Details of Andersen’s financial relationship with victim shared Video evidence not allowed yet because of time-stamp differences

BY DAVE COOK dcook@tonicanews.com HENNEPIN — Attorneys for Clifford A. Andersen Jr. argued against the admission of certain financial and video evidence during the murder suspect’s hearing on Monday morning in Putnam County Circuit Court.

Andersen, 67, of Standard is charged with killing his sister-inlaw, Deborah Dewey, and concealing her body. Dewey, 62, of Ladd was reported missing in August 2016.

Her body was found on Sept. 12, 2016, in a shallow grave in a yard of a Standard home for which Andersen was caretaker. Police were alerted to the property Debra following an interview Dewey with a person who had knowledge about the case. One day after Dewey’s body was found in Standard, police arrested Andersen.

Andersen’s lawyers, Drew Parker and his son, Robert Parker, of Peoria’s Parker and Parker Law Firm, argued a piece of paper found in Dewey’s apartment is “obtuse and confusing” and should not be admitted as evidence because it doesn’t add up to a motive.

The note has an amount of $620 written next to the name “Skip,” a known nickname of Andersen, according to the prosecution.

eral Bill Elward agreed that, by itself, the note may appear “to be cryptic,” but he argued it showed Dewey kept meticulous track of her financial transactions, and that when includClifford ed with both her and Andersen Jr. Andersen’s banking and financial transaction records, the note would be shown to be relevant.

Judge Stephen Kouri ruled the note would not be allowed unless the prosecution could show a connection between the amounts written on the note in question and the banking records.

The defense hadn’t argued against the admission of banking records.

Elward also read the details of a series checks totaling thousands of dollars that had been made out to Andersen. He also said Andersen had intimate knowledge of Dewey’s financial situation.

“There was an ongoing financial relationship between the victim and the defendant which ended violently,” Elward said.

Andersen was said to have gained knowledge of Dewey’s financial situation when he helped her while she was going through her divorce.

Elward also said the money Dewey lent Andersen was from her individual retirement account, and that it was used to try to pay off a series of high-interest loans he’d taken out

and was having trouble paying back.

There were also multiple phone calls made between Dewey and Andersen on the day of her disappearance.

The video evidence in question was from surveillance cameras at the truck stop where Dewey’s car was found. The time stamps on two videos were both inaccurate in different ways, and Kouri said he wanted to hear testimony from the investigating officer before allowing it as evidence.

The prosecution argued that when the time stamps were adjusted and compared with Andersen’s phone records, they show Andersen parking Dewey’s car and then walking into the truck stop where he was to be picked up by a friend to be taken back to his car at a different location.

Elward also detailed how many lies Andersen and his friend, who will be called as a witness for the prosecution, told investigators about that day, saying Andersen asked his friend to lie and not say they had been in Morris. The friend initially complied, but later recanted his statement to investigators.

“Why doesn’t he want anyone to know he was in Morris? Because he was dropping off the victim’s car,” Elward said.

The hearing was recessed until the next day so the prosecution and defense teams could work on jury questionnaires.

New traffic signals at Route 89 bridge IDOT: Expect delays SPRING VALLEY — The Illinois Department of Transportation announced new temporary traffic signals are now in effect beginning Wednesday, May 9, on the Route 89 Spring Valley River Bridge Construction Project.

The $38.6 million project, award-

ed to Illinois Constructors Corp. of Elburn, consists of removing and replacing the Route 89 bridge over the Illinois River south of Spring Valley.

The new traffic signal will be utilized to maintain one lane of traffic while pavement is built connecting the new alignment to the existing alignment.

Traffic will be reduced to one lane from the railroad bridge to just

north of the existing river bridge.

There will also be traffic signals at the entrance to the ADM grain elevator and Barto’s Landing.

Traffic delays can be expected, according to IDOT, and motorists should plan accordingly. The traffic signals are expected to be in place for approximately two months. The current width restriction of 9 foot 6 inches will remain in effect.

“The current budget is wildly out of balance, and as lawmakers begin negotiations on the next budget we know we are facing shortfalls and increasing costs, so we have to find areas to cut spending,” Barickman said in a press statement.

“Freezing the salaries of lawmakers is a small but important first step that allows lawmakers to show they are willing to lead by example.”

The bill also prohibits automatic raises for statewide constitutional officers, state’s attorneys, and all appointees in positions in which the Compensation Review Board previously recommended or determined pay.

House Bill 5760 passed the House on April 18 with an overwhelming majority and is now in the Senate Government Reform Committee.

Take a book, leave a book, read a book

Putnam County will soon be the newest home to free library

BY DAVE COOK news@tonicanews.com HENNEPIN — Libraries are hubs of their communities, a place where residents gather to learn, make connections, share ideas, or simply pick out a good book.

Residents of rural areas, however, may have a challenge getting to a library, but the Putnam County Library District has taken steps to assist them by joining the Little Free Library movement.

“This will be a great outreach for Putnam County, and it will give our residents a better chance to get quality books they may not normally have access to,” Librarian Matt Miller said.

Little Free Libraries is a non-profit organization dedicated to helping communities engage with their “take a book, leave a book” free book exchanges. While they’re generally small wooden boxes that are found in a variety of locations, stewards often use a surprising amount of creativity when building or decorating their Little Free Libraries.

What started as a small, local project in Wisconsin, has since grown into a movement that includes more than 60,000 Little Free Libraries in more than 80 countries.

Nearby Princeton embraced the Little Free Libraries a few years ago after co-founder Rick Brooks retired to the community, and they’ve proved very popular with residents of all ages. Many residents often work in visits to several during their evening walks.

Miller said the county’s five new Little Free Libraries have been funded through a grant and community donations, and their construction has been undertaken by the Putnam County High School FFA class. Each library will require a steward to care for its overall condition and to monitor and maintain the collection within. Currently, one is scheduled to be installed at Lake Thunderbird, but stewards and locations are still being sought for the others.

The hope is that some will be installed in rural areas where residents may not have easy access to reading materials. Little Free Libraries also often result in an

increased connection with neighbors.

“LFLs can help bridge the gap when traditional access to books isn’t available. In rural areas, for example, public libraries can use LFLs to reach farther into the community. We currently work with more than 600 public libraries across the country who use them for community outreach,” Margret Aldrich, of the Little Free Library organization and author of “The Little Free Library Book,” said.

Brooks added the book exchanges also frequently lead to the creation of a variety of additional and socially beneficial events such as inter-generational reading programs and book clubs.

Anyone may contribute or take books from a Little Free Library. If you take a book from one, you don’t have to return that exact book.

However, in order to keep them stocked with a variety of choices for the whole community, people are encouraged to add a book of their own to share. In other words, they work on the honor system; everyone contributes, and everyone benefits.

According to the Little Free Library website, three out of four people report they’ve read a book they normally wouldn’t have read because of a Little Free Library.

Seventy-three percent also say they’ve met more of their neighbors because of a little library, and 92 percent say their neighborhood feels like a friendlier place because of the addition of an Little Free Library.

In addition, up to 61 percent of low-income families report they don’t have any books for their children at home, according to the U.S. Department of Education.

The multi-award-winning Little Free Library organization has partnered with such organizations as Rotary International, Lions International, Girl Scouts, the Library of Congress, AARP, multiple law enforcement agencies, Scouts BSA, Kiwanis International, United Way, the YMCA, the National Book Foundation, Habitat for Humanity and many more, including several major corporations.

John A. and Mary Logan gave us Memorial Day W e have the formidable Southern Illinois couple, John A. and Mary Logan, to thank for our national Memorial Day, a remembrance of those who died serving in our nation’s armed forces.

And I have Dorothy Ivey to thank for reminding me this May 28 is the 150th such annual celebration, as well as the 50th anniversary of the first classes at John A. Logan College in Carterville, near Marion. The college is named after Logan, a local boy who became a Civil War hero and U.S. senator. Dorothy’s husband Nathan was the founding president of this communiGen. John A. ty college.

Logan Born in 1826, “John A.” (there was another senior Union officer named John Logan) grew up in Murphysboro in deep southern Illinois. Born 12 years later, young Mary Cunningham moved with her family from Tennessee to nearby Marion, after her father had freed his slaves.

returned to Southern Illinois to begin a political career as a Stephen A. Douglas Democrat.

He stepped from county clerk all the way up the ladder to the U.S. Senate and as a vice-presidential candidate.

In between elective offices, Logan became arguably the most effective “political general” of the Civil War. Often elected officials, political generals lacked military training but were important to President Lincoln.

They were appointed for several reasons: there was a shortage of West Point-trained officers; they had shown natural leadership abilities; and because of the political influence they wielded in their home states.

Lincoln was pleased to have a leading “War Democrat” like Logan on his team. Indeed, over the grumblings of senior commanders, in 1864 Lincoln sent

Logan, a compelling, fiery orator, back from the battles to Illinois to campaign for the president in the critical, up-for-grabs election.

Early in the war, Logan had a horse shot out from under him at the Battle of Belmont, Mo., and suffered serious wounds at the Battle of Fort Donelson, on the Kentucky-Tennessee line. He became one of Grant’s inner circle of trusted generals in the Army of Tennessee.

In her early 20s (people grew up fast on the frontier), Mary followed her officer-husband into Kentucky and Tennessee, where she served as an informal aidede-camp to her husband, attended to wounded soldiers, and then nursed the seriously wounded Logan back to enough health to return to the battlefields.

Logan was revered by his soldiers as “Black Jack,” for his piercing black eyes, moustache and hair. After the war and with the support of his men, Logan became an early commander-in-chief of the Grand Army of the Republic, the powerful veterans’ organization.

In March 1868, the Logans were

invited to tour Civil War sites and cemeteries around Richmond, Va. Unable to go because of the press of congressional matters in Washington, John A. insisted Mary make the trip.

In her captivating memoirs (“Reminiscences of the Civil War and Reconstruction,” Southern Illinois University Press, 1970), Mary recalled that her husband was much interested in what she had seen in post-war Virginia.

“I remarked to him that I had never been so touched as I was by seeing the little flags and the withered flowers that had been laid on the graves ... by loving hands.”

Logan declared that such was “a beautiful revival of the custom of the ancients,” and he issued an order in 1868 to the Grand Army of the Republic for the decoration of the graves of Union soldiers.

He and his counselors thought “flowers would be in their greatest perfection” on May 30 and decided upon that date for “Decoration Day” (since 1967, Memorial Day).

Recalling the quiet wisdom of a civil mom M

y best editor was my mother.

She operated on the axiom, “It’s nice to be important, but it’s more important to be nice.”

Time after time, she’d call me after reading a particularly disagreeable column and let me know what she thought.

She didn’t like name-calling.

She’d say, “Criticize what people do, but don’t criticize them as human beings.”

Time after time, her quiet wisdom would save me from myself.

Eventually, I wised up and let her read my stories and columns before they ran in the newspaper.

When I wanted to joke about how homely a particular Illinois politician was, she told me to knock it off.

When rumors about a congressman’s sexual orientation swirled about, she shrugged and said, “Who cares?”

And when I wanted to mention

SPRINGFIELD SPOTLIGHT Scott Reeder how short an Army general was, she said, “Don’t do it.”

Mom was about civility.

In the age of Donald Trump, such notions seem, well, quaint.

Unfortunately, some, when they hear Trump’s rhetoric, view it as a green light to be nasty themselves.

A good case in point is Michelle Wolf’s monologue at the White House Correspondents Association dinner. During her diatribe, she denigrated White House Press Secretary Sarah Huckabee Sanders’ appearance.

If that weren’t bad enough, she said the president’s daughter, Ivanka Trump, was “as helpful to women as an empty box of tampons.”

Her comments were mean-spir-

ited, personal and not particularly funny.

Trump supporters were angry.

Well, pot meet kettle.

As National Review noted:

“Donald Trump also really likes to make fun of people. On the campaign trail, he referred to Marco Rubio as ‘Little Marco’ and Jeb Bush as ‘low-energy Jeb.’ During a debate, he readily agreed that he’d compare Rosie O’Donnell to a ‘fat pig,’ ‘slob,’ ‘dog,’ and ‘disgusting animal.’ He mocked Carly Fiorina, saying ‘Look at that face! Would anyone vote for that?’ During his presidency, he made fun of Mika Brzezinski, saying he once saw her ‘bleeding badly from a face-lift.’”

If you find yourself angered by Wolf’s remarks, step back and ask yourself if Trump’s comments offend you? If not, why not?

When Trump insults others, his opponents cry, “foul!” And his supporters say, “He’s just joking.”

When Michelle Wolf denigrates

Sarah Huckabee Sanders, Trumpsters growl and liberals say, “Can’t you take a joke?”

The problem is a general coarsening of the political dialogue. When one side goes low, the other thinks it’s a green light to go lower. It’s a recipe for continued discord.

The White House Correspondents Association made a serious error in hosting Michelle Wolf. By doing so, this group, which prides itself as a neutral judge of facts, lowered itself. It’s pretty hard to criticize Trump’s periodic denigrations when a group you belong to has sponsored the same type of rhetoric.

As my mother used to say, “Two wrongs don’t make a right.”

Parole board already let one mass killer go

A

n editorial in a major newspaper caught my attention today. The editorial reported on an Illinois mass killer walking free after the Illinois Parole Board, the same board that will be deciding Chester Weger’s fate in the fall of this year, by an 8-to-4 vote decided that this mass killer could be paroled immediately and, at the end of the month of April, began walking the streets as a free man.

In my opinion, at the next parole board meeting, Chester Weger, the Starved Rock murderer, will come before this same board and will likely be free and walking the streets of LaSalle, Peru and Oglesby, never having admitted killing anyone, taking away from their families the three ladies who provided no reason to anyone to beat them to death as Chester Weger did in 1960.

Carl Reimann is the mass killer who was released by the parole board on an 8-to-4 vote. For those of

COMMENTARY Anthony Raccuglia you who are not aware of who that man is or what he did, let me just quickly say that he is a monster.

This man, along with his girlfriend, visited a Yorkville steakhouse with a semiautomatic pistol, took $640 from the cash register, and took money from the five people who were the only customers in the restaurant at that time.

No one in the restaurant gave this man any difficulty or reason to shoot his semiautomatic pistol methodically, carefully, and slowly, shooting all of the customers, all of whom died, including a 16-year-old child.

Can you image what the families of these five victims felt like the day that this parole board authorized the release of this maniac? This maniac was released, after originally being confined and convicted in 1972, from

the Dixon Correctional Center. This is the same facility in which the Starved Rock murderer, Chester Weger, is currently imprisoned.

Reimann’s confinement began in 1972, 12 years after the Starved Rock murderer’s confinement.

Can anyone believe that this board releasing this killer would do anything other than release another killer to the streets of our county?

Weger has never admitted to committing the Starved Rock murders.

How can any reasonable person assume that Weger is in any way rehabilitated, since he has never acknowledged the murders he committed, nor shown any remorse, to the families of the three victims, who for the past 50 years have been in a state of grief from husbands all the way down to great-grandchildren for the unnecessary void of their beloved wives, mothers, grandmothers and great-grandmothers in their lives.

I have been in the justice system for almost 60 years, both in the criminal and civil areas. I truly believe that both the civil and criminal systems of justice in this state

are not what they should be.

The invasion of the justice system has been regular and consistent by non-lawyers, politicians, groups such as the NRA, Chambers of Commerce and yes, the parole boards.

While I am not certain, I will be surprised if any of the eight board members who voted to release Reimann, and who will vote to release Weger, have any legal background at all, or have had any tragedy or catastrophes happen in their lifetimes such as that which happened to the victims of Chester Weger and the five families victimized by the mass killer Reimann.

I will do what I have done for almost every year for the past 45 or 50 years come November. I will continue to write and be interviewed by the Illinois Parole Board members and will adamantly, and as forcibly as I can, object to the release of the Starved Rock murderer.

Take precautions when it comes to ticks Tick-borne illnesses include Lyme disease, Rocky Mountain spotted fever and ehrlichiosis Shaw Media

May is Lyme Disease Awareness month for a reason.

Once the warmer weather sets in, anyone heading outdoors will need to take precautions against tick bites and the illnesses they carry.

Illnesses such as Rocky Mountain spotted fever, Lyme disease, tularemia and ehrlichiosis can cause mild symptoms or severe infections.

In LaSalle County, Lyme disease is the tick-related illness seen most commonly. There were five cases of Lyme disease confirmed in the county in 2017. Going back to 2014, there were 24 cases recorded.

Lyme disease is transmitted to humans through the bite of infected blacklegged ticks.

The risk of exposure to ticks is greatest in the woods and in the edge area between lawns and woods; however, ticks can also be carried by animals onto lawns and gardens and into houses by pets. Campers, hikers, outdoor workers and others may be exposed to infected ticks in wooded, brushy and grassy places.

People who spend time in heavily wooded areas where infected ticks are common are at higher risk for exposure.

“While antibiotics can treat illnesses due to tick bites, it’s best to avoid tick bites altogether by taking some simple precautions,” said Chris Pozzi, director of environmental health at LaSalle County Health Department, in a news statement.

Simple tips to avoid ticks bites include: • Wear light-colored, protective clothing — long-sleeved shirts, long trousers, boots or sturdy shoes and a head covering. Tuck long pants into socks and boots.

• Apply insect repellent containing 10 percent to 30 percent DEET primarily to clothes.

• Use products that contain permethrin to treat clothing and gear, such as boots, pants, socks and sleeping tents. Or look for clothing pre-treated with permethrin.

• Walk in the center of trails so weeds do not brush against you.

• Check yourself, children, other

family members and pets for ticks every two to three hours (especially ears, hair, neck, legs and between the toes).

• Check outdoor pets often for ticks. Ticks can “hitch a ride” on pets and into your home. Tick collars, sprays, shampoos, or monthly “top spot” medications help protect pets against ticks.

• If a tick is found attached to the skin, don’t panic. Remove the tick as soon as possible to reduce chances of getting an infection from the tick bite.

Illinois Valley Community College support staff recently completed a “Sweet Cases” service project with a decorating party and potluck. Each year employees contribute to a charitable cause or give back to the community. This year, the focus was on children entering foster care. Money was raised to purchase 26 duffel bags and supplies for each including a teddy bear, blanket, hygiene kit, coloring book, and crayons. Employees decorated each bag with a personal touch. Sue Trost of Youth Service Bureau of Illinois Valley attended the party and accepted the bags to be used for central Illinois children entering foster care. “The project was an extremely positive experience and we were thrilled to partner with Youth Service Bureau,” said IVCC project coordinator Jeanette Frahm.

UTICA — The Starved Rock Lodge and Conference Center will host a new pet adoption festival called Woofstock on Sunday, May 20, on the lodge grounds.

The goal of the event is to help get dogs adopted from local shelters and pet rescue organizations.

Participating in the event will be: Illinois Valley Animal Rescue (IVAR), ReGap (Greyhound Rescue of Mendota), Pet Project (dog and cat adoption agency from Marseilles) and Tails (DeKalb Humane Society). There will also be brief educational seminars by Fetching Frieda’s, Starved Rock Pet Resort and the Starved Rock Kennel Club on caring for rescued animals, why pets should be spayed/neutered and other topics.

The public is invited to bring donations from the IVAR wish list (www.illinoisvalleyanimalrescue. net). Each item donated earns an entry to win an hourly pet-related door prize! Donations will be divided between shelters.

Woofstock begins at 10 a.m. in front of the lodge with a “Blessing of the BowWows” followed by a pet parade. All well-behaved dogs (on a leash) are welcome to attend with their owner. The parade’s grand marshal will be Cash (an adorable Springer Spaniel) owned

by Amy and Karl Trimble, the Lodge’s concessionaires. After the parade, Kevin Kramer will be playing woof-friendly songs on his guitar on the pool patio. There will be a “pool PAW-TY” with drink stations and treats for dogs and food and drinks for guests.

A variety of pet-related vendors will be there to share information, offer discount coupons and other dog-friendly snacks. Dogs are allowed on the pool patio, Veranda and outside the Lodge. Hungry canines are encouraged to check out sweet potato treats, ice cream and more on the Lodge’s “Doggie Delights” menu available on the Veranda.

“We are so happy that we have seen such an interest in this event and we encourage the public to adopt their new forever friends at Woofstock,” said Amy Trimble, Lodge CEO.

IVCC’s 52nd annual commencement set for May 19 A total of 245 graduates will participate in ceremony OGLESBY — Larry Huffman will deliver the keynote address at Illinois Valley Community College’s 52nd annual commencement at 2:30 p.m. Saturday, May 19.

Huffman was hired as IVCC’s dean of student development in 1974. He later served as Kankakee Community College’s Executive Vice President for Academic Programs and Services and within a decade was named Kankakee’s president.

He was named as IVCC’s ninth president in 2006, serving until June 2007. In 2009, he returned to KCC as interim president. That same year, he was appointed to fill a vacancy on IVCC’s board and said, “I have a deep-rooted personal interest in IVCC and the Illinois Valley. IVCC has a long, proud history, and I welcome the opportunity to again work with the board, administrators, faculty and staff.” He was later elected to a six year board term that ended in 2017.

“Theatre Basics Workshop,” led by instructor Tori Duttlinger, will meet from 10 to 11:30 a.m. June 11-15, and is for students entering grades 2-4 in the fall. The workshop covers all the basics of the theatre experience and will allow children to dabble in creative drama activities. The cost of the workshop is $60.

“Audition Bootcamp” will meet from 1 to 3 p.m. June 11-15, and is for students entering grades 4-8 in the fall. Instructor Phil Grant will prepare young actors for what to expect at their next audition, with an emphasis on singing, dancing

and acting. Skills learned will apply to any audition, but the workshop will focus on the upcoming “Mary Poppins, Jr.” auditions. The cost of the workshop is $75.

“Put On a Show Camp” will meet from 10 a.m. to noon June 18-22, and is for students entering grades 2-8 in the fall. Instructor Phil Grant will lead kids in producing a variety of skits to perform for family at the end of the week. Kids will learn what it takes to put together a performance from start to finish, including creating costumes, props and scenery to go along with their skits. The cost of the workshop is $75.
