next six years, including the $2.2 billion of state and federal funding for the projects of the upcoming fiscal year.

Projects are chosen by which will provide the most economic benefit to local communities, and IDOT is utilizing approaches that will be the most cost-effective.

“Investing in transportation creates jobs and economic opportunity, improves safety, and makes Illinois a better place to raise a family. This plan will make Illinois more competitive while protecting the interests of the taxpayers,” Rauner said in a press release.

Based on current funding, IDOT’s six-year plan is hoping to improve a total of almost 2,000 miles of road and 525 bridges that are maintained by the state. More than 750 miles of local roads and more than 900,000 square feet of local bridges are included in the program’s plans.

“At the governor’s direction, IDOT continues to innovate in how it chooses which projects to build.

This is a plan that gets the state on the right track toward truly meeting the needs of our communities and building a 21st-century system of transportation,” Illinois Transportation Secretary Randy Blankenhorn said.

According to Rauner’s press release, this multiyear plan is IDOT’s first attempt to use asset management strategies committed to smaller repairs to avoid the higher costs of deferred maintenance.

IDOT plans to use the money saved by this approach to help fund future projects throughout the state.

“Our region still has a long way to go in terms of upgrading our roads and bridges, but I am happy to see improving infrastructure across the state is at the top of IDOT’s list,” Rezin said.

Insurance officials meet with Kinzinger Members of the Illinois Association of Mutual Insurance Companies (IAMIC) traveled to Capitol Hill recently to be the voice for members and join the national association to discuss important issues within the insurance industry.

Angie Dallam from Peru Waltham Mutual Insurance met Angie with U.S. Rep. Adam Dallam Kinzinger. One important issue discussed is the guidelines for the Federal Insurance Office (FIO) that could take

authority away from state departments of insurance.

“In addition, we discussed the regulations behind unmanned aircrafts (drones). While many consumers have purchased the drone for personal entertainment, insurance companies utilize them in daily operations,” she said.

To provide a safer work environment, drones are used to view high roofs, and they are invaluable in disaster areas where road access is impassable. The commercial use of drones is also being used by emergency management services where lives can be saved because the drones can locate victims faster.

The discussion with Congress is related to the FAA rules of private air space versus public air space, and the need for clarity is vital.

Dallam shared knowledge and resources with several Illinois representatives, as well as both senators.

Volunteers hit the trails to keep them clean Officials say litter issue is getting better BRENT BADER Shaw Media UTICA — More than 90,000 visitors hiked Starved Rock State Park during Memorial Day weekend, and eight ventured in on Tuesday afterward, armed with garbage bags and trash pickers to restore the trails to their natural glory.

The Starved Rock Cleanup Crew hits the trails after most busy weekends and throughout the season collecting the garbage left behind by hikers.

Kelsey Cox, of Ottawa, helped organize the warm Tuesday morning event and joined the group last year after finding a large pile of diapers in Illinois Canyon.

“I was a little grossed out, and I figured I needed to help out a bit,” Cox said.

She brought her kids, 4-year-old Layla and 3-year-old Liam, for extra sets of hands.

“I told the kids, ‘We had a lot of friends come in over the weekend, and we have to help clean up after them,’ ” Cox said with a laugh. “So, hopefully, they’ll get the idea they need to clean up after their friends.”

Nick Donka, of DeKalb, and his sister, Makayla Heibel, helped to create the group and were also on hand.

Donka provided bags and trash pickers to the group from the Visitors Center, including two smaller pickers for the children. The group raised money last year to afford more trash pickers, including the longer 8-foot picker that Donka used to get the particularly tricky pieces of trash off the beaten path.

Heibel said they, too, were inspired to create the group after finding large piles of garbage along the trails last year, which ruined the park’s natural splendor.

“We both talked about it because we’ve always enjoyed the outdoors and we’ve been going since we were little. Mom said she used to carry me on her back, so I guess I’ve been going since I was a baby,” Heibel said. “I think (the cleanup crew) is super awesome.”

Cox stuck around the Visitors Center and picnic area as it was easier for her kids while others hiked the various trails at the park.

“I definitely don’t like seeing garbage in our state park. It seems like you can put up as many signs as you want, but there’s still people who don’t pay attention or whatever and throw stuff on the ground,” Hallock said. “I just feel that, for now, this is the best solution to keep the park clean.”

What they found The group found reusable and plastic water bottles, wrapped up dog poop, beer bottles, car seat covers, plastic toys, diapers and more.

A beer bottle was just out of reach with the longest picker, and Donka expected to use some of the group’s remaining cash to get a 20-foot picker for future trips.

Joe Grady, of Streator, and Richard Weitzel, of Marseilles, cleaned up the bottom of Wildcat Canyon, which had a modest waterfall flowing into it and said water bottles were the most common.

They’ve visited Starved Rock for most of their lives and wished hikers kept in mind that plastic water bottles are not biodegradable.

“If you carry it in, you can carry it out,” Grady said.

“And remember most water bottles are collapsible. So you can crush it and stick it in your pocket,” Weitzel said as he did just that with his

own bottle.

Donka estimates he’s hiked the trails with a garbage bag around 15 times and said the oddest find was a hypodermic needle.

“Kind of makes you question what you pick up with your hand,” Donka said.

He added on the first few trips, they would walk out with a number of garbage bags, some of which he joked may have been sitting there for decades.

“It’s probably made our job easier today,” Hallock said.

Efforts bearing fruit

In fact, site superintendent Kerry Novak believes the group has had a positive impact on the park in just a year. The staff is unable to keep up with the large amounts of trash on the trails and welcomes the volunteer groups as well as the general hiker looking to take a garbage bag along for a casual stroll.

“A lot of people are commenting how (the trails) are so much cleaner this year and, you know, since they are cleaner people tend to keep them cleaner,” Novak said.

Novak added people likely won’t add to the garbage if they don’t already see a build-up on the trails, but added it’s impossible to make a positive impression on all visitors.

Donka said the trip May 29 was the dirtiest he’s seen it this year, but it wasn’t as bad as some previous visits.

It was Cox’s second visit to the park this year, but she said the amount of garbage remained consistent with what she had seen last year.

“Except the big piles (of garbage).

I think those are starting to dwindle,” she added.

Cox was still working on the lower level around the Visitors Center more than two hours later and said she’ll have to go over another portion again as a large group of people had just thrown some garbage around.

She had hoped seeing a volunteer on the grounds would have discouraged them.

Cox said usually hikers are very appreciative of her efforts and some ask to use her garbage bag to throw away trash.

She’s glad as it cuts down on the amount she’ll be grabbing later.

“I’d rather have them do that than on the ground,” Cox said with a smile.

“But most people are very grateful that we’re out here helping out.”

The Starved Rock Cleanup Crew organizes events on Facebook at fb.com/groups/751458134978878. But the average hiker is able to ask for a garbage bag and trash picker at the Visitors Center at any time.

Starved Rock personnel ask all hikers to stay on marked trails and not to climb walls or cliffs.

Conservation Police Sgt. Phil Wire said the park had three medical calls for sprained ankles and one individual who was hit in the head with a falling piece of sandstone at St. Louis Canyon but was checked out and did not suffer major injury.

Wire said police handed out about 140 citations during the weekend and 104 written warnings.

Citations included alcohol against regulations, fishing without permission, being off the trails, DUI and possession of marijuana.

The department also had eight cases of children being under 13 without a life jacket. “That’s up this year compared to what we’ve had in the past,� Wire said.

Novak said the litter on the trails has been kept to a minimum this year, in part due to the work of volunteer groups such as the Starved Rock Cleanup Crew.

He said he hopes the rest of the summer remains as safe. “I’m looking forward to a nice, busy summer and everyone enjoying themselves and hiking safely,� Novak said.

UTICA — Starved Rock State Park saw a slight decrease in attendance this year during the Memorial Day holiday weekend compared to previous years.

Site superintendent Kerry Novak believes the extreme heat may have played a factor. “I think Monday the heat kind of discouraged people,� Novak said. “The other thing we noticed is normally people come here for two hours. I think they cut that in half on Monday.�

The park saw an estimated 90,362 visitors during the three-day holiday weekend, which is less than last year’s total of 93,374 and the 2016 total of 94,452.

The estimation comes as a result of detecting the number of vehicles entering the park at the

west entrance and lodge. Each vehicle is counted as 5.5 people.

The decrease continues an overall attendance drop this year that Novak attributes to the late arrival of pleasant weather. The area’s weather remained cooler and rainy when compared to 2017. “The staff has had a nice little breather on that, which made them happy,� Novak said with a smile.

Novak said the Visitors Center was prepared for the heat with ice packs but was thankful that no one fainted on the trails. “You saw a lot of very sweaty people going for their cars and turning the air conditioner on,� he said.

Novak said hikers should plan on bringing sunscreen, hats and plenty of water when hiking during warm temperatures. Additionally, he said not to forget water for four-legged friends. “A dog needs more water than a person does out there, and you’ve got to carry it with you,�

A Henry woman died after a May 30 rollover crash on Route 18 east of Magnolia that required a water rescue.

TONICA Two-vehicle crash At 3 p.m. on May 31, deputies responded to Route 18 near East 7th Road in Richland Township for a two-vehicle head-on collision. Brian Northrup, 22, of Oglesby was traveling east and attempted to pass another vehicle, but struck the vehicle driven by Salem Genseke, 31, of Lostant head-on. Lostant Fire and EMS, Wenona Fire and EMS, the Illinois State Police and IDOT assisted in responding to the accident. Both drivers were flown to OSF St. Francis Hospital in Peoria. The accident is under investigation.

No injuries in house fire TONICA — A fire at a Tonica residence early Saturday, June 2, was contained to a dining room area.

At 6:28 a.m., Tonica firefighters were called to the structure fire at 515 S. First St. Oglesby firefighters also brought a pumper, according to a press release.

Upon arrival, firefighters found smoke coming from a two-story residence. A search determined no one was home at the time of the fire.

The fire was quickly suppressed, with overhaul and ventilation also

performed.

Tonica responded with two pumpers, a pumper tanker, rescue truck and ambulance. LaSalle County deputies assisted with traffic control while Route 251 was partially closed.

Damage was contained to a dining room area, with smoke throughout the residence. The State Fire Marshal’s office is investigating the cause.

No further information was released.

OTTAWA Reddick Mansion Association will host its second annual scavenger hunt OTTAWA — The Reddick Mansion Association will presents its second “Architectural and Historical Scavenger Hunt of Ottawa” on Saturday, June 23, starting at 6:30 p.m. at the Mansion.

“People really enjoy trivia nights during the winter,” said Lorraine McCallister, president of the Reddick Mansion Association. “An outdoor photo scavenger hunt through Ottawa is a great summer version of those trivia nights. We had a great time last year — we’re hoping last year’s

players will be back and that many new ‘scavengers’ join the hunt, too!”

Hosted by RMA board member and trivia expert, Steve Novarrio, the scavenger hunt will begin at the Mansion where participants will receive a packet of photos of architectural and historical highlights located throughout the west side and downtown Ottawa. People will have approximately 1.5 hours to walk or drive around Ottawa and identify as many photos as possible.

According to Novarrio, “We have new categories this year, including ‘Down on the Corner,’ ‘Alphabet Soup’ and ‘It’s Monumental.’ Some of the photos are easily recognized, but, others

will require people to look at local landmarks from new and different perspectives.”

At 8:15 p.m., the teams will check back in at the Mansion and enjoy refreshments while the winners are determined and prizes awarded.
