BY DAVE COOK news@tonicanews.com LOSTANT — One of the side effects of Springfield’s ongoing financial problems is how schools have been forced to operate with underfunded budgets. These budgeting shortfalls often result in the loss of educational opportunities for children.

While art and music are often the first programs to be dropped, Lostant Grade School has found a way to keep art alive.

“We no longer have art, so we try to have enrichment programs as often as we can, and the children love it,” Superintendent Sandra Malahy said.

school was able to host local artist Mary Janusick as their “artist-in-residence” on April 27.

Janusick operates On the Easel, her studio at the Westclox Fine Arts Factory in Peru. A Spring Valley native, she has an extensive artistic history with work displayed in several local galleries and businesses.

She’s registered with the National Society of Decorative Painters and is also a board member with North Central Illinois ARTworks and frequently volunteers at community art events.

The group of artists at the Westclox Fine Arts Factory work to promote local creativity with a variety of local organizations, which include the Illinois Valley (IV) Symphony Orchestra, the IV Youth Symphony, the IV Youth Choir, North Central Illinois ARTworks, the O ​ ttawa Art League, the Prairie Arts Center, Stage 212, the Maud Powell Arts Celebration, the Chicago Flute Club, the National Flute Association, the Quad City Flute Association, and the Music Shoppe, of Normal.

While at Lostant Grade School, Janusick guided her students through the process of painting a variety of animals. Kindergarten

through second-graders painted yellow rubber ducks, third- through fifth-graders worked on toothy sharks, and the sixth- through eighth-graders created festively decorated elephants. ​“Animals are always good subjects. They keep the students engaged because they’re fun and colorful,” she said.

Students not only created their own works of art, but were also taught different brush techniques and appropriate terminology.

“I love doing this. It’s like being a kid again in my favorite class.

Projects like this build confidence, and you can see how proud they are when they’re finished. Children are also enthusiastic and have no creative fear,” Janusick said.

Lostant fifth-grader Amos Vincent appreciated his newfound artistic skills as he worked a blend of blue paints across the canvas before beginning work on his fearsome shark.

“I like being creative and how we learned to mix in different colors for more detail,” Vincent said.

Once was lost, now she finds

Nikita will track down the missing as part of the Central K9 Search & Rescue team

BY GOLDIE RAPP news@tonicanews.com An Illinois Valley canine, who was once a lost dog, is now training with a unit whose mission is to search for lost people.

The Central K9 Search & Rescue team adopted Nikita, a 10-monthold German shepherd, just after the New Year from Illinois Valley Animal Rescue.

When Nikita was found roaming on state Route 251 near Tonica, she was severely underweight and had been exposed to freezing temperatures. And when no one came forward to claim her, the Central K9 Search & Rescue Team knew she’d be a perfect fit for their unit.

Olivia Jesse, a member of the rescue team, said a bond was formed immediately.

With a safe home and loving family, Nikita transformed into a happy, healthy puppy just weeks after being adopted.

Jason Schweickert was assigned to be her handler and has been working to train and prepare her for when disaster strikes. He said Nikita already possesses the talent of being a strong tracker. In fact, when the team was visiting her at the animal shelter, they noticed her tracking human scents and saw it as a sign she’d be a great search-and-

rescue canine.

It will take anywhere from a year to two years until Nikita is fully trained and ready to be called to a scene.

Schweickert said once the team announced they had adopted Nikita, community members rallied around and sent in donations that helped purchase her handler vest, equipment and needed care. The unit was in awe of the support and greatly appreciated every dollar sent in for the dog.

The Central K9 Search & Rescue team is a nonprofit, volunteer unit comprised of medics and firefighters. They own five canines that can be deployed to the scene of disasters such as a missing person, a structure collapse, affects of a horrific storm, etc.

The team has made the decision to remain its own organized group rather than pay dues to a state organization that would recognize them as an official search-and-rescue unit.

“If the community donates money, 100 percent goes into the work we do. Why pay $500 in dues to (a state organization) and when we’re called out, we can’t go, because we’ve spent our money on dues?” Schweickert said.

Jesse said in many cases, when a search-and-rescue dog is needed on a case, a police department has to make the call to a state organization, who then decides which canine group is sent to the scene. It could take anywhere from 24 to 48 hours for the dogs to get to the scene to begin searching, she added. “If you call us directly, we’re going out immediately,� Schweickert said. “We will call the local police department and let them know we’ve been deployed, but the family doesn’t have to wait on them.�

The Central K9 Search & Rescue team volunteered their time working for the Deborah Dewey case in 2016, which involved a Ladd woman who went missing and whose body was later found in a shallow grave in Standard.

The team receives calls from families all over the state, and sometimes beyond, who want immediate assistance in searching for lost family or friends.

Even though the work the Central K9 Search & Rescue team does is all volunteer, Jesse said, every moment is worth it. “I always think about if I was in that spot. If my mom went missing, I’d want someone to help me find her. It’s that closure. To give that closure, it means the most,� she said.

Attacks on newspapers must be rebuffed We oppose efforts to remove important information from newspapers and trade barriers that are costing people their jobs, and urge all of our elected officials to do the same.

I

n February 2017, President Donald Trump used his personal Twitter account to declare “The FAKE NEWS media … is the enemy of the American people.”

This president’s campaign to destroy the Fourth Estate has not been only bluster. The Trump administration and those who seek to emulate them are doing what they can to attack and weaken press organizations — newspapers in particular.

Begin with a tariff of as much as 32 percent on Canadian newsprint, instituted at the behest of a single American paper mill based in Washington state. This bit of “America First” protectionism will benefit a handful of paper suppliers while crippling, and possibly bankrupting, newspapers around the country.

Already, people are losing their jobs. The Tampa Bay Times, one of the country’s 10 largest newspapers

and a winner of 12 Pulitzer Prizes, announced recently that it was laying off about 50 people as a result of the higher cost of newsprint. More job losses will follow, we fear.

Another attack on newspapers — and on the public’s right to know — comes from those who want to remove the requirement that legal notices be published in local newspapers. They argue that taking legal notices out of newspapers and simply requiring they be posted on local government websites will save money, though we have yet to see convincing evidence of this.

Citizens are entitled to this information and should not have to work to find it. That’s why for years, local governments have been required to present it to their constituents in the pages of a local news outlet, and on the searchable online database, PublicNoticeIllinois.com, to ensure it is accessible to all.

Making legal notice posting the domain of local government will lead to non-compliance.

A recent audit conducted by the Citizens Advocacy Center studied over 750 public body websites in Illinois, and the results proved to be nothing short of a digital disaster.

In cases where local governments are required by law to post information on their websites, only 73 percent complied with a requirement to post notice of upcoming meetings, 57 percent posted proposed meeting agendas, and less than half complied with posting approved minutes.

Local governments themselves know how to best communicate with the people they serve. When there is information they want publicized, they don’t simply post it on their websites or Facebook page – they contact the local newspaper.

Many of the people who support removing legal notices from public

view in Illinois are Republicans, a position that doesn’t jibe with their seeming commitment to fight the corruption in Illinois that they blame on Michael Madigan and the Illinois Democratic Party he leads.

Anti-corruption advocates should lead the fight for government transparency, not against it.

Local newspapers are an integral part of the communities they serve. They hold local government accountable and give citizens the information they need to do the same.

Publication of legal notices, online and in printed newspapers, is an essential part of that function.

We oppose efforts to remove critical information from newspapers and trade barriers that are costing people their jobs, and urge all of our elected officials to do the same.

To elites, downstate isn’t on their radar Does Illinois matter anymore? Yes, but it needs a major boost

W

hen I was a kid politician in the 1960s, titans of commerce and industry often served on appointed boards in Illinois, especially those for higher education. No longer, it seems.

Instead, the elites of commerce, technology, industry, law, and financial services focus their influential efforts on Chicagoland. They serve through the likes of the Chicago Economic Club, the Commercial Club of Chicago, Chicago Ideas Week, World Business Chicago, the Chicago Club, and 1871 (a Chicago incubator).

You see “Illinois” anywhere in that list?

Elites tend to focus on matters of direct concern to them, like business, family, social circles. Illinois as a state and its government aren’t on their radar screens.

UNDERSTANDING ILLINOIS Jim Nowlan The state of Illinois is basically responsible for education, higher education, transportation, social services and health care.

Yet, elites in Chicagoland send their kids to private schools or good suburban public schools, which don’t rely on state dollars.

Later, elites send their youngsters East and to other, well, elite private colleges.

As for transportation, the one-percenters mostly fly; they don’t drive state highways much.

That’s why Chicago mayor Rahm Emanuel recently announced a breathtaking $8.5 billion program to keep city-owned O’Hare International among the best-connected airports in the world.

In contrast, the state of Illinois hasn’t since 2010 had a major infra-

structure program to maintain its deteriorating but rich network of interstates and feeder highways.

And, of course, elites don’t use the state’s social services and health care programs, which care for 3 million to 4 million lesser mortals in our state.

Elites have their weekend retreat homes in Wisconsin, Michigan, sometimes Montana and Wyoming, not Illinois.

So, out of sight, out of mind, Illinois.

Downstate Illinois, in particular, is becoming a backwater. In very recent years, ADM and CAT moved their headquarters to Chicagoland from Decatur and Peoria, respectively. CAT and insurance behemoth State Farm have been slowly, maybe not so slowly, moving jobs out of Illinois.

The state capital in Springfield is sleepyville except for the few weeks each year the state Legislature is in session. Chicago lawmakers would much rather serve on the Chicago City Council than trek down to Springpatch.

I recently ended a 4-year term on the state ethics commission (yes, we have one; doesn’t have much power). We had 12 meetings each year, 11 of which were in Chicago.

Even agriculture, downstate’s mega-force, doesn’t much need Illinois, either. Farm policy is set in D.C., and it’s the national, not state, commodities and livestock trade groups that count for them.

State governorships are often seen as stepping stones to the presidency, which might make Illinois politics attractive to the ambitious rich and famous. Yet the quagmire of our present dysfunctional state government offers but a killing field for anyone so inclined to try it.

There are pockets of energy downstate. Peter Limberger, actually a German who has adopted his wife’s central Illinois, is an economic development spark plug along the Illinois-Michigan Canal corridor from Ottawa to LaSalle.

Accident At 4:05 p.m. on April 24, deputies investigated a two-vehicle accident at Route 18 and East 14th Road in Eagle Township. Kenneth Busch, 82, of Tonica and Neil Umphress, 39, of Rutland were both eastbound on Route 18 when Busch attempted to pass Umphress while he was making a left turn onto East 14th Road. Ditto for Jason Anderson and his team in bustling Rochelle, and also for the entrepreneurial missionaries in the Schultz family of Effingham. There are others, I’m sure, but not enough.

And the University of Illinois, in out-of-the-way Urbana-Champaign, remarkably holds on somehow as one of the world’s great universities. State policymakers have no clue about and offer little support for the creative power of a great graduate research center in a world now dominated by rapid advances in technology and engineering.

Yet Illinois does matter, even if the power elites don’t realize it.

Just go back to the top and review the basic functions of state government.

But as we know, Illinois is a mess right now. So, where to start?

As a broken-down former prof, I nominate our system of public

higher education, which is really hurting. Students flee, universities shrivel. This, when we could be a magnet for students from other states, as we are indeed for those from China and other countries.

Yet we have too much capacity and administrative overhead in higher ed; hurting university campuses are understandably hunkered down, protecting their shrinking bases.

We need a band of powerful top elites to organize and think about what Illinois higher education must do, for the sake of their own companies, firms and futures.

Then, they need to present a plan for the future of higher education to the Legislature and governor. With their parochial interests to represent, lawmakers cannot do much without persistent pressure from powerful, respected outside forces.

Illinois does matter.

Illinois Valley Symphony Orchestra will present season finale May 12 OGLESBY — Conductor Lucia Matos will lead the Illinois Valley Symphony Orchestra in its 2017-18 season finale at 7 p.m. Saturday, May 12, at the Mary Margaret Weeg Cultural Centre at Illinois Valley Community College in Oglesby.

The concert will feature music by Brahms and Rachmaninoff and will mark the final appearance of the popular conductor with the IVSO. A reception honoring Lucia Matos and the evening’s soloist will follow the concert in room CTC 124, hosted by the IVS Guild and IVSO Board.

Featured soloist Kam-Lung Cheng will perform the Brahms Concerto for Violin in D Major, considered by some to be the greatest of all violin concertos.

Cheng was born is Beijing, China, to a musical family. He began his violin study at the age of 7 with his father, a violin professor at the Central Conservatory of Music of China. His family later emigrated to Hong Kong, where he made his first television appearance. He received his diploma from the University of Freiburg in Germany and was then invited by Yehudi Menuhin to attend the International Menuhin Music Academy in Gstaad, Switzerland, where he stud-

ied with Yehudi Menuhin himself. He received his solo and chamber music diploma from Utrecht Conservatory in 1987. He then made a successful appearance on Dutch television playing the Tchaikovsky Violin Concerto and giving a recital at the Concertgebouw in Amsterdam. In 2017 he was appointed Concertmaster of the Amsterdam Symphony Orchestra.

Since 2007 he has appeared frequently as a soloist on Chinese music stages.

He has been serving as guest conductor and soloist for several major orchestras in China, including those of Tianjim and Sichuan.

The concert program will include “The Isle of the Dead” by Rachmaninoff. This haunting piece was inspired by Arnold Böcklin’s painting “Isle of the Dead,” which Rachmaninoff saw in Paris in 1907. The orchestra will also perform Sibelius’s “Valse Romantique,” which was composed in 1911 as the second part of a two-set suite. The sentimental waltz is chromatic and rhythmic.

IN BRIEF IVCIL Rip’s fundraiser LADD — The fourth annual Rip’s chicken fundrasier for the Illinois Valley Center for Independent Living will be from 5 to 8 p.m. Tuesday, May 8, at Rip’s, 311 N. Main Ave. in Ladd. Tickets are $9 and include a choice of quarter light chicken, quarter dark chicken or chicken strips, along with fries and bread. Carry-outs are available. There will also be silent auction items and a 50/50. Tickets are available from any staff or board member of IVCIL. Tickets will also be available at the door or by calling the Illinois Valley Center for Independent Living at 815-224-3126. IVCIL is a United Way agency member. IVCC’s Adult Education program will host ceremony OGLESBY — Illinois Valley Community College’s Adult Education program will honor those who have passed the GED test to earn a high school equivalency, have obtained citizenship and have completed the Bridge to Careers program at 6 p.m. Tuesday, May 15, in the Dr. Mary Margaret Weeg Cultural Centre.

Those who have passed the GED test or obtained citizenship and have not participated in a past ceremony and would like to take part this year should call IVCC’s Adult Education program at 815-224-0379 before May 4 to request an invitation. The public is welcome to attend the ceremony.

Preserve food safely this season with free pressure canner lid and gauge testing To ensure safety in the home canning process, test pressure lids and gauges annual. This canning season, the University of Illinois Extension will help you be safe by providing testing at local Extension offices.

Over time, a dial gauge’s calibration can become inaccurate. If the pressure is lower than recommended, the internal temperature of the food will not be high enough to kill harmful bacteria.

The public is invited to attend a clinic day to have their dial gauge pressure canner tested. This is a

free and participants can choose the day and time convenient for them.

River Valley Players announces upcoming auditions HENRY — River Valley Players Summer Youth Theatre has announced audition dates for “Disney My Son Pinocchio JR!.” This show is partially funded with a grant from the Sun Foundation and the Illinois Arts Council.

Auditions will be a 4 p.m. Saturday, May 5, and Sunday, May 6, at River Valley Players, located inside St John XXIII Center, 1301 Second St. in Henry. Auditions are open to all children between the ages of 5 and 15.

During the auditions, the children will be taught the song “I’ve Got No Strings” from the musical.

This song will be posted on the

River Valley Players event page, so the children may prepare in advance. After the vocal audition, they will be taught a short dance combination and will perform in groups. Lastly, each child will be allowed to read from the script and showcase their acting skills.

Children should come dressed in comfortable clothes and shoes that will allow them to dance and move easily (no flip flops).

Production dates will be July 20-22.

IVCC Sigma Kappa Delta students earn literary awards Taylor Johnson of Tonica places 2nd in competition OGLESBY — Illinois Valley Community College’s Catie Calderon of LaSalle earned a second in personal essay and Taylor Johnson of Tonica a second in literary analysis at the recent Sigma Kappa Delta writing competition in Cincinnati.

The national competition also awards firsts, seconds and thirds in poetry and short fiction. Winners receive a monetary award and their works are published in a national literary journal.

Sigma Kappa Delta is the English honor society for twoyear colleges. IVCC’s chapter, Mu Alpha, was chartered in 1997 by instructor Dr. Kimberly Radek-Hall and is co-sponsored by instructors Radek-Hall and Delores Robinson.

Attending the annual convention, hosted by SKD and its sister organizations Sigma Tau Delta, the international English honor society for four-year colleges and universities, and the National

English Honor Society for high schools, were Taylor Johnson and Mu Alpha Secretary Justin Lewis of Princeton.

The conference, “Seeking Freedom,� included round table presentations, guest speakers and the awards luncheon. Participants also toured the National Underground Railroad Freedom Center and the house and museum dedicated to Harriet Beecher Stowe, author of the anti-slavery novel Uncle Tom’s Cabin.

Mu Alpha recognizes and rewards achievements in English language and literature, provides cultural stimulation and promotes interest in English on campus and in the community.

In addition, IVCC’s chapter fosters English in all its aspects, including creative and critical writing, promotes professional interaction among members and exhibits high standards of academic achievement.

Student officers for 2017-18 are: Akari Oya of Peru, president; BriAnna Hagenson of Sheridan, vice president; and Justin Lewis of Princeton, secretary.
