Weapon recovered in investigation Item being analyzed by State Police crime lab

BY DAVE COOK news@tonicanews.com GRANVILLE — A weapon believed to be connected to the murder of 16-year-old Diamond Bradley was recovered by the Putnam County Sheriff’s Office during a search at Color Point, the former place of employment of suspect Richard A. Henderson.

may have discarded evidence at the commercial greenhouse in rural Granville.

On April 11, the Putnam County Sheriff’s Office was assisted in the search by Tri- Richard A. DENT, Illinois State Henderson Police Crime Scene Services, the Spring Valley Police Department and the LaSalle County Sheriff’s Office.

This potential new evidence is being analyzed at the Illinois State Police Crime Scene Services laboratory.

Bradley was last was seen by her family the evening of Jan. 23 and was reported missing the following morning. Her body was found Jan. 27 alongside 850th North Road in Putnam County. She had been stabbed multiple times.

Investigators think she and Henderson met online and that Henderson picked the teen up near her home between 6:30 and 7:30 a.m. on Jan. 24. Police believe Henderson then drove to the spot where her body was found and killed her after an altercation.

Henderson was arrested after being interviewed at the police station. Tips, interviews, surveillance cameras, and cellphone pings link him to her death. Additional discovery evidence is still being developed.

Henderson’s most recent appearance in Putnam County court was April 17. The case is being tried

by Judge Stephen A. Kouri, and Henderson is being represented by his attorney, public defender Roger Bolin. Putnam County State’s Attorney Christina Judd-Mennie is prosecuting the case.

Lower well levels a concern for village

BY ZACHARY J. PRATT news@tonicanews.com TONICA — As the village of Tonica rehabs one of its water wells, the village is also replacing the equipment within.

“The only reason we’re looking at replacing the equipment is because we have to remove all of it to rehab the well,” Marc Lemrise, public works employee, said at Monday night’s Tonica Village Board meeting.

Lemrise noted that moving the equipment out comprises a lot of the project’s cost and is not something the village wants to have to do again anytime soon.

The water level in the well has caused concern, as it has been dropping, he said.

“We’ve been watching it drop

over the past couple months, and now we only have around two feet of water,” Lemrise said. “If it goes much lower, it’ll start sucking air.”

The good news on that front is that the water level has remained steady for a while, not dropping farther.

“It’s holding its own at two feet. It hasn’t dropped lower than two feet after about a month,” Lemrise said.

Tonica has had this particular equipment for a while, and now the

time has come for replacements.

“Twenty-six years, same pump, same equipment,” Lemrise said, though he did take note that the village has been running it consistently only for the past 10 years.

In other discussion, the village is testing different lines for lead, as mandated by the EPA. Mowing season is also expected to begin sometime in the near future.

“We’ve got a lot more to mow now, like double,” Lemrise said, adding that the new mower will be seeing a lot of use.

Streets have also become riddled with holes, once filled, after the snow, to which the village will to attend.

“We had them all done. There wasn’t a pothole in town. And then, we got snow,” Lemrise said.

New signage aims to boost hiker safety Responders hope new lights improve visitor traffic flow

BY STEVE STOUT Shaw Media Traffic flow between state parks and Interstate 80, as well as improving state park rescue operations with digital technology, headlined a park safety discussion Monday at the Utica fire station.

Local, county and state police agencies, Illinois Department of Transportation officials, Illinois Department of Natural Resources personnel, state park officials and legislators met to coordinate procedures and potential obstacles to ensure public safety in the parks’ upcoming peak months.

“We are holding this meeting because our department has an interest to have contingency plans for how this fire department responds to rescues and other medical emergency calls at the parks,” said Ed Rogers, Utica fire chief of staff.

“We are here today because all of us want a safe season for our many visitors and our first responders.”

Emergency calls Utica Fire Chief Ben Brown said last year, his crews were called to Starved Rock State Park “three or four dozen” times for various reasons, with nearly a dozen of those calls involving rescues of injured hikers from canyons and remote trails.

Conservation Police Sgt. Phil Wire, whose IDNR district has nine officers for a six-county area, reviewed 2017 incidents at the state parks to illustrate challenges facing first responders.

One fatality occurred at Starved Rock last July after a 24-year-old man slipped and fell into Pontiac Canyon.

From March through July, the park reported at least one canyon fall per month.

Among Starved Rock rescue calls last year in which fire departments, conservation police and medical helicopters were called: • In March, an Orland Park man was injured after falling at French Canyon.

• In April, a Lake Zurich man fell more than 30 feet near Lover’s Leap.

• In May, a Portage, Ind., man fell more than 40 feet at Sac Canyon.

• In June, a Chicago man fell about 20 feet at LaSalle Canyon. The hiker declined medical treatment.

• In July, a Bartlett woman fell at LaSalle Canyon.

Improving trail safety, rescues Park officials said they are working on new safety signage and digital QR-coded markers to promote trail safety and to help first responders quickly locate those who need help in most areas of the park’s 2,600 acres.

Safety signage will feature hiking safety guidelines to educate park visitors as they travel trails.

Officials said hikers can use smartphone QR code scanners with the new markers to instantly report longitude and latitude in a similar manner to a GPS unit. Officials said the signs will provide park officials, Conservation Police and emergency responders the ability to find those who need emergency help more quickly and efficiently.

The QR system is expected to be in place this summer.

Brown praised the markers.

“This is huge for us,” Brown said.

“Once installed, using these markers are ‘the golden ticket’ for our emergency crews to pinpoint a victim’s location for a quicker response time.”

Visitor numbers on the rise The park’s attendance climbed to nearly 3 million in 2017.

“Starved Rock State Park is now 11th in the nation (including national parks) of attendance in a recreational area,” said state Sen. Sue Rezin, R-Morris.

“Increased tourism from successful marketing resulting in those numbers have created unique problems and issues for first responders responsible for emergency and other calls to Starved Rock and Matthiessen parks.”

Starved Rock reported an official count of 2,817,228 visitors.

Matthiessen recorded 514,715 visitors.

Traffic flow With the increase in tourists, traffic congestion — and emergency responders’ ability to reach the parks — fell among the unique problems Rezin referenced.

Warren Norris, IDOT senior traffic signal technician, said new traffic lights installed at the intersection of U.S. Route 6 and state Route 178 in the fall will assist in alleviating long backups from between the park and I-80.

“We have and will continue to monitor the signals, which are adjustable to change the duration timing to keep vehicles from backing up onto I-80,” Norris said.

He said IDOT officials also can monitor the lights remotely online during heavy traffic weekends and holidays in real time to change the timing of the signals.

Rogers said he hopes the new signals will help Utica crews “get around” lines of vehicles, which sometimes hamper their exit from the fire station on Route 178.

“On occasion, just getting into the park was difficult for us,” Roger said.

Brown questioned IDOT officials if ongoing construction on the new Utica bridge would create additional traffic “bottleneck” problems for the summer season. He was assured the state will work with bridge contractors to keep the traffic flow moving at a smooth pace through the village and into the park.

More talking points Also discussed Monday were historical records, crowd control, agency communications and how to improve public awareness of the dangers of leaving marked trails at Starved Rock.

Before adjournment, Rezin and her legislative partner, state Rep. Jerry Long, R-Streator, called on the state to “make investments” to address the safety issues in Utica and the local parks.

“I see a really good team here to keep the roads and park visitors protected,” Long said.

IN BRIEF Ottawa Art League will award scholarships OTTAWA — The Ottawa Art League is announcing the creation of two new scholarships for local students who are following their artistic passions.

Each scholarship will be $1,000, paid out in $250 increments for each of four years, to a senior this year who is planning on majoring in an artistic field in college or art school. Applications can be download-

The first is the Ruby Jovanovich Scholarship. Ruby was a founding member of the Ottawa Art League and its first president in 1968. She passed away in 2002 and left 46 unsold paintings. Her family donated those to the OAL and they have

been sold to fund a scholarship. OAL members donated material and time to update the paintings for sale.

The second is the Mary Ellen Davies Scholarship. Mary Ellen was a longtime member of the Ottawa Art League and her family and friends donated money in her memory to help young artists.

For many years the OAL has used this money to present artists with awards at the annual youth art show.

Hall joins Putnam County in College Start OGLESBY — Beginning this summer, Hall High School students will have the opportunity to participate in a College Start program with Illinois Valley Community College, IVCC board members learned at their meeting April 12.

The program, modeled after the agreement IVCC has had with Putnam County High School since 2014, allows academically qualified Hall seniors to enroll in Jerry IVCC classes as part Corcoran, of their high school IVCC president coursework.

“This is another example of our providing higher education opportunities across the district, and it will strengthen an already solid working relationship between Hall and IVCC,” said Mark Grzybowski, associate vice president for Student Services.

Helping facilitate the initiative was IVCC board member and Hall interim-Superintendent Jay McCracken, Hall counselor Susan Lucas, and IVCC Associate Vice President for Academic Affairs Bonnie Campbell.

In other business, the board honored out-going student trustee Matthew Pehoski of La Salle for “dedicated and enthusiastic” representation of students and welcomed new student trustee Joseph Marenda of Spring Valley.

Pehoski was recognized last week for earning IVCC’s highest academic achievement when he was named one of 12 McCormack Scholars.

In other business, the board approved: • Elevator upgrades totaling $19,494.

• Purchase of Citrix App Layering maintenance and support for $13,440 to manage virtual desktops for staff. It allows software to be added and updates made to numerous machines at once.

• Seeking bids for the purchase of a utility vehicle for the agriculture program to facilitate data collection (field mapping and soil sampling) and equipment simulation in the field. The estimated $14,000 purchase will be paid for by a donation to the ag program by LPO Junior College alumnus Ralph Scriba of Palos Verdes, Calif.

• Seeking bids for slope and road work to improve drainage in three areas: the south side of the gym, south of the parking lots, and the north side of Building D. The project is estimated at $50,000.

• A $107,200 bid from Vanguard Contractors of Pekin for exterior stair upgrades.

• Semester-long sabbatical leave for nursing instructor Patricia Pence for fall 2018 and English instructor Delores Robinson for spring 2019.

• The resignation of nursing instructor Maddalena Davenport effective July 31.

• Deactivating the Associate of Arts in Teaching (AAT) degree for lack of enrollment.

The board also learned:

• Janine Full has been hired as administrative assistant III for business services and Angelica Fanti as

Institutional Research/Information Technologies (IR/IT) programmer analyst.

• Of a $1,436 change order for emergency generator repairs. Cost went from $7,869 to $9,295 because repairs were more extensive than originally estimated.

• An AAS in agronomy was approved in a March letter from the Illinois Board of Higher Education.

Agronomy focuses on crop and soil science, pest management and precision ag technology. The two-year, 60-credit program beginning this fall will prepare students for work in production, research, education, communication and sales.

• Diane Kreiser was to be recognized as the 2018 recipient of the Connie Skerston Memorial Award for Distinguished Service. Kreiser has worked in the business office for 27 years.

• IVCC’s Early Childhood Education program has been approved for ECE Gateways Credential Level 4, Infant/Toddler Gateways Credential Level 4, and Director Gateways Credential Level 1 (level 1 is the highest ranking). Gateways Credentials, awarded by the Illinois Department of Human Services (IDHS) Bureau of Child Care and Development, are symbols of professional achievement that validate knowledge, skills and experience.

• In his report, IVCC President Jerry Corcoran said the U.S. Department of Education review of IVCC’s Project Success program revealed the program exceeded all performance standards in the areas of persistence, good academic standing, degrees or certificates earned, and transfer rates. Project Success

earned the highest score a college can receive.

• More than 200 students and parents attended Explore IVCC March 27.

• Oglesby Police Chief Jim Knoblauch attended a recent meeting of IVCC’s Emergency Management Committee to comment on the college’s emergency preparedness plan, particularly if the college were to have an active shooter on campus.

Knoblauch said that since IVCC is part of the 911 Dispatch Center, four police departments would respond to an incident with Oglesby arriving within 2-5 minutes.

“After looking at our plan, Chief Knoblauch said although there is no perfect plan, what we have in place is the best you can have,” Corcoran said.

• IVCC would be a potential site if Oglesby, LaSalle and Peru consolidate police services. “Any time there’s an opportunity to enhance the safety and security of our students, faculty, staff and visitors, count us in. The closer they are to our campus, the better I feel,” Corcoran said.

• The April 4 academic awards banquet honored 170 students and on April 9, eight IVCC nursing students were inducted into the Nursing Honor Society.

• The April 5 Giving Day raised more than $22,000 for the IVCC Foundation.

• Maintenance and custodial staff represented by SEIU Local 138 sent a memo to the board regarding timing of labor agreement discussions.

“These folks do a fine job of keeping our campus in great shape, and I’m proud to have them working hard on our behalf,” Corcoran said.

PERU — The Illinois Valley Area Chamber of Commerce and TBMreunion.org will present for the third year the “TBM Avenger Reunion and Salute to Veterans” Warbird air show and veterans parade at the Illinois Valley Regional Airport in Peru from 10 a.m. to 5 p.m. Saturday, May 19.

There is no admission charge and parking is free. This will be the largest most significant Warbird air show in Illinois this summer.

Some 16 TBM Avenger World War II Navy bombers will be attending with flyovers and torpedo and bombing runs. As many as 15 other significant Warbirds and aircraft, including vintage F-86 Sabre and MiG 17 jet fighters from the Korean War, will participate.

The Salute to Veteran’s parade will feature local veterans and veterans groups, all branches of the military, motorcycle honor guard and hundreds of American flags.

Local food trucks and vendors will also be in attendance.

Edible car contest results announced OGLESBY — An all-time record 36 cars competed in Illinois Valley Community College’s recent Edible Car Contest with 18 cars created by students from five local high schools.

IVCC teams dominated the speed run with Computer Aided Design (CAD) students Ben Ross’ and Lewis Habben’s “Toasted Two” taking first and Michelle Lakan’s, Alyssa White’s and Jordan Timm’s “Marchmallow J.A.M.” taking second. CAD students Mike Straith and Matt Kamin tied for third with fellow CAD student Todd Morgan.

While the speed run was the highlight of the 13th annual competition, entries were judged in a number of categories. Morgan’s car took first for design, Straith and Kamin took first for detail and another CAD entry by Nicholas Nicer took first in creativity.

St. Bede’s Max Manning and Ben Morrow took first in the “meaty” category and John Potthof and Seth Ludford took first in “delicious.”

Hall’s Courtney Kobold claimed first in the “veggie” category and Nate Draper took first in “wheelman.”

Lakan, White and Timm took first in the “zombie” category and the “faculty” category was won by the nine-person team “Financial Aid Flyers,” with Kim Herout, Ida Brown, Lorri Foockle, Amy Woods, Neil Jagodzinski, Alyssa McCauley, Selena Campos, Isamar Taylor and Patty Williamson.

The contest, which celebrates National Engineering Week, has been hosted by the Workforce Development Division since 2006 and was originally sponsored by the National Science Foundation.

Dorene Data, organizer and coordinator of Computer-Aided Design, said, “Our purpose is to demonstrate that STEM, or science, technology, engineering and math, can be cre-

Many said the highlight was working in teams to come up with a creative and workable design and even re-design, or “finding new ways to improve the design,” as one student put it.

Community Players of Streator announce upcoming auditions

Stage 212’s ‘Joseph and the Amazing Technicolor Dreamcoat’

STREATOR — Community Players of Streator, Inc., better known as Engle Lane Theatre, will conduct open auditions for two of its upcoming productions on Friday, May 4, and Saturday, May 5.

Director Cheyenne Sunken will hold auditions for the children and youth production of “James and the Giant Peach Jr.” Young performers ages 6 to 18 interested in participating can audition at 5 p.m. May 4 and 2 p.m. May 5 at Engle Lane Theatre, 1012 Columbus Road, Streator. Participants are to come prepared with a little bit of a Broadway or Disney song to sing. There will also be some dancing, so no open-toed shoes or flip-flops are permitted. Auditions for “On Golden Pond” will be at 7 p.m. May and 2 p.m. May 5. Director Bill Jankowski will be casting three adult males, two adult females and one youth.

Auditions are open to anyone, regardless of experience.

LASALLE — Director Cindy Myers has announced upcoming auditions for the summer production of Stage 212’s 50th anniversary season, “Joseph and the Amazing Technicolor Dreamcoat,” the enduringly popular musical by Tim Rice and Andrew Lloyd Webber.

Men’s auditions (high school age and above) will be at 6 p.m. Thursday, May 3.

Women’s auditions (high school age and above) will be at 6 p.m. Friday, May 4. Children’s auditions (entering grades 4-8) will be at 9 a.m. Saturday, May 5. Call-backs will be at 11 a.m. Saturday, May 5. All auditions will be held at the theater, 700 First St. in LaSalle.

Adults auditioning will be taught a song from the show to sing. There will be a dance audition for those interested in being a “featured dancer.” Those who have tap shoes are encouraged to bring them, as tap experience is a plus. Children auditioning will be singing “Happy Birthday” and “My Country, ’Tis of Thee.”
