Sheriff ’s Office received a call that a male, later identified as Marcano, had used a machete to break through a locked interior door in the back of Moreno’s restaurant in McNabb and entered while making threats.

He is also alleged to have gone to an upstairs apartment in McNabb and broken in before returning to his residence. He remained there until the seven-hour standoff ended at about 9 p.m. when he surrendered to law enforcement.

Judd-Mennie said Marcano is unlikely to face additional charges, and his next status hearing is scheduled for 10 a.m. on May 16.

Marcano also waived the holding of a preliminary hearing on the charge. His trial date will be set at a later date.

Roger C. Bolin, 64, Buda, was one of the nine charged with solicitation of a sexual act.

Bolin also was Roger Bolin charged with attemptPutnam ed solicitation of a County public sexual act and battery, defender stemming from an April 4 incident, according to court documents.

Bolin is a public defender in Putnam County.

Richard A. Olson, 66, Sandwich, was one of the nine charged with

solicitation of a sexual act, from a March 14 incident, according to court records.

Moving to Sandwich in 1994, Olson was the city’s police chief for 16 years before retiring.

He defeated longtime incumbent Tom Thomas in 2013 and was re-elected in 2017. His term expires in 2021.

He didn’t respond to telephone messages left by The Times of Ottawa.

Along with Bolin and Olson, Raul Barajas, 40, Peru; Dustin A. Meredith, 29, Streator; Joseph P. Hanley, 57, Earlville; Wiley M. Sawyer, 18, Waterman; James G. Schaefer, 53, Peru; Richard Peradotti, 55, Peru; and Alphonso T. Thompson, 33, Streator, were charged with solicitation of a sexual act.

Schaefer is the vice president of operations and physician services at Illinois Valley Community Hospital in Peru.

Documents for criminal charges were not filed with the LaSalle County Circuit Clerk as of May 10.

Docket entries were the only information provided.

Templeton, the investigation was conducted on three separate dates, beginning in December 2016.

The second portion of the investigation took place March 14, and April 4, in Ottawa and Peru.

This portion targeted people soliciting the sexual acts, also called “johns.”

The subjects were interviewed and released on these dates.

As a result of this investigation, eight people were charged with solicitation of a sexual act (a Class A misdemeanor) and one person with solicitation of a sexual act, attempted solicitation of a sexual act and battery.

All subjects were mailed a notice to appear with a 9 a.m. Friday, May 31, court date in Judge H. Chris Ryan’s courtroom.

The LaSalle County Sheriff ’s Office and Tri-DENT Drug Task Force worked together with Ottawa and Peru police departments.

The investigation was initiated after complaints from LaSalle County residents regarding prostitution, according to Templeton in a press statement.

Ag program plows ahead with delivery of tractor Trustees grant 2.75 percent raises for staff OGLESBY — Illinois Valley Community College’s agriculture program was recently bolstered when coordinator Willard Mott took delivery of a new Case IH Magnum 340 tractor through a Case IH School-Program, President Jerry Corcoran announced at the May 9 board meeting.

Use of the tractor was facilitated

by Kyle Dooley of CNH International, and a vertical tillage tool has also arrived compliments of Stoller International Equipment of Ottawa.

Corcoran said Stoller also donated a utility tractor to support research being conducted on college land in partnership with University of Illinois Extension.

“Thanks to CNH, we may soon have a planter for some of our own work and the hardware needed to collect field data from the tractor and combine,” he said.

“It has been a great partnership.

Our ag students are the beneficiaries of this tremendous support. We have everything we need to prepare the seedbed and monitor field conditions. Willard is now working on how to control the weather,” Corcoran said with a smile.

Mott said earlier this week, “Our partnership with CNH Industrial’s agriculture brand Case IH will have a profound impact on students as they will be driving a new M340 tractor, working the field with a new vertical tillage tool, and planting both corn and soybeans. Our program has been elevated to a new level thanks to Kyle Dooley and CNH Industrial.”

IVCC has partnered with neighboring Kishwaukee College in Malta as both colleges launch the program, Corcoran said.

The program will prepare students for certification as a medical assistant and entry-level careers in physician’s offices, clinics and other medical settings. The 29.5-credit certificate includes seven new courses such as Medical Assisting Skills I through IV, Introduction to Electronic Health Records and Clinical Externship.

• Duplication Center operator Sandra Kosciewicz is retiring June 30 after 33 years. “I will take many fond memories and friendships with me,” Kosciewicz said in her retirement letter.

Pinn will retire at the end of the spring semester, adult education instructor Tracy Makransky will retire after eight years, Terumi Scully, administrative assistant for Project Success, submitted her letter of resignation effective May 16, and women’s basketball coach Tom Ptak resigned April 30.

Village will have officer investigate

BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — Sometimes it is best to be courteous to one’s neighbors, especially if their requests ask that you comply with the regulations of where one lives.

Lostant resident Jonathan Rothchild inquired of the village board as to his options regarding loud music that keeps him awake into the early hours of the morning.

He described the phenomenon as “being played as loud as it can go,

anywhere from 10:30 at night to 2, 3 in the morning,” despite what he described as repeated and kind requests for it to be turned down.

“It got kind of rude this last time,” Rothchild said of responses to his requests, wherein “he said basically that he’ll do what he wants.”

The village, however, might have something else to say about the situation, as it has ordinances against unnecessarily loud noise that disturbs the peace.

Village President Jack Immel indicated that playing music at the described volumes, especially when having been asked to turn it down, would violate such ordinances.

The board indicated that an officer would check on the situation,

and that, in the meantime, it would be beneficial if Rothchild could record his own evidence of the situation to turn in with a report.

“I don’t care what type of music he plays — I like it all. It’s just that it’s going on at 2:30, 3 in the morning,” Rothchild said. “It wouldn’t be so bad if I didn’t have to get up so early.”

Other discussion • The board once again considered its options regarding new water meters and the possibility of replacing all the meters in the village with a newer variety that would be read remotely. The estimated cost came out to be the same as the current style of meter, which

has become difficult for the village to acquire, but with the caveat that cost for the meters would all be paid up front. In order to see whether the amount might be added to water-related bonds, the village is waiting to see what bids turn out to be for the water tower project.

• The Ladies’ League has asked whether the village might supply pea gravel for the proposed exercise stations in the park. The board indicated that the village does have pea gravel that could be used, but added that it has yet to officially approve the project, as specifications still need to be presented.

• Dog registration is scheduled for Sept. 14.

Firefighters respond to 13 emergency calls, conduct training TONICA — The Tonica Volunteer Fire Department responded to 13 emergency calls during April.

Those calls consisted of one residential structure fire, one mutual-aid response to an industrial fire in Hennepin, one accident and 10 medical calls. Through the end of April, the TVFD has responded to 50 calls.

Training this past month included EMS training, which covered medications, their indications, contra-indications and their proper administration.

Training at the Oglesby Fire Department’s facility consisted of SCBA drills and collapse and escape exercises. Other training included supply and attack hose loads and rolls, hose streams and the use of specialty nozzles.

Lt. James Breit reported an SCBA unit was not operating properly and that a company representative will be coming to troubleshoot it. The representative will then provide a bid for repair or replacement.

The new 3-inch and 2.5-inch hoses have been tested and are ready for service.

Members reviewed the new battery-powered Genesis heavy rescue tools. The cost of these extrication tools is about $30,000.

Tonica’s hydrants that flow less than 500 gpm will not have a reflective marker.

ly’s medical and travel expenses, there will also be a 50/50 drawing, bake sale, silent auction, tip boards, basketball jerseys and “Evan 125 Strong” shirts available.

Western Illinois Area Agency on Aging to Host Public Hearings Rock Island - Western Illinois Area Agency on Aging (WIAAA) Public Information Document (PID) provides a summary of our FY2020 Area Plan. Each year we submit an Area Plan to the Illinois Department on Aging requesting federal and state funding to provide home and community based services for older adults, and their caregivers and in some instances adults with disabilities living in Bureau, Henderson, Henry, Knox, LaSalle, McDonough, Mercer, Putnam, Rock Island, and Warren counties in Illinois. We will also be submitting a request for funding for the Regional Ombudsman Program to serve Adams, Brown, Calhoun, Hancock, Pike and Schuyler counties in West Central Illinois. The Area Plan is developed by assessing the needs of older adults, their caregivers, and adults with disabilities through our Aging and Disability Network services to identify issues for short and long range planning and setting priorities for funding.
