Two teachers, school treasurer honored as they step down New board member, treasurer appointed

BY ZACHARY J. PRATT news@tonicanews.com TONICA — If life is made of many partings, the Tonica School District is seeing its share, but from those partings, it also sees new individuals joining its team.

At the May 15 school board meeting, the district recognized the service of three people who are retiring, but brought on a new board member and treasurer to fill open positions.

The district recognized retirees Lynn Anderson, third grade; Jan

Martin, special education; and Joyce Obermiller, district treasurer.

School “Tonica was on the lower end of paying the treasurer,” said Al Leffelman, board president, as the board voted to increase the yearly pay from $600 to $1,200.

“We’re just wanting to pay what’s fair.”

of the district’s new treasurer, Don Liesse.

A seat on the board had also sat empty, the opportunity to fill it advertised to the local populace. Out of the applicants, the board selected Jared Olesen, who teaches at Illinois Valley Community College.

In other discussion, the board approved purchase of materials for a 20-foot parking lot extension.

While the district is paying for materials, with help from the Parent Teacher Council, work is to be done by volunteers.

The district is preparing to receive specs for a second wave of healthlife safety work. “When all is said and done, we’ll be ready for our next 10-year work,” said Principal-Superintendent Chuck Schneider.

BY DAVE COOK news@tonicanews.com HENNEPIN — Billy J. Marcano, the man who triggered a seven-hour standoff with law enforcement in February, had his bond reduced during a May 16 status hearing in Putnam County Circuit Court.

His family was expected to post the required amount shortly afterward so he could be released until his next court date.

It was at 1:47 p.m. on Feb. 5 when the Putnam County Sheriff ’s Office received a call that a male, later identified as Marcano, 31, had used a machete to break through a locked interior door in the back of Moreno’s restaurant in McNabb and entered while making threats.

He had been renting an apartment adjacent to the restaurant for approximately a year.

He is also alleged to have gone to an upstairs apartment Billy J. and broken in before Marcano returning to his residence. He remained there until the standoff ended at about 9 p.m. when he surrendered to law enforcement.

After initially being found unfit to stand trial and subsequently receiving mental health care, Marcano’s behavior in custody has reportedly greatly improved. He was then ruled fit enough to face the court’s charge during a previous hearing.

“A condition of his release is that he continues to take his prescribed medications and that he also regularly sees a counselor, which is

something he didn’t have access to while being held here. Our No. 1 concern is that he receives the care he needs,” Putnam County State’s Attorney Christina Judd-Mennie said after the hearing.

Judge James A. Mack informed Marcano of the conditions of having his bond reduced from $500,000 to $15,000. With 10 percent to apply, his family needed to post $1,500 for his release rather than $50,000.

Marcano also agreed he wouldn’t violate the law while free on bond, as well as to a waiver of extradition in the event he left the state before his pending trial for a charge of burglary.

Court documents show Marcano will be living with family in Downers Grove.

A May 23 status hearing was vacated, and a new hearing was scheduled for 10:30 a.m. on Aug. 1. A trial date has not yet been set.

This year, there will be a choice of five routes — 10, 30, 65 and 100 miles, and new this year, the 75-mile adventure route. This route is intended for the off-road adventure seeker, and there is

little roadside assistance provided for this route. The themed rest stops are stocked with a variety of nutritious supplies to keep bicyclists on the road.

Meet the creator of Memorial Day Gen. John Logan of Illinois started observance in 1868

URPHYSBORO — Civil War General John A. Logan is credited with creating what we know today as Memorial Day, according to the executive director of the museum in Murphysboro that is dedicated to him.

Logan was born Feb. 9, 1826, in Jackson County, Ill., on family property that became a part of the city of Murphysboro in 1843.

“Gen. Logan founded Memorial Day as a national holiday,” said P. Michael Jones, executive director of the General John A. Logan Museum.

“He did that when he issued General Order No. 11 on May 5, 1868, as commander-in-chief of the Grand Army of the Republic, sometimes referred to as the GAR.” Jones said several cities have claimed to be the first to observe Memorial Day — or Decoration Day, as it was called after the Civil War. “The question is not who started the Memorial Day we have today, it was John A. Logan,” Jones said.

“The question is, where did Logan get his idea?”

Jones said historians have several

theories about where it started.

However, according to research, newspapers printed in the 1930s and 1940s stated Memorial Day started in the South. Jones said today some Southern states observe Confederate Memorial Day. In her book “Reminiscences of a Soldier’s Wife: An Autobiography,” Logan’s wife, Mary Logan, wrote about her March 1868 visit to Virginia: “In the churchyard near Petersburg we saw hundreds of the graves of Confederate soldiers.

These graves had upon them small bleached Confederate flags and faded flowers.”

She said her husband, Gen. Logan, was interested in her trip when she returned and told him how touched she was to see the decorated graves.

Gen. Logan issued the General Order to observe Memorial Day two months later, in May 1868.

However, Jones said historians believe John A. Logan should have been aware of the memorial observations being made in the South due to press coverage at the time.

Logan, as commander-in-chief of the GAR, a Union veterans organization, issued General Order No. 11, the Memorial Day Order, on May 5, 1868 from the GAR Headquarters in Washington, D.C. Jones said the GAR was a precursor to the Veterans of Foreign Wars and the American Legion.

At the time he issued his General Order, Logan was also an Illinois representative-at-large of the U.S.

The Memorial Day General Order states: “The 30th of May, 1868 is designated for the purpose of strewing with flowers or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion, and whose bodies now lie in almost every city, village and hamlet churchyard in the land.

“Let us, then, at the time appointed, gather around their sacred remains and garland the passionless mounds about them with the choicest flowers of springtime.

“It is the purpose of the commander in chief to inaugurate this observance with the hope that it will be kept up from year to year, while a survivor of the war remains to honor the memory of his departed comrades.”

According to Jones, Logan’s General Order is still read during Memorial Day ceremonies around the United States.

Rainfall runoff creating problems in Tonica

BY ZACHARY J. PRATT news@tonicanews.com TONICA — In the midst of seemingly continuous rainfall, unfulfilled agreements are not helping Tonica control the overflow of water.

The new Dollar General opened before its final inspection and before completing promised grading work that would have helped control the flow of runoff water in the area.

“I looked at it, and they were going to, they agreed that they were going to do something,” Village President Kevin Sluder said.

That something in question is some grading work that would have helped guard against some of the village’s current problems with water runoff.

“They agreed to do some grading

in the back,” village engineer Jack Kusek said, “to slow it down and help control the runoff.”

However, by the time the business opened, the grad- Kevin Sluder ing work remained Tonica village uncompleted, and president now the runoff is causing problems.

“We never did a final inspection, and they just opened up,” Kusek said. “I expected to do a final inspection and at least give them a certificate of occupancy.”

With the upcoming new Casey’s General Store location, the village would prefer not to set a precedent that a final inspection is unnecessary. To that end, Dollar General is to receive a letter reminding of the unfulfilled agreement, which

would also provide a statement that the village will not provide the establishment money, as per the TIF agreement, for the uncompleted project.

Sluder acknowledged that nothing might be able to be done at the moment because of the immense amounts of water that have hit the village, but said that “they need to fix that, because that’s a mess.”

Kusek agreed. “They need to realize that they’re not done,” he said.

In the meantime, the village is figuring out how to redirect the water and has determined some ditching might be in order.

“At least if they slow it down a little bit, we re-ditch and take it out, that’ll help,” Sluder said.

“Maybe we won’t be doing the roads this year,” Sluder said. “We might be doing a lot of ditching.”

They also offer great road support throughout the day.

Fire science training gives youths experience, possible career path

BY DAVE COOK news@tonicanews.com OGLESBY — More often than not, high school students are expected to not only go to college, but to also know what future career field they want to enter.

The LaSalle-Peru Area Career Center has been providing students from across the Illinois Valley with practical, real-world experiences in a variety of trades that lead some directly into new careers they might not have previously considered.

Courses in the program include automotive, computer-aided drafting, welding, cosmetology, graphic communications, health occupations, machine technology, culinary arts, residential wiring, construction, child care and early education, computer repair and fire science.

“Any more, kids are expected to figure out their career paths so early that this helps them experience some different options and possibly discover something they may not have realized they’d enjoy doing,” Robbyn Partain, ACC instructor and Utica Fire Department firefighter, said during a recent training exercise held at the Oglesby Fire Department.

“If nothing else, it helps give them respect for what we do,” Partain said.

The fire science program attracts a variety of students. Some are actively pursuing a career as a firefighter and are already cadets on their local fire departments, some gained interest during shared medical training through the certified nursing assistant class, and others were just curious and may or may not decide to pursue it as a career.

The training at the Oglesby training building was conducted with help from the Tonica Volunteer Fire Department. The program includes students from Putnam County, DePue, Hall, Ottawa, LaMoille, L-P, Mendota, Henry and Princeton.

Students completing the program

will earn certification as a medical responder.

Izzy Thompson of Hennepin, a Putnam County High School student, is in her second year of ACC training and discovered the fire science side of the program while enrolled in the course to be a certified nursing assistant.

“I really like the medical field and I might pursue this as a career, or maybe just volunteer,” she said before entering the training building.

More than a dozen students were split into four groups. Fully equipped, they were tasked with entering the smoke- and obstacle-filled building to experience how disorienting and potentially dangerous this can be during a real fire.

After that, the groups went to the building’s second floor to crawl and work themselves through a cramped maze as quickly and safely as possible.

The maze includes a number of wires hanging in the way, as well as some tight, awkwardly shaped holes they had to squeeze through while wearing breathing apparatus. All safety protocols were followed, just as in a real fire.

“This will be fun. Now, don’t get me wrong, it’s going to be tough and you’re going to have to conserve your air and work together as a team, but it will be fun,” an instructor told the students before entering the smoke-filled building.

“This program teaches them even before they’re out of school and let’s them figure out if they’d be interest-

ed in following this career,” Oglesby Fire Department Captain Dusty Shan said.

DePue High School senior Aracely Quintana is already a volunteer on her hometown fire department and enjoys the challenges posed by the ACC Fire Science program.

“I’m going into the Army, and this was the most structured, disciplined class I could take,” she said.

Tonica and Oglesby firefighter Dan Francisco said programs such as the ACC can hopefully help small departments find experienced help.

“A lot of departments, especially in smaller, rural areas, are struggling to find help. This program lets students get their feet wet, and if they eventually become interested in joining their local fire departments, then they’ll have some valuable and practical experience,” Francisco said.

ACC instructor and Tonica Volunteer Fire Department Captain Rick Turri said the students also get to work with rescue tools, hoses and ladders, and they also learn a number of knots and rope lashing techniques to hoist equipment.

Ottawa Township High School’s Katelynn Leix said she’s enjoyed the variety of hands-on activities in the fire science program.

“There’s been a lot of different challenges and there’s a lot more to this than just fires. Going into the building was kind of scary because you can’t see and everything is unfamiliar. It helped me understand what it could be like during an actual fire,” she said.

A constant danger: Troopers say drivers still aren’t moving over for emergency vehicles ‘You try not to get a little too comfortable out here’

BY BRENT BADER Shaw Media LASALLE — Illinois State Police Sgt. John Morscheiser II grabs his trooper hat and prepares to exit his vehicle onto Interstate 80 to speak with a driver he clocked going 16 miles above the speed limit.

He opens the door slightly and looks behind him, toward what he says is the greatest hazard any Illinois State trooper faces: oncoming traffic.

Once the road is clear, he walks over to the vehicle and speaks with the driver before walking back to his clearly visible and illuminated Illinois State Police SUV. He pauses in front of the vehicle on the side of the road.

A truck with an attached trailer whizzes by a few feet from the officer at more than 70 mph, shaking both Morscheiser’s vehicle and that of the driver who was pulled over.

Once the road is cleared again, he steps back into his vehicle. “He could have gotten over,� Morscheiser said. “Like I said, it’s constant.�

Morscheiser agreed to let a Times reporter ride with him for a four-hour stretch to understand not only the dangers of passing vehicles on the side of the roads at high speeds but also the high number of people who do it.

In just one instance of a traffic stop, five vehicles raced past the police vehicle in the right lane at speeds breaking 70 mph. That’s also not counting the number of vehicles topping the speed limit in the left lane, where drivers are still expected to reduce their speed. “They’re not going by me with ‘due caution’ as the law says,� he added.

Drivers are advised to move over and slow down when vehicles, emergency or otherwise, are parked on the side of the road. was unable to educate those particular drivers of what’s known as “Scott’s Law� or the “Move Over Law� that requires drivers coming up on an emergency vehicle to proceed with “due caution� by changing lanes if possible and reducing speed.

Other laws also request the same due caution for passing others on the side of the road such as construction vehicles, passenger vehicles, disabled vehicles and more. “If you’ve ever had a flat tire on the side of the interstate and people are just constantly (rushing by), you’ll know why it’s important,� Morscheiser said.

And this doesn’t mean drivers speeding 85 mph

should slow down to 70 mph. Morscheiser adds he doesn’t want drivers hitting their brakes to go 30 mph and cause an accident, but generally he likes to see drivers cognizant of their environment by slowing down to a comfortable speed, with both hands on the steering wheel and driving in a relatively straight line as the road allows.

Whether a driver gets a warning or a citation is up to officer discretion, according to Morscheiser, and the situation in which the driver violates the law, but citations often come with a mandatory court appearance and a fine of no less than $100 and no more than $10,000.

IVCC honors employees OGLESBY — Illinois Valley Community College recently honored several members for their dedication to the school and students.

Gerilynn Smith of Wenona received IVCC’s 2019 Connie Skerston Memorial Award for Support Staff Distinguished Service; Mary Black of Oglesby received the Stephen Charry Memorial Award for Teaching Excellence; and Craig Castaneda received the Outstanding Part-time Faculty Member Award at IVCC’s 23rd annual employee recognition event held at the Grand Bear Lodge.

Other nominees for the distinguished support staff award were Ida Brown, financial aid and veterans benefits adviser, and Crystal Credi, student services administrative assistant.

Smith, the administrative assistant for facilities, was nominated

by Business Services and Finance administrative assistant, Jan Full.

“Gerilynn always has a smile on her face. She is also a friend to both newcomers and experienced staff. She has a welcoming attitude at work which makes a co-worker feel a part of the team,” Full said.

Smith has more than five years experience in the facilities department and maintains the day-to-day operations in addition to scheduling events and ensuring proper set-up.

She’s also served on numerous committees and teams.

“Corbin had an amazing end to his elementary track career. He set

goals on the first day of track this spring that he wanted to return to the state track meet and this time medal. He did just that. I am sure he wasn’t happy with his time on Saturday after winning his heat on Friday. The look on his face after the 200-meter dash when he got out of the blocks bad, and then received a medal, was amazing. He worked hard to accomplish what he did,” said LGS track coach Holli Rapp.

The student who nominated him for the award said he encouraged her to persevere when she was about to drop his course because of a recent surgery. She successfully completed the course. Castaneda’s full-time position as a physical therapist in a local hospital strengthens his classroom and lab instruction, the student said.

Illinois State Police District 17 troopers issued 50 citations for Scott’s Law violations since Feb. 1 of this year, and issued three citations over the same time period last year.

The district has not had any vehicle hit in 2019, but the recent deaths of Troopers Christopher Lambert, Brooke Jones-Story and Gerald Ellis have served as a wake-up call for some.

“I don’t think it’s necessarily changed what I do, but you do remember what we’re doing out here,” Morscheiser said. “You do get a little complacent, you try not to get a little too comfortable out here, but anything can happen at any time, so you want to keep your head on a swivel.”

The increase in citations is rippling through the entire state with the Illinois State Police stating on Facebook troopers have issued 2,558 citations since the beginning of the year, which is an increase compared to the 339 that were issued over the same period last year.

Morscheiser said they’ve been educating for many years but he’s been leaning more toward citations lately rather than warnings due to the number of troopers who have already been hit in 2019.

“It’s being blasted so far now with media and social media. If somebody’s not familiar with it, they must live under a rock as it’s been blasted in all sorts of outlets,” Morscheiser said.

Morscheiser said while the department is handing out more citations lately, ultimately the main goal is to inform others and keep everyone driving on the roads safe.

As he continues to watch traffic every time he steps out of his vehicle, it’s his hope that drivers drop cellphones as well as their speeds and be mindful of their surroundings.

Not only for his safety and the safety of his fellow officers, but also for their own.

“Everybody’s busy, everybody’s got a place to be but the most important thing is to arrive at your destination safe,” Morscheiser said. “It seems like everybody has an excuse for their actions, but at the end of the day, is it really worth it to save yourself 30 seconds or a couple of minutes here or there?”

DEPUE — A Tiskilwa woman was cited after striking an Illinois Department of Transportation flagger on Route 29 in DePue around 8:44 a.m.

Thursday, May 16.

According to an Illinois State Police press release, a vehicle driven by Agnes Dunn, 86, was traveling eastbound on Route 29, just east of 2850 East Street, when Dunn failed to observe a stop sign being displayed by John Kowalczyk, 68, of Peru, who is a member of the highway construction/maintenance zone crew working on Route 29.

The right side of Dunn’s vehicle struck Kowalczyk and the stop sign he was holding, resulting in minor injuries to Kowalczyk. He was transported to an area hospital, where he was treated and released.

Dunn was charged with failure to yield to a worker within a construction/maintenance zone and disobeying a traffic control device.

ISP District 17 Commander Jason LoCoco reminds all motorists of the need to remain attentive while operating a vehicle.

“The lives and well-being of our troopers and other emergency services personnel often depend on how attentive you are while driving,” LoCoco stated in the release. “You must always reduce your speed when approaching emergency vehicles, move to an adjacent lane when possible, and stop when necessary.”
