Andersen murder trial date scheduled for July 9

Deborah Dewey murder suspect to face 65 prosecution witnesses

BY DAVE COOK news@tonicanews.com HENNEPIN — Attorneys for Clifford A. Andersen Jr. argued against a continuance request from the prosecution, as well as the admission of video evidence, during the murder suspect’s hearing on April 19 in Putnam County Circuit Court.

Andersen, 67, of Standard, is charged Debra with murdering his Dewey sister-in-law, Deborah Dewey, and concealing her body. Dewey, 62, of Ladd was reported missing in August 2016.

Her body was found on Sept. 12, 2016, in a shallow grave in a yard of a Standard home for which Andersen was caretaker. Police were alerted to the property following an interview with a person who had knowledge about the case. One day after Dewey’s body was found in Standard, police arrested Andersen.

The prosecution made the continuance request to Judge Stephen Kouri during a previous conference call during which both sides had agreed to waive the need for Andersen’s presence. The request was made because new evidence continues to arrive from investigators, and the defense argued for Andersen’s right to a speedy trial.

Assistant Illinois Attorney General Bill Elward countered that all previously granted continuances had been agreed upon by both sides and

that made the speedy trial issue not yet relevant.

Kouri granted the request after saying it would be best for both sides to not have to be in a rush to be preClifford pared, and he set the Andersen Jr. date for a financial evidence motions hearing for May 7.

Andersen’s lawyers, Drew Parker and his son, Robert Parker, of Peoria’s Parker and Parker Law Firm, also argued against the admission of video evidence that Elward said showed Andersen driving Dewey’s car into a truck stop. He also said Andersen intentionally left Dewey’s car unlocked and with the keys in the ignition with hopes it would be stolen.

Elward also said Andersen then lied to police and others about his whereabouts and actions. During Elward’s description of the contents of the video and Andersen’s behavior, Andersen smiled and shook his head in disagreement. Andersen was also smiling as he passed by Dewey’s family as he left the courtroom following the hearing.

Dewey’s gray 2007 Buick LaCrosse was found unlocked on Aug. 29, 2016, at the TA Truck Stop on state Route 47, just north of Interstate 80, in Morris. There’s also evidence showing the last calls made on Dewey’s phone were to Andersen.

After the hearing, Robert Parker said the resolution of the video was

too grainy to show anything definitive. Parker also said the financial evidence the defense wants to use is obtuse and doesn’t establish a motive. He added the reasons given by the prosecution for the continuance requests were for “the vague reason of the arrival of additional evidence.”

“More evidence is always good,” Putnam County State’s Attorney Christina Judd-Mennie said of the continuing arrival of supportive information.

It also came to the court’s attention during the hearing that Andersen hadn’t been able to fully hear what was being said during his court appearances.

“I don’t want an appeal because of a hearing issue,” Kouri said to the defense.

He then placed responsibility for getting Andersen hearing assistance on his attorneys. Amplified headphones will be the likely remedy.

Parker also said the state will be calling 65 witnesses against Andersen and added that Andersen’s health won’t be used in their defense arguments.

Kouri set the date for jury selection to begin on July 9 and blocked off two weeks for the trial. In the event there’s difficulty in selecting a local jury, Kouri said he would try to have a backup venue available in Peoria, and both sides agreed with the prudence of that decision.

Andersen remains jailed on a $150,000 cash bond.

Through technology and social media, people have become continually more connected, voicing their comments through a thin

veil of anonymity, hidden behind a screen, for good or for ill. For the Tonica School District, this has recently led to unsavory comments flying around the internet, comments which the district would dispute.

As such, the Tonica School Board, which met last week, has

decided it is time to look at its social media presence, how it uses that, and how it might better leverage the media platforms.

Judge in Bradley murder case grants extended media coverage request

During the ongoing investigation, the Putnam County Sheriff’s Office developed information that Henderson may have discarded a weapon at Color Point, the commercial greenhouse in rural Granville where he’d been employed.

On April 11, the Putnam County Sheriff’s Office was assisted in a search by Tri-DENT, Illinois State Police Crime Scene Services, the Spring Valley Police Department and the LaSalle County Sheriff’s Office.

The recovered weapon, a knife, is being analyzed at the Illinois State Police Crime Scene Services laboratory.

Bradley was last was seen by her family the evening of Jan. 23 and was reported missing the following morning. Her body, stabbed multiple times, was found Jan. 27 alongside 850th North Road in Putnam County.

According to Doyle, investigators think the two met online and that Henderson picked the teen up near her home between 6:30 and 7:30 a.m. on Jan. 24. He Richard A. then allegedly drove Henderson to the spot where her body was found and killed her after an altercation.

Henderson was arrested after being interviewed at the police station. Tips, interviews, surveillance cameras and pings from Bradley’s cellphone link him to her death, Doyle has said.

Judge Kouri set the date for the next status hearing for 2 p.m. on May 10.

Although the results of multiple lab reports have yet to be received, Doyle said investigators are confident they’ve arrested the man responsible for Bradley’s murder.

HENNEPIN — Attorney Roger Bolin, public defender for Richard A. Henderson, the Standard man whom investigators believe stabbed and killed 16-year-old Diamond Bradley, said he’s continuing to receive discovery evidence from the prosecution during Diamond Henderson’s April 17 Bradley status hearing.

Henderson, 26, is charged with the Class 3 felony of concealment of a homicide death and is being held on a $1 million bond. Putnam County State’s Attorney Christina Judd-Mennie reported the state is still waiting for the lab results of multiple tests.

Judge Stephen A. Kouri said he needed to make a ruling regarding an extended media request

and asked Bolin whether he had any objections. “I’m not prepared to respond because I don’t know what it involves,� Bolin said.

Kouri explained how he’d handled such requests during previous trials and told Bolin the media’s presence hadn’t been noticeable. Bolin then said he had no objections if it didn’t interfere with the way the trial was conducted.

Kouri then approved the request and said he would set forth the parameters for media coverage, such as the recording of witnesses on the stand as they testified.

It’s expected Henderson will face additional charges as the state’s evidence against him continues to be compiled. “More charges will likely be filed against Richard A. Henderson as the investigation progresses,� Putnam County Sheriff Kevin Doyle said Feb. 6 during a news conference at the Spring Valley

• SCHOOL Continued from Page 2 One suggestion as to how the district can handle its own presence was that of hiring a marketing expert to run the district’s accounts, to gauge different comments and respond.

Board president Brian Marcinkus mentioned the big question of how to handle situations where the school is defamed, “when there is slanderous or libelous information posted on social media.”

One possible route is to go through legal processes.

“At some point, we have to take a stand,” Marcinkus said. “People can’t knowingly slander the school.”

The issue, Principal-Superintendent Chuck Schneider indicated, is indicative of a deeper problem.

“Our job is to keep building the trust,” Schneider said. “So many times, people allow the trust to be eroded before the bridge can even be built.”

In the wake of recent social media storms, Schneider affirmed that he stands behind the school’s staff.

“I just want to say that I’m very proud of the work that our staff does, that our teachers do,” Schneider said, continuing off a list that cascaded until he tied it together as “everything we do in this building.”

In other discussion, the district is replacing its condensate pipe and surrounding insulation.

“Let’s get it done, and let’s not have another year of chasing leaks,” Schneider said.

New funding model offers minimal help for schools

District might have to utilize cash reserves

The new model should allocate around an additional $171 to the district every year.

Superintendent Sandra Malahy indicated that the district’s efficiency level puts it at Tier 4, according to the model.

“The fours are the ones that get the least,” Malahy said.

However, Malahy said the district is still missing money that it

is owed.

“Even though the state is paying that state aid, they’re still behind on the categoricals,” she said. “It’s tens of thousands of dolSandra lars.”

“Only once in the seven years that I have been here have we ever moved that money,” Malahy said. The district had always opted to put it into reserves instead.

For its quadrennial nutrition audit, the Lostant School District was marked for two violations.

The violations were in the cook’s official title and an extra amount of food served.

“Your cook has to have the title of director of Food Service. We had not yet officially given her that,” Malahy said.

She said that the second violation was that, during a breakfast the auditor observed, there were served “7.25 ounces of grain product over the allowable amount.”

The audit took place over “two solid days.”

“That’s what they found over two days,” Malahy said, adding that the cook “runs a great kitchen.”

As regards to the kitchen, the district is replacing its kitchen stove and oven.

“The current one lasted 63 years,” Malahy said.

Rezin backs legislation to target phone scammers Robo-calls are a top complaint SPRINGFIELD — State Sen. Sue Rezin, R-Morris, is co-sponsoring legislation that would help reduce unwanted robo-calls, the No. 1 complaint to the Federal Trade Commission.

“Robo-calls are annoying, frustrating, and they seem to never end,” Rezin said. “It’s time we beef up our laws on this issue to protect consumers from this unwanted practice.”

Under Rezin’s Senate Bill 2573, robo-callers would face a separate violation if they disguise or falsify

their caller ID in any way, which is commonly known as “spoofing.”

In addition, Rezin’s legislation would require prior written consent before robo-callers could use State Sen. auto-dialer software. Sue Rezin The Illinois attorney R-Morris general would be given 38th District the responsibility of enforcement.

“While most people hang up when they hear, ‘Congratulations, you’ve won a free cruise,’ the problem is, some of our more vulnerable citizens think it’s real,” Rezin said.

“They are taken advantage of, getting swindled out of their money or personal information. These callers

are scammers, they threaten, and they prey on people until they can hit a payday. This legislation puts more teeth into our laws, allowing the Illinois attorney general to take action in the same way the federal government can do now.”

According to the Federal Trade Commission, U.S. consumers received about 2.4 billion robo-calls every month in 2016.

Rezin is also co-sponsoring other legislation (Senate Joint Resolution 59) that would create the bipartisan Illinois Automated Dialing and Solicitation Task Force.

The group would be responsible for studying penalties for violating the Do Not Call List and penalties for call spoofing, and seeing what new technology is available for

preventing automated calls, among other responsibilities.

The Federal Trade Commission provides an online resource for consumers if they are seeking ways to block unwanted phone calls.

On April 17, Senate Bill 2573 passed the Judiciary Committee as amended, 11-0, and on the same day was placed on calendar order of second reading, according to the Illinois General Assembly website.

Rezin’s 38th Senate District includes southeastern Bureau County, Putnam County and LaSalle County.

PERU — Registration for Carus Corporation’s annual Summer Science Camp will begin at 8:30 a.m. Friday, April 27.

The free camp, which is open to students entering sixth grade in the fall, will take place June 4-8.

This year, campers may be in for a treat — a chance to learn inside St. Bede Academy’s brandnew STEM (science, technology, engineering and math) addition.

St. Bede will once again house the camp, with the school’s chemistry department head, Dan Fitzpatrick, leading as camp director.

Carus is also working with the Canal Corridor Association to bring back Camp Day at the Canal.

Plans are underway for Alzheimer’s walk Event will be Sept. 8 OTTAWA — The Jordan Block Park in Ottawa will again be the stage for the 2018 Illinois Valley Walk to End Alzheimer’s on Saturday, Sept. 8. The committee began meeting in February and are planning another great walk to promote awareness and funds for Alzheimer’s care, support and research.

Alzheimer’s is a disease of the brain that causes problems with memory, thinking and behavior. It is not a normal part of aging. Alzheimer’s gets worse over time. Although symptoms can vary widely, the first problem many people notice is forgetfulness severe enough to affect their ability to function at home or at work, or to enjoy lifelong hobbies.

This disease may cause a person to become confused, get lost in familiar places, misplace things or have trouble with language. It can be easy to explain away unusual behavior as part of normal

aging, especially for someone who seems physically healthy. Any concerns about memory loss should be discuss with your doctor.

More than 5 million Americans have Alzheimer’s disease, which is the most common form of dementia accounting for 60 to 80 percent of all cases. That includes 11 percent of those age 65 and older and one-third of those 85 and older.

The disease also impacts more than 15 million family members, friends and caregivers.

Dementia is a general term for the loss of memory and other intellectual abilities enough to interfere with daily life.

OGLESBY — For the second straight year, IV Leader, the student newspaper at Illinois Valley Community College, was awarded the Mike Foster Award for General Excellence, the highest award presented, at the Illinois Community College Journalism Association annual spring conference.

“Wow. Tons of local content relevant to your campus,” the judges commented. “All of it was interesting. Paper is well-designed. Great job.”

Sophomore Martha Hoffman of Earlville serves as editor-in-chief for IV Leader.

Student newspapers from across the state can earn recognition at the conference hosted this year by Lincoln Land Community College in Springfield. Some contest categories are based on enrollment while others are open to all newspapers.

In addition to winning first place for general excellence in Division II, IV Leader won first place for news story for its coverage of the tornado that hit Naplate and Ottawa.
