State of the Cities: Growth and challenges for area communities IVAC luncheon details progress across Illinois Valley

BY DAVE COOK news@tonicanews.com NORTH UTICA — With almost 200 representatives from the communities of the Illinois Valley in attendance, the Illinois Valley Chamber of Commerce’s (IVAC) State of the Cities luncheon highlighted the recent growth of the area and the encouraging prospect of continued development.

Speakers included Ottawa City Commissioner Tom Ganiere, Peru Mayor Scott Harl, Spring Valley Mayor Walt Marini, North Utica Village President David Stewart, and Hennepin Village President Kevin Coleman.

Road and water improvement projects and other infrastructure work were common topics among the speakers. In addition, each community is continuing to develop plans for future improvements and an increase in community and recreational events and attractions.

only bringing along the next generation of farmers, it’s bringing along the next generation of leaders. And that may be even more important because they’re developing leaders for a variety of professions and hopefully our local economies can draw them back. I think the key is, many of these young people are not only going to be corporate leaders, but leaders in our government as well.

I hope they’re not turned off by what’s going on these days with the partisanship and fighting we see in Washington and that it doesn’t discourage them, because we need them badly. FFA is helping develop young leaders with a work ethic and morality, and there are going to be some great young people coming out of there. That’s why I’m a big supporter of FFA.

What are the agriculture industry’s biggest challenges: Armstrong: In my opinion, it’s a

misunderstanding of what we need to farm and it’s a very serious challenge. People don’t trust science.

Surveys show that people don’t believe scientists anymore. That’s a

problem. It’s a problem because we need all of the scientific advances, and we need all of the technology to continue to ratchet up the production to feed the growing population.

Every hour we’re adding 10,000 people to the population of the world. Think about that, every hour.

Over the course of every day, we’re increasing the population by a quarter-of-a-million people, every day.

We need to talk about water resources, where we’re going to put all these people, and how we’re going to feed them.

What industry trends would you like to see continued growth in?

Armstrong: I’d certainly like to see

the technological advances keep coming. I don’t think there’s any doubt that we’re going to continue to wrap our arms around conservation practices which increase our sustainability. So many farmers are embracing them and will continue to do so.

I saw an interesting photograph recently of Amish tobacco farmers in Lancaster County, Pennsylvania.

GRANVILLE — It took several years to arrange, but the Putnam County Rotary was finally able to welcome legendary agriculture broadcaster Max Armstrong to its annual Agri-Business Night on March 29.

For more than 30 years, Armstrong provided the voice of agriculture at Chicago’s WGN radio station. He is now the producer and host of the popular syndicated proMax grams “Farm Progress Armstrong America” and “Max Armstrong’s Midwest Digest.”

“We’re thrilled to be able to finally bring Max to Putnam County,” Putnam County Rotary President Debbie Buffington said at the event hosted at Putnam County High School.

The Tonica News (TN) was able to spend a few minutes with Armstrong before the evening got underway, and he was asked about the

current state and future of agriculture. The interview follows: TN: How has agriculture changed over the course of your career?

Armstrong: It’s constant change, and technology is a big part of that.

We’ve had some very rapid advancements of late in technology. The beautiful thing is it’s increasing our productivity so dramatically and allowing us to grow bigger and bigger crops. The bad news is that we’ve gotten a little in front of the demand, quite frankly.

We’ve produced big crops for several years in a row, and we’ve gotten confirmation from a government report that we’re cutting back our acreage this year. Farmers intend to reduce both the corn and soybean acreage this year. Some of that is responding to market prices, some of that is responding to the bankers, and some of it may be in response to the weather if we continue to have wet weather into April.

He reported Peru has taken on no new debt since 2013 despite completing a lengthy list of city projects. Peru has welcomed 23 new businesses in the past year, and Harl reported several new development projects near the Peru Mall.

Stewart announced the return of a popular event last held 20 years ago, the North Utica Pork Festival, which is scheduled for Aug. 11 and 12. He announced the village will soon have a Casey’s General Store and welcomed North Utica’s other new businesses, as well.

“We’re always looking for ways to improve our economic development,” he said.

Ottawa Commissioner Ganiere began by thanking the many communities that provided support to Ottawa after the extensive damage caused by last year’s tornado.

“If you’d have visited Ottawa not that many years ago, you would’ve seen a desolate downtown area. Over the past few years, it’s changed into a beautiful, landscaped and vibrant downtown with very few vacancies, and we’re committed to continuing our work,” Ganiere said.

Spring Valley Mayor Marini described his city’s new $12 million waste water treatment plant. Additionally, $500,000 was spent to improve the water treatment plant. The upgrades were to improve both efficiency and quality well into the future.

Other recent improvements in Spring Valley include a new maintenance garage and upgrades to the library, city hall, street lights and parks. Proceeds from video gaming are being used to improve the sidewalks. The city is using a half-cent sales tax to improve its roads. Marini also spoke of his city’s efforts to remove and sector, and it’s also being demanded by consumers.

The fact we can come together and talk about such a thing is simply amazing. We’re seeing a growing regionalism, and we’re committed to a progressive future,” he said.

Hennepin Village President Coleman began by saying he was proud that Hennepin was a part of the IVAC community and its continuing successes.

Hennepin recently made improvements to its water district at a cost of $1.2 million. Coleman discussed the comprehensive improvements made during Hennepin’s $850,000 road improvement project, which included upgrades to the water mains, hydrants and curbing in the area, as well as the addition of a bike path.

Coleman then discussed a problem near Hennepin that ultimately affects the entire Illinois Valley: the partly-demolished steel mill.

“Anyone who’s been by there knows it looks like a disaster. I’ve also seen it from the air, and I can tell you, it looks 10 times worse from above,” he said.

He spoke of how the Illinois Environmental Protection Agency will inspect the site for asbestos and lead paint, which might be drifting over to Hennepin. Coleman also mentioned previous water pollution in the village caused by dumping at the mill, which then leached into the village’s water supply.

“Identifying ownership of the mill is difficult, and this could be tied up in court for years. It’s an eyesore to Hennepin, and although it’s a prime area for industrial development, it’s worthless as it sits. We’re losing potential jobs because we can’t show it as it is now,” Coleman said.

While he acknowledged the benefits of the nearby Dixon Waterfowl Refuge and the work of the Wetlands Initiative, Coleman drew understanding laughter from leaders of other communities as he described the environmental challenges posed by the upcoming project, which will include a small bridge connecting Hennepin to the refuge area.

“Here we are in Illinois, losing jobs and people to Indiana, and we’ve got to complete a study about where the Indiana bats are living in Hennepin,” he said, jokingly.

Proposed Redevelopment Plan and Project Area: The Village of Tonica proposes to establish a Redevelopment Project Area and adopt a Redevelopment Plan and Projects pursuant to the Tax Increment Allocation Redevelopment Act [65 ILCS 5/11-74.4 et. seq.] (the “Act”) for the proposed “Tonica Commercial Tax Increment Financing (TIF) District” in order to stimulate commercial, light industrial and residential development within the Village. The intent of the Redevelopment Plan is to promote and protect the health, safety, morals, and welfare of the public, address blighted conditions in the proposed Area and institute conservation measures so as to remove and alleviate adverse conditions, encourage private investment, develop business and real estate projects to increase employment and restore and enhance the tax base of the taxing districts by undertaking public and private redevelopment projects within a designated Area. The Redevelopment Project Area (the “Area”) for the proposed Tonica Commercial TIF District includes areas shown on the Boundary Map and the boundary is legally described in the Legal Description of the TIF Area. These properties have been neglected and have not benefitted from coordinated planning efforts by either public or private sectors. All properties within the proposed Area would substantially benefit by a series of proposed public and private redevelopment projects. Pursuant to the Act, the Area is not less in the aggregate than 1½ acres and the proposed Area includes only those contiguous parcels of real property and improvements thereon which would be substantially benefitted by a redevelopment project. The overall Area consists of 107 improved and vacant parcels, 86% of which qualify as a combination of “Blighted” and “Conservation” Areas, as defined in the TIF Act. Improved properties included in the Area display characteristics of age, dilapidation, obsolescence, deterioration, municipal code violations, inadequate utilities, overcrowding, EPA issues and a lack of public infrastructure and community planning. Vacant parcels throughout the Area display characteristics of obsolete platting, diversity of ownership, deterioration of adjacent properties, EPA issues, chronic flooding or contributing to flooding within the same watershed and blighted before becoming vacant. Evidence of a lag in Equalized Assessed Valuation (EAV) growth is apparent throughout the Area as a whole and has been documented pursuant to data made available by LaSalle County. The Redevelopment Project Area on the whole has not been subject to growth and development through investment by private enterprise and would not reasonably be anticipated to be developed without the use of tax increment financing. By attracting new private investment, improving public infrastructure and encouraging new private investment throughout the designated Redevelopment Project Area, the Village expects to create new jobs and employment opportunities, increase population, increase the real estate tax base, generate additional retail sales tax revenues, stimulate the local economy and improve the overall quality of life for its residents. Long Term Goals and Objectives: The Village intends to use the Tonica Commercial TIF District to redevelop property that is currently underutilized for commercial space, commercial/retail businesses, tourism-related activities, light industrial and residential development to increase population, improve employment opportunities, expand and diversify the local real estate tax base, manage growth and increase the overall quality of life for its residents. The Redevelopment Plan will allow the Village to alleviate and/or remove blighting conditions such as the lack of adequate public infrastructure, increase Tonica’s overall competitiveness in the region and institute public policies that are more conducive to business development. All of the property within the proposed Area will substantially benefit by a series of public and private redevelopment projects made possible with tax increment financing. The Redevelopment Project Area is not otherwise reasonably expected to be substantially improved or be further developed without the use of tax increment financing. The Tonica Commercial TIF District Redevelopment Plan is expected to include, but is not limited to, the following general long-term goals and objectives: (1) Eliminate or reduce those conditions which qualify the Redevelopment Project Area as a “Combination of Blighted and Conservation Areas”; (2) Facilitate the construction, improvement and maintenance of public infrastructure, environmental remediation and other capital projects which the Village finds is in furtherance of the Redevelopment Plan or necessary to encourage new residential and commercial development; (3) Construct, improve, upgrade and maintain storm water drainage and sanitary sewer lines and related infrastructure throughout the Redevelopment Project Area; (4) Construct, improve, upgrade and maintain antiquated and/or inadequate water lines and mains, as well as water storage facilities and related distribution systems; (5) Construct, improve, upgrade and maintain streets, amenities relating to information technology, street lighting, landscaping, curbs, alleys, parks, public green space, recreational amenities, sidewalks, bike paths and other pedestrian walkways throughout the Redevelopment Project Area; (6) Encourage residential rehabilitation/renovation projects within the Redevelopment Project Area using financial incentives offered by tax increment financing; (7) Encourage private investment for commercial rehabilitation/renovation projects to be undertaken on existing structures within the Redevelopment Project Area through the use of financial incentives offered by tax increment financing; (8) Enhance the tax base for the Village and other taxing districts through coordinated, comprehensive planning efforts by either the public or private sectors which focus on efforts to improve infrastructure, property reuse, and the upgrade of existing buildings; (9) Foster entrepreneurship and attract new commercial development which complies with Village zoning and land use ordinances, increases assessed valuations and enhances the real estate tax base for the Village, thereby also creating high-quality employment opportunities within the Tonica community; (10) Encourage new residential development which will thereby help to adequately increase the Village’s population, maintain a high-quality housing stock, expand the overall tax base of the community, maintain/regenerate local school enrollments, and raise local economic thresholds to levels necessary to support new commercial retail development; (11) Encourage the development of additional, new residential choices for retired persons and elderly residents over the next 20 years; (12) Attract tourism and new retail/commercial businesses while also vigorously reinvesting in existing properties within the Redevelopment Project Area to encourage business retention and increase retail business activity that will generate new local retail sales tax revenue for the Village, other taxing bodies and the State of Illinois; and (13) Undertake redevelopment projects which will further improve the overall quality of life, health and well-being of the Tonica community. Description of Tax Increment Financing: A TIF District establishes a geographic boundary (a redevelopment project area) in which new private investment is encouraged. A municipality may also issue obligations to finance improvements that will enable the redevelopment of deteriorated, blighted, or other key conservation areas within its corporate limits. By making public improvements, the municipality may invite new private investment so that the expected increase in property tax revenues can be captured, temporarily, to amortize the public improvements. A municipality may also choose to use TIF funds on a pay-as-you-go basis whereby revenue is spent as it is collected. In either case, it is expected that new investment in a designated redevelopment area will stimulate a resurgence of population, employment, and assessed valuation throughout the entire community. It should be noted that TIF DOES NOT raise property taxes and it IS NOT a new tax or a new taxing district. Only an increased assessment or an overall increase in tax rates can raise taxes. TIF is merely used to reallocate increased property tax revenues created by increased assessed valuation that is realized after a TIF District is established. A TIF District may last for up to 23 years. BE IT ORDAINED BY THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF TONICA, ILLINOIS, AS FOLLOWS: The provisions of this Ordinance shall control the design and construction of storm sewer systems and stormwater storage requirements.

1. An adequate system of storm drainage shall be constructed and installed, consisting of natural water courses, storm sewers and other necessary facilities which will drain the subdivision and protect roadway pavements. The minimum size diameter of roadway storm sewers shall be twelve inches (12”) 2. Storm draining inlets shall be placed in street gutters at intersections and elsewhere as required by the terrain, but shall not be spaced more than 400 feet along the gutter, unless approved by the Village engineer.

Storm sewer capacities shall be determined by the rational method for a ten-year storm event. Computations will be required to show that the streets or other surface drainage facilities are capable of safely conveying the 100-yr storm runoff without damage if the storm sewer is plugged or otherwise non-operable. The runoff coefficient (C factor) shall be determined by the character of the land to be drained and shall conform to accepted standard engineering practices. Street grades and lot and block drainage shall be established so as to permit positive drainage.

3.Any outfall storm sewer that drains into an existing open ditch or natural water course shall have a reinforced, concrete headwall and a concrete apron for erosion control at least ten feet (10') in radius from the center point of the outfall, or as determined by the size of sewer, velocity of flow, and topography.

4.Storm water shall not be directed into thesanitary sewer system and no connection between the storm and sanitary systems will be permitted at any time before, during or after construction. Existing drain tiles which are encountered during construction shall be connected to storm sewers or shall be restored to operating condition.

5.Cross road culverts shall be designed to carry a 50 year storm event and shall be so constructed with a dip in the pavement in order to convey the 100 year storm event.

6.Where installation of storm sewer lines of larger than required size to serve only the subdivision or development as delineated in the preliminary plat is required by the Village Council to serve future growth in the subdivision or development, the developers shall pay for the larger sized lines.

Subsequent developers and property owners using storm sewer lines with larger capacity than required to serve a particular subdivision or development shall compensate the original subdivider or developer for his additional expense by paying him the difference in the cost at the time of the original installation between the size required for the original subdivision and the larger size required by the Village Council pursuant to a recapture agreement entered into between the subdivider or developer and the Village.

7.Storm sewer materials shall be made of materials as approved by the Village Engineer. All inlets, catch basins, or manholes shall be made of precast reinforced concrete with steps, unless permission is granted by the Village Engineer to use alternate materials. All storm sewer inlet grates and frames in the curb and gutter shall be as described in the Standard Specifications for road and Bridge Construction.

8.Storm Water Detention A. Required: A combination of temporary storm water storage and controlled releases of storm water runoff shall be required for all non-residential developments of two (2) or more acres in area, for all multiple-family developments of two (2) or more acres in area, and all single-family developments of five (5) acres or more in area.

B. Storm Water Release Rate: The release rate of storm water from all developments requiring detention shall not exceed the storm water runoff rate from the project area in its natural, undeveloped state. A release rate of not greater than that calculated from a 100 year rainfall with a runoff coefficient of two-tenths (0.20) cfs/ac and a 2 year rainfall with a runoff coefficient of four hundredths (0.04) cfs/ac will be acceptable.

The minimum size of the discharge outlet shall be four (4) inches.

C. Capacity of Bypass: Storm sewer systems, streams and channels shall have an adequate capacity of bypass through the development for the flow from all upstream areas for a 100 year storm design frequency, assuming that the land is in fully developed state under present zoning and/or land use proposed under the Comprehensive Plan. The bypass flow rate shall be computed utilizing a runoff coefficient of not less that thirty-five one-hundredths (0.35). An allowance, equivalent to the reduction in flow rate provided, will be made for upstream detention which such upstream detention and release rate has previously been approved by the Village has been constructed.

D. Storage Volume, Additional Detention: 1.The live detention storage to be provided shall be calculated on the basis of a Type II, one hundred (100) year, 24 hour rainfall, as published by the Illinois State water Survey (ISWS) Circular 172 for this area. The detention volume required shall be that necessary to temporarily store the runoff of the one hundred (100) year, 24 hour rainfall from the fully developed drainage area tributary to the reservoir, less the volume discharged during the same duration at the approved release rate. A minimum one (1) foot freeboard from high water level is required in all detention storage structures. A minimum two (2) foot clearance below finished floor level to high water is also required.

2.In the event the downstream streams and channels are inadequate to receive the release rate hereinabove provided, then the allowable release rate shall be reduced to that rate permitted by the existing receiving downstream storm sewer, streams and channels, and additional detention as determined by the Village Engineer shall be required to store that portion of the runoff exceeding the capacity of the receiving sewers, streams and channels.

E. Plans, specifications and Calculations: 1.Plans, specifications and calculations for storm water detention facilities as required herein, shall by submitted to the Plan Commission and Village Engineer for approval prior to the commencement of construction.

2.The method to be used for calculating the volumes of water to be stored and/or released shall be HEC-1, SCS Methodology, HEC-HMS, TR 20 or TR 55.

3.All information and data required and submitted shall be prepared and bear the seal of an Illinois Licensed Professional Engineer.

SECTION 4: Any Ordinance or part thereof in conflict herewith is hereby repealed.

SECTION 5: This Ordinance shall take effect and be in full force and effect from and after its passage, approval and publication as required by law.
