Mautino campaign matter will go back to Board of Elections Appellate court calls for spending review

BY DEREK BARICHELLO Shaw Media SPRINGFIELD — The state Board of Elections will revisit a complaint regarding former state Rep. Frank Mautino’s campaign spending after an Appellate Court decision was made May 23.

The 4th District Appellate Court in Springfield says the state elections board should address Mautino’s campaign committee’s expenditures on fuel and car repairs, as well as expenditures at a local bank.

Mautino’s campaign spent more than $225,000 on gas and repairs over a roughly 16-year period.

Last May, the board fined Mautino, of Spring Valley, $5,000 for failing to produce requested records, but it did not say whether the spending was proper.

The board, through its attorney, noted it was hampered to do so by

the lack of records, and in turn, Mautino’s camp has argued it can’t produce records, because there’s no committee to do so.

Streator resident David Cooke, who filed Frank the complaint, wanted Mautino that answer. He conIllinois auditor tested, for example, the general committee was supposed to reimburse car expenditures through mileage, because it didn’t own or lease any cars.

The Board of Elections now must decide to bring the matter in front of its full board Tuesday, June 19, to consider evidence already presented, or if the matter should go back to a public hearing officer for additional evidence, said Matt Dietrich, public information officer for the Board of Elections.

“I’m not sure which of those two it would be, but that decision will be made in the next day or two,” Dietrich said. “We have to take some sort of action and have at least five board members weigh in one way or

the other.”

Cooke’s attorney Jeffrey Schwab, of the Liberty Justice Center, which is tied to the conservative Illinois Policy Institute, said their preference would be to go in front of the full board, because they believe they’ve presented enough information to the hearing officer.

“But if they want another hearing, we can do that, too,” Schwab said.

“Having the board decide seems reasonable and a way to save time.”

Either way, Schwab is calling the appeals decision a victory for his client.

Since the Board of Elections depends on citizens to make complaints, Schwab has argued the absence of a ruling on the expenditures — deemed the heart of the matter by his client — discourages future citizens from participating in the process.

Mautino, a Democrat, served as a state representative from 1991 until he resigned in 2015.

On Jan. 1, 2016, he took office as auditor general for the state of Illinois, a position he currently holds.

School water main break prompts emergency action by the board Missing school keys located

The district held a special board meeting this past week to approve a resolution that allowed the district to use Health Life Safety funds to pay for repairs to the water main break.

The break has been repaired.

Also during the special meeting, the board passed its annual prevailing wage rates resolution, which must be approved every year by June.

During its regular meeting earlier in the month, the board discussed a missing set of school keys, which has been located.

The board passed an Integrated Pest Management Plan, which is mandated, even for districts that contract pest control to an outside party.

An eighth-grade pizza fundraiser was approved for next fall.

Launched at PCHS, Marquis Energy’s program will be expanding to other schools

GRANVILLE — Thanks to the generosity and sense of community spirit at Marquis Energy, Putnam County High School has had a valuable incentive and mentoring program that has encouraged both the students and staff for the past three semesters — the Panther Progress Program, or P³ (P-cubed).

Marquis Energy officials met with Superintendent Carl Carlson in 2016 and shared a desire to define an academic goal-setting program where students work with assigned mentors to submit an application detailing two goals they would like to work on throughout the semester.

“It’s helped put a focus and emphasis on the individual student because it’s unfortunately all too easy to think of the collective, and the mentoring involved has allowed for the formation of meaningful relationships between our staff and students which, in some cases, has continued beyond the student’s time here at PCHS,” Principal Clayton Theisinger said.

According to Theisinger, the goals “must be rigorous and based on previous academic and behavioral data.” Accepted students then continue to work with their mentors on a weekly basis throughout the semester in order to accomplish their chosen goals.

Mentors can provide important and motivational assistance to the students because each works with only one or two students.

The fall 2016 semester served as the pilot and was offered only to seniors. It’s now being offered to

However, Theisinger added those students not meeting their goals still came extremely close and showed tremendous gains.

The program has now been changed so that students who meet some, but not all, of their goals can still receive an encouraging incentive to continue their efforts.

“Students who attend all of their mentor meetings will receive $100; students who meet one of their goals and attend all meetings will receive $300; and those meeting both goals and attending all meetings will receive $600,” Marquis Energy’s Dennis Thompson said at a celebratory luncheon held at PCHS on May 22.

“You have to be very in-depth with your goals, and it’s been hard to maintain everything,” he said.

Another student said the most important aspect of the program to her has been “having someone to talk to.”

There are approximately 20 students in the program, and although not all succeed in meeting the requirements to receive the finan-

cial incentives, there are still benefits to be had.

“It’s a rigorous program, and not everyone succeeds, but there are still valuable lessons in that,” Theisinger said.

Because of the success of the PCHS program, Marquis Energy has begun offering it to other schools, although with a different name. According to Thompson, the program will now be called M³ (M-cubed), in reference to the three educators within the Marquis family.

He said the details of the program have been presented to the high schools in DePue and Henry.

“The DePue School Board has already approved and signed off on it, and we’re proud to be able to offer it to them,” Thompson said.

Marquis Energy is the largest dry-mill ethanol facility in the United States and has a production capacity of more than 300 million gallons of ethanol a year.

Single-vehicle accident ​At 1:02 p.m. on May 23, deputies investigated a single-vehicle traffic accident at Route 251 and Route 351 in Eden Township. Lauren Gerdes, 32, of Minonk was westbound on Route 351 and turned south onto Route 251, striking the stop sign in the median. No injuries were reported, and no citations were issued.

One-vehicle rollover accident At 10:43 p.m. May 18, the Tonica Volunteer Fire Department, along with Cedar Point Fire and Standard Rescue, responded to a one-vehicle rollover accident near 2292 Meridian Road, west of Cedar Point.

Emergency personnel found three people outside of a vehicle resting on its side.

The three were medically evaluated by the EMTs, and all refused transport to a hospital and were released. The LaSalle County Sheriff’s Department investigated the accident.

Semitrailer rolls off Interstate 39 At 11:55 a.m. May 21, the Tonica Volunteer Fire Department received an emergency dispatch to Interstate 39, north of mile marker 46. Personnel were told a semitrailer had gone off of the northbound road and ended upright in a waterway at the east edge of the right-of-way. Emergency responders found the driver had experienced a medical emergency. The driver was transported to IVCH. Tonica responded with an ambulance and rescue pumper and was assisted by IDOT and the Illinois State Police, who investigated. Tonica cleared the scene in about an hour. Wrecker services remained at the scene to remove the truck from the waterway.

Voter dilemma haunts Christian conservatives C

hristian conservative voters in Illinois must be haunted by their dilemma: Hold their noses and vote for incumbent governor Bruce Rauner in November, or stay at home and let even-more-distasteful (to them) challenger J.B. Pritzker win.

Based on an informal poll of my insider political friends, these Christian conservatives will not only have to vote for Rauner, but do so “enthusiastically,” that is, in big numbers, or his bid for re-election is almost assuredly doomed.

To review: A little-known challenger to Rauner in the March GOP primary captured almost half (48.5 percent) of the vote in that race.

State Rep. Jeanne Ives, R-Wheaton, rallied Christian conservatives to her/their cause over Rauner’s signature on an abortion bill that provides taxpayer funding for abortion.

His signature came after publicly promising to them and even to the Catholic cardinal of Chicago that he would veto the bill.

UNDERSTANDING ILLINOIS Jim Nowlan

Fascinated by campaign prognosticating, I went to my dozen insider buddies and asked them if Rauner could win re-election. These grizzled current and retired elected officials and lobbyists from both parties conclude that Rauner has a very, very slim chance of winning.

Contrary to conventional wisdom that Illinois is a Blue (Democratic) state, Republicans have been successful in winning a number of statewide offices in recent elections, e.g. Judy Baar Topinka for comptroller, twice; Mark Kirk (U.S. Senate), Dan Rutherford (treasurer), and Rauner himself.

But the insiders say the governor has not accomplished anything much, thus offending many suburban Republicans, in addition to the irate Christian conservatives.

Further, opponent Pritzker is new to politics and thus has none of the political baggage of former governor Pat Quinn, which played a big part in Rauner’s narrow victory 4 years ago.

The Christian conservative vote represented, I believe, most of the voters who turned out against Rauner in March.

I estimate on the back of my envelope that this intense anti-abortion group will represent about 20 percent of the overall vote in November. Obviously, turnout among this group is critical to Rauner.

Rauner needs Jeanne Ives and her conservatives much more than they need him. That is the reason state GOP chair Tim Schneider, a Rauner loyalist, recently made nice with Ives backer Mark Shaw, chair of the important Lake County GOP. Shaw had been mounting an effort to topple Schneider.

Because of a last-minute, burythe-hatchet accord, Schneider and Shaw will be co-chairs of the state party.

Had Schneider not offered the peace pipe to Shaw, such would have poured salt into the wounds of the large Ives faction of the party. This still does not, of course, assure that the Ives faction will turn out in big numbers for Rauner in November.

Does it matter much who is elected governor?

Both candidates favor abortion rights, so Christian conservatives face a Hobson’s choice. They can stick with a governor who lied to them on an issue of great importance to them – and do so with enough energy to achieve a big turnout of their kind – or forfeit the election to an even worse (in their eyes) alternative.

In a non-presidential election year, when it is hard to arouse voters to the polls, my insider friends and I think it unlikely Christian conservatives will carry the day for Bruce Rauner.

Santa Fe shooting: ‘There has been so much suffering here’

hirty years ago, I received my master’s degree, packed up my Ford and headed for an adventure in Texas.

I’d accepted a job as the education reporter for the Galveston Daily News and was assigned to cover nine school districts and a medical school.

My first day on the job, a fellow reporter, Doug Loveday, drove me to Santa Fe, a small town near Galveston. We ate lunch at the Busy Bee Café.

When we walked into the diner, all the men were wearing cowboy hats and boots. These weren’t fashion affectations. They wore them to work in the factories, oil refineries, building sites and shipyards.

Most of the folks in this town of 10,000 had calluses on their hands and took showers when they got home from work – not before they left.

As Willie Nelson and Hank Williams played in the background, Doug and I sat in the café, ate chicken fried steak and talked about the community.

The schools were good, the parents supportive and the churches strong. The town was so quiet that the newspaper never sent a report-

SPRINGFIELD SPOTLIGHT Scott Reeder er to review the daily arrest reports at the police station. After all, nothing ever happened in Santa Fe. Folks from Santa Fe could fit well in just about any downstate Illinois community. They work with their hands, love their kids and value their faith.

The town reminded me of my hometown of Galesburg.

Early last Friday morning, my computer began chirping. Prayer requests from friends in Galveston County poured in. These were earnest supplications, not those throw away “thoughts and prayers” lines you so often hear from so many politicians.

My first clue something was amiss was when a friend posted this: “My beautiful, beautiful niece is ok, but we are waiting for her boyfriend, whose been taken into surgery at the hospital. … but please pray for everyone involved here. There are lots of families who are devastated here.”

I received that note, before word of the shooting made it on to the national news.

I remember wondering, “What is she talking about? A shooting?”

And then there were calls for blood donors. Later came more calls for prayers for the many victims. Pictures of grieving mothers and children soon filled my newsfeed along with fragments of information: Everyone’s favorite teacher shot dead. Blood in the hallways and classrooms. Children being carried on stretchers.

My friend Ted Hanley called from Galveston. He said first the police and ambulance sirens sounded as emergency personnel raced to the neighboring town. Then helicopters carrying the wounded kept roaring over his house. Later, a large gray van carrying the bodies rolled by his office on its way to the county morgue.

“It’s so hard to wrap my mind around. It was only seven or eight months ago when this community was hit by Hurricane Harvey.

There has been so much suffering here already,” Ted told me.

Ted, who has been a friend of mine for 30 years, runs a social service agency called the Jesse Tree.

It works with churches and other organizations to help people in need in Galveston County.

I have never encountered a more efficiently run charity.

Already, the Jesse Tree is preparing to provide wheelchairs, crutches and other durable medical supplies to those injured in the shooting. Galveston County has a high number of families without health insurance.

Perhaps, more important, the Jesse Tree has a team of grief counselors who will work with children at Santa Fe High School and with others in this community that has suffered much.

“I just keep thinking about the high school graduation coming up,” Ted told me. “There will be all of those students who won’t be there to graduate. This community will never be the same.”

OGLESBY — Illinois Valley Community College’s Sigma Kappa Delta members installed a Little Free Library, which houses give-and-take books accessible to the public, at Hy-Vee in Peru. A ribbon-cutting ceremony was held May 17.

SKD is the college’s two-year college English Honor Society which strives to promote English and literacy.

SKD chose the locations and built the boxes from scratch.

“We are thrilled to be completing this community project,” said SKD President Akari Oya. “We could not have done it without the help of Aseret and David Loveland, the

enthusiastic donors of this project.”

SKD Secretary Justin Lewis commented, “Knowing that a project I helped work on will be beneficial to the community is a great feeling, and working together with the other members of SKD was a fun and valuable experience.”

In addition to the Hy-Vee location, members plan to install three more libraries this summer at Fourth Street Bakery & Cafe in Peru, Finns Ice Cream & More in Streator and Roxie’s Sweet Confections in Utica.

Everyone is welcome to take or contribute a book to the libraries and help spread the joy of reading.

LACON — A Father’s Day fly-in/drive-in breakfast will be held from 7 to 11:30 a.m. Sunday, June 17, at the Marshall County Airport, located onehalf mile east of Lacon. The menu will be pancakes, eggs and sausage, and the donation asked is $6 for adults, $4 for children, with ages under 6 free. Pilots in command also eat free. Participants should also bring their own tie-downs. The event will also include airplane and helicopter rides, and static airplane displays. The public is invited.

Local author will speak LASALLE — The LaSalle Public Library will host Carole Ledbetter, local author and newspaper contributor, at 6 p.m. Tuesday, June 5, when she presents, “Growing Up in the Illinois Valley: Telling Our Stories and Why Memories Matter.” She will share excerpts from her newspaper columns, highlighting perspectives gained from growing up and growing older in the Illinois Valley. This program is free, open to the public. The library is located at 305 Marquette in LaSalle.

IVCC women’s basketball team will host camp OGLESBY — The Illinois Valley Community College women’s basketball team will host its annual basketball camp Monday, July 9, through Thursday, July 12, in the gym.

Third- to fifth-graders will meet from 9 to 10:30 a.m.; and sixth- through eighth-graders will meet from 11 a.m. to 12:30 p.m. Head coach Tom Ptak and his players will emphasize fundamentals, passing, dribbling, shooting and learning the game.

IVCC men’s basketball team will host camp OGLESBY — The Illinois Valley Community College men’s basketball team will host its annual basketball camp Monday, June 25, through Thursday, June 28, in the gym.

Camp for grades 1-3 will meet from 8 to 9 a.m.; grades 4-6 will meet from 9:15 to 10:45 a.m.; and grades 7-9 will meet from 11 a.m. to 12:30 p.m.

Head coach Chris Herman and his players will work with participants on fundamentals. Campers will participate in drills, stations and competitions designed to develop their individual shooting, passing, ball-handling and defensive abilities.

Pre-registration is recommended. The cost of the camp is $50 per player and includes a camp T-shirt. Campers should bring their own basketball.

SKD students spread literacy in the Illinois Valley with Little Free Libraries

OGLESBY — The Illinois Valley Community College volleyball program will have youth and high school camps for players ages 8-17 Friday, June 22, through Sunday, June 24.

Beginner camp will meet from 9 a.m. to noon June 22-23 and from 9 to 10:30 a.m. June 24. The high school prep camp will meet from 12:30 to 3 p.m. June 22-23 and from 11 a.m. to 12:30 p.m. June 24.

The camp focuses on player experience rather than a grade-based approach. Beginner camp covers basic skills such as serving, passing, setting, hitting, blocking, digging, serve receive and game strategies. The camp is an introduction to volleyball and is recommended for ages 8 to 12 and for those from basic middle school programs.

The high school prep camp is designed for players with a higher level of experience (regardless of age) with multiple years of club or from advanced middle school programs.

Focus will be on refining individual skills, running quick offenses and multiple defenses.

Camps are led by head coach Erin Polte and assisted by the IVCC volleyball team and assistant coach Mariela Serrano.

Polte has four years of personal coaching experience working with various ages and skill levels. She grew up in a volleyball environment, watching her mother coach her entire life. She played competitively from the age of 12 to 22.

The $55 registration fee includes 7 1/2 hours of instruction, a T-shirt and certificate. Registration forms are available at www.ivcc.edu/athletics and are due by June 7 to ensure T-shirt sizing. Reddick Mansion will participate in Blue Star Museum Program OTTAWA — The Reddick Mansion will again offer free admission to all active duty military personnel and their families this summer as part of the Blue Star Museums program.

Blue Star Museums is a collaboration of the National Endowments for the Arts, Blue Star Families, the Department of Defense and more that 2,000 museums across America to offer free admission to all military personnel and their families from Memorial Day through Labor Day. Blue Star Families is a national, non-profit network of military families from all ranks and services, including guard and reserve, dedicated to supporting, connecting and empowering military families. According to Lorraine McCallister, president of the Reddick Mansion Association, “The Reddick Mansion is proud to be part of this national appreciation program — it is one way for us to express our gratitude to military families for their sacrifice, service and dedication. During the past five years, we have had several veterans and their families tour the Mansion as part of this program and we are hoping for even more participants this year.”

The Reddick Mansion, built in 1858, is listed on the National Register of Historic Sites and is open for tours four days a week (Friday through Monday). The Mansion, at 100 W. Lafayette St. in Ottawa, also has meeting/reception rooms available for rent for special events.
