Marquis Inc. shelves $500 million project, citing Illinois business issues

Scott County project land options will be allowed to expire HENNEPIN — Marquis Inc. announced its decision to let more than 800 acres in Illinois land options in Scott County, near Jacksonville, expire in late April, shelving its plans for the development of a $500 million ethanol facility.

According to a news release issued by the company Monday, Marquis cited pending state legislation that would undermine the competitive business process.

“This legislation would inflate the cost of the development to the point the project would not have an adequate return on investment and would negatively impact our company’s ability to competitively bid construction projects,” Mark Marquis, CEO of Marquis Inc., said.

“Illinois government’s anti-business and high tax policies will require us to pursue company expansions in surrounding states,” Marquis said.

“State bill SB 1407 is an example of legislation that will negatively impact our company’s expansion plans — removing our company’s choice in construction contractors we hire and the agreed upon price between the two parties, reducing competition and inflating costs.

“Additionally, recent international trade tariffs have restricted the export market of ethanol and distillers grains to several countries, including China, Brazil, Peru and the European Union,” Marquis said.

“Our federal government, including our U.S. trade representatives, have failed to reduce and eliminate tariffs on agricultural products, such as ethanol, distillers grain, soybean and soybean meal. These tariffs caused a reduction in corn value, leading to lower prices for U.S. farm-

ers and adding to an already distressed agricultural economy.

“I hope our legislators work together to tackle these trade barriers and release the stranglehold of regulations on job creators,” Marquis said.

Marquis Inc. is a multi-generational family company operating two large-scale ethanol production facilities, employing more than 250 staff members, and producing more than 500 million gallons of ethanol and a million tons of high-protein animal feed a year.

Marquis remains committed to bettering the community through service and producing homegrown ethanol for cleaner air and more affordable fuel.

With a production capacity of 1 million gallons of fuel grade ethanol per day, Marquis operates the largest dry-mill biofuels production facility in the United States at 11953 Prairie Industrial Parkway in Hennepin.

Syphilis has increased every year since 2001. The CDC noted the rate of congenital syphilis has more than doubled since 2013, highlighting the threat to reproductive-aged women. In 2018 LaSalle County had 12 cases.

The good news is these infections are highly treatable and easily diagnosed.

The cause for concern is because undiagnosed and untreated infections can lead to sterility and long- term consequences including cancer. The LaSalle County Health Department works with

all medical facilities and clients to assure treatment is adequate and in accordance with CDC guidelines.

People can decrease their chances of contracting STDs by practicing abstinence, limiting their number of sexual partners, practicing safer sex and knowing their partners’ sexual history.

IN BRIEF April is STD Month; LaSalle County Health Department releases local infection rates OTTAWA — The LaSalle County Health Department announces that April is STD (Sexually Transmitted Disease) Awareness Month.

According to the Centers for Disease Control, 2.3 million new cases of the three nationally notifiable sexually transmitted diseases — chlamydia, gonorrhea and syphilis — were reported by Americans in 2017. It was yet another record-breaking year for STDs in the United States, and the epidemic is showing no signs of slowing down.

Chlamydia remains the most common with nearly two-thirds of all new infections acquired by patients aged 15 to 24 years of age. In 2018, LaSalle County had 343 cases of chlamydia. Because chlamydia is asymptomatic in the majority of patients, they do not seek medical attention, and it continues to spread and remain highly prevalent.

The second leading notifiable STD was gonorrhea, which has increased 18.6 percent in the United States. LaSalle County had 69 cases in 2018.

In his retirement letter, Montgomery wrote, “It was approximately 29 or 30 years ago that I was sitting in the office of Dr. Sam Rogal, dean of what was then the Humanities/Fine Arts Division. We were lamenting the fact there had been a several year hiatus of having an instrumental performing group at IVCC, and he asked me if I knew of anyone capable of re-instating the ensemble.

“Although I was still a full-time public school instrumental and choral teacher, I quickly answered that I would be more than happy to accept the challenge,” Montgomery wrote.

“Since that time, the IVCC Wind Ensemble has been widely respected among music educators in Illinois.”

In other action, the board approved: • Sabbatical leave for the fall semester for Lauri Carey, a 19-year biology and horticulture instructor.

During the sabbatical, Carey will work to improve curriculum and instructional methods in biology.

• The retirement of 13-year welding instructor Paul Leadingham effective June 30.

• The $1,469,000 bid of Dodson Plumbing, Heating & AC of Pontiac for the Building C Air Handler Unit/ Chiller replacement.

• Purchase of 71 PCs from Dell Inc. for $47,831 for rooms E215, CTC119 and B213.

• Three-year licensing from CDW of Malwarebytes Anti-Malware/ Anti-Virus software for $24,000.

The customer service and sales call center has worked with IVCC since 2016 to provide its employees continuing education and college credit toward a customer experience and sales certificate. To date, 108 employees have completed the program and another 41 are now enrolled.

• Final cost of the Dr. Mary Margaret Weeg Cultural Centre accessibility upgrade was $638,530, about $230,000 under budget. New seating and ADA-compliant ramps to each side of the stage were among the enhancements. The project was partially paid for from a bequest of more than $620,000 from the estate of Walter Durley and Hazel Marie Boyle.

• Final cost of the exterior stairs upgrade was $138,652, about $95,000 under budget.

• A new three-year lease has been approved with the Economic Development Corp. of North Central Illinois for $4,284 per year. EDCNCI will move into E building rooms 309, 311 and 312.

OGLESBY — Illinois Valley Community College will pilot a Transfer Academy this fall allowing dual credit high school students to be released in the afternoon for classes at Ottawa Center, board members learned on April 11.

The initiative will allow high school students to complete all general education core courses over four semesters – with the possibility that a few summer courses might also be needed.

“The schedule at Ottawa Center will be well-suited to students pursuing studies in humanities, social sciences and those uncertain what their major will be,” said Deborah Anderson, vice president for Academic Affairs.

As with all IVCC dual credit courses, students will receive a 25 percent tuition discount and those qualifying for the federal Free and Reduced Lunch program will pay just the $5 registration fee.

“I anticipate this will bring a new demographic to the Ottawa Center in the afternoons as students are released to take classes there,” Anderson said. “I am also optimistic the experience of the college campus will attract more students to IVCC after high school graduation.”

IVCC is also developing a plan to allow dual credit students seeking STEM-related careers to attend afternoon classes on main campus.

The board also learned IVCC’s 60-credit Associate of Applied Science degree in Cybersecurity has been approved by the Illinois Community College Board.

Beginning this fall, the program will address a surge in demand for skilled workers in information security and will cross-train IT staff to protect networks from cyber threats.

Courses include Managing Information Security, Digital Forensics, Security+, Cybersecurity Scripting, Computer Ethics and Ethical Hacking.

A 2017 study by the Center for Cyber Safety and Education estimated there will be a 1.8 million worker gap in the information security workforce worldwide by 2022. Security analysts earn a median hourly wage of $45.26 with an annual salary of $94,134, according to the Illinois Department of Employment Security (2018).

• The Foundation’s April 3 Giving Day III raised more than $29,000.

• Project Success, a federally-funded TRiO program serving students who are first-generation, low-income or with disabilities, scored a perfect 15 on the Department of Education’s annual performance report for how well a program meets its objectives.

“Project Success exceeded all rates in persistence, good academic standing, associate degree or certificate attainment, and transfers to a fouryear institution. We had funding to serve 165 students and ended up serving 179,” said Corcoran.

• The IVCC board and Chairwoman Jane Goetz hosted the Illinois Community College Trustees Association Northwest Region on April 3.

Dorene Data, computer-aided design instructor, presented on the college’s MIMIC (Making Industry Meaningful in College) program and on an initiative to increase the number of women in technology fields.

• The nursing honor society Alpha Delta Nu inducted 16 members on April 8.

• IVCC sophomores Lillian Rodrigues of Mendota and Nic Bollis of Peru were recognized for extraordinary academic achievements at the April 9 All-Illinois Phi Theta Kappa banquet in Springfield.

As Illinois’ New Century Transfer Scholar, Rodrigues earned a $2,250 scholarship. Both she and Bollis will attend Northern Illinois University in the fall. Rodrigues plans a career as a physician’s assistant, Bollis as a pediatric cardiologist.

Measles numbers are up; no cases reported in LaSalle County SHAW MEDIA Measles has been highlighted in the news frequently since the beginning of 2019, as there have been multiple outbreaks of measles in the United States.

According to the Centers for Disease Control and Prevention, there have been 555 individual cases of measles confirmed in 20 states since Jan. 1. This is the second greatest number of cases reported in the U.S. since measles was eliminated in 2000.

Illinois is included in the list of states that have reported cases, with seven cases being reported on the Illinois Department of Public Health’s website.

Currently, LaSalle County has no confirmed cases of measles.

Measles is a serious, highly contagious disease caused by a virus.

The virus is spread easily through the air when an infected person coughs or sneezes or by direct contact with infected nose or throat secretions. It is so contagious that if one person has it, nine out of 10 people around him or her will also become infected if they are not protected.

A person can get measles just by being in a room where a person with measles has been, even up to two hours after that person has left. An infected person can spread measles to others even before knowing he/she has the disease — from four days before developing the measles rash through four days afterward.

Symptoms of measles include a rash that starts on the face and neck and then spreads, a high

fever, runny nose, cough and red, watery eyes. The fever starts about 10 days (range seven to 18 days) after exposure. The rash appears about 14 days after exposure. Infants and adults usually are sicker than children and teenagers.

Treatment includes bed rest, lots of fluids and medicine for fever and headache. Antibiotics do not help — either to cure measles or to prevent it. There are no anti-viral drugs for treating measles. The virus can cause serious health complications, such as pneumonia or encephalitis, and even death.

If someone things they have measles, call a physician’s office.

Measles was declared eliminated from the U.S. in 2000 thanks to a highly effective vaccination program. “Eliminated” means that the disease is no longer constantly present in this country. However, measles is still common in many parts of the world, including some countries in Europe, Asia, the Pacific, and Africa. Worldwide, about 20 million people get measles each year.

Even if a family does not travel internationally, they could come into contact with measles anywhere in the community. Every year, measles is brought into the United States by unvaccinated travelers (Americans or foreign visitors) who get measles while they are in other countries. Anyone who is not protected against measles is at risk.

The best protection against measles is the measles-mumps-rubella (MMR) vaccine. MMR vaccine

provides long-lasting protection against all strains of measles. Children need two doses of MMR vaccine for best protection. The vaccine is recommended for children at 12 months of age, and the second vaccination is typically given at 4 to 6 years of age. The second vaccination of measles vaccine is now required in Illinois for all children kindergarten through 12th grade.

Anyone born after Jan. 15, 1957, who has not had at least one dose of measles vaccine after 12 months of age or who has not had the measles should be immunized. All persons working in health care settings should receive two doses of measles vaccine (MMR) unless they have had the disease and, therefore, are immune.

Anyone planning to travel internationally, should make sure they are protected against measles and other dangerous diseases before they go abroad.

If an infant is traveling overseas, the vaccine recommendations are a little different: If the baby is 6 through 11 months old, he or she should receive one dose of MMR vaccine before leaving. If the child is 12 months of age or older, he or she will need two doses of MMR vaccine (separated by at least 28 days) before departure.

Women should not get the vaccine if they are already pregnant or if they plan to get pregnant within three months after getting the vaccine.

TONICA VOLUNTEER FIRE DEPARTMENT Structure fire cause being investigated At 5:55 p.m. on April 20, the Tonica Volunteer Fire Department responded to a residential structure fire at 534 N. 1950th Road in Tonica.

Black smoke could be seen in the air as the firefighters responded from the station. Because of the volume of visible smoke, in addition to the Auto-Aid departments, the command requested a level-1 MABAS box for that area.

Upon arrival at the scene, firefighters found fire showing from two sides of the two and a half story farm house.

The main body of fire was knocked down in about 20 minutes with salvage, overhaul and investigation lasting several hours.

Due to the nature of the incident, the State Fire Marshal’s Office sent a fire investigator to help determine its cause and origin. There were no injuries.

The following fire departments responded: Oglesby, Lostant, Leonore, Cedar Point and Grand Ridge.

Oglesby and Peru ambulances also responded.

The LaSalle County Sheriff’s Department and Tonica Police were at the scene assisting with traffic control and during the follow-up investigation.

The house suffered extensive damage to a few of the rooms and two outside walls, and there was also heat and smoke damage throughout the remainder of the residence.

About 20 minutes before the fire call, Tonica responded to a medical call at the same address for a male who suffered a hand injury.

The medical personnel did not transport anyone from the initial incident.

LaSalle County police were also on the scene of that incident.

Streator-area solar projects were big winners in the state’s lottery for renewable energy credits, along with several projects in the Tonica-Lostant area.

Of the 112 projects announced Thursday by the Illinois Power Agency, four of them were in the Streator area, as well as two in Tonica, two in Mendota, and one each in Lostant, Somonauk and Sandwich.

A total of 909 projects statewide submitted for credits.

A lottery was needed due to the volume of companies applying for the credits. Several projects came for approval through the LaSalle

County Zoning Board of Appeals and County Board.

The Future Energy Jobs Act passed in 2016 resulted in an expansion of renewable energy. The goal of the act is to make a quarter of Illinois’ power production come from sources such as wind and solar by 2025.

“The state has allocated a certain amount of credit that equates for a certain amount of energy being produced,” said Derek Hiland, DeKalb County community development director.

“So developers move forward however they want. Credits are a known quantity, and they’re getting rebated on the energy reproduced.”

Illinois has been the center of a solar boom, which added more than 1,300 solar jobs in 2018, an Illinois Power Agency news release shows; however, state support for future projects will be cut short in 2020 due to lack of funding. Several other local prospective projects were put on a waitlist.

Winning solar farm operators will be able to sell renewable energy credits back to utility companies.

also prepared the orchestra for large choral-orchestral works conducted by the eminent conductor John Nelson, including Berlioz’s “Requiem” and Britten’s “War Requiem,” among many others. Under Sommerville’s direction, the orchestra also performs children’s concerts to more than 4,000 students annually and performs at the Wheaton College Christmas Festival, which is broadcast nationwide over PBS. His conducting teachers include Sir Georg Solti, Herbert Blomstedt, Franz Allers and John P. Paynter. At Wheaton College, Sommerville is professor of music and teaches conducting, orchestration and score reading, in addition to his work with the orchestra.

Sun Chang is a 23-year-old Korean-American pianist and harpsichordist. After graduating from the Bienen School of Music at Northwestern University in 2017 with a Bachelor of Music, she is now pursuing a master’s in historical performance at the Royal Academy of Music in London.

Between degrees, she traveled and performed on Holland America Line as part of Lincoln Center Stage Piano Quintet.

While earning her bachelor’s with Alan Chow, she was also an active member of Chicago’s music scene.

She gave a recital at the Chicago Cultural Centre, was a featured artist on Live from WFMT, where her two-hour recital was broadcast live, and collaborated frequently with the area’s leading chamber orchestra, Camerata Chicago.

Illinois Valley Herb Guild will host annual plant sale and Herb Faire

PERU — The Illinois Valley Herb Guild will host its annual plant sale and Herb Faire from 9 a.m. to 2 p.m.

Saturday, May 11, in the gymnasium at St. Bede Academy.

More than 50 varieties of herbs will be available, from common herbs like basil, rosemary, and lavender to more unusual species such as pennyroyal and patchouli. Most herbs will be sold in 4-inch pots for $3.50, with bay trees and scented geraniums selling for $5. For those new to herb gardening, herb guild members wearing their bright green T-shirts will be on hand with expert advice.

“Our guild members have plenty of experience in gardening,” said Herb Guild President Doris Miller of Hennepin. “Some of them are certified Master Gardeners, too. We rec-

ommend people come early for the best selection — and St. Bede student volunteers will help you carry your plants to the car, free of charge.”

A dozen vendors will be selling garden plants, essential oils, jewelry, photography, textiles, handmade pottery and woodcraft, yard art and other gardening accessories. The St. Bede Academy Science Club will be selling heirloom tomatoes and other vegetables, which they started from seed, as well as handcrafted birdhouses. There will also be a concession stand with food for lunch, as well as homemade baked goods, and St. Bede baker Fr. Dominic “The Bread Monk” will have herb breads for sale.

The event will be held rain or shine.

Despite her solo engagements, Chang’s biggest passion is chamber music, because she believes that “musicking” is a social activity. Her long-term goal is to found and direct a female-centered ensemble that performs music composed by women from the Renaissance and Baroque eras. amazing musicians.

OGLESBY — The Illinois Valley Symphony Orchestra will present the final concert of its 2018-19 season at 7 p.m. Saturday, May 4, in the Dr. Mary Margaret Weeg Cultural Centre at Illinois Valley Community College.

The guest conductor will be Daniel Sommerville, director of orchestral activities at Wheaton College.

The concert will feature Ravel’s jazzy “Piano Concerto in G Major” with pianist Sun Chang, “Capriccio Espagnol”

by Rimsky-Korsakov and “Beethoven’s Symphony No. 5.” A reception, hosted by the Illinois Valley Symphony Guild, will follow the concert.

Maestro Sommerville is an active guest conductor in the Chicago area.

Under his leadership, the Wheaton College Symphony Orchestra has received many accolades, including being awarded third place in the American Prize (college and university orchestra division), performing at the 2018 Illinois Music Education Association annual conference in Peoria, being named one of the “twenty most impressive college orchestras in America” by the Online Schools Centers and performing at the national College Orchestra Directors Association annual conference at Northwestern University.

During Sommerville’s tenure, the college orchestra has also appeared on Wheaton College’s professional Artist Series, collaborating with artists such as Marvin Hamlisch, Joel Grey, Sylvia McNair, Hubbard Street Dance Company (Chicago), Lawrence Brownlee and singers from Lyric Opera’s Ryan Opera Center. In the homestretch, May will be busy, important Legislature has a hectic five weeks left

F

rom the looks of things, the fine print of Gov. J.B. Pritzker’s most important legislative priorities should start becoming public not long after state legislators return from spring break on Tuesday, April 30.

Legislators, the governor’s office and stakeholders have been negotiating the nuts and bolts of numerous items for weeks, and they’re just about finished.

So, we’ll apparently start to see specific language pop out in public for things like the legalization of cannabis and sports betting.

The statutory language for the governor’s graduated income tax, which will set the various tax rates, will also likely be unveiled around that time.

We could maybe even see parts of the infrastructure bill by early May, and possibly some language for a new graduated tax on video gaming.

Those unveilings will all be followed by a couple of weeks of hearings in both chambers and then floor votes will commence.

There are actually five scheduled post-break session weeks ending on the final deadline of Friday, May 31, which is fortuitous for the Pritzker administration because they’re going to need every possi-

And, as I write this, big decisions still need to be made about cannabis and sports betting legalization, although proponents hope to circulate a draft of the cannabis bill to stakeholders sometime this week.

As you can clearly see, this is not a light load, particularly since the governor’s office, and not legislative staff, appears to be drafting the final versions of their bills, and

the governor’s staff is not exactly brimming with extra people just waiting around for assignments. I think Pritzker’s staff is probably the smallest one I’ve ever seen.

There’s also this thing called the budget that still must be worked out. Gov. Pritzker’s budget proposal seeks to plug some big fiscal holes by using revenues from cannabis, sports betting, the new tax on video gaming, and a bunch of other things that aren’t easy to pass.

And that’s just the revenue side.

There will be disagreements over spending as well.

Amanda Kass, the associate director of the Government Finance Research Center at the University of Illinois at Chicago’s College of Urban Planning and Public Affairs, crunched the governor’s pension proposal numbers this month and didn’t have good news.

The governor has claimed he wants to put about $900 million a year less into the pension systems than state law requires, but Kass’ research turned up a significantly higher $1.1 billion projection for next fiscal year (and for six years after that), which is giving folks heartburn.

Not that Pritzker’s fellow Democrats (or the Republicans) have anything serious to counter the governor’s proposals with, except on the edges. There are no real competing ideas out there, so the task at hand is convincing members of his own party to just grit

laws, avoiding distractions and never driving under the influence of alcohol or drugs.

Illinois’ rules of the road require drivers to yield, slow down, and if possible, change lanes when emergency vehicles are stopped along the roadside.

Distracted driving is a pervasive issue that contributes to thousands of injuries and deaths each year. The IIA encourages motorists to drive fully focused in support of National Distracted

Driving Awareness Month. Anything that takes the driver’s eyes off the roadway, hands off the steering wheel, or thoughts off the task at hand is a driving distraction.

Commit to not using your cellphone while in the driver’s seat.

Adjust seat position, radio, temperature control and navigational system before leaving the driveway.

Everything has a long way to go before any of this is a done deal.

Successful negotiations don’t automatically guarantee majorities in both chambers. And some negotiations are still not finished.

Nobody yet knows for sure how the infrastructure bill will be funded, for example, which is pretty darned important. Infrastructure costs real money, and that money has to come from somewhere.

Some legislators are pushing for more property tax relief from the governor’s income tax plan, which, if they’re successful, would mean less money for state programs or higher rates than the governor originally proposed, or both.

The governor’s budget also proposes stuff like phasing out the private school tuition tax credit program, which has strong support among some Catholic, Jewish and other legislators.

He would also impose a tax on disposable plastic shopping bags, which has the potential to anger millions of Illinoisans every week for the grand revenue total of a mere $20 million a year.

And he wants to pick yet another fight with the powerful Illinois Retail Merchants Association over how much sales tax money that retailers can keep as payment for collecting the sales tax.

Not to mention that the Senate may be combining some energy-related bills into an omnibus package.

And the House is working on a massive ethics/sexual harassment proposal.

And don’t forget the hundreds and hundreds of bills that were passed during the first few months of the spring session and are now awaiting committee hearings and floor votes in the opposite chambers.

This could turn out to be the busiest and most consequential final month of session I’ve ever seen.

BRIEFS IVCIL annual Rip’s fundraiser LADD — The annual Rip’s chicken fundraiser for the Illinois Valley Center for Independent Living will be from 5 to 8 p.m. Monday, April 29, at Rip’s, 311 N. Main Ave. in Ladd.

Tickets are $10 and admission will include a choice of one-quarter light chicken, one-quarter dark chicken or chicken strips, along with fries and bread. Carry-outs will be available and there will also be many silent auction items and a 50/50 drawing.

IVCC Choir will present concert OGLESBY — The Illinois Valley Community College Choir will be in concert with voice student recitals at 7 p.m.

Monday, May 6, in the Dr. Mary Margaret Weeg Cultural Centre.

The choir will be singing “Wade in the Water,” “Because All Men Are Brothers,” “El Ritmo de la Noche,” “It Had to be You” and more. Choir and voice students perform under the direction of instructor Jenilyn Roether. The performance is free, and the public is welcome.
